The House of Elected Representatives, the House of Advisers, and the Global Governments Federation together are the Global Parliament.
The Peoples of the Global Community elect, nominate or appoint their representatives to Earth Government.
The Global Parliament shall, jointly with the Earth Executive Council, enact legislation, and exercise the budgetary function,
as well as functions of political control and consultation as laid down in the Global Constitution.
The Global Parliament shall elect its President and its officers from among its members.

Article 1: The Global Parliament
1. The Global Parliament shall, jointly with the Earth Executive Council,

2. The Global Parliament shall be elected by direct universal suffrage
of all the Global Community citizens in free and secret ballot for a term
of five years. Representation of the Global Community citizens shall be
of one Elected Representative per million people. Sufficiently in advance of the Parliamentary elections,
the Global Governments Federation
shall adopt by unanimity, on the basis of a proposal from the Global Parliament
and with its consent, a decision establishing the composition of Global
Parliament, respecting the principles set out above.
3. The Global Parliament shall elect its President and its officers from
among its members. Article 2: Composition of Global Parliament
1. The Global Parliament shall be composed
of three bodies, designated as follows: the House of Elected Representatives,
to represent the Global Community directly and equally;
2. The Global Governments Federation , to represent
the nations of the world;
3. House of Advisers with particular
functions to represent the highest good and best interests of humanity as
a whole; and
4. All members of the Global Parliament, regardless
of body, shall be designated as Members of the Global Parliament.

