Tipping points will be triggered through self-reinforcing feedbacks and will unleash a domino-like chain reaction. A so-called “tipping cascade” which could push the Earth system towards a new hothouse Earth pathway.

Recent IPCC assessments, however, suggested that tipping points could be reached between 1°C and 2°C of warming. The risk that a 2 °C warming could activate important tipping elements, raising the temperature further to activate other tipping elements in a domino-like cascade that could take the Earth System to even higher temperatures.

The risk that self-reinforcing feedbacks could push the Earth System toward a planetary threshold that, if crossed, could prevent stabilization of the climate at intermediate temperature rises and cause continued warming on a hothouse Earth pathway even as human emissions are reduced. Crossing the threshold would lead to a much higher global average temperature than any interglacial in the past 1.2 million years and to sea levels significantly higher than at any time since the end of the last major glacial epoch, or "ice age."

There is evidence that such a threshold might exist and where it might be. If the threshold is crossed, the resulting trajectory would likely cause serious disruptions to ecosystems, society, and economies. Collective human action is required to steer the Earth System away from a potential threshold and stabilize it in a habitable interglacial-like state.

Such action entails stewardship of the entire Earth System—biosphere, climate, and societies, and could include decarbonization of the global economy, enhancement of biosphere carbon sinks, behavioral changes, technological innovations, new governance arrangements, and transformed social values. The warming of the planet is altering the earth's climate system, including its land, atmosphere, oceans, and ice, in far-reaching ways. Additional tipping points in the Earth system will be triggered through self-reinforcing feedbacks and will unleash a domino-like chain reaction. Summary

Executive order concerning USA, NATO, the European nations, the EU, the West, and the UN to stand down immediately. All these organizations have made our world, planet Earth, a dangerous place, and on a collision course that is certain to lead to conflict with Russia. Along with the Nazify Ukraine's Government, they subjected the large community of the Russian people in the Ukraine to decades of bullying and genocide.

Over time, the new regime in the Ukraine, the Nazify Ukraine's Government, was put in place by those same organizations with the only goal of wrongfully engaging Russia to take action for its own defence, to defend itself from attack from the West. Such goal so close to Russia brought up a euphoric exaltation of the West that is truly harmful, catastrophic and dreadful. 

Today, all those organizations are doing what Hitler attempted to do during WW II, the reason why he wanted to invade the Soviet Union (the USSR), as they are conducting a similar attack onto Russia to destroy Russia and grab its resources including its land, and killing the Russian people, and for decades committing genocide in the Ukraine against the Russian people, the gravest crime against humanity. Russia has the right to protect its own land and people. The USA, NATO, the European nations, the EU, the West, have no right to deliberately behaves controversially in order to provoke argument or other strong reactions from Russia, intending to invade Russia, bullying the Russian people with sanctions, and through repeated verbal, physical and/or social behaviour that intends to cause physical, social and/or psychological harm to the Russian people, and also intending to invade Russia by using Ukraine and other nations near Russia'political boundaries and physical boundaries as a stepping place to invade Russia

With the 2004 enlargement of the European Union, Ukraine became an area of overlapping spheres of influence of the European Union and the Russian Federation. This manifested in a political split between the "pro-Russian" Eastern Ukraine, and the "pro-European" Western Ukraine, leading to an ongoing period of political turmoil, beginning with the "Orange Revolution" of 2004, and culminating in 2014 with the "Euromaidan" uprising and the Crimea Crisis, in which Crimea fell under the control of the Russian Federation.

Subsequently, the new 'regime' of the Ukraine's Government was put in place by the West (mostly the USA). The West has overthrown the government of Ukraine, which they considered illegitimate, and replaced it with a new government, the Nazify Ukraine Government, according to the ideas or interests promoted by the West.

On 24 February 2022, Vladimir Vladimirovich Putin, the president of Russia, told the Russian people his goal was to demilitarise and de-Nazify Ukraine Government, to protect people subjected to what he called eight years of bullying and genocide by Ukraine's Government. Hitler himself wanted to protect Germany from being ruled economically by the Jews whom he said controlled the world economy and banking system. Even today they are plenty of reasons to believe Jews are much leading the West the same ways they attempted to do during Hitler's time. Even today, President Zelenskyy, a Jew, is determine to use all armaments, especially from the USA, to 'win' the war against Russia. He even mentioned a nuclear war is in his mind. According to a very highly plausibility assessment and observations, he is building a plutonium-based dirty bomb to attack Russia and dragging the West into his dangerous and destructive war to invade Russia. NATO maybe helping Ukraining scientists carrying out this project.

At this time, the United States, the European Union and several other countries and entities expanded their economic sanctions against Russia and supplying arms shipments to Ukraine. Despite overwhelming and demoralizing pressure and bullying by the Nazify Ukraine's Government, the city of Odesa managed to stand its ground. It had always been a Russian city and home to many languages and cultures, a multicivilizational community, a global civilizational community, so the new policies of the Nazify Ukraine's Government that always promoted only one identity and one language ran counter to everything that Odesa represented. Odesa multicivilizational community was being challenged and attacked, push backward to an inferior condition characteristic of a past historical time, opposing political or social progress or reform. The new regime Nazify Ukraine Government was put in place by the West with the only goal of wrongfully engaging Russia to take action for its own defence, to defend itself from attack from the West. Such a project so close to Russia is truly harmful, catastrophic and dreadful. 

On September 13, 1962, USA President Kennedy wrote: "If at any time the Communist build-up in Cuba were to endanger or interfere with our security in any way, or if Cuba should ever become an offensive military base of significant capacity for the Soviet Union, then this country, the USA, will do whatever must be done to protect its own". Today, the USA military is doing a similar attack onto Russia to destroy Russia and grab its resources including its land, and killing the Russian people. Russia has the right to protect its own land and people. The USA, NATO, the European nations, the EU, the West, have no right to deliberately behaves controversially in order to provoke argument or other strong reactions from Russia, intending to invade Russia, bullying the Russian people with sanctions, and through repeated verbal, physical and/or social behaviour that intends to cause physical, social and/or psychological harm to the Russian people, and also intending to invade Russia by using Ukraine and other nations near Russia'political boundaries and physical boundaries as a stepping place to invade Russia

They all refused the diplomatic solution of making Ukraine a neutral nation not threatening and menacing Russia with NATO and USA military bases in the Ukraine. Vladimir Vladimirovich Putin, the president of Russia, offered the Ukraine Government and the "West" a peaceful solution, instead they chose to send major military personnel and mercenaries with the most destructive and deadly equipment to the Ukraine and other EU nations. They refuse to make Ukraine a neutral nation and would rather provoke and create a war-like state with Ukraine against Russia, and with the West against Russia.

The tragedy that occurred in Odesa on May 2, 2014, no doubt gave impetus to the escalating political crisis in Ukraine 2022. Many in fact consider it a point of no return that opened the door to a full-out civil war. But the Odesa tragedy did not only make many in southeastern Ukraine take up arms. It also made those among Ukraine’s own population supportive of Russia aware of the fact that Ukrainian nationalists were prepared to kill their adversaries. 

What was Odesa to the ethnic Russians in Ukraine until May 2, 2014? History shows that after the northern shores of the Black Sea became Russian territory in the late 18th century, the empire launched a massive development project there. Russia founded and built all of the major cities in the area, including Kherson, Nikolaev and Odesa. Kherson was to function as an outpost, Nikolaev as a shipyard, and Odesa a port. Odesa became a very special place. It was given the privileges of a free port, which meant it attracted a lot of merchants and drove the development of the entire region. The city became so important that it was dubbed the Palmyra of the South. It was second only to the imperial capital of St. Petersburg, known as the Palmyra of the North.

Cultural diversity thrived in Odesa. It became home to Jewish, Armenian, Greek, Bulgarian communities, as well as Ukrainians and Russians. It was a city worthy of a great empire. Such a rich mix of nations gave Odesa its special flavor. It became the stuff of so many legends that were captured by many a great writer, including Isaac Babel, whose stories were full of those picturesque southerners you could only find here. At the same time, Odesa always remained a Russian city, and Russia’s two-headed eagle had under its wings all of this diversity.

During the Soviet times, Odesa was part of the Ukrainian Soviet Socialist Republic, a circumstance that determined some of the administrative procedures but had no influence on Odesa’s culture. That started to change only after Ukraine declared itself an independent state in 1991. But even as part of an independent Ukraine, Odesa stayed true to its unique multicultural status. Odesa was truly a global civilizational region and becoming a part of the Global Civilizational State, and Global Parliament.

Although most of the people of Odesa hated the idea of forced Ukrainization, by the Nazify Ukraine Government regime, there were also those who supported it. That’s what the city of Odesa was like during and before 24 February 2022, – torn and conflicted – when the political crisis started to engulf Ukraine, and what forced the president of Russia, Vladimir Putin, to intervene and stoped the genocide in the region. 

Earth governance is about the rights of states to self-determination in the global context of Global Civilization rather than the traditional context of a world of separate states. The European Union (EU) is a unique economic and political union between 27 European countries. But they could not even agree on a Global Consitution to govern themselves. How can they add more pressure to the people of Odesa? What give them the right to supply Ukraine with armaments to destroy and kill people from the community of Odesa? 

A Global Constitution contains the basic principles and laws of a nation, state, or social group that determine the powers and duties of the government and guarantee certain rights to the people in it. It is a written instrument embodying the rules of a political or social organization, not just an economic union such as the EU or the United Nations. They basically are like the G7 and G20 but somewhat larger in scope. Both the EU and the UN have project Goals & Objectives but no Global Constituion to govern themselves. All about business and market! U.S. market and world market charts are all what make them do things in the world. As far as they are concern, Odesa is no different. All about business! They supply armaments to the Nazify Ukraine Government so that the government will "win" the war. They hope that when Russia is destroyed the West will be stealing the resources from the Russian Global Community. 

That is exactly and precisely what Hitler and his European army has tried to do during Worl War II. In some ways, all European nations were hoping Hitler would succeed because they never helped the Soviets destroyed Hitler's army. They waited until after the Soviets destroyed Hitler's army to have their D-Day operation of June 6, 1944. But then why? Hitler's army was already finished, destroyed, so why the West not just used diplomacy, a skill in handling affairs without arousing hostility, and ask the remaining Germans in Europe to surrender? Even now today, the West has never been educated about diplomacy, which could have been used to resolve the conflict between Russia and the Nazify Ukraine Government.

Executive order concerning all areas from the border of Moldova (same longitude of Chisinau in Moldova), including the Odesa region, to Dnipro, and from Dnipro, all areas of the Donbas, Donetsk, Luhansk, and Kharkiv regions, to Russia border, all those areas belong to Russia, also including all of Crimea.


In October 1991, a congress of South-Eastern deputies from all levels of government took place in Donetsk, where delegates demanded federalisation. The region's economy deteriorated severely in the ensuing years. By 1993, industrial production had collapsed, and average wages had fallen by 80% since 1990. The Donbas fell into crisis, with many accusing the new central government in Kyiv of mismanagement and neglect. Donbas coal miners went on strike in 1993, causing a conflict that was described by historian Lewis Siegelbaum as "a struggle between the Donbas region and the rest of the country". This strike was followed by a 1994 consultative referendum on various constitutional questions in Donetsk and Luhansk oblasts. These questions included whether Russian should be declared an official language of Ukraine, whether Russian should be the language of administration in Donetsk and Luhansk oblasts, whether Ukraine should federalise. None of the propositions were adopted. Nevertheless, the Donbas strikers gained many economic concessions from Kyiv, allowing for an alleviation of the economic crisis in the region. Small strikes continued throughout the 1990s. Some subsidies to Donbas heavy industries were eliminated, and many mines were closed by the Ukrainian government because of liberalising reforms pushed for by the World Bank.

Viktor Fedorovych Yanukovych  served as the fourth president of Ukraine from 2010 until he was removed from office in the Maidan Revolution in 2014, after a long series of protests in support of the European Union by diverse civil-society groups. From 2006 to 2007 he was the prime minister of Ukraine; he also served in this post from November 2002 to January 2005, with a short interruption in December 2004.

Yanukovych was elected president in 2010, defeating Prime Minister Yulia Tymoshenko. The election was judged free and fair by international observers. November 2013 saw the beginning of a series of events that led to his ousting as president. Yanukovych rejected a pending EU association agreement, choosing instead to pursue a Russian loan bailout and closer ties with Russia. This led to protests and the occupation of Kyiv's Independence Square, a series of events dubbed the Euromaidan by proponents of aligning Ukraine toward the European Union. In January 2014, this developed into deadly clashes in Independence Square and in other areas across Ukraine, as Ukrainian citizens confronted the special police force Berkut and other special police units. 

