Global Community ethics offer fundamental moral behaviors and irrevocable standards. You need not be religious to make this vision yours. This vision is for all human beings regardless of their social origin, language, culture, sex, skin color or religion. Global Community vision creates new hopes, standards, ideals and goals for everyone to embrace freely, and live a life without fear. Global Community faith is about realizing this new global order will be better, safer, and more realistic after replacing the 1948 Universal Declaration of Human Rights 1948 Universal Declaration of Human Rights by Scale of Global Rights Scale of Global Rights. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale shows social values in order of importance and so will help us understand clearly the rights of a community and its citizens. So now Global Community ethics includes a process based on Scale of Global Rights. Global citizens have a binding responsibility for the welfare of all humanity and care for all life on Earth. Global Community ethical grounds are practical, real, and applicable for all women and men of good will, religious and non-religious.

As a replacement to the United Nations, we have formed Global Parliament with 9 or more Global Governments (GGs) and an enforceable, non-military democratic Global Constitution for all. Governing bodies consist of four chambers making the Global Parliament: 

1.  House of Elected Representatives
2.  House of Advisers
3.    House of Executive Council, and
4.    Federation of Global Governments

The power of Global Parliament was de-centralized to give each GG a better chance to find the right solutions to global issues. It can act faster and be more effective and efficient in the context of the Global Civilizational State, this great, wide, wonderful world made of all these diverse global communities within each Nation. Global Community becomes thus more fluid and dynamic. A global symbiotical relationship is created between Nations and Global Parliament for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development. This is the basic concept that is allowing us to group willing Member Nations from different parts of the world. A typical example is the Global Government of North America (GGNA) . Member Nations of these global governments have not yet been selected. Each Nation Government needs to go through the process of a referendum asking people if they wish to be a part of a Global Government, and which is it they wish to be part of. For instance, Canada may wish to be part of the Global Government of South America. A referendum in Canada would determine the Global Government the people of Canada wish to belong to. Global Parliament does not force anyone to belong in any specific Global Government.

Trans Pacific Partnership Agreement (TPPA); World Trade Organization (WTO); North American Free Trade Agreement (NAFTA; 1994); the USMCA which took effect on July 1, 2020, replacing NAFTA; Free Trade Area of the Americas (FTAA); Canada–United States Free Trade Agreement (1988, suspended by NFTAA); Brazil, Russia, India, China and South Africa (BRICS); European Union (EU); and many more international trade agreements between nations. The Global Community is declaring a moratorium on immigration all over the world, on all applications for immigration, until applicants from any religious or cultural background have satisfied completely the Global Community standard for a population fertility rate of 1.3 children per family. The problem with world overpopulation is everybody’s problem. We are all responsible. Until tangible progress is made no immigrants should be accepted. That is Global Law. hh  Population warfare  It is the use of a very high fertility rate to conquer a nation, and that could mean as many as or more than 2.1 children per family. It is a form of cultural and/or religious aggression and invasion by having a much too high number of new born babies. For instance, there has been a rapid increase in population among Muslims to the extent that in fifty years all of Europe and North America are expected to be mostly Islamic. The influx of Latino immigration into the western states of the USA will also have the effect of a population warfare.

No one can feed, educate, and take care of a family with a large number of children. Think of the world population today and in the coming decades, as a family with already far too many members. We all know world population on our planet as overreach its safe and secure capacity. Our family is breaking down, suffering, crying, hungry, dying, tortured, and in great danger of extinction. Our family is out of control, abused, taken advantage of by the 1% of its members, and by promoting democracy and human rights destructively.

Building global communities require understanding of global problems this generation is facing. There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, human activities, as population increases the respect and value of a human life is in decline, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution, deforestation, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities for all life on the planet. We need to build global communities that will manage themselves with the understanding of the above problems.

Building global communities also requires a mean to enforce global law that protects all life on Earth. Global Protection Agency (GPA) of Global Civilizational State will train and lead a global force, bypassing traditional peacekeeping ll and military bodies such as the United Nations and NATO. This is a great opportunity for globallateralism. GPA is a short term and long term solution, an immediate response to help. This solution is also related to the Scale of Global Rights. The Scale is a new impetus of Global Community to educate everyone about the need for a change in thinking and of doing things amongst all nations. We need to realize what is a priority, what is the most important, and what is the least important for our survival. We need to make hard choices.

The Scale of Global Rights shows social values in order of importance, and so helps us truly understand the rights of an individual and a community for humanity's survival on our planet.

Global Community offers both a short term solution and a long term solution to the people of all nations. Both solutions have been integrated into the Scale of Global Rights Scale of Global Rights, itself a necessary first step which must be approved by all of us.

Scale of Global Rights contains six (6) sections. Section 1 has more importance than all other sections below, and so on. Concerning sections 1, 2, and 3, it shall be Global Civilization highest priority to guarantee these rights to their respective Member Nations and to have proper legislation and implement and enforce global law as it applies and as shown in the Global Constitution.

Perhaps Scale of Global Rights Scale of Global Rights Human and Earth rights  Scale of Human and Earth Rights Chapter X   of the Global Constitution is about the  Scale of Human and Earth Rights represents the strongest pillar of our vision.

In 1985, Scale of Global Rights (.mp4 (20 MB) Scale of Global Rights) was first proposed as a replacement to the Universal Declaration of Human Rights. After several decades of research and development, many global dialogues, we still find the Scale as the best solution to global problems. Today, we are presenting once more the Scale as the best educating tool to bring about the change the people of the world need to achieve for their own survival.

Values foundation of the Scale of Global Rights

On the Scale of Global Rights, primordial human rights and the protection of the global life-support systems and ecological rights are on top of the Scale. They are the most important aspects on the Scale.

Primordial human rights are in a separate categorie and distinct than ecological rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights. Ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights listed here are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future.

How meaningful is the right to life or to participation in political life if poverty, gender inequality, destitution and epidemics prevent individuals from enjoying freedom of movement, freedom to vote, to marry and so on? The economic and social rights are the essential prerequisite for the effectiveness and exercise of all other rights (other than the protection of the global life-support systems and ecological rights) recognized for human beings. The developing countries are having a harder time than others to achieve the exercise of these rights on a lasting basis, with the problems of economic globalization presenting new challenges. We must therefore beware of enforcing economic rights alone to the detriment of individual civil rights and the rights of all individuals to decide their own fate and the future of their country, their political rights. The universality of human rights recognizes the right of all individuals to participate in the cultural life of their community and of other country, to receive education and training, and to be informed.

Primordial human rights are necessarily human needs but not all human needs are primordial human rights. To determine rights requires an understanding of needs and reponsibilities and their importance.

As universal values, equality, justice and freedoms are concerned with our ability to decide, to choose values and to participate in the making of laws, and they are dependent on the recognition of other people. These values forbid any form of discrimination on the grounds of race, nationality, sex, religion, age or mother tongue. By accepting both values of freedom and equality we can achieve justice. One can be answerable for one's actions in a 'just' way only if judgements are given in the framework of democratically established laws and courts. Social justice is another universal value to which Global Civilization aspires and accepts as a universal value. Social justice consists in sharing wealth with a view to greater equality and the equal recognition of each individual's merits. All persons within a given society deserve equal access to goods and services that fulfill basic human needs

To determine rights requires an understanding of needs and reponsibilities and their importance. Scale of Global Rights is the best guidance for continuing this process. The Scale shows social values in order of importance and so will help us understand the rights of a community. What are the universal needs of a person, family, a community? Primordial human rights are necessarily human needs but not all human needs are primordial human rights. Nevertheless there are very specific primordial human needs. First there are the material needs, the requisites for a dignified life and truly those needs are the primordial human rights. Then there are the nonmaterial needs which can evolve, and are flexible and adaptive:

  •     social justice
  •     basic health care
  •     communications facilities in the community
  •     well-rounded education
  •     cultural protection
  •     spiritual and religious acceptance and
  •     global rights

All families need shelter, food, language, body of knowledge, certain skills, a source of income. Security of the home is an important aspect for any family and the global community it belongs to. Primordial human needs raise the question of interacting universal responsibilities. In terms of parenthood, parents must raised their children mentally and physically healthy. It is a responsibility to do so. Which also means each local community must have an educational system to help parents raise the child.

The Scale is a balancing process to sustain all life on the planet now and future generations

Concerning sections 1, 2, and 3, it shall be Global Community highest priority to guarantee these rights to Member Nations and to have proper lesgislation and implement and enforce global law as it applies.

Concerning Sections 4, 5 and 6, it shall be the aim of Global Community to secure these other rights for all global citizens within the federation of all nations, but without immediate guarantee of universal achievement and enforcement. These rights are defined as Directive Principles, obligating the Global Community to pursue every reasonable means for universal realization and implementation.

On the Scale of Global Rights primordial human rights and the protection of the global life-support systems (ecological rights) are on top of the Scale. For instance, the existing and future uses of water are constantly challenged; balancing supply and demand is made even harder by the amounts of pollution found in the air, land and waters. A large part of our body is made of water, and we cannot live without water; therefore water is a primordial human right by our very nature. In order to avoid conflicts and wars over drinking (fresh)water, fresh water has been categorized as a primordial human right. Industrial pollution plays a major role in the deterioration of nature but this time the level of pollution is above the carrying capacity of a healthy ecosystem. Pollution also affects significantly human health and all lifeforms on Earth. Every person needs Oxygen to live so clean air is certainly also a primordial human right by our very nature.

Control over the amounts of greengases produced by human activities and let go into our air must be paramount to governance and management of Earth.The production of greengases involves the destruction of the Oxygen in our air and its replacement by CO2, a deadly chemical. CO2 concentrations in the atmosphere have been measured at an altitude of about 4,000 meters on the peak of Mauna Loa mountain in Hawaii since 1958. The measurements at this location, remote from local sources of pollution, have clearly shown that atmospheric concentrations of CO2 are increasing. The mean concentration of approximately 316 parts per million by volume (ppmv) in 1958 rose to approximately 369 ppmv in 1998. The annual variation is due to CO2 uptake by growing plants. The uptake is highest in the northern hemisphere springtime. Today in 2013, the concentration is 400 ppmv. And after all the dirty tars sands oil of Alberta has been consumed, the concentration will be over 600 ppmv, i.e. the end of civilization as we know it, and the end of most lifeforms on the planet.

We need a clear vision. We need a common vision. And we must all change! There are many important aspects of our lives we can no longer do, or should never do anymore. They are destructive. Humanity and all life can no longer afford activities that destroy life and the global environment. And there are other activities we must do, certainly thousands of them, to assure the survival of life on Earth.

In view of this planetary state of emergency we all must change, we must do things differently to give life on Earth a better survival chance. Perhaps the Scale of Global Rights represents the strongest pillar of our vision. In 1985, the Scale of Global Rights was first proposed as a replacement to the Universal Declaration of Human Rights. After several decades of research and development, many global dialogues, we still find the Scale as the best solution to global problems.

The Greenhouse Effect, the human-induced emissions of greenhouse gases, is the explanation about how Global Warming was created all over the planet. Global warming is the long-term heating of Earth’s climate system observed since the pre-industrial period due to human activities, primarily fossil fuel burning, which increases heat-trapping greenhouse gas levels in Earth’s atmosphere. Climate Change is a long-term change in the average weather patterns that have come to define Earth’s local, regional and global climates. The "cause" is global warming, one of the major "effects" is climate change.

Today, we are presenting once more the Scale as the best educating tool to bring about the change the people of the world need to achieve for their own survival. Now the Scale of Global Rights is a long term solution and is also a part of the Global Movement to Help mm of Global Community. In itself the Scale was designed to help all life on Earth. What would be preferable is that nations unite amongst themselves to help. Over time, we have seen the creation of the United Nations, the European Union, the South American Community of Nations, and the North American Free Trade Agreement. Except for the UN, these organizations are mainly concerned with trade and economics. Global Civilizational State offers a more meaningful union in the form of nine or more Global Governments. For instance the South American Community of Nations can be a Global Government by simply accepting the Global Constitution qq as a way of dealing between member nations. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, energy, food, social, cultural and many other essential aspects. The Federation of Global Governments would be the place of meeting between Global Governments. The very first step of the Federation, and maybe the only one, would be the approval of essential services aa amongst the participating member nations. Global Community zz has researched and developed such services and listed them here. All of them are already in operation on a small scale.