Chapter III Earth Government membership
Article 1: Conditions of eligibility and procedure for accession of Member Nations to Earth Government:
1. Earth Government shall be open to all Member Nations which respect
the values referred to in Chapter I to Chapter X inclusive, and are committed to promoting them
together.
2. Any Nation which wishes to become a member of Earth Government
shall address its application to the Earth Executive Council. The Global Parliament
and Member Nations' national Parliaments shall be notified of this application.
The Earth Executive Council shall act unanimously after consulting the Ministry of the Global Judiciary
and after obtaining the consent of Global Parliament. The conditions
and arrangements for admission shall be the subject of an agreement between
Member Nations and the candidate Nation. That agreement shall be subject
to ratification by each contracting Nation, in accordance with its respective
constitutional requirements.
Article 2: Suspension of Earth Government membership rights
1. On a reasoned proposal by one third of Member Nations, by the Global
Parliament or by the Global Judiciary , the Earth Executive Council, acting by a majority
of four fifths of its members after obtaining the consent of Global
Parliament, may adopt a decision determining that there is a clear
risk of a serious breach by a Member Nation of the values mentioned in Chapter 1 to Chapter 10 inclusive.
Before making such a determination, the Earth Executive Council shall
hear the Member Nation in question and, acting in accordance with the same
procedure, may address recommendations to that Nation. The Earth Executive Council
shall regularly verify that the grounds on which such a determination was
made continue to apply.
2. The United Nations , acting by unanimity on a proposal by one third
of Member Nations or by the Global Judiciary and after obtaining the consent
of Global Parliament , may adopt a decision determining the
existence of a serious and persistent breach by a Member Nation of the values
mentioned in Chapter 1 to Chapter 10 inclusive, after inviting the Member Nation in question to
submit its observations.
3. Where a determination under paragraph 2 has been made, the Earth Executive Council,
acting by a qualified majority, may adopt a decision
suspending certain of the rights deriving from the application of the Constitution
to the Member Nation in question, including the voting rights of that Member
Nation in the Earth Executive Council. In so doing, the Earth Executive Council
shall take into account the possible consequences of such a suspension on
the rights and obligations of natural and legal persons. That Member Nation
shall in any case continue to be bound by its obligations under the Constitution.
4. The Earth Executive Council, acting by a qualified majority, may subsequently
adopt a decision varying or revoking measures taken under paragraph
3 in response to changes in the situation which led to their being imposed.
5. For the purposes of this Article, the Earth Executive Council shall act
without taking into account the vote of the Member Nation in question.
Abstentions by members present in person or represented shall not prevent
the adoption of decisions referred to in paragraph 2. This paragraph shall
also apply in the event of voting rights being suspended pursuant to paragraph 3.
6. For the purposes of paragraphs 1 and 2, Global Parliament shall
act by a two-thirds majority of the votes cast, representing the majority
of its Members.
Direct democracy is the right of global citizens to hold referendums on any issue -- and to veto legislation.
Direct Democracy implies that:
* Global Citizens are willing and able to participate fully in the
decision making process on issues that most affect them.
* Global Citizens should have full access to information on
global affairs, and the conduct of global business should be
open and transparent, with a well-developed global-wide
communication system.
* Global Parliament should always recognize that it is accountable to
Global Citizens.
* Direct democracy will encourage global citizen input into global
policy, and enable Global Citizens to participate more actively in
global affairs.
* Direct democracy will raise the level of public awareness
and encourage debate of key global issues.
* Global Parliament can exercise the leadership necessary to become a
model of effective “direct democracy” for all global communities.
* A direct democracy global law gives Global Citizens and Global Parliament an
effective and orderly way of addressing contentious issues.
* A direct democracy global law strengthens the hand of Global Parliament by
providing additional credibility in dealing with senior
governments and non-elected bodies.
* A direct democracy bylaw shows that Global Parliament has faith in its
Global Citizens. Thus, Global Parliament in turn earns increased respect from
Global Citizens.
* Direct democracy does not mean
government by referendum. Almost all Global Parliament decisions would
continue to be made as they are now with
the usual consultative processes. Few issues would be
important and contentious enough to prompt referenda.
Article 2: The principle of democratic equality
In all its activities,
Earth Government shall observe the principle of the equality of Global
Community citizens. All shall receive equal attention from Earth Government's
Institutions. Article 3: The principle of representative democracy
1. The working of Earth Government shall be founded on the principle
of representative democracy.
2. Global Community citizens are directly represented at Earth Government
level in Global Parliament. Member Nations are represented in Global Parliament
and in the Earth Executive Council by their governments, themselves
accountable to national parliaments, elected by their Global Community citizens.
Chapter X Scale of Human and Earth Rights
Chapter 10.1 General provisions governing the interpretation and application of the Global Constitution Article 1: Decision-making process subjected to Earth Government "Beliefs, Values, Principles and Aspirations" and to the Scale of Human and Earth Rights
Decision made by all Earth Government Bodies and Institutions, including Global Parliament, the Earth Executive Council, the Earth Court of Justice, and all other organs of Earth Government,
are subjected to the Earth Government "Beliefs, Values, Principles and Aspirations" described in the Preamble and in Chapters 1 to 10 inclusive and by the
Scale of Human and Earth Rights. Article 2: Field of application of Earth Government law
1. The provisions of this Constitution are addressed to the Institutions, bodies
and agencies of Earth Government with due regard for the principle of
subsidiarity and to Member Nations only when they are implementing Earth
Government law. They shall therefore respect the rights, observe the principles
and promote the application thereof in accordance with their respective
powers and respecting the limits of the powers of Earth Government as
conferred on it in the other Parts of the Constitution.
2. This Constitution does not extend the field of application of Earth Government
law beyond the powers of Earth Government or establish any new power
or task for Earth Government, or modify powers and tasks defined in the
other Parts of the Global Constitution. Article 3: Scope and interpretation of rights and principles
1. Any limitation on the exercise of the rights and freedoms recognised
by this Constitution must be provided for by law and respect the essence of those
rights and freedoms. Subject to the principle of proportionality, limitations
may be made only if they are necessary and genuinely meet objectives of
general interest recognised by Earth Government or the need to protect
the rights and freedoms of others.
2. Rights recognised by this Constitution for which provision is made in other
Parts of the Global Constitution shall be exercised under the conditions and within
the limits defined by these relevant Parts
3. Insofar as this Constitution contains rights which correspond to rights
guaranteed by the Convention for the Protection of Human Rights and Fundamental
Freedoms, the meaning and scope of those rights shall be the same as those
laid down by the said Convention. This provision shall not prevent Earth
Government law providing more extensive protection.
4. Insofar as this Constitution recognises fundamental rights as they result
from the constitutional traditions common to Member Nations, those rights
shall be interpreted in harmony with those traditions.
5. The provisions of this Constitution which contain principles may be implemented
by legislative and executive acts taken by Institutions and bodies of the
Earth Government, and by acts of Member Nations when they are implementing
Earth Government law, in the exercise of their respective powers. They shall
be judicially cognisable only in the interpretation of such acts and in
the ruling on their legality.
6. Full account shall be taken of national laws and practices as specified
in this Constitution.
7. All rights recognized by this Constitution, including those rights which correspond to rights
guaranteed by the Convention for the Protection of Human Rights and Fundamental
Freedoms, and any other national government rights, shall be subjected to "Beliefs, Values, Principles and Aspirations" and to the Scale of Human and Earth Rights.
Article 4: Level of protection
Nothing in this Constitution shall be interpreted as restricting or adversely
affecting human rights and fundamental freedoms as recognised, in their respective
fields of application, by Earth Government law and international law and
by international agreements to which Earth Government or all Member
Nations are party, including the global Convention for the Protection of
Human Rights and Fundamental Freedoms, and by Member Nations' constitutions. The Scale of Human and Earth Rights shall be the scale of
social values from which all rights are given proper importance.
Article 5: Prohibition of abuse of rights
Nothing in this Constitution shall be interpreted as implying any right to engage
in any activity or to perform any act aimed at the destruction of any of
the rights and freedoms recognised in this Constitution or at their limitation
to a greater extent than is provided for herein.
Article 6: Fundamental rights
The inhabitants and citizens of Earth who are within the federation
