Major factors have caused the global crisis which triggered the planetary state of emergency :
*     financial crisis
*     social-economic crisis
*     human activities destroying Earth ecosystems and global life-support systems, and so endangering the future of life on our planet
*     disconnected with reality, unfair and corrupted governance focusing only on finances, trade and consumption

The EU, UN, WTO, IMF, World Bank, FTAA, NAFTA, NATO, and G8 nations, all nations, must operate and do their business as per the Scale of Global Rights.

Global Law

The Global Community has established a planetary biodiversity zone now under the protection of the Global Protection Agency (GPA). We have declared a moratorium on all development in the zone, including all drilling, military testing, and any other destructive uses of the ecosystems.

The planetary biodiversity zone includes :

  • North Pole region
  • South Pole region
  • all oceans
  • all forests
  • all lakes
  • all rivers and connecting streams
  • all wetlands and grasslands
  • living organisms and ecosystems in all of the above

The people of all nations are required to respect the moratorium until global law has been completed to include regulations to be enforced by the GPA.

The final product of this global process is to give humanity a sense of direction for a better future. This final product is shown in the Proceedings.  Proceedings of  Global Dialogue 2008 The Global Movement to Help is the final product of the assessment of the work from all Participants of Global Dialogue 2008. The Global Justice Movement along with the Global Peace Movement, both Global Community initiatives, have been and continue to be the two major pillars of the Global Movement to Help. It is very important that the Movement be promoted by all Global Citizens. From now on we serve the people of all nations, all life on Earth. Each Global Government is made more responsible and accountable to the people of member nations within the region where it operates. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation.We want a Global Government to be made of wealthy nations as well as nations in need of help. Be compassionate. Each Global Government is obliged to offer Essential Services to the people of its member nations. The Federation is the place of meeting of all Global Governments and serve the people of all nations, all life on Earth. In this way, the Federation, along with the GPA of each nation, can offer a more efficient help.

Today, earquakes, cyclones and other natural disasters, as well as human made global destruction and disasters, require a rapid and efficient response from the world to help those in needs. We need to be organized and ready to help. We need all nations to be a part of this Global Movement to Help.

In the chaos after the magnitude 7.9 earthquake in China, which made 5 million homeless, many survivors were separated from their families. Burma was hit by a cyclone at the beginning of the month of May, leaving over two million persons in need of emergency relief. Thousands of children and parents have been separated. Nowadays, natural and human made disasters have become more frequent and require a rapid response to help.

The Global Community offers both a short term solution and a long term solution to the people of all nations. Both solutions have been integrated into the Scale of Global Rights Scale of Global Rights, itself a necessary first step which must be approved by all of us.

The raison d'etre of Global Dialogue 2009 is to find sound solutions to sustain the Global Community and all life this century. New concepts and strategies had to be developed and are shown on this website.

In this dialogue we will primarily be concerned with issues related to the question of global essential services. The Process Overnview shows all links related to them.

The reason why Global Dialogue 2009 is so important to humanity has been explained in the Introduction to Essential Services. As a first step to every participant it would be best to read the Introduction.

Several websites were created specifically showing what we mean by Essential Services to serve the people of all nations, all life on Earth. Links to those websites are shown as well in the Introduction to Global Dialogue 2009.


Global Movement to Help


As a first step to getting help, all nations can and should approve the first three sections on the Scale. The approval would supersede the nation political and physical borders of participating member nations. The Global Protection Agency (GPA) would have the approval from all member nations to give immediate help, bypassing normal government protocols. Somewhat like an emergency unit but at the global level. That is what those first three sections mean. They represent an efficient and immediate emergency response to help.

First, participating member nations need to give their approval to the Global Protection Agency ( GPA).

The GPA is a global organization much like the World Trade Organization (WTO) for trade between nations, the World Health Organization (WHO) for health, or the European Union, North American Free Trade Agreement (NAFTA), South American Community of Nations (SACON) for trade and economics. The GPA offers an efficient emergency response to help.

The GPA is a short term solution, an immediate and efficient response to help. There are also long term solutions. As with the short term solution, the most significant long term solution is also related to the Scale of Global Rights. The Scale was entrenched in the Global Constitution and is thus a fundamental guide to Global Law.

Now the Scale of Global Rights is a long term solution and is also a part of the Global Movement to Help of the Global Community. The Scale was designed to help all life on Earth. What would be preferable is that nations unite amongst themselves to help. Over time, we have seen the creation of the United Nations, the European Union, the South American Community of Nations, and the North American Free Trade Agreement. Except for the UN, these organizations are mainly concerned with trade and economics. The Global Community offers a more meaningful union in the form of nine or more Global Governments. For instance the South American Community of Nations can be a Global Government by simply accepting the Global Constitution as a way of dealing between member nations. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, energy, food, social, cultural and many other essential aspects.

The Federation of Global Governments is the place of meeting between Global Governments.

The very first step of the Federation, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region, and to all life on Earth. The Global Community has researched and developed such services and listed them here. All of them are already in operation on a small scale.

We have the potential to act as a torchbearer for a better tomorrow. Do we heed the call? I hope this message has convinced many international organizations and the millions of people who have been with us over the past decades, that the question of how to proceed with that maturation is of far deeper significance than the reforming of the United Nations. In fact the United Nations should not be reformed it should be replaced by the Federation. I thus pray that we move with wisdom, grace, clarity, and love in the days, years, and even decades ahead.

