Summary



The Global Community has begun to establish the existence of the age of symbiotical relationships and global cooperation. An economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political, religious, and personal) may be created all over the world between communities, nations, and between people themselves. The Global Community is inviting you to participate in the formation of global symbiotical relationships between communities, institutions, nations, businesses, or a combination of them. This can be accomplished through the formation of global ministries. We are also proposing the formation of a political symbiotical relationship between state and the global civil society. A similar relationship already exists between the Global Community and every global citizen, also known as the human family, the global civil society.

Global ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed. The Global Community has been promoting the formation of 51 global ministries for the proper governance of Earth. Global ministries are world wide organizations just like the WTO for trade and therefore should have the same power to rule on cases as that of the World trade Organization (WTO).

Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill its goals? The Charter of the Global Community promotes the values to achieve its goals. These goals require the promoting and establishment of: global community ethics, mutual respect, respect for life, basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability.

Other symbiotical relationships may be based on common concerns and issues such as: the environment, peace, women's rights, human and Earth rights, and many more. There is a whole spectrum of possible symbiotical relationships.

Global Dialogues 2000, 2002, and 2004 were the first world conferences on sustainable development and Earth management that brought forward sound solutions to humanity's problems. Symbiotical relationships are needed today and for the long term future of humanity.

A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO. The WTO is about a trade partnership between nations. Of course it is a bad idea to be a member of the World Trade Organization ( WTO). There are no advantages! It just does not work for anyone except when you have an army to knock down any member who does not do your five wishes and plus. A membership in the WTO is not needed and nations should instead seek relationships with fewer other nations only if needed. Certainly it is better to seek an economic relationship with another nation we can trust than with a hundred nations we have no control on and everyone of those nations has a say in the governing of our nation, its environment and social structure. The WTO only offers illusions to profit the few wealthiest people on Earth. They say "become an industrialized nation as we are". But that is the biggest illusion of all. To become an industrialized nation is far from being the best solution. The best way and solution for any nation is to follow the Scale of Human and Earth Rights. Right on top of the scale are the ecological rights, the global life-support systems, and the primordial human rights of this generation and of the next generation. Economic and social rights come next and are not the most important. That makes a lot of sense! The effect of IMF and World Bank policies in the world caused the destruction of the economies of the poor nations (now we call them 'developing' countries). They impoverished the people by taking away basic services and devaluating their currency. They opened up the national economy to be ravaged by competition with richer nations. Poverty lead to other problems causing the ecological destruction of a poor nation.

On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved. The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis of the relationship should give more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of the Global Community into our ways of life, justice, peace, spiritual freedom, security, and many other important aspects as described in the global ministries (agriculture, energy, trade, resources, etc.).

A sustainable world can be built with the help of a very powerful entity: the human spirit. Community participation generates the energy needed to sustain the planet and all life. Religious and environmental communities have formed a powerful alliance for sustainability.

In today's Global Community it is important for our survival to cooperate globally on several aspects such as peace, security, pollution in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching the Charter of the Global Community as a way of life for the good of all.

The Global Community is inviting you to participate in the formation of global symbiotical relationships between communities, nations, businesses, or a combination of them. This can be accomplished through the formation of global ministries. Within each global ministry there is a section about 'The Global Community Overall Picture' which describes the situation in all nations of the world and we divided the world in five different regions: North America, Countries in Latin America & the Caribbean, Africa, Europe, and Asia & Oceania. Each global ministry has a description of what is happening in the different regions. There are actual facts about what is happening in the world about all issues we have discussed during both global dialogues in years 2000, 2002 and 2004. Issues of global dialogue 2006 are also included in this project. Our work is too create a plausible scenario(s) of what the world could be between now and a million years.

This project will help humanity understand itself better.

The WTO will not be the only global ministry that can rule on cases related to trade. The Global Community is calling for the immediate formation of the Earth Ministry of Health. The globalization of trade, the extensive mouvement of people all over the world, the increase of poverty and diseases in developing countries and all over the world, have caused pathogens and exotic diseases to migrate over enormous distances and now, are an increasing threat to local ecosystems and communities, economies and health of every human being and all life. The Global Community is calling this threat of the upmost importance and must be dealt with immediately by every nation. We must manage health in the world. We are calling for the immediate creation of the Earth Ministry of Health.

During the past decades various changes have taken place in political, economic and social institutions. Economic reforms, changes in national policies, and global concerns have contributed to redefine the roles of these institutions for Sustainable Development. The environmental movements express the concerns of groups of people regarding depletion of water, climate change aspects, degradation of land and other changes in ecosystems affecting traditional patterns of natural resource exploitation. The Global Community has taken the role of helping these groups in protecting and managing the environment by coordinating efforts. Earth Environmental Governance is the most importance and urgent challenge of the Global Community. The Earth Ministry of the Environment is proposing a meeting of all the Ministers of the Environment. Each country in the world will send their Minister of the Environment to meet during the global dialogue on Earth Management - all Peoples together. The roundtable discussion will also include experts from interested groups, environmental institutions, policy specialists from non-governmental organizations, and the public. There is a need to centralize and coordinate efforts into one Ministry of the Environment: the Earth Ministry of the Environment. Discussion about the financial support will be a priority. A comprehensive and reliable system will be proposed to coordinate efforts from all over the world. Anyone willing to participate in the discussion roundtable may send an abstract/research paper now. Other topics for discussion:

a)     Involvement of major groups in monitoring, assessment and early warning
b)     Major environmental challenges of the 21st Century
c)     Civil society involvement
d)     Responsibility and accountability of the private sector
e)     Global environmental policy-making

Earth Environmental Governance can only be achieved successfully within the larger context of Sustainable Developent and Earth Management.

