‘Caring for Life and Earth’

A typical global community may be what a group of people, together, wants it to be. It can be a group of people with the same values. It can be a group
of people with the same cultural background, or the same religious background.
Or it can be people with different values, cultural background or religious values and beliefs.
The people making a global community may be living in
many different locations on the planet. With today's communications it is easy to group people in this fashion.
It can be a village, or two villages together where people have decided to unite
as one global community. The two villages may be found in different parts of the world. It can be a town, a city, or a nation. It can be two or more nations together.
A global community could be a group of Africans, maybe NGOs, or maybe businesses, in one(or several) of the nations of Africa, who decided to unite with another group(s), or businesses, situated in Canada, or elsewhere in the world. Together they can grow as a global community and
be strong and healthy.
A global symbiotical relationship between two or more nations, or between two or more global communities, can have trade as the major aspect of the relationship or it can have as many other aspects as agreed
by the people involved. The fundamental criteria is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all life on
Earth. The relationship allows a global equitable and peaceful development.
The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the
relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis
of the relationship should give more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of
the Scale of Human and Earth Rights and the Charter of the Earth Community into our ways of life, justice, peace, cultural and spiritual freedom, security, and many other important aspects as
described in the global ministries (health, agriculture, energy, trade, resources, etc.).
To become a member of the Global Community you can be:
* a global community
* a town, city or province
* a state or a nation
* a business
* an NGO
* a group of people who decided to unite for the better of everyone participating in the relationship
* an international organization
Any of these groups can formed together a global symbiotical relationship.
The Global Community has begun to establish the existence of the New Age Civilization of the 3rd Millennium, the age of symbiotical relationships and global cooperation. An
economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political,
religious, and personal) may be created all over the world between communities, nations, and between people themselves. There has always been symbiotical
relationships in Nature, and between Souls and the matter of the universe to help creating Earth and life on Earth to better serve God.
Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour.
The question is how can we improve the political symbiotical relationship to fulfill its goals? The Charter of the Earth Community promotes the values
to achieve its goals. These goals require the promoting and establishment of: global community ethics, mutual respect, respect for life, basic liberties,
justice and equity, caring for the 'other', integrity, responsibility and accountability.
Other symbiotical relationships may be based on common concerns and issues such as: the environment, peace, justice, women's rights,
human and Earth rights, and many more. There is a whole spectrum of possible symbiotical relationships.
Symbiotical relationships are needed today for the long term future of humanity and for the protection of life on Earth.
A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO.
The WTO is about a trade partnership between nations. Of course it is a bad idea to be a member of the World Trade Organization
( WTO). There are no advantages! It just does not work for anyone
except when you have an army to knock down any member who does not do your
five wishes and plus. A membership in the WTO is not needed and nations
should instead seek relationships with fewer other nations only if needed.
Certainly it is better to seek an economic relationship with another nation
we can trust than with a hundred nations we have no control on and everyone
of those nations has a say in the governing of our nation, its environment
and social structure. The WTO only offers illusions to profit the few wealthiest
people on Earth. They say "become an industrialized nation as we are".
But that is the biggest illusion of all. To become an industrialized nation
is far from being the best solution. The best way and solution for any
nation is to follow the Scale
of Human and Earth Rights. Right on top of the scale are
the ecological rights, the global life-support systems, and the primordial
human rights of this generation and of the next generations. Economic and
social rights come next and are not the most important. That makes a lot
of sense! The effect of IMF and World Bank policies in the world caused
the destruction of the economies of the poor nations (now we call them
'developing' countries). They impoverished the people by taking away basic
services and devaluating their currency. They opened up the national economy
to be ravaged by competition with richer nations. Poverty lead to other
problems causing the ecological destruction of a poor nation.
On the other hand, a global symbiotical relationship between two or more nations can
have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved.
The Global Community is inviting you to participate in the formation of global symbiotical relationships between people, institutions, cities, provinces,
communities, nations, businesses, or a combination of them. We are also
proposing the formation of a political symbiotical relationship between state and the global civil society. A similar relationship already
exists between the people of the Global Community, also known as the human family, the global civil society.
Global ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed. The Global Community has been
promoting the formation of 51 global ministries for the proper governance of Earth.
Global ministries are world wide organizations just like the WTO for trade and therefore should have the same power to rule on cases as that of the World trade
Organization (WTO).
A new symbiotical relationship between religion and the protection of the global life-support systems has begun to take place all over the world.
Religious rituals now support the conservation efforts and play a central role in governing sustainable use of the natural environment.
Major faiths are issuing declarations, advocating for new national policies, and creating educational activities in support of a sustainable global
community. The Global Community is establishing a symbiotical relationship between spirituality and science, between our heart and mind, and God, between religion and the environment.
The human family is finding its role in the universe, a higher purpose and a meaning. We now can celebrate life.
A sustainable world can be built with the help of a very powerful entity: the human spirit. Community participation generates the energy needed
to sustain the planet and all life. Religious and environmental communities have formed a powerful alliance for sustainability.
The Global Community Citizenship is given to anyone who accepts as a way of life the Criteria of the Global Community Citizenship.

1. Acceptance of the rights and responsibilities of a person belonging to 'a global community' and to 'The Global Community', the Earth Community, the human family.
That is, to take such a stand has four parts:
a) I am not just a woman, I am a person, I am citizen of a global community,
b) I am not just a man, I am a person, I am citizen of a global community,
c) We are responsible, accountable and equal persons in every way and,
d) We are citizens of The Global Community, the Earth Community, the human family.
We need to take this stand for the survival of our species.
2. Acceptance of the concept of 'a global community'. The concept of 'a global community' is part of the Glass Bubble concept of a global community. The concept was first researched and developed by the Earth Community Organization (ECO).
Then it was further researched and developed by Earth Government and results obtained were published by in February 2003 Newsletter.
We have already said that 'a global community' is not about a piece of land you acquired by force or otherwise. A typical global
community may be what a group of people, together, wants it to be. It can be a group of people with the same values. It can be a
group of people with the same cultural background, or the same religious background.
One could think of a typical global community of a million people that does not have to be bounded by a geographical or political border. It can be a million people living in many
different locations all over the world. The Global Community is thus more fluid and dynamic. The Global Community is this great, wide,
wonderful world made of all these diverse global communities. We need to let go the archaic ways of seeing a community as the street
where we live and contained by a border.
The people making a global community may be living in
many different locations on the planet.
It can be a village, or two villages together where people have decided to unite
as one global community. The two villages may be found in different parts of the world. It can be a town, a city, or a nation. It can be two or more nations together.
3. Acceptance of the Scale of Human and Earth Rights. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale of Human and Earth Rights and the Charter of the Earth Community
were researched and developed by the Global Community to guide us in continuing this process. The Scale shows social values in order of importance and so will help us understand the rights and responsibilities of global communities.
Scale of Human and Earth Rights
* Ecological rights and the protection of the global life-support systems
* Primordial human rights
* The ecological rights, the protection of the global life-support systems and
the primordial human rights of future generations
* Community rights and the right that the greatest number of people has by virtue of its number (50% plus one) and
after voting representatives democratically
* Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)
* Cultural rights and religious rights
4. Accptance of the Charter of the Earth Community. The Charter of the Earth Community is a declaration of interdependence and responsibility and an urgent call to build a global symbiotical relationship between nations for sustainable development.
It is a commitment to Life and its evolution to bring humanity to God. Earth Community has focused people aspirations toward a unique goal: humanity survival now and
in the future along with all Life on Earth. The " Belief, Values, Principles and Aspirations of the New Age" of the Charter are closely interrelated. Together they provide a conception of sustainable development and
set forth fundamental guidelines for achieving it; they were drawn from international law, science, philosophy, religion, and they were discussed as research papers during
the global dialogues.
5. Acceptance of your birth right of electing a democratic government to manage Earth. The political system of an individual country does not have to be a democracy. Political rights of a country belong to that country alone. Democracy is not to be enforced
by anyone and to anyone or to any global community. Every global community can and should choose the political system of their choice with the understanding of the importance of
such a right on the Scale of Human and Earth Rights. On the other hand, representatives to Earth Government must be elected democratically in every part of the world. An individual country may
have any political system at home but the government of that country will have to ensure (and allow verification by Earth Government) that representatives to Earth
Government have been elected democratically. This way, every person in the world can claim the birth right of electing a democratic government to manage Earth: the
rights to vote and elect representatives to form Earth Government.
6. Acceptance of the Earth Court of Justice as the highest Court on Earth.
A Certified Corporate Global Community Citizenship is a unique way to show the world that your ways of doing business are best for the Global Community.
You can obtain the citizenship after accepting the Criteria of the Global Community Citizenship and following an assessment of your business. The process shown here is
now standardized to all applicants. You are
then asked to operate your business as per the values of the citizenship.
As a business you may:
a) be a corporate Knight
b) be a socially responsible investor
c) have taken the challenge of a more integrated approach to corporate responsibility by placing environmental and community-based objectives

But now we want to help you be an active corporate member of The Global Community, the human family, the Earth Community.
Apply to us to be a corporate citizen of the Global Community, the Earth Community, the human family.
You do not need to let go the citizenship you already had before. No! You can still be a citizen of any nation on Earth. But now you are
a better human being as you belong also to the Global Community, and you have now higher values to live a life, to sustain yourself and all life on the planet.
You have become a person with a heart, a mind and Soul of the same as that of the Global Community.
Once you have taken the oath you have accepted rights and responsibilities that come with the citizenship.

