Achievements

From 1985 to 1998, I developed and defined global concepts such as 'Global Community', 'Global Dialogue', 'Global Parliament', 'Global Constitution', 'Global Law', 'Politics and Justice without borders', 'Global Ethics', 'Global Ministries', 'Global Rights', and the 'Scale of Human and Earth Rights' which, later on, I named the 'Scale of Global Rights'. Established a Global Dialogue between people, businesses, communities and nation governments. The global concepts are concerned about:

A)     humanity resolving global problems in a peaceful way for the benefit of all Peoples and Life on Earth;
B)     promoting Peace in the world through dialogue;
C)     finding sound and equitable solutions to local and global problems; and
D)     helping humanity survive this Century, taking along and protecting as much as possible other lifeforms.

Measured environmental, social and economic indicators to evaluate global societal sustainability.

Developed policies, strategies and legislative documents for the Earth Community Organization (ECO), the Global Community.

Proposed to the United Nations (U.N.)  a federation of all Nations, Earth Government, and the Global Constitution, a governing body based on democracy for all Peoples on Earth.

Established the process to obtain the ECO Award, Global Citizenship, and the Certified Corporate Global Community Citizenship (CCGCC). Global Community WebNet Ltd., a federal corporation of Canada, was the first corporation on Earth to qualify and obtain the the CCGCC, and is a unique way to show the world that our ways of doing business are best for the Global Community.

And I conducted the research and development of humanity's new vision which is about living a life and seeing the world through the:

A)     Global Community ethics to live by for life's survival on our planet. Humanity urgently wants social and ecological reforms, as well as a spiritual renewal to add trust, meaning, standards and practical guidelines to this new quest for survival. The ethics give humanity the moral foundation for a better individual and community. Global Community ethics offer a new global order away from despair and social chaos, and fundamental moral behaviors and irrevocable standards. You need not be religious to make this vision yours. This vision is for all human beings, for everyone to embrace freely, and live a life without fear regardless of their social origin, language, culture, sex, skin color or religion.
B)     Diplomatic and peaceful settling of disputes and conflicts between Peoples and nations;
C)     Earth Court of Justice and the Global Judiciary;
D)     Scale of Human and Earth Rights;
E)     Politics and Justice without borders;
F)     Life is protected by Global Law;
G)     Global Citizens Rights, Responsibility and Accountability Act;
H)     Statement of Rights, Responsibilities and Accountabilities of a Person and the Global Community;
I)     Building of global symbiotical relationships between people, institutions, cities, provinces and nations of the world;
J)     Global Parliament;
K)     Global Constitution;
L)     Global Protection Agency (GPA); and
M)     Portal of the Global Civilization and Essential Services to all Peoples.

World Congress on Managing and Measuring Sustainable Development


Year 1998 has been a very successfull year for the Global Community. One of the most important factors in our lives is the inter-connection we have to others, to other countries. Through these connections we will be able to create changes for good on a global scale. We must now all become linked to others in faraway places on a much deeper level if we are to work together to keep our planet healthy,  productive and hospitable for all people and living things.
As your awareness of this global need deepens you will want to join with others to see that good changes happen.

We have promoted several of the objectives defined in our Constitution.
Promoting Global Community objectives and charitable services including:
1.  Research and development of indicators and scale of values for assessment.
2.  Preparation, design of brochures and letters.
3.  Assistance to people in need.
4.  Creation of a worldwide network: the Global Community WebNet.
5.  Activities to help relieve poverty.
6.  The promotion of sustainable development.
7.  The organizion of the World Congress on Managing and Measuring Sustainable Development
     to be held in August 17-22, 2000.
 

We are very proud to say that our Financial Statements show no losses. We were diligent.

Year 1999 is a challenge we accept through the World Congress. It is a new, unique Global Dialogue on the measurement and  management of global changes and sustainable development  with respect to four levels of concern: environment, people, economic development, and availability of resources for the benefit of the Global Community. A sound working balance amongst the interactions has to be found to ensure a sustainable  future for Earth.

The World Congress is also unique because  it will provide sound management policy solutions to the Global Community. It is a grassroots process involving everyone as part of the Global Community.

