Our Vision is a benchmark for all life

The peoples of all Nations, in creating an ever closer Global Community among them, are resolved to share a peaceful future based on common values. Conscious of its spiritual and moral heritage, the Global Community is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity; it is based on the principles of democracy and the rule of law. It places the individual at the heart of its activities, by establishing the Global Community citizenship and by creating an era of freedom, security and justice.

The Global Community contributes to the preservation and to the development of these common values while respecting the diversity of the cultures and traditions of the peoples of all Nations as well as the national identities of Member Nations and the organisation of their public authorities at national, regional and local levels; it seeks to promote balanced and sustainable development and ensures free movement of persons, goods, services and capital, and the freedom of establishment. To this end, it is necessary to strengthen the protection of fundamental rights in the light of changes in society, social progress and scientific and technological developments by making those rights more visible in the Global Parliament Constitution .

The Global Parliament Constitution reaffirms, with due regard for the powers and tasks of the Global Community and the principle of subsidiarity, the rights as they result, in particular, from the constitutional traditions and international obligations common to Member Nations, the Scale of Global Rights, adopted by the Global Community and by the Global Council of all Nations and the case of law of the Earth Court of Justice of the Global Community and of the Global Court of Global Rights. Enjoyment of these rights entails responsibilities and duties with regard to other persons, to the human community and to future generations. The Global Community therefore recognises the rights, freedoms and principles set out hereafter.

We the Peoples of the Global Community are reaffirming faith in the fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and smalll. We the Peoples implies every individual on Earth. Earth management and good governance is now a priority and a duty of every responsible person on Earth. The Global Community has taken action by calling the Divine Will into our lives and following its guidance. Divine Will is now a part of the Soul of Humanity to be used for the higher purpose of good and Life's evolution. We will learn to serve humanity and radiate the Will of God to others. We will establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and we promote social progress and better standards of life in larger freedom.

The spiritual belief, universal values, principles and aspirations of the Global Community will be attained by:

*     practicing tolerance and living together in peace and harmony with one another as neighbours,
*     promoting the economic and social advancement of all peoples,
*     maintaining peace and security in the world by using negotiations and peaceful means,
*     finding unity in diversity with all Life,
*     establishing the respect for the life-support system of the planet,
*     keeping Earth healthy, productive and hospitable for all people and living things, and
*     applying the principle that when there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss.

Realizing that:

*    the Global Community today has come to a turning point in history, and that we are on the threshold of new global order leading to an era of peace, prosperity, justice and harmony;

*    there is an interdependence of people, nations and all life;

*    humanity's abuse of science and technology has brought the Global Community to the brink of disaster through the production of weaponry of mass destruction and to the brink of ecological and social catastrophe;

*    the traditional concept of security through military defense is a total illusion both for the present and for future generations;

*    misery and conflicts has caused an ever increasing disparity between rich and poor;

*    we, as Peoples, are conscious of our obligation to posterity to save the Global Community from imminent and total annihilation;

*    the Global Community is One despite the existence of diverse nations, races, creeds, ideologies and cultures,

*    the principle of unity in diversity is the basis for a new age when war shall be outlawed and peace prevail; when the earth's total resources shall be equitably used for human welfare; and when basic global rights, responsibilities and accountabilities shall be shared by all without discrimination; and

*    the greatest hope for the survival of life on Earth is the establishment of a democratic Federation of Global Governments.

We, citizens of the Global Community, hereby resolve to establish a federation of all nations, the Federation of Global Governments, to govern in accordance with the Global Parliament Constitution.

The purposes of the Global Community are to:

1.     maintain international peace and security in conformity with the principles of justice and global law;

2.     promote friendly relations among nations, individuals and communities based on:

*     respect for the principle of equal rights and self-determination of Peoples; and

*     symbiotical relationships;

3.     promote global co-operation to:

*     find sound solutions to economic, social, cultural, humanitarian, local and global community problems; and

*     establish respect for global rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.


4.     be a home and a global community centre to all nations, people and local communities and help them harmonize their actions to achieve their common goals.

5.     promote worldwide awareness of:

a)     the "Beliefs, Values, Principles and Aspirations" of the , which constitute the Preamble and Chapter 1 to Chapter 10 inclusive of the Global Parliament Constitution ;
b)     global symbiotical relationships amongst people, institutions, cities, provinces and nations of the world, and between the and all nations, and in the business sector, which constitute Chapters 20.24 and 23.3.2;
c)     global societal sustainability, which constitutes Chapter 4.4 of the Global Parliament Constitution ;
d)     good Earth governance and management, which constitute Chapter 6.3.2 of the Global Parliament Constitution ;
e)     the Scale of Global Rights, which constitutes Chapter 10 of the Global Parliament Constitution ;
f)     the Statement of Rights, Responsibilities and Accountabilities of a Person and of the Global Community, which constitutes Chapter 6.3 of the Global Parliament Constitution ;
g)     the Criteria to obtain the Global Community Citizenship, which constitutes Chapters 6.1 and 6.2 of the Global Parliament Constitution ;
h)     consistency between the different policies and activities of the , which constitutes Chapter 15 of the Global Parliament Constitution ; and
i)     a global market without borders in which the free movement of goods, persons, services and capitals is ensured in accordance with the Global Parliament Constitution , which constitutes Chapter 16 of the Global Parliament Constitution ;
j)     the new ways of doing business in the world, which constitutes Chapters 16 and 17;
k)     the Celebration of Life Day on May 26 of each year, which constitutes Chapter 20.7 of the Global Parliament Constitution ;
l)     the finding of an Earth flag, which constitutes Chapter 20.8 of the Global Parliament Constitution ;
m)     the ECO Award, which constitutes Chapter 20.9 of this Constitution;
n)     the Portal of the Global Community, which constitutes Chapter 20.10 of the Global Parliament Constitution ; and
o)     the concept of a Global Dialogue, which constitutes Chapter 20.11 of the Global Parliament Constitution .

The Global Community shall reinforce humanity's new vision of the world throughout this century and beyond.

Humanity's new vision of the world is about seeing human activities on the planet through:

a)     the Scale of Global Rights;

b)     the Statement of Rights, Responsibilities and Accountabilities of a person and the Global Community; and

c)     building global symbiotical relationships between Earth, people, institutions, cities, provinces and nations of the world.


For the first time in human history, and the first time this millennium, humanity has proposed a benchmark:

*     formation of global ministries in all important aspects of our lives
*     getting ride of corruption at all levels of government
*     the establishment of Global Police to fight against the growing threat to the security of all Peoples, and to fight against global crimes
*     the Scale of Global Rights as a replacement to the Universal Declaration of Human Rights
*     Statement of Rights, Responsibilities and Accountabilities of a person belonging to 'a global community' and to 'the Global Community'
*     an evolved global democracy based on the Scale of Global Rights and the Global Parliament Constitution
*     a central organization for Earth management, the restoration of the planet and Earth governance: the Global Community Assessment Centre (GCAC)
*     the Earth Court of Justice to deal with all aspects of governance and management of the Earth
*     a new impetus given to the way of doing business and trade
*     more new, diversified (geographical, economical, political, social, business, religious) symbiotical relationships between Earth, nations, communities, businesses, for the good and well-being of all life
*     proposal to reform the United Nations, NATO, World Trade Organization, World Bank, IMF, E.U., NAFTA, FTAA, and to centralize them under Global Parliament , and these organizations will be asked to pay a global tax to be administered by the Global Community
*     the Peace Movement of the Global Community and shelving of the war industry from humanity
*     a global regulatory framework for capitals and corporations that emphasizes global corporate ethics, corporate social responsibility, protection of human and Earth rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects
*     the ruling by the Earth Court of Justice of the abolishment of the debt of the poor or developing nations as it is really a form of global tax to be paid annually by the rich or industrialized nations to the developing nations
*     establishing freshwater and clean air as primordial human rights

The Federation of Global Governments Help victims in all parts of the world.

The Federation helps victims of land slides, hurricanes, forest fires, earthquakes, environmental disasters, and terrorist attacks in all parts of the world. Along with others we coordinate efforts to help those in need.

The Global Community wants to provide a forum where international conflicts could be argued and resolved peacefully. Because of hatred and mistrust, disputing parties always find it difficult to express constructive ideas or proposals. A face-to-face meeting may not even be possible. The Global Community offers to be a trusted third party that would carry ideas back and forth, put forward new proposals until both sides agree. When both parties feel they have gained more than they have lost from the process, the outcome is a win-win settlement for peace.

For centuries Canadian society has shown that the diversity of people, their ways of doing things, can be an advantage to living together and that the diversity can also bring Peace and prosperity in a nation. Diversity can actually be the root cause of Peace. The Canadian experience has shown that this has been the better way to bring about the event of Peace in the world, and not the military option.

Canadian society today includes a vast diversity of cultural heritages and racial groups. This multicultural diversity is a result of centuries of immigration. Truly, the struggle for the making of Canadian multiculturalism is the Canadian experience and the Canadian identity. Canadian multiculturalism is a symbiotical relationship between Canada, the Canadian people, and the world.


Diversity has been a fundamental characteristic of Canada since its beginnings. At the time of European settlement there were more than 60 Aboriginal nations speaking more than 30 languages. As the French and then the English colonized Canada, treaties were signed that acknowledged Aboriginal nationhood. Linguistic duality was enshrined in law at the earliest stages of the development of the Canadian federation. At a time when it was accepted practice to establish sovereignty through war and cultural domination, there were enough Canadians who believed in the virtues of accommodation and mutual respect to ensure that, with some exceptions, Canada would develop peacefully and the foundations of its diversity would be preserved.

Global rights and the taxation of natural resources can each be used to create and protect this biodiversity zone in Nunavut and over the entire North Pole region. The Inuit government and the Canadian government are invited to start the process of creating such zone. The Global Community has set aside a specific region to create and protect a biodiversity zone in the North Pole region.

