Global Dialogue 2013 Overview Global Dialogue 2013 Overview involved over 260 leaders from 90 countries. Participants were from 130 nations to dialogue on hundreds of issues.

The OVERVIEW of Global Dialogue 2013 was written from the materials found in the workshop sessions, group discussions by email and discussion roundtables summaries, brain-storming exercises, vision statements, comments and recommendations, reviewing of research papers and from results of the dialogue held from September 1st 2012 to August 31st 2013, and especially the dialogue held in the month of August. This is a follow-up to a previous letter sent to you over the months before your re-election as President of the United States of America (see References Section). The following short list shows the work done so far by Global Community concerning the dirty tar sands oil of Alberta, Canada.

Introduction

Seismic waves are the vibrations from earthquakes that travel through the Earth; they are recorded on instruments called seismographs. Seismographs record a zig-zag trace that shows the varying amplitude of ground oscillations beneath the instrument. The Richter magnitude scale was developed in 1935 by Charles F. Richter of the California Institute of Technology as a mathematical device to compare the size of earthquakes. The magnitude of an earthquake is determined from the logarithm of the amplitude of waves recorded by seismographs. The Richter Scale is not used to express damage. An earthquake in a densely populated area which results in many deaths and considerable damage may have the same magnitude as a shock in a remote area that does nothing more than frighten the wildlife. Large-magnitude earthquakes that occur beneath the oceans may not even be felt by humans. An earthquake's destructive power varies depending on the composition of the ground in an area and the design and placement of man-made structures. The extent of damage is rated on the Mercalli scale. Mercalli ratings, which are given as Roman numerals, are based on largely subjective interpretations. A low intensity earthquake, one in which only some people feel the vibration and there is no significant property damage, is rated as a II. The highest rating, a XII, is applied to earthquakes in which structures are destroyed, the ground is cracked and other natural disasters, such as landslides or tsunamis, are initiated. Richter scale ratings are determined soon after an earthquake, once scientists can compare the data from different seismograph stations. Mercalli ratings, on the other hand, can't be determined until investigators have had time to talk to many eyewitnesses to find out what occurred during the earthquake. Once they have a good idea of the range of damage, they use the Mercalli criteria to decide on an appropriate rating The biggest quake in recorded history was the 9.5 quake that struck Chile in 1960. It killed nearly 1,900 people and caused about $4 billion in damage in 2010 dollars. Generally, you won't see much damage from earthquakes that register below 4 on the Richter scale.

Now let me explain where I am going with the above description of measuring an earthquake. Global Community has developed a mean to measure the amount of destruction cause by human activities. Not by Nature! But by human activities! Why is that important? It is important because there are human activities going on in every part of the world. And the world, our planet, can only be pushed to its limits by so much destruction before everyone on the planet suffer extinction. Life extinction! So Global Community has proposed a way to measure human activities of all types and show how important and destructive consequences may be. Global Community already has researched and developed the Scale of Global Rights for people to live by. The Scale tells you what is the most important, and what is the least important for the survival of our species. By accepting the Scale as our first principle, many activities would not be conducted as we would know their destructive effects. Well! That is the idea!

We applied here the above principle and conducted measurements on the actual consequences of the Syrian uprising which started late January of 2011 and the activitiy concerning the production, transportation and burning of the dirty tar sands oil of Alberta, Canada. Of course we deal here with actual facts and events and not on what people are saying in the Media.

We define here a "terrarist" to Global Community as being a person, a group of persons, a business, a government, or an organization that by their activities have had a significant destructive effect on the global life-support systems. This is where the above measurement of the effects and activities come to be useful. For instance, a person such as Ban Ki-moon, Secretary-General of the United Nations, is a terrarist because of his position as a leader with significant powers over the world and has given hope to a small group of people, also terrarists, who started the Syrian uprising with significant consequences and destruction. A business is called a terrarist business when its activities can bring about signifiant destruction to the global life-support systems. A typical example is of course the businesses listed in this article and involved with the production of the dirty tar sands oil of Alberta, Canada.

Other very obvious activities that qualify as terrarism against Global Community are: economic warfare, population warfare and military warfare. All three aspects have been defined more specifically in July 2010 Newsletter. Warfare

Why a Ministry?