New standards, goals and objectives have to be defined. Firm universal guidelines are essential for keeping the world healthy. Already we notice new ways of thinking being embraced, new behaviors and attitudes adopted. Sound solutions to all our problems will have to be researched, developed and made available to everyone on the Internet. This is la raison d’être  of our Global Community.

To establish the scale of values (as explained in the Invitation previously sent to you), your abstracts and Papers should indicate what is very important to ensure a sound future for Earth, what is important, what is not so important, and what should be let go. An easily workable scale of values is needed to evaluate indicators and sustainable development, and to establish a universal benchmark, which people may employ everywhere.

Your field of interest will have been thought through on four (4) levels (see file previously sent on ISSUES):

1.  How does it affect the lives of people?
2.  How does it impact upon the availability of  resources?
3.  What will it do to the environment?
4.  How will economic development be affected?

We must be ready to abandon traditional ways of dealing with things to achieve a sustainable future. Getting rich at the expense of everything else is no longer the acceptable way to go. Over the decades, projects which ignored everything except their own interests have a history of failure and human misery. If possible try to show how your field of interest influences all four areas and could develop positive policies (workable sound solutions) to submit to the Global Community. Your Paper will likely be followed by discussion as delegates seek ideas they can use in their own countries.

Earth Government promotes a culture based on respect and care for the Global Community of Life. We are building democratic societies that are just, participatory, sustainable, and peaceful to:

a. Ensure that communities at all levels guarantee human and Earth rights and fundamental freedoms and provide everyone an opportunity to realize his or her full potential.
b. Promote social and economic justice, enabling all to achieve a secure and meaningful livelihood that is ecologically responsible.
c. Educate children to understand a broad panorama of human truths ~ all those universal needs and rights every one shares.
d. Establish the Scale of Human and Earth Rights has an inner truth and the benchmark of the millennium in how we see all values. The Earth Court of Justice will bring security, Peace and Justice for all. We will no longer fear the unknown as Justice is for everyone and is everywhere, a universal constant.

We will secure Earth's bounty and beauty for present and future generations as we

a. Recognize that the freedom of action of each generation is qualified by the needs of future generations.
b. Transmit to future generations values, traditions, and institutions that support the long-term flourishing of Earth's human and ecological communities.

Earth Government is inviting you to participate in the formation of global symbiotical relationships between communities, nations, businesses, or a combination of them. Symbiotical relationships are needed today and for the long term future of humanity. This can be accomplished through the formation of global ministries. We are also proposing the formation of a political symbiotical relationship between state and the global civil society. A similar relationship already exists between the Interim Earth Government and every member of the Earth Government, also known as the human family, the global civil society.

Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill its goals? The Charter of the Earth Government describes the values to achieve these goals. They require the establishment of global community ethics, mutual respect, respect for life, basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability.

Other symbiotical relationships may be based on common concerns and issues such as the environment, peace, women's rights, human and Earth rights, and many more. There is a whole spectrum of symbiotical relationships.



A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO. The WTO is about a trade partnership between nations. On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved. The fundamental criteria is that a relationship is created for the good of all nations participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development.

The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis of the relationship gives more importance to the other aspects such as quality of life, justice, peace, spiritual freedom, security, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of the Earth Government into our ways of life, and many other important aspects as described in the global ministries (agriculture, energy, trade, resources, etc.).

Perhaps the most important and urgent change to be made in our ways of life is the acceptance of the Scale of Human and Earth Rights. There are signals everywhere to indicate the need for the change. The out of control of our population growth is certainly a strong signal, and so is global warming.

Earth Government has formally asked the United Nations to replace the Universal Declaration of Human Rights by the social scale of values, the Scale of Human and Earth Rights. Over the past several years, several press releases by Earth Government were made to that effect.

Today we are asking the Canadian Government to set a record by replacing the Canadian Charter of Rights and Freedoms by the Scale of Human and Earth Rights.

Earth Government is asking the Canadian Government to conduct a research project that would aim at showing how the Articles of the Canadian Charter of Rights and Freedoms fit onto the Scale of Human and Earth Rights. We are showing here a similar work done with the Universal Declaration of Human Rights.