The Global Community has also established a planetary biodiversity zone now under the protection of the Global Protection Agency (GPA).

We have declared a moratorium on all development in the zone.

The planetary biodiversity zone includes :

  • North Pole region
  • South Pole region
  • all oceans
  • all forests
  • all lakes
  • all rivers and connecting streams
  • all wetlands and grasslands
  • living organisms and ecosystems in all of the above

The people of all nations are required to respect the moratorium until global law has been completed to include regulations to be enforced by the GPA.

  • Cultural Appreciation Day
    On August 22 of every year the Global Community celebrates the Global Cultural Day, the Cultural Appreciation Day. The event's theme is "Culture, Values and Social Development." The Global Community is rich with tradition and art. Culture is certainly tangible - churches, temples and monuments; and intangible - heritage with performing arts, fine arts or visual arts. Every community is based on a society distinctly different from any other country and its people. The Cultural Appreciation Day celebration occurs at the same time and is an important part of the Global Exhibition.
  • Along with all the global communities, the Global Community, all life on Earth, and the Soul of Humanity can rightfully claim ownership of the Earth as a birthright
    And October 29 of every year is a special day to claim that right. Let us celebrate! The Earth and all its natural resources belong to all the "global communities" contained therein. A village, or a city is "a global community" and owns the land and all other natural resources around its boundaries. Along with the Global Community, all life on Earth, and the Soul of Humanity, a global community has ownership of all natural resources within its boundaries. Founders and Spiritual Leaders of the Global Community organization are happy to celebrate that day with all life on Earth.

    Short description and history of the Global Community organization, Earth Government and the Federation of Global Govewrnments

    The Global Community organization, Earth Government and the Federation of Global Governments were founded on October 29, 1985, in Calgary, Canada by Germain Dufour, Prophete of God, Spiritual Leader and President, and further developed through Global Parliament meetings. Later on in 1990s he was joined by his wife, Virginie, in the developing of many global concepts. Symbiotical relationships were defined to show the path for a better world. The Federation was formed to replace the United Nations. Its basic proposal is a de-centralized global government. A Global Government offers essential services to the people where it operates and the Federation main function is to serve all people and help in this process with the formation of Global Ministries to protect all life on our planet. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation whose function is to enforce Global Law as defined in the Global Parliament Constitution . The Scale is the fundamental guide to Global Law which itself includes legislation covering all essential aspects of human activities. That is how we will bring about the event of Peace amongst us all and give security to all people, all life on Earth.
  • Global Citizenship Day
    Citizenship of the Global Community, which will exist by virtue of a Treaty between nation governments and the Global Parliament Constitution of the Global Community, is conferred on everyone who is a citizen of a Member State. And October 29 of every year is a special day to participate in the ceremonies of those becoming Global Citizens. The Global Community citizenship is additional to, and does not replace, national citizenship. Election by universal suffrage when conducted by all Member States, will give the Global Community Parliament full legitimacy. By voting in its elections the citizens of the Global Community enhance its status and influence.

    The Global Community citizenship gives citizens the right of free movement and residence in the territory of the Member States, the right to vote and stand for election in the Global Community and local elections, the right to diplomatic protection in third countries, as well as:

    - the right to petition the Global Community Parliament;
    - the right to bring complaints before the Global Community Ombudsman;
    - the right to address any of the Global Community institutions or bodies in one of the official languages and to receive an answer in the same language.
    You may be eligible to become a citizen of the Global Community.

    To become a citizen of the Global Community you may be:

    *     a person
    *     a global community
    *     an institution
    *     a town, city or province
    *     a state or a nation
    *     a business   Certified Corporate Global Community Citizenship (CCGCC)
    *     an NGO
    *     a group of people who decided to unite for the better of everyone participating in the relationship, or you may be
    *     an international organization

    The Global Community Citizenship is given to anyone who accepts the Criteria of the Global Community Citizenship as a way of life . It is time now to take the oath of global community citizenship. We all belong to this greater whole, the Earth, the only known place in the universe we can call our home.

    A very important legislation is the Global Citizens Rights, Responsibility and Accountability Act which, after its approval by Global Parliament, will define rights, responsibility and accountability of all global citizens. Each and everyone of us will make decisions, deal with one another, and basically conduct our actions as per the Act. The final document was brought forward for approval during the Tenth Global Meeting of the Global Community Earth Government , Fall 2006. People from all nations of the world, and all National Governments, are invited to amend the proposed document (see Press Release Feb. 26, 2006 ).

    Before you make your decision, we are asking you to read very carefully the Criteria of the Global Community Citizenship, make sure you understand every part of the criteria, and then make the oath of belonging to the Global Community, the human family, Earth Community and Earth Government.

    You do not need to let go the citizenship you already have. No! You can still be a citizen of any nation on Earth. The nation you belong to can be called 'a global community'. But you are a better human being as you belong also to the Global Community, and you have now higher values to live a life, to sustain yourself and all life on the planet. 

