President's Message

You may want to read again on several sections found on our website. We have updated the following sections:

* Scale of Human and Earth Rights
* Earth Court of Justice
* Other Earth Ministries
* Global Ministries

Now to each global ministry was added the 'Global Community Overall Picture' which describes the situation in all nations of the world and we divided the world in five different regions: North America, Countries in Latin America & the Caribbean, Africa, Europe, and Asia & Oceania. Each global ministry has a description of what is happening in the different regions. There are actual facts about what is happening in the world about all issues we have discussed during both global dialogues in year 2000 and 2002. Issues of global dialogue 2004 are also included in this project. Our work is too create a plausible scenario(s) of what the world could be between now and a million years.

This project will help humanity understand itself better.

Send your scenario. We will have workshop sessions on the scenarios in Global dialogue 2004.
We have also redefine global 'security'. You may read on that in Other Earth Ministries

Several new global ministries were formed and old ones were updated. If anyone interested in becoming a minister please submit an application. You will find the letters submitted by others in the Executive section of the Interim Earth Government.

We have to take largely credit for putting pressure on the Government of Canada to create 10 new national parks and 5 marine conservation areas. It was ECO's initiative that brought the government decision in establishing these new global corridors for wildlife we want to take along with for the next million years. We can proudly take this one to our credit. This is a reminder to all of our members and participants of past and future Global Dialogues that what counts is  not so much how much money an organization has but what ideas it brings forward as alternatives to status quo. Our ideas are totally  legitimate, sound, originals, and focus on the problems at hands.

Often new ideas in different areas are what propelled a government decision. A government may have hesitated for decades in resolving a problem. The reason was that decision makers were not sure about what to do. By bringing in our new ideas they finally saw the wisdom of a specific way and made the decision.

I thank the membership for their input in all areas of the world's problems. Your research papers were most relevant to the needs here and now. Continue sending papers especially for Global Dialogue 2004. We are making progress and giant steps in helping humanity. We have a Vision for humanity and submitted positive recommendations to the nations of the world. Pressure must be kept on the world! We are not searching for acknowledgement for our work. Government and businesses never admitted where they have got their ideas and how they made their decision, or what ideas really toppled the decision in one direction,  but that's OK! We are happy to know we have help them to make the right decision..

We need your input now. Their are local and global issues, and they needs your ideas. This 21st century will make the difference for the next million years. Vision to Caring for Life and Earth

Global Dialogue 2004 is about all of the issues we discussed during the previous global dialogues plus new issues related to helping humanity in seeing how important this 21st century is to the survival of all life on Earth. It is a difficult period of time for it implies the survival of all lifeforms on Earth for the next million years. Perhaps you should read  the article in the October Newsletter titled 'Earth policies to reduce human population to 500 millions'. It should indicate to you more understanding of the direction we have taken since our first dialogue in year 2000. We made real progress. We have a lot more to do. The world needs more understanding, more explanation about what direction we ought to take as a species, what are our duties as citizens of the Earth, and more research and development in a wide range of Earth management and social issues.

The 21st century will have major impacts over the next million years



Over the past several years our research team at the Global Community Assessment Centre (GCAC) has shown over and over again that global warming is here and we need to act now. The planet is getting warmer. Ratifying the Kyoto Protocol is only a first step to protect our global life-support systems. Much more has to be done.

To a politician, a week is a long time. To an economist, thirty years is the 'long term'. Politicians and economists deal only in desperately trivial twinklings of time. To a pessimistic person, in the long run we are all dead so why bother. To a religious person, we are all here on Earth for the glory of God but eternal life is after we passed away so why bother.

Why bother?

Why will it matter whatever we do now on Earth when eternal life is next? This is also a pessimistic view. A large cross-section of people think that way. It just seems that life is defeated before even trying to fight for our survival. Unless God gives these people new Revelations about the worth of managing Earth than life does not stand a chance.

When we think about life on Earth we must think as a matter of course in very long periods of time. Whatever happen in this 3rd Millennium, which we have called the New Age Civilization of the 3rd Millennium, will depend of us and to what degree we are willing to make a difference to manage wisely Earth, our home. Will our actions be geared to survive a decade, a hundred years, a thousand years, or a million years? If our actions were geared to survive a million years, the chances are that we would learn to master great things including harnessing the sun flare energy, interstellar travel, genetic engineering, and reajusting the planetary position of another planet in our solar system to initiate a new life on its surface. Is it no worth to make sacrifices now?

A sound governance of the Earth is needed for the long term survival of our species. This is 'la raison d'etre' of the Interim Earth Government. ECO has proposed the creation of global ministries to manage Earth and humanity's global problems.

History can help us understand ourselves and what is happening to us, and our impact upon the rest of the world, only when we look at ourselves on the grand scale of time. As members of families, we note the passing generations. Historians traditionally deal in centuries. For the most part we are unaware of the deep rhythms that lie beneath naturally occurring events, rhythms that must be measured in millennia, or in millions of years, or in tens of millions of years. We have a huge effect upon all life on Earth and the fabric of the planet itself yet we are vaguely aware of the rhythms. From an engineering point of view that is totally unacceptable. If Earth was seen as a spaceship whith specific life-support systems, to think of those rhythms would be of outmost importance. The knowledge and understanding of the rhythms would determine our policies now, today. Even though our lives are so brief, a million years should be a proper unit of political time. Politicians would become in a way engineers who can think not only a week at a time but can also think ahead a million years. The world needs 'engineer politicians' with the highest integrity of judgment.

We all know we are rapidly wiping out our fellow species on Earth. We tend to think that this present-day destructiveness is just an anomaly and that in the fullness of time the world will settle down again into some form that may be slightly different from the present but nonetheless agreable. Not so! By changing the climate as we do we influence the ecology and evolution of the whole world for the rest of time. It is important to understand that the way climate behaves, the extreme of which it is capable of, and the ways in which it can be influenced. Yet when we look at our own history as human beings and briefly at the 100 million years or so of prehistory, we see how dangerous this complacency is, the sheer precariousness of our existence and of all other lifeforms.

Small events today can have huge global consequences that can change the flora and fauna of the whole world. Some people at least are bothered now by global warming and know that nothing can ever be the same again. But what is the cause of it? Just a rise in concentration of a gas in the atmosphere that in any case is present in barely more than a trace. That is all it takes to change the climate of the world. When we look at our own history and prehistory we see this very effect in action and the results. Without such effects, this time in reverse, that is, a loss in greenhouse gases rather than a gain, our own species probably would not have come into existence. Earth as it stands now is a miraculous jewel of a place, an oasis in an infinitely hostile and diverse universe, Shangrila. Nothing says that this Shangrila will ever come back again after we destroyed it.

We are just beginning to see what a dangerous game we are playing. More specifically we begin to see how inadequate it is to think only in shorth periods of time, and to be satisfied with politics and policies of economics that deal only with the here and now. Over the past several years the Earth Community Oragnization has fought the economic systems of the world requiring that the FTAA, the EU and the WTO be governed by the Scale of Human and Earth Rights and the Charter of the Earth Community. The Scale was designed for the survival of our species and that of other lifeforms we want to take along with us over a period of one million years.

Peace in the world is a state of being at peace within ourselves. Justice keeps us at peace. When there is no justice, human rights, peace and security are threatened and war is often thought as the only solution. The Earth Community Organization (ECO) believes that the United States have not accepted the principle of justice for all in humanity. They have already objected to have their military be subjected to the international court. They want a special treatment over and above the other nations of the world. As far as they are concerned, Justice is only for the other nations not for the US. So it is no wonder that war is at the horizon. The US can break the laws but not the other nations. There is no justice! This means Americans dont feel at peace within themselves because they are guilty of something terrible. We all know what this is. The whole world knows Americans have planned to invade the Middle East nations and other nations as well ever since they coerced the United Nations in creating the State of Israel, the Jews of Israel being their Trojan Horse. Americans are invaders, nation predators, just as the British were in the past. They will not stop at the Middle East, we all know China is their next target. If they get what they want, they will make Adolf Hitler look like a kid in the block. There will never be Peace this millennium. The September 11 event was a desperate response to this threat, and yes of trade issues as well but then what is trade when the US military is left out of Justice? What is trade when the US military is taken over a nation's resources? Trade has no meaning except when the US is getting richer at the expenses of all other nations, including Canada, and at the expenses of the global life-support systems. The US is willing to disregard global warming as 'the major threat to the world' today, to all life on Earth. The risk is insane! America has lost credibility as a leader nation. America needs to be told with action that global warming is here and now. America needs to be told that it wont matter all the oil in the world and all the Saddam Husseins in the world if we do not protect our global life-support systems.