To act as a global policing force, as the GPA aspires to do, many foundations must be laid, especially regarding the move from wielding power derived from Global Civilizational State to legitimate global leadership. There are many required characteristics that are prerequisite for legitimate leadership: 

  • 1.     Legitimate leadership is built upon trust. Those who are led must largely believe that the leader is committed to integrity, honesty, and transparent inquiry into problems. The leader’s actions must align with his words 

  • 2.     Legitimate leadership rests upon checks and balances, which are necessary to ensure power is not corrupted.

  • 3.     Legitimate leadership is an act of service. Those in power must show a primary interest in the good of the collective ahead of their self-interest. In this way, true leaders are mission-centered rather than self-centered. 

  • 4.     Legitimate leadership empowers others appropriately rather than concentrating power disproportionately. In other words, true leaders produce more leaders and empower them as situations demand. 

  • 5.     Legitimate leadership is visionary, carrying the torch of a possible future.

  • 6.     Legitimate leadership is willing to lead by example, including following a foundation of ethics, performing more than one’s share of work, and making sacrifices where appropriate. 

  • 7.     Legitimate leadership is compassionately fierce when something undermines the good of the whole. In a company this might mean the CEO fires a slacking employee. In a city, the police may jail a murderer. On a global level, this might even mean arresting those breaking global law.

The defence function of a leader requires that he safeguard the good of the whole by whatever the most skillful means are to accomplish that defence.  While that is not a comprehensive catalog of leadership prerequisites, I do think those few requirements are foundational and relatively unquestionable. Without at least a solid foundation of those requirements, the GPA’s actions among nation-states will remain those of a unilateralist leader rather than a global leader. We will be, and should be, legitimated in the role of a global leader among nation-states and validated as an enforcer of global law. Global Civilizational State offers a few recommendations for actions that would strengthen and legitimate the GPA’s role as a true global leader by gradually creating an international structure that better safeguards the whole than we can ever do now as a unilateralist leader.  The GPA recommendations: 

  • 1.     Ban military action in all parts of the world; 

  • 2.     Lead the way in creating legitimate power for Global Parliament vv , subjecting ourselves and multinational corporations to taxation that generates money for programs that are focused on world betterment and world problems. As a mark of our global leadership, we should commit a greater percentage of our resources to this effort than any other organization.

  • 3.     Hold ourselves to a high standard of compliance around global treaties that aim for collective benefit and the redress of economic, environmental, military, and political problems. Our adherence should be exemplary. Or, if we truly question the merit of a global accord, we should lead the way in creating agreements that even better serve the global interest rather than simply ignoring or undermining the existing attempts.

  • 4.     Exert strong global leadership on multinational solutions to pressing health, environmental, and other problems. We should propose innovative new solutions and show leadership in carrying them out, especially in areas such as clean energy development. 

  • 5.     Take seriously the process of coming clean by exposing corporate interests in politics, lobbying by powerful organizations, subsidies of fringe military groups, etc. When our global government officials commit to be honest and transparent, a much deeper foundation of international trust will be built.

As we enact global law, we will begin to take on a much deeper kind of global leadership, one that earns more respect than envy and more gratitude than hatred, one that can catapult the whole planet forward into a future where war is no longer thinkable between nation-states and a legitimate and beneficial global government is able to cope with global problems.  I believe that there is no greater task in the world today than for GCEG to proceed through the maturation of its leadership, emerging from a more self-interested adolescence as a global leader into a nobler adulthood. We have the potential to act as a torchbearer for a better tomorrow. Do we heed the call? I hope this message has convinced at least a few people that the question of how to proceed with that maturation is of far deeper significance than the reforming of the United Nations. I thus pray that we move with wisdom, grace, clarity, and love in the days, years, and even decades ahead. 

In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances with other nations were the only way to 'win'. Today wars are unlikely to produce winners. Global Community is all over the planet. Ethnic groups are everywhere. Wars truly make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The only job the military should be asked to do today is to protect the global life-support systems.

These systems have the highest priority on the Scale of Global Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs. Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Global Rights. Without a shelter life will still exist in some places but is not possible in cold place.

So security must be achieved by other means than wars. We might as well shelved the war industry from humanity right now and that means phasing out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in all nations of the world. The nature of global security has changed since the rise of Global Community. Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. Global Community emphasizes as a priority the prohibition of external interference in the internal affairs of sovereign states.

Essential services ff gg jj are the services and functions that are absolutely necessary, even during a pandemic. They maintain the health and welfare of the municipality. Without these services, sickness, poverty, violence, and chaos would likely result.

Once approved, Global Protection Agency will have powers, issued by Executive and Ministerial order, that include the means to secure critical supply chains, ensure people have access to essential goods and services to keep society running, and make sure critical infrastructure and materials are readily available to support response and public safety.

While each community will need to determine what its essential services are, here are some examples:

  • Executive governance (the mayor, or his/her designee, who is in charge and has the authority to make executive decisions and enact policies), business regulators and inspectors

  • Education and research

  • Pharmaceutical and medical supply product production, manufacturing and distribution, and medical research

  • Sanitary product manufacturing

  • Education institutions, for providing remote learning or other essential functions

  • Information and communication technologies

  • Healthcare, public health, hospitals, and pandemic control

  • Cleaning services necessary to provide and maintain disinfection

  • Fire and police protection and other first responders

  • Law enforcement and justice

  • Provision of clean water

  • Businesses that provide materials and services for the operation, maintenance and safety of transportation systems (road, transit, rail, air and marine)

  • Basic sanitation, including sewage, garbage removal and wastewater management

  • Maintenance of communication infrastructure (e.g., telephone system, radio, internet, and postal)

  • Maintenance of utilities (e.g., gas and electricity)

  • Facilities critical in supporting certain daily needs steam, alternative energy, industrial recycling, oil and fuel

  • Care and residential facilities for seniors, adults, children or individuals with disabilities

  • Provision of food and other essential goods, establishment of supply chains, food banks

  • Disaster management

  • Mining operations, mineral exploration and development, and mining supply and services

  • National and cross-border freight carrier intermodal transportation between nations where special standardized containers are used for transport of cargo on trucks, freight trains, and ships.

  • Road maintenance/repair

  • Natural resources management

  • Protection of the global life support sytems and environment

  • Environmental cleanup and response

  • Earth ecosystems protection

  • IT (information technology) workers for certain facilities including medical facilities, governments facilities, banks, employees working from home to manage the transfer or other use of information through computers or computer systems, and to test, build, install, repair, or maintain the hardware and software associated with those complex computer systems in one or more locations.

  • Professional services including lawyers, paralegals, engineers, accountants and translators

Introduction: Our Vision is a benchmark for all life.

The peoples of all Nations, in creating an ever closer Global Community among them, are resolved to share a peaceful future based on common values. Conscious of its spiritual and moral heritage, Global Community is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity; it is based on the principles of democracy and the rule of law. It places the individual at the heart of its activities, by establishing the Global Community citizenship and by creating an era of freedom, security and justice.

Global Community contributes to the preservation and to the development of these common values while respecting the diversity of the cultures and traditions of the peoples of all Nations as well as the national identities of Member Nations and the organisation of their public authorities at national, regional and local levels; it seeks to promote balanced and sustainable development and ensures free movement of persons, goods, services and capital, and the freedom of establishment. To this end, it is necessary to strengthen the protection of fundamental rights in the light of changes in society, social progress and scientific and technological developments by making those rights more visible in the Global Parliament Constitution.

The Global Parliament Constitution reaffirms, with due regard for the powers and tasks of Global Community and the principle of subsidiarity, the rights as they result, in particular, from the constitutional traditions and international obligations common to Member Nations, the Scale of Global Rights, adopted by Global Community and by the Global Council of all Nations and the case of law of the Earth Court of Justice of Global Community and of the Global Court of Global Rights. Enjoyment of these rights entails responsibilities and duties with regard to other persons, to the human community and to future generations. Global Community therefore recognises the rights, freedoms and principles set out hereafter.

We the Peoples of Global Community are reaffirming faith in the fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and smalll. We the Peoples implies every individual on Earth. Earth management and good governance is now a priority and a duty of every responsible person on Earth. The Global Community has taken action by calling the Divine Will into our lives and following its guidance. Divine Will is now a part of the Soul of Humanity to be used for the higher purpose of good and Life's evolution. We will learn to serve humanity and radiate the Will of God to others. We will establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and we promote social progress and better standards of life in larger freedom.

The spiritual belief, universal values, principles and aspirations of Global Community will be attained by:

*     practicing tolerance and living together in peace and harmony with one another as neighbours,
*     promoting the economic and social advancement of all peoples,
*     maintaining peace and security in the world by using negotiations and peaceful means,
*     finding unity in diversity with all Life,
*     establishing the respect for the life-support system of the planet,
*     keeping Earth healthy, productive and hospitable for all people and living things, and
*     applying the principle that when there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss.

Realizing that:


*    Global Community today has come to a turning point in history, and that we are on the threshold of new global order leading to an era of peace, prosperity, justice and harmony;

*    there is an interdependence of people, nations and all life;

*    humanity's abuse of science and technology has brought Global Community to the brink of disaster through the production of weaponry of mass destruction and to the brink of ecological and social catastrophe;

*    the traditional concept of security through military defense is a total illusion both for the present and for future generations;

*    misery and conflicts has caused an ever increasing disparity between rich and poor;

*    we, as Peoples, are conscious of our obligation to posterity to save Global Community from imminent and total annihilation;

*    Global Community is One despite the existence of diverse nations, races, creeds, ideologies and cultures,

*    the principle of unity in diversity is the basis for a new age when war shall be outlawed and peace prevail; when the earth's total resources shall be equitably used for human welfare; and when basic global rights, responsibilities and accountabilities shall be shared by all without discrimination; and

*    the greatest hope for the survival of life on Earth is the establishment of a democratic Federation of Global Governments.

We, citizens of Global Community , hereby resolve to establish a federation of all nations, the Federation of Global Governments, to govern in accordance with the Global Parliament Constitution.



The purposes of the Global Community are to:

1.     maintain international peace and security in conformity with the principles of justice and global law;
2.     promote friendly relations among nations, individuals and communities based on:
*     respect for the principle of equal rights and self-determination of Peoples; and
*     symbiotical relationships;

3.     promote global co-operation to:
*     find sound solutions to economic, social, cultural, humanitarian, local and global community problems; and
*     establish respect for global rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.

4.     be a home and a global community centre to all nations, people and local communities and help them harmonize their actions to achieve their common goals.

5.     promote worldwide awareness of Global Parliament Global Constitution:


a)     the "Beliefs, Values, Principles and Aspirations" of which constitute the Preamble and Chapter 1 to Chapter 10 inclusive of the Global Parliament Constitution ;

b)     global symbiotical relationships amongst people, institutions, cities, provinces and nations of the world, and between the and all nations, and in the business sector, which constitute Chapters 20.24 and 23.3.2;

c)     global societal sustainability, which constitutes Chapter 4.4 of the Global Parliament Constitution ;

d)     good Earth governance and management, which constitute Chapter 6.3.2 of the Global Parliament Constitution ;

e)     the Scale of Global Rights, which constitutes Chapter 10 of the Global Parliament Constitution ;

f)     the Statement of Rights, Responsibilities and Accountabilities of a Person and of Global Community , which constitutes Chapter 6.3 of the Global Parliament Constitution ;

g)     the Criteria to obtain Global Community Citizenship, which constitutes Chapters 6.1 and 6.2 of the Global Parliament Constitution ;

h)     consistency between the different policies and activities of the , which constitutes Chapter 15 of the Global Parliament Constitution ; and

i)     a global market without borders in which the free movement of goods, persons, services and capitals is ensured in accordance with the Global Parliament Constitution , which constitutes Chapter 16 of the Global Parliament Constitution ;

j)     the new ways of doing business in the world, which constitutes Chapters 16 and 17;

k)     the Celebration of Life Day on May 26 of each year, which constitutes Chapter 20.7 of the Global Parliament Constitution ;

l)     the finding of an Earth flag, which constitutes Chapter 20.8 of the Global Parliament Constitution ;

m)     the ECO Award, which constitutes Chapter 20.9 of this Constitution;

n)     the Portal of Global Community , which constitutes Chapter 20.10 of the Global Parliament Constitution ; and

o)     the concept of a Global Dialogue, which constitutes Chapter 20.11 of the Global Parliament Constitution .

Global Community shall reinforce humanity's new vision of the world throughout this century and beyond.

Humanity's new vision of the world is about seeing human activities on the planet through:

a)     the Scale of Global Rights;

b)     the Statement of Rights, Responsibilities and Accountabilities of a person and Global Community ; and

c)     building global symbiotical relationships between Earth, people, institutions, cities, provinces and nations of the world.