    You have become a person with a heart, a mind and Soul of the same as that of the Global Community.

    The Global Community welcomes you!

  • Tribute to Virginie Dufour, the first Secretary General of the Global Community organization, who passed away April 28,2000.

    The Global Community thanks you Virginie with all their hearts. Our members will keep your Vision alive and continue to work to create a better world. We will miss your guidance and enlightenment in each step that we’ll take in the coming months and years. Our remembrance of you will be eternal. You have been  an inspiration for the world and will be sorely missed by the thousands of lives you touched. Your work will remain a guiding hand for the Global Community. May God rest your Soul in eternal peace.
  • The Global Exhibition
    For the fourth year since the first time ever promoting of a Global Exhibition in 2006, there will be a Global Exhibition at the time of Global Dialogue 2009, and at the same site in Nanaimo. It will also be occurring anywhere else in the world along with Global Dialogue 2009 during the period August 17-22 of each year. The Global Exhibition is a replacement to the usual Trade Show we have been promoting during each previous Global Dialogue. The Preliminary Program to the Global Exhibition will be the same as that of Global Dialogue 2009.  Program for Global Dialogue 2009
    The Global Exhibition covers many aspects. It can be about creating high profile, highly targeted business and consumer exhibitions, where buyers and suppliers from around the world can come together to do business. In an increasingly digital age, nothing can replace the power of human contact for establishing and maintaining business relations. And with more market leading exhibitions than any other organiser, no organiser delivers more business contacts. We specialize in exhibitions, trade shows, conferences and event planning.
    The Global Exhibition must allow multiplicity, diversity and contradiction to exist inside the structure of an exhibition ... a world where the conflicts of globalization are met by the romantic dreams of a new modernity, a new federation of nations.
    We divide the Global Exhibition into "platforms" -- conferences and lecture series engaging figures from a wide range of disciplines -- that take place at different communities around the world over the course of the year leading up to the installation in a large Global Exhibition in one country.
    Getting to know one another and ourselves as one humanity.

    Unity in diversity


    The Global Exhibition must allow multiplicity, diversity and contradiction to exist inside the structure of an exhibition ... a world where the conflicts of globalization are met by the romantic dreams of a new modernity, a federation of nations, the Federation of Global Governments.

    Nothing in contemporary art speaks so directly to all of these issues as the large scale exhibition as well as any number of other biennials that cropped up around the world during the past decade. The Global Exhibition, endowed with a transnational circuitry, assumed the unique position of reflecting the idea of a world government. Establishing a new curatorial class able to bring artists together from wide-ranging geographic and cultural points, the large-scale exhibition alterd the kinds of visibility afforded artists and so fundamentally changed the conditions of artistic discussion, ultimately forwarding the position that no show could, or should, presume an all-encompassing thesis--at least not in conventional terms and form. Rather, the exhibition extends through time and across geography to include panels, lectures, publications, performances, and public works that fall welt beyond the parameters of the traditional show, and lies well beyond the grasp of any single viewer. In turn, these exhibitions have come to marshal the forces of any number of disciplines, including art history and theory, which leads one to the question of whether the critical function is in some sense migrating from critic to curator, or indeed whether such nominal distinctions are useful at all. At this level, I think that many people correspond to the economic, social, and cultural figure of the 'artist' as it has been constituted in the modern age."

    Earth Government aims at replacing the United Nations. That is truly a Revolution. If true revolution changes the rules on how to change the rules, then we must arrive at terms that transform the very concept of the exhibition. Although a few criteria for inclusion based on identity and geopolitics have developed, the art world is still heavily commodified, and an artist without a sales (and therefore publicity) base in the developed word--or a curatorial support network in the world's "periphery" -- is not going to be included. Further, the new terms of engagement may be geopolitical, but work from the "First World" must have a powerful aesthetic surplus or an antically unrecognizable political dimension in order to gain access. So many artists are doing serious work with directly political themes but do not see themselves included in these shows -- and would not expect themselves to be-since the public visiting such exhibitions is not their audience of interest. Granted, the flattened terrain of modern communications is bringing the interlocking worlds of art production and display into closer proximity, so it would not be correct to claim that work with direct political address will always be left out. But is it still necessary to point out that while "geopolitical" can have the cover of a prefix to cover its political nature, the politics in question bad better be far, far away?

    The art world -- a congeries of professional services along the lines of dentists, doctors, and professors on the one hand and high-end showrooms like ear dealerships on the other--consistently offers the modernizing elite a compass for understanding cultural and social "facts" as they impinge on their consciousness. The global exhibitions serve as grand collectors and translators of subjectivities under the latest phase of globalization. But as we move between disparate colonialist eras, what is plain about the present moment is that there is no dearth of images of the colonized Other in public view, despite only a little more insight -- and that quite momentary -- into the interior lives of others than in the previous colonial moment. The elite in question, especially in the North and in developed industrial and postindustrial nations (which includes, perhaps, the antipodean South), may have a taste for edification via these new Crystal Palace expositions. And why not?