The global civil society has to be as tough as needed. Humanity needs leadership. Kyoto is only a beginning. There is a whole lot more work to do to save humanity and all life from extinction. As far as the US are concerned they lost their mind, heart and Soul. As far as an action to be taken to bring America in line with the rest of the world, let us close the Canadian border from coast to coast to all consumer products, goods and services going back and forth, and triple the prices of oil, natural gas, coal, electricity, wood products, food products, water being sold to America, until they have agreed and taken all actions to resolve the problem with global warming and peace in the world and that means no war. God hope they do! We have a chance to show leadership and as a Canadian I want us to be even greater. God blesses us all! I prey God to give us strength.

The world overpopulation problem resolved along with several other global issues


This 21st century is very crucial for humanity as it will determine our survival or not for the next million year. The Earth Community Organization is proposing to the world a way to achieve our survival. The policies described in this article are by no means the only ones and we do need the global community to send suggestions and recommendations.

The humans species has to regulate its population by means that are voluntary and benign and has to take along with a fair proportion of other lifeforms. Proper Earth management will certainly be a necessary tool to achieve our goal. If not there will be a collapse of humanity and of the environment. From now on every global decision we do will have tremendous consequences on our future.

In general, populations of all lifeforms grow exponentially that is by a steady proportion of whatever was there before. When there is no practical limit on resource then populations usually grow maximally and the only limit is that of the reproductive capacity of the female animal. About 10,000 years ago, human beings were obliged to commit themselves more or less fully to agriculture and the human population was 5 to 10 million. By the time of Christ, after only 8,000 years of large-scale agriculture, the human population was 100 to 300 million. After this time, the exponential growth of the population entered its rapid phase. The billion mark was passed by 1800 A.D. By year 2000, the human population exceeded 6 billion. Thus agriculture allowed a thousand-fold increase in numbers over a period of 10,000 years.

Obviously something has to be done! ECO proposes a tight global policy, benignly implemented, or it will be very nasty indeed. In practice, a human population of 10 to 12 billion would be too uncomfortably high and would add a high strain on world resources. What kind of world population would be reasonable? What goal should we aim at? A population should be small enough to be sustainable indefinitely and still allow plenty of leeway for ourselves and other lifeforms. It should also be large enough to allow the formation of healthy civilizations.

We propose a world population of 500 million. The policy to apply is for every family to have only one or two children. It would take a thousand years to reach our goal of a population of 500 million.

Our proposal of a world population of 500 million does not in any way contradict God's Plan for humanity. On the contrary, it reinforces the Will of God for the diversity of Life throoughout the universe. By accomplishing our higher purpose we will be able to propagate trillions of liferforms and much more over the universe. Beside, with such a small population, there is no doubt that our species would last at least a million years. That is

0.5 x billion x 1 million = 0.5 x 10 15 person-years


But if we let our population rise to about 20 billion then we may not survive more that 1,000 years or so. That is

20 billion x 1,000 thousand = 2 x 10 13 person-years

In order words, if we exercise restraint the total number of human beings who will be on the planet could be at least 25 times greater than it would be if we allowed the population to increase to 20 billion. Who, then, are those who deny life for the glory of God?

In practice, if our proposal of one or two children was accepted then the population would eventually fall. We would make all efforts to minimize infant mortality. We need to ensure that the women of the world who have shown an interest in the proposal of family planning would have access to all the help needed to achieve their goal. Contraception for men is also desirable.

Beside the global warming, the human activity that affects Earth most is that of food production. We need to form a global ministry dealing only about agriculture and the protection of our soils. All nations will be part of the ministry. We have to design systems of food production that meet our own needs, and also leave room for these other lifeforms we want to take along with us. Western agriculture is designed in the end to maximize profit. As a primordial human right, the prime concern of the human species is to feed people. Therefore we have to do things differently. We will have to produce less livestock as we effectively double the population we need to feed: ourselves, plus the livestock that is supposed to be feeding us. We also have to apportion the land surface of the whole world more efficiently, using some for highhly intensive food production (which makes use of less land), some for extensive agriculture (combining food production with wildlife conservation) and designing some specifically as wilderness areas with global corridors between them. Hopefully this will help natives of British Columbia, Canada, to settle their land claims in their favor as they are the only people in Canada who can help protecting wildlife, at least for now. There should be a definite and specific clause in any agreement with the natives that it is what they will do with the land and not turn it into a huge industrial site as would the white man do.

Global warming is certainly affecting the survival of these other lifeforms we want to take along with us over the next million years. Climate change has always been a major factor throughout the entire evolutionary stages of life on Earth and will continue to be so in the future. We will have to make sacrifices not only for our own survival but also for all life on Earth. Changes now are far too rapid for these other lifeforms to adapt. They will have to tolerate us more to survive.

Obviously our survival on Earth and that of these other lifeforms are dependent on our behavior and attitude to the world. This point was largely discussed during Global 2000 and Global Dialogue 2002. ECO has researched and developed sound solutions to humanity's problems and recommendations are made available on our website. Our new ideas are part of life natural selection process and will be passed on from generation to generation. Whatever happen in this 3rd Millennium, which we have called the New Age Civilization of the 3rd Millennium, will depend of us and to what extent we are willing to make a difference to manage Earth wisely. Will our actions be geared to survive a decade, a hundred years, a thousand years, or a million years? If our population was to decrease as projected here then what other major global problems would be managed automatically?

This question is really saying that the overpopulation is the cause of several major global problems such as:

* lack of resources
* poverty
* wars
* climate change
* damage to the global life-support systems
* a lesser quality of life
* threat to security
* lack of good quality soils for agriculture
* polluted air, water and land
* overcrowed cities
* weapons and war products and equipment able to spark global wars
* widespread drug, human and Earth rights abuse, more old and new diseases out of control


There are many related aspects of the global life-support systems that is affected by an overpopulated planet:

* global warming
* Ozone layer
* wastes of all kind including nuclear and release of radiation
* climate change
* species of the fauna and flora becoming extinct
* losses of forest cover and of biological diversity
* the capacity for photosynthesis
* the water cycle
* food production systems
* genetic resources
* chemicals produced for human use and not found in nature and, eventually, reaching the environment with impacts on Earth's waters, soils, air, and ecology

The low-technology, high-impact terrorism of September 11th demonstrated that terrorism is increasingly destructive, widespread, and difficult to prevent. The severity of religious and ethnic conflicts has escalated to nuclear brinkmanship between India and Pakistan. Chemical, biological, and information warfare weapons are also cheap and easy for smaller groups and individuals to use. Currently there are 20 million people of concern to the U.N. High Commissioner for Refugees (UNHCR)—refugees, internally displaced, and former refugees who have recently returned home—although this number has decreased by 2.3 million in the last two years.

The Stockholm International Peace Research Institute estimates that there were 24 major armed conflicts in 22 locations in 2001; 14 of these were over the question of government and the remaining 10 over disputed territory. Seven of these conflicts were in Africa, 9 in Asia, 3 in America, 1 in Europe, and 4 in the Middle East.

At the same time, the vast majority of the world is living in peace, strategies for world peace and security are emerging, the United States and Russia have signed a nuclear reduction treaty, Russia has become a special partner in NATO, and global efforts are growing that encourage respect for diversity and shared ethical values. Transcultural ethics is being studied and dialogues among differing worldviews are increasing. The growth of democracy, international trade, and global visibility provided by news media, the Internet, and satellite surveillance, plus improving world travel and living standards, are increasing the acceptance of the idea that secure conditions for a more peaceful evolution of humanity are possible. Once slavery was widely accepted as a “natural” institution; now it is almost entirely gone because humans changed their minds and institutions. If so for slavery, why not for terrorism and war? Human rights standards are increasing in importance relative to national sovereignty, and the International Criminal Court came into force.