I would like to congratulate you on your new appointment as High Commissioner for Human Rights. The United Nations General Assembly
has approved a great new member. You succeeded Sergio Vieira de Mello, who was killed in a terrorist attack in Baghdad last August.
My condolences to the people of Rio de Janeiro for their loss. And I wish the best for this four years term.
The Office of the United Nations High Commissioner for Human Rights (OHCHR)
is to raise awareness of human rights and fundamental
freedoms and to publicize ways of promoting and protecting them at the international level. Another aim is to encourage debate
on human rights issues under discussion in United Nations bodies.
The mission of OHCHR is to protect and promote all human rights for all.
The United Nations vision is of a world in which the human rights of all are fully respected and enjoyed in conditions of global
peace. The High Commissioner works to keep that vision to the forefront through constant encouragement of the international
community and its member States to uphold universally agreed human rights standards.
It is your role to alert Governments and the world community to the daily reality that these standards are too often ignored or
unfulfilled, and to be a voice for the victims of human rights violations everywhere. It is also your role to press the international
community to take the steps that can prevent violations, including support for the right to development.
OHCHR is guided in its work by the Charter of the United Nations, the Universal Declaration of Human Rights and subsequent human rights
instruments, and the 1993 Vienna Declaration and Programme of Action. The promotion of universal ratification and implementation of human

The Global Community would really want your participation.
The Earth Court of Justice will hear cases involving crimes related to the global ministries.
It will have the power to rule on cases involving crimes related to each one of the ministries.
The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime.
You could get acquainted with this problems by reading our press release and June Newsletter.
And certainly this Newsletter will take you right to the heart of the problem.
Because the leader of the USA was responsible for not signing the Kyoto Protocol, President George W. Bush will be first to appear in Court.
The reality here is that every American is on trial here. A large majority of the consumers in USA are also responsible for producing the deadly gas causing global warming and climate change, and they are all on trial. The same goes for every person
on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying
the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life
on Earth. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge.
The invasion of Iraq is another crime against humanity. Ever September 11 the Global Community has opposed the invasion.
Americans have invaded Iraq to steal their oil and gas. Read the President's message about this issue.
Oil and gas production will only last for another 30 to 50 years. They need the fossil fuels to feed the american economy, their war industry (about 50 million Americans live
off the industry directly or indirectly). Their vision of the world is a world ending with the end of fossil fuels. Whoever will have the biggest guns
at that time will survive. America is financially bankcrupted with a national debt of over 6 trillion dollars and will never pay it back because they know it does not matter. At least it wont matter
50 years down the road. The world will be under tremendous natural and human stresses only 30 years from now. Money wont mean anything. Guns will
mean survival. That is the vision of America. It is their vision on how they want to survive and what they will do to survive.
Democracy and human rights dont mean anything unless you belong with those who have the biggest guns.
The Global Community has a different vision of the world now and 50 years from now. Our vision is very much in tune with most nations of the world.
Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid
commitment of political will from national governments and the Global Community.
Once in effect, the Earth Court of Justice will become the principal judicial organ of the Earth Community. The International Court of Justice
was found powerless and inadequate to deal with crimes other those crimes dealing with genocides. On the other hand, the Earth Court of Justice will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies.
The Court will be composed of judges elected by the Elected Representatives Council and
Earth Security Council. It may not include more than one judge of any nationality. The Members of the Court do not represent their governments but are independent magistrates. The judges must possess the qualifications required in their respective countries for appointment to the highest judicial offices, or by jurists of recognized competence in international law. The composition of the Court has also to reflect the main forms of civilization and the principal legal systems of the world.
The Earth Court of Justice will hear cases involving:
* nation states
* national political and military leaders accountable for violations of international humanitarian law
* 'core' crimes of genocide
* crimes against humanity and human rights
* war crimes
* crimes with significant impacts perpetuated against the life-support system of the planet (for instance wars and use of weapons of widespread destruction are listed under this category)
* crimes related to the relentless misuse of the Earth Resources
* environmental crimes
* social crimes as the Court may see apply
* crimes stemming from the global ministries
The Earth Court of Justice will also rule on global problems and concerns such as the creation of a new nation in the
world, and disputing territories or land between nations.
The procedure followed by the Court is defined in its Statute. The Court decides in accordance with:
* the Scale of Human and Earth Rights,
* belief, values, principles and aspirations of the New Age,
* international treaties and conventions in force,
* international custom,
* the general principles of law and,
* as subsidiary means, judicial decisions and the teachings of the most highly qualified publicists.
The Statute of the Earth Court of Justice will be established later.
The Earth Court of Justice established by the Charter of the Earth Community as the principal organ of the Earth Community
shall be constituted and shall function in accordance with the provisions of the Statute.
The Earth of Justice will handle environmental damage cause by the U.S. military action. The Earth Community has classified the damage as a criminal
liability for military personnel and/or their contractors. The war industry has become a liability to humanity.
Transnational organized crime has become so powerful that it can affect significantly the ability of governments to act. It is estimated that
about 5% of the global economy, that $1.6 trillion per year, is laundered through the international financing system. A solution to reducing
organized crime is to decriminalize drugs and put drugs under state control. Much more should be done to identify sources and target
money-laundering locations, create an international agreement to establish a registration system for major financial transactions, share
information on financial transactions, and coordinate prosecuting strategies. All banks would be required to cooperate or be frozen out
of the international system. The international body would be able to freeze criminal assets prior to conviction and the transfer of assets after conviction.

Dear fellow Canadians:
Over the past several years our research team at the Global Community Assessment Centre (GCAC) has shown over and over again that global warming is here, our climate is changing rapidly, and we need to act now. The planet
is getting warmer. Ratifying the Kyoto Protocol was only a first step to protect our global life-support systems. Much more has to be done.
To a politician, a week is a long time. To an economist, thirty years is the 'long term'. As you have seen during the federal election, politicians and economists deal only in desperately
trivial twinklings of time. To a pessimistic person, in the long run we are all dead so why bother. To a religious person, we are all here
on Earth for the glory of God but eternal life is after we passed away so why bother.
Why bother?
Why will it matter whatever we do now on Earth when eternal life is next? This is also a pessimistic view. Many people
think that way. It just seems that life is defeated before even trying to fight for our survival. Unless God gives these people new Revelations about
the worth of managing Earth than life does not stand a chance.
When we think about life on Earth we must think as a matter of course in very long periods of time.
Whatever happen in this 3rd Millennium, which we have called the New Age Civilization of the 3rd Millennium, will depend of us and to what degree we
are willing to make a difference to manage wisely Earth, our home. Will our actions be geared to survive a decade, a hundred years, a thousand years, or a
million years? If our actions were geared to survive a million years, the chances are that we would learn to master great things including harnessing the sun flare energy, interstellar travel, genetic engineering, and reajusting the planetary position of another planet in our solar system to initiate a new life on its surface.
Is it not worth to make sacrifices now?
A sound governance of the Earth is needed for the long term survival of our species. This is 'la raison d'etre' of the Earth Community Organization (ECO). ECO has proposed the creation of global
ministries to manage Earth and humanity's global problems. Security is on top of the Scale of Human and Earth Rights.
History can help us understand ourselves and what is happening to us, and our impact upon the rest of the world, only when we look at ourselves
on the grand scale of time. As members of families, we note the passing generations. Historians traditionally deal in centuries. For the most part we are
unaware of the deep rhythms that lie beneath naturally occurring events, rhythms that must be measured in millennia, or in millions of years, or in tens of millions of years. We have
a huge effect upon all life on Earth and the fabric of the planet itself yet we are vaguely aware of the rhythms. From an engineering point of view that is totally
unacceptable. If Earth was seen as a spaceship with specific life-support systems, to think of those rhythms would be of outmost importance. The knowledge and
understanding of the rhythms would determine our policies now, today. Even though our lives are so brief, a million years should be a proper unit of political time.
Politicians would become in a way engineers who can think not only a week at a time
but can also think ahead a million years. The world needs 'engineer politicians' with the highest integrity of judgment.
We all know we are rapidly wiping out our fellow species on Earth. We tend to think that this present-day destructiveness is just an anomaly
and that in the fullness of time the world will settle down again into some form that may be slightly different from the present
but nonetheless agreable. Not so! By changing the climate as we do we influence the ecology and evolution of the whole world for the rest of time.
It is important to understand that the way climate behaves, the extreme of which it is capable of, and the ways in which it can be influenced. Yet when we look
at our own history as human beings and briefly at the 100 million years or so of prehistory, we see how dangerous this complacency is, the sheer
precariousness of our existence and of all other lifeforms.
Small events today can have huge global consequences that can change the flora and fauna of the whole world. Some people at least are bothered
now by global warming and know that nothing can ever be the same again. But what is the cause of it? Just a rise in concentration of a gas
in the atmosphere that in any case is present in barely more than a trace. That is all it takes to change the climate of the world. When we
look at our own history and prehistory we see this very effect in action and the results. Without such effects, this time in reverse, that is, a loss
in greenhouse gases rather than a gain, our own species probably would not have come into existence. Earth as it stands now is a
miraculous jewel of a place, an oasis in an infinitely hostile and diverse universe, Shangrila. Nothing says that this Shangrila will ever come back again after we have destroyed it.
We are just beginning to see what a dangerous game we are playing. More specifically we begin to see how inadequate it is to think only
in short periods of time, and to be satisfied with politics and policies of economics that deal only with the here and now. Over the past several years ECO has
fought the economic systems of the world requiring that the FTAA, the EU and the WTO be governed by the Scale of Human and Earth Rights and the Charter of the Earth Community. The Scale was
designed for the survival of our species and that of other lifeforms we want to take along with us over a period of one million years.
Peace in the world is a state of being at peace within ourselves. Justice keeps us at peace. When there is no justice, human rights, peace and security are threatened and
war is often thought as the only solution. ECO believes that the United States have not accepted the principle of justice for all
in humanity. They have already objected to have their military be subjected to the international court. They want a special treatment over and above the other nations of the world. As far as they are concerned, Justice is only
for the other nations not for the US. So it is no wonder that war is at the horizon. The US can break the laws but not the other nations. There is no justice!
This means Americans dont feel at peace within themselves because they are guilty of something terrible. We all know what this is. The whole world
knows Americans have planned to invade the Middle East nations and other nations as well ever since they coerced the United Nations in
creating the State of Israel, the Jews of Israel being their Trojan Horse. Americans are invaders, nation predators, just as the British were in the past. They will
not stop at the Middle East, we all know China is their next target. If they get what they want, they will make Adolf Hitler look like a kid in the block. There will never be Peace this millennium. The September 11 event was a desperate response to this threat, and yes of trade issues as well but then
what is trade when the US military is left out of Justice? What is trade when the US military is taking over a nation's resources?
We could calculate the impact of the greenhouse gas emissions due to the invasion of Iraq by Americans.
Iraqi oil production can be as much as 3.7 million barrels/day or 1.35 billion barrels/year. The US has taken away this oil from the Iraqi
people to feed its own economy back home and the war industry (approximately 50 million Americans live off the war industry).
1.35 billion barrels x 123 kg/barrel = 0.246 trillion kg CO 2 / year
Counting 4 years of invasion so far yield 0.984 trillion kg CO 2 / year to be added to the US total of CO 2 greenhouse gas emissions:
8.130 trillion CO 2 emissions + 0.984 trillion = 9.114 trillion CO 2 emissions in year 2005
This shows that the act of plundering Irak of its resources include its gas emissions as well. Makes a lot of sense!
Iraq contains 115 trillion barrels of proven oil reserves along with 100 billion barrels in probable reserves. That will add quite a
large amount of CO 2 emissions due to the America alone. We should also add the carbon emissions and greenhouse effect that will be
created by the burning of the Iraqi natural gas. Iraq contains 110 trillion cubic feet (Tcf) of proven natural gas reserves, along with
roughly 150 Tcf in probable reserves. Iraq can possibly peak to a production of 700 billion cubic feet of natural gas per year. Now
if anyone has any doubt about why Americans have invaded Iraq... and no Americans will not give the oil back to Iraqis.