  • Nationalization of natural resources
    As defined by the Global Community, the concept of ownership states that land and natural resources of the planet are a common heritage and belong equally to everyone, to all life on Earth, as a birthright. Products and services created by individuals are properly viewed as private property. Products and services created by groups of individuals are properly viewed as collective property. Only the Global Community can rightfully claim ownership of the Earth. October 29 is the day to celebrate ownership of our natural resources.

    Along with ownership comes the obligation of using the resources, share them or lose them. Land and all other Earth natural resources are not commodities. Use the land, share it or lose it. This principle also applies to banks and similar institutions all over the world and to Wall Street. You own property because the previous owners could not pay. Use that property, share it or lose it. The Global Community stipulates that land ownership is no longer a problem. The Earth and all its natural resources belong to all the "global communities" contained therein. A village, or a city is "a global community" and owns the land around its boundaries. Along with the Global Community, it has ownership of all natural resources within its boundaries. So, by definition, land here, covers all naturally occurring resources like surface land, the air, minerals deposits (gold, oil and gas etc), water, electromagnetic spectrum, the trees, fish in the seas and rivers. It is unjust to treat land as private property. It is unjust to treat land as private property. Land is not a product of labour. Everyone should therefore be given equal access to such natural resources.

    In order to better protect life on our planet, the Global Community is asking people of all nations to defend and protect their natural resources. In particular, all the hydrocarbons within a national territory must be nationalized. It is an obligation, not only of a national government, but also of all the active forces in a country; it is the duty of local and municipal authorities, the duty of state authorities – of everyone – to take upon themselves this defense and this recuperation of natural resources.

    Nationalization is a necessity because American corporations have been buying local corporations to acquire natural resources of a country. This state of affairs has been going on ever since WWII. Over the past decades, the US national debt and annual deficit have been out-of-control because of a complete business freedom of the US corporate world. No taxation! When a large corporation is about to go out of business, the White House intervened with a bail out.

    For example in Canada, the property of the hydrocarbons, the oil and natural gas, and tarsands, have mostly owned by American and other foreign corporations. Our natural resources have been bought out by foreigners. Pipelines have been built to transport the oil and natural gas to the customers in the United States without paying taxes to Canada. Canadian corporations that have been taken over by American corporations with bankrupted money, paper money, Stock Exchange money, money that Americans dont even have. The White House prints dollar bills by the trillions and give them to corporations to buy more Canadian corporations. This is no longer a fair exchange of something tangible with something else of an equivalent value. We have natural resources and Americans have bankrupted money to exchange with. That's not right! How can we let that happened? It is time to nationalize Canadian natural resources.

    From this point onward, those Canadian natural resources will be under control of the Canadian people, for Canadians, and help resolve Canada’s economic and social problems.

    Nationalization is not new. The global financial crisis is good example of nationalization. When Wall Street started to crash, the US Government thought it would be wise to nationalize key financial institutions, even partially nationalized, so why not natural resources? They are in great danger of being destroyed (forests, oceans, fresh water, soils, air we breath, electromagnetic spectrum) or destroying all life on Earth (petroleum rersources). Once Canadians have recovered these natural resources, it will generate employment. The plundering of our natural resources by international and transnational oil and gas companies has come to an end. And for this reason we want to share the joy on this historic day of nationalization.

    If indeed previous governments have used the Armed Forces for the benefit of transnational corporations, the Armed Forces can now be used to unite for their country, for their nation, for their patria. We are a government of the people, a native government. We are a global community. We want to ask government to defend its sovereignty, its dignity and above all the integrity of its territory, we want to ask that it take charge of all the oil fields of all of its nation.

    Unless a reformed or empowered Global Community is leading firmly upon the principle of equal rights for all Global Citizens, then the planet will be controlled by a handful of vested interests.

    Land is not a product of labour. Everyone should therefore be given equal access to natural resources. The Global Economic Model proposes to make private property the product of labour. Common property is all what Nature offers. The Global Economic Model policy removes taxes from wages and increases taxes and user fees on common property.


  • Global Peace Movement Day

    On May 26 of each year, along with the Celebration of Life day, the Global Community celebrates the Global Peace Mouvement Day. The Global Peace Mouvement is about the courage to live a life in a harmonious peace order and showing by example, thus preventing poverty, wars, terror and violence. We need to educate the coming generations with good principles, being compassionate, social harmony and global  sustainability  being some of them. The responsibility of a peacemaker is to settle differences through compromise and negotiation before they erupt into violence. Conflicting views do not have to bring about fighting. War is an irreversible solution to a problem. War is never an appropriate solution to resolve a conflict. In order to bring about the event of peace, the Global Community is offering other good organizations around the world to work together to bring warring parties to peace.

    Peace in the world and the survival and protection of all life on our planet go hand-in-hand. Asking for peace in the world means doing whatever is necessary to protect life on our planet. Protecting life implies bringing about the event of peace in the world. Let our time be a time remembered for a new respect for life, our determination to achieve sustainability, and our need for global justice and peace.