Summary

Global Rights year one is a new impetus of the Global Community to educate everyone about the need for a change in thinking and of doing things amongst all nations. We need to realize what is a priority, what is the most important, and what is the least important for our survival. We need to make hard choices. We need a clear vision. We need a common vision. And we must all change! There are many important aspects of our lives we can no longer do, or should never do anymore. They are destructive. Humanity and all life can no longer afford activities that destroy life and the global environment. And there are other activities we must do, certainly thousands of them, to assure the survival of life on Earth. In view of the planetary state of emergency we all must change, we must do things differently to give life on Earth a better survival chance. And this is what Global Rights year one is about: to establish global fundamentals and a clear vision to follow. Perhaps the Scale of Global Rights represents the strongest pillar of our vision.

Letter to all people of the Global Community of North America (GCNA)
Ever wonder why Canadians and Mexicans were never asked in a referendum the kind of relationship we want to have with Americans and the White House? Ever wonder why Canadians and Mexicans dont have a veto power on the White House's policies and legislation, and yet we feed Americans with our resources? How is that possible? What does that do to the world, to all life on Earth, and to the next generations? As of January 30, 2008, the total U.S. federal debt held by the public was roughly $5.1 trillion and the annual deficit roughly $400 billion. They paid very little for our resources and with money they borrowed every year from China. Americans buy our ' home grown corporations ' with money they dont own. When they have not borrowed the money, they have invaded other nations and taken their resources. Blood resources. Blood money. How can we trust a partner that is basically bankrupted morally and economically? How can we let our governments be dealing with the White House on an agreement such as the North American Free Trade Agreement (NAFTA)? A working Global Parliament Constitution is the only way for us all to guarantee essential services, Justice, and protection to every home. Global Parliament is not a World Government or Earth Government. No! It is the Federation of Global Governments. Global Parliament and its Constitution were researched and developed from fundamental principles as opposed to kitchen recipe types of Constitution that follow a set of instructions for a world parliament of some kind. Some of those principles we developed are the Global Community and the Scale of Global Rights. That is what differentiate most our proposal from others. The Federation and its Global Parliament operate as per those principles. The definition of the Global Community concept is truly the 21st century "philosophy of life" framework, some called it the religion of the third millennium, others called it the politics of the future generations now. And the Scale of Global Rights was designed to replace the Universal Declaration of Human Rights.

Global Parliament primary goal and focus include only a few essential aspects. Global Parliament Constitution itself gives the highest priority to the following essential aspects of life within civil society:

* essential services
* the Judiciary
* the Global Protection Agency (GPA)
* Global Ministries

Global Parliament Constitution Preamble
A working Global Parliament Constitution is the only way for us all to guarantee essential services, Justice, and protection to every home. Global Parliament is not a World Government or Earth Government. No! It is Global Parliament. The Global Community offers a more meaningful union in the form of nine or more Global Governments. We serve the people of all nations, all life on Earth. Each Global Government is made more responsible and accountable to the people of member nations within the region where it operates. Essential services to the people of each member nation are now the most important global rights and are protected by the Global Protection Agency (GPA) of each member nation. Global Parliament is an efficient and immediate emergency response to help. The very first step of Global Parliament, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. The Global Community has researched and developed such services and listed them here. All of them are already in operation on a small scale in the industrialized nations of the world. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region. And we want a Global Government to be made of diverses nations. Be compassionate. Each Global Government is obliged to offer Essential Services to the people of its member nations.


Advisory Board to Global Parliament Constitution

Thank you to all of those who have been sending their comments and work on the Preamble and Chapters I, II, and III. People from all over the world have been enthusiastic about finally developing a Global Parliament Constitution for all life on Earth. We want this process to continue for all Chapters throughout year 2010. Our Global Parliament Constitution is well on its way.

We will be showing new revisions every month.

Our work is very important. We are showing leadership in a world where there is an avid need for it. Already several other organizations have accepted and used our work, many documents and books have been published based on our past research and development and "soft activism" work. There is no doubt in our mind we are making a significant difference in the world.

We are the leading organization working on the Federation's Constitution. This is a unique way of expressing and protecting the needs of all people on Earth, all life. We have conducted the research and development of our work without any other motives than that of helping humanity, all life on Earth. The Global Constitution has been a success but what the world needs is not a World Government, not an Earth Government. What the world needs is the Federation of Global Governments (the Federation). Quite a difference! The Federation is focus only on four specific areas of concerns and needs of our world.

So our work is not completed, and probably will never be. We want to continue offering the world this unique perspective of the Global Community. We want the Global Constitution to be the template for the research and development of the Federation's Constitution. This requires changes because the Federation primary focus is only including a few aspects and are shown here:

- essential services
- the Judiciary
- the Global Protection Agency (GPA)
- Global Ministries


We have mentioned them many times over the past decades and in most of our Newsletters. Civil society was shown as an important participant in the process of development as was shown in our yearly Global Dialogue. And Civil Society has been and will continue to be an important element in the development of Global Parliament Constitution.

So our future work is well defined here. We want Global Parliament Constitution to be a direct expression of our focus. It must be acceptable to all nations on Earth, to all Peoples. I am asking you to help in the research and development of Global Parliament Constitution.

The first stage of development of Global Parliament Constitution is the reviewing of the Global Constitution Chapter by Chapter. The next stage of development requires the need of having civil society participate in the development of Global Parliament Constitution: Global Dialogue 2010 will be a useful tool to achieve this second stage. The final stage of development requires the approval of Global Parliament Constitution by the first Global Government ever formed in the history of humanity.

Let us see what we can do for now. Everyone is involved. We will go over all Chapters of the Global Constitution. You are asked to read, understand and make changes to all Chapters and submit them to me as the Chairperson. In making changes, always keep in mind the above defined focus, much like a lens can focus light on an object. Rewrite the Chapters. Then your work will be published in our Newsletters for discussion with all of us and those participating in the Global Dialogue 2010 i.e., civil society.

Annual meeting of the Federation of Global Governments
to be held August 21st, 2009, Nanaimo, British Columbia, Canada
Register now (no fees to register).