The U.N. Secretariat early warning systems could be strengthened; this could involve NGOs and the media generating the political will to act, agree when local violence and global threats warrant international intervention, make advanced intelligence sensors and transceivers available to local citizens so that local realities could be broadcast to the world, design smarter sanctions that target elite criminals rather than innocent populations, and create all-party mediation on neutral territory. Governments could identify troops for more rapid U.N. peacekeeping deployment who have been trained together, with compatible equipment to be marshalled to prevent the escalation of violence. We should study and implement best practices for reducing corruption and collective violence, and prevent political leaders from storing their money in Swiss bank accounts and villas on the Riviera. News media and Internet Web sites could be encouraged to give more balanced coverage that shows positive mediation rather than just scenes of violence. Governments should destroy existing stockpiles of biological weapons, create tracking systems for potential bioweapons assets, and increase the use of nonlethal weapons such as sticky foam and aerosols that induce sleep.

Over the long term, education for a more enlightened public and leadership is the answer. The fundamental causes of terrorism must be understood, not just the consequences; social marketing or public education programs should be created to promote respect for diversity and equal rights. We need to share research in conflict resolution and consensus building that focuses on the common ethical values and oneness that underlies human diversity.

The United Nations and the global civil society

The United Nations are to become an instrument for the will of the Peoples, the global civil society, the Earth Community, the human family (different ways of expressing the same people), and not the other way around. Most of the time politicians have no knowledge, experience, and understanding of the global problems. They seek advise from others. Yet politicians make global decisions or the lack of them during meetings at the United Nations. Politicians become actors on the world scene. Actors taken jobs they are not qualified to take in reality. They make decisions and they dont understand consequences. They are often being coerced by the United States but they wrongly think that is cool for their economy. In effect, politicians are threatening the security of all people and all life on Earth.

The global civil society is made of people from all aspects of life who have a greater understanding of the problem whatever it may be. They know the facts and understanding of the problem. The global civil society is the mind, heart and Soul of humanity, the human family. They maybe NGOs, businesses, agencies, scientists and professionals, religious groups, or other groups. They should have a voting right during all meetings of the General Assembly and Security Council at the United Nations. They will be given an important status in Earth Government. Why be with the UN when you can be with Earth Government to govern the planet?

To take away the nuclear arsenal of all nations

Earth Community has broadened the traditional focus of the security of states to include both the security of people as well as that of the planet. Global security policies include:

* every person on Earth has a right to a secure existence, and all states have an obligation to protect those rights
* prevention of conflicts and wars; identification, anticipation, and resolving conflicts before they become armed confrontations. The Earth Court of Justice will help here.
* military force is not a legitimate political instrument
* weapons of mass destruction are not legitimate instruments of national defence
* eliminate all weapons of mass destruction from all nations and have inspectors verifying progress to that effect
* all nations should sign and ratify the conventions to eliminate nuclear, chemical and biological weapons
* the production and trade in arms should be listed as a criminal act against humanity; this global ministry will introduce a Convention on the curtailment of the arms trade, a provision for a mandatory Arms Register and the prohibition of the financing or subsidy of arms exports by governments
* the development of military capabilities is a potential threat to the security of people and all life on Earth; the ministry will make the demilitarization of global politics a high priority.
* anticipating and managing crises before they escalate into armed conflicts and wars
* maintaining the integrity of the environment and global life-support systems
* managing the environmental, economic, social, political and military conditions that threatened the security of people and the planet
* over the past decades and even now today, all Five Permanent Members of the United Nations Security Council (mostly the United States, Russia and Britain) were responsible for selling weapons and war equipment. These three nations are required to give back to Earth Government an amount of 8 trillion dollars (American) as a payment for the immense damage they have caused in the world. They have created a culture of violence throughout the world. They are nation bullies, nation predators. They are responsible for economic mismanagement, ethnic tensions, crimes, drug abuse, high unemployment, urban stress, worldwide poverty, and pressures on natural resources. Most conflicts in the world are direct legacies of cold war power politics, senseless politics. Other conflicts were caused by the end of the cold war and the collapse of old regimes. Other factors have combined to increase tension: religious, economical, political, and ethnic aspects.


In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances with other nations were the only way to 'win'. Today wars are unlikely to produce winners. The Earth Community is all over the planet. Ethnic groups are everywhere. Some say there are more Italians in Montreal, Canada that there are in Italy. So we would fight our own people? Wars truly make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The only job the military should be asked to do today is to protect the global life-support systems. These systems have the highest priority on the Scale of Human and Earth Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs. Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Human and Earth Rights. Without a shelter life will still exist in some places but is not possible in cold place. There are many related aspects of the global life-support systems:

* global warming
* Ozone layer
* wastes of all kind including nuclear and release of radiation
* climate change
* species of the fauna and flora becoming extinct
* losses of forest cover and of biological diversity
* the capacity for photosynthesis
* the water cycle
* food production systems
* genetic resources
* chemicals produced for human use and not found in nature and, eventually, reaching the environment with impacts on Earth's waters, soils, air, and ecology


So security must be achieved by other means than wars. We might as well shelved the war industry from humanity right now and that means phasing out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in all nations of the world, and not just in some Middle East country. The nature of global security has changed since the rise of the Earth Community. Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. Earth Government will emphasize as a priority the prohibition of external interference in the internal affairs of sovereign states. Today the security of people within the Earth Community is just as important as the security of states. Citizens must be secure. Earth Community is just as important as the security and life of citizens and states.

There are many threats to security other than the threats to the global life-support systems and threat caused by weapons of mass destruction and the threats to the sovereignty of a state, and they include:

* the proliferation of conventional small arms
* the terrorizing of civilian populations by domestic groups
* gross violations of human and Earth rights


Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in the Charter of the Earth Community such as justice, human dignity, and equity for all and for the good of all. All people and states are protected by Earth Government.

Kyoto for the survival of our species

Letter to the Prime Minister of Canada, Jean Chretien, concerning ratifying the Kyoto Protocol and Peace in the world

Dear Prime Minister:

Over the past several years our research team at the Global Community Assessment Centre (GCAC) has shown over and over again that global warming is here and we need to act now. The planet is getting warmer. Ratifying the Kyoto Protocol is only a first step to protect our global life-support systems. Much more has to be done.

To a politician, a week is a long time. To an economist, thirty years is the 'long term'. Politicians and economists deal only in desperately trivial twinklings of time. To a pessimistic person, in the long run we are all dead so why bother. To a religious person, we are all here on Earth for the glory of God but eternal life is after we passed away so why bother.

Why bother?

Why will it matter whatever we do now on Earth when eternal life is next? This is also a pessimistic view. A large cross-section of people think that way. It just seems that life is defeated before even trying to fight for our survival. Unless God gives these people new Revelations about the worth of managing Earth than life does not stand a chance.

When we think about life on Earth we must think as a matter of course in very long periods of time. Whatever happen in this 3rd Millennium, which we have called the New Age Civilization of the 3rd Millennium, will depend of us and to what degree we are willing to make a difference to manage wisely Earth, our home. Will our actions be geared to survive a decade, a hundred years, a thousand years, or a million years? If our actions were geared to survive a million years, the chances are that we would learn to master great things including harnessing the sun flare energy, interstellar travel, genetic engineering, and reajusting the planetary position of another planet in our solar system to initiate a new life on its surface. Is it no worth to make sacrifices now?

A sound governance of the Earth is needed for the long term survival of our species. This is 'la raison d'etre' of the Interim Earth Government. ECO has proposed the creation of global ministries to manage Earth and humanity's global problems.

History can help us understand ourselves and what is happening to us, and our impact upon the rest of the world, only when we look at ourselves on the grand scale of time. As members of families, we note the passing generations. Historians traditionally deal in centuries. For the most part we are unaware of the deep rhythms that lie beneath naturally occurring events, rhythms that must be measured in millennia, or in millions of years, or in tens of millions of years. We have a huge effect upon all life on Earth and the fabric of the planet itself yet we are vaguely aware of the rhythms. From an engineering point of view that is totally unacceptable. If Earth was seen as a spaceship whith specific life-support systems, to think of those rhythms would be of outmost importance. The knowledge and understanding of the rhythms would determine our policies now, today. Even though our lives are so brief, a million years should be a proper unit of political time. Politicians would become in a way engineers who can think not only a week at a time but can also think ahead a million years. The world needs 'engineer politicians' with the highest integrity of judgment.