    From now on, building global communities for peace require understanding of global problems this generation is facing. There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, unemployment, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities that will manage themselves with the understanding of those problems. All aspects are interrelated: global peace, global sustainability, global rights and the environment. The jobless is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the jobless. In reality, all concerns are interrelated because the ecology of the planet has no boundaries. Obviously, as soon as our environment is destroyed or polluted beyond repair, human suffering is next.

    Our goal for peace in the world can only be reached by resolving those global problems. Those problems have brought up a planetary state of emergency. In view of the planetary state of emergency, shown and declared by the Global Community, we all must change, we must do things differently to give life on Earth a better survival chance and bring about the event of peace amongst us all.

    Our first objective was to find statements from all religions, all faiths, that promote ethical and moral responsibility to life and a responsible Earth management. This was assumed to work well within the context of the global civilization of the 3rd Millennium and after defining the Global Community criteria of symbiotical relationships. In this context, we have defined that any symbiotical relationship is for the good of all. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. Symbiotical relationships are needed today for the long term future of humanity, for the protection of life on our planet, and to bring about the event of peace amongst us all.

    The fundamental criteria of any symbiotical relationship is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development and a more stable and inclusive global economy.

    Religious rituals now support the conservation efforts and play a central role in governing the sustainable use of the natural environment.

    The Global Movement to Help, an initiative of the Global Community and of the Federation of Global Governments, is now applying more emphasis on the urgent need from the people of all nations to give everyone essential services. The urgent need to give all Global Citizens essential services was made obvious in the past few years after the occurrence of natural disasters, and the global destruction created by the military.

    The very first step of the Federation, and maybe the only one for several decades ahead of us, is the approval of essential services amongst the participating member nations. To that effect, new global ministries will be established to guide us onto the path of global sustainability. Through these new global ministries, we want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region. Be compassionate. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation. The GPA will train and lead a global force, bypassing traditional peacekeeping and military bodies such as the United Nations and NATO. The GPA is a short term solution, an immediate and efficient response to help.

    There are also long term solutions. The Scale of Global Rights is the fundamental guide to Global Law. Global Law includes legislation covering all essential aspects of human activities.

    The GPA will enforce the law. And that is a long term solution to the planetary state of emergency. And that is also how we can solve the global problems facing this generation, thus largely improving the quality of life of the next generations, and that is how we will bring about the event of peace amongst us all.
  • Global Justice for all Life Day

    The Global Justice for all Life Day is on October 29 of each year. It is a time to get together and promote Justice for all life on our planet.

    The Global Justice Movement has many inter-related components: monetary, social, economic, environmental, democracy, and peace. The Global Justice Movement promotes new thinking to benefit all economies and societies – the true, fair, democratic and efficient solution to poverty. The Global Community has the productive resources to eliminate poverty and injustice. Humanity is now in the process of developing the democratic and transparent communications infrastructure which can bring this about.Global Community Earth Government  and the Global Parliament Constitution

    Our approach transcends left-wing/right-wing designations. We see both conventional capitalism and socialism as being two arms of a philosophy which concentrate power in an elite, to the detriment of society as a whole. Reforming the current money system, to empower each and every person, is a first step for justice.

    The Global Justice Movement stands for:

    1.     Each person has the right to have warmth, clean air, clean water, food and housing, along with access to a quality health and educational system.

    2.     Every person should be respected, equal, free and able to choose their own destiny.

    3.     Everyone should be able to fulfill their full emotional, intellectual and spiritual potential.

    4.     Every person must respect the rest of creation and take responsibility for preserving the environment including the fauna and flora, all of which are interdependent and share a divine origin with humanity.

    5.     The inalienable rights of the individual include the rights of life, liberty, access to productive property, truly free markets, and equal justice before the law.

    6.     Global Economic System that is fair for all.

    7.     It is the duty of democratic government to secure the results the people want from the transparent management of their public affairs, as far as such results do not infringe on the rights of the individual.

    8.     The Global Peace Movement Global Community Global Peace Movement is about educating ourselves to engage in personal diplomacy in another country. We are given opportunities to meet and listen to some of the leading authorities on such subjects as humanitarian and volunteerism, education, politics, historical, social and cultural perspectives, conflict management, teamwork, world affairs, community involvement, and religion.

    9.     Global Justice for all Life on the planet and it is about:

    *     establishing respect for human and Earth rights;

    *     implementing a global regulatory framework for capitals and corporations that emphasizes global corporate ethics, corporate social responsibility, protection of human and Earth rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects;

    *     establishing freshwater and clean air as primordial human rights;

    *     practicing tolerance and living together in peace and harmony with one another as neighbours;

    *     promoting the economic and social advancement of all peoples;

    *     maintaining peace and security in the world by using negotiations and peaceful means;

    *     finding unity in diversity with all Life;

    *     establishing the respect for the life-support system of the planet;

    *     keeping Earth healthy, productive and hospitable for all people and living things, and

    *     applying the principle that when there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss.