Trade has no meaning except
when the US is getting richer at the expenses of all other nations, including Canada, and at the expenses of the global life-support systems. The US is willing to disregard
global warming as 'the major threat to the world' today, to all life on Earth. The risk is insane! America has lost credibility as
a leader nation. America needs to be told with action that global warming is here and now. America needs to be told that all the
oil in the world and all the Saddam Husseins in the world don't matter if we do not protect our global life-support systems.
Fellow Canadians, we need to be tougher than we can ever be and imagine. Humanity needs a leader nation with integrity. Let us be that leader! Kyoto is only a beginning. There is a whole lot
more work to do to save humanity and all life from extinction. As far as the US are concerned they lost their mind, heart and Soul.
Dont follow into
their steps. There is a chance that they might follow into ours. As far as an action to be taken to bring America in line with the
rest of the world, close the Canadian border from coast to coast to coast to all consumer products, goods and services going back
and forth, and triple the prices of oil, natural gas, coal, electricity, wood products, food products, water being sold to America,
until they have
agreed and taken all actions to resolve the problem with global warming and peace in the world and that means no war. God hope they
do! We have a chance to be a great leader nation and as a Canadian I want us
to be even greater. God blesses us all! I prey God to give us strength.

Over its long past history trade has never evolved to require from the trading partners to become legally and morally responsible and
accountable for their products from beginning to end. At the end the product becomes a waste and it needs to be properly dispose of. Now
trade must be given a new impetus to be in line with the global concepts of the Global Community. You manufacture, produce, mine, farm or
create a product, you become legally and morally responsible and accountable of your product from beginning to end (to the point where it
actually becomes a waste; you are also responsible for the proper disposable of the waste). This product may be anything and everything from oil & gas, weapons, war products, to genetically engineered food products. All consumer products. All medicinal products! All pharmaceutical products!

It cost me to research and develop these new ideas. When will the Government of Canada and Canadian institutions (universities, research centers, etc.)
be doing the same without asking for tax dollars? How can you put a dollar value on saving humanity, all life? How can you or anyone say to all Canadians 'We get value for your money'
when what is at stake here is saving all of us, all life? Money is paper. You can print money anytime you want. But you cannot redo life on Earth.
And every time you print money you destroy a forest. Forests absorb CO2 and produce O2. Every time you print money you destroy
the global life-support systems by a small amount. How can you do that?!? When will you and the printing industry, newspaper and book publishers understand
simple survival on Earth? In just a few decades the full impact of the melting of the Artic permafrost will double the concentration of
CO2 in the troposphere so every tree count. And it has to be an undistrubed, mature tree, a tree that can produce a net sink for carbon.
I know you have never learned these basic understandings in high school but now you have been told, and you should act accordingly.

the protection of the global life-support systems comes first as the most important issue. It is more important than the health care issue as
there will be no human being around on Earth without the Oxygen in the air and with a high concentration of carbon dioxide. Beside the
problem with the health care system is that most of the money put into it pays salaries. People are asking too much money and most of time that
money is used to pollute the environment and destroy the global life-support systems.
People are just being greeded and refuse to understand simple survival on this planet. Sir, you have to hammer in the proper values and what
really has to be done to protect them from themselves. They are out of control!

A Canada where there are supports to help people balance work and family responsibilities so that all Canadians,
especially women, have the opportunity to participate fully in the workplace.
That is good! Get them out of the bedrooms. We have no need of more children. The world is overpopulated.
Do you know the impact of 6 billion people on the planet to just breating out every second? As a life-form we inhale and exhale air. That is
we burn O2 and exhale CO2. Every second! The amount is astronomical. And so is the respiration of all plants and animals
on the planet. Just astronomical! So we have no need of increasing our population. If it was about balancing the tax dollars for a better economic growth you would understand what I am
saying here. Just think of this as balancing the life equation on this planet for our survival as a species, for the survival of all life. It is a crime not to!
Use the scale of social values to guide you. Surely you have no problem understanding
that there are things more important than others. Security is more important than cultural, political or religious rights. Without security you could
not enjoy many other rights. Without a shelter you would be at the merci of the elements. Without food you would die. What I am saying is that
the protection of the global life-support systems and primordial human rights come first as the most important rights on the scale.
Over time humanity has side-track from values concerned with the survival of the species to values designed to make life more enjoyable
and better quality. Well being or wellness! Now is time to give more importance to basic survival values such as the
primordial human rights as we our going through the worst of times never
experienced before by life on the planet.

The Liberal vision calls for:
A world where Canada speaks with an independent voice for the values of freedom, social justice.
A world where the benefits of global interdependence are spread more fairly, thus alleviating hunger, poverty
and disease. A world where this growing interdependence - whether from trade, from security threats, or from global environmental

The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime and the invasion of Iraq.
In our view crimes against humanity include those actions that destroy the global life-support systems and crimes agaisnt the primordial human rights of
a nation such as the invasion of Iraq.

Because the leader of the USA was responsible for not signing the Kyoto Protocol, President George W. Bush will be first to appear in Court.
The reality here is that every American is on trial here. A large majority of the consumers in USA are also responsible for producing the deadly gas causing global warming and climate change, and they are all on trial. The same goes for every person
on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying
the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life
on Earth. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge.

THE LIBERAL POLICY
The Liberal government has already made significant progress, with the following

Convention on Persistent Organic Pollutants;
Over the past year, the liberal government has been consistently vague on Kyoto and made the environment ministry the target of
some of the largest cuts to pay for tax reductions for oil and coal companies. And over your
corporate life, Sir, your company was the Great Lakes’ largest shipper of coal, a fossil fuel which
changes the climate and causes smog faster than any other fuel, and you plan on giving
away emission credits to corporations for free. Who will protect us against your kind of tyranny?

Announced in 2003, a five-year, $2 billion initiative to address the climate
change
challenge. This includes $1.7 billion over five years to support partnership,
innovation
and targeted measures to promote energy efficiency, renewable energy, sustainable
transportation and alternative energy sources;
How is it possible that you help the oil and gas industry with tax breaks and incentives. You should be taxing the industry not giving
it a break. It goes against the Kyoto agreement to be helping the industry. Regulations should be enforced and new ones made to apply
the 'Polluter Pays Principle'. You should also have a plan to force the vehicle manufacturing industry abandon gasoline engines for cleaner ones.

sites,
augmented by a $500 million program for the remediation of certain other
sites, notably
the Sydney tar ponds;

I have noticed your political platform and thought helping you and other conservatives on very important issues.
The Conservative platform would:
A) Increase power over spending for the Auditor General
B) Make sure that an ethics commissioner is appointed by Parliament
C) Elect Senators
D) Fix election dates
E) We will become an environmental world leader by focusing on clean air, clean water, clean land, and clean energy
F) Canadians must demand better stewardship for their environment. They must
demand a government that will be less interested in flashy announcements
at inter-national conferences, and more interested in environmental results.
G) A Conservative government will work with Canadians to address real environmental
problems and develop a long-term vision for a healthy, sustainable environment
as a trust for future generations.
H) Legislate caps on smog causing pollutants like Nitrogen Oxide (NOx), Sulphur
Dioxide (SO2), and Volatile Organic Compounds (VOC). Negotiate power plant
and smokestack emissions limits with the United States and border states.
Investigate a cap-and-trade system that will allow firms to generate credits
by reducing smog-causing pollutants.
Redirect federal spending aimed at fulfilling the terms of the increasingly irrelevant
Kyoto Protocol to concrete programs to ensure clean air, water, and land, and to promote energy conservation.
A belief that the quality of the environment is a vital part of our heritage to be protected by

Your Conservative Party has been around for a long, long time. I have recognized a lot of Alberta conservatives during your leadership
convention and the federal election campaign. Except for new younger faces, nothing has changed. So you thought let us give Canadians a one
page political platform with no substance and have our friends from the media polish our image on television, and abracadabra we will create a majority government.
While this way works in the U.S.A. where Americans prefer electing Holliwood actors or the like, here in Canada we dont. We want a leader
who can understand Canadians. You dont! Governing Canada takes more than wearing a cowboy hat and be in front of the parade with a smile on
your face. Like your counterpart in Alberta, Ralph Klein, said many times. You would be better running for Premier of Alberta.
Furthermore, from what I understand of your western born Conservative Party, Westerners are more likely to be the cause of the break-up of Canada than
are Easterners. Jo Clark probably understood the same and left you guys.