Earth Environmental Governance can only be achieved successfully within the larger context of Sustainable Developent and Earth Management. All aspects are inter-related and affect one another. A healthy environment is essential to long term prosperity and well-being of Global Community citizens. That demands a high level of ecological protection. This is the 'raison d'etre' of the Scale of Human and Earth Rights. Primordial human rights are those human rights that individuals have by virtue of their very existence as human beings: to live, eat, drink fresh water, breath clean air, and have shelter. These rights are separate categories than ecological rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights. Ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights listed here are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future.
In this way the Scale of Human and Earth Rights gives us a sense of direction for future planning and managing of the Earth. Earth management is now well defined and becomes a goal to achieve. We no longer waste energy and resources in things that are absolutely unimportant.

It has also become a necessity of establishing the Earth Resources Ministry that will be assessing, compiling, managing and protecting Earth resources, and the Earth Court of Justice prosecuting cases involving crimes related to the relentless misused of the Earth resources.

New ministries in the process of being created: Climate Change Ministry and Earth Energy Ministry.

Let us summarize the activities of important Ministries.

A) Earth Ministry of Health



The Earth Ministry of Health is needed to reduce the threat of new and reemerging diseases and immune micro-organisms. SAR is certainly a new emerging global threat and must be managed before it becomes widespread. There are several factors indicating the need for new global changes in the area of health:

* larger populations of mal-nourished and undereducated people living in substandard housing, unhealthy environmental conditions and inadequate health services, and poor water supply and sanitation
* rapid increase in international air travel
* globalization of trade
* lowering of standards in the production, handling, and processing of food have heightened the risk of food-borne diseases
* environmental factors and activities such as deforestation, conflict, tourism and migration into remote habitats have increased exposure to disease


The Global Community is asking nation governments to give their support for the network of collaborating laboratories managed by the World Health Organization (WHO). We are proposing to expand WHO's mandate to include:

* a global surveillance system
* an emergency section capable of responding to outbreaks of infectious disease anywhere in the world
* a more efficient vaccines program
* research into advanced-generations of antibiotics
* help governments put in place policies to improve the management of medical and public health resources, and to monitor these policies. Tele-medicine and tele-health can bring the best medical and health knowledge to all areas of the world. Public-private partnerships have been shown to reduce disease and health costs in developing countries. More research are needed to understand the relationship among disease, ecology and genetics.
* AIDS awareness programs have to become far more aggressive. AIDS is the leading cause of death in the sub-Saharan Africa and is now spreading rapidly in Central/Southern Asia and Eastern Europe. Local delivery of anti-retrovirus medicine to developing countries is very difficult.
* bioterrorism is a threat just as important as a nuclear war and a section of this global ministry must be prepared to respond quickly and efficiently.
* more research is needed to understand and respond to infectious diseases. Immunization rates are declining in low-income and middle-income countries. There are more than 30 new and highly infectious diseases that have been identified, such as Ebola and AIDS, and there are no treatment, cure, or vaccine.
* more research is needed in 20 known strains of diseases such as tuberculosis (TB) and malaria which have developed resistance to antibiotics due to the widespread use and misuse of these drugs.
* more research is needed in old diseases such as cholera, plague, meningitis, diphtheria, dengue fever, hemorrhagic fever, and yellow fever as they have reappeared as public health threats after years of decline.

Choose a Ministry and start defining it completely: what it will do, why is it needed, the money needed to run it, the people needed, the work it will do all over the world, etc. Each and everyone of us can pick a Minister's position and find absolutely everything there is to be found about the Ministry. You may create brain-storming exercises in your community to help you. We will gather all our information and create a new Discussion Roundtable for each Ministry and do more discussion and research. The idea is to pass on to the elected representatives for the Global Community the work we have done to help them govern Earth. This way representatives will have an idea about what to do before they are elected as representatives to the Global Community. Once they are elected they may want to adopt our research work as a starting point for governing Earth.

Several criteria will be taken into account: qualifications of the candidate for leadership, past record as a good citizen, no criminal records, your own financial support (we dont  have any funds to pay anyone and for anything), and proven experience and competence in the position. Candidates work strictly on a volunteer basis. You are also required to have accepted in your heart and mind universal values, global concepts, democratic principles, and human rights as obtained and defined in the previous global dialogue.

Our Global Round table for peace initiative is a response to the deteriorating situation in the World. Conflict is occurring at an unprecedented level as we are confronted with the seeds of change.

On social, environmental and health fronts, we are confronting a critical transition. We are facing the results of an epistemology, which focuses on material and rational values, human supremacy and competition for domination. Will this transition be into chaos and destruction or will it be into a new paradigm based on spiritual, ecological connectedness and co-operation?

We are a planet in crisis. In 1995, NASA space photographer, Richard Underwood, noted enormous changes in planetary degradation seen from space in a period of 10 years.

Dr. C. G. Jung in The Undiscovered Self said 'The psyche is endowed with dignity, which philosophically gives it a dignity equal to a human being. Consciousness must be granted this status of human existence and the individual, who is only the source of consciousness, must be allowed a corresponding significance in society.