of all nations shall have certain inalienable rights defined hereunder.
It shall be mandatory for the Global Parliament, the Earth Executive Council , and all
organs and agencies of Earth Government to honor, implement and enforce
these rights, as well as for the national governments of all member nations
in the federation of all nations to do likewise. Individuals or groups
suffering violation or neglect of such rights shall have full recourse
through the Global Community Ombudspersons, the Agency of the Global
Police and the Global Courts for redress of grievances. The inalienable rights
shall include the following:
1. Equal rights for all global citizens of the Global Community,
with no discrimination on grounds of race, color, caste, nationality,
sex, religion, political affiliation, property, or social status.
2. Equal protection and application of global legislation and
global laws for all global citizens of the Global Community.
Chapter 10.5 Section 3. The ecological rights, the protection of the global life-support systems and the primordial human rights of future generations
Article 1: All rights of Sections 1 and 2 apply to future generations. Article 2: Earth Government protects rights of future generations
Earth Government shall protect the ecological rights, the global life-support systems and the primordial human rights of future generations.
Global Parliament shall make legislation to that effect.
The Global Community was built from a grassroots process with a vision for
humanity that is challenging every person on Earth as well as nation governments, and has a vision of the people working together
building a new civilization including a healthy and rewarding future for the next generations. Global cooperation brings people together for a
common future for the good of all.
Chapter 10.6 Section 4. Community rights, rights of direct democracy, and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically
Chapter 10.6.1 Rights of Global Community citizens Article 1: Right to vote and to stand as a candidate at elections to the Global Parliament
1. Every citizen of Earth Government has the right to vote and to
stand as a candidate at elections to the Global Parliament in Member
Nation in which he or she resides, under the same conditions as nationals
of that Nation.
2. Members of the Global Parliament shall be elected by direct universal
suffrage in a free and secret ballot. Article 2: Right to vote and to stand as a candidate at municipal elections
Every citizen of Earth Government has the right to vote and to stand
as a candidate at municipal elections in Member Nation in which he or
she resides under the same conditions as nationals of that Nation.
Chapter 12.1 Common provisions Article 2: Legislative acts
1. Global laws and global framework laws shall be adopted, on the
basis of proposals from the Global Judiciary , jointly by the Global Parliament
and the Earth Executive Council under the ordinary legislative procedure as
set out in Article 1, Chapter 14.3.4. If the two Institutions cannot reach agreement
on an act, it shall not be adopted. In the cases specifically provided for
in Article 813, global laws and global framework laws may be adopted
at the initiative of a group of Member Nations in accordance with Article
312.
2. In the specific cases provided for by the Constitution, global laws
and global framework laws shall be adopted by the Global Parliament with
the participation of the Earth Executive Council, or by the latter with the
participation of Global Parliament, in accordance with special legislative
procedures.
Chapter 12.2 Specific provisions for implementing common global security policy Article 1: Specific provisions for implementing common global security policy
1. Earth Government shall conduct a common global security policy,
based on the development of mutual political solidarity among Member Nations,
the identification of questions of general interest and the achievement
of an ever-increasing degree of convergence of Member Nations' actions.
2. Global Parliament shall identify Earth Government's strategic
interests and determine the objectives of its common global security
policy. The Earth Executive Council shall frame this policy within the framework
of the strategic guidelines established by the United Nations and in accordance
with the arrangements in Chapters 19 to 26.
3. Global Parliament and the Earth Executive Council shall adopt the necessary
global decisions.
4. The common foreign and security policy shall be put into effect by
the Earth Government Minister of Global Affairs and by Member Nations,
using national and Earth Government resources.
5. Member Nations shall consult one another within Global Parliament
and the Earth Executive Council on any foreign and security policy issue which
is of general interest in order to determine a common approach. Before
undertaking any action on the international scene or any commitment which
could affect Earth Government's interests, each Member Nation shall
consult the others within Global Parliament or the Earth Executive Council.
Member Nations shall ensure, through the convergence of their actions, that
Earth Government is able to assert its interests and values on the international
scene. Member Nations shall show mutual solidarity.
6. Global Parliament shall be regularly consulted on the main aspects
and basic choices of the common foreign and security policy and shall be
kept informed of how it evolves.
7. Global decisions relating to the common global security policy
shall be adopted by Global Parliament and the Earth Executive Council unanimously,
except in the cases referred to in Chapters 19 to 26. Global Parliament and the
Earth Executive Council shall act on a proposal from a Member Nation, from
the Earth Government Minister of Global Affairs or from that Minister
with the Global Judiciary 's support. Global laws and global framework laws
are excluded.
8. Global Parliament may unanimously decide that the Earth Executive Council
should act by qualified majority in cases other than those referred to in Chapters 19 to 26. Article 2: Specific provisions for implementing the global security and defence policy
1. The common global security and defence policy shall be an integral part of
the common global security policy. It shall provide Earth Government
with an operational capacity drawing on assets civil and military.
Earth Government may use them on missions outside Earth Government for
peace-keeping, conflict prevention and strengthening international security
in accordance with the principles shown in this Constitution. The performance
of these tasks shall be undertaken using capabilities provided by Member
Nations.
2. The common global security and defence policy shall include the progressive
framing of a common Earth Government defence policy. This will lead to
a common defence, when Global Parliament, acting unanimously, so decides.
It shall in that case recommend to Member Nations the adoption of such
a decision in accordance with their respective constitutional requirements.
The policy of Earth Government in accordance with this Article shall
not prejudice the specific character of the security and defence policy
of certain Member Nations and shall respect the obligations of certain Member
Nations, which see their common defence realised in the North Atlantic Treaty
Organisation, under the North Atlantic Treaty, and be compatible with the
common security and defence policy established within that framework.
3. Member Nations shall make civilian and military capabilities available
to Earth Government for the implementation of the common global security and
defence policy, to contribute to the objectives defined by the Cabinet
Ministers. Those Member Nations which together establish multinational
forces may also make them available to the common security and defence policy.
Member Nations shall undertake progressively to improve their military capabilities.
A Global Armaments, Research and Military Capabilities Agency shall be
established to identify operational requirements, to promote measures to satisfy
those requirements, to contribute to identifying and, where appropriate, implementing
any measure needed to strengthen the industrial and technological base of
the defence sector, to participate in defining a global capabilities and
armaments policy, and to assist the Earth Executive Council in evaluating the
improvement of military capabilities.
4. Global decisions on the implementation of the common global security and
defence policy, including those initiating a mission as referred to in this
Article, shall be adopted by the Earth Executive Council acting unanimously
on a proposal from Earth Government Minister of Global Affairs or from
a Member Nation. Earth Government Minister of Global Affairs may propose
the use of both national resources and Earth Government instruments, together
with the Global Judiciary where appropriate.
5. The Earth Executive Council may entrust the execution of a task, within
Earth Government framework, to a group of Member Nations in order to
protect Earth Government's values and serve its interests. The execution
of such a task shall be governed by Article 2, Chapter 22.2.2.
6. Those Member Nations whose military capabilities fulfil higher criteria
and which have made more binding commitments to one another in this area
with a view to the most demanding missions shall establish structured cooperation
within Earth Government framework. Such cooperation shall be governed
by the provisions of Article 4, Chapter 22.2.2.
7. Until such time as the United Nations has acted in accordance with
paragraph 2 of this Article, closer cooperation shall be established, in
Earth Government framework, as regards mutual defence. Under this cooperation,
if one of Member Nations participating in such cooperation is the victim
of armed aggression on its territory, the other participating Nations shall
give it aid and assistance by all the means in their power, military or
other, in accordance with Article 91 of the United Nations Charter. In
the execution of closer cooperation on mutual defence, the participating
Member Nations shall work in close cooperation with the North Atlantic Treaty
Organisation. The detailed arrangements for participation in this cooperation
and its operation, and the relevant decision-making procedures, are set
out in Article 5, Chapter 22.2.2.