Humanity sees the need to manage world affairs in several aspects of our lives. Today, earquakes, cyclones and other natural disasters, as well as human made global destruction and disasters, require a rapid and efficient response from the world to help those in needs. All of this can be effectively accomplished when the organizational structure of the government of each nation-state includes a Ministry of Global Peace and a Ministry of Essential Services. We can all co-operate together better this way when all people are prepared and able to do so.

Because of the limited quantities of Earth resources to be made available for this generation and the next ones, and because of environmental, climate change, and world population concerns, there is a need to manage the entire process of managing resources. And we all know that the amount of oil left in the ground in the world has already passed its peak quantity. So why waste the oil on doing things we know are nothing but a waste of energy and often use for destruction and certainly will shortened the life span of the next generations. A Global Resources Ministry is needed to look after the management of Earth resources at all stages: exploration, production, transportation, manufacturing and distribution.

Canadian society today includes a vast diversity of cultural heritages and racial groups. This multicultural diversity is a result of centuries of immigration. Truly, the struggle for the making of Canadian multiculturalism is the Canadian experience and the Canadian identity. Canadian multiculturalism is a symbiotical relationship between Canada, the Canadian people, and the world.

Diversity has been a fundamental characteristic of Canada since its beginnings. At the time of European settlement there were more than 60 Aboriginal nations speaking more than 30 languages. As the French and then the English colonized Canada, treaties were signed that acknowledged Aboriginal nationhood. Linguistic duality was enshrined in law at the earliest stages of the development of the Canadian federation. At a time when it was accepted practice to establish sovereignty through war and cultural domination, there were enough Canadians who believed in the virtues of accommodation and mutual respect to ensure that, with some exceptions, Canada would develop peacefully and the foundations of its diversity would be preserved.

Corporations are required to expand their responsibilities to include global rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects.

A corporation will now be required to operate its business as per the following global ehtic for a business:

*    Be concerned with issues such as climate change, bio-diversity, pollution prevention and adopt high standards
*     Minimize environmental degradation and health impacts
*    Be responsible for the environmental impact of its products and services throughout their cycles
*     Adopt a wide environmental code, and policies, health and safety practices and procedures aimed at reducing resource and energy use in each stage of a product or service life-cycle
*     Set up appropriate management systems to implement policies
*     Conduct annual checks and balances and provide reports to the community
*     Respect the political jurisdiction of national communities
*     Respect human rights, social and cultural rights
*     Recognize its political and economic impact on local communities
*     Contribute to the long-term social, cultural, environmental and economic sustainability of the local communities
*     Respect the rights of indigenous peoples, their culture and land, and their religious and social customs; provide employment and training opportunities
*     Ensure that each employee is treated with respect and dignity and is not subjected to any physical, sexual, psychological or verbal harassment or abuse
*     Respect employees' right to freedom of association, labour organization, and free collective bargaining
*     Provide equal pay for work of equal value to women and men
*     Recognize the responsibilities of all workers to their families, and provide for maternity leave, and paternity leave
*     Ensure that their be no barriers to the full participation of women within the company
*     Participate in the creation of child care centres and centres for the elderly and persons with disabilities where appropriate
*     Ensure no discrimination on grounds of race, ethnicity, or culture
*     Ensure that persons with disabilities who apply for jobs with the company receive fair treatment and are considered solely on their ability to do the job; provide resources and facilities which enable them to achieve progression in employment in the company

*     Work with organizations concerned with children's rights, human rights and labour rights to ensure that young workers are not exploited

*     Adhere to international standards and protocols relevant to its products and services
*     Adopt marketing practices which protect consumers and ensure the safety of all products
*     Conduct or support research on the environmental impacts of raw materials, products, processes, emissions and wastes associates with the company and on the means of minimizing such adverse impacts
*     Make a sustainable use of renewable natural resources such as water, soils and forests

There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, human activities accelerating dangerously the amount of greenhouse gases in the air, as population increases the respect and value of a human life is in decline, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution reaching unhealthy peaks in the air, water and soils, deforestation, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities for all life on the planet. We need to build global communities that will manage themselves with the understanding of the above problems.