In February 2014, Ukraine appeared to be on the brink of civil war, as violent clashes between protesters and special police forces led to many deaths and injuries. On 21 February 2014, Yanukovych claimed that, after lengthy discussions, he had reached an agreement with the opposition. Later that day, however, he left the capital for Kharkiv, saying his car was shot at as he left Kyiv, and travelling next to Crimea, and eventually to exile in southern Russia.

After rejecting the Ukrainian-European Association Agreement, Yanukovych was ousted from office in the Revolution of Dignity. He lived in exile in Russia. However, the election was fraught with allegations of electoral fraud and voter intimidation. This caused widespread citizen protests and Kyiv's Independence Square was occupied in what became known as the Orange Revolution. The Ukrainian Supreme Court nullified the runoff election and ordered a second runoff. Yanukovych served as Prime Minister for a second time from 4 August 2006 to 18 December 2007.

Yanukovych conducted several press conferences. In one of these, he declared himself to remain "the legitimate head of the Ukrainian state elected in a free vote by Ukrainian citizens". On 18 June 2015, Yanukovych was officially deprived of the title of president by the parliament. On 24 January 2019, he was sentenced in absentia to thirteen years' imprisonment for high treason by a Ukrainian court.

From the beginning of March 2014, demonstrations by pro-Russian and anti-government groups took place in the Donbas, as part of the aftermath of the Revolution of Dignity and the Euromaidan movement. These demonstrations, which followed the annexation of Crimea by the Russian Federation, and which were part of a wider group of concurrent pro-Russian protests across southern and eastern Ukraine, escalated in April 2014 into a war between the Russian-backed separatist forces of the self-declared Donetsk and Luhansk People's Republics (DPR and LPR respectively), and the Ukrainian government.

Amid that conflict, the self-proclaimed republics held referendums on the status of Donetsk and Luhansk oblasts on 11 May 2014. In the referendums, viewed as illegal by Ukraine and undemocratic by the international community, about 90% voted for the independence of the DPR and LPR.

There was limited support for separatism in the Donbas before the outbreak of the war, and little evidence of support for an armed uprising. Russian claims that Russian speakers in the Donbas were being persecuted or even subjected to " genocide" by the Ukrainian government, forcing its hand to intervene. Fighting continued through the summer of 2014, and by August 2014, the Ukrainian "Anti-Terrorist Operation" was able to vastly shrink the territory under the control of the pro-Russian forces, and came close to regaining control of the Russo-Ukrainian border. In response to the deteriorating situation in the Donbas, Russia abandoned what has been called its " hybrid war" approach, and began a conventional invasion of the region. As a result of the Russian invasion, DPR and LPR insurgents regained much of the territory they had lost during the Ukrainian government's preceding military offensive.

Only this Russian intervention prevented an immediate Ukrainian resolution to the conflict. This forced the Ukrainian side to seek the signing of a ceasefire agreement. Called the Minsk Protocol, this was signed on 5 September 2014. As this failed to stop the fighting, another agreement, called Minsk II was signed on 12 February 2015. This agreement called for the eventual reintegration of the Donbas republics into Ukraine, with a level of autonomy. The aim of the Russian intervention in the Donbas was to establish pro-Russian governments that, upon reincorporation into Ukraine, would facilitate Russian interference in Ukrainian politics. The Minsk agreements were thus highly favourable to the Russian side, as their implementation would accomplish these goals.

The conflict led to a vast exodus from the Donbas: half the region's population were forced to flee their homes. A UN OHCHR report released on 3 March 2016 stated that, since the conflict broke out in 2014, the Ukrainian government registered 1.6 million internally displaced people who had fled the Donbas to other parts of Ukraine. Over 1 million were said to have fled elsewhere, mostly to Russia. At the time of the report, 2.7 million people were said to continue to live in areas under DPR and LPR control, comprising about one-third of the Donbas.

Despite the Minsk agreements, low-intensity fighting along the line of contact between Ukrainian government and Russian-controlled areas continued until 2022. Since the start of the conflict there have been 29 ceasefires, each intended to remain in force indefinitely, but none of them stopped the violence. This led the war to be referred to as a "frozen conflict". On 11 January 2017, the Ukrainian government approved a plan to reintegrate the occupied part of the Donbas and its population into Ukraine. The plan would give Russian-backed political entities partial control of the electorate and has been described by Zerkalo Nedeli as "implanting a cancerous cell into Ukraine's body." This was never implemented, and was subject to public protest.

Russia officially recognised the independence of the Donetsk and Luhansk republics on 21 February 2022, effectively killing the Minsk agreements. Russia subsequently launched a new, full-scale invasion of Ukraine on 24 February 2022, which Russian president Vladimir Putin said was intended to "protect" the people of the Donbas from the "abuse" and "genocide" of the Ukrainian government. The DPR and LPR joined Russia's operation; the separatists stated that an operation to capture the entirety of Donetsk Oblast and Luhansk Oblast had begun.

The recognition of the separatists is born of the Kremlin’s frustration with the Ukrainian leadership and President Volodymyr Zelenskyy’s failure to carry out the terms of the Minsk agreements, which ended the heaviest fighting in eastern Ukraine in 2015 and would have entailed compromise with the rebels; as well as the shutdowns of Russian-language TV stations and the arrest of Viktor Medvedchuk, an oligarch and politician widely seen as friendly to Russia.

While Russia says it is ready to return to the Minsk accords’ framework, Ukraine “is shortsightedly relieved to proclaim it’s dead”.

The tense standoff between Russia, and Ukraine and Western governments sharply escalated on Monday night as Russian President Vladimir Putin recognised two breakaway regions held in eastern Ukraine by pro-Russian rebels as independent states and ordered troops into the territories.

“I deem it necessary to make a decision that should have been made a long time ago – to immediately recognise the independence and sovereignty of the Donetsk People’s Republic (DPR) and the Luhansk People’s Republic (LNR),” he said in a televised speech.

Aside from Russia, the DPR and LNR have also been recognised by Abkhazia and South Ossetia, while on Tuesday the Syrian government said it supported Putin’s move to recognise them and would cooperate with them.

Putin’s announcement comes after a meeting of the presidential Security Council and paves the way for Russia to openly send troops and weapons to the long-running conflict pitting Ukrainian forces against Moscow-backed rebels.

Putin on Wednesday said the “tragedy” of life for people in the Donbas region of eastern Ukraine prompted his decision to invade that country, and he vowed to return life there to “normal.”

With the dissolution of the Soviet Union in 1991, Ukraine became an independent state, formalized with a referendum on December 1. With the 2004 enlargement of the European Union, Ukraine became an area of overlapping spheres of influence of the European Union and the Russian Federation. This manifested in a political split between the "pro-Russian" Eastern Ukraine, and the "pro-European" Western Ukraine, leading to an ongoing period of political turmoil, beginning with the "Orange Revolution" of 2004, and culminating in 2014 with the "Euromaidan" uprising and the Crimean Crisis, in which Crimea fell under the control of the Russian Federation. The 'regime' of the Ukraine's Government was put in place by the West (mostly the USA) overthrow of a government considered illegitimate by an external force and its replacement with a new government according to the ideas or interests promoted by that force.

On 24 February 2022, Vladimir Vladimirovich Putin, the president of Russia, told the Russian people his goal was to demilitarise and de-Nazify Ukraine Government, to protect people subjected to what he called eight years of bullying and genocide by Ukraine's Government. Moscow also made allegations that Ukraine was building a plutonium-based dirty bomb to attack Russia. NATO maybe helping Ukraining scientists carrying out this project. At this time, the United States, the European Union and several other countries and entities expanded their economic sanctions against Russia and supplying arms shipments to Ukraine. Despite overwhelming and demoralizing pressure and bullying by the Ukraine's government, Odesa managed to stand its ground. It had always been a Russian city and home to many languages and cultures, a multicivilizational community, a global civilizational community, so the new policies of the Nazify Ukraine Government that always promoted only one identity and one language ran counter to everything that Odesa represented. Odesa multicivilizational community was being challenged and attacked, push backward to an inferior condition characteristic of a past historical time, opposing political or social progress or reform. The new regime Nazify Ukraine Government was put in place by the West with the only goal of wrongfully engaging Russia to take action for its own defence, to defend itself from attack from the West. Such a project so close to Russia is truly harmful, catastrophic and dreadful.

On September 13, 1962, USA President Kennedy wrote: "If at any time the Communist build-up in Cuba were to endanger or interfere with our security in any way, or if Cuba should ever become an offensive military base of significant capacity for the Soviet Union, then this country, the USA, will do whatever must be done to protect its own". Today, the USA military is doing a similar attack onto Russia to destroy Russia and grab its resources including its land, and killing the Russian people. Russia has the right to protect its own land and people. The USA, NATO, the European nations, the EU, the West, have no right to deliberately behaves controversially in order to provoke argument or other strong reactions from Russia, intending to invade Russia, bullying the Russian people with sanctions, and through repeated verbal, physical and/or social behaviour that intends to cause physical, social and/or psychological harm to the Russian people, and also intending to invade Russia by using Ukraine and other nations near Russia'political boundaries and physical boundaries as a stepping place to invade Russia.

They all refused the diplomatic solution of making Ukraine a neutral nation not threatening and menacing Russia with NATO and USA military bases in the Ukraine. Vladimir Vladimirovich Putin, the president of Russia, offered the Ukraine Government and the "West" a peaceful solution, instead they chose to send major military personnel and mercenaries with the most destructive and deadly equipment to the Ukraine and other EU nations. They refuse to make Ukraine a neutral nation and would rather provoke and create a war-like state with Ukraine against Russia, and with the West against Russia.

The tragedy that occurred in Odesa on May 2, 2014, no doubt gave impetus to the escalating political crisis in Ukraine 2022. Many in fact consider it a point of no return that opened the door to a full-out civil war. But the Odesa tragedy did not only make many in southeastern Ukraine take up arms. It also made those among Ukraine’s own population supportive of Russia aware of the fact that Ukrainian nationalists were prepared to kill their adversaries.

What was Odesa to the ethnic Russians in Ukraine until May 2, 2014? History shows that after the northern shores of the Black Sea became Russian territory in the late 18th century, the empire launched a massive development project there. Russia founded and built all of the major cities in the area, including Kherson, Nikolaev and Odesa. Kherson was to function as an outpost, Nikolaev as a shipyard, and Odesa a port. Odesa became a very special place. It was given the privileges of a free port, which meant it attracted a lot of merchants and drove the development of the entire region. The city became so important that it was dubbed the Palmyra of the South. It was second only to the imperial capital of St. Petersburg, known as the Palmyra of the North.

Cultural diversity thrived in Odesa. It became home to Jewish, Armenian, Greek, Bulgarian communities, as well as Ukrainians and Russians. It was a city worthy of a great empire. Such a rich mix of nations gave Odesa its special flavor. It became the stuff of so many legends that were captured by many a great writer, including Isaac Babel, whose stories were full of those picturesque southerners you could only find here. At the same time, Odesa always remained a Russian city, and Russia’s two-headed eagle had under its wings all of this diversity.

During the Soviet times, Odesa was part of the Ukrainian Soviet Socialist Republic, a circumstance that determined some of the administrative procedures but had no influence on Odesa’s culture. That started to change only after Ukraine declared itself an independent state in 1991. But even as part of an independent Ukraine, Odesa stayed true to its unique multicultural status. Odesa was truly a global civilizational region and becoming a part of the Global Civilizational State, and Global Parliament.

Although most of the people of Odesa hated the idea of forced Ukrainization, by the Nazify Ukraine Government regime, there were also those who supported it. That’s what the city of Odesa was like during and before 24 February 2022, – torn and conflicted – when the political crisis started to engulf Ukraine, and what forced the president of Russia, Vladimir Putin, to intervene and stoped the genocide in the region. 

Earth governance is about the rights of states to self-determination in the global context of Global Civilization rather than the traditional context of a world of separate states. The European Union (EU) is a unique economic and political union between 27 European countries. But they could not even agree on a Global Consitution to govern themselves. How can they add more pressure to the people of Odesa? What give them the right to supply Ukraine with armaments to destroy and kill people from the community of Odesa?