Furthermore, Earth Government is asking the Highest Courts in Canada to research all cases prosecuted by the Courts and the decisions made by the judges, and fit their decisions onto the Scale of Human and Earth Rights. The reason for such research would show how and why a decision made by a Higher Court is fair or not, and base on what principles and values such as those of the Scale and of the Charter of Earth Government. Certainly decisions must be based on values! How can a decision be made without the Scale and at the same time be fair? How can a Judge make a decision on a case that involves several social issues? A scale of social values is needed to discriminate between right and wrong. Perhaps it is time now to review all such cases in the light of the Scale of Human and Earth Rights and the Charter of Earth Government.

Over the past several decades humanity has better itself through the acceptance of the Universal Declaration of Human Rights by most nations. But now is time to leave it behind and reach to our next step, that is a scale of social values, the Scale of Human and Earth Rights and the Statement of Rights and Responsibilities.

As a first step Earth Government researched and developed the Universal Declaration of Human and Earth Rights to complement for the deficiencies of the Universal Declaration of Human Rights. But it was found to be a useless exercise of adding new statements to the Declaration.

Instead, and truly this is the new way of the future, Earth Government researched and developed the statement of rights and responsibilities of a person and of belonging to 'a global community' and to 'The Global Community', the Earth Community, the human family, Earth Government. This was not, at first, meant to replace the Universal Declaration of Human and Earth Rights developed by Earth Government. But the Declaration becomes redundant. Only the statement was necessary. Even the Universal Declaration of Human Rights becomes redundant as it is implicitly included in the Statement of Rights and Responsibilities of a person and of belonging to 'a global community' and to 'The Global Community'. There are a lot more rights and responsibilites found in the Statement than in the Declaration.

Earth Government wants to help businesses to be active corporate members of The Global Community, the human family, the Earth Community, Earth Government. You may be eligible to become a citizen of The Global Community. A typical global community may be what a group of people, together, wants it to be. It can be a group of people with the same values. It can be a group of people with the same cultural background, or the same religious background. The people making a global community may be living in many different locations on the planet. With today's communications it is easy to group people in this fashion. It can be a village, or two villages together where people have decided to unite as one global community. The two villages may be found in different parts of the world. It can be a town, a city, or a nation. It can be two or more nations together. A global community could be a group of Africans, maybe NGOs, or maybe businesses, in one(or several) of the nations of Africa, who decided to unite with another group(s), or businesses, situated in Canada, or elsewhere in the world. Together they can grow as a global community and be strong and healthy.

Global warming is the highest threat to Earth security and is everyone's business. Terrorism was, and still is, a problem humanity needed to tackle head-on and resolve the best we could, but global warming is by far the greatest threat to security of all people on Earth and to life itself. We have never tackle the problem head-on. We played around the problem and its solution. We know the solution to the problem of global warming, we know what we need to do to make this generation and future generations safe and secure, but we just never do what we really have to do to resolve the problem. The biggest problem is that Canadians and Americans are getting too proud about things that are completely unimportant and missing out on the things that are truly important, and we have been left behind by most other nations on those things that are truly important for the generations to come and to life itself. I advise you to get acquainted with the Scale of Human and Earth Rights and with the Statement of Rights and Responsibilities in this Newsletter. Earth Government is asking North Americans and everyone else on Earth to tackle the problem head-on. We must solve the problem we have with global warming.

Oil companies are responsible and accountable of their products from beginning to end. The 'end' for an oil company does not end at the gas pump where a consumer buy your refine products. No! The end for you goes all the way to global warming, to pollution of the environment, to the destruction of the global life-support systems, to taking away lives of future generations, to the destruction of life on Earth. Very much so!

Earth Government proposes to ask you to pay a global tax on your products. The tax would be high enough to discourage consumers from buying your products and force you to use viable alternatives. The Governments of the United States and Canada should put a high tax on all oil based products and their derivatives and certainly gasoline should have the highest tax possible. The tax would be a carbon tax for the environment and the global life-support systems.

A workable type of Tobin tax should also be in place as it is a powerful instrument to promote sustainable development and force shareholders in moving away from producing oil.

Earth Government also proposes to develope a method of raising global taxes, of redistributing incomes to the poorest communities, of providing debt-free technical assistance to non-industrial and developing countries to help them out of poverty and to meet environmental and social standards.

The WTO, the World Bank, the IMF, the EU and the UN are worldwide organizations that can and should be used to raise global taxes to redistribute to the poorest and developing nations.