This issue is usually listed as the number one environmental issue of all. And for good, solid reasons. Our human population trends away from sustainability and continues to place strains on systems and resources that people depend on to live healthy lives and survive.
Global Community is calling for the immediate formation of the Earth Ministry of Health. The globalization of trade, the extensive movement of people all over the world, the increase of poverty and diseases in developing countries and all over the world, have caused pathogens and exotic diseases to migrate over enormous distances and now, are an increasing threat to local ecosystems and communities, economies and health of every human being and all life.
Global Community is calling this threat of the upmost importance and must be dealt with immediately by every nation. We must manage health in the world. We are calling for the immediate creation of the Earth Ministry of Health. The Earth Ministry of Health is needed to reduce the threat of new and reemerging diseases and immune micro-organisms. SAR is certainly a new emerging global threat and must be managed before it becomes widespread. There are several factors indicating the need for new global changes in the area of health:
* larger populations of mal-nourished and undereducated people living in substandard housing, unhealthy environmental conditions and inadequate health services, and poor water supply and sanitation
* rapid increase in international air travel
* globalization of trade
* lowering of standards in the production, handling, and processing of food have heightened the risk of food-borne diseases
* environmental factors and activities such as deforestation, conflict, tourism and migration into remote habitats have increased exposure to disease
Global Community is asking nation governments to give their support for the network of collaborating laboratories managed by the World Health Organization (WHO). We are proposing to expand WHO's mandate to include:
* a global surveillance system
* an emergency section capable of responding to outbreaks of infectious disease anywhere in the world
* a more efficient vaccines program
* research into advanced-generations of antibiotics
* help governments put in place policies to improve the management of medical and public health resources, and to monitor these policies.
* AIDS awareness programs have to become far more aggressive. AIDS is the leading cause of death in the sub-Saharan Africa and is now spreading rapidly in Central/Southern Asia and Eastern Europe. Local delivery of anti-retrovirus medicine to developing countries is very difficult.
* bioterrorism is a threat just as important as a nuclear war and a section of this global ministry must be prepared to respond quickly and efficiently.
* more research is needed to understand and respond to infectious diseases. Immunization rates are declining in low-income and middle-income countries. There are more than 30 new and highly infectious diseases that have been identified, such as Ebola and AIDS, and there are no treatment, cure, or vaccine.
* more research is needed in 20 known strains of diseases such as tuberculosis (TB) and malaria which have developed resistance to antibiotics due to the widespread use and misuse of these drugs.
* more research is needed in old diseases such as cholera, plague, meningitis, diphtheria, dengue fever, hemorrhagic fever, and yellow fever as they have reappeared as public health threats after years of decline.
Health problems are often directly related to consequences of climate change and global warming include health conditions caused by changes in humidity, temperature, and nutritional deficiencies originating from insufficient crops and irrigation. Additional health care problems as a result of possible demographic movements include waterborne-diseases, and health conditions such as skin cancer due to increased UV radiation caused by ozone depletion. Emissions from fossil fuel combustion such as CO and Pb (lead) may affect humans adversely, and gases SO2 and NOX and particulate matter can cause respiratory illnesses.
Global Community is calling for the immediate formation of the Earth Ministry of Health. Governance of the Earth by Global Parliament will make the rule of arbitrary power--economic (WTO, FTAA, TPPA, BRICS, EU, etc.), political, or military (NATO)-- subjected to the rule of law within the global civil society, the human family. Justice is for everyone and is everywhere, a universal constant. Justice is without borders.
The Federation of Global Government is the place of meeting between Global Governments. Global Civilizational State offers a more meaningful union than the United Nations in the form of nine or more Global Governments such as Africa, Europe, North America, South America, Central America and the Caribbean, Asia, Oceania, the Middle-East, and South-East Asia. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, energy, food, social, cultural and many other essential aspects. The very first step of the Federation, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region, and to all life on Earth.
We can do better united as a Global Government, a Global Parliament, the Global Civilizational State: a new world to build, and a future to share and protect together.