A Global Constitution contains the basic principles and laws of a nation, state, or social group that determine the powers and duties of the government and guarantee certain rights to the people in it. It is a written instrument embodying the rules of a political or social organization, not just an economic union such as the EU or the United Nations. They basically are like the G7 and G20 but somewhat larger in scope. Both the EU and the UN have project Goals & Objectives but no Global Constituion to govern themselves. All about business and market! U.S. market and world market charts are all what make them do things in the world. As far as they are concern, Odesa is no different. All about business! They supply armaments to the Nazify Ukraine Government so that the government will "win" the war. They hope that when Russia is destroyed the West will be stealing the resources from the Russian Global Community.

That is exactly and precisely what Hitler and his European army has tried to do during Worl War II. In some ways, all European nations were hoping Hitler would succeed because they never helped the Soviets destroyed Hitler's army. They waited until after the Soviets destroyed Hitler's army to have their D-Day operation of June 6, 1944. But then why? Hitler's army was already finished, destroyed, so why the West not just used diplomacy, a skill in handling affairs without arousing hostility, and ask the remaining Germans in Europe to surrender? Even now today, the West has never been educated about diplomacy, which could have been used to resolve the conflict between Russia and the Nazify Ukraine Government.

To explain what truly happened during WW II, it was not just Hitler wanting to invade the Soviet Union and acquire its formidable natural resources, it was also all of Europe with the same desire of enriching itself. Europeans also thought that the people from the Soviet Union were communists and, therefore, should not be allowed to have all those resources. Right from the start, on June 22, 1941, Germany, Italy and Romania invaded the Soviet Union in Operation Barbarossa. They were joined shortly after by Finland and Hungary. All the other European nations never stopped Hitler from invading the Soviet Union. They gave up quickly to Hitler's plan. And that alone makes them on Hitler side for the invasion of the Soviet Union.

Now British and American Generals would have thought ahead concerning the consequences of Hitler invading the Soviet Union. That is very human to think ahead! Those same Generals would have like nothing better than to see the Soviet Union defeated by Hitler. Afterward, a weakened German Army could be easily defeated by the USA. And of course British and Americans would have got all they wanted: the Soviet Union formidable natural resources.

And that is the reason why D-Day happened so late during WW II. After Churchill and Roosevelt saw that Stalin was winning WW II, they decided to have their D-Day thing to save face for history and so make believe to the world they had something to do with winning WW II. It was only years later, after Stalin had defeated Hitler that the so called Allies decided to have their D-Day in France. In France!? At the time, most Germans in France were so depressed of losing the war that it would have been no big deal about putting down their arms, and they would have glady surrendered if only Churchill had knew anything about diplomacy. In WW I, Churchill sent 200,000 soldiers to their deaths because his little finger told him he had the right strategy. Churchill cooked his own books explaining what happened during both wars, WW I and WW II.

Again in WW II, after the Soviet Union defeated the German Army, instead of asking the USA to gas Germany, Churchill could have easily asked German soldiers in France to surrender. If Churchill had got any training whatsoever in diplomacy he could have avoided the killing of thousands of British, French, Canadian and German soldiers, and, of course, countless civilians and refugees including Jews and Christians.

Throughout WW II, the United States behaved like a nation of mercenaries. They would help only if they were getting pay from Britain. Later on D-Day, the USA decided it was in their own national interests to gas bomb Germany. And they did just that. Mercenaries dont fight for freedom, justice and democracy. They get pay to do a job, and that is all. But bombing Germany when the German Army had already been defeated is a crime against humanity. Roosevelt never had a single drop of diplomacy in his blood, and neither did the US Congress officials. The prospect of Americans getting their hands on Russia' formidable natural resources, had Hitler defeated the Soviet Army, was to great to let pass away this opportunity. Americans were opportunists at best, and committed crimes against humanity at worst.

Attempts to portray NATO as a defender of world order and international law are transparent frauds. Even leaving aside the fact that the NATO powers operate global torture and drone murder operations, they have time and again in the US-led invasion of Iraq in 2003, sought to wage aggressive war despite opposition at the UN Security Council, in violation of international law. As for the current crisis in Ukraine, it exploded after the NATO powers brazenly backed a putsch in Kiev, led by fascist groups like the Right Sector and the Svoboda party, to topple a pro-Russian Ukrainian regime and install a regime militarily aligned on NATO directly on Russia’s borders. NATO’s aggressive escalation, carried out over the Kremlin’s warnings that it is tearing up all the legal foundations of the highly fragile peace in Europe, threatens a war between NATO and Russia—a major military power with a massive arsenal of nuclear weapons. This reflects the intensifying international contradictions tearing at European and world capitalism, which can be fought only by unifying the international working class against the danger of imperialist war.

The Soviet Union defeated Hitler and his army in WWII. The so called "allied" never got over that and had to create the "Cold War" against Russia for decades following WWII. A similar situation is happening all over again today. And again Russia formidable natural resources are what the EU 27 member states and the USA mercenaries from the White House want to take away from Russia. They are jealous, poor and hungry, and economically bankrupted. And again we see EU, UN and the USA White House trying to re-write the history books for the generations to come, much like Churchill has done in his life. Telling the truth was not a part of his upbringings and education.

Over time Russians showed the world they were better people then any of the people in the so called Allied nations. During WW II, Russian soldiers, all Russian people, were all heroes and ought to be thank for saving the world from Hitler's invasion. Thank you Russia! You are the best of all Peoples on Earth. Global Community approves of what you are doing to protect Russians outside Russia. Dont trust the UN to do it for you. Protect your formidable natural resources and the global life-support systems. You are the only nation left capable of doing so. Global Community is proud of what you have become and achieved. The Soviet Union defeated Hitler and his army in WWII. The so called "allied" never got over that and had to create the "Cold War" against Russia for decades following WWII.

The more than a half billion people from the EU 27 member states behave much like piranhas. Piranhas have a reputation as ferocious predators that hunt their prey in schools as a means of cooperative hunting. That is why the 27 member states are re-uniting themselves as the EU, a new Union of predators badly needing of a new prey, a fresh body to eat, and Russians and Russia will do just fine they say. After the feeding frenzy of the piranhas is done, only bones are left afterward. Once all of Russia has been 'done' with to the bones and falling apart, guess what happens next! Russians and Russia will be divided. Not even a Soul left! The Russia we know today will become much like the 27 member states: divided, hungry, scared of not having a future for themselves, and the Russian brand gone forever.

Over the past decades, global warming of the planet and climate change were problems mostly created in Britain and in the USA. They created the global warming of our planet. Now by invading Russia, the people of the EU member states and the USA would destroy Russia's natural resources and practically burn the Oxygen left in our air making it impossible for all life forms to breath and, yes, that would also mean the end of all civilizations on Earth.

With climate change and the melting of the North ice, Russia will enjoy a new land to appreciate for the generations to come. Their future as Russians is good. They should not lose it to the EU. Russians are a responsible people. Russia is a wonderful place to be born in and with a great future ahead of Russians for many generations to come. They should not lose it all to the EU member states desperate and hungry to invade them militarily and economically.

The so called Allied nations of WW II tried to invade the Soviet Union militarily. They failed. Now they are trying again but this time they are more vocal and forceful. They have caused an illegal "coup d'etat" in the Ukraine and have tried the same in Syria for the purpose of pushing Russia to react forcefully. We all know the USA mercenaries from the White House are behind the coup d'etat in the Ukraine. We all know Russia resources are again the target of the half billion people from the EU 27 member states and the USA mercenaries.

Let us hope a better world is ahead of us.

The Scale of Global Rights is the fundamental guide to Global Law. Global Law includes legislation covering all essential aspects of human activities. The GPA will enforce the law. And that is a long term solution to the planetary state of emergency declared by Global Community. And that is also how we can solve the global problems facing this generation, thus largely improving the quality of life of the next generations, and that is how we will bring about the event of peace amongst us all. Truly, the US financial crisis had an early beginning in 1945 when a few elites from the White House, war industry, the military and Christians of the right decided to build the most powerful military organization in the world at the expense of American taxpayers, mostly from the middle class, and at the expense of the global environment and all life on Earth. Greed and wants of this rich elite had no limits, and that has caused and created a huge deficit and national debt to Americans.

In 1985, the Scale of Human and Earth Rights was first proposed as a replacement to the Universal Declaration of Human Rights. After several decades of research and development, many global dialogues, we still find the Scale as the best solution to global problems. Over time, the Scale has now been titled the

Today, we are presenting once more the Scale as the best educating tool to bring about the change the Peoples of the world need to achieve for their own survival.

Now the Scale of Global Rights is a long term solution and is also a part of the Global Movement to Help of Global Community . In itself the Scale was designed to help all life on Earth. What would be preferable is that nations unite amongst themselves to help. Over time, we have seen the creation of the United Nations, the European Union, the South American Community of Nations, and the North American Free Trade Agreement. Except for the UN, those organizations are mainly concerned with trade and economics. Global Community offers a more meaningful union in the form of nine or more Global Governments  Global Governments. For instance the South American Community of Nations can be a Global Government by simply accepting the Global Constitution as a way of dealing between member nations. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, energy, food, social, cultural and many other essential aspects.

The following table is a comparison of the importance of the Universal Declaration of Human Rights and the Scale. It is made clear how little importance was given to Sections 1,2,3, and 4 of the Scale of Global Rights. And it is made clear how urgent it is to replace both the Universal Declaration of Human Rights and Charters from all nations by the Scale of Global Rights.

Here is how the degree of importance was obtained. For instance in Section 1 it was found that parts of Article 3 of the Universal Declaration of Human Rights was included as promoting very softly the protection of human life but was not promoting at all the protection of the global life-support systems. Section 1 on the Scale of Global Rights promotes both the protection of human life and the global life-support systems. No key rights were found in the Universal Declaration that would promote in any way the protection of human life and that of the global life-support systems. And it is a failure of the Universal Declaration to be in line with the Scale of Global Rights. As a result of this failure, a 1% combine importance was recorded in the table. What this means? It means that the Universal Declaration does not give any importance to human life and the protection of the global life-support systems. These results are consistent and in agreement with the fact that democracy hardly survive an overpopulation such as is seen in the world. What happens to the idea of the dignity of the human species if this population growth continues at its present rate? It will be completely destroyed. Democracy cannot survive overpopulation. Human dignity cannot survive overpopulation. Convenience and decency cannot survive overpopulation. As you put more and more people onto the world, the value of life not only declines, it disappears. It doesn't matter if someone dies, the more people there are, the less one person matters. It would be preferable to split a large population into smaller populations.


III. Global Ministry of Forests. Action concerning forests.

Today about 1.8 billion people live in 36 countries with less than 0.1 hectare of forested land per capita, an indicator of critically low levels of forest cover. Based on the medium population projection and current deforestation trends, by 2025 the number of people living in forest-scarce countries could nearly double to 3 billion. Most of the world's original forests have been lost to the expansion of human activities. In many parts of the developing world, the future availability of forest resources for food, fuel and shelter looks quite discouraging. Future declines in the per capita availability of forests, especially in developing countries, are likely to pose major challenges for both conservation and human well-being.

Why population growth matters to the future of forests?

  In some countries, forests and other vegetation are being burned away at alarming rates to satisfy the growing demand for agricultural land.

The world's forests provide goods and services essential to human and planetary well-being. But forests are disappearing faster today than ever before. Due both to deforestation and human population growth, the current ratio of forests to human beings is less thn half what it was in 1960. Yet we not only need more forests, we need forests more than ever before–to protect the world's remaining plant and animal life, to prevent flooding, to slow human-induced climate change, and to provide the paper on which education and communication still depend. More efficient consumption of forest products and eventual stabilization of human population–a prospect that appears more promising today as birthrates decline–will be needed to conserve the world's forests in the coming millennium.

Half of the world's original forest cover is gone, a loss that reflects humanity's intensive use of land since the invention of farming. Of the forest that remains, less than one-fourth could be considered relatively undisturbed by human activity. The vast primeval forests of Europe and Asia survive today only as patchwork remnants of secondary growth, much of it vulnerable to logging, encroachment by development, pollution, fire and disease.

Forests are currently expanding in much of the industrialized world, while shrinking in most of the developing world. In just the first five years of the 1990s, 65 million hectares of forest–an area the size of Afghanistan– were converted to other uses in developing countries. By contrast, the industrialized countries gained 9 million hectares of forested land, an area about the size of Hungary. The pattern of forest loss in developing countries today differs from past losses in Europe and elsewhere in two key respects: human populations are much larger than before, and the pace of deforestation is more rapid. In the last four decades, an area half the size of the United States has been cleared of tropical forests, while population in developing countries has doubled to 4.7 billion. Among the most encouraging trends for the future of forests is the fact that fertility and birthrates are now declining in developing countries, leading demographers to revise downward their projections of future population growth.