This coming August 21st meeting of the Federation of Global Governments is crucial to everyone and every government in the world in search of a stable economy, justice without borders, essential services, and security for all life on our planet. The Federation offers all of that.

Civil society, also an important partnership of our organization, offers a humane solution to the global crisis we are seeing today. That's what's needed! That's what we want! No less! Leaders of the G8 nations and their corporate sponsors were caught destroying the economies of the world have met this month with 11 other nations and the EU leadership, they called their group "G20", and proposed to fix the financial system by giving trillions of dollars to banking institutions, the World Bank, the IMF, and those working, directly or indirectly, for the war industry. This is not a humane solution. It is more of the same that got humanity into this chaotic state we are living today.

The Agenda for the Federation's Annual Meeting contents the approval of several key factors to a better future, and you will be asked to discuss and to vote on everyone of them. Come to this important meeting! Tell us what you want! You can still vote through email. Send us an email concerning the issues of your choice here and vote. Direct democracy and global voting on issues

Agenda
Approval for:
  • the dissolution of the United Nations organization by
        a)     voting for its dissolution during the next General Meeting of the UN
        b)     letting go your membership with the UN organization
  • moving the Office of the Federation to a more suitable location
  • helping nation governments to apply for membership with the Federation of Global Governments
  • giving essential services to all your citizens; if a nation cannot do so then allowing co-operation with the GPA to offer such services
  • the replacement of the Universal Declaration of Human Rights with the Scale of Global Rights
  • the application of Global Law and its Regulations concerning only of essential aspects of life:
           A) Global environmental, ecological and protection of the global life-support systems rights

           B) Primordial human rights:
               safety and security
               eat a balance diet
               'clean' energy
               a 'clean' and healthy environment
               drink fresh water
               breath clean air
               basic clothing
               have shelter
               universal health care and education
               employment for all

  • forming a Global Protection Agency (GPA) in your nation, which will be subsidized by the nations's government; if not possible, then co-operating with the GPA to apply the law
  • the establishment of the Global Social-Economic Reform (GSER) as a replacement to the globalization system of the G8 nations; the IMF, World Bank, and all other similar organizations to be under the control of the GSER Ministry
  • the establishment of a new monetary system based on global sustainability principles
  • the dissolution of the WTO, NAFTA, FTA and other similar inadequate trading organizations
  • the dissolution of NATO organization
  • the immediate formation of Global Ministries in the following sections of political and civil life:

        Global Social-Economic Reform (GSER)

        Water preservation
        Soil preservation

        Sustainability in development and resources

The GPA and these Ministries need to be an integral part of a nation government whenever possible and needed. The Global Government of a specific region of the world could possibly replace the need of a nation to have these Ministries as long as the nation agrees that the Global Government would manage the Ministries on its behalf. There is also the possibility of having a Global Government managing the Ministries on behalf of all participating nations.

Please note that security of government leaders at the meeting will have to be organized and paid for by each government leader. At the moment we have no budget for security. And note that, as we have done every year so far, the Federation's meeting is an integrated part of Global Dialogue 2009 and, therefore, is included in the Program of Global Dialogue 2009. Schedule for the Global Community and Federation of Global Governments annual meeting The exact site of the meeting has not yet been decided, but it will be held August 21st, 2009, in Nanaimo, British Columbia, Canada.

We the Peoples, all Life on Earth, are claiming ownership of the planet as a birthright.
"The Global Community is defined as being all that exits or occurs at any location at any time between the Ozone layer above and the core of the planet below. It is defined around a given territory, that territory being the planet as a whole, as well as a specific population, which is all life forms on Earth."
This definition includes all people, all life on Earth. That makes the Global Community the 21st century framework for Earth governance, and the only legitimate body with the power to make the laws of the land and to make the rules for the territory of the Earth.

Global political parties are certainly the next best thing to talk about after replacing the United Nations by Global Parliament. Actually why wait! We all know it is coming soon. We all know the UN is on its way out! This is the 21st century, and the old ways have to go for humanity survival, for all life on Earth survival. This is the time to remember in all of humanity history. Our time is precious. Life in all its forms needs our help more than ever. We have already explained why for over two decades now. Today, we want action!

Rise up Global Community! Rise up Earth revolutionaries! Rise up! Rise up!

In the above figure we have defined and summarized who we are, what we stand for, and what we need to accomplish. The remaining sections refer to details about how we can get there. Global Parliament Constitution contains the necessary steps that will allow us all move forward taking along with us all of humanity and all other life forms as many as we can. Global Dialogue 2010 is how you can participate in this discussion. Do participate! No fees! Just take the time to volunteer your help.

Our conclusion and recommendations have already been given and listed in the Proceedings of Global Dialogue 2009. The images above are also another summary of them all. Pass our images along to others.

Obama is truly a representation of America today and NATO friends wanting to defend an old way of doing things, 20th century thinking, but knowing this will not get them anywhere. The people of those nations have the stomach of a 'black hole' where everything on Earth is absorbed anb consumed without rules but those of the gun and fear. Obama is pointing out his own public face, a truly friendly face, a person able to make believe 'change' is possible that would make everything right in the world. But that was shown to be a lie during the Copenhagen Summit on Climat Change. Humanity itself was part of the lie. Humanity has lost track of what is the most practical thing to do to save life on our planet. Several decades ago, similar self-destructive activities on the part of humanity gave rise to the Global Community, the Earth revolutionaries.

NATO wants to be the gun for the corporate wealthy but eventually will absorbe itself and died out in its own 'wasteland'.

The Little Red Riding Hood

People of most nations no longer trust America for anything. America is doomed to nothingness and will be absorbed by its own 'black hole', its 'wasteland'.