Institutions of ideology and religion permit individuality only in so far as the individual does not oppose their dogmas, otherwise he is condemned as a heretic and/or eccentric".
Similarly the modern state with its industrial, military complex in the hands of a comparatively few people has a tendency to dictate the course of society and to suppress any full expression of individuality amongst the mass of the population. It is a dangerous habit of our age to think only in large numbers, mass organizations and mega deaths.

In order to resolve international conflict and understand our place in the universe, we require a renaissance in consciousness, ethics and values and a new epistemology if we are to sustainably survive.

The largest gathering of heads of state in history was held at the United Nations Conference on Environment and Development in Rio in June of 1992. In November 1992, the following statement was issued by 1,600 senior scientists:

* No more than one or a few decades remain … We, the undersigned, senior members of the world's scientific community hereby warn all humanity of what lies ahead. A great change in our stewardship of the Earth and life on it is required if vast human misery is to be avoided, and our global home on this planet is not to be irretrievably damaged. * World Scientists' Warning to Humanity signed by 1,600 senior scientists including half of all Nobel Prize Winners and representing 71 countries, 18 November 1992.

The aim of The Centre For Change is to establish Round Tables For Peace of Distinguished Human Beings from all over the Planet as a Global Think Tank and 'Circle for Synergy & Responsibility' - bringing together all aspects of Global Thinking, Wisdom and Perception from scientific to spiritual in order to look for and debate solutions at this critical time through an openness of dialogue.

THE GLOBAL ROUND TABLE FOR PEACE INITIATIVE

The Centre for Change in the Third Millennium - is supporting a decade of open forum and ongoing dialogue on key issues affecting the future of human kind. The aim of The Centre for Change is to involve community and business highlighting healing, education and social integration in order to create a more sustainable and peaceful world.

We are calling for the establishment of a Round Table for Peace leading to the establishment of a Department for Peace in Government devoted to new ways of thinking, perceiving and understanding, developing a culture of Healing in Society, and facilitating nonviolent solutions to domestic and international conflict.

Humankind has reached a state of development in which old modes of thinking and behaving threaten to destroy our planet.

The old modes of our conduct of life (The Ways of perceiving, feeling, thinking and acting) or the old paradigm are being forced on us to an even greater extent by the neo-conservative Orwellian, economic rationalist regime of Western Society. This gradual intrusive process is by its very nature eroding creativity and freedom of expression of art and culture.

Our health system worldwide is in crisis. This crisis is exacerbated by the costs and profits generated by the pharmaceutical industry. It is no wonder that the health system is in crisis when the whole essence of health care is to make profit based on the use of allopathic drugs. The pharmaceutical industry exists and feeds on illness. Without illness it cannot grow. Despite remarkable achievements in some aspects of orthodox medicine, the world's leading conventional institutions are responsible for an enormous death toll across the globe.

Nutritional and stress factors play an important role in the causes of these three killer diseases (1)

Over the past three decades there has been a virtual explosion in information in the medical and scientific literature relating nutrition, lifestyle and depression to disease. (2)

This is why we see so many patients with their immune systems compromised by stress and depression and pharmaceutical treatment. Stress and depression in one in three people in Australia are surely signs that in terms of community, support and caring we are losing out. People are competing for survival and work rather than creating friendships and developing mature relationships and families.

Unless governance becomes more participatory and people have a real say at what they want in terms of their dreams and how they can express themselves in terms of real values and positive attitudes, our society will become like a dictatorship run by a cruel bureaucratic elite and watched over by a very wealthy minority.

We need to get back to the concept of true education and true healing if we wish to see a society which will flourish in every way including economically.

We have to realize that the kind of life that we currently live is not conducive to happiness, health and wellness when we are surrounded by a world full of conflict and wars. We are in a global crisis in terms of population, health and environmental degradation. Half of the Nobel Prize winners of the world at the Rio Summit in 1992 stated that we had only a short period of time for our planet to be either severely mutilated or for us to create a sustainable community and environment.

We live in a disenfranchised world and communities with massive health problems. Within this society there is tremendous emphasis on wealth and consumerism where the emphasis is on economics which is utterly unconcerned about the wellbeing of the individual. Economics is only concerned about the rationale for the accumulation of wealth no matter what the consequences for the people or environment.

When people feel uncared for the result is illness. Economic rationalism is an expression of how we are losing our sense of community and connection with all of life. In general there has to be a massive change in consciousness if we are to survive. Consciousness is also the key word when it comes to taking responsibility for healing one self and healing the planet.

It is an indictment on the ruling hegemony of the world, politicians and presidents, governments and CEOs of large organizations that they allow and even condone conflict within their own politicking as well as between rivals and have no knowledge of the significance of the social determinants of well being and health. (3)

It seems that the military industrial complex, the multiplying wars, the pollution of our rivers and seas and skies, the inhumanity of man against man and global inequity and poverty are having tremendous deleterious effects on the state of the world creating an eroded planet and a dis-eased Humanity.

If we do not address the basic social and environment and nutritional determinants of health we are only going to further inflame our present global crisis to the extent of creating an increasing spiraling of global disease and stress.

Of course the stress, anxiety and depression can manifest itself in the way nations respond to each other and the way they are not able to manage conflict resolution or look at things in a calm long term view.