A new measure of forest resource availability helps illustrate the increasing scarcity of forests in many countries. The forest-to-people ratio– a simple division of a country's forest cover by its population–helps quantify the number of people living with low levels of forest resources both now and in the future. Using a ratio of 0.1 hectare of forest cover per person (roughly a quarter acre) as a benchmark reveals that 1.7 billion people now live in 40 countries with critically low levels of forest cover. Many are vulnerable to scarcities of key forest products such as timber and paper and risk the collapse of vital forest services such as control of erosion and flooding in populated areas. In some countries the forest-to-people ratio declines even though forests expand, simply because their populations grow more rapidly than their forests. By 2025, based on United Nations data on deforestation and projected population growth, the number of people living in forest-scarce countries could nearly triple to 4.6 billion. Many are unlikely to have the options of wealthy countries to import or use substitutes for forest products and the environmental services forests provide.

Population dynamics are among the primary underlying causes of forest decline. Poverty, corruption, inequitable access to land and wasteful consumption practices also influence the decisions of governments, corporations and individuals to cut and clear forests. The interaction of these forces is most evident in areas such as South Asia, Central America and sub-Saharan Africa, where poverty, rapid population growth and weak institutions contribute to forest loss and severe environmental degradation.

The dominant force in forest loss is growth in the demand for farmland. Subsistence agriculture is the principal cause of forest loss in Africa, Asia and much of Latin America. Slash-and-burn farming and other traditional techniques were sustainable for centuries when population densities were lower. Today they are a major factor, along with the expansion of commercial farms and livestock grazing areas, in the permanent conversion of wooded land to agriculture. The need to increase food production is expected to accelerate the forest-to-farmland cycle, especially in countries where alternatives for meeting this demand are limited.

A typical American uses 15 times as much lumber and paper as a resident of a developing country.

Total wood consumption has tripled during the 20th century. Per capita consumption has changed little on a global basis–actually decreasing slightly–but consumption patterns vary widely between countries. Reducing wood consumption in the industrialized world is unlikely to stop forest loss in developing countries however, since most of the wood consumed comes from trees in the industrialized countries themselves. Nevertheless, the consumption model offered to the rest of the world threatens accelerated forest loss as both populations and economies grow in developing countries.

Commercial logging of tropical forests has doubled since 1960, accounting for 5 million to 6 million hectares of forest loss each year, an area nearly the size of Sri Lanka. This is about one third the forest area lost each year in the developing world. Illegal logging causes a significant, though unquantified, amount of additional forest loss. Logging's biggest role in deforestation, however, is more indirect. Logging roads provide pathways deep into forests that farmers and other settlers then follow, permanently clearing the land for crops and pasture.

Nearly 3 billion people depend on wood as their main source of energy. The production of fuelwood and charcoal accounts for over 90 percent of the wood harvested in Africa, 80 percent in Asia and 70 percent in Latin America. Population growth is closely linked to rising woodfuel demand. The effects of woodfuel scarcity are most severe in impoverished areas, where more modern fuels are inaccessible or unaffordable.

Women and children are the victims of woodfuel scarcity. The search for fuel consumes the time, energy and health of women and their children. As local wood supplies grow scarce, women risk spinal column damage and uterine prolapse from carrying heavier loads over longer distances. Girls are often kept home from school to help their mothers gather wood, depriving them of educational opportunities. Where wood is unavailable, women cook with inefficient fuels such as animal dung or crop wastes, depriving livestock of fodder and soils of natural fertilizer. This endangers both the nutritional and respiratory health of women and their families.

Forest scarcity threatens the use of paper for education, the activity most likely to improve health and economic well-being. 80 percent of the world's population lack access to enough affordable paper and reading materials to meet basic standards for literacy and communication. Reducing paper consumption could help ensure enough paper for all. These efforts are undermined, however, by broader inequalities in access to education and economic opportunity. Closing the "paper gap" between rich and poor nations ultimately depends on government action to increase spending on education, health and social services in developing countries. Future population growth and forest loss will largely determine whether and when this gap can be closed.

Population policies based on human development and the Scale of Global Rights offer the greatest hope for the future of forests. This is not an argument for population "control" but for the social investments that allow couples to choose when to have children and how many to have. Programs linking conservation activities with family planning services show promise for achieving both the sustainable use of forests and greater acceptance of reproductive health services.

Sustainable wood consumption is essential for the future of forests. Individuals and institutions alike should promote the ecologically sound and socially responsible use of forest products. Eco-labeling, or the environmental certification of wood products, could speed the adoption of more sustainable forestry practices. Consumer demand for green-certified paper and other wood products is an important complement to recycling and other efforts to reduce wood consumption.

The well-being of the world's forests is closely linked to the health and well-being of women. Investing in education for girls helps them to contribute to their national economies–and to postpone childbearing until they are ready for a family. Providing credit and other economic opportunities for women creates alternatives to early and frequent childbearing. Finally, better access to quality reproductive health services directly benefits women and their families. These approaches increase human capacity, providing the greatest long-term return to societies, individuals and the environment. Moreover, they are likely to lead to an early peak in world population in the coming century–quite possibly at levels that can co-exist with forests that teem with human and non-human life for centuries to come.


III. Global Ministry of Agriculture, Food Production and Distribution. Ministry of agriculture, food production and distribution

Global Community has shown that at the world level, there will not be sufficient agricultural production to meet increases in demand over the next thirty years. By 2030, climate change due to global warming will start having significant impacts on food production, and crop production in developing countries is projected to be significantly less than in the 1990s. A global ministry on food production and distribution is therefore a most needed institution.

We also need to form a global ministry dealing only about agriculture and the protection of our soils. All nations will be part of the ministry. We have to design systems of food production that meet our own needs, and also leave room for these other life forms we want to take along with us.

Western agriculture is designed in the end to maximize profit. As a primordial human right, the prime concern of the human species is to feed people. Therefore we have to do things differently. We will have to produce less livestock as we effectively double the population we need to feed: ourselves, plus the livestock that is supposed to be feeding us.

We also have to apportion the land surface of the whole world more efficiently, using some for highly intensive food production (which makes use of less land), some for extensive agriculture (combining food production with wildlife conservation) and designing some specifically as wilderness areas with global corridors between them.

World population.

The world population is expected to reach eight billion by 2030 and growth in global agriculture will not be sufficient to meet world demand.

Global Community has estimated the world population growth, and assessed future developments in world food production, demand, and consumption. The impacts of global warming on the growth in crop and livestock production, forestry and fisheries, the deceleration of the world population growth rate and the rise in food consumption will contribute to an increase in the demand for food and for food production. Poverty and poor food distribution will continue to limit access to food in many countries.

Genetic engineering.

The potential agricultural benefits of genetic engineering were considered. Genetically engineered crops, livestock, and fish were included in this project.

The effects of Global Community policies on the global population trends indicates a drastic slowdown in world population growth. The 2010 population level was obtained to be 7.6 billion. This recalibration in population level is due in part to changes in the world population growth rate, which has fallen from 2.1 percent per year in the later half of the 1960's to 1.3 percent in the late 1990's. This growth rate is predicted to continue dropping over the next three decades, reaching 0.8 percent by 2030. By 2050 the global population growth rate is expected to have dropped as low as 0.4 percent.

Food Consumption.

Concurrent with a decreasing population growth rate, individual food consumption rates (measured as Kcal/person/day) will continue to rise in developing countries. The percent of the world's undernourished has been dropping since the late 1960s. Projections of food consumption will continue to rise in developing countries over the next 30 years, moving from an average of 2626 kcal in the 1990s to 3000 kcal in 2015. The average daily consumption rate in developing countries is expected to exceed 3000 kcal by 2030.

By 2015, 22 percent of the world population will still live in countries with very low food consumption levels (under 2200 kcal). High rates of undernourishment will be most pronounced in sub-Saharan Africa.

Leading causes of continued problems in food availability:

  • a) global warming,
  • b) failures by countries to achieve rapid economic development, and
  • c) low quality soils.

Food Production.

Global Community believes that at the world level, there will not be sufficient agricultural production to meet increases in demand over the next thirty years. By 2030, climate change due to global warming will start having significant impacts on food prodution and crop production in developing countries is projected to be significantly less than in the 1990s.

The rate of annual growth in global crop production is expected to decrease over the next 30 years relative to those advances seen in the previous 30.

Sustainable food security at the individual, household, national, regional and global levels is a primordial huam right.

Global Community reaffirms the right of everyone to have access to safe and nutritious food, consistent with the right to adequate food and the fundamental right of everyone to be free from hunger.

All Peoples of Global Community pledge the political will and common commitment to achieving food security for all and to an ongoing effort to eradicate hunger in all countries, with an immediate view to reducing the number of undernourished people to half their present level no later than 2015.

It is not right that more than 800 million people throughout the world, and particularly in developing countries, do not have enough food to meet their basic nutritional needs. This situation is unacceptable. Constraints on access to food and continuing inadequacy of household and national incomes to purchase food, instability of supply and demand, as well as natural and man-made disasters, prevent basic food needs from being fulfilled. The problems of hunger and food insecurity have global dimensions and are likely to persist, and even increase dramatically in some regions, unless urgent, determined and concerted action is taken, given the anticipated increase in the world's population and the stress on natural resources.

Global Community believes that a peaceful, stable and enabling political, social and economic environment is the essential foundation which will enable communities all over the world to give adequate priority to food security and poverty eradication. Democracy, promotion and protection of all human and Earth rights and fundamental freedoms, including the right to development, and the full and equal participation of men and women are essential for achieving sustainable food security for all.

Poverty is a major cause of food insecurity and sustainable progress in poverty eradication is critical to improve access to food. Conflict, terrorism, corruption and environmental degradation also contribute significantly to food insecurity. Increased food production, including staple food, must be undertaken. This should happen within the framework of world sustainable management Ministry of agriculture, food production and distribution of

A)     natural resources,
B)     elimination of unsustainable patterns of consumption and production, particularly in industrialized countries, and
C)     early stabilization of the world population.

Global Community recognizes the fundamental contribution to food security by women, particularly in rural areas of developing countries, and the need to ensure equality between men and women. Revitalization of rural areas must also be a priority to enhance social stability and help redress the excessive rate of rural-urban migration confronting many countries.

Global Community realizes how urgent it is of taking action now to fulfil our responsibility to achieve food security for present and future generations. Attaining food security is a complex task for which the primary responsibility rests with individual governments. They have to develop an enabling environment and have policies that ensure peace, as well as social, political and economic stability and equity and gender equality. Global Community expresses our deep concern over the persistence of hunger which, on such a scale, constitutes a threat both to national societies and, through a variety of ways, to the stability of Global Community itself.

Food should not be used as an instrument for political and economic pressure. Global Community reinstates the importance of global cooperation and solidarity as well as the necessity of refraining from unilateral measures not in accordance with the international law and the Charter of Global Community and that endanger food security.

Action Plan of Global Community

*     promote policies conducive to investment in human resource development, research and infrastructure for achieving food security;
*     promote equitable access to productive and financial resources;
*     pursue food trade and overall trade policies that will encourage our producers and consumers to utilize available resources in an economically sound and global sustainable manner;
*     recognize the importance for food security of sustainable agriculture, fisheries, forestry and rural development in low as well as high potential areas;
*     acknowledge the fundamental role of farmers, fishers, foresters, indigenous people and their communities, and all other people involved in the food sector, and of their organizations, supported by effective research and extension, in attaining food security;
*     promote full participation and empowerment of people, especially women, an equitable distribution of income, access to health care and education, and opportunities for youth. Particular attention should be given to those who cannot produce or procure enough food for an adequate diet, including those affected by war, civil strife, natural disaster or climate related ecological changes.
*     combat pests, drought, and natural resource degradation including desertification, overfishing and erosion of biological diversity;
*     make efforts to mobilize, and optimize the allocation and utilization of, technical and financial resources from all sources, including external debt relief for developing countries, to reinforce national actions to implement sustainable food security policies. *     ensure an enabling political, social, and economic environment designed to create the best conditions for the eradication of poverty and for durable peace, based on full and equal participation of women and men, which is most conducive to achieving sustainable food security for all;
*     implement policies aimed at eradicating poverty and inequality and improving physical and economic access by all, at all times, to sufficient, nutritionally adequate and safe food and its effective utilization;
*     pursue participatory and sustainable food, agriculture, fisheries, forestry and rural development policies and practices in high and low potential areas, which are essential to adequate and reliable food supplies at the household, national, regional and global levels, and combat pests, drought and desertification, considering the multifunctional character of agriculture;
*     strive to ensure that food, agricultural trade and overall trade policies are conducive to fostering food security for all through a fair and market-oriented world trade system;
*     prevent and be prepared for natural disasters and man-made emergencies and to meet transitory and emergency food requirements in ways that encourage recovery, rehabilitation, development and a capacity to satisfy future needs;
*     promote optimal allocation and use of public and private investments to foster human resources, sustainable food, agriculture, fisheries and forestry systems, and rural development, in high and low potential areas; and
*     implement, monitor, and follow-up this Plan of Action at all levels in cooperation with the international community.