The United Nations (UN) is the global suite with no justice where everyone can go unpunished and get a Nobel Peace Prize. The more destruction you do the bigger the prize. America and its NATO friends got the biggest prize of all. The UN should never be promoting war as a solution to world problems. That alone is against global sustainability. Sustainability means no war. War is the greatest act of destruction. There is no worst action than war. The UN is promoting a culture of violence and war, and certainly that goes against global sustainability and Global Peace. That is the worst thing the UN could ever do to humanity. It is totally opposite to the Vision that the Global Community is promoting. And it is totally insane! The leadership of the UN has failed to enforce disarmement. All weapons of mass destruction should have been phased out a long time ago. Why are the USA still holding the world hostage with its 40,000 nuclear war heads, and biological and chemical weapons of mass destruction? What has the UN ever done to help the phasing out of WMDs? Now several nations, including North Korea and Iran feel threatened just like everyone else and will refuse to be invaded. They would rather take on the US. Russia and China will also refuse to be invaded.

The Global Community is very concerned about the state of the world today and the causes that brought up so much frictions and wars between nations. Ever since WWII, the world has seen the rise of an invading world power, the USA. The United Nations has never done anything to stop the invasion. The UN leadership has been one of a 'watcher', an observer. The UN watch the world go by, on the brink of self-destruction and of being invaded, environmentally and militarily, and do nothing. The United Nations, US Administration, World Bank and IMF are corrupted organizations and never to be trusted of anything. The Global Community will never go along with these organizations.

The entire planet is in a state of low intensity civil war. The ruling elite profit off the exploitation of the rest of the world. Over several decades now, and in several press releases, the Global Community has made everyone aware of this critical situation, and how dangerous the US military and NATO allies were actually bringing the social fabric of the world to a complete breakdown. The October Press Release made that very clear and has caused a domino effect that started with NATO not wanting to take the blame for the global financial crisis and forced the collapse of the financial bubbles in the stock market, the Wall Street financial crisis. Americans are too proud of their military to throw away the blame of their bankrupted economy, in large part onto their astronomically high military expenditures, which truly bankrupted America long before the financial crisis. The financial crisis reflected fundamentally bad financial principles.

There is a multitude of diverse Earth resources being taken from the ground and water, carried away for processing, manufacturing, packaging, or used in some form or another by consumers, and by commercial and industrial facilities.

Because of the limited quantities of Earth resources to be made available for this generation and the next ones, and because of environmental, climate change, and world population concerns, there is a need to manage the entire process from beginning to end, from the exploration stage to the consumer.

A Global Ministry is needed to look after the management of Earth resources at all stages: exploration, production, transportation, manufacturing and distribution.

In Lesson #1, "the world now", I told you how the three faces of warfare have caused civil unrests and added pressure on Earth's resources to a critically high level making it very difficult to live or even survive. Earth is covered by pollution and waste from human activities:

4. overpopulation
5. mindless and out-of-control destruction worldwide caused by the military and its armament industry

As a species we no longer need to procreate by the millions so quit making children Peoples, for God sake give it a rest
To bring about Peace in the world we must first understand main causes not making the event of Peace happening, and then do something about that. Those causes stem from the three different faces of warfare, and the killing, waste, destruction and pollution associated with them.

During this lesson we will go over the causes. The subject of Lesson #2 will be about describing solutions to bring the event of Peace in the world. Those solutions are truly results from Global Dialogue 2011 to be published in September and will also make the subject of Lesson #2.

Peace will be with all Peoples on Earth when all Peoples manage instabilities existing amongst themselves, and between themselves and the Earth life-support systems. The three different faces of warfare that cause instabilities worldwide are:

1. The military and its armament industry

2. Uncontrolled economics and overconsumption

3. Overpopulation

Those instabilities from the three faces of warfare affect society in the provision of basic human needs and create increase pressure on current Earth resources and the environment. Earth cannot support continued population and economic growth. Today's global economic crisis has propelled nations to take steps to stimulate their economies without making a determination as to what level of economic activity is best for long term survival of the Global Community.

4 areas most affected are:
1. Food, 2. Water, 3. Urbanisation, 4. Energy

The above described instabilities will more than double the demand on the sourcing and distribution of energy. The energy sector is already under increasing pressure to reduce greenhouse gas emissions, adapt to a changing climate and ensure security of future supply.

The capacity of the world's oceans, continents, and atmosphere to absorb the substances we must dispose of is limited. Even as a waste or pollution disposal site, the world is finite. The global ecosystem is already under considerable stress. The Earth's ability to accept, recycle, cleanse, and dissipate waste has already been stressed. An increase of world population will only make everything worse and add stress to living.

Global Peace Earth

As we have all done on May 26, along with the Celebration of Life day, the Global Community celebrated Global Peace Day .

Today we are introducing Global Peace Earth as a complement to both Global Peace Village and the Ministry of Global Peace. These are all projects well on their way. We will keep everyone updated of new developments as they are ready for publishing. Let us say a few words about Global Peace Earth, and how it is a part of the Global Peace Mouvement Global Peace Mouvement initiated by the Global Community. First, let us take a look at the following animation which was created to express the most important goal of Global Peace Earth: creating Peace everywhere. This is what the Global Community has been doing over the past two decades. But our emphasis about creating Peace is different than that of other organizations. Well known organizations will try to create Peace by getting leaders of "interested nations" in a special place and show off on the world scene. That is not our way. Peace is a value based on principles you live by and not a Hollywood cliche of the day.
Our Global Peace Mouvement is about the courage to live a life in a harmonious peace order and showing by example, thus preventing poverty, wars, terror and violence. We need to educate the coming generations with good principles, being compassionate, social harmony and global sustainability being some of them.

In preparation of Global Peace Day celebration this year, I thought giving the Ministry of Global Peace website a different look in step with the needs of people from all nations of the world. First let say a few words about what should be done concerning those needs.