The minds of people who are leaders in the Global community should be able to see things wisely and with compassion, However it seems that they are experiencing mental processes which can only create dissonance and poor decision making.

It is therefore time that we begin to bring healing into the context of society on a global and political level if we are to create a more sustainable and happy humanity.

It is for this reason that The Centre For Change proposes the establishment of a Round Tables For Peace leading to the establishment of a Department for Peace in Governments devoted to new ways of thinking, developing a culture of Healing in Society, and facilitating nonviolent solutions to domestic and international conflict. We need to create a better sustainable world through reappraisal of what it means to be a human being in harmony with the environment.

2) The health of an individual in society is tied up and inextricably related to, lifestyle change, reduction of stress and the fundamental conditions for resources and health including peace, shelter, education, food, income, a stable eco-system, sustainable resources, social justice and equity. 3) Sir Michael Marmot is Professor of Epidemiology and Public Health and Director of the International Centre for Health and Society at University College London, as well as Adjunct Professor of Health and Social Behaviour at the Harvard School of Public Health. Sir Michael Marmot has said that even in the most affluent countries people who are less well off have substantially shorter life expectancies than the rich. Professor Marmot for the World Health Organization defined ten social determinants of health for the World Health Organisation. The details are given below. What is significant from these determinants is that stress harms health and people become vulnerable to a wide range of major conditions including, cardiovascular disease, infections and diabetes. It has also been shown that social exclusion creates illness and morbidity. The message is that when people feel loved and are in jobs that they relate to and feel happy with and are in communities that are supporting they are likely to live longer and fulfilling lives. Whereas exclusion within communities and work and unemployment and lack of social support creates a wide range of diseases that we see nowadays in our society including depression, cancer, cardiovascular disease and premature death.

The Ten Social Determinants of Health are:

1. Social and economic circumstances strongly effect health throughout life.

2. Stress harms health.

3. The effects of early development in the neo-natal period and infancy last a lifetime.

4. Social exclusion creates suffering and morbidity.

5. Stress in the workplace increases the risk of disease

6. Job security increases health, well-being and job satisfaction. Unemployment is deleterious to health.

7. Social support, friendship, good social relations and strong supportive networks improve health at home, work and in the community.

8. Addiction to drugs and alcohol is influenced by social determinants.

9. Nutrition is a key determinant of health.

10. Transport through the use of walking and exercise in a sustainable environment enhances health.

Global Council of Ministers




The Earth Executive Council shall consist of a Global Council of nine or more members, and of twenty to thirty Cabinet Ministers, all of whom shall be members of the Global Parliament. Each member of the Global Council shall be from a different Global Government. Each member of the Cabinet Ministers shall serve as the head of a department or agency of the Global Administration, and in this capacity shall be designated as Minister of the particular department or agency. The Global Council, in consultation with the Cabinet Ministers, shall prepare and present to the Global Parliament near the beginning of each year a proposed program of global legislation, and shall be responsible for preparing and submitting to the Global Parliament the proposed annual budget , and budgetary projections over periods of years.

The Cabinet Ministers shall be elected by simple majority vote of the combined membership of all three houses of the Global Parliament in joint session.

Global ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed. Earth Government has formed 51 global ministries for the proper governance of Earth. Article 7:    Transparency of the proceedings of Earth Government Institutions, Bodies and Agencies
1.     In order to promote good governance and ensure the participation of civil society, Earth Government Institutions, bodies and agencies shall conduct their work as openly as possible.    
2.     The Global Parliament shall meet in public, as shall the Cabinet Ministers when examining and adopting a legislative proposal.
3.     Any global citizen of Earth Government, and any natural or legal person residing or having its registered office in a Member Nation shall have a right of access to documents of Earth Government Institutions, bodies and agencies in whatever form they are produced.

Earth Executive Council shall consist of a Global Council of six members, and of twenty to thirty Cabinet Ministers, all of whom shall be members of the Global Parliament.  

Chapter 14.3.4    B.1    The Cabinet Ministers
Article 1:    The Cabinet Ministers
1.   The Cabinet Ministers shall be composed of from twenty to thirty members, with at least one member from each of the ten Global Electoral and Administrative Contiguous Regions of the world.  
2.   All members of the Cabinet Ministers shall be Members of the Global Parliament.  
3.   There shall be no more than two members of the Cabinet Ministers from any single nation. There may be only one member of the Cabinet Ministers from a nation from which a Member of the Global Parliament is serving as a member of the Global Council .
4.   Each member of the Cabinet Ministers shall serve as the head of a department or agency of the Global Administration or GCSAP, and in this capacity shall be designated as Minister of the particular department or agency.  
5.   Nominations for members of the Cabinet Ministers shall be made by the Global Council , taking into consideration the various functions which Cabinet Ministers are to perform. The Global Council shall nominate no more than two times the number to be elected.
6.   The Cabinet Ministers shall be elected by simple majority vote of the combined membership of all three houses of the Global Parliament in joint session.  
7.   Members of the Cabinet Ministers either individually or collectively may be removed for cause by an absolute majority vote of the combined membership of all three houses of the Global Parliament sitting in joint session.  
8.   The term of office in the Cabinet Ministers shall be five years, and shall run concurrently with the terms of office for the members as Members of the Global Parliament, except that at the end of each five year period, the Cabinet members in office s hall continue to serve until the new Executive Cabinet for the succeeding term is elected. Membership in the Cabinet Ministers shall be limited to three consecutive terms, regardless of change in ministerial position.