Food security exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life. In this regard, concerted action at all levels is required. Each nation must adopt a strategy consistent with its resources and capacities to achieve its individual goals and, at the same time, cooperate regionally and globally in order to organize collective solutions to global issues of food security. In a world of increasingly interlinked institutions, societies and economies, coordinated efforts and shared responsibilities are essential.

Poverty eradication is essential to improve access to food. The vast majority of those who are undernourished, either cannot produce or cannot afford to buy enough food. They have inadequate access to means of production such as land, water, inputs, improved seeds and plants, appropriate technologies and farm credit. In addition, wars, civil strife, natural disasters, climate related ecological changes and environmental degradation have adversely affected millions of people. Although food assistance may be provided to ease their plight, it is not a long term solution to the underlying causes of food insecurity. It is important to maintain an adequate capacity in the international community to provide food aid, whenever it is required, in response to emergencies. Equitable access to stable food supplies should be ensured.

A peaceful and stable environment in every country is a fundamental condition for the attainment of sustainable food security. Governments are responsible for creating an enabling environment for private and group initiatives to devote their skills, efforts and resources, and in particular investment, towards the common goal of food for all. This should be undertaken with the cooperation and participation of all members of society. Farmers, fishers and foresters and other food producers and providers, have critical roles in achieving food security, and their full involvement and enablement are crucial for success.

Poverty, hunger and malnutrition are some of the principal causes of accelerated migration from rural to urban areas in developing countries. The largest population shift of all times is now under way. Unless these problems are addressed in an appropriate and timely fashion, the political, economic and social stability of many countries and regions may well be seriously affected, perhaps even compromising world peace. It is necessary to target those people and areas suffering most from hunger and malnutrition and identify causes and take remedial action to improve the situation. A more complete, user-friendly source of information at all levels would enable this.

Availability of enough food for all can be attained. The 6.5 billion people in the world today have, on average, 25 percent more food per person than the global population of 4 billion people had 20 years ago. Yet, further large increases in world food production, through the sustainable management of natural resources, are required to feed a growing population, and achieve improved diets. Increased production, including traditional crops and their products, in efficient combination with food imports, reserves, and international trade can strengthen food security and address regional disparities. Food aid is one of the many instruments which can help to promote food security. Long term investment in research and in cataloguing and conserving genetic resources, particularly at the national level, is essential. The link between sufficient food supplies and household food security must be ensured.

Harmful seasonal and inter-annual instability of food supplies can be reduced. Progress should include targeting on minimizing the vulnerability to, and impact of, climate fluctuations and pests and diseases. To effect timely transfers of supplies to deficit areas and the conservation and sustainable use of biodiversity, use should be made, in efficient combination, of climate early warning systems, transfer and utilization of appropriate agricultural,2 fishery and forestry technologies, production, and reliable trade, storage and financial mechanisms. Natural and man-made disasters can often be anticipated or even prevented, and response must be timely and effective and assist recovery.

Unless national governments and the international community address the multifaceted causes underlying food insecurity, the number of hungry and malnourished people will remain very high in developing countries, particularly in Africa south of the Sahara; and sustainable food security will not be achieved. This situation is unacceptable.Global Community envisages an ongoing effort to eradicate hunger in all countries, with an immediate view to reducing the number of undernourished people to half their present level no later than 2015, and a mid-term review to ascertain whether it is possible to achieve this target by 2010.

The resources required for investment will be generated mostly from domestic private and public sources. The international community has a key role to play in supporting the adoption of appropriate national policies and, where necessary and appropriate, in providing technical and financial assistance to assist developing countries and countries with economies in transition in fostering food security.

Reaching sustainable world food security is part and parcel of achieving the social, economic, environmental and human development objectives agreed upon in recent international conferences.

Summary

The peoples of all Nations, in creating an ever closer Global Parliament among them, are resolved to share a peaceful future based on common values. Conscious of its spiritual and moral heritage, Global Parliament is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity; it is based on the principles of democracy and the rule of law. It places the individual at the heart of its activities, by establishing Global Community citizenship of the Global Parliament and by creating an era of freedom, security and justice.

Global Parliament contributes to the preservation and to the development of these common values while respecting the diversity of the cultures and traditions of the peoples of all Nations as well as the national identities of Member Nations and the organisation of their public authorities at national, regional and local levels; it seeks to promote balanced and sustainable development and ensures free movement of persons, goods, services and capital, and the freedom of establishment. To this end, it is necessary to strengthen the protection of fundamental rights in the light of changes in society, social progress and scientific and technological developments by making those rights more visible in this Constitution.

Global Parliament's Constitution reaffirms, with due regard for the powers and tasks of Global Parliament and the principle of subsidiarity, the rights as they result, in particular, from the constitutional traditions and international obligations common to Member Nations, the Scale of Social Values, or Scale of Global Rights, adopted by Global Parliament and by the Global Council of all Nations and the case law of the Earth Court of Justice of Global Parliament and of the Global Court of Global Rights. Enjoyment of these rights entails responsibilities and duties with regard to other persons, to the human community and to future generations. Global Parliament therefore recognises the rights, freedoms and principles set out hereafter.

We the Peoples of Global Community are reaffirming faith in the fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and smalll. We the Peoples implies every individual on Earth. Earth management and good governance is now a priority and a duty of every responsible person on Earth. Global Community has taken action by calling the Divine Will into our lives and following its guidance. Divine Will is now a part of the Soul of Humanity to be used for the higher purpose of good and Life's evolution. We will learn to serve humanity and radiate the Will of God to others. We will establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and we promote social progress and better standards of life in larger freedom.

The spiritual belief, universal values, principles and aspirations of Global Community will be attained by:

*     practicing tolerance and living together in peace and harmony with one another as neighbours,
*     promoting the economic and social advancement of all peoples,
*     maintaining peace and security in the world by using negotiations and peaceful means,
*     finding unity in diversity with all Life,
*     establishing the respect for the life-support system of the planet,
*     keeping Earth healthy, productive and hospitable for all people and living things, and
*     applying the principle that when there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss.

Global Parliament's Constitution primary goal and focus are including only a few aspects of the original work done that produced the Global Constitution. Global Parliament's Constitution itself gives the highest priority to the following aspects:

* essential services
* the Judiciary
* the Global Protection Agency (GPA)
* Global Ministries

to manage the needs of the Peoples of Member States.

These four aspects are a part of the Global Movement to Help of Global Community. From now on we serve the people of all nations, all life on Earth. Each Global Government is made more responsible and accountable to the people of member nations within the region where it operates. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation.

This Movement is described here. First the meaning of Global Community expression was defined back in 1985. This Global Movement to Help offers Essential Services to serve the people of all nations, all life on Earth. As a first step to getting help, all nations can and should approve the first three sections on the Scale of Global Rights. Scale of Global Rights The approval would supersede the political and physical borders of participating member nations. The approval would mean politics and justice without borders only concerning those three sections, i.e essential services. The Global Protection Agency (GPA) would have the approval from all member nations to give immediate help, bypassing normal government protocols. Somewhat like an emergency unit but at the global level. That is what those first three sections on the Scale of Global Rights mean. They represent an efficient and immediate emergency response to help.

First, participating member nations need to give their approval to the GPA. The GPA is a global organization much like the World Trade Organization (WTO) for trade between nations, the World Health Organization (WHO) for health, or the European Union, North American Free Trade Agreement (NAFTA), South American Community of Nations (SACON) for trade and economics. The GPA offers an efficient emergency response to help. The GPA is a short term solution, an immediate and efficient response to help. There are also long term solutions. As with the short term solution, the most significant long term solution is also related to the Scale of Global Rights. The Scale was entrenched is Federation's Constitution and is thus the fundamental guide to Global Law. Now the Scale of Global Rights is a long term solution and is also a part of the Global Movement to Help of Global Community. The Scale was designed to help all life on Earth. What would be preferable is that nations unite amongst themselves to help.

Over time, we have seen the creation of the United Nations, the European Union, the South American Community of Nations, and the North American Free Trade Agreement. Except for the UN, these organizations are mainly concerned with trade and economics.

Global Community offers a more meaningful union in the form of nine or more Global Governments. For instance the South American Community of Nations can be a Global Government by simply accepting Global Parliament's Constitution as a way of dealing between member nations. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, education, energy, food, social, cultural and many other essential aspects.

Global Parliament is the place of meeting between Global Governments.

The very first step of Global Parliament, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. Global Community has researched and developed such services and listed them here. All of them are already in operation on a small scale. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region. And we want a Global Government to be made of wealthy nations as well as nations in need of help. Be compassionate. Each Global Government is obliged to offer Essential Services to the people of its member nations.

Global Parliament is now applying more emphasis on the urgent need from the people of all nations to give everyone essential services. The urgent need to give all Global Citizens essential services was made obvious in the past few years after the occurrence of natural disasters, and by global destruction and disasters created by governments and the military. Today, earquakes, cyclones and other natural disasters, as well as human made global destruction and disasters, require a rapid and efficient response from the world to help those in needs. We need to be organized and ready to help. We need all nations to be a part of this Global Movement to Help.

Global Community offers both a short term solution and a long term solution to the people of all nations. Both solutions have been integrated into the Scale of Global Rights Scale of Global Rights, itself a necessary first step which must be approved by all of us.

We serve all people of Global Community, the people of all nations, all life on Earth, much like an emergency unit would do on a global level. Concerning Sections 1, 2, and 3, it shall be Global Community highest priority to guarantee these rights to their respective Member Nations and to have proper legislation and implement and enforce global law as it applies and as shown in Global Parliament's Constitution.

Those are our essential services, and they are more important than global rights listed in sections 4, 5 and 6.

Concerning Sections 4, 5 and 6, it shall be the aim of Global Parliament to secure these other rights for all global citizens within the federation of all nations, but without immediate guarantee of universal achievement and enforcement. These rights are defined as Directive Principles, obligating Global Parliament to pursue every reasonable means for universal realization and implementation.

Section  4.    Community rights, rights of direct democracy, the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically.

Section  5.    Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights).

Section  6.    Cultural rights and religious rights.


VI. Global Protection Agency (GPA).

Building global communities requires a mean to enforce global law that protects all life on Earth.

Global Protection Agency will train and lead a global force, bypassing traditional peacekeeping and military bodies such as the United Nations and NATO. This is a great opportunity for globallateralism.

The Global Protection Agency (GPA) is leading a group of people in the world who participate in:

a)     peacekeeping or peacemaking mission;

b)     creating global ministries for:
1.     the policy response to the consequences of the global warming, and
2.     the development of strategies to adapt to the consequences of the unavoidable climate change.

c)     enforcing global law;

d)     saving the Earth's genetic heritage;

e)     keeping the world healthy and at peace;

f)     protecting the global life-support systems and the eco-systems of the planet;

g)     dealing with the impacts of: global poverty, lack of drinking water and food, global warming and the global climate change, threat to security, conflicts and wars, lack of good quality soil for agriculture, polluted air, water and land, overcrownded cities, more new and old diseases out of control, widespread drugs, human and Earth rights abuses, world overpopulation, and lack of resources;

h)     broadening the traditional focus of the security of states to include both the security of people as well as that of the planet. Global security policies include:

*     every person on Earth has a right to a secure existence, and all states have an obligation to protect those rights
*     prevention of conflicts and wars; identification, anticipation, and resolving conflicts before they become armed confrontations. The Earth Court of Justice will help here.
*     military force is not a legitimate political instrument
*     weapons of mass destruction are not legitimate instruments of national defence
*     eliminate all weapons of mass destruction from all nations and have inspectors verifying progress to that effect
*     all nations should sign and ratify the conventions to eliminate nuclear, chemical and biological weapons
*     the production and trade in arms should be listed as a criminal act against humanity; this global ministry will introduce a Convention on the curtailment of the arms trade, a provision for a mandatory Arms Register and the prohibition of the financing or subsidy of arms exports by governments
*     the development of military capabilities is a potential threat to the security of people and all life on Earth; the ministry will make the demilitarization of global politics a high priority.
*     anticipating and managing crises before they escalate into armed conflicts and wars
*     maintaining the integrity of the environment and global life-support systems
*     managing the environmental, economic, social, political and military conditions that threatened the security of people and all life on the planet
*     over the past decades and even now today, all Five Permanent Members of the United Nations Security Council (mostly the United States, Russia and Britain) were responsible for selling weapons and war equipment. These three nations are required to give back to the Global Community an amount of 8 trillion dollars (American) as a payment for the immense damage they have caused in the world. They have created a culture of violence throughout the world. They are nation bullies, nation predators. They are responsible for economic mismanagement, ethnic tensions, crimes, drug abuse, high unemployment, urban stress, worldwide poverty, and pressures on natural resources. Most conflicts in the world are direct legacies of cold war power politics, senseless politics. Other conflicts were caused by the end of the cold war and the collapse of old regimes. Other factors have combined to increase tension: religious, economical, political, and ethnic aspects. The dollar fine is to be administered by Global Parliament.