The concept of the Glass Bubble can be extended to include planet Earth and all the "global communities" contained therein we called the Global Community.

This Glass Bubble concept is also about Peace and how to achieve a world at Peace. Because we do have to make a list of our needs for survival on the planet and make sure that those needs are in harmony with the natural environment and the people from all nations. But there are too many needs and some are not as important as others. So how do we prioritize our list of needs so as to achieve Peace amongst us all? We know everything is related. All aspects of 'modern life' are related to one another.

Gradually, over the past decades, this global concept leads to the research and development of the Scale of Global Rights and to the formation of the Ministry of Global Peace. Ministry of Global Peace
The Scale prioritizes all aspects for us. The Scale tells us what is most important for our survival on the planet. It also tells us what is least important. That is very much in tune with the Glass Bubble concept but now we can make a priority list for our survival and the protection of all life on our planet. This is when the Scale and the formation of a Global Peace Ministry in every nation of the world become a useful tool and a necessity of survival on our planet.

    Cultural Appreciation Day
    On August 22 of every year the Global Community celebrates the Global Cultural Day, the Cultural Appreciation Day.
    The event's theme is "Culture, Values and Social Development."
    The Global Community is rich with tradition and art. Culture is certainly tangible - churches, temples and monuments; and intangible - heritage with performing arts, fine arts or visual arts. Every community is based on a society distinctly different from any other country and its people.
    The Cultural Appreciation Day celebration occurs at the same time and is an important part of the Global Exhibition.

    Nationalization of natural resources
    As defined by the Global Community, the concept of ownership states that land and natural resources of the planet are a common heritage and belong equally to everyone, to all life on Earth, as a birthright. Products and services created by individuals are properly viewed as private property. Products and services created by groups of individuals are properly viewed as collective property. Only the Global Community can rightfully claim ownership of the Earth. October 29 is the day to celebrate ownership of our natural resources.

    Along with ownership comes the obligation of using the resources, share them or lose them. Land and all other Earth natural resources are not commodities. Use the land, share it or lose it. This principle also applies to banks and similar institutions all over the world and to Wall Street. You own property because the previous owners could not pay. Use that property, share it or lose it. The Global Community stipulates that land ownership is no longer a problem. The Earth and all its natural resources belong to all the "global communities" contained therein. A village, or a city is "a global community" and owns the land around its boundaries. Along with the Global Community, it has ownership of all natural resources within its boundaries. So, by definition, land here, covers all naturally occurring resources like surface land, the air, minerals deposits (gold, oil and gas etc), water, electromagnetic spectrum, the trees, fish in the seas and rivers. It is unjust to treat land as private property. As mentioned above, land here, by definition, covers all naturally occurring resources like surface land, minerals deposits (gold, oil and gas etc), water, electromagnetic spectrum, the trees, fish in the seas and rivers. It is unjust to treat land as private property. Land is not a product of labour. Everyone should therefore be given equal access to such natural resources.

    In order to better protect life on our planet, the Global Community is asking people of all nations to defend and protect their natural resources. In particular, all the hydrocarbons within a national territory must be nationalized. It is an obligation, not only of a national government, but also of all the active forces in a country; it is the duty of local and municipal authorities, the duty of state authorities – of everyone – to take upon themselves this defense and this recuperation of natural resources.

    Nationalization is a necessity because American corporations have been buying local corporations to acquire natural resources of a country. This state of affairs has been going on ever since WWII. Over the past decades, the US national debt and annual deficit have been out-of-control because of a complete business freedom of the US corporate world. No taxation! When a large corporation is about to go out of business, the White House intervened with a bail out.

    For example in Canada, the property of the hydrocarbons, the oil and natural gas, and tarsands, have mostly owned by American and other foreign corporations. Our natural resources have been bought out by foreigners. Pipelines have been built to transport the oil and natural gas to the customers in the United States without paying taxes to Canada. Canadian corporations that have been taken over by American corporations with bankrupted money, paper money, Stock Exchange money, money that Americans dont even have. The White House prints dollar bills by the trillions and give them to corporations to buy more Canadian corporations. This is no longer a fair exchange of something tangible with something else of an equivalent value. We have natural resources and Americans have bankrupted money to exchange with. That's not right! How can we let that happened? It is time to nationalize Canadian natural resources.

    From this point onward, those Canadian natural resources will be under control of the Canadian people, for Canadians, and help resolve Canada's economic and social problems. Nationalization is not new. The global financial crisis is good example of nationalization. When Wall Street started to crash, the US Government thought it would be wise to nationalize key financial institutions, even partially nationalized, so why not natural resources? They are in great danger of being destroyed (forests, oceans, fresh water, soils, air we breath, electromagnetic spectrum) or destroying all life on Earth (petroleum rersources). Once Canadians have recovered these natural resources, it will generate employment. The plundering of our natural resources by international and transnational oil and gas companies has come to an end. And for this reason we want to share the joy on this historic day of nationalization. If indeed previous governments have used the Armed Forces for the benefit of transnational corporations, the Armed Forces can now be used to unite for their country, for their nation, for their patria. We are a government of the people, a native government. We are a global community. We want to ask government to defend its sovereignty, its dignity and above all the integrity of its territory, we want to ask that it take charge of all the oil fields of all of its nation. Unless a reformed or empowered Global Community is leading firmly upon the principle of equal rights for all Global Citizens, then the planet will be controlled by a handful of vested interests. Land is not a product of labour. Everyone should therefore be given equal access to natural resources. The Global Economic Model proposes to make private property the product of labour. Common property is all what Nature offers. The Global Economic Model policy removes taxes from wages and increases taxes and user fees on common property.

    Along with all the global communities, the Global Community, all life on Earth, and the Soul of Humanity can rightfully claim ownership of the Earth as a birthright.