As a replacement to the United Nations, we have formed Global Parliament with 9 or more Global Governments (GGs) and an enforceable, non-military democratic Global Constitution for all. Governing bodies consist of four chambers making the Global Parliament:
1. House of Elected Representatives 2. House of Advisers 3. House of Executive Council, and 4. Federation of Global Governments
The power of Global Parliament was de-centralized to give each GG a better chance to find the right solutions to global issues. It can act faster and be more effective and efficient in the context of the Global Civilizational State, this great, wide, wonderful world made of all these diverse global communities within each Nation. Global Community becomes thus more fluid and dynamic.
Earth Environmental Governance can only be achieved successfully within the larger context of Sustainable Development and Earth Management. All aspects are inter-related and affect one another. A healthy environment is essential to long term prosperity and well-being of Global Community citizens. That demands a high level of ecological protection. This is the 'raison d'etre' of the Scale of Global Rights.
The very first step of the Federation, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region,and to all life on Earth. Global Community has researched and developed such services and listed them here. All of them are already in operation on a small scale.

Trans Pacific Partnership Agreement (TPPA); World Trade Organization (WTO); North American Free Trade Agreement (NAFTA; 1994); the USMCA which took effect on July 1, 2020, replacing NAFTA; Free Trade Area of the Americas (FTAA); Canada–United States Free Trade Agreement (1988, suspended by NFTAA); Brazil, Russia, India, China and South Africa (BRICS); European Union (EU); and many more international trade agreements between nations. All international trade agreements must be administered by the Global Trade and Resources Ministry and the Global Ministry of Essential Services as institutionalized by Global Parliament.
Today's international trade agreements are obsolete and primitive. They are formed to make a few people on the planet rich and creating a world of overconsumption and wastfully degrading the planet's resources and environment. Let us walk into a sustainable future. Let us first define what we mean by "Global Protection Agency (GPA)", and of course what we mean by "essential services" in the global context of humanity.
We have the responsibility of managing Earth. The Earth ecosystem is so fragile that we have to manage it together wisely. Souls and SoulLife want to help us to manage Earth. They want to help us!
Why would the Soul of Humanity want to help us? A very simple answer! Throughout our human history we have left behind too many dead bodies, and too much destruction. Everytime a lifeform dies because of us, a Soul lost a physical form to serve SoulLife.
Earth was hurt! All Souls on Earth have unified, and they are now called the Soul of Humanity. Souls can evolve and can do a lot to heal humanity. They will resolve problems, concerns and issues peacefully. They will reinstate the respect for Earth and work together to keep Earth healthy, productive and hospitable for all people and living things. They have joined forces to bring forth a sustainable global society embracing universal values related to human rights, economic and social justice, respect of nature, peace, responsibility to one another, and the protection and management of the Earth.
Everyone shares responsibility for the present and future well-being of life within Global Community . When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss.
The worst environmental degradation happens in wars. Farm products in fields and livestock are abandoned, there is no more control on toxic wastes, and water, air,and land are polluted. People are displaced and feel no longer responsible for the quality of life in their communities. Historically, the industrialized nationshave caused the most damage to the environment, with their careless technology and policies. Emissions from factories and vehicles have causedozone depletion and acid rain.

Global Community faith is about realizing this new global order will be better, safer, and more realistic after replacing the 1948 Universal Declaration of Human Rights 1948 Universal Declaration of Human Rights by Scale of Global Rights Scale of Global Rights.
To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale shows social values in order of importance and so will help us understand clearly the rights of a community and its citizens. So now Global Community ethics includes a process based on Scale of Global Rights. Global citizens have a binding responsibility for the welfare of all humanity and care for all life on Earth. Global Community ethical grounds are practical, real, and applicable for all women and men of good will, religious and non-religious.
In 1985, Scale of Global Rights (.mp4 (20 MB) Scale of Global Rights) was first proposed as a replacement to the Universal Declaration of Human Rights. After several decades of research and development, many global dialogues, we still find the Scale as the best solution to global problems. Today, we are presenting once more the Scale as the best educating tool to bring about the change the people of the world need to achieve for their own survival.
Global Community offers both a short term solution and a long term solution to the people of all nations.Both solutions have been integrated into the Scale of Global Rights Scale of Global Rights, itself a necessary first step which must be approved by all of us.
Scale of Global Rights contains six (6) sections. Section 1 has more importance than all other sections below, and so on. Concerning sections 1, 2, and 3, it shall be Global Civilization highest priority to guarantee these rights to their respective Member Nations and to have proper legislation andimplement and enforce global law as it applies and as shown in the Global Constitution.