Chapter 14.3.2    B.2    Structure and Procedures of Earth Government Departments
Article 1:    Structure and Procedures of Earth Government Departments
1.   Earth Government Departments shall be composed of professionally organized departments and other agencies in all areas of activity requiring continuity of administration and implementation by the Earth Government.  
2.   Each Department or major agency of the Global Administration shall be headed by a Minister who shall be either a member of the Cabinet Ministers or a Vice President of the Global Council.  
3.   Each Department or major agency of the Global Administration shall have as chief of staff a Senior Administrator, who shall assist the Minister and supervise the detailed work of the Department or agency.  
4.   Each Senior Administrator shall be nominated by the Minister of the particular Department or agency from among persons in the senior lists of the Global Civil Service Administration, as soon as senior lists have been established by the Global Civil Service Administration, and shall be confirmed by the Global Council . Temporary qualified appointments shall be made by the Ministers, with confirmation by the Global Council , pending establishment of the senior lists.
5.   There shall be a Cabinet Minister of each Earth Government Department, who shall be nominated by the Presidium and confirmed by absolute majority vote of the entire Cabinet Ministers.  
6.   The functions and responsibilities of the Cabinet Minister of each Earth Government Department shall be to assist in coordinating the work of the Senior Administrators of the several Departments and agencies of Earth Government Departments. The Cabinet Minister shall at all times be subject to the direction of the Global Council , and shall be directly responsible to the Global Council .
7.   The employment of any Senior Administrator and of the Cabinet Minister may be terminated for cause by absolute majority vote of both the Cabinet Ministers and Global Council combined, but not contrary to civil service rules which protect tenure on grounds of competence.  
8.   Each Minister of a Department or agency of Earth Government Departments, being also a Member of the Global Parliament, shall provide continuous liaison between the particular Department or agency and the Global Parliament, shall respond at any time to any questions or requests for information from the Parliament, including committees of any of the three bodies of the Global Parliament.  
9.   The Global Council , in cooperation with the particular Ministers in each case, shall be responsible for the original organization of each of the Departments and major agencies of Earth Government Departments.  
10.   The assignment of legislative measures, constitutional provisions and areas of global law to particular Departments and agencies for administration and implementation shall be done by the Global Council in consultation with the Cabinet Ministers, unless specifically provided in legislation passed by the Global Parliament.  
11.   The Global Council , in consultation with the Cabinet Ministers, may propose the creation of other departments and agencies to have ministerial status; and may propose the alteration, combination or termination of existing Departments and agencies of ministerial status as may seem necessary or desirable. Any such creation, alteration, combination or termination shall require a simple majority vote of approval of the three houses of the Global Parliament in joint session.
12.   The Global Parliament by absolute majority vote of the three bodies of the Global Parliament in joint session may specify the creation of new departments or agencies of ministerial status in Earth Government Departments, or may direct Earth Executive Council to alter, combine, or terminate existing departments or agencies of ministerial status.  
13.   The Global Council and Cabinet Ministers may not create, establish or maintain any administrative or executive department or agency for the purpose of circumventing control by the Global Parliament.  

Chapter 23.6.5     First Actions of the Provisional Earth Government
Article 1:    First Actions of the Provisional Earth Government
1.   The Earth Executive Council, in consultation with the Cabinet Ministers, the commissions on particular global problems and the Global Parliament, shall define a program for action on urgent global problems.  
2.   The Provisional Global Parliament shall go to work on the agenda of global problems, and shall take any and all actions it considers appropriate and feasible, in accordance with the provisions of this Global Constitution.  
3.   Implementation of and compliance with the legislation enacted by the Provisional Global Parliament shall be sought on a voluntary basis in return for the benefits to be realized, while strength of the Provisional Earth Government is being increased by the progressive ratification of the Global Constitution.  
4.   Insofar as considered appropriate and feasible, the Provisional Global Parliament and Provisional Earth Executive Council may undertake some of the actions for the first operative stage of Earth Government.  
5.   The Global Economic Development Organization and the Global Disarmament Agency shall be established, for correlated actions.  
6.   The Global Parliament and the Cabinet Ministers of the Provisional Earth Government shall proceed with the organization of other organs and agencies of Earth Government on a provisional basis, insofar as considered desirable and feasible;
7.   The several preparatory commissions on urgent global problems may be reconstituted as Administrative Departments of the Provisional Earth Government.  
8.   In all of its work and activities, the Provisional Earth Government shall function in accordance with the provisions of this Global Constitution for Earth Government.  