For the first time in human history, and the first time this millennium, Global Community has proposed a benchmark:

*     formation of global ministries in all important aspects of our lives
*     getting ride of corruption at all levels of government
*     the establishment of Global Police to fight against the growing threat to the security of all Peoples, and to fight against global crimes
*     the Scale of Global Rights as a replacement to the Universal Declaration of Human Rights
*     Statement of Rights, Responsibilities and Accountabilities of a person belonging to 'a global community' and to 'Global Community '
*     an evolved global democracy based on the Scale of Global Rights and the Global Parliament Constitution
*     a central organization for Earth management, the restoration of the planet and Earth governance: Global Community Assessment Centre (GCAC)
*     the Earth Court of Justice to deal with all aspects of governance and management of the Earth
*     a new impetus given to the way of doing business and trade
*     more new, diversified (geographical, economical, political, social, business, religious) symbiotical relationships between Earth, nations, communities, businesses, for the good and well-being of all life
*     proposal to reform the United Nations, NATO, World Trade Organization, World Bank, IMF, E.U., NAFTA, FTAA, and to centralize them under Global Parliament , and these organizations will be asked to pay a global tax to be administered by Global Community
*     the Peace Movement of the Global Community and shelving of the war industry from humanity
*     a global regulatory framework for capitals and corporations that emphasizes global corporate ethics, corporate social responsibility, protection of human and Earth rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects
*     the ruling by the Earth Court of Justice of the abolishment of the debt of the poor or developing nations as it is really a form of global tax to be paid annually by the rich or industrialized nations to the developing nations
*     establishing freshwater and clean air as primordial human rights

Global Community



Over the past decades we have shown that peace in the world and the survival and protection of all life on our planet go hand in hand. Asking for peace in the world means doing whatever is necessary to protect life on our planet. Protecting life implies bringing about the event of peace in the world. Let our time be a time remembered for a new respect for life, our determination to achieve sustainability, and our need for global justice and peace.

Short description and history of the Global Community organization, Earth Government, the Global Civilizational State, and the Federation of Global Govewrnments.

Global Community organization, Earth Government, the Global Civilizational State, and the Federation of Global Governments were founded on October 29, 1985, in Calgary, Canada by Germain Dufour, Prophete of God, Spiritual Leader and President, and further developed through Global Parliament meetings. Later on in 1990s he was joined by his wife, Virginie, in the developing of many global concepts. Symbiotical relationships were defined to show the path for a better world. The Federation was formed to replace the United Nations. Its basic proposal is a de-centralized global government.

A Global Government offers essential services to the people where it operates and the Federation main function is to serve all people and help in this process with the formation of Global Ministries to protect all life on our planet. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation whose function is to enforce Global Law as defined in the Global Parliament Constitution.

The Scale is the fundamental guide to Global Law which itself includes legislation covering all essential aspects of human activities. That is how we will bring about the event of Peace amongst us all and give security to all people, all life on Earth.

The idea of creating a Global Dialogue was first brought forward in a report on global changes published in 1990 by Germain Dufour. The report contained 450 policies (workable sound solutions) on sustainable development, and was presented to the United Nations, the Government of Canada, the provincial government of Alberta and several non-profit organizations and scientists.

There was a need at the time for helping humanity back onto the path of survival this millennium. Tody there is an urgent need for such help and most likely will continue to be so forever. Global dialogues are the source of new ideas and finding new ways for our survival and taking along with us other lifeforms on the planet. 

The people of Global Community are using global dialogues to resolve conflicts, promote democracy, and fight hunger, terrorism, disease, and human and Earth rights abuses. In order to bring about the event of peace, the Global Community is offering other good organizations around the world to work together to bring warring parties to peace. We can accomplish this task by concrete actions such as:

a) Tracking armed conflicts within and between nations around the world and offering assistance in dispute resolution;
b) Promoting human and Earth rights and democracy for the people;
c) Monitoring democratic elections; and 
d) Educating the public about the advantages of a peaceful solution to any conflict.

Global Community ethics offer fundamental moral behaviors and irrevocable standards. You need not be religious to make this vision yours. This vision is for all human beings regardless of their social origin, language, culture, sex, skin color or religion. Global Community vision creates new hopes, standards, ideals and goals for everyone to embrace freely, and live a life without fear. Global Community faith is about realizing this new global order will be better, safer, and more realistic after replacing the 1948 Universal Declaration of Human Rights 1948 Universal Declaration of Human Rights by Scale of Global Rights Scale of Global Rights. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale shows social values in order of importance and so will help us understand clearly the rights of a community and its citizens. So now Global Community ethics includes a process based on Scale of Global Rights. Global citizens have a binding responsibility for the welfare of all humanity and care for all life on Earth. Global Community ethical grounds are practical, real, and applicable for all women and men of good will, religious and non-religious.

On the Scale of Global Rights primordial human rights and the protection of the global life-support systems (ecological rights) are on top of the Scale. They are the most important aspects on the Scale. For instance, the existing and future uses of water are constantly challenged; balancing supply and demand is made even harder by the amounts of pollution found in the air, land and waters. A large part of our body is made of water, and we cannot live without water; therefore water is a primordial human right by our very nature. In order to avoid conflicts and wars over drinking (fresh)water, fresh water has been categorized as a primordial human right. Industrial pollution plays a major role in the deterioration of nature but this time the level of pollution is above the carrying capacity of a healthy ecosystem. Pollution also affects significantly human health and all lifeforms on Earth. Every person needs Oxygen to live so clean air is certainly also a primordial human right by our very nature. Control over the amounts of greengases produced by human activities and let go into our air must be paramount to governance and management of Earth.

The production of greengases involves the destruction of the Oxygen in our air and its replacement by CO2, a deadly chemical. CO2 concentrations in the atmosphere have been measured at an altitude of about 4,000 meters on the peak of Mauna Loa mountain in Hawaii since 1958. The measurements at this location, remote from local sources of pollution, have clearly shown that atmospheric concentrations of CO2 are increasing. The mean concentration of approximately 316 parts per million by volume (ppmv) in 1958 rose to approximately 369 ppmv in 1998. The annual variation is due to CO2 uptake by growing plants. The uptake is highest in the northern hemisphere springtime. Today in 2013, the concentration is 400 ppmv. And after all the dirty tars sands oil of Alberta has been consumed, the concentration will be over 600 ppmv, i.e. the end of civilization as we know it, and the end of most lifeforms on the planet.

We need a clear vision. We need a common vision. And we must all change! There are many important aspects of our lives we can no longer do, or should never do anymore. They are destructive. Humanity and all life can no longer afford activities that destroy life and the global environment. And there are other activities we must do, certainly thousands of them, to assure the survival of life on Earth.

Global Community has shown that saving humanity, all life on Earth, requires that Global Civilization be a civilizational state.

Civilizations are the most oldest and resilient social units ever existed because they are adapting and evolving with time through generations.

Human history stretches through generations and is the history of civilizations from ancient Sumerian and Egyptian to Classical and Mesoamerican to Christian and Islamic civilizations, and also through successive appearances of Sinic and Hindu civilizations. Civilization and culture both refer to the overall way of life of a people. They both involve the values, beliefs, norms, institutions, social structures, and modes of thinking to which successive generations in a given society have attaches primary importance. A civilization is the most extensive cultural entity. As such, villages, regions, ethnic groups, nationalities, religious groups, all have distinct cultures. For example, Chinese, Hindus, and Westerners constitute civilizations. A civilization is the highest cultural grouping of people defined by language, history, religion, customs, and institutions. The composition and shapes of civilizations change over time. The cultures of peoples interact and overlap. Empires rise and fall; governments come and go; but civilizations remain and survive political, social, economic, even ideological upheavals.

Because civilizations are cultural not political entities, they do not maintain order, establish justice, collect taxes, fight wars, negotiate treaties, or any other things which governments do. A civilization may contain one or many political parts such as city states, empires, federations, confederations, nation states, and multinational states.

In order to understand the rise of a civilizational state and of Global Civilization as a civilizational state, it is useful to understand the concept of a nation-state. A nation-state generally refers to a state made up of people who share some common traits such as language, religion and way of life. Europe is the birthplace of nation-states, and nationalism pushed much of Europe's nationhood and modernization, and also proved to be a major cause of conflicts and wars. During the 18th and 19th centuries, nation-states emerged one after another in Europe, the earliest nation-state being France. Our first description of a civilization with nation-states will be that of the Western civilization which emerged about A.D. 700 or 800. It has three major components: Europe, North America, and Latin America. A civilization is generally defined as an advanced state of human society with important characteristics. Historians, anthropologists, and other scholars have researched several core characteristics of civilization. Some civilizations are defined on a religious criterion, some on a geographic-regional criterion, some on an ethnic-national criterion, some civilizations are seen as independent, and others are seen as to be dependent upon other civilizations. While some civilizations covered relatively little territory, the extent of their influence nonetheless merits the term " civilization". A Global Civilization in which core states play a leading or dominating role is a global government type world. It is a world in which the exercise of influence by the core state is tempered and moderated by the common culture it shares with member states of its civilization. Cultural commonality legitimates the leadership and order-imposing role of the core state for both member states and for the external powers and institutions. In any given region where there is a dominant state peace can be achieved and maintained only through the leadership of that state. Regional power becomes responsible and legitimate when exercised by core states in relation to other members of their civilization. A core state can perform its ordering function because member states perceive it as cultural kinship, a system establishing their relationship to others and to Global Civilization, prescribing their responsibilities towards other people, the land and natural resources. Traditional kinship structures remain important in many communities today. While culture is the full range of learned human behavior patterns, that complex whole which includes knowledge, belief, art, law, morals, custom, and any other capabilities and habits acquired by man as a member of society, and, as member of Global Civilization. When civilizations lack core states the problems of creating order within civilizations or negotiating order between civilizations become more difficult. Where core states exist, they are the central elements of the new international order based on civilizations.

Western civilization emerged about A.D. 700 or 800. It has three major components: Europe, North America, and Latin America. Non-Western societies, such as those in East Asia, are expanding their economic wealth, political strength, military power, claiming their own cultural values and letting go those constrained on them by the West. Cultural conflicts are more frequent and dangerous today than ever before. Nations with cultural similarities cooperate economically and politically. On the other hand, international organizations based on states with cultural commonality, such as the European Union, are far more successful than those that attempt to overshadow cultures. The reviving of religion worldwide is energizing these cultural differences. For instance, East Asian economic success has its primary source in East Asian culture. Power has shifted from the predominant West to non-Western civilizations, and global politics has become multipolar and multicivilizational.

When defining the culture of a civilization with respect to its behavior, a socially acceptable behavior would be a behavior that is accepted as normal or appropriate within a social culture or subculture. But today in world affairs, nation-states behaviors are shaped by the pursuit of power and wealth and also by cultural preferences, commonalities, and differences. The most significant and consequential groupings of states are now the world's major civilizations where local politics is the politics of ethnicity, and global politics is the politics of civilizations. Conflicts and wars will occur between peoples in association with different cultural groups.

It is impossible within the scope of this paper to describe, compare, and evaluate all past and present civilizations, and conclude that "A successful Global Civilization for all Life" would have the following distinguishing characteristics of Global Civilization. Nevertheless, let us see what can be found within the context of today civilizations, what are possible surviving solutions for Life on Earth, and even attempt to promote a system of global governance consisting of a more meaningful world union in the form of nine or more Global Governments.

The Federation of Global Governments would be the place of meeting between those Global Governments. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, energy, food, social, cultural and many other essential aspects of society. The very first step of the Federation, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region, and to all life on Earth. The power of the Federation was de-centralized to give each Global Government a better chance to find the right solutions to global issues in its specific area. A Global Government can act faster and be more effective and efficient in the context of the Global Civilization, this great, wide, wonderful world made of all these diverse global communities within each nation-state. Global Civilization becomes thus more fluid and dynamic. A global symbiotical relationship is created between nation-states and the Federation for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development. This is the basic concept that is allowing us to group willing member nation-states from different parts of the world. A typical example is the Global Government of North America (GGNA). So the scope of this paper will include Western civilizations as opposed to Non-Western civilizations, and how can a Global Civilization may be allowed to flourish in North America and be successful now and in future generations.