    The Global Community has shown that corporate-style globalization that ignores the needs of the poor and the environment will no longer be tolerated. The Global Community is joining students, environmentalists, people of faith, human rights activists, and others, in the global struggle against corporate globalization being fought in cities and towns across the world.

    We works on issues of global economic and social justice and sustainability. We believe another world is possible and necessary. We envision a world free of corporate domination and crushing debt, particularly in communities of color. We act to expose and change the institutionalized violence wrought by international financial and trade institutions such as the World Bank, International Monetary Fund, and World Trade Organization.

    Cancel all impoverished country debt to the World Bank and IMF, using the institutions' own resources.

    End all World Bank and IMF policies that hinder people's access to food, clean water, shelter, health care, education, and right to organize. (Such "structural adjustment" policies include user fees, privatization, and so-called economic austerity programs).

    Stop all World Bank support for socially and environmentally destructive projects such as oil, gas, and mining activities, and all support for projects such as dams that include forced relocation of people.

    We are committed to nonviolence and recognizes militarism as a tool used by the global corporate elite to keep money flowing to the privileged few while restricting the rights of people worldwide. We oppose corporate practice which places short-term profits ahead of human dignity, sustainable development and a healthy earth. We stand for the globalization of our rights to speech, thought, religion, assembly, a clean environment, self-determination, freedom from fear and persecution and freedom from poverty.

    We stand for the rights of women, children, elderly, affordable health care, strong labor rights and social and economic policies that put people and the environment before profits. We are opposed to the globalization of greed and obscene concentrations of wealth -- we say that another world is possible and necessary.

    The Global Community is a non-hierarchical nonviolent organization of individuals and organizations that promotes the arts, conducts workshops, facilitates nonviolent direct actions, educates, organizes, campaigns, empowers, and aims to rip injustice from its roots.

    This is a list of states with nuclear weapons. There are currently eight states that have successfully detonated nuclear weapons. Five are considered to be "nuclear weapons states", an internationally recognized status conferred by the Nuclear Non-Proliferation Treaty (NPT). In order of acquisition of nuclear weapons these are: the United States of America, Russia (formerly the Soviet Union), the United Kingdom, France and the People's Republic of China. Since the formulation of the NPT, three non-signatory states of the NPT have conducted nuclear tests: India, Pakistan, and North Korea. Additionally, Israel is also strongly suspected to have an arsenal of nuclear weapons though it has refused to confirm or deny this, and there have been reports that over 200 nuclear weapons might be in its inventory. They were given to Israel by the United States. Israel was considered the Trojan Horse of the USA for the invasion of the Middle East and surrounding nations, including North Korea and China. Back in 1947, the creation of the State of Israel was a strategic military move by the USA military aiming at the invasion of the Middle East and securing for themselves the oil and gas reserves in the region. None of these four countries is currently a signatory to the Nuclear Non-Proliferation Treaty. Iran has been developing uranium enrichment technology and stands accused by the United Nations of doing so for weapons purposes. Iran insists that its intentions are limited to domestic nuclear power generation. As of February 4, 2006, the International Atomic Energy Agency referred Iran to the United Nations Security Council in response to concerns on their possible nuclear programs.

    On the table above is a list of nations that have admitted the possession of nuclear weapons, the approximate number of warheads under their control in 2002, and the year they tested their first weapon. This list is informally known in global politics as the "Nuclear Club". These figures are estimates, in some cases quite unreliable estimates. Also, these figures represent total warheads possessed, rather than deployed. In particular, under the SORT treaty thousands of Russian and U.S. nuclear warheads are in inactive stockpiles awaiting processing. The radioactive material contained in the warheads can then be recycled for use in nuclear reactors that drive nuclear power plants and some military submarines and warships. From a high of 65,000 active weapons in 1985, there were about 55,000 active nuclear weapons in the world in 2002. Many of the "decommissioned" weapons were simply stored or partially dismantled, not destroyed.

    Certainly we ought to disarm all nations from all weapons of mass destruction.

    The leadership of the United Nations has failed to enforce disarmement. It is a tragedy that such a failure is now seen as the source of other nations, such as North Korea, Iran and others, wanting to defend themselves against an invasion by the USA.

    The world knew America was invading the Middle East. Why has the UN not enforced hard sanctions against the USA for its bullying tactics at the UN to get what it wants? Proper UN leadership could have avoided the situation we have today. The UN did nothing at a critical time and just watched things happening. The UN is the organization where bullying takes place by those with nuclear war heads. The world is threatened by nuclear war heads. The five permanent members of the UN are allowed to bully any other nations. They are holding the world hostage with the threat of their nuclear war heads. They are all terrorist governments. There are Global Community Arrest Warrants against all five permanent members leaders. They are terrorists, dangerous criminals, and must be stopped. We will disarm you, like or not! Life on Earth has no need of all you with nuclear war heads and other WMDs. If you refuse to disarm it will be because you are very much like those others you accuse of being terrorists: you are the worst terrorists on the planet.