Everyone ask how we could rid the world of weapons of mass destruction. Here is a new 'old' way to do it: trading permits. It can be done with greenhouses gases to solve the problem with global warming. What about using a similar technique to get rid of all weapons of mass destruction: nuclear, biological and chemical, and others. How many nations would be interested? The question to ask is would it work? First of all does it work for the greenhouse gases?

In connection between human well-being and a sound environment, Earth rights are ecological rights and the rights that human beings have in protecting their global life-support systems. Earth rights are those rights that demonstrate the connection between human well-being and a sound environment. They include individuals and global communities human rights and the rights to a clean environment, and participation in development decisions. We define ecological rights as those rights of the ecosystem of the Earth beyond human purpose. They are those rights that protect and preserve the ecological heritage of the Earth for future generations. The Earth Court of Justice guarantees ecological rights in its Statute. The Court guarantees also the rights to a safe environment and an environment free from environmental degradation.

You do not need to let go the citizenship you already had before. No! You can still be a citizen of any nation on Earth. But you are a better human being as you belong also to the Global Community, and you have now higher values to live a life, to sustain yourself and all life on the planet.

If men and women throughout the world had equal rights that would go a long way into decreasing world population. This is true for Western women. Western men and women get married not so much to procreate but to enjoy the companionship of the 'other', and sometimes the 'other' is a person of the same sex.

Same sex marriage works well with the above proposal of the Global Community of decreasing our overpopulated planet. Two persons with the same sex or not, a man and a woman, two men or two women can get married for a different reason than procreation. Thet may get to share a life of companionship together, and they may include adopted children in their symbiotical relationship.

Let us see a few different scenarios. For Canadians this time.

They both say:

Small events today can have huge global consequences that can change the flora and fauna of the whole world. Some people at least are bothered now by global warming, the burning of the Earth's Oxygen, and know that nothing can ever be the same again. But what is the cause of global warming? The chief cause of this warming is thought to be the burning of fossil fuels, such as coal, oil, and natural gas, which releases into the atmosphere carbon dioxide and other substances known as greenhouse gases. As the atmosphere becomes richer in these gases, it becomes a better insulator, retaining more of the heat provided to the planet by the Sun. The burning of fossil fuels requires three basic elements: the fuel, Oxygen and a spark to start the fire or burning. In our car engine the fuel is gasoline, Oxygen is in the air we breathe, and a spark-plug keeps the burning going. In actuality everytime we drive our car we are impacting three global life-support systems: the climate of the Earth, the global warming of the Earth's atmosphere, and we are depleting the air we breathe of its Oxygen.

No society has ever experienced the full range of enormity of which the Earth is capable. Two and a half billion years ago the composition of the Earth's atmosphere changed completely as free Oxygen gas was introduced for the first time from the new organisms that practiced photosynthesis. Over the lifetime of the planet, continents have moved right across the surface of the globe, splitting and rejoining, floating like froth on the hot rock of the mantle beneath. There has already been at least a half dozen climate changes over the planet causing the entire fauna of the world to be transformed. The latest one was a small climate change and yet it wiped out the dinosaurs.

By far the largest Oxygen-burning products are petroleum products. All petroleum products burn Oxygen. When you drive your car to work or to do anything at all, you burn Oxygen, and Oxygen is the product of life. As a member of the human family you are committing suicide, and you are taking all life with you on you destructive path. Your children will be out of Oxygen sometimes in the future. At the rate we are burning Oxygen it wont be long!

Protection of the global life-support systems

Losses of biomass through deforestation and the cutting down of tropical forests put our supply of oxygen (O2) gas at risk. The Earth's forests did not use to play a dominant role in maintaining O2 reserves because they consume just as much of this gas as they produce. Today forests are being destroy at an astronomical rate. No O2 is created after a forest is put down, and more CO2 is produced in the process. In the tropics, ants, termites, bacteria, and fungi eat nearly the entire photosynthetic O2 product. Only a tiny fraction of the organic matter they produce accumulates in swamps and soils or is carried down the rivers for burial on the sea floor. The O2 content of our atmosphere is slowly declining. The content of the atmosphere decreased at an average annual rate of 2 parts per million. The atmosphere contains 210,000 parts per million. Combustion of fossil fuels destroys O2. For each 100 atoms of fossil-fuel carbon burned, about 140 molecules of O2 are consumed.