Global Civilization has no intention of changing the status and privileges of state governments. In fact, state governments become primary members of Global Civilization. Global Civilization can only be effective within the framework of Global Community. There is no such thing as global governance through the work of a few international organizations such as the WTO, the EU, or the United Nations dictating to the rest of the world. These organizations are heading in the wrong direction and are causing conflicts between nations, doing away with democracy, increasing the gap between rich and poor, and creating a culture of violence worldwide, terrorism being a small example of what they can do. That is global leadership gone bad, based on greed, and is immoral.

However, the deployment of U.N. peace-keeping forces is important in conflict resolution and peace building. Obviously, the U.N. peacekeeping operations in preventing and stopping violence are not as effective as can be. Are there alternatives to the ways that U.N. and regional organizations currently carry out peacekeeping operations? Yes, the alternative is the formation of nine (9) or more Global Governments. How effective are peacekeeping operations in addressing the root causes of conflicts? Yes, Global Civilization is here to stay and manage.

What is really happening is that there is no permanent U.N. trained and motivated troops. There are only national units loaned by some national governments but paid for by all U.N. Member States. Each government trains its army in its own spirit and values, though there is still an original English ethos as many U.N. troops come from India,Pakistan,Bangladesh,Nepal, Sri Lanka, Malaysia, and Nigeria. Although China is starting to provide troops with a non-English tradition. Moreover, there is no such thing as consistency and predictability in U.N. actions o preserve order. The world is too complex, and the UN Security Council resolutions are voted on the basis of national interest and political power considerations. U.N. “blue helmet” operations have grown both in numbers and complexity.  Even with the best planning, the situation in which one deploys troops will always be fluid, and the assumption on which the planning was based may change.

U.N. Forces are one important element in a peacemakers management organization, but there needs to be a wide range of peace building techniques available. There must be concerted efforts by both diplomatic representatives and non-governmental organizations to resolve the conflicts where U.N. troops serve. Global Protection Agency (GPA) officers, civilian political officers, human rights monitors, refugee and humanitarian aid workers and specialists in anthropology all play important roles along with the military. More often than ever, non-military personnel are difficult to recruit. Futhermore, it is difficult to control the impact of humanitarian aid and action and unintended consequences. Again, the need to create Global Governments is more urgent now than ever.

Global Civilization has put forward a different kind of global leadership, governance and management. As Global Civilization begins to take on a much deeper kind of global leadership, one that earns more respect than envy and more gratitude than hatred, one that can catapult the whole planet forward into a future where war is no longer thinkable between nation-states and a legitimate and beneficial Earth governance is able to cope with global problems.

Global Civilization does not imply a lost of state sovereignty and territorial integrity. A nation government exists within the framework of an effective Global Civilization protecting common global values and humanity heritage. Global Civilization gives a new meaning to the notions of territoriality, and non-intervention in a state way of life, and it is about protecting the cultural heritage of a state. Diversity of cultural and ethnic groups is an important aspect of Earth governance. Global Civilization is a balance between the rights of states with rights of people, and the interests of nations with the interests of Global Civilization, the human family, the global civil society. Earth governance is also about the rights of states to self-determination in the global context of Global Civilization rather than the traditional context of a world of separate states.

Effective Global Civilization requires a greater understanding of what it means to live in a more crowded, interdependent humanity with finite resources and more pollution threatening the global life-support systems. Global Civilization has no other choice but to work together at all levels. The collective power is needed to create a better world. Let us all work together to build a greater and most trusty Global Civilization. Earth needs urgently a world system of governance. The United Nations failed to satisfy the needs of the people of the 21st Century. It has never improved upon the old 20th Century ways and thinking. Its voting system no longer satisfy the 7 billion people on Earth. The challenges are different and require a world organization up for dealing with the needs of all Peoples.

Distinguishing characteristics of Western civilization.


a) Western Christianity, namely Catholicism and Protestantism, is the most important characteristic of Western civilization. There exists a well-developed sense of community among Western Christian peoples.

b) Language is second only to religion as a factor distinguishing people of one culture from those of another.The West differs from most other civilizations in its multiplicity of languages such as Japanese, Hindi, Manderin, Russian, and Arabic. The West inherited Latin from its past.

c) God and Caesar, church and state, spiritual authority and temporal authority, have been a prevailing dualism in Western culture. The separation between church and state that typify Western civilization have existed in no other civilization. This division of authority contributed immeasurably to the development of freedom in the West.

d) The concept of the centrality of law to civilized existence was inherited from the Romans. The tradition of the rule of law laid the basis for constitutionalism and the protection of human rights, including property rights, against the exercise of arbitrary power. In most other civilizations law was a much less important factor in shaping thought and behavior.

e) Historically Western society has been highly pluralistic and that was a distinguishing characteristic, the rise of diverse autonomous groups not based on blood relationship or marriage. These groups included monasteries, monastic orders, guilds, and a variety of other associations and societies. Most Western European societies included a strong and autonomous aristocracy, a peasantry, and a class of merchants and traders.

f) Social pluralism gave rise to estates, parliaments, and other institutions to represent the interests of the aristocracy, clergy, merchants, and other groups. These bodies provided forms of representation which in the course of modernization evolved into the institutions of modern democracy. They provided a vehicle for expanded political participation. Then movements for self-government developed in cities and spread forcing bishops, local barons, and other nobles to share power with the people. Representation at the national level was thus supplemented by a measure of autonomy at the local level.
g) Over time emerged a sense of individualism and a tradition of individual rights and liberties unique among civilized societies, even claims for equal rights for all individuals. Again and again both Westerners and non-Westerners point to individualism as the central distinguishing mark of the West.

Building Global Civilization requires understanding of global problems this generation is facing. There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, human activities accelerating dangerously the amount of greenhouse gases in the air, as population increases the respect and value of a human life is in decline, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution reaching unhealthy peaks in the air, water and soils, deforestation, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities for all life on the planet. We need to build global communities that will manage themselves with the understanding of the above problems. We need Global Civilization for all Peoples on the planet.

These concepts, practices, and institutions have been more prevalent in the West than in other civilizations. They are in large part the factors which enabled the West to take the lead in modernizing itself and the world. The expansion of the West has promoted both the modernization and the Westernization of non-Western societies. Today, the total rejection of modernization as well as Westernization is hardly possible in a world becoming overwhelmingly modern and highly interconnected. Only the very most extreme fundamentalists reject modernization as well as Westernization. The religious values, moral assumptions, and social structures of the non-Western societies are at best alien, and sometime hostile, to the values and practices of individualism. Even extreme proponents of anti-Westernism and the revitalization of indigenous cultures do not hesitate to use modern techniques of e-mail, computers, compact discs, USB devices, the Internet, and television to promote their cause. So modernization does not necessarily mean Westernization. Non-Western societies can modernize and have modernized without abandoning their own cultures and adopting wholesale Western values, institutions, and practices. Whatever obstacles non-Western cultures pose to modernization pale before those they pose to Westernization. In short, modernization means a great victory and achievement of Global Civilization on Earth. Modernization strengthens those cultures and reduces the relative power of the West. In fundamental ways, the world is becoming more modern and less Western.

Modernizing secularists applauded and cheered the extent to which science, ralionalism, and pragmatism were eliminating the supertitions, myths, irrationalities, and rituals that formed the core of existing religions. The emerging society would be tolerant, rational, pragmatic, progressive, humanistic, and secular. The second half of the twentieth century proved that economic and social modernization became global in scope, and at the same time a global revival of religion occurred which has spread out every continent, every civilization, and virtually every country. A new religious approach took shape aimed no longer at adapting to secular values but at recovering a sacred foundation for the organization of society. Christianity, Islam, Judaism, Hinduism, and Buddhism, all experienced new surges in their respective religion. The reason of the global religious resurgence was caused by the processes of social, economic, and cultural modernization that swept across the world in the second half of the twentieth century. People moved from the countryside into the city, became separated from their roots, and took new jobs or no job. They interact with large numbers of strangers and were exposed to new sets of relationships. They needed new sources of identity, new forms of stable community, and new sets of moral precepts to provide them with a sense of meaning and purpose. Religion, both mainstream and fundamentalist, met those needs.

Comprehensively, the religious resurgence throughout the world is a reaction against secularism, moral relativism, and self-indulgence, and a reaffirmation of the values of order, discipline, work, mutual help, and human solidarity. Religious groups meet social needs left neglected by states bureaucracies. These include the provision of medical, and hospital services, kindergardens, and schools, care for the elderly, prompt relief after natural and other catastrophes, and welfare and social support during periods of economic deprivation. The movements for religious revival are antisecular and antiglobal, but they accept modernization.

Because of modernization, global politics today is being reconfigured along cultural lines and civilizations. And of course, Global Civilization is finally giving its historical place as the global solution to saving humanity from complete extinction. Peoples and countries with similar cultures are coming together. Alignments defined by ideology and superpower relations are giving way to alignments defined by culture and civilization. A civilization may also include people who share in and identify with its culture, but who live in states dominated by members of another civilization. Civilizations usually have one or more places viewed by their members as the principal source or sources of the civilization's culture. These sources are often located within the core state or states of the civilization, that is, its most powerful and culturally central state or states. For instance, Japanese civilization is virtually identical with the single Japanese core state. Sinic, Orthodox, and Hindu civilizations each have one overwhelmingly dominant core state, other member states, and people affiliated with their civilization in states dominated by people of a different civilization (overseas Chinese, near abroad Russians, Sri Lankan Tamils).

The emerging world consists of countries in Africa, Asia and the Middle East that have seen steady economic growth, but have the potential of holistic transformation through innovating, cultivating and creating new stewardship businesses. In this emerging world, global power is obsolete, and Global Civilization is a distant dream. The components of order in today's more complex and heterogenous world are found within and between civilizations. The world will be ordered on the basis of civilizations or not at all. In this world the core states of civilizations are sources of order within civilizations and, through negotiations with other core states, between civilizations.

In a new way, ever since the beginning of the post-Cold War, global politics has become multipolar and multicivilizational. For hundreds of years, the nation-states of the West, namely Spain, France, Great Britain, Austria, Germany, Australia, New Zealand, Canada and the United States, formed a multipolar world within Western civilization. Afresh, Americans have defined themselves, their society, in opposition to Europe. America is the land of freedom, equality, opportunity, the future, and is a distinct civilization. Those nation-states of the West interacted, competed, and fought wars with each other. Concurrently, Western nations also expanded, conquered, colonized and influenced every other civilization worldwide. Democratic societies led by the United States were engaged in a pervasive ideological, economic, political, and, sometimes, military invasion of the communist societies of the Soviet Union and in the Third World. Only Russian, Japanese, and Ethiopian civilizations, all governed by highly centralized imperial authorities, were able to resist the onslaught of the West and maintain meaningful independent existence. During those years, not so much ideologies, but economics and politics were differentiating peoples of different civilizations. Nevertheless, their cultures, their ways of life, ways doing things have been their most distinguishing characteristics. Those characteristics have been defined by religion, language, ancestry, history, communities, ethnic groups, customs, nations, and also by major levels of classification being civilizations. In modern era, Western civilization, the West, is referred to the European-American civilization.

Inevitability, the fates of the United States and of the West depend upon Americans asserting strongly once more their commitment to Western civilization. At home, this means rejecting the divisive urgent need of multiculturalism. Internationally it means letting go the elusive and illusory calls to identify the United States with Asia. Whatever economic connections may exist between them, the fundamental cultural gap between Asian and American societies precludes their joining together in a common home. Americans are culturally part of the Western family; multiculturalists may damage and even destroy that relationship but they cannot replace it. When Americans look for their cultural roots, they find them in Europe. As Western countries increasingly interact with increasingly powerful non-Western societies they become more and more aware of their common Western cultural core that binds them together. If North America and Europe renew their moral life, build on their cultural commonality, and develop close forms of economic and political integration to supplement their security collaboration in NATO, they could generate a third Euroamerican phase of Western economic affluence and political influence.

Now if North America was already united as a Global Government described here, and the UK decided to be a part of the GGNA instead of staying with the EU, then that could be another alternative for the people of the UK. Renewing their moral life, building on their cultural commonality, and developing close forms of economic and political integration to supplement their security collaboration in NATO, they could also generate a third UK-American phase of Western economic affluence and political influence.

Meaningful political integration would in some measure counter the relative decline in the West's share of the world's people, economic product, and military capabilities and revive the power of the West in the eyes of the leaders of other civilizations. Whether the West comes together politically and economically depends overwhelmingly on whether the United States reaffirms its identity as a Western nation and defines its global role as the leader of Western civilization.