    And October 29 of every year is a special day to claim that right. Let us celebrate! The Earth and all its natural resources belong to all the "global communities" contained therein.

    Along with the Global Community, all life on Earth, and the Soul of Humanity, a global community has ownership of all natural resources within its boundaries. Founders and Spiritual Leaders of the Global Community organization are happy to celebrate that day with all life on Earth.

    Message from the President of Earth Government, the Federation of Global Governments    History of the Global Community organization, Earth Government and the Federation of Global Governments History of the organization. Short description and history of the Global Community organization, Earth Government and the Federation of Global Govewrnments

    The Global Community organization, Earth Government and the Federation of Global Governments were founded on October 29, 1985, in Calgary, Canada by Germain Dufour, Prophete of God, Spiritual Leader and President, and further developed through Global Parliament meetings.

    Later on in 1990s he was joined by his wife, Virginie, in the developing of many global concepts. Symbiotical relationships were defined to show the path for a better world. The Federation was formed to replace the United Nations. Its basic proposal is a de-centralized global government.

    A Global Government offers essential services to the people where it operates and the Federation main function is to serve all people and help in this process with the formation of Global Ministries to protect all life on our planet.

    Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation whose function is to enforce Global Law as defined in the Global Constitution. The Scale is the fundamental guide to Global Law which itself includes legislation covering all essential aspects of human activities. That is how we will bring about the event of Peace amongst us all and give security to all people, all life on Earth.

    The Global Exhibition
    For the sixth year since the first time ever promoting of a Global Exhibition in 2006, there will be a Global Exhibition at the time of Global Dialogue 2012, and at the same site in Nanaimo. It will also be occurring anywhere else in the world along with Global Dialogue 2012 during the period August 17-22 of each year. The Global Exhibition is a replacement to the usual Trade Show we have been promoting during each previous Global Dialogue. The Preliminary Program to the Global Exhibition will be the same as that of Global Dialogue 2012.

    The Global Exhibition covers many aspects. It can be about creating high profile, highly targeted business and consumer exhibitions, where buyers and suppliers from around the world can come together to do business. In an increasingly digital age, nothing can replace the power of human contact for establishing and maintaining business relations. And with more market leading exhibitions than any other organiser, no organiser delivers more business contacts. We specialize in exhibitions, trade shows, conferences and event planning.

    The Global Exhibition must allow multiplicity, diversity and contradiction to exist inside the structure of an exhibition ... a world where the conflicts of globalization are met by the romantic dreams of a new modernity, a new federation of nations.

    We divide the Global Exhibition into "platforms" -- conferences and lecture series engaging figures from a wide range of disciplines -- that take place at different communities around the world over the course of the year leading up to the installation in a large Global Exhibition in one country. Getting to know one another and ourselves as one humanity.

    Unity in diversity.The Global Exhibition must allow multiplicity, diversity and contradiction to exist inside the structure of an exhibition ... a world where the conflicts of globalization are met by the romantic dreams of a new modernity, a federation of nations, the Federation of Global Governments.

    Nothing in contemporary art speaks so directly to all of these issues as the large scale exhibition as well as any number of other biennials that cropped up around the world during the past decade. The Global Exhibition, endowed with a transnational circuitry, assumed the unique position of reflecting the idea of a world government. Establishing a new curatorial class able to bring artists together from wide-ranging geographic and cultural points, the large-scale exhibition alterd the kinds of visibility afforded artists and so fundamentally changed the conditions of artistic discussion, ultimately forwarding the position that no show could, or should, presume an all-encompassing thesis--at least not in conventional terms and form. Rather, the exhibition extends through time and across geography to include panels, lectures, publications, performances, and public works that fall welt beyond the parameters of the traditional show, and lies well beyond the grasp of any single viewer. In turn, these exhibitions have come to marshal the forces of any number of disciplines, including art history and theory, which leads one to the question of whether the critical function is in some sense migrating from critic to curator, or indeed whether such nominal distinctions are useful at all. At this level, I think that many people correspond to the economic, social, and cultural figure of the 'artist' as it has been constituted in the modern age."

    Earth Government aims at replacing the United Nations. That is truly a Revolution. If true revolution changes the rules on how to change the rules, then we must arrive at terms that transform the very concept of the exhibition. Although a few criteria for inclusion based on identity and geopolitics have developed, the art world is still heavily commodified, and an artist without a sales (and therefore publicity) base in the developed word--or a curatorial support network in the world's "periphery" -- is not going to be included. Further, the new terms of engagement may be geopolitical, but work from the "First World" must have a powerful aesthetic surplus or an antically unrecognizable political dimension in order to gain access. So many artists are doing serious work with directly political themes but do not see themselves included in these shows -- and would not expect themselves to be-since the public visiting such exhibitions is not their audience of interest. Granted, the flattened terrain of modern communications is bringing the interlocking worlds of art production and display into closer proximity, so it would not be correct to claim that work with direct political address will always be left out. But is it still necessary to point out that while "geopolitical" can have the cover of a prefix to cover its political nature, the politics in question bad better be far, far away?

    The art world -- a congeries of professional services along the lines of dentists, doctors, and professors on the one hand and high-end showrooms like ear dealerships on the other--consistently offers the modernizing elite a compass for understanding cultural and social "facts" as they impinge on their consciousness. The global exhibitions serve as grand collectors and translators of subjectivities under the latest phase of globalization. But as we move between disparate colonialist eras, what is plain about the present moment is that there is no dearth of images of the colonized Other in public view, despite only a little more insight -- and that quite momentary -- into the interior lives of others than in the previous colonial moment. The elite in question, especially in the North and in developed industrial and postindustrial nations (which includes, perhaps, the antipodean South), may have a taste for edification via these new Crystal Palace expositions. And why not?