The GPA is a global organization much like the World Trade Organization (WTO) for trade between nations, the World Health Organization (WHO) for health, or the European Union, North American Free Trade Agreement (NAFTA), South American Community of Nations (SACON) for trade and economics. The GPA offers an efficient emergency response to help.

The GPA is a short term solution, an immediate and efficient response to help. There are also long term solutions. As with the short term solution, the most significant long term solution is also related to the Scale of Global Rights. The Scale was entrenched in the Global Constitution and is thus a fundamental guide to Global Law. The work of Global Community, the global civil society, and the determination of government worldwide, make it possible for everyone to comply with Global Law. Global Security Policies and Peace.

Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in the Global Constitution such as justice, human dignity, and equity for all and for the good of all. All people and states are protected by the Global Community.

In connection between human well-being and a sound environment, Earth rights are ecological rights and the rights that human beings have in protecting their global life-support systems. Earth rights are those rights that demonstrate the connection between human well-being and a sound environment. They include individuals and global communities human rights and the rights to a clean environment, and participation in development decisions. We define ecological rights as those rights of the ecosystem of the Earth beyond human purpose. They are those rights that protect and preserve the ecological heritage of the Earth for future generations. The Earth Court of Justice guarantees ecological rights in its Statute. The Court guarantees also the rights to a safe environment and an environment free from environmental degradation.

Earth rights are the rights to life on Earth.

The Global Protection Agency provides leadership for training of other countries' citizens who would like to participate in peacekeeping and Earth security ... so that we have a ready cadre of people who are trained and equipped and organised and have communications that they can work with each other.

The overall size of the force, or who would pay for it, have not been discussed, but the idea has been raised with countries in Europe and Asia.

As well, there are questions about how many nations would sign up if such a force were under the control of GCEG.

To act as a global policing force, as the GPA aspires to do, many foundations must be laid, especially regarding the move from wielding power derived from GCEG to legitimate global leadership. There are many required characteristics that are prerequisite for legitimate leadership:

1.     Legitimate leadership is built upon trust. Those who are led must largely believe that the leader is committed to integrity, honesty, and transparent inquiry into problems. The leader’s actions must align with his words

2.     Legitimate leadership rests upon checks and balances, which are necessary to ensure power is not corrupted.

3.     Legitimate leadership is an act of service. Those in power must show a primary interest in the good of the collective ahead of their self-interest. In this way, true leaders are mission-centered rather than self-centered.

4.     Legitimate leadership empowers others appropriately rather than concentrating power disproportionately. In other words, true leaders produce more leaders and empower them as situations demand.

5.     Legitimate leadership is visionary, carrying the torch of a possible future.

6.     Legitimate leadership is willing to lead by example, including following a foundation of ethics, performing more than one’s share of work, and making sacrifices where appropriate.

7.     Legitimate leadership is compassionately fierce when something undermines the good of the whole. In a company this might mean the CEO fires a slacking employee. In a city, the police may jail a murderer. On a global level, this might even mean arresting those breaking global law.

The defence function of a leader requires that he safeguard the good of the whole by whatever the most skillful means are to accomplish that defence.

While that is not a comprehensive catalog of leadership prerequisites, I do think those few requirements are foundational and relatively unquestionable. Without at least a solid foundation of those requirements, the GPA’s actions among nation-states will remain those of a unilateralist leader rather than a global leader. We will be, and should be, legitimated in the role of a global leader among nation-states and validated as an enforcer of global law. GCEG offers a few recommendations for actions that would strengthen and legitimate the GPA’s role as a true global leader by gradually creating an international structure that better safeguards the whole than we can ever do now as a unilateralist leader.

The GPA recommendations:

1.     Ban military action in all parts of the world;
in creating legitimate power for Global Parliament, subjecting ourselves and multinational corporations to taxation that generates money for programs that are focused on world betterment and world problems. As a mark of our global leadership, we should commit a greater percentage of our resources to this effort than any other organization.

3.     Hold ourselves to a high standard of compliance around global treaties that aim for collective benefit and the redress of economic, environmental, military, and political problems. Our adherence should be exemplary. Or, if we truly question the merit of a global accord, we should lead the way in creating agreements that even better serve the global interest rather than simply ignoring or undermining the existing attempts.

4.     Exert strong global leadership on multinational solutions to pressing health, environmental, and other problems. We should propose innovative new solutions and show leadership in carrying them out, especially in areas such as clean energy development.

5.     Take seriously the process of coming clean by exposing corporate interests in politics, lobbying by powerful organizations, subsidies of fringe military groups, etc. When our global government officials commit to be honest and transparent, a much deeper foundation of international trust will be built.

As we enact global law, we will begin to take on a much deeper kind of global leadership, one that earns more respect than envy and more gratitude than hatred, one that can catapult the whole planet forward into a future where war is no longer thinkable between nation-states and a legitimate and beneficial global government is able to cope with global problems.

I believe that there is no greater task in the world today than for Global Parliament to proceed through the maturation of its leadership, emerging from a more self-interested adolescence as a global leader into a nobler adulthood. We have the potential to act as a torchbearer for a better tomorrow. Do we heed the call? I hope this message has convinced at least a few people that the question of how to proceed with that maturation is of far deeper significance than the reforming of the United Nations. I thus pray that we move with wisdom, grace, clarity, and love in the days, years, and even decades ahead.


XI. Global Law and Global Justice Movement. Global Parliament's Constitution.

Global Parliament Global Justice Movement along with the Global Community Peace Movement Global Community Peace Movement have been and continue to be the two major pillars of the Global Movement to Help.

Global Justice Movement has many inter-related components: monetary, social, economic, environmental, democracy, and peace. Global Community Global Justice Movement promotes new thinking to benefit all economies and societies – the true, fair, democratic and efficient solution to poverty. Global Community has the productive resources to eliminate poverty and injustice. Humanity is now in the process of developing the democratic and transparent communications infrastructure which can bring this about. Global Constitution

Our approach transcends left-wing/right-wing designations. We see both conventional capitalism and socialism as being two arms of a philosophy which concentrate power in an elite, to the detriment of society as a whole. Reforming the current money system, to empower each and every person, is a first step for justice.

Global Community Global Justice Movement stands for:

1.     Each person has the right to have warmth, clean air, clean water, food and housing, along with access to a quality health and educational system.

2.     Every person should be respected, equal, free and able to choose their own destiny.

3.     Everyone should be able to fulfill their full emotional, intellectual and spiritual potential.

4.     Every person must respect the rest of creation and take responsibility for preserving the environment including the fauna and flora, all of which are interdependent and share a divine origin with humanity.

5.     The inalienable rights of the individual include the rights of life, liberty, access to productive property, truly free markets, and equal justice before the law.

6.     Global Economic System that is fair for all.

7.     It is the duty of democratic government to secure the results the people want from the transparent management of their public affairs, as far as such results do not infringe on the rights of the individual.

8.     Global Community Global Peace Movement Global Community Global Peace Movement is about educating ourselves to engage in personal diplomacy in another country. We are given opportunities to meet and listen to some of the leading authorities on such subjects as humanitarian and volunteerism, education, politics, historical, social and cultural perspectives, conflict management, teamwork, world affairs, community involvement, and religion.

9.     Global Justice for all Life on the planet and it is about:

*     establishing respect for human and Earth rights;

*     implementing a global regulatory framework for capitals and corporations that emphasizes global corporate ethics, corporate social responsibility, protection of human and Earth rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects;

*     establishing freshwater and clean air as primordial human rights;

*     practicing tolerance and living together in peace and harmony with one another as neighbours;

*     promoting the economic and social advancement of all peoples;

*     maintaining peace and security in the world by using negotiations and peaceful means;

*     finding unity in diversity with all Life;

*     establishing the respect for the life-support system of the planet;

*     keeping Earth healthy, productive and hospitable for all people and living things, and

*     applying the principle that when there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss.

VII. Global Community.

Global Community has shown that corporate-style globalization that ignores the needs of the poor and the environment will no longer be tolerated. Global Community is joining students, environmentalists, people of faith, human rights activists, and others, in the global struggle against corporate globalization being fought in cities and towns across the world.

We works on issues of global economic and social justice and sustainability. We believe another world is possible and necessary. We envision a world free of corporate domination and crushing debt, particularly in communities of color. We act to expose and change the institutionalized violence wrought by international financial and trade institutions such as the World Bank, International Monetary Fund, and World Trade Organization.

Cancel all impoverished country debt to the World Bank and IMF, using the institutions' own resources.

End all World Bank and IMF policies that hinder people's access to food, clean water, shelter, health care, education, and right to organize. (Such "structural adjustment" policies include user fees, privatization, and so-called economic austerity programs).

Stop all World Bank support for socially and environmentally destructive projects such as oil, gas, and mining activities, and all support for projects such as dams that include forced relocation of people.

We are committed to nonviolence and recognizes militarism as a tool used by the global corporate elite to keep money flowing to the privileged few while restricting the rights of people worldwide. We oppose corporate practice which places short-term profits ahead of human dignity, sustainable development and a healthy earth. We stand for the globalization of our rights to speech, thought, religion, assembly, a clean environment, self-determination, freedom from fear and persecution and freedom from poverty.

We stand for the rights of women, children, elderly, affordable health care, strong labor rights and social and economic policies that put people and the environment before profits. We are opposed to the globalization of greed and obscene concentrations of wealth -- we say that another world is possible and necessary.

Global Community is a non-hierarchical nonviolent organization of individuals and organizations that promotes the arts, conducts workshops, facilitates nonviolent direct actions, educates, organizes, campaigns, empowers, and aims to rip injustice from its roots.

Realizing that:

*    Global Community today has come to a turning point in history, and that we are on the threshold of new global order leading to an era of peace, prosperity, justice and harmony;

*    there is an interdependence of people, nations and all life;

*    humanity's abuse of science and technology has brought Global Community to the brink of disaster through the production of weaponry of mass destruction and to the brink of ecological and social catastrophe;

*    the traditional concept of security through military defense is a total illusion both for the present and for future generations;

*    misery and conflicts have caused an ever increasing disparity between rich and poor;

*    we, as Peoples, are conscious of our obligation to posterity to save Global Community from imminent and total annihilation;

*    Global Community is One despite the existence of diverse nations, races, creeds, ideologies and cultures,

*    the principle of unity in diversity is the basis for a new age when war shall be outlawed and peace prevail; when the earth's total resources shall be equitably used for human welfare; and when basic global rights, responsibilities and accountabilities shall be shared by all without discrimination; and

*    the greatest hope for the survival of life on Earth is the establishment of a democratic Global Parliament.

We, citizens of Global Community, hereby resolve to establish a federation of all nations, Global Parliament, to govern in accordance with this Constitution.

The purposes of Global Parliament of the Global Governments for Global Parliament are to:

1.     maintain international peace and security in conformity with the principles of justice and global law;

2.     promote friendly relations among nations, individuals and communities based on:

*     respect for the principle of equal rights and self-determination of Peoples; and

*     symbiotical relationships;

3.     promote global co-operation to:

*     find sound solutions to economic, social, cultural, humanitarian, local and global community problems; and

*     establish respect for global rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.

4.     be a home and a global community centre to all nations, people and local communities and help them harmonize their actions to achieve their common goals.