Concerning Sections 4, 5 and 6, it shall be the aim of Global Community to secure these other rights for all global citizens within the federation of all nations, but without immediate guarantee of universal achievement and enforcement. These rights are defined as Directive Principles, obligating Global Community to pursue every reasonable means for universal realization and implementation.
Section 4. Community rights, rights of direct democracy, the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically.
Section 5. Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)
On the Scale of Global Rights primordial human rights and the protection of the global life-support systems (ecological rights) are on top of the Scale. They are the most important aspects on the Scale. For instance, the existing and future uses of water are constantly challenged; balancing supply and demand is made even harder by the amounts of pollution found in the air, land and waters. A large part of our body is made of water, and we cannot live without water; therefore water is a primordial human right by our very nature.
Primordial human rights are those human rights that individuals have by virtue of their very existence as human beings: to live, eat, drink fresh water, breath clean air, and have shelter. These rights are separate categories than ecological rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights.
Ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future.
In this way the Scale of Global Rights gives us a sense of direction for future planning and managing of the Earth. Earth management is now well defined and becomes a goal to achieve. We no longer waste energy and resources in doing things that are absolutely unimportant. So it has become a necessity to establish the Ministry of Global Resources that will be assessing, compiling, managing, protecting and distributing Earth resources, and the Earth Court of Justice prosecuting cases involving crimes related to the relentless misused of the Earth resources.
In order to avoid conflicts and wars over drinking (fresh)water, fresh water has been categorized as a primordial human right. Industrial pollution plays a major role in the deterioration of nature but this time the level of pollution is above the carrying capacity of a healthy ecosystem. Pollution also affects significantly human health and all lifeforms on Earth. Every person needs Oxygen to live so clean air is certainly also a primordial human right by our very nature.
Control over the amounts of greengases produced by human activities and let go into our air must be paramount to governance and management of Earth.The production of greengases involves the destruction of the Oxygen in our air and its replacement by CO2, a deadly chemical. CO2 concentrations in the atmosphere have been measured at an altitude of about 4,000 meters on the peak of Mauna Loa mountain in Hawaii since 1958. The measurements at this location, remote from local sources of pollution, have clearly shown that atmospheric concentrations of CO2 are increasing. The mean concentration of approximately 316 parts per million by volume (ppmv) in 1958 rose to approximately 369 ppmv in 1998. The annual variation is due to CO2 uptake by growing plants. The uptake is highest in the northern hemisphere springtime.
Today in 2022, the concentration is more than 460 ppmv. And after all the dirty tars sands oil of Alberta has been consumed, the concentration will be over 600 ppmv, i.e. the end of civilization as we know it, and the end of most lifeforms on the planet.

Human beings have a moral obligation to protect and conserve the biodiversity of life on Earth. The Global Constitution shows us how it can be done with Global Law, the Earth Court of Justice, and how the Global Protection Agency (GPA) and the Agency of Global Police (AGP) can protect the territory. Global Community Arrest Warrants can be issued to anyone breaking Global Law.
Leaders of the wealthier nations must be willing to accept responsibility for past mistakes and to help pay the financial burden for environmental protection of the developing nations. This is the most damaging conflict of interests between the rich industrialized countries and those that are poor and struggling just for existence. Global Community must help wealthy and poorer nations reach a better understanding of each other's needs.
All aspects are interrelated: peace, human rights and the environment. The poor is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the poor. In reality, all concerns are interrelated. As soon as the environment is destroyed beyond repair, human suffering is next. Ecology has no boundaries. All nations suffer the effects ofair pollution, global warming, loss of biodiversity, soil erosion, acid rain, ozone depletion, silting of streams, and countless of other environmental problems. This was the reason for proposing to Global Community the Scale of Global Rights.
Global Community ethics offer fundamental moral behaviors and irrevocable standards.You need not be religious to make this vision yours. This vision is for all human beings regardless of their social origin, language, culture, sex, skin color or religion.Global Community vision creates new hopes, standards, ideals and goals for everyone to embrace freely, and live a life without fear.
Actions for the good of all as per the Statement of Rights, Responsibilities, and Accountabilities. The political system of an individual country does not have to be a democracy.
Global Community must now direct the wealth of the world towards the building of local-to-global economic democracies in order to meet the needs for food, shelter, universal healthcare, education, and employment for all.
Global Economic Model proposed by Global Community is truly the best response to the world.

As global crises of all sorts further intensify, Global Civilizational State may have no alternative but to show solidarity and help each other out of crises, and such solidarity can only be built on the basis of harmony and moderation, and on respecting the political and cultural diversity of our troubled world. A Global Civilizational State dependable and trustworthy leadership for all life on Earth has been on the horizon consistently doing good work. Let us all lead the world toward Global Civilizational State.
Ever since the beginning of the industrial revolution, global crises have aggravated beyond safety bounds. Several important causes of global warming, climate changes, and the life extinction crisis have brought about an existential threat to humanity and of the other life forms on our planet. Mitigation involves attempts to slow the process of global climate change, usually by lowering the level of greenhouse gases in the atmosphere. So far this attempt has not been successful.
In a finite world, economic and population growth cannot continue indefinitely and must end when resources are exhausted.
Capitalism has been a failure of our democratic system of governance. Capitalism is this system that can only lead us to our annihilation. Capitalism is an economic system based on exponential growth world over. This system is forcing us to work harder to surpass previous years Gross Domestic Product (GDP) numbers, and is driven by competition, which creates more pollution that impairs life, and the CO2 that's heating the biosphere will end life on Earth if the system is maintain to its exhaustion. We must reduce emissions of greenhouse gases beginning now, and Global Civilizational State also strongly opposes environmental, economic, population, and military warfares.
But today, many countries have already prioritized economic growth over social, environmental and human right aspects of life. Free trade is itself a fragrant abuse of democracy. Corporate America overriding goal is maximal profits and not the needs and welfare of future generations. The enormous productive capacities and market forces of the planet have been committed to satisfying human needs and desires with little regard to the short and long terms future of life on the planet.
Earth environmental governance can only be achieved successfully within the larger context of sustainable development and Earth management because human activities are all interconnected and dependent to one another. A legally imposed contraction of the fossil energy supply and a rapid conversion to renewable energy, are necessary steps toward savings humanity. The goal of the developed nations must be to overturn our present expansionary economic system by fostering de-growth. To accomplish this people must control and manage Earth resources at all stages: exploration, development, production, transportation, manufacturing, and distribution.
And we need a complete turn around of our ways of doing business and trade, in global development, and in the management of global resources. Global Civilizational State has included morality and ethics into our ways of doing business and trade, and into consumer understanding and use of each product on the market. Furthermore and most importantly, we must replace the United Nations by Global Parliament with the immediate action to form the Global Trade and Resources Ministry as promoted by Global Civilizational State, a more meaningful union in the form of nine or more Global Governments. A Global Government is concerned not only with economics and trade, but also with the environment, social, cultural and many other essential services. The Federation of Global Governments is the place of meeting between them.