Over time, the West has had a major and at times devastating impact on every other civilization. The relation between the power and culture of the West and the power and cultures of other civilizations is, as a result, the most pervasive characteristic of the world of civilizations. As the relative power of other civilization increases, the appeal of Western culture fades and non-Western peoples have increasing confidence in and commitment to their indigenous cultures. The central problem in the relations between the West and the rest of the world is, consequently, the discordance between the West's, particularly America, efforts to promote a global Western culture and its declining ability to do so. The collapse of communism exacerbated this discordance by reinforcing in the West the view that its ideology of democratic liberalism had triumphed globally and hence was globally valid. The West, especially the United States, believe that the non-Westen peoples should commit themselves to the Western values of democracy, free markets, limited government, human rights, individualism, the rule of law, and should embody these values in their institutions. What is Global Civilization to the West is imperialism to the rest of the world. The West will continue to attempt to sustain its preeminent position and defend its interests by defining interests of the Global Community. The West is, for instance, attempting to integrate the economies of non-Western societies into a global economic system which it dominates. Through the World Bank and the IMF, and other international economic institutions, the West promotes its economic interests and imposes on other nations the economic policies it thinks appropriate. Having achieved political independence, non-Western societies wish to free themselves from Western economic, military, and cultural domination. East Asian societies are well on their way to equaling the West economically. Asian and Islamic countries are looking for shortcuts to balance the West militarily. The global aspirations of Western civilization, the declining relative power of the West, and the increasing cultural assertiveness of other civilizations ensure generally difficult relations between the West and the rest of the world.

If it became prominent at home, the impact of multiculturalism in the United States would threaten the United States and the West. A Global Civilization abroad would threaten the West and the world. A multicultural America is impossible because a non-Western America is not American. A multicultural world is unavoidable because global empire is impossible. The preservation of the United States and the West requires the renewal of Western identity. The security of the world requires acceptance of global multiculturality. Cultures prescribe insitutions and behavior patterns to guide humans in the paths which are right in a particular society. Instead of promoting the supposedly global features of one global civilization, the requisites for cultural coexistence demand a search for what is common to most civilizations. In a multicivilizational world, the constructive course is to renounce global culture, accept diversity, and seek commonalities. There are core values which different ethnic and religious societies have in common.

Global Civilization believes all citizens have the right to share the wealth in the world. The free trade agreement between nations must protect and improve social and environmental rights, not just the economy. Everyone on Earth has the right to food and water, to safe and clean habitat, to security of ecological space. These rights are natural rights, they are birthrights given by the fact of existence on Earth and are best protected through community rights and global commons.

Common values:
Nation before (ethnic) community and placing society above self;
Upholding the family as the basic building block of society;
Regard and community support for the individual;
Resolving major issues through consensus instead of contention; and
Stressing racial and religious tolerance and harmony.

Certainly a statement of Western and particularly American values would give far more weight to the rights of the individual as against those of the community, to freedom of expression and truth emerging out of the contest of ideas, to political participation and competition, and to the rule of law as against the rule of expert. At a basic "thin" morality level, some commonalities exist between Asia and the West. In addition, whatever the degree to which humankind is divided, the world's major religions, Western Christianity, Orthodoxy, Hinduism, Buddhism, Islam, Confucianism, Taoism, Judaism, also share key values in common. A Global Civilization can emerge gradually through the exploration and expansion of these commonalities. Peace in a multicivilizational world is the finding of commonalities: peoples in all civilizations should search for and attempt to expand the values, institutions, and practices they have in common with peoples of other civilizations. This effort would contribute to strengthening Global Civilization which is a complex mix of higher levels of morality, religion, learning, art, philosophy, technology, material wellbeing, and other things.

In our contemporary era, is a higher level of modernity a prerequisite to a higher level of Global Civilization? Is there a general, secular trend, transcending individual civilizations, toward higher levels of civilization? Conceivably modernization and human moral development produced by greater education, awareness, and understanding of human society and its natural environment produce sustained movement toward higher and higher levels of a Global Civilization. Alernatively, levels of a Global Civilization may simply reflect phases in the evolution of civilizations. When civilizations first emerge, their people are usually vigorous, dynamic, brutal, mobile, and expansionist. They are relatively un-civilized. As the civilization evolves it becomes more settled and develops the techniques and skills that make it more civilized. As the competition among its constituent elements tapers off and a global state emerges, the civilization reaches its highest level of civilization, the Global Civilization, with a flowering of morality, art, literature, philosophy, technology, and martial, economic, and political competence.

Justice for all with Global Law.

Modernization has generally enhanced the material level of Global Civilization throughout the world. But has it also enhanced the moral and cultural dimensions of Global Civilization? Law and order is the first prerequisite of Global Civilization and in much of the world. The futures of both peace and Global Civilization depend upon understanding and cooperation among the political, spiritual, and intellectual leaders of the world's major civilizations. A world order based on civilizations is the surest safeguard against world war. Peoples from different civilizations have to learn to live side by side in peaceful interchange, learning from each other, studying each other's history and ideals and art and culture, mutually enriching each others'lives.

In order to understand the rise of a civilizational state, it is useful to understand the concept of a nation-state. A nation-state generally refers to a state made up of people who share some common traits such as language, religion and way of life. Europe is the birthplace of nation-states, and nationalism pushed much of Europe's nationhood and modernization, and also proved to be a major cause of conflicts and wars in Europe and beyond. During the 18th and 19th centuries, nation-states emerged one after another in Europe, the earliest nation-state being France. During those years, China was still a traditional agricultural society with 95% of its population living off the land. By the mid-19th century, China's traditional state was no longer able to cope with the challenges posed by Western nation-states or modern states. China's nation-state was still in an earlier stage of formation, but China as a civilization-state had a history of several thousands of years, and Chinese people lived on its soil and evolved its own unique civilization. The concept of a "civilization-state" was applied to mean that China was still faced with many difficulties when it was trying to make the transition from a civilization-state to a nation-state, and the Western-states blamed China's thousands of years of civilization for being a burden on its effort to build a modern state. In other words, being a civilization-state, China found it hard to evolve modern laws, economics, defense, education and political governance. Today's China has established an unprecendented modern state system which includes a unified government, market, economy, education, law, defense, finance and taxation. Yet the Chinese people still retains their many traditions associated with a civilization-state, and these traditions are playing a vital role today in China's success. There are many civilizations, Western civilization being one of them, but China is the only civilization-state, which is defined by its extraordinarily long history and also its huge geographic scale and social diversity. For China, unity is its first priority, and plurality the condition of its existence, and that is why China could offer Hong Kong "one country two systems", a model alien to a nation-state. The Chinese state enjoys a very different kind of relationship with society compared with the Western state. It enjoys much greater natural authority, legitimacy and respect, even though not a single vote is cast for the government. The reason is that the state is seen by the Chinese people as the guardian, custodian and embodiment of their civilization. The duty of the state is to protect its unity. The legitimacy of the state therefore lies deep in Chinese history. This is utterly different from how the state is seen by Western societies.

In China's long history, all governments are expected to show special concern for improving people's livelihood, tackel natural and man-made disasters, and cope with all the challenges posed by China's huge population and vast territory. It is unimaginable that most Chinese would ever accept the so-called multi-party democratic system with a change of central government every four years. The Communist Party of China (CPC) is not a party as the concept "party" is understood in the West. In essence, the CPC continues the long tradition of a unified Confucian ruling entity, which represents the interest of the whole society, rather than a Western-style political party which openly represents group interests. Some in the West only acknowledge the regime legitimacy prior to mid-1960s, as most black people were not able to exercise their right to vote until the Civil Rights movement. In China, political ideas and practices over the past millennia are the most important source of the Chinese perception of legitimacy. One could well apply the Chinese concept of "selection of talents based on meritocracy" to the Western society and question the Western concept of legitimacy. Without this legitimacy based on meritocracy, how could a regime be qualified to govern? How could a regime be accountable to its people and to the world? This is illustrated by the example of the presidency of George W. Bush, and his eight years of incompetence caused huge damage to the interests of the American and other peoples as shown in the financial crisis and the Iraq War.

As a modern state, China accepts the concept of the sovereign equality of states and prevailing conceptions of human rights. China is unique due to the many traditions and features originating from its civilization. This is also the key conceptual difference between a civilizational state and a civilization-state. The civilizational state represents an amalgamation of an old civilization and a modern nation-state. On the other hand, a civilization-state reflects the tension between the two. As a civilizational state, China is both old and young, both traditional and modern, both Chinese and global. At least eight features can be distilled from the civilizational state of China: 1) a very large population, 2) a vast territoty, 3) very long traditions, 4) a unique language, 5) richest cultural heritages, 6) a political system with Chinese characteristics, 7) a distinctive society, 8) a unique way of running an economy.

'Sinic' includes the culture of China and Chinese communities in Southeast Asia and outside of China as well as the related cultures of Vietnam and Korea. Confucianism is a major part of Chinese civilization. A vision of a new world has begun centuries ago, and is based largely on civilizational values. The world order is now one of diverse civilizations many of which have contributed to human progress toward a harmonious world. China is the first authentic world power with a genuine, real global vision because the Chinese government approach to global politics has been civilizational, not imperialist. What made the Chinese different from the Europeans was that the Chinese people command the interest of others by their power to give. China claims to be a uniquely ethical power because the Chinese people have no notion of the 'other' outside the system. So China has never wished to colonize anyone and has never had a civilizing mission. The leadership of China today is more about a mutual cooperation, a true harmony of interests between civilizations, one that is more ecologically friendly in reflecting the balance of Nature. But that is unlikely to appeal to the Democrat or Republican people of the United States. What appears to be emerging is a world of two different orders, a US-centric and a Sino-centric system. Peoples in the Western political and economic systems say that China will eventually fail if it is unwilling to follow the Western model. China model of development and overall success is unmatched by any developing economies that have copied the Western model.

Within China development model, the four features of the civilizational state (population, territory, tradition and culture) all constitute China's greatest strengths. China has the richest human resources and potentially the largest consumer market; China has an unparalleled geopolitical and geoeconomic status; China has its tradition of independent thinking, and has the richest cultural resources in the world. China is a civilizational state generating its own standards and values and making unique contributions to the world civilizations. China's rise is that of a civilizational state with a strong historical and cultural traditions. The original, continuous and endogenous nature of these traditions is indeed rare and unique in the world. It does not imitate or follow other models and has its own intrinsic logic of evolution and development. The civilizational state has a strong capability to draw on the strengths of other nations while maintaining its own identity. The Chinese people have a deep respect of Nature and have applied the secular application of ethics and political philosophy to social, economic, and political governance. Chinese culture is more inclusive than exclusive, within the broad conceptual framework of the Confucian idea of 'unity in diversity". The greatest wisdom of a civilizational state is its long tradition of seeking common ground while reserving differences, and this wisdom is first reflected in the Chinese language. Chinese characters are commonly made up of various components, and the components often give a hint of the pronunciation and the meaning of the word, and they are structured in such a way that they often follow the principle of "seeking common ground while reserving differences". The Chinese language seems to underline the fact that seeking commonality from diversity is a trait of Chinese culture. The governance of a civilizational state follows the same logic, and if one can focus on seeking the commonalities of different interest groups, one stands a better chance of solving the tensions among them, whether it is a tension between regions, between enterprises, between social groups or between rich and poor.

China unique development model has eight characteristics, namely,

1) pratice-based reasoning (a practice based on doing, practicing, and experimenting),
2) a strong state (infrastructural demands, disaster relief and border defense all contributed to the evolution of a tradition in favor of a strong state),
3) prioritizing stability,
4) primacy of people's livelihood (ensuring enough food and other daily necessities for the vast population),
5) gradual reform,
6) correct priorities and sequence,
7) a mixed economy (China's present economic system is called a socialist market economy, which is a mixed economy, an amalgamation of market forces and state power, and a fusion of the principles of market economics and humanistic economics.), and
8) opening up to the outside world.

These characteristics have been an intrinsic part of the Chinese civilizational state, especially the four factors of population, territory, tradition and culture, which have largely determined the trajectory of China's development model.