Scientists will need to become more involved in assessing the viability of response options aimed at storing excess carbon in terrestrial or ocean systems. Land use changes from agricultural to forest ecosystems can help to remove carbon from the atmosphere at rates of 2 to 20 tonnes of carbon per hectare per year for periods of 50 years or more, until a new ecosystem equilibrium is reached. Similarly, soil conservation practices can help build up carbon reservoirs in forest and agricultural soils. Proposals to extract CO2 from smoke stacks and dispose of it in liquid form in underground reservoirs or deep oceans also need careful evaluation in terms of long-term feedbacks, effectiveness and environmental acceptability. However, much remains to be learned about the biological and physical processes by which terrestial and ocean systems can act as sinks and permanent reservoirs for carbon.

The Global Community can contribute in evaluating options and strategies for adapting to climate change as it occurs, and in identifying human activities that are even now maladapted to climate. There are two fundamental types of response to the risks of climate change:

1.       reducing the rate and magnitudes of change through mitigating the causes, and
2.       reducing the harmful consequences through anticipatory adaptation.


Mitigating the causes of global warming implies limiting the rates and magnitudes of increase in atmospheric concentrations of greenhouse gases, either by reducing emissions or by increasing sinks for atmospheric CO2. Reducing the harmful consequences can be achieved by co-operating together with the global ministries on climate change and emergencies. The Global Community has created the global ministries to help humanity be prepared to fight the harmful consequences of a global warming through anticipatory adaptation. The global ministries on climate change and emergencies are now operating. The ministries have developed:
1. policy response to the consequences of the global warming, and
2. strategies to adapt to the consequences of the unavoidable climate change.
The Global Community also proposes that all nations of the world promote the Scale of Human and Earth Rights and the criteria to obtain the Global Community Citizenship. Every global community citizen lives a life with the higher values described in the Scale and the criteria. Global community citizens are good members of the human family. Most global problems, including global warming and world overpopulation, can be managed through acceptance of the Scale and the criteria.

We need to improve on our ability to:

*       predict future anthropogenic emissions of greenhouse gases. While demographic, technological and economic factors are in many respects inherently speculative, better observations and understanding of the processes by which human activities directly or indirectly contribute to emissions are clearly required. These in particular include emissions from deforestation and agricultural activities;
*       obtain more data on the effect of human emissions on atmospheric concentrations of greenhouse gases. Not only do we need to reduce the uncertainties about past and current sinks for emitted greenhouse gases, but we need to better understand and quantify the long term feedbacks such as CO2 fertilization and physical and biological response to climate change if we expect to improve our confidence in projections of future concentrations.
*       measure direct and indirect effects of radiative forcing of greenhouse gases and aerosols.
*       measure climate sensitivity to changes in radiative forcing.
*       measure the response to climate change of biological and physical processes with the terrestrial and ocean systems
*       obtain an early detection of the signal of human interference with the climate system against the change caused by natural forces or internal system noise is important in fostering timely and responsible coping actions.
*       develop actions to limit emissions of greenhouse gases and prepare to adapt to climate change. However, stabilizing greenhouse gas emissions will not stabilize greenhouse gas concentrations and climate but only slow down the rates of change.
*       live with the facts that climate change is unavoidable, atmospheric greenhouse gas concentrations are already signficantly higher than pre-industrial levels, and that aggressive efforts to reduce their anthropogenic emission sources would only slow down the growth in their concentrations, not stop it. Therefore, policy response to this issue must also include strategies to adapt to the consequences of unavoidable climate change.

Comprehensive population policies are an essential element in a world development strategy that combines access to reproductive health services, to education and economic opportunities, to improved energy and natural resource technologies, and to healthyer models of consumption and the "good life."