Chapter XXIV     Global provisions

Chapter 24.1     Global provisions
Article 1:   
Taking account of the structural economic and social situation of Member Nations which is compounded by their remoteness, insularity, small size, difficult topography and climate, economic dependence on a few products, the permanence and combination of which severely restrain their development, the Cabinet Ministers, on a proposal from the Global Judiciary , shall adopt global regulations and decisions aimed, in particular, at laying down the conditions of application of the Constitution to those regions, including common policies. It shall act after consulting Global Parliament . The measures referred to in the first paragraph concern in particular areas such as customs and trade policies, fiscal policy, free zones, agriculture and fisheries policies, conditions for supply of raw materials and essential consumer goods, Nation aids and conditions of access to structural funds and to horizontal Earth Government programmes. The Earth Executive Council shall adopt the measures referred to in the first paragraph taking into account the special characteristics and constraints of the outermost regions without undermining the integrity and the coherence of Earth Government legal order, including the internal market and common policies.
Article 2:   
The Constitution shall in no way prejudice the rules in Member Nations governing the system of property ownership.
Article 3:   
In each of Member Nations, the Earth Government shall enjoy the most extensive legal capacity accorded to legal persons under their laws; it may, in particular, acquire or dispose of movable and immovable property and may be a party to legal proceedings. To this end, Earth Government shall be represented by the Global Judiciary . However, it shall be represented by each of the Institutions, by virtue of their administrative autonomy, in matters relating to their respective operation.
Article 4:   
The Staff Regulations of officials and the Conditions of Employment of other servants of Earth Government shall be laid down by a global law . It shall be adopted after consultation of the Institutions concerned.
Article 5:   
The Global Judiciary may, within the limits and under conditions laid down by a global regulation or decision adopted by a simple majority by the Earth Executive Council, collect any information and carry out any checks required for the performance of the tasks entrusted to it.
Article 6:   
1.     The Protocol on the Statute of the Global System of Central Banks and of the Global Bank, measures for the production of statistics shall be laid down by a global law or framework law where necessary for the performance of Earth Government's activities.
2.     The production of statistics shall conform to impartiality, reliability, objectivity, scientific independence, cost-effectiveness and statistical confidentiality; it shall not entail excessive burdens on economic operators.
Article 7:   
Member s of Earth Government's Institutions, the members of committees, and the officials and other servants of the Earth Government shall be required, even after their duties have ceased, not to disclose information of the kind covered by the obligation of professional secrecy, in particular information about undertakings, their business relations or their cost components.
Article 8:   
Earth Government's contractual liability shall be governed by the law applicable to the contract in question. In the case of non-contractual liability, Earth Government shall, in accordance with the general principles common to the laws of Member Nations, make good any damage caused by its Institutions or by its servants in the performance of their duties. The second paragraph shall apply under the same conditions to damage caused by the Global Bank or by its servants in the performance of their duties. The personal liability of its servants towards Earth Government shall be governed by the provisions laid down in their Staff Regulations or in the Conditions of Employment applicable to them.
Article 9:   
The seat of Earth Government's Institutions shall be determined by common accord of the governments of Member Nations.
Article 10:   
The Earth Executive Council shall adopt unanimously a global regulation laying down the rules governing the languages of the Earth Government's Institutions, without prejudice to the Statute of the Court of Justice.
Article 11:   
Earth Government shall enjoy in the territories of Member Nations such privileges and immunities as are necessary for the performance of its tasks, under the conditions laid down in the Protocol on the privileges and immunities of the global Communities. The same shall apply to the Global Bank and the global Investment Bank.
Article 12:   
The rights and obligations arising from agreements for acceding Nations, before the date of their accession, between one or more Member Nations on the one hand, and one or more third countries on the other, shall not be affected by the Constitution. To the extent that such agreements are not compatible with the Constitution, the Member Nation or Nations concerned shall take all appropriate steps to eliminate the incompatibilities established. Member Nations shall, where necessary, assist each other to this end and shall, where appropriate, adopt a common attitude. In applying the agreements referred to in the first paragraph, Member Nations shall take into account the fact that the advantages accorded under the Constitution by each Member Nation form an integral part of Earth Government and are thereby inseparably linked with the creation of common Institutions, the conferring of powers upon them and the granting of the same advantages by all the other Member Nations.
Article 13:   
1.     The Constitution shall not preclude the application of the following rules:   
(a) no Member Nation shall be obliged to supply information the disclosure of which it considers contrary to the essential interests of its security;
(b) any Member Nation may take such steps as it considers necessary for the protection of the essential interests of its security which are connected with the production of or trade in arms, munitions and war material; such steps shall not adversely affect the conditions of competition in the internal market regarding products which are not intended for specifically military purposes.
2.     The Earth Executive Council, on a proposal from the Global Judiciary , may unanimously adopt a global decision making changes to the list;

The Global Community has begun to establish the existence of the age of symbiotical relationships and global cooperation. An economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political, religious, and personal) may be created all over the world between communities, nations, and between people themselves. The Global Community is inviting you to participate in the formation of global symbiotical relationships between communities, institutions, nations, businesses, or a combination of them. This can be accomplished through the formation of global ministries. We are also proposing the formation of a political symbiotical relationship between state and the global civil society. A similar relationship already exists between the Global Community and every global citizen, also known as the human family, the global civil society.

Global ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed. The Global Community has been promoting the formation of 51 global ministries for the proper governance of Earth. Global ministries are world wide organizations just like the WTO for trade and therefore should have the same power to rule on cases as that of the World trade Organization (WTO).

Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill its goals? The Charter of the Global Community promotes the values to achieve its goals. These goals require the promoting and establishment of: global community ethics, mutual respect, respect for life, basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability.

Other symbiotical relationships may be based on common concerns and issues such as: the environment, peace, women's rights, human and Earth rights, and many more. There is a whole spectrum of possible symbiotical relationships.

Global Dialogues 2000, 2002, and 2004 were the first world conferences on sustainable development and Earth management that brought forward sound solutions to humanity's problems. Symbiotical relationships are needed today and for the long term future of humanity.