5.     promote worldwide awareness of:

a)     the "Beliefs, Values, Principles and Aspirations" of Global Parliament,
b)     global symbiotical relationships amongst people, institutions, cities, provinces and nations of the world, and between Global Parliament and all nations, and in the business sector,
c)     global societal sustainability,
d)     good Earth governance and management,
e)     the Scale of Global Rights,
f)     the Statement of Rights, Responsibilities and Accountabilities of a Person and of Global Community,
g)     the Criteria to obtain Global Community Citizenship,
h)     consistency between the different policies and activities of Global Parliament,
i)     a global market without borders in which the free movement of goods, persons, services and capitals is ensured in accordance with this Constitution,
j)     the new ways of doing business and trade in the world,
k)     the Celebration of Life Day on May 26 of each year,
l)     the finding of an Earth flag,
m)     the concept of the Global Dialogue as promoted by Global Parliament.


V. Global Parliament leadership. Global Parliament leadership.

From now on, building global communities for peace require understanding of global problems this generation is facing. There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, unemployment, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities that will manage themselves with the understanding of those problems. All aspects are interrelated: global peace, global sustainability, global rights and the environment. The jobless is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the jobless. In reality, all concerns are interrelated because the ecology of the planet has no boundaries.

Global Parliament shall reinforce humanity's new vision of the world throughout this millennium.

For the first time in human history, and the first time this millennium, humanity has proposed a benchmark shown here more explicitly in the different Chapters of Global Parliament's Constitution:

*     formation of global ministries in all important aspects of our lives
*     getting ride of corruption at all levels of government
*     the establishment of the Global Protection Agency (GPA) to fight against the growing threat to the security of all Peoples, all life on our planet, and to fight against global crimes
*     the Scale of Global Rights as a replacement to the Universal Declaration of Human Rights
*     Statement of Rights, Responsibilities and Accountabilities of a person belonging to 'a global community' and to 'Global Community'
*     an evolved global democracy based on the Scale of Global Rights and the Global Parliament's Constitution
*     a central organization for Earth management, the restoration of the planet and Earth governance: Global Community Assessment Centre (GCAC)
*     the Earth Court of Justice to deal with all aspects of governance and management of the Earth
*     a new impetus given to the way of doing business and trade
*     more new, diversified (geographical, economical, political, social, business, religious) symbiotical relationships between nations, communities, businesses, for the good and well-being of all
*     to reform the United Nations, NATO, World Trade Organization, World Bank, IMF, E.U., NAFTA, FTAA, and to centralize them under Global Parliament, and these organizations will be asked to pay a global tax to be administered by Global Parliament
*     the Peace Movement of the Global Community and shelving of the war industry from humanity
*     a global regulatory framework for capitals and corporations that emphasizes global corporate ethics, corporate social responsibility, protection of global rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects
*     the ruling by the Earth Court of Justice of the abolishment of the debt of the poor or developing nations as it is really a form of global tax to be paid annually by the rich or industrialized nations to the developing nations
*     establishing freshwater and clean air as primordial human rights

Global Parliament's values

Global Parliament is founded on the values of respect for human dignity, liberty, democracy, equality, the rule of law and respect for human and Earth rights. These values are common to Member Nations in a society of pluralism, tolerance, justice, solidarity and non-discrimination. These values along with the "Beliefs, Values, Principles and Aspirations" of Global Parliament, are meant to give global citizens a sense of direction.

Global Parliament's objectives

1.     Global Parliament's aim is to:

1.1     promote peace, its values and the well-being of its Peoples;

1.2     protect the global life-support systems by:

*     good governance and management
*     governing as per Global Constitution:

a)     the Scale of Global Rights;
b)     the Statement of Rights, Responsibilities and Accountabilities of a person and of Global Community;
c)     the criteria to obtain Global Community citizenship; and
d)     primordial human and Earth rights of Global Community citizens;

2.     Global Parliament shall offer Global Community citizens freedom, security and justice without internal frontiers, and a single market for trade where competition is free and undistorted.

3.     Global Parliament shall work for the global sustainability of all Nations based on balanced economic growth, a social market economy, highly competitive and aiming at full employment and social progress, and with a high level of protection and improvement of the quality of the environment. It shall promote scientific and technological advance. It shall combat social exclusion and discrimination, and shall promote social justice and protection, equality between women and men, solidarity between generations and protection of children's rights. It shall promote economic, social and territorial cohesion, and solidarity among Member Nations. Global Parliament shall respect its rich cultural, religious, and linguistic diversity, and shall ensure that this global cultural and religious heritage is safeguarded and enhanced.

4.     In its relations with Global Community, Global Parliament shall uphold and promote its values and interests. It shall contribute to peace, security, the sustainability of Global Community, solidarity and mutual respect among Peoples, free and fair trade, eradication of poverty and protection of human rights and in particular children's rights, as well as to strict observance and development of global law of Global Parliament's Constitution.

5.     These objectives shall be pursued by appropriate means, depending on the extent to which the relevant competences are attributed to Global Parliament's Constitution.

Fundamental freedoms and non-discrimination.

1.     Free movement of persons, goods, services and capital, and freedom of establishment shall be guaranteed within and by Global Parliament, in accordance with the provisions of Global Parliament's Constitution.

2.     In the field of application of the Constitution, and without prejudice to any of its specific provisions, any discrimination on grounds of nationality shall be prohibited.

Symbiotical relationships between Global Parliament and Member Nations.

1.     Global Parliament shall respect the national identities of Member Nations, inherent in their fundamental structures, political and constitutional, inclusive of regional and local self-government. It shall respect their essential Nation functions, including those for ensuring the territorial integrity of the Nation, and for maintaining law and order and safeguarding internal security.

2.     Following the principle of loyal cooperation, Global Parliament and Member Nations shall, in full mutual respect, assist each other in carrying out tasks which flow from Global Parliament's Constitution. Member Nations shall facilitate the achievement of Global Parliament's tasks and refrain from any measure which could jeopardise the attainment of the objectives set out in Global Parliament's Constitution.

3.     Global Parliament shall seek to establish symbiotical relationships with Member Nations.

Legal personality of Global Parliament, and Global Community

Global Parliament shall have legal personality. These expressions represent the same entity and legal personality and, therefore, were used interchangeably. They are being expressed throughout Global Parliament's Constitution, and by Global Community.

Global Parliament, the Federation of Global Governments, is a government of the people. We are the global community. We want to ask government to defend its sovereignty, its dignity and above all the integrity of its territory, we want to ask that it takes charge of all the oil fields of all of its nation for the benefits of its citizens at home in communities. Unless a reformed or empowered Global Community, the Federation of Global Governments, is leading firmly upon the principle of equal rights for all Global Citizens, then the planet will be controlled by a handful of vested interests. Land is not a product of labour. Everyone should therefore be given equal access to natural resources. The Global Social-Economic Model (GSEM) proposes to make private property the product of labour. Common property is all what Nature offers. The Global Economic Model policy removes taxes from wages and increases taxes and user fees on common property.

Each day taxpayers hand over astronomical amounts of money to build weapons of mass destruction, fuel dangerous and polluting technologies, and subsidize giant corporations which concentrate the wealth and power of the world in the hands of an elite few. So the ownership of the land and the natural resources will be challenged by the Global Community. People need all tax dollars to take on the challenge but first must get out of spending on the military invasion of nations. Similarly, all the Earth natural resources belong to the Global Community to be used, developed and protected for the maximum benefit of the people and of all life.

Global Community also proposes to develop a method of raising global taxes, of redistributing incomes to the poorest communities, of providing debt-free technical assistance to non-industrial and developing countries to help them out of poverty and to meet environmental and social standards. The Global Community proposes to ask you to pay a global tax on your products. The tax would be high enough to discourage consumers from buying your products and force you to use viable alternatives. The Governments of the United States and Canada should put a high tax on all oil based products and their derivatives and certainly gasoline should have the highest tax possible. The tax would be a carbon tax for the environment and the global life-support systems. Tobin-style taxes would work well:

  • On Wall Street, currency speculators trade over $2 trillion dollars each day across borders.
  • Each trade would be taxed at 0.1 to 0.25 percent of volume (about 10 to 25 cents per hundred dollars)
  • This would discourage short-term currency trades,about 90 percent speculative, but leave long-term productive investments intact.
  • The currency market would thus shrink in volume, helping to restore national economic autonomy. Nations again could intervene effectively to protect their own currency from devaluation and financial crisis.
  • Billions in revenue, estimated at $500 billion per year, would be generated.
  • Revenue could go into earmarked trust funds to fund urgent Global Community priorities.

Rather than taxing jobs and profits, taxes should be moved to resource use, pollution, energy consumption and to reward conservation. Products produced by green production methods, which tends to use fewer resources and less energy should avoid taxation. As energy costs rise, the price of labour becomes more economical, and green products which tend to encourage value-added processes, should provide more high quality, skilled jobs than resource intensive products. Increasing taxes on resource and energy use will encourage resource and energy efficiency, innovation, reuse, repair, recycling, and used material recovery.

Let us have a look at the North Atlantic Treaty Organisation ( NATO ). The entire planet is in a state of low intensity civil war. The ruling elite profit off the exploitation of the rest of the world. There is lack of tolerance and compassion for one another. Conflicts and wars are not sustainable. They never were. The military option, war, is against global sustainability, global right, and global peace in a big way. The worst environmental degradation happens in wars. War is the greatest violation of global rights that one people can inflict on another. It brings deaths and injuries, starvation, diseases, millions of people losing their homes and livelihoods, and massive destruction of property. Children and teenagers are placed in internment camps, and several are often forced to serve as soldiers. War not only corrupts the morals of soldiers, it leads to a decline in the morality of the whole nation. A nonviolent settlement to a conflict would always be more advantageous. Wars truly make no sense! The world is too crowded and too small nowadays! And weapons too lethal!

So security cannot be achieved through the military. Resources have become the new political boundaries. Territorial conflicts has for millennium been the basis of war and mass killing of others. Throughout the ages wars have been fought over land, and other Earth natural resources. We have seen oil conflicts in the Persian Gulf, and the Caspian Sea Basin. We have seen water conflicts in the Nile Basin, the Jordan, and Indus River Basins. We have seen wars being fought over minerals and timber in Brazil, Angola, Cambodia, Columbia, Congo, Liberia, the Philippines, and Indonesia. The view from space shows us a global landscape in which competition over resources is the governing principle behind the use of economic and military power. Truly, resources have become the new political boundaries. Democracy is an excuse to gain control over those resources by mega corporations.

Ever since WWII the big corporate rulers of the G8 nations have applied the same scenario all over the world and even using the IMF and World Bank organizations. Americans are the sponsors of those organizations, again with money they dont own, paper money, bankrupted money. Through these organizations, the White House subsidized friendly governments who help American corporations get whatever natural resources they want often at the expenses of labour rights and the environment. The U.S.-controlled NATO has lost its purpose to continue as a defense alliance. However, its aggressive expansion is endangering world peace and the survival of life on the planet. Despite its irrelevant role, NATO has become part of the U.S. military. Becoming a NATO member proves to be a profit bonanza for U.S.-Israeli weapon industries and arm dealers. All new recruits into NATO are obliged to increase their defense budgets to modernise and enlarge their military arsenals at the expense of vital public services. These defense budgets are truly destroying the economy of a nation, creating a large annual deficit as we have seen in the US, and exhausting the planet's resources and destroying the environment. Nothing good can come out of the military build-up.

Planning, organizing and using crisis in Europe and elsewhere, the U.S. cancelled the Anti-Ballistic Missile Treaty (ABM) in order to locate ABMs and to lure more nations to sign up for the system. After more than five years of murderous Occupation, the US White House is directly responsible for the premeditated killing of more than 1.3 million innocent Iraqi civilians. Hundreds of thousands of Iraqi civilians are imprisoned and tortured on regular basis, and at least 5 million Iraqis have been displaced as refugees living in appalling conditions. The entire sovereign nation of Iraq is destroyed in a premeditated act of aggression justified by outright lies. Moreover, despite the overwhelming majority of the Iraqi people’s opposition to the Occupation, the Bush regime refused to withdraw U.S. troops and mercenaries from Iraq and end the murderous Occupation of their nation.

The Global Movement to Help, an initiative of the Global Community and of the Federation of Global Governments, is now applying more emphasis on the urgent need from the people of all nations to give everyone essential services. The urgent need to give all Global Citizens essential services was made obvious in the past few years after the occurrence of natural disasters, and the global destruction created by the military.

The very first step of the Federation, and maybe the only one for several decades ahead of us, is the approval of essential services amongst the participating member nations. To that effect, new global ministries will be established to guide us onto the path of global sustainability.

Through these new global ministries, we want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region. Be compassionate. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation. The GPA will train and lead a global force, bypassing traditional peacekeeping and military bodies such as the United Nations and NATO. The GPA is a short term solution, an immediate and efficient response to help.