We all know we are rapidly wiping out our fellow species on Earth. We tend to think that this present-day destructiveness is just an anomaly and that in the fullness of time the world will settle down again into some form that may be slightly different from the present but nonetheless agreable. Not so! By changing the climate as we do we influence the ecology and evolution of the whole world for the rest of time. It is important to understand that the way climate behaves, the extreme of which it is capable of, and the ways in which it can be influenced. Yet when we look at our own history as human beings and briefly at the 100 million years or so of prehistory, we see how dangerous this complacency is, the sheer precariousness of our existence and of all other lifeforms.

Small events today can have huge global consequences that can change the flora and fauna of the whole world. Some people at least are bothered now by global warming and know that nothing can ever be the same again. But what is the cause of it? Just a rise in concentration of a gas in the atmosphere that in any case is present in barely more than a trace. That is all it takes to change the climate of the world. When we look at our own history and prehistory we see this very effect in action and the results. Without such effects, this time in reverse, that is, a loss in greenhouse gases rather than a gain, our own species probably would not have come into existence. Earth as it stands now is a miraculous jewel of a place, an oasis in an infinitely hostile and diverse universe, Shangrila. Nothing says that this Shangrila will ever come back again after we destroyed it.

We are just beginning to see what a dangerous game we are playing. More specifically we begin to see how inadequate it is to think only in shorth periods of time, and to be satisfied with politics and policies of economics that deal only with the here and now. Over the past several years the Earth Community Oragnization has fought the economic systems of the world requiring that the FTAA, the EU and the WTO be governed by the Scale of Human and Earth Rights and the Charter of the Earth Community. The Scale was designed for the survival of our species and that of other lifeforms we want to take along with us over a period of one million years.

Peace in the world is a state of being at peace within ourselves. Justice keeps us at peace. When there is no justice, human rights, peace and security are threatened and war is often thought as the only solution. The Earth Community Organization (ECO) believes that the United States have not accepted the principle of justice for all in humanity. They have already objected to have their military be subjected to the international court. They want a special treatment over and above the other nations of the world. As far as they are concerned, Justice is only for the other nations not for the US. So it is no wonder that war is at the horizon. The US can break the laws but not the other nations. There is no justice! This means Americans dont feel at peace within themselves because they are guilty of something terrible. We all know what this is. The whole world knows Americans have planned to invade the Middle East nations and other nations as well ever since they coerced the United Nations in creating the State of Israel, the Jews of Israel being their Trojan Horse. Americans are invaders, nation predators, just as the British were in the past. They will not stop at the Middle East, we all know China is their next target. If they get what they want, they will make Adolf Hitler look like a kid in the block. There will never be Peace this millennium. The September 11 event was a desperate response to this threat, and yes of trade issues as well but then what is trade when the US military is left out of Justice? What is trade when the US military is taken over a nation's resources? Trade has no meaning except when the US is getting richer at the expenses of all other nations, including Canada, and at the expenses of the global life-support systems. The US is willing to disregard global warming as 'the major threat to the world' today, to all life on Earth. The risk is insane! America has lost credibility as a leader nation. America needs to be told with action that global warming is here and now. America needs to be told that it wont matter all the oil in the world and all the Saddam Husseins in the world if we do not protect our global life-support systems.

Sir, you go ahead and be tougher than you can ever be and imagine. Humanity needs a leader with integrity. Be that leader! Kyoto is only a beginning. There is a whole lot more work to do to save humanity and all life from extinction. As far as the US are concerned they lost their mind, heart and Soul. Dont follow into their steps. There is a chance that they might follow into yours. As far as an action to be taken to bring America in line with the rest of the world, close the Canadian border from coast to coast to all consumer products, goods and services going back and forth, and triple the prices of oil, natural gas, coal, electricity, wood products, food products, water being sold to America, until they have agreed and taken all actions to resolve the problem with global warming and peace in the world and that means no war. God hope they do! You have a chance to be a great leader and as a Canadian I want you to be even greater. God blesses us all! I prey God to give you strength.

May the DIVINE WILL come into our lives and show us the way.
May our higher purpose in life bring us closer to the Soul of Humanity and God.

The Universal Mind

Do all lifeforms think?

Obviously they do! Our brains are much bigger than those of other lifeforms; they are more complex that is they contain more neurones which are connected to each other in more intricate ways. When we observe the world, our environment, we take into account more factors than other lifeforms and we are able to respond to any one of the factors in a greater variety of ways. We are also able to observe, analyze and infer the rules and laws of the behavior of the things around us. Science is a way of searching for those laws. Once human beings grew the ability to achieve such mental ability, our power over the other lifeforms, big and small, increased enormously. In our distant past, human beings may have been the cause for the disappearance of the biggest predator lifeforms on Earth. We probably use them as food. We became formidable and proficient hunters. We are probably the cause for the disappearance of millions of species of which we know nothing about nowaday. Only a few skeletons remain accessable for observation as witness of the past. Human beings have enormous stamina and we are better able than many lifeforms to tolerate daytime heat. To increase efficiency, we have also cooperate to hunt. Our logistic ability in hunting efficiency, brought about by memory, analysis, and cooperation, largely accounts for the disappearance of much larger predators. We killed and ate them all. And we had already mastered the use of fire a long time ago so cooking meat was making it much more pleasing and palatable. Fire had the effect of increasing the range of human diet even more widely. Later on farming not only widen our diet and thus increased our chances for survival but was the cause for creating the very first cities.

Are we getting any closer to explaining how do other lifeforms think? Not yet!

First of all how do we think? Is it human being think verbally and that other lifeforms think in some other way, or is there more to it than that? What is the relationship between thought and verbal language? Does human thought depend upon words? We may also ask the question does any sound produced by any lifeform depend upon the idea of the sound in the lifeform? Obviously not! We have mentioned in the Charter of the Earth Community, section 1. Compliance with the Divine Will, that
"We will assist humanity in its evolution. A new beginning! All possibilities stand in front of us, and we can create anything we want in accordance with the higher purpose of the Soul of Humanity. Our mind will link and merge with the mind of the Soul of Humanity thus enabling us to synthesize knowledge and information in a flash. Our mind will be filled with new ideas, revelations, that reflect God's ideals, and we will see God's Pure Light. We will feel the radiating Love from the Soul of Humanity, its gentleness, its kindness, its compassion, its forgiveness, its serenity, a sense of deep Peace, and its creative intelligence pouring into us. Spirit is within each one of us. There is an inner Peace within Spirit, a pure awareness of all of humanity, all Life, and of all the Universe. Spirit knows the Divine Will or Will of God. It is in contact with God the Creator of the Universe (the universal mind)."


"Thus enabling us to synthesize knowledge and information in a flash" means we dont always think with words and words are not the necessary raw materials of thought. The thoughts themselves flow in us as in other lifeforms. They flow in our brain and make contact with words or we label them as words. Because words are labels attached to ideas, we can manipulate words as if they were ideas themselves. That is the human way, other lifeforms have other ways. We do not think in words. If we did how is it that it would take us hours, or days, to express and explain one thought to a colleague?

Again let us use the same section of the Charter of the Earth Community. It says:
"The Light of God's Spirit flows into the Soul of Humanity and into each one of us. Every human being will now live a life through the eyes of the Soul of Humanity and, as a group, according to the Divine Will and inspired by Love. Every human being will identify with the Soul of Humanity thus making possible to understand the unique place we have in the Universe and the special higher purpose we have to accomplish as a group. We will become aware of all other Souls throughout the Universe. Our expanding consciousness is important for humanity. We will blend our consciousness with that of the Soul of Humanity. It is important that new activities be created that is of value to the Soul of Humanity. ECO will assist the group effort in pursuing those actions that represent humanity's higher purpose and our identification with Life. We will learn to serve humanity and radiate the Will of God to others."