The question is how can we improve the political symbiotical relationship to fulfill the fundamental criteria? Global Community promotes values and principles to achieve the fundamental criteria and that requires the promoting and establishment of: global community ethics, mutual respect, respect for Life , basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability.

Note of understanding

The author, Germain Dufour, was educated in a small french Canadian town called Sorel. His religious education was based on the Roman Catholic Church doctrine on faith and morals that it presents as definitive and infallible. The Church's hierarchy is headed by the Bishop of Rome, known as the Pope, who is the leader of the worldwide Catholic Church composed of the Latin Church and the Eastern Catholic Churches in full communion with Rome. The Church holds that Christ instituted the Papacy, upon giving the keys of Heaven to Saint Peter. Catholic doctrine has evolved over the centuries, reflecting direct teachings of early Christians, formal decisions of heretic and orthodox beliefs by Ecumenical Councils and Papal Bulls, and theological debate by scholars. The Church believes that it is continually guided by the Holy Spirit as it discerns new theological issues and is protected infallibly from falling into doctrinal error when a firm decision on an issue is reached. The doctrine teaches that there are two sources of revelation: Sacred Scripture and Sacred Tradition, and that these are authentically interpreted by the Magisterium. Sacred Scripture consists of the 73 books of the Catholic Bible, consisting of 46 Old Testament and 27 New Testament writings. The New Testament books are accepted by Christians of both East and West, with only those who follow Luther putting them at three different status levels. The Old Testament books include some, referred to as Deuterocanonical, that Protestants exclude but that Eastern Christians too regard as part of the Bible. Sacred Tradition consists of those teachings believed by the Church to have been handed down since the time of the Apostles. Sacred Scripture and Sacred Tradition are collectively known as the "deposit of faith". These are in turn interpreted by the Magisterium , the Church's teaching authority, which is exercised by the Pope and the College of Bishops in union with the Pope, the bishop of Rome. Catholic Doctrine is authoritatively summarised in the Catechism of the Catholic Church. The doctrine section of the Catechism is organised according to the Apostle's Creed. The Church also accepts the Nicene Creed. The Catholic Church holds that there is one eternal God, who exists as a mutual indwelling of three persons: God the Father; God the Son; and God the Holy Spirit, which make up the Trinity. Catholics believe that Jesus Christ is the second person of the Trinity, God the Son. In an event known as the Incarnation, through the power of the Holy Spirit, God became united with human nature through the conception of Christ in the womb of the Blessed Virgin Mary. Christ therefore is both fully divine and fully human. It is taught that Christ's mission on earth included giving people his teachings and providing his example for them to follow as recorded in the four Gospels. The Church teaches that through the passion (suffering) of Christ and his crucifixion as described in the Gospels, all people have an opportunity for forgiveness and freedom from sin and so can be reconciled to God. The Resurrection of Jesus gained for humans a possible spiritual immortality previously denied to them because of original sin. By reconciling with God and following Christ's words and deeds, an individual can enter the Kingdom of God. The Church teaches that God the Holy Spirit , God's Spirit, "proceeds" from God the Father and God the Son as a single origin, a belief generally accepted in Western Christianity and expressed in the Filioque clause added to the Latin version of the Nicene Creed of 381, but not included in the versions of the Creed, not derived from the Latin text, that are used in Eastern Christianity, including the Eastern Catholic Churches. The Book of Revelation, often known simply as Revelations or the Apocalypse, is the final book of the New Testament and occupies a central place in Christian eschatology. Revelation makes use of symbolism and visions, mentions angelic mediators, has bizarre imagery, declares divine judgment, emphasizes the Kingdom of God, prophesies new heavens and a new Earth, and consists of a dualism of ages, in other words a present world and a world to come. In terms of being prophetic, the author of Revelation uses the words: prophecy, prophesy, prophesying, prophet, and prophets twenty-one times in these various forms throughout the text. No other New Testament book uses these terms to this extent. Most of the interpretations fall into one or two of the following categories: 1) futurist, which believes that Revelation describes future events (modern believers in this interpretation are often called "millennialists"); and 2) idealist, or symbolic, which holds that Revelation does not refer to actual people or events, but is an allegory of the spiritual path and the ongoing struggle between good and evil.