Par contre, les interventions armées unilatérales, l’illégalité
internationale et la doctrine «préventive »de l’ad-
ministration Bush ne constituent une réponse ni légitime,ni
efficace. Il en va de même du projet de Bouclier
antimissile auquel le gouvernement de Paul Martin a décidé
de participer. Cela aura plutôt pour conséquence
d’intensifier les risques posés à la sécurité
internationale et à la paix.

de la mondialisation qui, trop souvent, mène à la pauvreté
une grande partie de la population mondiale. L’ouverture au commerce et la
création de règles internationales
pour contrer le protectionnisme et protéger les investissements sont
une bonne chose à laquelle le Bloc
Québécois adhère. Cela ne signifie pas que les règles
commerciales doivent avoir préséance sur le bien commun
et la capacité des États à redistribuer la richesse, protéger
l’environnement et la culture et assurer des services
publics fondamentaux comme la santé et l’éducation à
leurs citoyens.
Le développement durable du Québec consiste à prendre
des décisions qui permettent de
développer l’économie et la société durablement
en agissant sur les éléments fondamentaux de
notre vie collective. Ces éléments fondamentaux sont l’éducation, la
culture,l’environnement,
l’économie et l’emploi.
Le contexte qui se dessine à l’aube du 21 e siècle favorisera

La mise en œuvre du Protocole de Kyoto.
Les contradictions de l’approche canadienne.
À la suite d’une longue bataille du Bloc Québécois
à la Chambre des communes, le gouvernement
fédéral a enfin ratifié le Protocole de Kyoto, le 17
décembre 2002. Cette ratification signifie que le
Canada s’engage à ramener ses émissions de gaz à effet
de serre (GES) à un niveau inférieur de
6% à ce qu’il était en 1990.
Si le Bloc Québécois a accordé une si grande importance
à la ratification du Protocole de Kyoto,
c ’est qu ’il est convaincu de deux choses:
• Il est urgent, pour le Québec et le Canada, de contribuer à
la lutte contre les changements
climatiques en réduisant leurs émissions de GES; et
• Le Québec peut en tirer un important avantage économique.
Malheureusement, les décisions prises par Ottawa jusqu ’ici favorisent
l’industrie des hydrocarbures et font en sorte que les émissions de GES du Canada vont continuer
d ’augmenter plutôt que
de diminuer au cours des prochaines années, tandis que le Québec
sera pénalisé pour son bilan
positif,plutôt que d ’en être avantagé. Le gouvernement
libéral a adopté l’approche du «pollueur-payé »,plutôt que celle du pollueur-payeur.
Dans ces conditions, on voit mal comment le Canada pourra remplir ses engagements
internationaux. Car le principal facteur de croissance des gaz à effet de
serre au Canada depuis dix ans,
c’est la production et la combustion de pétrole, de charbon et de
gaz naturel.
Le plan d’action d’Ottawa: recette pour un désastre
En novembre 2002, le gouvernement a produit le Plan du Canada sur les changements
climatiques. Ce plan, qui laisse toujours un trou de 60 mégatonnes (MT) d’émissions de GES, vise les
mauvaises cibles et est particulièrement injuste pour le Québec.
La mauvaise cible des libéraux.
Le Plan du Canada sur les changements climatiques épargne largement
l’industrie de la production des hydrocarbures et cible le Québec et ses industries manufacturières. Il
comprend un système de cible de réduction totalisant 55 mégatonnes
pour les plus gros pollueurs, ce qui est peu.
Rappelons par exemple que le secteur de l’énergie est à lui
seul est responsable de 98,7% de la
hausse des émissions de gaz à effet de serre depuis 1990.
Le gouvernement fédéral fait donc fausse route, en voulant faire
porter le fardeau de la réduction
de manière disproportionnée sur les propriétaires de
résidence ou encore aux industries manufacturières québécoises, puisque ce secteur a diminué
ses émissions depuis 1990. En fait, il est