China historically conceived itself as encompassing: a "Sinic Zone" including Korea, Vietnam, the Liu Chiu Islands, and at times Japan; an "Inner Asian Zone" of non-Chinese Manchus, Mongols, Uighurs, Turks, and Tibetans; and then an "Outer Zone" of barbarians. Contemporary Sinic civilization is being structured in a similar fashion: the central core of Han China, outlying provinces that are part of China, provinces legally part of China but heavily populated by non-Chinese people from other civilizations (Tibet, Xinjiang), Chinese societies which will or are likely to become part of Beijing-centered China on defined conditions (Hong Kong, Taiwan), one predominantly Chinese state increasingly oriented toward Beijing (Singapore), highly influential Chinese populations in Thailand, Vietnam, Malaysia, Indonesia, and the Philippines, and non-Chinese societies (North and South Korea, Vietnam) which nonetheless share much of China's Confucian culture. To the Chinese government, people of Chinese descent, even if citizens of another country, are members of the Chinese community and hence in some measure subject to the authority of the Chinese government. Chinese identity can now to be defined in racial terms. Chinese are those of the same race, blood, and culture. 'Greater China' is thus not simply an abstract concept. It is a rapibly growing cultural and economic reality and has begun to become a political one. In China, trust and commitment depend on personal contacts, not contacts or laws and other legal documents. Despite the current Japanese dominance of the region, the Chinese-based economy of Asia is rapidly emerging as a new epicenter for industry, commerce, and finance.

The rise and evolution of China is not the rise and evolution of another ordinary country but the rise and evolution of one fifth of the world's population, 1.3 billion people. It is the rise and evolution of a civilizational state with a long history and a vast territory. China today has to solve on its own soil all the issues brought about by industrialization, modernization and their associated social shifts. China is carrying out large-scale industrial and social revolutions under very unfavorable conditions and resolve all its problems internally without resorting to wars and plunder other countries as have done and still doing the West. China's success and the model underpinning its success are significant and invaluable. With their diligence, sacrifice and wisdom, the Chinese people have created a miracle and pioneered their own model of development which includes education, healthcare, housing, global environment, and the quality of life in any given place in China. Thus China is a large, populous and hugely complex country, and it is not easy to understand China in average or per capita terms. This is comparable to a weather forecast for Singapore or China. If it is said that today's average temperature for Singapore is 32 C, people believe it, because Singapore is a small country with a total area 1/25 of Beijing, but if it is announced that today's average temperature is 32 C for the People's Republic of China, it is simply meaningless to most people living in China, as the country is too vast and too complex in topography and climate conditions. China's rise is the rise of a civilizational state which has amalgamated the world's longest continuous civilization with a huge modern state. If a civilizational state like China was to follow the Western model of development rather than to its own path, the country would experience chaos and break up. The nature of China as a civilizational state determines that given its cultural traditions, China is not likely to be a country bent on confrontation. Rather, it is likely to seek peaceful co-existence, mutual learning and win-win outcomes with other countries and other political systems.

China's civilizational state is a product of hundreds of states amalgamated into one over China's long and continuous history. In China 92% of the Chinese identify themselves as Han Chinese. China's rapid progress in such areas as tourism, automobile industry, the Internet, high-speed trains and urbanization has demonstrated China's capacity for learning, adaptation and innovation. Investors in China tend to share one belief: if they can achieve the No.1 status in China, they may well be No.1 in the world. China now is engaged in the world's largest urbanization programs, and the world's best architectural firms are competing with each other for the chinese market. This trend is likely to continue in ever more areas such as tourism, air transport, the movie industry, medicine, economics, sports, education, alternative energies, and even models of development and political governance.

China's economic reform greatly improved living standards of most Chinese, brought a greater prosperity for the country, and also improved China's social and political life and created unprecedented opportunities for the Chinese to pursue their own interests and shape their own destinies. The average Chinese today has far more freedom of personal choice regarding jobs, housing, education, marriage and leisure, study or work. The success of China shows that whatever the political system, it must emphasize good governance which should be an objective of all governments in the world including Global Governments, Global Parliament, and should also be the base of Global Civilization for saving the world. If there is any chance to resolve or at least mitigate the impact of global challenges, one may have to draw on the Chinese ideas of harmony and moderation. Indeed, as global crises of all sorts further intensify, the Global Community may have no alternative but to show solidarity and help each other out of crises, and such solidarity can only be built on the basis of harmony and moderation, and on respecting the political and cultural diversity of this troubled world. In the world today, cultural identities (ethnic, national, religious, civilational) are central, and cultural affinities and differences shape the alliances. The traditional society of China was based on family and kinships, and Chinese ancestors were mainly settled farmers engaged in agricultural activities, in which family and kinships played a uniquely important role. Over the past millennia, there also emerged such prevalent ideas as "family and nation in one". This linkage of an individual's pursuit with a broader and higher special commitment is a core idea of Confucianism, and Confucius famously wrote, "cultivating one's moral character, putting one's house in order, running the country well and letting peace prevail under the heaven". In the process of building a modern state, this old Confucian value has gradually evolved into people's strong sense of identity with the Chinese nation and with its overall cohesiveness.

Chinese society has always been more secular than religious in its long history. Chinese culture was influenced by Confucianism, which is moralistic and humanistic, and this morality and humanism are embeded in the Chinese language. China's Confucian heritage, with its emphasis on authority, order, hierarchy, and the supremacy of the collectivity over the individual, creates obstacles to democratization. Yet economic growth in south China is creating high levels of wealth, a dynamic bourgeoisie, accumulations of economic power outside governmental control, and a rapidly expanding middle class. In addition, Chinese people are deeply involved in the outside world in terms of trade, investment, and education. All this creates a social basis for movement toward political pluralism.

In view of this planetary state of emergency we all must change, we must do things differently to give life on Earth a better survival chance. Perhaps the Scale of Global Rights represents the strongest pillar of our vision. In 1985, the Scale of Global Rights was first proposed as a replacement to the Universal Declaration of Human Rights. After several decades of research and development, many global dialogues, we still find the Scale as the best solution to global problems.

Today, we are presenting once more the Scale as the best educating tool to bring about the change the people of the world need to achieve for their own survival. Now the Scale of Global Rights is a long term solution and is also a part of the Global Movement to Help mm of Global Community. In itself the Scale was designed to help all life on Earth. What would be preferable is that nations unite amongst themselves to help. Over time, we have seen the creation of the United Nations, the European Union, the South American Community of Nations, and the North American Free Trade Agreement. Except for the UN, these organizations are mainly concerned with trade and economics. Global Civilizational State offers a more meaningful union in the form of nine or more Global Governments. For instance the South American Community of Nations can be a Global Government by simply accepting the Global Constitution qq as a way of dealing between member nations. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, energy, food, social, cultural and many other essential aspects. The Federation of Global Governments would be the place of meeting between Global Governments. The very first step of the Federation, and maybe the only one, would be the approval of essential services aa amongst the participating member nations. Global Community zz has researched and developed such services and listed them here. All of them are already in operation on a small scale.

To act as a global policing force, as the GPA aspires to do, many foundations must be laid, especially regarding the move from wielding power derived from Global Civilizational State to legitimate global leadership. There are many required characteristics that are prerequisite for legitimate leadership: 

  • 1.     Legitimate leadership is built upon trust. Those who are led must largely believe that the leader is committed to integrity, honesty, and transparent inquiry into problems. The leader’s actions must align with his words 

  • 2.     Legitimate leadership rests upon checks and balances, which are necessary to ensure power is not corrupted.

  • 3.     Legitimate leadership is an act of service. Those in power must show a primary interest in the good of the collective ahead of their self-interest. In this way, true leaders are mission-centered rather than self-centered. 

  • 4.     Legitimate leadership empowers others appropriately rather than concentrating power disproportionately. In other words, true leaders produce more leaders and empower them as situations demand. 

  • 5.     Legitimate leadership is visionary, carrying the torch of a possible future.

  • 6.     Legitimate leadership is willing to lead by example, including following a foundation of ethics, performing more than one’s share of work, and making sacrifices where appropriate. 

  • 7.     Legitimate leadership is compassionately fierce when something undermines the good of the whole. In a company this might mean the CEO fires a slacking employee. In a city, the police may jail a murderer. On a global level, this might even mean arresting those breaking global law.

The defence function of a leader requires that he safeguard the good of the whole by whatever the most skillful means are to accomplish that defence.  While that is not a comprehensive catalog of leadership prerequisites, I do think those few requirements are foundational and relatively unquestionable. Without at least a solid foundation of those requirements, the GPA’s actions among nation-states will remain those of a unilateralist leader rather than a global leader. We will be, and should be, legitimated in the role of a global leader among nation-states and validated as an enforcer of global law. Global Civilizational State offers a few recommendations for actions that would strengthen and legitimate the GPA’s role as a true global leader by gradually creating an international structure that better safeguards the whole than we can ever do now as a unilateralist leader.  The GPA recommendations: 

  • 1.     Ban military action in all parts of the world; 

  • 2.     Lead the way in creating legitimate power for Global Parliament vv , subjecting ourselves and multinational corporations to taxation that generates money for programs that are focused on world betterment and world problems. As a mark of our global leadership, we should commit a greater percentage of our resources to this effort than any other organization.

  • 3.     Hold ourselves to a high standard of compliance around global treaties that aim for collective benefit and the redress of economic, environmental, military, and political problems. Our adherence should be exemplary. Or, if we truly question the merit of a global accord, we should lead the way in creating agreements that even better serve the global interest rather than simply ignoring or undermining the existing attempts.

  • 4.     Exert strong global leadership on multinational solutions to pressing health, environmental, and other problems. We should propose innovative new solutions and show leadership in carrying them out, especially in areas such as clean energy development. 

  • 5.     Take seriously the process of coming clean by exposing corporate interests in politics, lobbying by powerful organizations, subsidies of fringe military groups, etc. When our global government officials commit to be honest and transparent, a much deeper foundation of international trust will be built.

As we enact global law, we will begin to take on a much deeper kind of global leadership, one that earns more respect than envy and more gratitude than hatred, one that can catapult the whole planet forward into a future where war is no longer thinkable between nation-states and a legitimate and beneficial global government is able to cope with global problems.  I believe that there is no greater task in the world today than for GCEG to proceed through the maturation of its leadership, emerging from a more self-interested adolescence as a global leader into a nobler adulthood. We have the potential to act as a torchbearer for a better tomorrow. Do we heed the call? I hope this message has convinced at least a few people that the question of how to proceed with that maturation is of far deeper significance than the reforming of the United Nations. I thus pray that we move with wisdom, grace, clarity, and love in the days, years, and even decades ahead. 

In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances with other nations were the only way to 'win'. Today wars are unlikely to produce winners. Global Community is all over the planet. Ethnic groups are everywhere. Wars truly make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The only job the military should be asked to do today is to protect the global life-support systems.

These systems have the highest priority on the Scale of Global Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs. Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Global Rights. Without a shelter life will still exist in some places but is not possible in cold place.

So security must be achieved by other means than wars. We might as well shelved the war industry from humanity right now and that means phasing out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in all nations of the world. The nature of global security has changed since the rise of Global Community. Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. Global Community emphasizes as a priority the prohibition of external interference in the internal affairs of sovereign states.

Essential services ff gg jj are the services and functions that are absolutely necessary, even during a pandemic. They maintain the health and welfare of the municipality. Without these services, sickness, poverty, violence, and chaos would likely result.

Once approved, Global Protection Agency will have powers, issued by Executive and Ministerial order, that include the means to secure critical supply chains, ensure people have access to essential goods and services to keep society running, and make sure critical infrastructure and materials are readily available to support response and public safety.

  • Executive governance (the mayor, or his/her designee, who is in charge and has the authority to make executive decisions and enact policies), business regulators and inspectors

  • Education and research

  • Pharmaceutical and medical supply product production, manufacturing and distribution, and medical research

  • Sanitary product manufacturing

  • Education institutions, for providing remote learning or other essential functions

  • Information and communication technologies

  • Healthcare, public health, hospitals, and pandemic control

  • Cleaning services necessary to provide and maintain disinfection

  • Fire and police protection and other first responders

  • Law enforcement and justice

  • Provision of clean water

  • Businesses that provide materials and services for the operation, maintenance and safety of transportation systems (road, transit, rail, air and marine)

  • Basic sanitation, including sewage, garbage removal and wastewater management

  • Maintenance of communication infrastructure (e.g., telephone system, radio, internet, and postal)

  • Maintenance of utilities (e.g., gas and electricity)

  • Facilities critical in supporting certain daily needs steam, alternative energy, industrial recycling, oil and fuel

  • Care and residential facilities for seniors, adults, children or individuals with disabilities

  • Provision of food and other essential goods, establishment of supply chains, food banks

  • Disaster management

  • Mining operations, mineral exploration and development, and mining supply and services

  • National and cross-border freight carrier intermodal transportation between nations where special standardized containers are used for transport of cargo on trucks, freight trains, and ships.