Policies to decrease world population:
  • delay reproduction until later in life
    Delaying reproduction is important in influencing population growth rates. Over a period of 60 years, if people delay reproduction until they are 30 years old, you would have only two generations, while if you do not delay reproduction you would have three generations (one generation every 20 years).
  • spread your children farther apart
  • to have fewer children overall
  • government commitment to decreasing population growth
    Create policies that help decreasing the number of children being born. Policies such as income tax deductions for dependent children and maternity and paternity leaves are essentially pronatalist and should be eliminated.
  • programs that are locally designed and that include information on family planning and access to contraceptives
  • educational programs that emphasize the connection between family planning and social good
  • The vast disparities in reproductive health worldwide and the greater vulnerability of the poor to reproductive risk point to several steps all governments can take, with the support of other sectors, to improve the health of women and their families:

    • Give women more life choices. The low social and economic status of women and girls sets the stage for poor reproductive health

    • Invest in reproductive health care

    • Encourage delays in the onset of sexual activity and first births

    • Help couples prevent and manage unwanted childbearing

    • Ensure universal access to maternal health care

    • Support new reproductive health technologies

    • Increase efforts to address the HIV pandemic

    • Involve communities in evaluating and implementing programs

    • Develop partnerships with the private sector, policymakers and aid donors to broaden support for reproductive health


    • Measure Progress

    More and more young people on every continent want to start bearing children later in life and to have smaller families than at any time in history. Likewise, in greater proportions than ever, women and girls in particular want to go to school and to college, and they want to find fulfilling and well-paid employment. Helping people in every country obtain the information and services they need to put these ambitions into effect is all that can be done, and all that needs to be done, to bring world population growth to a stable landing in the new century.

    The recent natural disaster in Southeast Asia and eastern Africa have shown how vulnerable we are and how powerful Nature can be. More than 130,000 dead from the earthquake and tsunamis. Up to 5 million people around the tsunami-struck Indian Ocean are now struggling for access to drinking water, shelter, food and health care.

    The following are some facts about tsunamis.

    A tsunami is an ocean wave, or a series of waves, caused by a rapid large-scale physical disturbance in the ocean such as an earthquake, a volcanic eruption, a landslide, an undersea slump or a meteor impact. The waves radiate outward in all directions from the disturbance and can propagate across entire ocean basins. In less than 24 hours, a tsunami can cross the entire Pacific Ocean.

    Persons caught in the path of a tsunami are at extreme risk from being crushed or struck by debris, or drowning. Children and the elderly are particularly at risk, as they often have less mobility, strength and endurance. Residents are advised to seek higher ground or travel inland to get out of the tsunami’s path.

    Friends and family desperate to learn the fate of loved ones thousands of miles away in South Asia are turning to the Internet to plead for news of those who survived the weekend's tsunami disaster — and who didn't. In some cases, the Web can bring good news. The Global Community website is a good resources centre and a source of help for all.     The Global Constitution


    The Global Community Parliament (GCP) has developed a strategy for implementing the area of freedom, security and justice without borders. This strategy along with the Criteria for Global Citizenship and the Charter of the Global Community will be integrated into the Global Constitution. More development will be published in the coming months. The Global Community Parliament's Constitutional Affairs Committee will have a first draft of the Global Constitution by August 2005 and a final document by August 2006. Participate now!

The Global Community Parliament (GCP) has developed a strategy for implementing the area of freedom, security and justice without borders. This strategy along with the Criteria for Global Citizenship and the Charter of the Global Community will be integrated into the Global Constitution. More development will be published in the coming months.

    The joint efforts of progressive people all over the world, whether from politics, trades unions, businesses or NGOs, are needed more than ever to ensure that global policies and institutions become more effective in managing globalisation for the benefit of everyone. The opinion of every Global Community citizen is important.

    Human and Earth Rights


    The Scale of Human and Earth Rights contains six (6) sections. Section 1 has more importance than all other sections below, and so on.

    Concerning Sections 1, 2, and 3, it shall be Earth Government highest priority to guarantee these rights to Member Nations and to have proper lesgislation and implement and enforce global law as described in the Global Constitution.

    After a thorough investigation conducted over a period of several years of the:

    *     Universal Declaration of Human Rights, and
    *     Charters of many national governments,
    and comparing them with the six (6) Sections of the Scale of Human and Earth Rights,

    it was made clear how little importance was given to Sections 1, 2, 3, and 4 of the Scale of Human and Earth Rights.

    Historically, the Universal Declaration was developed right after WWII, a time when Peoples all over the world had a strong need for human dignity and compassion. And it was on December 10, 1948 that the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights. In the agreement, all aspects of our lives were given equal importance. That was wrong! Nowhere in Nature do we see such statement being the truth. Certainly, the rights to security, breathing clean air and drinking fresh water are more important than the rights to destroy our forests, of producing and manufacturing products harmful to consumers, to all Life, of allowing world population to increase without thoughtful control, and of keeping and building up weapons of mass destruction. Today, Peoples still have a need for human dignity and compassion, but now we are facing a situation where the survival of Life on the planet was critically endangered. The United Nations (UN) no longer protect the most important rights.