de 180 MT, alors qu’on estime que la réduction à effectuer
pour atteindre l’objectif du Canada sera au minimum de 240 MT.) clair que la
croissance des émissions de GES origine principalement du secteur
de la production et de la combustion des hydrocarbures (La catégorie exclut les véhicules sport utilitaires (SUV) dont
les émissions ont augmenté de 81% depuis 1990.)
Et il est tout aussi clair que le gouvernement libéral a l’intention
d’accroître considérablement la
production d’énergie à partir des hydrocarbures au cours des
prochaines années. Dans une étude
du Groupe de travail nord-américain sur l’énergie, composé
du Mexique, des États-Unis et du
Canada, les prévisions pour le Canada font état d’une augmentation
considérable de la production de pétrole brut et de pétrole produit à partir
des sables bitumineux,celle-ci triplant entre 1990 et 2010.
Il y a un fort risque qu’en plus de manquer sa cible, le gouvernement aura
créé de nombreux programmes coûteux et mal gérés qui n’auront en bout de
piste aucun impact notable sur le niveau
d’émissions canadiennes de GES. Le plan de mise en œuvre du Protocole
de Kyoto,dans sa mouture actuelle, risque d’obtenir des résultats semblables à
celui du Registre des armes à feu.
Le Bloc Québécois s’opposera farouchement à ce que
l’industrie des hydrocarbures soit
exemptée, en tout ou en partie, de sa juste part des efforts de réduction
des émissions de GES du Canada.
Une approche inéquitable pour le Québec.
Le plan déposé par le gouvernement fédéral est
particulièrement inéquitable pour le Québec.
Le plan actuel utilise 2010 comme année de référence
à partir de laquelle des efforts précis de
réduction seront exigés. Cette approche est inéquitable, car
elle ne permet pas de prendre en
compte les efforts passés et actuels et encourage les pollueurs à
polluer davantage d’ici 2010. En
outre, Ottawa se déclare prêt à financer des projets de
l’industrie des hydrocarbures, une politique du «pollueur-payé ».
Le gouvernement fédéral a évalué les impacts
de la mise en œuvre du Protocole de Kyoto sur la
création d’emplois. Les résultats montrent que le Plan fédéral
est particulièrement inéquitable,
puisqu’il récompense les pollueurs et punit ceux qui polluent moins. Le
Québec, qui pollue moins,
perd plus d’emplois, tandis que l’Alberta qui pollue davantage, perd moins
d’emplois. (En fait,il ne s’agit pas d’emplois perdus, mais plutôt d’emplois
qui n’ont pas été créés à cause d’une
croissance économique moins forte.)
Le plan du Bloc Québécois.
À l’automne 2002, le Bloc Québécois a déposé
son propre plan de mise en œuvre du Protocole de
Kyoto. Il vise à répartir les efforts de réduction entre
les provinces et à offrir une solution
économique permettant au Canada de remplir ses engagements internationaux. Ce
plan est basé sur deux principes :
• le respect du principe du pollueur-payeur pour une répartition équitable
des efforts de réduction; et
• le respect des compétences du Québec en matière d ’environnement, de
ressources naturelles et de production manufacturière.
Et il comporte aussi deux éléments principaux: la répartition
des efforts de réduction sur une base
territoriale et la création d’un système de permis échangeables. Il
est inspiré de ce qui a été
accompli par l’Union européenne,où un plan de répartition
des efforts de réduction des gaz à
effet de serre (GES) a été conclu en deux ans. Rappelons qu’au
Canada, aucun plan de répartition
territoriale n’a été adopté.
L’approche européenne.
L’approche européenne permet de prendre en compte différents
critères dans l’établissement de
la répartition des efforts de réduction des GES:
• la taille de la population et la croissance démographique;
• le niveau de vie et de développement économique: on accorde un certain droit à une croissance économique supérieure;
• la structure économique: la dominance des secteurs primaires, secondaires ou tertiaires influencent les possibilités de réduction des émissions;
• l’efficacité énergétique: l’application de restrictions égales des émissions dans tous les pays désavantagerait ceux ayant déjà consenti un effort important et obtenu une meilleure efficacité
• la diversification des combustibles primaires: un pays avec plus de ressources différentes a plus de possibilités de réduire ses émissions;
• le climat: chauffage et climatisation.
Le comparer, c’est l’adopter.
Le plan déposé par le gouvernement libéral ne permettra
pas au Canada de remplir ses engagements internationaux en réduisant ses émissions de GES de 6%
par rapport au niveau de 1990. Il n’est pas efficace au plan économique, puisque le gouvernement fédéral
pré voit qu’il aura un impact négatif sur l’économie canadienne. Enfin, ce plan est
particulièrement inéquitable pour le
Québec en favorisant les pollueurs.
Le plan du Bloc Québécois permettra au Canada de remplir ses
engagements internationaux. Il est
efficace au plan économique, puisqu’il aura un impact positif sur
l’économie canadienne et qu’il
évitera au gouvernement fédéral de s’engager dans un
autre programme ruineux dont il a le
secret. Enfin, ce plan est équitable puisqu’il répartit les
efforts entre les provinces en fonction de
leur part respective de l’augmentation des émissions de GES – principe du pollueur-payeur – et
qu’il prend en compte toute une série de critères socio-économiques.
Le Bloc Québécois soutiendra la création d’une bourse
des permis échangeables à Montréal. L’industrie automobile doit aussi faire sa part
l’industrie de l’assemblage des automobiles n’a aucun objectif de réduction
dans le cadre du protocole de Kyoto et la loi qui permettrait de rendre les véhicules
moins polluants n’est pas encore
sur la table. Cette industrie est entièrement concentrée en
Ontario. Depuis octobre 2000, le gouvernement a annoncé qu’il négocierait avec l’industrie automobile
pour améliorer de 25% en moyenne l’efficacité énergétique des véhicules
d’ici 2010. Or, force est de constater que le gouvernement refuse de procéder de
manière réglementaire dans
ce cas, ce qui garantirait pourtant une importante et nécessaire réduction
des émissions dans ce secteur.
Le Bloc Québécois s’assurera que le gouvernement fédéral
utilise l’approche réglementaire
afin d’améliorer l’efficacité énergétique des
véhicules automobiles de 25% d’ici 2010.
Les grandes compagnies pétrolières ont assez abusé!
Depuis plusieurs années, les grandes compagnies pétrolières
profitent de leur intégration verticale en imposant des coûts de vente toujours plus élevés
de production et de raffinage,des coûts
qui se répercutent ensuite au prix à la pompe. Les profits de
ces grandes pétrolières sont toujours
plus élevés et,au cours des dernières années,ces
hausses de profits ont atteint des niveaux indécents.
Bénéfices nets des grandes pétrolières.
De plus, l’industrie pétrolière est à la source de la
presque totalité des nouvelles émissions de gaz
à effet de serre au Canada depuis 1990. D’après Statistique
Canada, les entreprises américaines
contrôlent 44% de l’actif et 53% des revenus d ’exploitation déclarés
par la branche de l’extraction de pétrole, de gaz et de charbon. Cela signifie qu’une bonne partie
des bénéfices des grandes
pétrolières prend la route des États-Unis. Rien ne justifie
un soutien gouvernemental à cette industrie.
C’est pourtant exactement ce que fait le gouvernement libéral de
Paul Martin. En octobre 2003, le
gouvernement libéral a adopté le projet de loi C-48 faisant
du Canada l’endroit où les compagnies
pétrolières ont le meilleur régime fiscal en Amérique
du Nord, surpassant même le Texas de
George W.Bush.
Le Bloc Québécois s’oppose à ce geste absurde qui consiste
à récompenser l’industrie pétrolière.
Le gouvernement fédéral devrait faire exactement l’inverse
et imposer aux pétrolières une surtaxe
sur les profits excessifs. Cela aurait pour avantage de taxer la pollution
et de décourager les profits excessifs et abusifs de cette industrie.
Le Bloc Québécois propose l’augmentation de la surtaxe sur
les profits des grandes compagnies pétrolières.
À la suite des interventions du Bloc Québécois, le Comité
de l’industrie de la Chambre des communes a proposé la création d’un Office de surveillance du
secteur pétrolier. Les hausses des prix
des produits pétroliers se multiplient à intervalles réguliers
et c’est pourquoi il est nécessaire
d’agir rapidement en répondant favorablement et sans délai
à la recommandation du comité. Ça
fait déjà trop longtemps que les consommateurs sont victimes
des fluctuations injustifiées des
prix de l’essence. La ministre de l’Industrie doit créer ce chien
de garde de l’industrie pétrolière
pour assurer un traitement équitable aux consommateurs.
Le Bloc Québécois exige la création d’un Office de
surveillance du secteur pétrolier
Donner des dents à la Loi sur la concurrence
À chaque fois qu’une plainte a été portée contre
les pétrolières en vertu de la Loi sur la concurrence,aucune accusation n’a pu être portée.
En fait, ces plaintes
ont été l’occasion pour le Bloc
Québécois de constater que la Loi sur la concurrence du Canada
était l’une des plus faibles du
monde industrialisé. Il est temps de réviser cette loi et de
lui donner des dents pour contrer les pratiques abusives.
Le Bloc Québécois exige une révision complète
de la Loi sur la concurrence en vue de la renforcer.
Les éoliennes: une énergie propre pour le Québec.
Pour répondre aux exigences de Kyoto, le Bloc Québécois
propose que le gouvernement fédéral
change de cap et qu’il soutienne le secteur des énergies renouvelables
plutôt que l’industrie du
pétrole et du charbon. Le Bloc Québécois propose un plan
d’investissement qui permettra de
créer 25,000 emplois de qualité,principalement dans l’Est
du Québec.
Le gouvernement libéral, pour sa part,a été et demeure
un fervent partisan de l’exploitation des
énergies fossiles au Canada. De 1970 à 1999, Ottawa a versé
66 milliards $de subventions
directes à l’industrie des énergies fossiles (charbon,gaz
naturel et pétrole), contre un maigre 329
millions $à l’industrie de l’énergie renouvelable. Ottawa
a également subventionné le secteur
nucléaire, tandis que pas un sou n’allait à l’énergie
hydroélectrique.
Le soutien du gouvernement fédéral envers l’industrie des
hydrocarbures,à même les impôts des
Québécoises et des Québécois,va à l’encontre
des intérêts fondamentaux du Québec au plan
environnemental, mais aussi au plan économique. Le Bloc Québécois
propose plutôt de privilégier les sources d’énergie propre comme l’éolien.
L’éolien: la source d’énergie la plus propre
Selon des calculs publiés dans la revue Science et avenir de juillet
2002, l’éolien est la source
d’énergie la plus propre qui soit, devant le solaire et, bien sûr, les hydrocarbures.
La filière éolienne.
Depuis 1996, l’industrie de l’énergie éolienne a connu une
croissance annuelle moyenne de 30%.
L’Allemagne est le pays qui opte le plus pour cette forme d’énergie
;elle possède 40 fois plus de
puissance installée que le total canadien. À elle seule, l’Europe
possède presque 75% des éoliennes du monde.
De son côté,le Canada se retrouvait très loin du peloton
de tête avec seulement 207 mégawatts
installés. Le Québec compte pour 50% de cette production,ce
qui demeure minime par rapport
à son potentiel (concentré en Gaspésie, sur la Côte-Nord
et dans le Nord du Québec). Selon les
spécialistes, le Québec offre le plus grand potentiel éolien
en Amérique du Nord.
L’éolien: synonyme de création d’emplois.
Le département de l’Énergie des États-Unis affirme
que l’énergie éolienne crée plus d’emplois par
dollar investi que n’importe quelle technologie – cinq fois plus que dans
les cas de l’énergie thermique (charbon)et du nucléaire.
Actuellement, Hydro-Québec est prête à acheter 1,000 MW
d’énergie éolienne,à condition que de
40 à 60% des composantes de ces éoliennes aient été
fabriquées dans l’Est du Québec. Cela signifie la création potentielle de milliers d ’emplois.
Le Bloc Québécois propose des investissements qui,à
terme, permettront à Hydro-Québec
d’acheter davantage de mégawatts d’énergie éolienne
à très bon prix, ce qui permettrait la création d’emplois supplémentaires.
La bonne gouvernance et l’éthique.
La condition première du développement durable d ’une société, c’est un gouvernement responsable qui
gère avec efficacité et honnêteté les
impôts, les lois et les relations internationales au
nom des citoyens. Le critère qui doit présider aux décisions
prises par un gouvernement est celui
du bien commun. Le gouvernement libéral de Paul Martin échoue
ce test sur toute la ligne.
Une mondialisation à visage humain.
Le cours actuel de la mondialisation, qui est un phénomène porteur
de grandes espérances mais
aussi de grandes injustices, doit être infléchi.La disparité
de la richesse, le non respect des droits
et liberté et le commerce libre de toute réglementation environnementale
et du travail créent plus
de désespoir que le contraire. Les politiques «d ’ajustement
structurel » du Fonds monétaire international (FMI) ont eu pour résultat de déstabiliser des États et d’appauvrir les populations,plutôt
que d’atténuer les crises.
L’ouverture au commerce et la création de règles internationales
pour contrer le protectionnisme
et protéger les investissements sont de bonnes choses auxquelles le
Bloc Québécois adhère. Cela
ne signifie pas que les règles commerciales doivent avoir préséance
sur le bien commun et la
capacité des États à redistribuer la richesse, protéger
l’environnement et la culture et assurer des
services publics fondamentaux comme la santé et l’éducation
à leurs citoyens.
Une réforme des institutions financières internationales
Au cours des dernières années, on ne compte plus les chocs économiques
et sociaux qui ont été
amplifiés par l’imposition des politiques d ’ajustement structurel
du FMI. Plutôt que de permettre un retour à la stabilité
et de combattre la pauvreté, ces politiques ont brutalement détruit, parfois en quelques semaines, des progrès
économiques et
sociaux qui avaient nécessité des années, voire des décennies
de travail.
Il faut souligner que les décisions du FMI sont davantage dictées
par des intérêts financiers particuliers que par le bien commun.

I have noticed your political platform and thought helping you and other new democrats on very important issues.
Your political platform
Sharing half the federal gas tax with municipalities for sustainable transportation:
public transit, cycling and pedestrian infrastructure in our cities and freight rail and
road investment in rural communities. This transfer should not depend on matching
funds from provinces, many of which are fighting deficits directly linked
to Paul Martin’s choices while finance minister.
I agree! This is a good economic solution.

Re-starting a 10-year national housing program to build 200,000 affordable
and
co-op housing units (including homes for seniors, people with disabilities
and
students), renovate 100,000 existing units, and provide rent supplements to
40,000
low-income tenants, many of whom are single mothers who pay a large percentage
of their income in rent. This program would also help Canada’s forest communities
by stimulating Canadian demand for lumber.
No! You are promoting the destruction of forests to build new home. Building new home for homeless is a primordial human rights and very
important on the Scale of Human and Earth Rights.
Forests are even more important. They are on top of the Scale. Forests get rid of CO2 and create O2. No life can survive
on the planet without forests. You must use different materials to build new homes.