    The USA is invading the world, and the UN can do nothing to stop them. The USA was allowed to invade other nations, change their governments, and has often made lies in speeches to the UN, to the world. Remember what the US representatives told the world at the UN prior to the invasion of Iraq? Lies! All lies! And the leadership of the UN never did anything to reprimand the US representatives and implement hard sanctions for the invasion of Iraq. Ever since the partitioning of Palestine by the UN in 1947, the USA have given Israel enough WMDs, including nuclear war heads, to destroy the entire Middle East region and no sanctions were ever enforced against Israel and the USA. Where was the UN leadership? What has the UN done to stop the invasion? Nothing! The UN has never done anything to help humanity. And that is a crime against humanity. To do nothing is a crime against humanity and all life on Earth. To facilitate the work done on climate change by scientists was OK. The UN should facilitate other worthy causes and conferences. But the work done by those scientists was not done by the UN. The UN have not spent a penny for the work done by scientists. It just seems that the UN is getting credit for a work it has not done.

    The Earth Court of Justice along with the Agency of Global Police have made mandatory that all nations let inspectors verify proper dismantle of weapons facilities. We might as well shelved the war industry from humanity right now and that means phasing out all nuclear, biological, chemical weapons right now. No waiting! And again that also means having inspectors verifying the phasing out in all nations of the world, and not just in some Middle East country and North Korea.

    There are many instances where the Earth Court of Justice could be successful in bringing Peace amongst nations and helping to step down the planetary state of emergency.

    The Global Community is promoting the settling of disputes between nations through the process of the Earth Court of Justice. Justice for all is what we want. Justice is a universal value for anyone, anywhere, and in any situations. Justice is to be applied to the military as well. Everyone! Every business and organization!

    The planetary state of emergency was brought up by the threat of global warming, climate change, blood resources and blood money, disarmament not being a world issue, which have let us with no other alternatives than to assume someone is guilty until proven innnocent. Like President Bush said: a preventive strike is our only alternative from now on. In view of the planetary state of emergency, the Global Community says: for the protection of all life on Earth, a preventive principle is our only alternative. You are guilty until you can prove otherwise.

    Let us show other examples where the Earth Court of Justice can be useful.

    A)     Anybody found out how the Indian ocean tsunami of 2004 came about?

    Some people say it was a Magnitude 5.9 quake that hits off Indonesia. Be is there any proof of that? In the confusion of all, everyone believed what the media was saying. The media was being told information from governments but no one actually can prove it was an earquake that created the tsunami. No one truly knows for sure. There is now another theory. A submarine was testing the use of nuclear war heads by exploding them over the ocean bottom. Actually, it was not the first time that some nations have exploded nuclear war heads in the oceans. Our oceans have been hit several times. Exploding war heads in our oceans is at least as bad as a major oil spill. It is showing barbarism. It is killing the global communities of life in the oceans and destroying the delicate balance of our oceans physical, biological and chemical characteristics that can accelerate the climate change drastically when disturbed. It is showing ignorance and stupidity.

    In 2004, the war heads were more destrutive and were over the bottom of the ocean, and that scenario created a tsunami wave. Just a test, said the captain of the submarine that did it.

    Of course I have no proof of that. But then the only way you could prove it was truly an earthquake is by conducting an independent forensic investigation of the ocean bottom. So all we can say is that it is more likely that it was a powerful nuclear explosion that created the tsunami. That is the goal of the military, to test its armament and they did. But they were not going to admit it to the world. Gees! Not a good thing to admit that you just killed thousands of people and destroyed communities from several nations of the world. In today's planetary state of emergency, Global Law must be applied. All nations capable of such an extreme action against humanity and all life on Earth must pay for the independent investigation. The Earth Court of Justice will see that Justice is done.

    B)     Let us investigate another act of extreme violence conducted by the military, the war industry: the melting of the North Pole.

    Scientists from the Intergovernmental Panel on Climate Change ( IPCC ) were first in establishing scientifically the idea that climate change is a direct result of human activity -- specifically by burning fossil fuels which release greenhouse gases like carbon dioxide into the atmosphere. The international panel wants world governments to initiate a process under the UNFCCC that results in hard caps for emissions. Key developing countries have shown a willingness to take on new commitments. The United States, Russia, and Japan have always been at the forefront of moves to block such targets during the meeting of the United Nations Climate Change Conference in Bali. The US delegation in particular proved a major obstacle to progress. They appeared to operate a wrecking policy, as though determined to derail the whole process. The United States, the world's biggest polluter, was initially opposed to signing up for emission reduction targets. When similar plans were made at Kyoto in 1997, the US refused to ratify the treaty. However, in Bali the US agreed to be included in the reduction plans - the first time it has made such a commitment. We will see if the White House meant anything at all. The fact that there is no agreement about how far to cut emissions means the Bali road map is missing a significant result. Politicians were unable to commit themselves to the recommendations of the scientific community for securing the global life-support systems. For decades the White House has been the strongest opponent to the recommendations from the scientists.

    Now those same scientists have observed that the polar cap is melting much faster that predicted. What is truly going on here?