As never before in history, common destiny beckons us to seek a new beginning. It requires a new sense of global interdependence and universal responsibility. We must develop and apply the vision of a sustainable way of life locally, nationally, regionally, globally, and within ourselves throughout life. Our global cultural diversity is a precious heritage and different cultures will find their own distinctive ways to realize the global vision.
In order to build a sustainable global community, each individual, each local community, and national governments of the world must initiate their commitment to Global Civilizational Community, which we have defined as a social, and political movement in the sense of having a broad organizational structure and an ideology aimed at governing. The environmental movement, within Global Civilizational Community, expresses the concerns of groups of people regarding depletion of water, clean air, climate change aspects, degradation of land and other changes in ecosystems affecting traditional patterns of natural resources exploitation. Global Civilizational State has taken the role of helping these groups in protecting and managing our mutual global vision by coordinating efforts.
Global Civilizational State has now a Vision of the Earth in Year 2024 and a sense of direction. Global Civilizational Community has embarks on a new path in history, the inevitability of global societies living, sharing, and creating symbiotical relationships interactively. Global Civilizational State is a governing body based on universal values, global rights, global concepts and direct democracy which defines us all. Yes! Now we all can vote on creating our global vision together. We might as well start working on this new way of doing things, and creating governing institutions now; there is no longer any reason to wait. Global Civilizational State conducts affairs in ways to promote political, economic, cultural and scientific relations, while maintaining peaceful relationships.
Our creativity today already influences tomorrow's socio-economic strategies and contribute to the evolution of human societies - an evolution directed towards a global partnership and cooperation with each other for survival. Global Civilizational State was first to oppose any type of invasion of a people by another people. Global Civilizational State opposes environmental, economic, population and military warfares.
For example, to explain further as Moscow's war in Ukraine rages on, with deadly shelling on cities along the front lines and more clashes in hot spots in southern Ukraine, sadly, regrettably, and disastrously, the Ukrainian president, Volodymyr Zelenskiy, showed no need to use diplomacy to save his country from being detroyed and his citizens from being killed.
Before the war, President Vladimir Putin demanded NATO and the USA to turn the clock back to 1997 and remove its forces and military infrastructure from Central Europe, Eastern Europe and the Baltics. In his eyes, the West promised back in 1990 that NATO would expand "not an inch to the east", yet did so anyway.
NATO and the USA, along with the EU, are helping as if wars were the only way to solve problems in the Ukraine. This is the same kind of wrong behaviour these people and states from the EU have been using between themselves over the past centuries. They behave as if war was the answer to all their problems or concerns. Diplomacy never not to be used.
Sir Winston Leonard Spencer Churchill, was a British statesman, soldier, and writer, who served as Prime Minister of the United Kingdom twice, from 1940 to 1945 during the Second World War, and again from 1951 to 1955. The First World War (WWI) was fought from 1914 to 1918 and the Second World War (or WWII) was fought from 1939 to 1945. They were the largest military conflicts in human history. At the outbreak of war in 1914, Churchill was serving as First Lord of the Admiralty.
In 1915 he helped orchestrate the disastrous Dardanelles naval campaign and was also involved in the planning of the military landings on Gallipoli, both of which saw large losses of his armies. As prime minister (1940–45) during most of World War II, Winston Churchill shaped Allied strategy in the war. In both world wars Winston Churchill would have been able to use diplomacy to end the wars. But diplomacy was not his way to deal with problems, and neither the West's way, to fight Adolf Hitler Army.