Canadians are also a global people.
Around the world, many governments and businesses choose to manage change,
evolving to a sustainable future to protect prosperity. Canada must do likewise. It’s
time for a bold plan based on Kyoto’s targets and time frames, using Kyoto
as a trigger
for transformation and recognizing that, as with calculators and computers, the
more
new technology is used and sold, the cheaper it becomes.
We need to take the initiative today to make sure we have a green, clean and
prosperous tomorrow.
• Leveraging the federal government’s remaining 19 per cent stake in Petro-Canada
with a new Crown corporation focusing on conservation and renewable energy
and
committing Canada to creating jobs through green energy self-sufficiency.
• Putting Canada on track to be a global leader in new environmental technology
by
using the new Crown corporation to establish innovation centres in solar, tidal, wind
and geothermal power across Canada, located near fossil fuel centres to ease
in the
economic transition to a sustainable economy, and by providing tax incentives
for
renewable energy businesses to locate in those areas.
• Imposing hefty fines for polluters that match the clean--up costs (the
polluter-pay
principle).
• Creating the Canadian Climate Exchange, using market economics to generate
revenue
for green energy and sustainable development by auctioning off emission credits
to
corporations, with a steady decline of available credits over time. As the
price for
pollution credits rises, the financial incentive for corporations to pollute
will decline, with
the auction proceeds funding Canada’s green energy transformation.
• Supporting only those carbon sink projects that improve local biodiversity, create
local
economic development and do not divert funds from permanent solutions such
as
energy efficiency and green power.
• Making clean drinking water systems and sustainable waste water treatment
a priority
of the infrastructure component of the new deal for municipalities, as well
as a top
priority for rural, Aboriginal and remote communities.
• Creating a department of water stewardship, like Manitoba’s, to pull together
all federal
water issues (12 ministries currently have jurisdiction), develop common standards,
invest in infrastructure and work with provinces and territories to ensure
co-operation
on water quality and quantity issues.
• Building respect for Canada’s biodiversity.
Canadian species at risk began 2004 without the protection
of an endangered species law, despite the Liberals’ promise
during three consecutive elections. Canada’s forest industry still
relies too much on exporting jobs and logs instead of creating
wood-based processing jobs here. And regulations on approving new
biotechnology crops remain desperately weak, allowing genetically
altered crops into our environment without long-term knowledge of their
effects on biodiversity or human health.
It’s time to stop taking Canada’s rich heritage of plant and animal life
for granted and
work to protect our biodiversity for generations to come. We need to respect
our
environment and maintain a priceless resource that may contain answers to
humanity’s greatest challenges.
• Working with forest communities, workers and businesses to develop value-added
wood product industries to create jobs and reduce Canada’s unsustainable
reliance on
exporting logs for processing in the US and overseas and by working with
provinces to
end clear cut logging in old growth forests and move to sustainable forest
practices.
• Working with progressive legislators in other countries to replace undemocratic,
corporate-driven trade deals like NAFTA and the WTO with agreements based
on the
principles of fair and equitable trade, which respect fair wages and working
conditions,
human rights, the environment and communities’ right to develop in accordance
with
their values.
• Working to re-establish Canadian legislators’ primacy to enact national
and provincial
policies, which has been eroded in recent years by trade deals like NAFTA
and the WTO.
• Strengthening the Special Economic Measures Act to enable Canada to implement
economic sanctions on Canadian companies that contribute to serious human
rights
violations overseas.
• Amending the State Immunity Act to enable Canadians to sue foreign governments
for torture, war crimes and crimes against humanity.
The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime.

Because the leader of the USA was responsible for not signing the Kyoto Protocol, President George W. Bush will be first to appear in Court.
The reality here is that every American is on trial here. A large majority of the consumers in USA are also responsible for producing the deadly gas causing global warming and climate change, and they are all on trial. The same goes for every person
on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying
the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life
on Earth. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge.
The invasion of Iraq is another crime against humanity. Ever September 11 the Global Community has opposed the invasion.
Americans have invaded Iraq to steal their oil and gas. Read the President's message about this issue.
Oil and gas production will only last for another 30 to 50 years. They need the fossil fuels to feed the american economy, their war industry (about 50 million Americans live
off the industry directly or indirectly). Their vision of the world is a world ending with the end of fossil fuels. Whoever will have the biggest guns
at that time will survive. America is financially bankcrupted with a national debt of over 6 trillion dollars and will never pay it back because they know it does not matter. At least it wont matter
50 years down the road. The world will be under tremendous natural and human stresses only 30 years from now. Money wont mean anything. Guns will
mean survival. That is the vision of America. It is their vision on how they want to survive and what they will do to survive.
Democracy and human rights dont mean anything unless you belong with those who have the biggest guns.
The Global Community has a different vision of the world now and 50 years from now. Our vision is very much in tune with most nations of the world.
Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid
commitment of political will from national governments and the Global Community.

Our social programs
focus on increasing our quality of life. Our economic policy lays the foundations
for long-term, sustainable wealth. Our foreign policy makes principled stands
on international issues. The Green Party is committed to:
- Restoring democracy in Canada by implementing a proportional
representation voting system.
- Ending subsidies that result in more pollution and increased
health risks.
- Opposing an Anti-Ballistic Missile Defense system on Canadian
soil.
I agree with most of the above statements.

Bioregions are like city-states for non-humans.
Within
their boundaries, plant and animal species are all dependent on one other.
Unless we act to preserve the fundamental integrity of the ecosystem, preserving
individual species will be difficult, if not impossible.
The Green Party will:
- Create offices for bioregional stewards, under the
mandate of Environment Canada.
- Empower the stewards to seek intervener or “amicus
curiae” status in legal actions that impact the health of the ecosystem.
- Advocate for the maintenance of natural corridors.
- Work with local environmental groups to reduce pollution
levels in the air, water and soil.
- Promote sustainability through education.
- Monitor the diversity of species, the levels of pollution
and the health of the ecosystem.
- Advise municipal governments on ecological issues.
Meeting Canada’s energy requirements will entail major
investments by both the public and the private sectors. We have a clear choice
— we can build newer, bigger power plants or we can build better, more efficient
homes, businesses and factories. Choosing conservation over increased consumption
will create more jobs, leave taxpayers with more disposable income and protect
our environment for generations to come.
The Green Party will:
- Establish a special five-year tax break on energy
efficiency retrofits in commercial and residential buildings.
- Create national small business efficiency loans,
designed to assist small and medium sized businesses in reducing their energy
usage and operating costs.
- Expand the national retrofit program and energy audit
initiative through NRCan, growing the number of licensed auditors and evaluators.
- Push for the adoption of profit-linked efficiency
initiatives (gas/electric).
- Introduce a fund for local and municipal procurement
of electricity meters, through the Federation of Canadian Municipalities.
- Assist provincial governments in designing, implementing
and monitoring energy efficiency programs, through the Office of Energy Efficiency.
The Green Party will:
- Help shoreline communities stop dumping untreated
waste in our waters.
- Facilitate accurate reporting and measurement of
municipal waste management.
- Promote technologies that use sewage as an alternate
energy source.
- Support public education programs that inform consumers
about waste, recycling and conservation.
If we are sincere about our commitment to fighting climate
change, we have to face the facts. We have to beat our addiction to fossil
fuels in order to reduce the number one source of greenhouse gas emissions.
A green government will increase energy taxes and use the generated revenues
to fund efficiency programs and infrastructure. If we do not move quickly
to reduce the demand on energy, we risk both an energy shortage and an environmental
catastrophe.
The Green Party will:
- Increase fuel taxes by ten cents (to be phased in
over three years).
- Phase in a $10 per ton coal consumption tax. This
will decrease the use of coal for power generation, in favor of cleaner alternatives.
It will also raise about $600 million per year in revenue.
- Introduce tax incentives to help homeowners reduce
home heating and electricity bills.
- Create an efficiency program for landlords, to ensure
that tenants do not have to carry the cost of inefficient housing.
According to the Green Party’s plan, any increase in
energy costs for businesses and families will be balanced by opportunities
to save with efficiency improvements. For most Canadian households and businesses,
investments in energy efficiency will financially outperform any other investment
strategy.
Climate change is already underway. The Green Party
will act decisively to limit the impact of fossil fuels.
The Green Party will:
- Discontinue petroleum drilling and extraction in
ecologically sensitive regions, including arctic and offshore areas.
- Add CO2 to the National Registry of Pollutants and
require large companies to report their emissions.
- Implement a carbon tax on gasoline, diesel and coal.
Achieving progress requires measuring performance. The
Green Party will assist and encourage Canadian companies to attain ISO 9000
and ISO 14000 certification — the international standard for management practices
that achieve quality control and environmental responsibility.
The Green Party will:
- Create tax breaks for companies that are certified
for ISO 9000 and ISO 14000.
- Create long term goals to require ISO certified management
for all large companies.
The creation of engineered organisms presents risks
to our ecosystems that are barely understood. Implementing the precautionary
principle means we must avoid conducting “uncontrolled experiments” on the
biosphere.
The Green Party will:
- Require a license for any organization or institution
that performs genetic engineering for commercial or scientific purposes.
- Make the unlicensed release of engineered species
(whose DNA can easily cross with other species) into the environment a criminal
offence.
- Hold organizations (including importers) responsible
for contamination and remediation costs when they release genetically engineered
material into Canadian ecosystems.
- Engage a National Commission on Genetic Technologies
to guide licensing requirements and safety practices.
- Require that all genetically modified organisms,
created or imported into Canada, must be rendered sterile to minimize the
likelihood of causing an ongoing interaction with the environment.
- Prevent public funding to research that would attempt
to create human qualities in animals. Xenotransfer of human genetic material
into animals will be limited to medical trials and scientific research.
Industry Canada must establish long term goals to eliminate
harmful industrial practices. A Green Party government will create a long
term pollution management and reduction plan for all the chemicals in the
National Pollutant Release Inventory.
Contrary to popular belief, tariffs and non-tariff barriers
are admissible under GATT (Article XX) when they are implemented to protect
exhaustible natural resources and ecosystems. The Green Party will instruct
the Canada Revenue Agency to work with international environmental organizations
in monitoring practices and conditions in other countries. They will also
work to develop a system of tariffs that will introduce economic pressure
on other nations to reform and protect Canadian jobs from being undercut
by unsustainable industries.
To maintain a stable climate and sustain our standard
of living, we need to focus on green energy. North Americans are the world’s
biggest energy consumers, and must therefore be the most focused on how to
supply their energy requirements safely and in more sustainable ways. North
American economies currently rely primarily on fossil fuels for their energy
needs, but North American reserves of oil and natural gas are almost tapped-out
or are ecologically unfeasible. Under these circumstances, the necessity
is clear. We need to increase green energy, soft energy supplies and a sustainable
energy infrastructure as quickly as possible.
The Green Party will:
- Allocate funding to promote academic research on
future energy and energy efficiency.
- Allocate funding to host bi-annual international
energy conferences.
- Allocate funding to form an international advocacy
organization that will foster sustainable energy policies worldwide.