"Divine Will is transmitted into our personal will and desires and help us to evolve, move forward in our lives and deal with all community problems or issues. All beliefs, motivations and goals that do not represent true Soul activity will go away. The Soul of Humanity and God the Spirit will reweave the fabric of our lives so we can see our path with a clear mind and see creative ways to evolve, learn, grow and expand our consciousness."
It is simply God's Spirit that is within us, the universal mind, that makes us and all lifeforms conscious. All lifeforms are conscious of thinking to some degree that is different from lifeform to lifeform. Human being are becoming more conscious of this universal mind. Through consciousness we know that we are thinking. Through verbal language we tell ourselves that this is the case. Our possession of verbal language seems to make us more conscious than any other lifeforms. Our conscious thoughts are mostly verbal. By blending our consciousness with that of the Soul of Humanity we will be able to perceive the nature of the consciousness for the purpose of self examination.

Other lifeforms have language as well. They have the ability to convey ideas by means of symbols that the receiver understands. We have already mentioned sounds, but they can be sights, odors, etc. These ideas can be saying to the recipient "There is food here", "I am here", "There is danger", and so on. These ideas can be much more complicated. Human beings have a greater capacity for abstraction than other lifeforms. We can invent sentences that have never been written before and express new thoughts that have never been expressed before. We certainly did a lot of that during Global 2000 and Global Dialogue 2002. Who has ever heard of the Scale of Human and Earth Rights? And the Earth Court of Justice to prosecute the United States Government for creating global warming, a threat to the survival of life on Earth. The Earth Court of Justice handling problems between nations and the creation of new nations. Hundreds more new thoughts noone has ever thought before. The United Nations never thought that Justice could be and should be for everyone, every nation and everywhere, a universal constant. There should be no exception to Justice especially the United States.

What our language has and other lifeforms do not, is syntax, the pattern or structure of the word order in a sentence and phrase. By applying the syntactical rules we convey meaning by word order. Other lifeforms can convey meaning by other means such as an olfactory language, visual language, chemical signals, and so on. But, apparently, they cannot place their signals in categories and hierarchies and thus convert their vocabularies of signals into anything that resembles a human language. But they can do it in other ways.

The human language allows us to communicate any thought from one individual to another. This hability has in turn allowed us to create communities locally and globally. We have become the human family with a global consciousness and a unique Soul, the Soul of Humanity.

Scenarios of humanity between now and a million years

The Earth Community Organization has already described a scenario of Earth in year 2024. We have participated in two global dialogues in year 2000 and 2002. Participants have presented their views, research papers and we had workshop sessions and made recommendations to all nations. The Vision of Earth in Year 2024 has resulted from our common work. We gave humanity a sense of direction.

Certainly our work is sound. We produced very valuable and original tools to help humanity: the Scale of Human and Earth Rights and the Charter of the Earth Community, the Earth Court of Justice, global ministries, and we stood for the values we promoted no matter how big was the opponent. Now is time to expand our work for the good of all humanity. We will research possible scenarios of humanity between now and a million years. Everyone is asked to participate. Send your thoughts. Read the work done so far especially the work done with the global ministries. Within each ministry there is a section about 'The Global Community Overall Picture' which describes the situation in all nations of the world and we divided the world in five different regions: North America, Countries in Latin America & the Caribbean, Africa, Europe, and Asia & Oceania. Each global ministry has a description of what is happening in the different regions. There are actual facts about what is happening in the world about all issues we have discussed during both global dialogues in year 2000 and 2002. Issues of global dialogue 2004 are also included in this project. Our work is too create a plausible scenario(s) of what the world could be between now and a million years.

This project will help humanity understand itself better.

Municipal politicians lead on climate solutions

Nanaimo has scratched the surface of a gold mine by installing energy efficient traffic lights. That saves $24,000 a year, and reduces greenhouse gas emissions.

So far, Canadians have pocketed $50 billion through increased energy efficiency - better insulated homes, more efficient appliances and so on. Sustainable energy expert Ralph Torrie now says we could save $200 billion. In "Kyoto and Beyond" Torrie sets out how to cut greenhouse emissions in half and create jobs at the same time - with existing technology.

Detractors say we can't afford it, but that flies in the face of what's happening in the real world. It disregards the economic and human health benefits of moving from fossil fuels to efficiency and renewables.

And it ignores the true costs of climate change. BC Premier Gordon Campbell wants $600 million to fight a pine beetle outbreak caused by warmer winters. And Alberta Premier Ralph Klein billed taxpayers $324 million for damage to agriculture from a drought worse than the 1930's dust-bowl. Unfortunately, neither premier connects these expenses to their underlying cause.

Let's acknowledge the price tag of 'extreme' weather events, and stop contributing to the greenhouse gas that causes them.

Despite Klein's anti-Kyoto campaign, municipalities are connecting the dots and initiating solutions. Calgary's "Ride the Wind" initiative, for example, makes it the first city in North America to entirely power its transit system with wind-generated electricity, reducing carbon dioxide emissions by 21,000 tonnes a year. Edmonton is aiming for 20% reductions, with projects like Landfill Gas Recovery - converting methane from their garbage dump into enough electricity for 6,000 households. The Regional District of Nanaimo is presently expanding a similar system at the Cedar Road landfill.

Over the years, Canadians have 'created' more energy through efficiency and conservation than all investments in oil, nuclear, gas and coal combined. In Denmark, where energy use actually fell between 1970 and 1989, the GDP grew by 48%. Obviously (if we do it right) we can grow, invest in renewables like wind-power, create jobs and cut greenhouse gasses at the same time.

Unfortunately, BC Hydro wants to build a fossil fueled generator at Duke Point, which would annually pump 900,000 tons of carbon dioxide into our atmosphere - which is only 16 kilometers thick! (Shorter than the Nanoose weapons test range)

To its credit, Nanaimo wants the BC Utilities Commission to determine whether this plant is actually needed, and to examine better alternatives. City council has also kept our E&N (Rail-America) railway zoned for "transportation use only, " which could likewise prevent substantial emissions from more cars and trucks.

Power-smarting Nanaimo's traffic lights is just one of '101' similar solutions. On Oct. 21, Nanaimo joined other cities committed to achieving and surpassing the Kyoto targets, through "Partners for Climate Protection". (www.fcm.ca "programs")

Proactive solutions need support from the community as well as city council and staff. On climate change at least, Nanaimo is doing well. The BC Summer Games "zero-waste" collaboration with the Nanaimo Recycling Exchange, Green Communities 'Green-Home-Visits', bike-to-work week, Nanaimo Cycling Coalition's "Go Green Choices", and Nanaimo Area Land Trust's business stewardship campaign all help.

Of course Nanaimo faces many challenges other than the gas-plant; protecting natural areas, pesticide use, clear cutting in the watershed, log-booms in the estuary and nuclear weapons at Nanoose.

We'll be well served if Nanaimo's proactive response to climate change continues after the Nov. 16 election. That kind of foresight should really illuminate our approach to all these issues.

BRIEF EXPLANATION:

Simultaneous Policy (SP) is proposed as a means of attacking two world problems: (1) destruction of the environment by unsustainable consumption and pollution, and (2) the growing gap between rich and poor within nations and between nations. These problems are largely due to destructive competition—that is, nations compete with each other for capital and jobs as the result of deregulation of business and finance.

This destructive competition is often abetted by the WTO, IMF, and World Bank, all of which are dominated by private interests and seldom consider representatives of the public interest. Even corporate executives are under pressure to favor short-term private profits over long-term considerations—or be replaced by someone who will.

Democratically elected governments are no longer in control, because corporations are often more powerful than individual countries. In fact, governments of whatever complexion find that any proposed action to control the excesses of financial markets and transnational corporations is blocked by threats to move operations to a more permissive jurisdiction. This makes politicians and political parties powerless to institute such reforms as more equitable taxation or national production measurements that account for external and social costs.

Simultaneous Policy is a process to build consensus amongst governments to adopt policies of global justice in principle and then to implement them simultaneously. These policies might begin, for example, by stabilizing financial markets using such methods as the Tobin tax to inhibit currency speculation, by recapturing control of money from private bankers, by ending corporate interference in political campaigns, by measures to provide escape from third world debt, by banning genetically modified products until proved safe by adequate testing, and by abolishing tax havens.