  • Road maintenance/repair

  • Natural resources management

  • Protection of the global life support sytems and environment

  • Environmental cleanup and response

  • Earth ecosystems protection

  • IT (information technology) workers for certain facilities including medical facilities, governments facilities, banks, employees working from home to manage the transfer or other use of information through computers or computer systems, and to test, build, install, repair, or maintain the hardware and software associated with those complex computer systems in one or more locations.

  • Banking

  • Professional services including lawyers, paralegals, engineers, accountants and translators

  • Payroll departments and public works

  • Critical manufacturing,

  • Tax collection

    Essential goods are the food and other supplies that a municipality needs to survive, such as medical supplies and gasoline.

    Essential workers are the personnel needed to maintain essential services.

    Global Community wants to provide a forum where international conflicts could be argued and resolved peacefully. Because of hatred and mistrust, disputing parties always find it difficult to express constructive ideas or proposals. A face-to-face meeting may not even be possible. The Global Community offers to be a trusted third party that would carry ideas back and forth, put forward new proposals until both sides agree. When both parties feel they have gained more than they have lost from the process, the outcome is a win-win settlement for peace.

    For centuries Canadian society has shown that the diversity of people, their ways of doing things, can be an advantage to living together and that the diversity can also bring Peace and prosperity in a nation. Diversity can actually be the root cause of Peace. The Canadian experience has shown that this has been the better way to bring about the event of Peace in the world, and not the military option.

    Canadian society today includes a vast diversity of cultural heritages and racial groups. This multicultural diversity is a result of centuries of immigration. Truly, the struggle for the making of Canadian multiculturalism is the Canadian experience and the Canadian identity. Canadian multiculturalism is a symbiotical relationship between Canada, the Canadian people, and the world.

    Diversity has been a fundamental characteristic of Canada since its beginnings. At the time of European settlement there were more than 60 Aboriginal nations speaking more than 30 languages. As the French and then the English colonized Canada, treaties were signed that acknowledged Aboriginal nationhood. Linguistic duality was enshrined in law at the earliest stages of the development of the Canadian federation. At a time when it was accepted practice to establish sovereignty through war and cultural domination, there were enough Canadians who believed in the virtues of accommodation and mutual respect to ensure that, with some exceptions, Canada would develop peacefully and the foundations of its diversity would be preserved.

    Planetary Biodiversity Zone Planetary Biodiversity Zone

    Global rights and the taxation of natural resources can each be used to create and protect this biodiversity zone in Nunavut and over the entire North Pole region. The Inuit government and the Canadian government are invited to start the process of creating such zone. Global Community has set aside a specific region to create and protect a biodiversity zone in the North Pole region.

    Global Community has also established a planetary biodiversity zone now under the protection of the Global Protection Agency (GPA).

    We have declared a moratorium on all development in the zone.

    The planetary biodiversity zone includes :

    • North Pole region
    • South Pole region
    • all oceans
    • all forests
    • all lakes
    • all rivers and connecting streams
    • all wetlands and grasslands
    • living organisms and ecosystems in all of the above

    The people of all nations are required to respect the moratorium until global law has been completed to include regulations to be enforced by the GPA.

    The Global Exhibition covers many aspects. It can be about creating high profile, highly targeted business and consumer exhibitions, where buyers and suppliers from around the world can come together to do business. In an increasingly digital age, nothing can replace the power of human contact for establishing and maintaining business relations. And with more market leading exhibitions than any other organiser, no organiser delivers more business contacts. We specialize in exhibitions, trade shows, conferences and event planning. The Global Exhibition must allow multiplicity, diversity and contradiction to exist inside the structure of an exhibition ... a world where the conflicts of globalization are met by the romantic dreams of a new modernity, a new federation of nations.     Nothing in contemporary art speaks so directly to all of these issues as the large scale exhibition as well as any number of other biennials that cropped up around the world during the past decade. The Global Exhibition, endowed with a transnational circuitry, assumed the unique position of reflecting the idea of a world government. Establishing a new curatorial class able to bring artists together from wide-ranging geographic and cultural points, the large-scale exhibition alterd the kinds of visibility afforded artists and so fundamentally changed the conditions of artistic discussion, ultimately forwarding the position that no show could, or should, presume an all-encompassing thesis--at least not in conventional terms and form. Rather, the exhibition extends through time and across geography to include panels, lectures, publications, performances, and public works that fall welt beyond the parameters of the traditional show, and lies well beyond the grasp of any single viewer.

    In turn, these exhibitions have come to marshal the forces of any number of disciplines, including art history and theory, which leads one to the question of whether the critical function is in some sense migrating from critic to curator, or indeed whether such nominal distinctions are useful at all. At this level, I think that many people correspond to the economic, social, and cultural figure of the 'artist' as it has been constituted in the modern age."

    Global Civilizational State aims at replacing the United Nations. That is truly a Revolution. If true revolution changes the rules on how to change the rules, then we must arrive at terms that transform the very concept of the exhibition. Although a few criteria for inclusion based on identity and geopolitics have developed, the art world is still heavily commodified, and an artist without a sales (and therefore publicity) base in the developed word--or a curatorial support network in the world's "periphery" -- is not going to be included. Further, the new terms of engagement may be geopolitical, but work from the "First World" must have a powerful aesthetic surplus or an antically unrecognizable political dimension in order to gain access. So many artists are doing serious work with directly political themes but do not see themselves included in these shows -- and would not expect themselves to be-since the public visiting such exhibitions is not their audience of interest. Granted, the flattened terrain of modern communications is bringing the interlocking worlds of art production and display into closer proximity, so it would not be correct to claim that work with direct political address will always be left out. But is it still necessary to point out that while "geopolitical" can have the cover of a prefix to cover its political nature, the politics in question bad better be far, far away?

    The art world -- a congeries of professional services along the lines of dentists, doctors, and professors on the one hand and high-end showrooms like ear dealerships on the other--consistently offers the modernizing elite a compass for understanding cultural and social "facts" as they impinge on their consciousness. The global exhibitions serve as grand collectors and translators of subjectivities under the latest phase of globalization. But as we move between disparate colonialist eras, what is plain about the present moment is that there is no dearth of images of the colonized Other in public view, despite only a little more insight -- and that quite momentary -- into the interior lives of others than in the previous colonial moment. The elite in question, especially in the North and in developed industrial and postindustrial nations (which includes, perhaps, the antipodean South), may have a taste for edification via these new Crystal Palace expositions. And why not?

    Cultural Appreciation Day

    On August 22 of every year Global Community celebrates the Global Cultural Day, the Cultural Appreciation Day. The event's theme is "Culture, Values and Social Development." Global Community is rich with tradition and art. Culture is certainly tangible - churches, temples and monuments; and intangible - heritage with performing arts, fine arts or visual arts. Every community is based on a society distinctly different from any other country and its people. The Cultural Appreciation Day celebration occurs at the same time and is an important part of the Global Exhibition.

    Along with all the global communities, Global Community, all life on Earth, and the Soul of Humanity can rightfully claim ownership of the Earth as a birthright

    And October 29 of every year is a special day to claim that right. Let us celebrate! The Earth and all its natural resources belong to all the "global communities" contained therein. A village, or a city is "a global community" and owns the land and all other natural resources around its boundaries. Along with Global Community , all life on Earth, and the Soul of Humanity, a global community has ownership of all natural resources within its boundaries.     Global Citizenship Day

    Citizenship of Global Community , which will exist by virtue of a Treaty between nation governments and the Global Parliament Constitution of Global Community , is conferred on everyone who is a citizen of a Member State. And October 29 of every year is a special day to participate in the ceremonies of those becoming Global Citizens. Global Community citizenship is additional to, and does not replace, national citizenship. Election by universal suffrage when conducted by all Member States, will give Global Community Parliament full legitimacy. By voting in its elections the citizens of Global Community enhance its status and influence.

    Global Community citizenship gives citizens the right of free movement and residence in the territory of the Member States, the right to vote and stand for election in Global Community and local elections, the right to diplomatic protection in third countries, as well as:

    - the right to petition Global Community Parliament;
    - the right to bring complaints before Global Community Ombudsman;
    - the right to address any of Global Community institutions or bodies in one of the official languages and to receive an answer in the same language.

    You may be eligible to become a citizen of Global Community .

    To become a citizen of Global Community you may be:

    *     a person
    *     a global community
    *     an institution
    *     a town, city or province
    *     a state or a nation
    *     a business   Certified Corporate Global Community Citizenship (CCGCC)

    *     a group of people who decided to unite for the better of everyone participating in the relationship, or you may be

    Global Community Citizenship is given to anyone who accepts the Criteria of Global Community Citizenship as a way of life . It is time now to take the oath of global community citizenship. We all belong to this greater whole, the Earth, the only known place in the universe we can call our home.

    A very important legislation is the Global Citizens Rights, Responsibility and Accountability Act which, after its approval by Global Parliament, will define rights, responsibility and accountability of all global citizens. Each and everyone of us will make decisions, deal with one another, and basically conduct our actions as per the Act. The final document was brought forward for approval during the Tenth Global Meeting of Global Community Earth Government , Fall 2006. People from all nations of the world, and all National Governments, are invited to amend the proposed document (see Press Release Feb. 26, 2006 ).

    Before you make your decision, we are asking you to read very carefully the Criteria of Global Community Citizenship, make sure you understand every part of the criteria, and then make the oath of belonging to Global Community , the human family, Earth Community and Earth Government.

    You do not need to let go the citizenship you already have. No! You can still be a citizen of any nation on Earth. The nation you belong to can be called 'a global community'. But you are a better human being as you belong also to Global Community , and you have now higher values to live a life, to sustain yourself and all life on the planet. 

    You have become a person with a heart, a mind and Soul of the same as that of Global Community .

    The Global Exhibition
    Getting to know one another and ourselves as one humanity.


    There will be a Global Exhibition at the time of Global Dialogue 2022. It will be occurring all over the world along with Global Dialogue 2022. Global Exhibition is a replacement to the usual Trade Show. The Preliminary Program to the Global Exhibition will be the same as that of Global Dialogue 2009.  Program for Global Dialogue 2009
    Global Exhibition covers many aspects. It can be about creating high profile, highly targeted business and consumer exhibitions, where buyers and suppliers from around the world can come together to do business. In an increasingly digital age, nothing can replace the power of human contact for establishing and maintaining business relations. And with more market leading exhibitions than any other organiser, no organiser delivers more business contacts. We specialize in exhibitions, trade shows, conferences and event planning.

    Global Exhibition must allow multiplicity, diversity and contradiction to exist inside the structure of an exhibition ... a world where the conflicts of globalization are met by the romantic dreams of a new modernity, a new federation of nations, and the Global Civilizational State.

    We divide the Global Exhibition into "platforms" -- conferences and lecture series engaging figures from a wide range of disciplines -- that take place at different communities around the world over the course of the year leading up to the installation in a large Global Exhibition in one country.

    Unity in diversity

    Getting to know one another and ourselves as one humanity.

    Global Exhibition must allow multiplicity, diversity and contradiction to exist inside the structure of an exhibition ... a world where the conflicts of globalization are met by the romantic dreams of a new modernity, a federation of nations, the Federation of Global Governments, and Global Civilizational State.

    Nothing in contemporary art speaks so directly to all of these issues as the large scale exhibition as well as any number of other biennials that cropped up around the world during the past decade. Global Exhibition, endowed with a transnational circuitry, assumed the unique position of reflecting the idea of a world government. Establishing a new curatorial class able to bring artists together from wide-ranging geographic and cultural points, the large-scale exhibition alterd the kinds of visibility afforded artists and so fundamentally changed the conditions of artistic discussion, ultimately forwarding the position that no show could, or should, presume an all-encompassing thesis--at least not in conventional terms and form.

    Rather, the exhibition extends through time and across geography to include panels, lectures, publications, performances, and public works that fall welt beyond the parameters of the traditional show, and lies well beyond the grasp of any single viewer. In turn, these exhibitions have come to marshal the forces of any number of disciplines, including art history and theory, which leads one to the question of whether the critical function is in some sense migrating from critic to curator, or indeed whether such nominal distinctions are useful at all. At this level, I think that many people correspond to the economic, social, and cultural figure of the 'artist' as it has been constituted in the modern age.