This letter is for all of those who have anything to do with logging industry, pulp and paper industry, printing and publishing industry.
The Global Community is concerned about the cutting of trees. This is about letting you know your responsibility and accountability.
While British Columbia's coastal forests are being cut, so are the virgin old-growth in its vast interior being mowed down for the U.S. market.
The saw-mills in Nanaimo is seeing a large daily cut of trees from Vancouver Island. It is a criminal activity. The Earth Court of Justice has
categorized this type of environmental crime as the worst of all crimes. This activity destroys the global life-support systems.
In British Columbia, mighty logging firms like Weyerhaeuser and International Forest Products (Interfor) are free from a host of
environmental restrictions that rein in their colleagues to the south. Canada, for instance, has no Endangered Species Act. Cut levels
on crown lands (which are owned by the government and hold 95 percent of Canada's timber) may be restricted to protect biodiversity and
some wildlife habitat - but not by more than 4 percent and 1 percent, respectively.
Even in "high biodiversity" areas, British Columbia's logging plans foresee leaving only 10 percent old growth over the long term.
And timber companies can't cut less even if they wanted. To protect timber and mill jobs, the province requires a minimum harvest, regardless of market conditions.
This is a crime against humanity, against the global life-support systems and all life on the planet.
The wood is subsidized, so they cut large amounts, which tends to depress prices because the supply is so great. The lack
of environmental protection in Canada is actually hurting U.S. industry. The U.S. Department of Labor has certified that Canadian
imports have been a factor in the closing of more than 50 U.S. mills since 1996. With the support of the U.S. International Trade
Commission, the U.S. coalition is asking for duties as high as 78 percent on lumber imported from Canada.

Dear Board of Directors and shareholders of all oil companies of the world:
This letter should also be read by governments (national, federal, provincial and municipal) as they get tax dollars, royaties, and other
moneys and benefits one way or the other from the burning of fossil fuels and the O2 in the air we breathe.
Greenhouse gases are accumulating in the
Earth's atmosphere as a result of human activities, and temperatures are rising globally due to these activities. There are plenty of observable effects of the global
warming. And certainly this ridiculous and false solution of buying environmental credits from each other should not be considered as a way out of resolving the problem.
The ratification the Kyoto Protocol is only a beginning to protect the global life-support systems. There is much more to do!
It is OK to be more energy efficient for the purpose of reducing greenhouse gas emissions.
It is OK to follow the best energy efficient machines such as the use of natural gas-fired co-generation power plants to provide
steam and power requirements to oil sands development in Canada or elsewhere for other purposes.
It is also OK to build new cars with engines that do not emit greenhouse gases.
The Global Community has seen oil companies improving a lot on many important aspects of their business. And that is OK!
A lot of new solutions to resolve the problem of global warming are welcome and certainly are OK.
But none of them tackle the problem head-on! None of the solutions make a dent in resolving the problem. None are significant solutions!
None of the solutions truly show any significant cut in greenhouse gas emissions.
None of the solutions tell us that producers of the deadly gases are the problems and so are consumers.
Producers of the deadly gases are fooling themselves first and then they fool the consumers of their products of mass destruction,
the greenhouse gases.
Global warming is the highest threat to Earth security and is everyone's business. Terrorism was, and still is, a problem humanity needed to
tackle head-on and resolve the best we could, but global warming is by far the greatest threat to security of all people on Earth and to life itself.
We have never tackle the problem head-on. We played around the problem and its solution. We know the solution to the problem of global warming, we know what we
need to do to make this generation and future generations safe and secure, but we just never do what we really have to do to resolve
the problem.
Why?
What will it take to make us act on the problem of global warming?
What will it take to make the North American Way of Life safe and secure to humanity?
What will it take to make Canadians and Americans understand that it does not matter how many guns we have, how many weapons of mass destruction we
have hidden everywhere, or how good a 'Star War System' could be, and how many nations we invade, and how big is a GDP and how good is our
economy.
None of that matters! None!
The biggest problem to security is smaller than anything we can see, smaller than the smallest particle we can breathe, and it is a trace
element in the air we breathe. A deadly gas, the greenhouse gas!
We all know the problem, and we also know the solution. We can stop creating greenhouse gases. So now what is the problem?
The biggest problem is the North American continent Way of Life, consuming too much of the wrong things.
The biggest problem is too much freedom of doing the wrong things.
The biggest problem is our own weaknesses and helplessness in tackling the problem head-on and solve it.
The biggest problem is that Canadians and Americans are getting too proud about things that are completely unimportant and missing out on the things that
are truly important, and we have been left behind by most other nations on those things that are truly important for the generations
to come and to life itself. I advise you to get acquainted with the Scale of Human and Earth Rights and with the Statement of Rights and Responsibilities.
The Global Community is asking North Americans and everyone else on Earth to tackle the problem head-on. We must solve the problem we have with global warming.
Producers of the greenhouse gases tell us "we are energy efficient" but the truth of the matter is that they are producing the deadly
gases of mass destruction, and those deadly gases are killing us all, and all life on Earth. It does not matter how smart you may be
in fooling yourselves in accepting a slow death, a suicide in a way, you are still killing yourselves and the people of the next generations. That
is a crime against humanity and against all life on the planet. You are criminals. Board of directors, sharholders, and employees are
criminals.
An oil company is proudly telling us with all sorts of gifts, grants and awards to the community that every year they have 'given' to
their customers trillions of litres of the deadly gases. And, their customers, very proudly and carefully burned all of those litres. That is the biggest problem. We are told that we should be proud
of burning the deadly gases. Americans invaded the Middle East to take over OPEC and their oil and burn trillions of barrels of oil. That means
trillions of litres of the deadly gases entering the atmosphere of the Earth. The best and cheapest oil in the world being
taken over by the worst consumers of the world. Just how mad are we? How insane are we getting to be? How can anyone be proud
of thenselves about such an invasion? What is it? We enjoy driving with freedom on the highway?! We enjoy driving and to forget
completely that we are actually killing ourselves and taking away the lives of people of the next generations. We want to forget
we are destroying all life on Earth.
And please dont even mention the 'carbon emission trading permits' (a mechanism by which oil companies could buy and sell
greenhouse gas emissions trading permits) as a possible solution. You are just extending the death of all lives by a few years, and you are not tackling
the problem head-on.
Over its long past history trade has never evolved to require from the trading partners to become legally and morally responsible and accountable for their products from
beginning to end. At the end the product becomes a waste and it needs to be properly dispose of. Now trade must be given a new impetus to be in line with the global
concepts of The Global Community. You manufacture, produce, mine, farm or create a product, you become legally and morally responsible and
accountable of your product from beginning to end (to the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste).
This product may be anything and everything from oil & gas, weapons, war products, to genetically engineered food products. All consumer products. All medicinal
products! All pharmaceutical products! In order words, a person becomes responsible and accountable for anything and everything in his or her life.
As a business you may be using standards of operating and managing similar to the ISO 14001 environmental
management plan (internationally recognized standards that provide guidelines to reduce environmental impacts). ISO 14001 provides a framework
for continual improvement to mitigate potential environmental impacts from operations and businesses dealing with your company.
The problem is not so much how good is your environmental management plan. The problem is the product you produce and put on the market
to consumers. The problem is your product, a deadly product of mass destruction. It is worst than all known weapons of mass destruction as
it kills by making consumers believe it is good for them. Like smoking cigarettes! Companies making cigarettes have for long told
their consumers that a longer filter would not affect them so much and they would not get cancer and die of it. Whether or not you use
the most energy-efficient machines and the best management team, and ISO 14001 for that matter, at the end it does not matter. You are still
producing the deadly gases and consumers are still burning them. Consider the long filter for cigarettes as an illusionary solution
to the problem and so are carbon emission trading permits.
Oil companies are responsible and accountable of their products from beginning to end. The 'end' for an oil company does not
end at the gas pump where a consumer buy your refine products. No! The end for you goes all the way to global warming, to pollution
of the environment, to the destruction of the global life-support systems, to taking away lives of future generations, to the destruction of life on Earth.
Very much so!
The Global Community proposes to ask you to pay a global tax on your products. The tax would be high enough to discourage consumers
from buying your products and force you to use viable alternatives. The Governments of the United States and Canada should put a high tax on all oil based products and their derivatives and certainly gasoline should have the highest tax possible.
The tax would be a carbon tax for the environment and the global life-support systems and to help humanity adapt to the climat change.
A workable type of Tobin tax should also be in place as it is a powerful instrument to promote sustainable development and force shareholders in moving away from
producing oil.
The Global Community also proposes to develope a method of raising global taxes, of redistributing incomes to the poorest communities, of providing debt-free technical assistance to non-industrial and
developing countries to help them out of poverty and to meet environmental and social standards.
The WTO, the World Bank, the IMF, the EU and the UN are worldwide organizations that can and should be used to raise global taxes to redistribute to the poorest and
developing nations.
We are asking all the Arab nations to unite as one powerful People and to stop the invasion of your world by using economic means against the United States. We are asking you to
stop selling oil to any country. You will lose in money but at least you will still be in control of your states. Do not buy any products, goods and services from the US and their friendly nations, even Canada.
Sell all of your investments on the world markets as the US will retaliate by asking their friends to freeze your investments.
We are asking all oil producing nations to triple their oil prices. The planet has a problem with global warming and your share of the responsibility to
causing the problem is way higher then anyone else. Consumers of your product cannot and dont want to be responsible of global warming. We are now putting the responsibility
on to you and we will make you accountable in every way, like it or not, especially if you let the US get their hands on your oil resources. They are the worst people responsible for global warming. If you cannot be responsible and accountable then you should not be
in charge of the oil resources.

