I am Germain Dufour, Spiritual Leader of the Global Community.
I was asked to participate in the forum Shaping The
Future Global, a forum organized by the Global Peace Centre. Dr.
Michael Ellis and Steven Jay Zuckerman are the organizers of the forum. So
thank you for inviting me be a keynote speaker.
Michael, I
have always appreciated the hard work you have done over the past years to
advance the event of Peace in the world especially since the time a few
years back you accepted to volunteer your time and effort to become the
Minister for Peace and Disarmament of Global Community. You have
made a difference! You have become a beacon of hope for Peoples in Global
Community. Keep up the good work Michael!
I would also like to
say I am please to be with you all attending this forum. And truly you are
all a beacon of light the world is now beginning to urgently need and
appreciate.
Because they have contributed so much to your success Michael, I would also like to say
thank you to all members of the Global Peace Movement of Global Community.

The Soul of Humanity, and Dr. Leo Rebello.
And thank you to all of those out there in the world making Peace a way of life.
Back in 1985, I started to research
and develop global concepts to give humanity hope for a sustainable
future. It was at the time when the expression such as "sustainable
development" was given a lot of emphasis and promising to be the answer of
many of humanity's problems. The term 'sustainable development' was used
by the Brundtland Commission, and it meant that "meets the needs of the
present without compromising the ability of future generations to meet
their own needs."
Formally known as the World Commission on
Environment and Development (WCED), the Brundtland Commission's mission
was to unite countries to pursue sustainable development together. The
Chairman of the Commission, Gro Harlem Brundtland, the former Prime
Minister of Norway, was chosen due to her strong background in the
sciences and public health. The Brundtland Commission dissolved in 1987
after releasing the Brundtland Report, but was soon replaced by the Center
for Our Common Future in 1988.
Of course no one at the time
was familiar with concepts such as "Global Community", "Global Ministry",
"Global Citizenship Act", "Global Citizen", "Scale of Global Rights",
"Global Law", "Earth Court of Justice", "Politics and Justice without borders", "Ministry of Global
Peace", "Global Peace Village", "Global Peace Earth", "Global Dialogue",
"Global Citizens Rights, Responsibility and Accountability
Act", "Global Constitution", "Soul of all Life", "Global Citizenship", and
many others. Over time and since 1985, all these global concepts were first researched and
developed by myself, and later on I got help from my wife Virginie Dufour,
participants from the Global Dialogue and, of course, especially from members of the
Global Peace Movement.
With the event of the Internet and the promoting of the concepts on my
website it all became clear to most people all over the world this was the
way to follow to sustain us all on our planet.
The expression
Global Community has a different meaning than the expressions
"international community" or even "world community". Global Community is
more inclusive and gives every Global Citizen responsibility and
accountability.
We the Peoples, all Life on Earth, are claiming
ownership of the planet as a birthright. The Global Community is defined
as being all that exits or occurs at any location at any time between the
Ozone layer above and the core of the planet below. It is defined around
a given territory, that territory being the planet as a whole, as well as
a specific population, which is all life forms on Earth. This definition
includes all people, all life on Earth. That makes the Global Community
the 21st century framework for Earth governance, and the only legitimate
body with the power to make the laws of the land and to make the rules
for the territory of the Earth.
Peoples of the Global Community are
now using global dialogues to resolve conflicts, promote democracy, and
fight hunger, terrorism, disease, and human rights abuses. In order to
bring about the event of peace, Global Community is offering other good
organizations around the world to work together to bring warring parties
to peaceful solutions.
Our Global Peace Movement is about the
courage to live a life in a harmonious peace order and showing by example,
thus preventing poverty, wars, terror and violence. We need to educate
the coming generations with good principles, being compassionate,
social harmony and global sustainability being some of them.
Throughout Global Dialogue 2013, i.e. from September 1st, 2012, to August
31st, 2013, Global Community will also be concerned with the further
teaching of the global concepts brought forward in the 1980s and in
particular on the formation of a Ministry of Global Peace in the govenment
of each nation of the world. Global Community will make an extensive and
continuous request to the government of each nation of the world to
participate in the Dialogue and, hopefully, for each nation government to
form a Ministry of Global Peace. There is a formal registration form

The form is to be filled by each nation - state government.
Global Community has been promoting the need for a change in thinking and
of doing things amongst all nations. We need to realize what is a
priority, what is the most important, and what is the least important for
our survival. We need to make hard choices. We need a clear vision. We
need a common vision. And we must all change! There are many important
aspects of our lives we can no longer do, or should never do anymore. They
are destructive. Humanity and all life can no longer afford activities
that destroy life and the global environment. And there are other
activities we must do, certainly thousands of them, to assure the survival
of life on Earth.
Global
Community has established global fundamentals and a clear vision to
follow, and to offer the people of all nations the Global Movement to
Help. Perhaps the Scale of Global Rights represents the strongest
pillar of our vision.
Today, I am proposing once more the Scale of Global Rights
as the best educating tool to bring about the change the people of the
world need to accept for their own survival.
The very first step of governments of all nations, and maybe
the only one for several decades ahead of us, would be the formation of the
Ministry of Essential Services and of the Ministry of Global Peace amongst
the participating member nations.
The Global Community has
researched and developed such services. Many of them are already in
operation on a small scale.
As mentioned so many times over the
past decades, I believe that there is no greater task in the world today
than for Global Community to proceed through the maturation of its
leadership, emerging from a more self-interested adolescence as a global
leader into a nobler adulthood. Once more, governments of all nations are
invited to participate.
Together we have the potential to act as a
torchbearer for a better tomorrow. Do we heed the call? I hope this
message has convinced governments from all nations, many international
organizations and the millions of people who have been with us over the
past decades, that the question of how to proceed with that maturation is
of far deeper significance than the reforming of the United Nations. I
thus pray that we move with wisdom, grace, clarity, and love in the days,
years, and even decades ahead.
And as we enact Global Law, we will
begin to take on a much deeper kind of global leadership, one that earns
more respect than envy and more gratitude than hatred, one that can
catapult the whole planet forward into a future where war is no longer
thinkable between nation-states and a legitimate and beneficial global
government is able to cope with global problems.
Shaping The Future Global
The purpose of The Shaping the Future Forum is to make a difference, to make a positive change, to speak out and take action.
We will work with other organisations that are promoting sustainable and social integration, around the world:
- to seek new ways of thinking and behaving and to eliminate violence and exploitation, individually, internationally and environmentally
- to create unity and harmony and act as a networking group
- to work towards a sustainable peace and health for all in the third millennium
- to nurture a deep respect for life.
Vaclev Havel, President of Czechoslovakia has said, "Without a global revolution of human consciousness nothing will change for the better in the sphere of our being as humans and the catastrophe towards which this world is headed, be it ecological, demographic, social or the general breakdown of civilization will be unavoidable".