A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO. The WTO is about a trade partnership between nations. Of course it is a bad idea to be a member of the World Trade Organization ( WTO). There are no advantages! It just does not work for anyone except when you have an army to knock down any member who does not do your five wishes and plus. A membership in the WTO is not needed and nations should instead seek relationships with fewer other nations only if needed. Certainly it is better to seek an economic relationship with another nation we can trust than with a hundred nations we have no control on and everyone of those nations has a say in the governing of our nation, its environment and social structure. The WTO only offers illusions to profit the few wealthiest people on Earth. They say "become an industrialized nation as we are". But that is the biggest illusion of all. To become an industrialized nation is far from being the best solution. The best way and solution for any nation is to follow the Scale of Human and Earth Rights. Right on top of the scale are the ecological rights, the global life-support systems, and the primordial human rights of this generation and of the next generation. Economic and social rights come next and are not the most important. That makes a lot of sense! The effect of IMF and World Bank policies in the world caused the destruction of the economies of the poor nations (now we call them 'developing' countries). They impoverished the people by taking away basic services and devaluating their currency. They opened up the national economy to be ravaged by competition with richer nations. Poverty lead to other problems causing the ecological destruction of a poor nation.

On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved. The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis of the relationship should give more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of the Global Community into our ways of life, justice, peace, spiritual freedom, security, and many other important aspects as described in the global ministries (agriculture, energy, trade, resources, etc.).

A sustainable world can be built with the help of a very powerful entity: the human spirit. Community participation generates the energy needed to sustain the planet and all life. Religious and environmental communities have formed a powerful alliance for sustainability.

In today's Global Community it is important for our survival to cooperate globally on several aspects such as peace, security, pollution in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching the Charter of the Global Community as a way of life for the good of all.

The Global Community is inviting you to participate in the formation of global symbiotical relationships between communities, nations, businesses, or a combination of them. This can be accomplished through the formation of global ministries. Within each global ministry there is a section about 'The Global Community Overall Picture' which describes the situation in all nations of the world and we divided the world in five different regions: North America, Countries in Latin America & the Caribbean, Africa, Europe, and Asia & Oceania. Each global ministry has a description of what is happening in the different regions. There are actual facts about what is happening in the world about all issues we have discussed during both global dialogues in years 2000, 2002 and 2004. Issues of global dialogue 2006 are also included in this project. Our work is too create a plausible scenario(s) of what the world could be between now and a million years.

This project will help humanity understand itself better.

The formation of global ministries is the most important event in human history. Humanity sees the need to manage the world affairs in several aspects of our lives: energy, agriculture, environment, health, Earth resources, Earth management, security and safety, emergencies and rescues, trade, banks, speculation on world markets, peace, family and human development, water resources protection, youth, education, justice, science and technology, finance, human resources, ethics, human and Earth rights, sustainable development, industry, and manufacturing products, etc. Global ministries will be given power to rule themselves in harmony with each other. The WTO will not be the only global ministry that can rule on cases related to trade. The Global Community is calling for the immediate formation of the Earth Ministry of Health. The globalization of trade, the extensive mouvement of people all over the world, the increase of poverty and diseases in developing countries and all over the world, have caused pathogens and exotic diseases to migrate over enormous distances and now, are an increasing threat to local ecosystems and communities, economies and health of every human being and all life. The Global Community is calling this threat of the upmost importance and must be dealt with immediately by every nation. We must manage health in the world. We are calling for the immediate creation of the Earth Ministry of Health.

During the past decades various changes have taken place in political, economic and social institutions. Economic reforms, changes in national policies, and global concerns have contributed to redefine the roles of these institutions for Sustainable Development. The environmental movements express the concerns of groups of people regarding depletion of water, climate change aspects, degradation of land and other changes in ecosystems affecting traditional patterns of natural resource exploitation. The Global Community has taken the role of helping these groups in protecting and managing the environment by coordinating efforts. Earth Environmental Governance is the most importance and urgent challenge of the Global Community. The Earth Ministry of the Environment is proposing a meeting of all the Ministers of the Environment. Each country in the world will send their Minister of the Environment to meet during the global dialogue on Earth Management - all Peoples together. The roundtable discussion will also include experts from interested groups, environmental institutions, policy specialists from non-governmental organizations, and the public. There is a need to centralize and coordinate efforts into one Ministry of the Environment: the Earth Ministry of the Environment. Discussion about the financial support will be a priority. A comprehensive and reliable system will be proposed to coordinate efforts from all over the world. Anyone willing to participate in the discussion roundtable may send an abstract/research paper now. Other topics for discussion:

a)     Involvement of major groups in monitoring, assessment and early warning
b)     Major environmental challenges of the 21st Century
c)     Civil society involvement
d)     Responsibility and accountability of the private sector
e)     Global environmental policy-making

Earth Environmental Governance can only be achieved successfully within the larger context of Sustainable Developent and Earth Management. All aspects are inter-related and affect one another. A healthy environment is essential to long term prosperity and well-being of Global Community citizens. That demands a high level of ecological protection. This is the 'raison d'etre' of the Scale of Human and Earth Rights. Primordial human rights are those human rights that individuals have by virtue of their very existence as human beings: to live, eat, drink fresh water, breath clean air, and have shelter. These rights are separate categories than ecological rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights. Ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights listed here are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future.
In this way the Scale of Human and Earth Rights gives us a sense of direction for future planning and managing of the Earth. Earth management is now well defined and becomes a goal to achieve. We no longer waste energy and resources in things that are absolutely unimportant.