A global symbiotical relationship means do something good to others to benefit yourselves and all globally. Here is your chance to do good.
Canadians have been giving you so much you should not have any problem doing good. The Global Community wants you to plant trees on your farms and ranch
lands. At your own expenses! Stop asking for tax dollars! There are plenty of people around the world who could do your jobs better at ten
times cheaper costs. Dont blame your situation on the way the insurance companies work. How does it work again? You get insurance and/or government money everytime
your crop is not producing well because of some natural or other critical situations. How often does that happen? Every year! You get more money if your farm land
is bigger. The bigger the land the more money you get. Wow! No wonder you cut all your trees on the land. You are criminals just the same as:
a) Weyerhaeuser and International Forest Products (Interfor), logging and pulp and paper industries, concerning the cutting of trees, your responsibility and accountability Read
b) Oil and gas industry concerning the burning of fossil fuels and the Oxygen in the air, your responsibility and accountability Read
Human activities (see all above industries including farming and ranch lands for a start) have recently been converting forested landscapes to grazed, cultivated, or urban landscapes. The impacts of such
activities have been to:
(1) Remove a large sink for atmospheric carbon (because forests take up and store larger amounts of carbon than do other terrestrial
ecosystems). Tropical and temperate rainforests have been subjected to heavy logging during the 20th century, and the area covered by
rainforest around the world is shrinking rapidly. Estimates range from 1 1/2 acres to 2 acres of rainforest disappear each second.
Rainforests used to cover 14% of the Earth's surface. This percentage is now down to 6% and it is estimated that the remaining
rainforests could disappear within 40 years at this present rate of logging. Further estimates suggest that large numbers of species
are being driven extinct, possibly 50,000 species a year due to the removal of their habitat. The largest rainforests can be found
today in the Amazon basin (the Amazon Rainforest), the inner parts of Democratic Republic of Congo and on Borneo.
(2) Add a large source for atmospheric carbon (when the trees decay or are burned, releasing carbon). About 80% of the wood removed
during tropical deforestation is destroyed (burned or decayed) or used as fuel wood, so the carbon stored in it is released rapidly as
CO2, as opposed to the delayed slow release that occurs when used for lumber
(3) Burn the O2 of the air.
It is such an impossible task to educate you people. Even when you bothered going to school your educational system is out of sink with realty.
Let me try anyway!
In general, populations of all lifeforms grow exponentially that is by a steady proportion of whatever was there before. When there is
no practical limit on resource then populations usually grow maximally and the only limit is that of the reproductive capacity of the
female animal. About 10,000 years ago, human beings were obliged to commit themselves more or less fully to agriculture and the human
population was 5 to 10 million. By the time of Christ, after only 8,000 years of large-scale agriculture, the human population was 100
to 300 million. After this time, the exponential growth of the population entered its rapid phase. The billion mark was passed by
1800 A.D. By year 2000, the human population exceeded 6 billion. Thus agriculture allowed a thousand-fold increase in numbers over a
period of 10,000 years.
So in actuality farmers are responsible for the Earth population being over 6 billion people. Our overpopulated planet is the caused of
thousands of social, economic and environmental problems.
That is bad! Real bad! You have no conception of what your are doing. To survive as a species, humanity has no need of 6 billion people.
Five hundred millions are all that is needed.
This 6 billion will become 10 billion by year 2050. How are you planning to feed them? You are just going to feed yourselves and let the others die.
You will add more technology to your techniques of farming and hope that will be enough. WoW! You are so wrong! You dont even come
close to comprehend the problems. You are closing your eyes to problems that exist now, today, and you assume all is right.
Your politicians are the worst kind, and you appreciate them fitting into your skim of things.
Western
agriculture was designed in the end to maximize profit. As a primordial human right, the prime concern of the human species is to
feed people. Therefore we have to do things differently. We will have to produce less livestock as we effectively double the
population we need to feed: ourselves, plus the livestock that is supposed to be feeding us. We also have to apportion the land
surface of the whole world more efficiently, using some for highhly intensive food production (which makes use of less land),
some for extensive agriculture (combining food production with wildlife conservation) and designing some specifically as
wilderness areas with global corridors between them. Hopefully this will help natives of British Columbia, Canada, to settle
their land claims in their favor as they are the only people in Canada who can help protecting wildlife, at least for now. There
should be a definite and specific clause in any agreement with the natives that it is what they will do with the land and not
turn it into a huge industrial site as would the white man do.
Global warming and agriculture
The weather conditions - temperature, radiation and water - determine the carrying capacity of the biosphere to produce enough food for
the human population and domesticated animals. Any short-term fluctuations of the climate can have dramatic effects on the agricultural
productivity. Thus, the climate has a direct incidence on food supply.
Demographic studies indicate that world population growth is expected to slow markedly in the next century, increasing 10 billion people
by 2050. Hence, in the coming years, unless population size is stabilized, agriculture will have to face an increasing challenge in
feeding the growing population of the world. World population will also have to face the perspective of global climate changes.
Assessment of the impacts of global climatic changes on agriculture might help to properly anticipate and adapt farming to limit potential
food shortage. Agricultural shifts are likely.
Several types of changing parameters can have an impact on agriculture:
* a direct effect is the composition of the earth atmosphere: CO2 and Ozone.
* some indirect effects are climate parameters resulting from climate change: temperature, insolation, rainfall, humidity
* other indirect effects are the side effects due to the climatic changes:
increase of the sea level, changes in ocean currents, tornadoes, hurricanes, thunderstorms...
The assessment of these effects is different whether one considers annuals crops (cereals, leguminous) or herbaceous perennial cultures
(fodder, meadows) or other cultures such as vine or fruit trees... The effects are also different depending on the latitude: in temperate
countries, effects are found less negative or even rather beneficial, while in tropical and desertic countries they tend to be adverse.
Finally, effects depend on altitude, mid and high altitude places rather benefiting from a warmer temperature. Climate change induced
by increasing greenhouse gases is likely to affect crops differently from region to region.
Climate change is likely to increase agricultural land surface near the poles by reduction of frozen lands. Sea levels are expected to
get up to one meter higher by 2100, though this projection is disputed. Rise in sea level should result in agricultural land loss in
particular in South East Asia. Erosion, submergence of shorelines, salinity of water table, could mainly affect agriculture through
inundation of low-lying lands.
Agriculture could be affected by any decrease in stratospheric ozone, which could increase biologically dangerous ultraviolet radiation.
In the long run, the climatic change could affect agriculture in several ways:
* productivity, in terms of quantity and quality;
* agricultural practices, through changes of water use (irrigation), agricultural inputs (herbicides, pesticides, fertilizers);
* environmental level, in particular in relation of frequency and intensity of soil drainage (leading to nitrogen leaching), soil
erosion, reduction of crop diversity; and
* rural space, through the loss of previously cultivated lands, land speculation, land renunciation, hydraulic amenities.
They are large uncertainties to uncover, particularly the lack of information on the local scale, the uncertainties on magnitude of
climate change, the effects of technological changes on productivity, global food demands, and the numerous possibilities of adaptation.
Most agronomists believe that agricultural production will be mostly affected by the severity and pace of climate change, not so much by
gradual trends in climate. If change is gradual, there will be enough time for biota adjustment. Rapid climate change, however, could harm
agriculture in many countries, especially those that are already suffering from rather poor soil and climate conditions. The adoption of
efficient new techniques (varieties, planting date, irrigation...) is far from obvious. Some believe developed nations are too
well-adapted to nowadays climate. As for developing nations, there may be social or technical constraints that could prevent them from
achieving sustainable production.
However, the more favourable effects on yield depend to a large extent on realization of the potentially benefiting effects of CO 2
on crop growth and increase of efficiency in water use. Decrease in potential yields is likely to be caused by shortening of the
growing period, decrease in water availability and poor vernalization.
Water is a major limiting factor in the growth and production of crops worldwide. In spite of better water efficiency use, higher summer
temperature and lower summer rainfall is likely to have adverse impact. The intensification of the hydrological global cycle will have
consequences such as more frequent drought in northern sub-tropical areas or desertification extension in arid areas. Soil degradation is
more likely to occur, and soil fertility would probably be modified.
A soil constant is its carbon/nitrogen ratio. A doubling of carbon is likely to imply a higher storage of nitrogen in soils, thus
providing higher fertilizing elements for plants, hence better yields. The average needs for nitrogen could decrease, and give the
opportunity of changing the fertilisation strategies. The increase in precipitations would probably result in greater risks of erosion,
according to the intensity of the rain. The possible evolution of the soil organic matter is a very debated point though: while the
increase in the temperature would induce a greater mineralisation (hence lessen the soil organic matter content), the atmospheric CO 2
concentration would tend to increase it.
Storing excess carbon in terrestrial and ocean systems.
We can best store excess carbon by:
* land use changes from agriculture to forest ecosystems; this change could remove CO2 from the atmosphere at rates of 2000 to 20,000 kg of CO2 per hectare per year for periods of 50 years;
* soil conservation practices can help build up carbon reservoirs in forest and agricultural soils; and
* extracting CO2 from stacks and dispose of it in liquid form in underground reservoirs or deep oceans.
Crops
Impacts on Canada's agriculture will be seen in the response of crops, livestock, soils, weeds and insects to the warmer conditions.
An estimated three- to five-week extension of the frost-free season will be of some benefit to commercial agriculture – however, it is
also expected that dry soil conditions will intensify and may result in reduced yields.