The actual measures to be adopted in principle and then simultaneously implemented would, of course, be determined by the nations agreeing to them. Meanwhile, individuals and organizations that adopt SP will be encouraged to participate in formulating proposals by discussion within the International Simultaneous Policy Organisation. The growth of this movement, which already has branches in some 20 countries, is intended to develop support of public officials and candidates for such reforms. SP works by asking people to adopt and declare a commitment to a cooperative economic order long before it can be implemented. Organizers do not expect any sudden miracle, but believe the objectives are so important the work has to be started now with great urgency.

SP adopters agree to work for adoption of SP by political parties to which they may belong and to give preference in voting to candidates and/or parties that have adopted SP. As more and more elections are being decided on just a few votes due to voter apathy, adoption of SP may make the difference for a candidate. Adoption is provisional and may be withdrawn any time the adopter may disagree with ISPO policies. The quick process of adoption is completely risk-free and reversible at any time.

Earth governance

We define Earth governance as the traditions and institutions by which authority in a country is exercised for the common good. This includes:

(i) the process by which those in authority are selected, monitored and replaced,
(ii) the capacity of the government to effectively manage its resources and implement sound policies with respect to the Scale of Human and Earth Rights and the belief, values, principles and aspirations of the New Age Civilization,
(iii) the respect of citizens and the state for the institutions that govern economic, environment, Earth resources, and social interactions among them,
(iv) the freedom of citizens to find new ways for the common good, and
(v) the acceptance of responsibility and accountability for our ways.


The quality of Earth governance is reflected in each local community worldwide. Earth Government will show leadership by creating a global civil ethic within the Earth Community. The Charter of the Earth Community describes all values needed for good global governance: mutual respect, tolerance, respect for life, justice for all everywhere, integrity, and caring. The Scale of Human and Earth Rights has become an inner truth and the benchmark of the millennium in how everyone sees all values. The Scale encompasses the right of all people to:

* the preservation of ethnicity
* equitable treatment, including gender equity
* security
* protection against corruption and the military
* earn a fair living, have shelter and provide for their own welfare and that of their family
* peace and stability
* universal value systems
* participation in governance at all levels
* access the Earth Court of Justice for redress of gross injustices
* equal access to information


The Charter is itself a statement for the fundamental rights of all citizens, ensuring the rights of minorities, one vote per million people from each state government. When member nations vote during any meeting they are given the right of one vote per million people in their individual country. That is the most fundamental community right, the right of the greatest number of people, 50% plus one, and that is the 'new democracy' of the New Age Civilization.

Governance of the Earth will make the rule of arbitrary power--economic (WTO, FTAA, EU), political, or military (NATO)-- subjected to the rule of law within global society, the human family. Justice is for everyone and is everywhere, a universal constant.

Earth Government has no intention of changing the status and privileges of state governments. In fact, state governments become primary members of the Earth Government. Global governance can only be effective within the framework of a world government or world federalism. There is no such thing as global governance through the work of a few international organizations such as the WTO, the EU, or the United Nations dictating to the rest of the world. These organizations are heading in the wrong direction and are causing conflicts between nations, doing away with democracy, increasing the gap between rich and poor, and creating a culture of violence worldwide, terrorism being a small example of what they can do.

Earth Government allows people to take control of their own lives. The Earth Community was built from a grassroots process with a vision for humanity that is challenging every person on Earth as well as nation governments. Earth Community has a vision of the people working together building a new civilization including a healthy and rewarding future for the next generations. Global cooperation brings people together for a common future for the good of all.

Earth governance does not imply a lost of state sovereignty and territorial integrity. A nation government exists within the framework of an effective Earth Government protecting common global values and humanity heritage. Earth governance gives a new meaning to the notions of territoriality, and non-intervention in a state way of life, and it is about protecting the cultural heritage of a state. Diversity of cultural and ethnic groups is an important aspect of Earth governance.

Earth governance is a balance between the rights of states with rights of people, and the interests of nations with the interests of the Earth Community, the human family, the global civil society.

Earth governance is about the rights of states to self-determination in the global context of the Earth Community rather than the traditional context of a world of separate states.

Although the Earth Government ensures state governments that it will obey the principle of non-intervention in domestic affairs, it will also stand for the rights and interests of the people within individual states in which the security of people is extensively endangered. A global consensus to that effect will be agreed upon by all nation states.

Effective Earth governance requires a greater understanding of what it means to live in a more crowded, interdependent humanity with finite resources and more pollution threatening the global life-support systems. The Earth Community has no other choice but to work together at all levels. The collective power is needed to create a better world.

Earth Government

Earth Community needs a global democratic leadership based on the Earth Government and able to take responsibility and leadership, a stronger world order, more efficient and more democratic.

Today, 65 % of the world population lives in democracies than dictatorships. This trend is increasing as more people want to live in peace. Because of a rapid transition to democracy, several of these democracies have not had time to develop strong democratic institutions and cultural changes. Many changes occur during a transition: written constitutions, legal reforms, multiparty elections, a free press, and an independent judiciary. but all changes take time to grow in people's new way of life.

Earth has long been waiting for a truly global governing body based on universal values, human rights, global concepts and democracy. Earth Government might as well be created now, there is no longer any reason to wait. We are the Earth Community and we will form Earth Government. Earth management is a priority and is a duty by every responsible person.

Earth Government will now be formed, and we want you to reflect on future effects of such an event on the history of humanity. Certainly one will expect extraordinary changes: a reorganizing of human activities all over the planet; participation by all societies on the planet in solving local and global problems; new alliances forming; north meeting with south (eradication of poverty will be the price to pay to get votes from the south) in order to gather more votes within the newly created Earth Government to satisfy power struggles between European, Asian and Western countries; adoption of democratic principles, human rights, global concepts, and universal values by every human being; expansion of consciousness; gathering and coordinating of forces to resolve social and political problems in a peaceful way (no more conflicts or wars); gathering and coordinating of forces (technologies, scientific research, exploration work, human resources, etc.) to resolve global problems such as global climate, environment, availability of resources, poverty, employment, etc. Thousands more changes!

Let your heart and mind reflect on 'the good' of a democratically elected Earth Government. Everyone is part of Earth Community by birth and therefore everyone has a right to vote. Everyone should be given a chance to vote. If you live in a developing country this time you will have a vote, human rights like all of us, you will be part of Earth Community, and we will stand by you. Decisions will be made democratically. You will finally have a voice and a friend, many friends, within Earth Government and Earth Community. Your lives have values just like all of ours.

 
An improved democracy for the New Age Civilization of the 3rd Millennium

Worldwide, there are as many as 120 nations with electoral democracies. Several nations are struggling to have political rights and civil liberties. Most of Africa and Middle and Far East nations are without electoral democracies. Is democratization a global long-term trend? Is democracy as we know it today a good thing? Will it pass the test of the global problems humanity is facing today? How successful is democracy in a country such as India? the United States? Britain? What indicators could measure success or failure? What improvements could make democracy a better political system?

Each and everyone of us on Earth was born free and equal in dignity and rights. Respect for human and Earth rights and fundamental freedoms is one of the characteristics of a democracy. The typical fundamental freedoms of a democracy (freedom of expression, thought, assembly, and association) are themselves part of human and Earth rights. These freedoms can exist everywhere. Democracy is a political system based on the participation of the people, global cooperation. It foresees the separation of powers among the judiciary, the legislative and the executive authorities, as well as free and regular elections.