It has also become a necessity of establishing the Earth Resources Ministry that will be assessing, compiling, managing and protecting Earth resources, and the Earth Court of Justice prosecuting cases involving crimes related to the relentless misused of the Earth resources.

New ministries in the process of being created: Climate Change Ministry and Earth Energy Ministry.

Article 2:    Earth Ministry of Health
The Earth Ministry of Health is needed to reduce the threat of new and reemerging diseases and immune micro-organisms. SAR is certainly a new emerging global threat and must be managed before it becomes widespread. There are several factors indicating the need for new global changes in the area of health:

* larger populations of mal-nourished and undereducated people living in substandard housing, unhealthy environmental conditions and inadequate health services, and poor water supply and sanitation
* rapid increase in international air travel
* globalization of trade
* lowering of standards in the production, handling, and processing of food have heightened the risk of food-borne diseases
* environmental factors and activities such as deforestation, conflict, tourism and migration into remote habitats have increased exposure to disease


The Global Community is asking nation governments to give their support for the network of collaborating laboratories managed by the World Health Organization (WHO). We are proposing to expand WHO's mandate to include:

* a global surveillance system
* an emergency section capable of responding to outbreaks of infectious disease anywhere in the world
* a more efficient vaccines program
* research into advanced-generations of antibiotics
* help governments put in place policies to improve the management of medical and public health resources, and to monitor these policies. Tele-medicine and tele-health can bring the best medical and health knowledge to all areas of the world. Public-private partnerships have been shown to reduce disease and health costs in developing countries. More research are needed to understand the relationship among disease, ecology and genetics.
* AIDS awareness programs have to become far more aggressive. AIDS is the leading cause of death in the sub-Saharan Africa and is now spreading rapidly in Central/Southern Asia and Eastern Europe. Local delivery of anti-retrovirus medicine to developing countries is very difficult.
* bioterrorism is a threat just as important as a nuclear war and a section of this global ministry must be prepared to respond quickly and efficiently.
* more research is needed to understand and respond to infectious diseases. Immunization rates are declining in low-income and middle-income countries. There are more than 30 new and highly infectious diseases that have been identified, such as Ebola and AIDS, and there are no treatment, cure, or vaccine.
* more research is needed in 20 known strains of diseases such as tuberculosis (TB) and malaria which have developed resistance to antibiotics due to the widespread use and misuse of these drugs.
* more research is needed in old diseases such as cholera, plague, meningitis, diphtheria, dengue fever, hemorrhagic fever, and yellow fever as they have reappeared as public health threats after years of decline.


The Global Community has begun to establish the global concepts of symbiotical relationships and global cooperation. An economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political, religious, and personal) may be created all over the world between communities, nations, and between people themselves. There has always been symbiotical relationships in Nature, and between Souls and the matter of the universe to help creating Earth and life on Earth to better serve God.

The Global Community is inviting you to participate in the formation of global symbiotical relationships between communities, nations, businesses, or a combination of them. This can be accomplished through the formation of global ministries. We are also proposing the formation of a political symbiotical relationship between state and the global civil society. A similar relationship already exists between the Global Community and every member of the Earth Community, also known as the human family, the global civil society.

Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill its goals? The Charter of the Global Community promotes the values to achieve its goals. These goals require the promoting and establishment of: global community ethics, mutual respect, respect for life, basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability.

Other symbiotical relationships may be based on common concerns and issues such as: the environment, peace, women's rights, human and Earth rights, and many more. There is a whole spectrum of possible symbiotical relationships.

Global Dialogues 2000 and 2002 were the first world conferences on sustainable development and Earth management that brought forward sound solutions to humanity's problems. Symbiotical relationships are needed today and for the long term future of humanity.

A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO. The WTO is about a trade partnership between nations. On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved. The fundamental criteria is that a relationship is created for the good of all nations participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development.

The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis of the relationship should give more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of the Global Community into our ways of life, justice, peace, spiritual freedom, security, and many other important aspects as described in the global ministries (agriculture, energy, trade, resources, etc.).

This 21st century is very crucial for humanity as it will determine our survival or not for the next million year. The Global Community is proposing to the world a way to achieve our survival. The recommendations described here are by no means the only ones.

Choose a Ministry and start defining it completely: what it will do, why is it needed, the money needed to run it, the people needed, the work it will do all over the world, etc. Each and everyone of us can pick a Minister's position and find absolutely everything there is to be found about the Ministry. You may create brain-storming exercises in your community to help you. We will gather all our information and create a new Discussion Roundtable for each Ministry and do more discussion and research. The idea is to pass on to the elected representatives for the Global Community the work we have done to help them govern Earth. This way representatives will have an idea about what to do before they are elected as representatives to the Global Community. Once they are elected they may want to adopt our research work as a starting point for governing Earth.

Several criteria will be taken into account: qualifications of the candidate for leadership, past record as a good citizen, no criminal records, your own financial support (we dont  have any funds to pay anyone and for anything), and proven experience and competence in the position. Candidates work strictly on a volunteer basis. You are also required to have accepted in your heart and mind universal values, global concepts, democratic principles, and human rights as obtained and defined in the previous global dialogue.