Unexplainable phenomena happening have been observed in distant galaxies. These phenomena cannot be explained with laws of Physics. They are the subject of this lesson. One of these phenomena is the appearance of radiation traveling from one side of a galaxy to the other side. It seems to be radiation. A remarkable phenomena! Sciences as we know it today cannot explain the phenomena. Finding out how that works would greatly increase communications over the entire Universe and, yes, communications with other intelligent life forms on distant planets, especially in the Milky Way galaxy, our home. Einstein general theory on the gravitational and electromagnetic fields and the Special Theory of Relativity do not come close to explain the observable phenomena. It just seems the human mind has reached its first obstacle beyond what we consider to be rational, logical and down-to-Earth. We truly need to leave behind the old bag of Physics as we know it to hypothesise an explanation to the observable phenomena. So let go
E = mc2
i.e. let go Einstein's general theory on the gravitational and electromagnetic fields which work so well locally, and let go relativity. What are they? What cause them to behave this way? How is that possible? Could we reproduce these phenomena in laboratory using high speed particle accelerators? What are we missing? In my view, the best questions to ask ourselves is why are we not observing those phenomena in the Milky Way? Are these phenomena everywhere in the Universe but somehow distant galaxies allow us to observe them? Or are they specific to a certain type of galaxies? Or are they here as well in the Milky Way but cannot be seen? Could the radiation be encoded with information for communications? Very likely they are here, everywhere, and we have no way to observe them. Why? Let us first give very simple answers.
Einstein showed that E = mc2 , and that light had a finite, measurable speed. If what we observe on distant galaxies was correct, i.e. radiation traveling from one side of a galaxy to the other Artboard of  Series 2 Sciences, Communications and the Universe

in seconds then it would seems that the speed of light is thousands of times faster. So if a particle was traveling in front of our eyes, so to speak, at less than the speed of light, we would be able to measure its presence and characteristics. And we do. But if a particle was traveling at a thousand time the speed of light we could not possibly measure its presence. No known instrument on Earth, no known high energy particle detectors could detect this particle. So that explains why we dont "see" the phenomena in the Milky Way galaxy. But they are very likely here, everywhere, and probably everywhere in space between stars and in the intergalactic space as well. Everywhere!?? Another question to ask is what are they? What effects have they in the Milky Way? Is there intelligence present in these phenomena? Is that a new 'field' other than the gravitational and electromagnetic fields? A Soul is a beautiful, wonderful entity who loves us completely. Souls exist in all spaces and are goal oriented. The one goal common to all Souls is to guide the matter of the universe towards the creation of life.Then life becomes conscious of God.This goal is a global common to all Souls. We could compare it to the force fields of our universe: gravitational, electromagnetic, static magnetic, electric, electrostatic, etc. We can communicate with our Soul just by listening to our own thoughts, our innerself. Our Soul talks to us all the time. We just need to pay attention and differentiate our everyday thoughts to those of our Soul.They dont make decisions for us but they always show us the way, and it is left to us to choose the way of the Soul or not. Where Souls live time does not exist. Time has no meaning for Souls. Past, present and future are all in one. "all that exits or occurs at any location at any time between the Ozone layer above and the core of the planet below." This definition includes all people, all life on Earth. So time is truly a global common for the physical universe, for all life, as we do observe the passage of time, but is not a global common for the Souls. God's Spirit is everywhere at all times, past, present and future.Other global commons amongst Souls are peace, social harmony, love, absolute communications, fluid motion, and Will of God. Although the same Soul would be within a life-form throughout its life-span, it is only a viewpoint, life's viewpoint, the physical universe's viewpoint. Past, present and future dont exist for Souls. What seems a billion years to us is only an instant, an event, a motion for a Soul.The overall picture, the Soul's viewpoint, is still a fluid type of motion and Souls move around as waves and the wind, swirls, interacting gusty winds, in and out of each other, constantly merging to achieve their ultimate goal. Souls exist in all particules and can have an effect on the physical universe. A Soul shows the way in whatever particule they exist in. A Soul has one very important goal, and it is to show the way toward the creation of life in the universe. That is why I referred to them as 'Guiding Souls'. Since time has no meaning to a Soul, the billions of years that it takes to create galaxies, planets, and ultimately life, can always be achieved. Like an artist painting the universe making sure that, at the end, life is expressed on the canvas. Life is the ultimate goal to achieve. Life is the way God has chosen for the physical universe to be conscious of God.A lifeform with more physical senses has more ways to communicate with the Soul and thus with God. From life's viewpoint, the ultimate goal of a Soul is truly to create a symbiotical relationship between God and life in all its forms. God loves it when life becomes conscious of God. The Guiding Souls to serve God is a part of a new religion made public for the first time a few decades ago on the websites of the Global Community, the Human Family. The fundamental beliefs of the Guiding Souls serving God are as follow. The laws of nature can organize matter to build complex biochemical systems that are at the origin of lifeforms such as a complex human being. The most relevant laws are: biological reproduction, natural selection and mutation. And each particle of matter has a Guiding Soul. All biological structures can be explained in terms of those natural laws and the Guiding Souls serving God. The existence of Souls does not necessarily imply a special beginning of the universe. The universe may have never had a beginning and probably never did. Souls can only guide the matter of the universe to serve God. super clusters of galaxies, and many other special objects. A theory of the observable universe that has stood out over the past decades is the Big Bang theory. Different types of data point at the Big Bang theory. We may never be a 100% certain which theory of the universe (and God knows there are many) is correct. Souls do their work at all times and everywhere over the entire universe. This is especially true during the formation of stars. Stars are formed when a large cloud of dust particles collapse on itself by gravitational for ces and other physical phenomena which affect their characteristics. Then a star, and planets with their moons, if any, are formed.After being born a star system has a lifetime of its own. For instance, our Sun is believed to be about six billion years old, a young star really! Souls continue to do their work at all times during the formation of a new star system.It is very likely that there are billions of star systems with planets in our observable universe. Souls would have guided matter to create such systems to better serve God. The ultimate goal is the creation of life on a planet. Life allows Souls to be conscious of God in many different ways, and thus to better serve God. Now imagine a large cloud of dust particles and each particle has a Guiding Soul. The star itself, like our Sun, becomes a single, unique Soul serving God. The Sun spreads its light, its energy all around, DIVINE LOVE and DIVINE WILL, helping life to be created on Earth. Earth itself also became one unique Soul to better serve God. At the early stage of this expanding universe, every particle in the universe had a Soul each being a small part of the primeval consciousness of God. Each Soul was the essence of a small part of God's Spirit.In a way, the essence of each Soul is its own Spirit, itself a small part of God's Spirit. This is because God exists everywhere in the universe in every particle of all galaxies. Souls have an important intrinsic quality, they can merge together, a group of Souls can become one Soul, a brighter one, different. This is what Souls do best, and it is to unify to better serve God. Souls can evolve as well. A Soul's primary goal is to serve God. A Soul can affect matter to some extent so as to achieve God's Will. formation of life were present, and life was created to better serve God. Life was made of matter and every particle of that matter had a Soul that merged with all the others. That first spark of life had a unique and independent Soul,and its own Spirit, to better serve God.Throughout the different evolutionary stages of life on Earth, Guiding Souls have guided the step-by-step evolution of life on Earth and kept merging to better serve God.Guiding Souls guided the evolutionary process in small ways. Many groupings of Souls became more complex than others as they were much brighter beings than other groupings, but all serve God in their own special way.One unique and most wonderful grouping was the grouping that made the Human Soul. God loves the human Souls a lot because of their wonderful qualities. Through their Souls human beings became conscious of God in many different ways. Religions of all kinds started to spread on Earth over the past thousands of years to adore God and pray. different ways and Peoples today have different religious beliefs. God is like a river feeding plentifully and bountifully all life and plants. There are many pathways leading to the river.They are God's pathways.God loves diversity in Nature and in Souls.God loves good Souls from all religions. Different religions have different ways to love, adore and pray to God. And God's Heaven exists. Heaven on Earth is different from God's Heaven. To be in Heaven with God will mean a Soul has left the matter of the universe forever to enter God's Heaven.There are other pathways for Souls to enter God's Heaven but they are God's pathways. The Soul of Humanity is helping to bring about the event of Peace in the world. Knowing that Earth is a spiritual entity as well as a physical entity in space and time in the universe we begin to have a better relationship with Earth and with all its living inhabitants.This way Earth management will become a spiritual and a natural process whereby each person is responsible and accountable for its management the best they can. Peace in the world and Earth management have for too long been in the hands of and affected by government and business leaders,in the hands of a few people on the planet, as opposed to being in the hands of all of us(7 billion people on Earth)working together to keep our planet healthy. We are the keepers of the Earth. The Soul of Humanity will help us:

* resolve problems, concerns and issues peacefully;
* work with humanity to keep Earth healthy, productive and hospitable for all people and living things;
* bring forth a sustainable global society embracing universal values related to human and Earth rights, economic and social justice, respect of nature, peace, responsibility to one another;
* evolve spiritually to fulfill God's Plan; and
* enter God's Heaven, God's Spirit, God's Pure Light, God's universal mind and global consciousness.

The world is in a perpetual state of crisis of one kind or another: economic, civil unrest, unemployment, poverty, political, rights and Justice, and environmental.

Often, leaders who brought solutions forward have an agenda of their own as they represent specific interest groups. Instead of finding a solution through diplomacy they would rather force an entire population back to stone age which truly means the killing of people through bombing and the destruction of community infrastructures and homes. Evil permeates human tragedy.

Ask yourself why. We know how it is done. But what for? Why? Who gain most for the killing and destruction? What have you gain? Could you have got what you gain through diplomacy? Was is worth the killing and destruction?

The Global Community has begun to establish the existence of the age of symbiotical relationships and global cooperation. An economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political, religious, or personal) may be created all over the world between communities, nations, and businesses.

Symbiotical relationships may be based on common concerns and issues such as: the environment, peace, women's rights, and global rights. There is a whole spectrum of possible symbiotical relationships.

Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill this goal?

The Global Community is inviting you to participate in the formation of global symbiotical relationships.

This can be accomplished through the formation of global ministries.

Humanity sees the need to manage world affairs in several aspects of our lives: energy, agriculture, environment, health, Earth resources, Earth management, security and safety, emergencies and rescues, trade, banks, speculation on world markets, peace, family and human development, water resources protection, youth, education, justice, science and technology, finance, human resources, ethics, global rights, sustainable development, industry, and the manufacturing of products.

Global ministries will be given power to rule themselves in harmony with each other.

The Global Community has been promoting the formation of several global ministries for the proper governance of Earth. Global ministries are world wide organizations just like the World Trade Organization (WTO) for trade and therefore should have the same power to rule on cases.

Global Law comprises four fundamental pillars:

Ecclesiastical teaching
Civic Law by government
Natural processes and laws
God Law

Each and everyone of those pillars are meant to reinforce one another for the protection and survival of life on our planet.

Global Law includes legislation covering all essential aspects of human activities.The work of the Global Community, the global civil society, and the determination of government worldwide, make it possible for everyone to comply with the law.

The building of global communities required a mean to enforce Global Law for the protection of life on Earth. The Global Protection Agency (GPA) will train and lead a global force that will enforce the law. And that is how we can stop the global warming of the planet and protect the global life support systems, thus largely improving the quality of life of the next generations.