To be successful, a newly formed democracy requires a long-term economic stability, multiparty elections, a written constitution, a free press, a legal reform with an independent judiciary and good pro-democratic leadership. We have seen Britain and the United States helping other nations become democracies. Help was in the form of military action. How successful was forcing democracy into a people using the military? After World War I, following the destruction of the Ottoman Empire, the European powers created states and appointed officials to administer newly created democracies in and around the Middle East. A lot of what was created had no legitimacy for the people of the Moslem Civilization and Western domination brings much of the same kind of hegemony in the region as with the British. Since World War II, America along with junior partners, Great Britain, France and Russia, have refashioned the Middle East in their own image, building a new political and territorial order on the ruins of the Ottoman Empire. Despite the efforts of secular and religious local forces who rejected the West's intrusion, America and the junior partners formed states, chose people to govern them, and drawn frontiers between them. But this new order never worked because to Arab nationalists it meant betrayal of wartime promises made by the Allies, military occupation, and the exploitation of resources and of the Moslem people. The Jewish National Home in Palestine further fueled hostility toward the West. The post war order imposed by Great Britain and the Allies created instabilities and disorder (the Ottoman Empire was stable and had order) throughout the Moslem world. On November 29, 1947, the United Nations passed a resolution partitioning Palestine into two independent states, one Jewish and one Arab. The Jewish accepted the resolution and called their land Israel, but the Moslem states rejected it and sent their armies to regain the land but lost the war against Israel. The Palestinians lost their land and have been without a homeland ever since. They became refugees on their own land. Israel's occupation of Moslem land and refusal to recognize the national rights of the Palestinians were the fundamental problems. The State of Israel made its entrance into history in a war against the Moslems. Throughout this period America was a major support in lobbying the UN partition plan and in the birth of the State of Israel. Was the creation of Israel, a new democracy based on the military occupation, a success for democratic systems? Is it right for us to create a new democracy using the military? Israel has been at war ever since its creation as a democracy. Is that truly a democracy or is it a military invasion of the Middle East by the United States?

How successful were these newly created democracies? What have we truly accomplished? Were the people involved in creating the new democracies or was it because Britain and the United States military forcing new values into the people ways of life, changing their cultural heritage and religion?

The Earth Community is proposing that:

a) different nations may require different political systems at different times
b) a democratic system is not a "must have it" to be a responsible member nation of the Earth Government
c) all democracies are to be upgraded, or improved upon, to be a responsible member nation of the Earth Government. The Scale of Human and Earth Rights and the Charter of the Earth Community are the newly added requirements to all democratic systems of the world.


What is the most important is not so much being a citizen within a democratic system, but it is first and foremost more important to be in line with the Scal of Human and Earth Rights.

Scale of Human and Earth Rights

* Ecological rights and the protection of the global life-support systems
* Primordial human rights
* The ecological rights, the protection of the global life-support systems and the primordial human rights of future generations
* Community rights and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically
* Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)
* Cultural rights and religious rights

Fourth on the Scale, a community may choose to use any type of political systems of its liking, a democracy or otherwise. That is a community right, the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically.

All political systems will be improved by increasing education, transparency, accountability, media access, respect for human and Earth rights, tolerance of political opposition, free elections, participation and independent civil society.

The Global Community Overall Picture


North America
The United States has served as a model of democracy to many nations but now they have lost credibility on several grounds:

* by not ratifying the Kyoto Protocol, they have shown a total disregard to the protection of life on Earth. What good is democracy when the existence of life on Earth is being threatened by CO2 pollution? All democratic systems are required to be responsible and accountable to humanity. The Scale of Human and Earth Rights places life on top of the Scale and is the most important right to be protected.
* systematically planning and invading other nations either through their military or through their corporations and institutions, and for the purpose of controlling or taken over a nation's resources for profit and self-interests.
* american elections are becoming more corrupted by money and special interest lobbying, advertising and campaign contributions


Countries in Latin America & the Caribbean
Less than 50% of citizens vote. Democracy does not have a solid ground for growth. Free-market democracies in the region must include social justice and equity as a way of life. Unless America includes the Scale of Human and Earth Rights and the Charter of the Earth Community to govern the newly proposed Free Trade Area of the Americas(FTAA), than we will see a collapse of democracy in the region, civil wars and the rise of dictatorships.

Africa
There are only 20 of the 53 African nations with electoral democracies. Authoritarian regimes in the region have been successful because of strong ethnic groups and religious fundamentalism. Dictators might yield their power if they had secure retirement. May be an 'African Council of Elders' composed of former heads of state could be created to advise Africa.

Europe
Democracy implies not just the mechanics of free and fair elections but the ability of different political parties to choose and, if elected, to implement their freely chosen manifestos. On the face of it, this may appear to be the case. But we need to probe a little deeper. In Britain, there were protests in Genoa, Gothenburg, Davos and at almost every other major summit meeting since Seattle in December 1999. And this disaffection is just the festering tip of a very large iceberg. For underlying these high-profile protests lies a widespread and deepening public disengagement from party politics as evidenced by ever-lower voter turnouts in elections around the world. This is something Tony Blair should know well, having himself been re-elected by only 42% of the vote with a turn-out of just 58%; the lowest since 1929. That means only 25% of those eligible voted for him. So why all the disaffection when the mechanics of democracy seem to be in good working order? European democratization will require the expansion of the EU to the East and South. Unless genuine democracies are created, the former authoritarian regimes of Central and Eastern Europe may come back.

Asia & Oceania
There are 24 of the region's 39 nations with electoral democracies. Japanese appear indifferent to democratic issues in other nations because democracy was forced into them. Much of Asia supports autocratic governments. China provides stability to its 1.3 billion people.

Reform the United Nations or let us create Earth Government (part 3)

Over the past several years we have asked the United Nations to reform its organization or else let Earth Community, the human family, the global civil society, will create Earth Government. If the UN are not up to the task of providing global services as is required now than quit it, give it up. We know better! Earth Community has made very clear to the United Nations that it needed reforming, and that Earth Government was an organization for the Peoples making decisions for the good of all as opposed to having politicians from all of over the world being coerced by the United States and making all kinds of decisions based on a culture of violence and propoganda from the West. Earth has no need for your culture of violence and military and economical dictatorship.

Most of the time politicians have no competence in all aspects of effective global governance. Global ministries have to be formed to reflect competence, knowledge and proper decision making. In this way, Earth Government will reflect the capacity of the global civil society to contribute to global governance.

We have also made clear to the UN that special privileges such as the veto right of the Five Permanent Members were ridiculous fallacies and had to be annulled immediately. Permanent members must come forward and agree to forgo their veto right or the General Assembly must vote for the change be done.

Earth Community is proposing that the General Assembly will:

* have one vote per million people from each nation
* vote to abolish the special privileges of the Five Permanent Members
* vote to abolish the status of the Five Permanent Members
* reorganize the structure and election process of the Security Council as previously shown by Earth Community
* create global ministries as shown here
* make global governance a reality now, more effective to govern Earth, and for the Peoples and the good of all (and not for the good of a few privileged wealthy persons or corporations)
* stop the culture of violence that it has been promoting ever since its creation
* entrench the Scale of Human and Earth Rights and the Charter of the Earth Community into its constitution and way of doing things
* create a process to regularly review the constitution and the organizational structure of the UN
* make sure that the Security Council membership reflects the will of the world population with voting rights also reflecting the world population (Earth Community has already proposed a more effective organizational system to the UN)
* allow the global civil society, the human family, Earth Community, be an integral part of the General Assembly and Security Council with voting rights in both areas
* allow the creation of an Adviser on Women's Issues also be a part of both the General Assembly and Security Council with voting rights in both areas, and in all global ministries and special agencies as well
* make global co-operation a major aspect of a balanced system of global governance
* promote the formation of symbiotical relationships for the good of all as opposed to economic partnerships to profit the few wealthy persons or corporations
* create the Earth Court of Justice with goals and structure as defined by Earth Community
* establish a process by which the Earth Court of Justice would evaluate and decide on applications for a community becoming a new nation
* establish a process by which conflicts between nations be resolved by the Earth Court of Justice and not by propaganda by the United States to do their five wishes in the world
* Justice is for all and the Unites States military as well; how can you not object to the United States military people or any people in America being taken to the Earth Court of Justice for crimes committed against human and Earth rights as described by the Scale of Human and Earth Rights
* ensure that the Security Council enforces the Earth Court of Justice decisions
* establish a global governance that considers the need of people for each other and of doing good to one another, that is, promote symbiotical relationships for the good of each other and the good of all. The Charter of the Earth Community and the Scale of Human and Earth Rights have established these fundamental human needs, priorities and values.

Between now and August 2004 we will have expanded the Interim Earth Government for Earth Community. The Interim Earth Government for Earth Community will govern for as long as necessary to create the democratic structure of the government and put in place the voting system that it requires. Officers and Ministers of Earth Government will be required to work as a team. Those interested to become officers or ministers please submit your CV, three references, and a five pages essay on why you want to become an officer or a minister. There is an urgent need to fill the several positions for each global ministry.