Global Governments
We can do better united as a Global Government :
a new world to build, and a future to share and protect together.
The website of the Global Government of North America ( GGNA ) is certainly a good example of a type of Global Government.
We can do better together as friends and united as a Global Government - we are now, and we are the future -
We, citizens of the Global Community of North America, hereby resolve to establish
the Global Government of North America (GGNA) to govern in accordance with the Global Constitution.
Reflecting the will of the Global Community of North America citizens and all Member Nations of the GGNA to build a common future,
this Global Constitution establishes Global Government of North America,
on which Member Nations confer competences to attain objectives
they have in common. The GGNA shall coordinate the policies
by which Member Nations aim to achieve these objectives.
The Peoples of the Global Community of North America elect, nominate or appoint their representatives to the GGNA.
Candidates to the House of Elected Representatives are
elected democratically. An elected official will represent his or her community at both levels of government:
1. the GGNA House of Elected Representatives, and
2. the GCEG House of Elected Representatives or General Assembly.
Candidates to the House of Advisers are nominated by teachers, students, or professional organizations
Candidates to the GGNA Federation are elected or appointed by Member Nations:
Canada, United States, Mexico, Great Britain, Territories and North Pole Region. Each member nation has a veto power on all
decisions. Consensus must be reached before a decision is made.
The GGNA House of Elected Representatives, the GGNA House of Advisers, and the GGNA Federation together form the GGNA Parliament.
GGNA Parliament decides who will represent the GGNA Federation at the Global Governments Federation. GGNA elected representatives serve at both levels of government:
GGNA House of Elected Representatives, and GCEG House of Elected Representatives.
The House of Elected Representatives shall be elected by direct universal suffrage of all the Member Nations citizens in free and
secret ballot for a term of five years. Representation shall be of one Elected
Representative per million people.
GGNA Global Parliament shall, jointly with the GGNA Executive Council, enact legislation, and exercise the budgetary function,
as well as functions of political control and consultation as laid down in the Global Constitution.
GGNA Global Parliament shall elect its President and its officers from among its members.
GGNA Global Parliament shall create, alter, abolish or consolidate the departments, commissions, offices, agencies and other parts
of the several organs of the GGNA, subject to the specific provisions of the Global Constitution.

As a replacement to the United Nations, we have formed Global Community Earth Government (GCEG) with 9 or more Global Governments (GGs)
and an enforceable, non-military democratic Global Constitution for all. Governing bodies consist of three chambers making the Global Parliament:
1. House of Elected Representatives
2. House of Advisers, and
3. Global Governments Federation
The power of GCEG was de-centralized to give each GG a better chance to find the right solutions to global issues. It can act faster and be more
effective and efficient in the context of the Global Community, this great, wide, wonderful world made of all these diverse global communities within
each Nation.The Global Community becomes thus more fluid and dynamic. A global symbiotical relationship is created between Nations and
GCEG for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global
equitable and peaceful development. This is the basic concept that is allowing us to group willing Member Nations from different parts of the world. A
typical example is the Global Government of North America (GGNA).
Member Nations of these global governments have not yet been selected. Through the process of a referendum in a Member Nation,
it is the people of the Member Nation who will select the Global Government they wish to belong to. During a Global Assembly
Meeting of the Earth Government, Global Parliament will accept or reject membership of a Nation in a specific Global Government.
As we have shown in the Global Constitution, the Global Community is defined as being all
that exits or occurs at any location at any time between the Ozone layer above
and the core of the planet below. This is an important concept and particularly useful in the context of the Global Governments Federation.
A community is not about a piece of land you acquired by force or otherwise.
One could think of a typical community of a million people that does not have to be bounded by a geographical or political border. It can be a million people living in many
different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street
where I live and contained by a border. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul, and as part of a community
with the same. The Global Community is this great, wide, wonderful world made of all these diverse global communities.
A global symbiotical relationship between two or more
nations, or between two or more global communities, can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the
people involved. The fundamental criteria is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all
life on Earth. The relationship allows a global equitable and peaceful development.
This is the basic concept that is allowing us to group Member Nations from different parts of the world. For example, the
Global Government of North America can be made of willing Member Nations such as Canada, the United States, Mexico, Great Britain, the Territories, and include
the North Pole region. Other nations and territories are welcome to join in.

Chapter 14.5.4 The Global Governments Federation Article 1: The Global Governments Federation
1. Where a vote is taken, any member of the Global Governments Federation may also
act on behalf of not more than one other member. Abstentions by members
present in person or represented shall not prevent the adoption by the global
Council of decisions which require unanimity.
2. The President of the Global Parliament may be invited to be heard by
the Global Governments Federation.
3. The Global Governments Federation shall establish its procedural rules by a simple
majority. The Global Governments Federation shall be assisted by the General Secretariat
of the Earth Executive Council.
Life extinction crisis was caused by a global and local economic system based on capitalism, namely Transnational Corporations CEOs at home and overseas whom all should be brought to Justice.

The extinction crisis was caused by an economic system based on capitalism which promotes accumulation by dispossession, and ceaseless growth designed and calculated to encourage a higher yearly GDP that is destroying ecosystems the world over. The global socioeconomic system of capitalism is thus forcing us to work harder to surpass previous GDP consumption and population numbers until we have devoured everything that maintains life, ending up with a polluted, lifeless, and scorched planet. This system made it possible for 1% of people in the world, namely Transnational Corporations CEOs, and mostly global corporate America, to have as much wealth as half the world's population, with always the overriding goal for which maximal profits, and not the needs and welfare of future generations. Capitalism has institutionalized a global ignorance, in which producers and consumers cannot know or care about one another, so that the pollution and human exploitation caused in the production and transportation of goods in the world has remained invisible and opaque to consumers. The combined effects of aggressive marketing, advertising, and planned product obsolescence has meant that the consumer’s oversized footprint is largely a consequence of the global power of this 1% so, in that sense, it is perhaps more accurate to speak of corporate global ecological footprints rather than the footprints of nations or individuals. In a nutshell, capitalism is responsible for the extinction crisis and, therefore, its defenders and endorsers, mainly the CEOs of corporate America at home and overseas, including their Chief Operating Officers, Board of directors, and Chief Financial Officers, should be brought to justice.