    Global Civilizational State aims at replacing the United Nations. That is truly a Revolution. If true revolution changes the rules on how to change the rules, then we must arrive at terms that transform the very concept of the exhibition. Although a few criteria for inclusion based on identity and geopolitics have developed, the art world is still heavily commodified, and an artist without a sales (and therefore publicity) base in the developed word--or a curatorial support network in the world's "periphery" -- is not going to be included. Further, the new terms of engagement may be geopolitical, but work from the "First World" must have a powerful aesthetic surplus or an antically unrecognizable political dimension in order to gain access. So many artists are doing serious work with directly political themes but do not see themselves included in these shows -- and would not expect themselves to be-since the public visiting such exhibitions is not their audience of interest. Granted, the flattened terrain of modern communications is bringing the interlocking worlds of art production and display into closer proximity, so it would not be correct to claim that work with direct political address will always be left out. But is it still necessary to point out that while "geopolitical" can have the cover of a prefix to cover its political nature, the politics in question bad better be far, far away?

    The art world -- a congeries of professional services along the lines of dentists, doctors, and professors on the one hand and high-end showrooms like ear dealerships on the other--consistently offers the modernizing elite a compass for understanding cultural and social "facts" as they impinge on their consciousness. The global exhibitions serve as grand collectors and translators of subjectivities under the latest phase of globalization. But as we move between disparate colonialist eras, what is plain about the present moment is that there is no dearth of images of the colonized Other in public view, despite only a little more insight -- and that quite momentary -- into the interior lives of others than in the previous colonial moment. The elite in question, especially in the North and in developed industrial and postindustrial nations (which includes, perhaps, the antipodean South), may have a taste for edification via these new Crystal Palace expositions. And why not?



    Nationalization of natural resources

    As defined by Global Community , the concept of ownership states that land and natural resources of the planet are a common heritage and belong equally to everyone, to all life on Earth, as a birthright. Products and services created by individuals are properly viewed as private property. Products and services created by groups of individuals are properly viewed as collective property. Only Global Community can rightfully claim ownership of the Earth. October 29 is the day to celebrate ownership of our natural resources.

    Along with ownership comes the obligation of using the resources, share them or lose them. Land and all other Earth natural resources are not commodities. Use the land, share it or lose it. This principle also applies to banks and similar institutions all over the world and to Wall Street. You own property because the previous owners could not pay. Use that property, share it or lose it. Global Community stipulates that land ownership is no longer a problem. The Earth and all its natural resources belong to all the "global communities" contained therein. A village, or a city is "a global community" and owns the land around its boundaries.     In order to better protect life on our planet, Global Community is asking people of all nations to defend and protect their natural resources. In particular, all the hydrocarbons within a national territory must be nationalized. It is an obligation, not only of a national government, but also of all the active forces in a country; it is the duty of local and municipal authorities, the duty of state authorities – of everyone – to take upon themselves this defense and this recuperation of natural resources.

    Nationalization is a necessity because American corporations have been buying local corporations to acquire natural resources of a country. This state of affairs has been going on ever since WWII. Over the past decades, the US national debt and annual deficit have been out-of-control because of a complete business freedom of the US corporate world. No taxation! When a large corporation is about to go out of business, the White House intervened with a bail out.

    For example in Canada, the property of the hydrocarbons, the oil and natural gas, and tarsands, have mostly owned by American and other foreign corporations. Our natural resources have been bought out by foreigners. Pipelines have been built to transport the oil and natural gas to the customers in the United States without paying taxes to Canada. Canadian corporations that have been taken over by American corporations with bankrupted money, paper money, Stock Exchange money, money that Americans dont even have. The White House prints dollar bills by the trillions and give them to corporations to buy more Canadian corporations. This is no longer a fair exchange of something tangible with something else of an equivalent value. We have natural resources and Americans have bankrupted money to exchange with. That's not right! How can we let that happened? It is time to nationalize Canadian natural resources.

    From this point onward, those Canadian natural resources will be under control of the Canadian people, for Canadians, and help resolve Canada’s economic and social problems.

    Nationalization is not new. The global financial crisis is good example of nationalization. When Wall Street started to crash, the US Government thought it would be wise to nationalize key financial institutions, even partially nationalized, so why not natural resources? They are in great danger of being destroyed (forests, oceans, fresh water, soils, air we breath, electromagnetic spectrum) or destroying all life on Earth (petroleum rersources). Once Canadians have recovered these natural resources, it will generate employment. The plundering of our natural resources by international and transnational oil and gas companies has come to an end. And for this reason we want to share the joy on this historic day of nationalization.

    If indeed previous governments have used the Armed Forces for the benefit of transnational corporations, the Armed Forces can now be used to unite for their country, for their nation, for their patria. We are a government of the people, a native government. We are a global community. We want to ask government to defend its sovereignty, its dignity and above all the integrity of its territory, we want to ask that it take charge of all the oil fields of all of its nation.

    Unless a reformed or empowered Global Community is leading firmly upon the principle of equal rights for all Global Citizens, then the planet will be controlled by a handful of vested interests.

    Land is not a product of labour. Everyone should therefore be given equal access to natural resources. Global Economic Model developed and promoted by Global Community proposes to make private property the product of labour. Common property is all what Nature offers. The Global Economic Model policy removes taxes from wages and increases taxes and user fees on common property.


    Global Peace Movement Day

    On May 26 of each year, along with the Celebration of Life day, Global Community celebrates the Global Peace Movement Day. The Global Peace Mouvement is about the courage to live a life in a harmonious peace order and showing by example, thus preventing poverty, wars, terror and violence. We need to educate the coming generations with good principles, being compassionate, social harmony and global  sustainability  being some of them. The responsibility of a peacemaker is to settle differences through compromise and negotiation before they erupt into violence. Conflicting views do not have to bring about fighting. War is an irreversible solution to a problem. War is never an appropriate solution to resolve a conflict. In order to bring about the event of peace, Global Community is offering other good organizations around the world to work together to bring warring parties to peace.

    Peace in the world and the survival and protection of all life on our planet go hand-in-hand. Asking for peace in the world means doing whatever is necessary to protect life on our planet. Protecting life implies bringing about the event of peace in the world. Let our time be a time remembered for a new respect for life, our determination to achieve sustainability, and our need for global justice and peace.

    From now on, building global communities for peace require understanding of global problems this generation is facing. There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, unemployment, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities that will manage themselves with the understanding of those problems. All aspects are interrelated: global peace, global sustainability, global rights and the environment. The jobless is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the jobless. In reality, all concerns are interrelated because the ecology of the planet has no boundaries. Obviously, as soon as our environment is destroyed or polluted beyond repair, human suffering is next.

    Our goal for peace in the world can only be reached by resolving global problems. Those problems have brought up a planetary state of emergency. In view of the planetary state of emergency, shown and declared by Global Community , we all must change, we must do things differently to give life on Earth a better survival chance and bring about the event of peace amongst us all.

    Our first objective was to find statements from all religions, all faiths, that promote ethical and moral responsibility to life and a responsible Earth management. This was assumed to work well within the context of the global civilization of the 3rd Millennium and after defining Global Community criteria of symbiotical relationships. In this context, we have defined that any symbiotical relationship is for the good of all. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. Symbiotical relationships are needed today for the long term future of humanity, for the protection of life on our planet, and to bring about the event of peace amongst us all.

    The fundamental criteria of any symbiotical relationship is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development and a more stable and inclusive global economy.

    Religious rituals now support the conservation efforts and play a central role in governing the sustainable use of the natural environment.



    The Global Movement to Help, an initiative of Global Community and of the Federation of Global Governments, is now applying more emphasis on the urgent need from the people of all nations to give everyone essential services. The urgent need to give all Global Citizens essential services was made obvious in the past few years after the occurrence of natural disasters, and the global destruction created by the military. The very first step of the Federation, and maybe the only one for several decades ahead of us, is the approval of essential services amongst the participating member nations. To that effect, new global ministries will be established to guide us onto the path of global sustainability. Through these new global ministries, we want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region. Be compassionate.

    Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation. The GPA will train and lead a global force, bypassing traditional peacekeeping and military bodies such as the United Nations and NATO. The GPA is a short term solution, an immediate and efficient response to help.

    There are also long term solutions. The most important long term solution to saving humanity from extinction is also the acceptance of the Scale of Global Rights as the guiding principle to govern a nation. The Scale is also the fundamental guide to Global Law. Global Law includes legislation covering all essential aspects of human activities.

    The GPA will enforce the law. And that is the most urgent, critical and vital long term solution to the planetary state of emergency. And that is also how we can solve the global problems facing this generation, thus largely improving the quality of life of the next generations, and that is how we will bring about the event of peace amongst us all.

    Global Justice for all Life Day

    The Global Justice for all Life Day is on October 29 of each year. It is a time to get together and promote Justice for all life on our planet.

    The Global Justice Movement has many inter-related components: monetary, social, economic, environmental, democracy, and peace. The Global Justice Movement promotes new thinking to benefit all economies and societies – the true, fair, democratic and efficient solution to poverty. Global Community has the productive resources to eliminate poverty and injustice. Humanity is now in the process of developing the democratic and transparent communications infrastructure which can bring this about.Global Community Earth Government  and the Global Parliament Constitution

    Our approach transcends left-wing/right-wing designations. We see both conventional capitalism and socialism as being two arms of a philosophy which concentrate power in an elite, to the detriment of society as a whole. Reforming the current money system, to empower each and every person, is a first step for justice.

    The Global Justice Movement stands for:

    1.     Each person has the right to have warmth, clean air, clean water, food and housing, along with access to a quality health and educational system.

    2.     Every person should be respected, equal, free and able to choose their own destiny.

    3.     Everyone should be able to fulfill their full emotional, intellectual and spiritual potential.

    4.     Every person must respect the rest of creation and take responsibility for preserving the environment including the fauna and flora, all of which are interdependent and share a divine origin with humanity.

    5.     The inalienable rights of the individual include the rights of life, liberty, access to productive property, truly free markets, and equal justice before the law.

    6.     Global Economic System that is fair for all.

    7.     It is the duty of democratic government to secure the results the people want from the transparent management of their public affairs, as far as such results do not infringe on the rights of the individual.

    8.     The Global Peace Movement Global Community Global Peace Movement is about educating ourselves to engage in personal diplomacy in another country. We are given opportunities to meet and listen to some of the leading authorities on such subjects as humanitarian and volunteerism, education, politics, historical, social and cultural perspectives, conflict management, teamwork, world affairs, community involvement, and religion.

    9.     Global Justice for all Life on the planet and it is about:

    *     establishing respect for human and Earth rights;

    *     implementing a global regulatory framework for capitals and corporations that emphasizes global corporate ethics, corporate social responsibility, protection of human and Earth rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects;

    *     establishing freshwater and clean air as primordial human rights;

    *     practicing tolerance and living together in peace and harmony with one another as neighbours;

    *     promoting the economic and social advancement of all peoples;

    *     maintaining peace and security in the world by using negotiations and peaceful means;

    *     finding unity in diversity with all Life;

    *     establishing the respect for the life-support system of the planet;

    *     keeping Earth healthy, productive and hospitable for all people and living things, and

    *     applying the principle that when there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss.

    Global Community has shown that corporate-style globalization that ignores the needs of the poor and the environment will no longer be tolerated. Global Community is joining students, environmentalists, people of faith, human rights activists, and others, in the global struggle against corporate globalization being fought in cities and towns across the world.

    We works on issues of global economic and social justice and sustainability. We believe another world is possible and necessary. We envision a world free of corporate domination and crushing debt, particularly in communities of color. We act to expose and change the institutionalized violence wrought by international financial and trade institutions such as the World Bank, International Monetary Fund, and World Trade Organization.

    Cancel all impoverished country debt to the World Bank and IMF, using the institutions' own resources.

    End all World Bank and IMF policies that hinder people's access to food, clean water, shelter, health care, education, and right to organize. (Such "structural adjustment" policies include user fees, privatization, and so-called economic austerity programs).

    Stop all World Bank support for socially and environmentally destructive projects such as oil, gas, and mining activities, and all support for projects such as dams that include forced relocation of people.

    We are committed to nonviolence and recognizes militarism as a tool used by the global corporate elite to keep money flowing to the privileged few while restricting the rights of people worldwide. We oppose corporate practice which places short-term profits ahead of human dignity, sustainable development and a healthy earth. We stand for the globalization of our rights to speech, thought, religion, assembly, a clean environment, self-determination, freedom from fear and persecution and freedom from poverty.

    We stand for the rights of women, children, elderly, affordable health care, strong labor rights and social and economic policies that put people and the environment before profits. We are opposed to the globalization of greed and obscene concentrations of wealth -- we say that another world is possible and necessary.

    Global Community is a non-hierarchical nonviolent organization of individuals and organizations that promotes the arts, conducts workshops, facilitates nonviolent direct actions, educates, organizes, campaigns, empowers, and aims to rip injustice from its roots.