There is a need to develop a voting system to elect representatives to form a democratically elected Earth Government. Every person in the world can claim the birth right of electing a democratic government to manage Earth: the rights to vote and elect representatives to form the Earth Government. They are our human rights! Each and everyone of us on Earth was born free and equal in dignity and rights. Respect for human rights and fundamental freedoms is one of the characteristics of a democracy. The typical fundamental freedoms of a democracy (freedom of expression, thought, assembly, and association) are themselves part of human rights. These freedoms can exist everywhere. Global cooperation: global ministries of the Interim Earth Government

In today's Earth Community it is important for our survival to cooperate globally on several aspects such as peace, security, pollution in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching the Charter of the Earth Community as a way of life for the good of all.

The Interim Earth Government is continuously updating and improving the implementation of global ministries throughout the world. The short description of the work done so far appears here and on our website. A detailed, more complex one is on CD-ROM showing each global ministry with detailed views, actions to address the challenge and indicators to measure progress on the challenge.

Global symbiotical relationships between nations

The Earth Community Organization (ECO) is inviting you to participate in the formation of global symbiotical relationships between communities, nations, businesses, or a combination of them. This can be accomplished through the formation of global ministries. We are also proposing the formation of a political symbiotical relationship between state and the global civil society. A similar relationship already exists between the Interim Earth Government and every member of the Earth Community, also known as the human family, the global civil society.

Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill its goals? The Charter of the Earth Community promotes the values to achieve its goals. These goals require the promoting and establishment of: global community ethics, mutual respect, respect for life, basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability.

Other symbiotical relationships may be based on common concerns and issues such as: the environment, peace, women's rights, human and Earth rights, and many more. There is a whole spectrum of possible symbiotical relationships.

Global 2000 and Global Dialogue 2002 were the first world conferences on sustainable development and Earth management that brought forward sound solutions to humanity's problems. Symbiotical relationships are needed today and for the long term future of humanity.

A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO. The WTO is about a trade partnership between nations. On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved. The fundamental criteria is that a relationship is created for the good of all nations participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development.

The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis of the relationship should give more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of the Earth Community into our ways of life, justice, peace, spiritual freedom, security, and many other important aspects as described in the global ministries (agriculture, energy, trade, resources, etc.).

Global strategy to reinforce primordial human rights

Primordial human rights are those human rights that individuals have by virtue of their very existence as human beings: to live, safety and security, eat, drink fresh water, breath clean air, and have shelter. These rights are separate categories than ecological rights, community rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights.On the Scale of Human and Earth Rights, ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights listed here are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future.

Earth Community has developed a global strategy to reinforce primordial human rights. Recommendations to that effect are:

* provision of minimal standards of health, education, and housing worldwide
* reduce inequality in access to work opportunities
* care for the quality of life of the people
* all nations must ratify an agreement to form the Earth Court of Justice
* increase global cooperation between nations to deal with terrorism in a more selective, targeted way
* help the Earth Community promote and implement its global civic ethic program worldwide
* allow our volunteers perform their global ethical management tasks during conflict resolution
* emphasise social responsibility of corporations in the whole cycle of their products or services
* expand coordination and global cooperation among nations, agencies, and NGOs, regarding information, early warning, apprehension, and punishment of terrorists through the Earth Court of Justice. The Court will create an environment for transparent Justice.
* when there is massive damage done to a country that is abhorent to most countries of the world then the Earth Court of Justice will find it justified to go after the suspected criminals wherever they may be hiding

The right of the freedom of expression of the media industry (the art world) versus the right of the security of a person and of the state was explained in the global ministry of Earth Security. Please read that section carefully.

We have reproduced here a short explanation with the conclusion.

Another major source of global unsecurity for people is the culture of violence in everyday life as it is shown on television screens and cinemas. The American Way of Life is creating this culture of violence. An american child at age six year old has seen more violence on television than any other child of the Middle East over a life span. This culture of violence infects both industrial and developing countries, rich and poor. This trend of culture of violence must end. The movie and TV industry is a threat to global security. The media is responsible for the propagation of violence through communications. Why has government not done anyhting to regulate the media industry? Surely everyone understood that on the Scale of Human and Earth Rights security of the people of any nation is more important than the human rights related to the freedom of expression of the media industry. Security of the people and the state is on top of the Scale. It is part of the primordial human rights. While freedom of expression is a right found lower on the Scale and is classified partly as

*     Community rights and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically
(these rights can be and are usually a part of the constitution of a country)

and partly as

*    Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)

So the freedom of expression of a person is not as important as the security of that person and the security of the state.

En effet,comme enseignant, j'applique le modele pedagogique de la Recherche-Action pour la Resolution de Problemes Communautaires (RA:RPC). Jusqu'a maintenant, le modele a ete experimente avec des eleves et adultes dont l'age varie entre 8 et 23 ans.

Ainsi, la RPC:RA propose un processus d'apprentissage en education relative a l'environment (ERE) et a la Citoyennete qui consiste a amener les acteurs (peu importe l'age)a:

* Relever dans leur milieu un probleme significant pour eux;
* Analyser ce dernier en tenant compte des differents enjeux;
* Envisager quelques solutions potentielles;
* Mettre en oeuvre un plan d'action;
* Evaluer leur demarche et le resultat obtenu.


Le modele comprend treize etapes pour le developpement de projets communautaires. Les acteurs assument le projet a part entiere ou en cogestion; l'animateur, ou l'enseignat devient alors un guide, une personne ressource.

A travers le projet mene par les acteurs (eleves ou adultes), le principe de la democracie est respecte par tous et chacun; en effet, les decisions prises par le groupe comme la selection du probleme a resoudre, la solution a appliquer et la mise en oeuvre du plan d'action, sont determinees unanimement ou a la majorite. Selon moi, sans le respect de la democracie, on ne peut atteindre les buts de la RPC:RA et de l'ERE, car les acteurs sont appeles a solutionner un probleme dans, pour et avec la communaute.

Autre pre-requis important a la RPC:RA est celui de l'esprit critique; on le reconnait comme un element determinant tout au long des 13 etapes. Ainsi les acteurs font en sorte que leur analyse du probleme et de la solution sont appuyees sur des recherches avec des sources credibles.

Par ailleurs, notons que la RPC:RA est un outil a privilegier dans le cadre de la reforme en education dans les provinces et territoires canadiens, ainsi que dans d'autres pays. Comme il est indique dans les orientations du ministere de l'education du Quebec et d'ailleurs, dorenavant les apprentissages devront etre relies a des situations de vie; evidemment le modele repond a cette orientation. Rappelons aussi que la RPC:RA s'applique autant a des problematiques du milieu physique, biophysique que social, ou par leur projet, les acteurs contribuent a l'amelioration de la qualite de vie de leur communaute.

Quant a l'aspect de l'evaluation des 'savoir, savoir-etre et savoir-faire', les evaluations continues et sommatives nous demontrent que les acteurs impliques de pres a la RPC:RA (eleves, direction d'ecole, parents, etc.) eprouvent une grande satisfaction personnelle pour avoir realise ensemble, un projet qui amene un changement positif dans la communaute. De plus les reponses aux questionnaires nous revelent un haut taux de reussite quant a l'atteinte des objectifs de l'Unesco en ERE.

Mentionnons que notre expertise est reconnue au niveau provincial, national et international. Ainsi, pour l'annee scolaire 2002-2003, cinquante enseignants du Quebec (francophones et anglophones) de l'elementaire et du secondaire appliquent la RA:RPC dans leur enseignement; de plus, lors du recent sommet de Johannesburg sur le developpement durable, le Canada a communique les realisations en RA:RPC aux representants des autres pays presents au sommet. Soulignons egalement que l'expertise a fait l'objet d'ententes de collaboration avec des partenaires du Chili et d'Israel afin que ce modele soit integre au curriculum des ecoles et de centres communautaires dans ces pays. Finalement, les Etats-Unis ont aussi reconnu l'efficacite de la RA:RPC en me decernant le Integrity Award au mois d'avril 2002.