    Results from the investigation have made clear how urgent it was to replace both the Universal Declaration of Human Rights and Charters from all nations by the Scale of Human and Earth Rights. These results imply that the UN does not have the power to do anything to help humanity and all Life. The UN is clogged by its own Constitution and thoughtless leadership. The best ever thing the UN could do for humanity would be that during a General Assembly they would have a motion on the floor asking for the:
    *     immediate disintegration of the UN organization, and
    *     formation of the federation of all nations, Earth Government, and acceptance of its Global Constitution.
    This would have the effect of telling the few most powerful nations of this world to take a 'democratic seat' like all Member Nations. And Earth Government would have the power it needs to do good for all Peoples, and all Life, not just to satisfy the 'needs of the most powerful nations'.


    Section  1.    Ecological rights and the protection of the global life-support systems

    Section  2.    Primordial human rights
    • safety and security
    • have shelter
    • 'clean' energy
    • a 'clean' and healthy environment
    • drink fresh water
    • breath clean air
    • eat a balance diet and
    • basic clothing.

    Section  3.    The ecological rights, the protection of the global life-support systems and the primordial human rights of future generations

    Concerning Sections 4, 5 and 6, it shall be the aim of Earth Government to secure these other rights for all global citizens within the federation of all nations, but without immediate guarantee of universal achievement and enforcement. These rights are defined as Directive Principles, obligating the Earth Government to pursue every reasonable means for universal realization and implementation.

    Section  4.    Community rights and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically

    Section  5.    Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)

    Section  6.    Cultural rights and religious rights


    Decisions made by Earth Government Bodies and Institutions, including Global Parliament, the Earth Executive Council, and the Earth Court of Justice, are all subjected to Earth Government "Beliefs, Values, Principles and Aspirations" described in the Preamble of the Global Constitution, in Chapters 1 to 10 inclusive, and in the Scale of Human and Earth Rights. Sections 1, 2 and 3, of the Scale can give a sense of direction and priority to Member Nations of Earth Government.

    The Institute on World Problems is an organizer of sessions of the Provisional World Parliament, in conformance with the Constitution for the Federation of Earth, and in cooperation with the World Constitution & Parliament Association (WCPA).

    INSTITUTE ON WORLD PROBLEMS SEMINAR
    MAY 6, 7, and 8, 2005, in Tepotzlan, Mexico


    Conducted by: Dr. T. P. Amerasinghe (Sri Lanka), Sir Dr. Reinhart Ruge (Mexico), Ms. Eugenia Almand (USA), and Dr. Glen T. Martin (USA)

    Focus: The global problems of environmental destruction, militarism, imperialism, terrorism, poverty, and lost of forests, loss of agricultural lands, and loss of fresh water for the Earth. The seminar focus was on the interrelation of these issues and their solution under the democratic world government. It will review the accomplishments of the emerging Earth Federation and ask "where to we go from here?"

    The Global Community Parliament's Constitutional Affairs Committee welcomes members from the Institute on World Problems, the Provisional World Parliament, the Federation of Earth, and the World Constitution & Parliament Association (WCPA). They are now part of our newly formed Board of Advisers working on the Global Constitution. We will show unity in diversity by co-operating together. Along with other organizations, the Global Community Earth Government has the mandate to develop the most appropriate Constitution for Earth. Our results will be submitted to the Provisional World Parliament and to the coming Session of the World Constituent Assembly. We urge our membership and readers to submit pertinent articles, amendments, and proposals to the Global Community Parliament's Constitutional Affairs Committee. Work with us in developing legislation. Your participation will be added to the Proceedings of Global Dialogue 2005 and to the report to be submitted to the Institute on World Problems and the Federation of Earth.     The Interim Earth Government


    The Interim Earth Government has had a quiet beginning in 1988. It was formed at the same time as the Global Community Organization. They were both discussed again in a report on global changes published in 1990. The report contained 450 policies (workable sound solutions) on global sustainable development, and was presented to the United Nations, the Government of Canada, the provincial government of Alberta and several non-profit organizations and scientists.