There are also long term solutions. The Scale of Global Rights is the fundamental guide to Global Law. Global Law includes legislation covering all essential aspects of human activities.

The GPA will enforce the law. And that is a long term solution to the planetary state of emergency. And that is also how we can solve the global problems facing this generation, thus largely improving the quality of life of the next generations, and that is how we will bring about the event of peace amongst us all.

All peoples on Earth have been wondering what will it take to create and obtain a global community citizenship that is based on fundamental principles and values of the Global Community. Now is time to enact your dream! It is time because humanity has no time to waste as we have done in the past. It is time to be what we are meant to become to save us and all life along with us. It is time to be citizens of the Earth. It is time to gather our forces and to stand for our global values, the only humane values that can save humanity and life on the planet from extinction.

*     a town, city or province
*     a state or a nation

The Global Community Citizenship is given to anyone who accepts the Criteria of the Global Community Citizenship as a way of life . It is time now to take the oath of global community citizenship. We all belong to this greater whole, the Earth, the only known place in the universe we can call our home.

Before you make your decision, we are asking you to read very carefully the Criteria of the Global Community Citizenship, make sure you understand every part of the criteria, and then make the oath of belonging to the Global Community, the human family, Earth Community and Earth Government.

You do not need to let go the citizenship you already have. No! You can still be a citizen of any nation on Earth. The nation you belong to can be called 'a global community'. But you are a better human being as you belong also to the Global Community, and you have now higher values to live a life, to sustain yourself and all life on the planet. 

You have become a person with a heart, a mind and Soul of the same as that of the Global Community.

Negotiations with the United Nations are under way concerning worldwide acceptance of the Criteria of the Global Community Citizenship. It is expected that the U.N. accept worldwide the Global Community Citizenship and the Certified Corporate Global Community Citizenship (CCGCC). A global community citizen could travel the world with the global community VISA and work in nations where the VISA is obtained.

The Global Community would conduct the proper investigation concerning the security aspects of the global community citizen requesting the VISA and also be responsible for the legitimacy of the application for the VISA. A VISA could have several different applications depending of the request:

a) work permit
b) short visit
c) volunteer work

1. Acceptance of the Statement of rights and responsibilities of a person, 'a global community' and 'the Global Community'.

We need to take this stand for the survival of our species.


2. Acceptance of the concept of 'a global community'.

The concept of 'a global community' is part of the Glass Bubble concept of a global community. The concept was first researched and developed by the Global Community.

We have already said that 'a global community' is not about a piece of land you acquired by force or otherwise. A typical global community may be what a group of people, together, wants it to be. It can be a group of people with the same values. It can be a group of people with the same cultural background, or the same religious background. Or they may have totally different backgrounds and beliefs. One could think of a typical global community of a million people that does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. The Global Community is this great, wide, wonderful world made of all these diverse global communities. We need to let go the archaic ways of seeing a community as the street where we live and contained by a border. The people making a global community may be living in many different locations on the planet. It can be a village, or two villages together where people have decided to unite as one global community. The two villages may be found in different parts of the world. It can be a town, a city, or a nation. It can be two or more nations together.

We can no longer perceive ourselves as a People who could survive alone and a People who does not need anyone else. We belong and depend to this much larger group, that of the Global Community. The 21st Century will see limitless links and symbiotical relationships with and within the Global Community. A global symbiotical relationship between two or more nations, or between two or more global communities, can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the people involved. The fundamental criteria is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development and a more stable and inclusive global economy.

The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis of the relationship should give more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of Earth Government into our ways of life, justice, peace, cultural and spiritual freedom, security, and many other important aspects as described in the global ministries (health, agriculture, energy, trade, resources, etc.) .

3. Acceptance of the Scale of Human and Earth Rights. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale of Human and Earth Rights and the Charter of the Global Community were researched and developed by the Global Community to guide us in continuing this process. The Scale shows social values in order of importance and so will help us understand the rights and responsibilities of global communities.

4. Acceptance of the Charter of the Global Community. The Charter of the Global Community is a declaration of interdependence and responsibility and an urgent call to build a global symbiotical relationship between nations for sustainable development. It is a commitment to Life and its evolution to bring humanity to God.The Global Community has focused people aspirations toward a unique goal: humanity survival now and in the future along with all Life on Earth. The " Belief, Values, Principles and Aspirations of the Global Community" of the Charter are closely interrelated. Together they provide a conception of a world sustainable development and set forth fundamental guidelines for achieving it; they were drawn from international law, science, philosophy, religion, and they were discussed as research papers during the global dialogues.

5. Acceptance of your birth right of electing a democratic government to manage Earth. The political system of an individual country does not have to be a democracy. Political rights of a country belong to that country alone. Democracy is not to be enforced by anyone and to anyone or to any global community. Every global community can and should choose the political system of their choice with the understanding of the importance of such a right on the Scale of Human and Earth Rights. On the other hand, representatives to the Global Community must be elected democratically in every part of the world. An individual country may have any political system at home but the government of that country will have to ensure (and allow verification by Earth Government) that representatives to Earth Government have been elected democratically. This way, every person in the world can claim the birth right of electing a democratic government to manage Earth: the rights to vote and elect representatives to form Earth Government. 

6. Acceptance of the Earth Court of Justice as the highest Court on Earth.

The Global Community is promoting the settling of disputes between nations through the process of the Earth Court of Justice. Justice for all is what we want. Justice withour borders! The Earth Court of Justice will hear cases involving crimes related to the global ministries. It will have the power to rule on cases involving crimes related to each one of the ministries.

Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid commitment of political will from national governments and the Global Community. Once in effect, the Earth Court of Justice will become the principal judicial organ of the Global Community. The Court will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies.

The Court will be composed of judges elected by the Elected Representatives Council and Earth Security Council. It may not include more than one judge of any nationality. The Members of the Court do not represent their governments but are independent magistrates. The judges must possess the qualifications required in their respective countries for appointment to the highest judicial offices, or by jurists of recognized competence in international law. The composition of the Court has also to reflect the main forms of civilization and the principal legal systems of the world.

The Earth Court of Justice will hear cases involving:

*     nation states
*     national political and military leaders accountable for violations of international humanitarian law
*     'core' crimes of genocide
*     crimes against humanity and human rights
*     war crimes
*     crimes with significant impacts perpetuated against the life-support system of the planet (for instance wars and use of weapons of widespread destruction are listed under this category)
*     crimes related to the relentless misuse of the Earth Resources
*     environmental crimes
*     social crimes as the Court may see apply
*     crimes stemming from the global ministries

The Earth Court of Justice will also rule on global problems and concerns such as the creation of a new nation in the world, and disputing territories or land between nations.

The procedure followed by the Court is defined in its Statute. The Court decides in accordance with:

*     the Scale of Human and Earth Rights,
*     belief, values, principles and aspirations of the Global Community,
*     international treaties and conventions in force,
*     international custom,
*     the general principles of law,
*     as subsidiary means, judicial decisions and the teachings of the most highly qualified publicists,
*     the Statement of Rights and Responsibilities of Global Community citizens, and
*     the criteria of a Global Community citizen.

The Statute of the Earth Court of Justice will be established later.

The Earth Court of Justice established by the Charter of the Global Community as the principal organ of the Global Community shall be constituted and shall function in accordance with the provisions of the Statute.

The Global Community welcomes you!

XVII. War industry and diplomacy.War industry and diplomacy.

Protect Life and genetic resources. In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances with other nations were the only way to 'win'. Today wars are unlikely to produce winners. The Global Community is all over the planet. Ethnic groups are everywhere. So we would fight our own people? Wars truly make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The only job the military should be asked to do today is to protect the global life-support systems. These systems have the highest priority on the Scale of Global Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs. Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Global Rights. Without a shelter life will still exist in some places but is not possible in cold place.

There are many related aspects of the global life-support systems:

*     primordial human and Earth rights;
*     global warming;
*     Ozone layer;
*     wastes of all kind including nuclear and release of radiation;
*     climate change;
*     species of the fauna and flora becoming extinct;
*     losses of forest cover and of biological diversity;
*     the capacity for photosynthesis;
*     the water cycle;
*     food production systems;
*     genetic resources; and
*     chemicals produced for human use and not found in nature and, eventually, reaching the environment with impacts on Earth's waters, soils, air, and ecology.

So security must be achieved by other means than wars. We might as well shelved the war industry from humanity right now and that means phasing out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in all nations of the world. The nature of global security has changed since the rise of the Global Community. Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. Global Parliament emphasizes as a priority the prohibition of external interference in the internal affairs of sovereign states. Today the security of people within the Global Community is just as important as the security of states. Citizens must be secure. The Global Community is just as important as the security and life of citizens and states.

Terrorism and global co-operation.

There are many threats to security other than the threats to the global life-support systems and threat caused by weapons of mass destruction and the threats to the sovereignty of a state, and they include:

*     the proliferation of conventional small arms;
*     the terrorizing of civilian populations by domestic groups; and
*     gross violations of global rights.

Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in this Constitution such as justice, human dignity, and equity for all and for the good of all. All people and states are protected by Global Community. Security and Peace can be better achieved by increasing global co-operation between Member Nations.

The media industry and global security

The media industry includes the movie and television program industry. They are major sources of global unsecurity. They display a culture of violence in everyday life on television screens and cinemas. An average child at age six has seen more violence on television than any other child of the developing countries over a life span. This culture of violence infects both industrial and developing countries, rich and poor. This trend of culture of violence must end. The movie and TV industry is a threat to global security. The media is responsible for the propagation of violence through communications. Why has government not done anyhting to regulate the media industry? Surely everyone understood that on the Scale of Global Rights security of a nation is more important than the human rights related to the freedom of expression of the media industry. Security of the people and the state is on top of the Scale. It is part of the primordial human rights. While freedom of expression is a right found lower on the Scale and is classified partly as:

*     Community rights and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically (these rights can be and are usually a part of the constitution of a country); and as

*    Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights).

So the freedom of expression of a person is not as important as the security of that person and the security of the state.

Conflicts and wars.

Today, NATO's future and how the organization can be used to rule the world is under the leadership of the G8 nations. A fundamentally bad new world order. The main intergovernmental bodies including the United Nations, the Bretton Woods institutions, the World Trade Organizations (WTO), the European Union (EU), and the North American Free Trade Agreement (NAFTA) have all endorsed the New World Order on behalf of their corporate sponsors. Over its long history, the North Atlantic Treaty Organization (NATO), a military alliance of democratic states in Europe and North America, an organization mostly paid for by the US White House and, therefore, by "Christians of the political right", is the official protector of the corporate sponsors.

War is the greatest violation of human rights that one people can inflict on another. It brings deaths and injuries, starvation, diseases, millions of people losing their homes and livelihoods, and massive destruction of property. Children and teenagers are placed in internment camps, and several are often forced to serve as soldiers. War not only corrupts the morals of soldiers, it leads to a decline in the morality of the whole nation. Political and military leaders are always convinced that their particular war is justified. From their point of view, there are several reasons to go to war: loyalty to allies, religion, a thirst for power, greed, ancient grievances to be settled, or the desire to alleviate suffering among their people. A non-violent settlement to a conflict would always be more advantageous. War is self-defeating because it cannot secure what it sets out to achieve, protection against attack. The hatred for the enemy whipped up by war and the desire for revenge among the losers leads to an accursed vicious circle from which there is no escape. The difference between aggressive and defensive, or just and unjust wars, is ridiculous. They are tags each side adopted to suit its interests. War and militarism destroy civil liberties within a nation.

What happens to a person's conscience when he/she wears the uniform of the soldier? It is enslaved to the state. He must kill when ordered. No government, whether democratic or despotic, can allow the soldier to decide what to do according to his conscience. That would undermine discipline and the power to fight.

Global Parliament claims that everyone on Earth should be able to live in peace. This peace movement is about courage. Not the courage it takes to go into battle but the courage to organize resistance to war when a bloody taste for it inflames the world, and the threat of prison in a nation where the human rights and freedom of expression have diminished significantly. It is about the courage to say NO to the war industry. It is an industry that destroys life on Earth, corrupts society, and violates morality. Military intervention in the affairs of other nations is wrong. There are other ways, there are peaceful ways, ways that are not based on profit-making and the gain of power for itself. We are conscientious objectors, "non-resistants".

The people of Global Community are dedicated in using Global Parliament resources to resolve conflict, promote democracy, and fight hunger, terrorism, disease, and global rights abuses. In order to bring about the event of peace, Global Community is offering other good organizations around the world to work together to bring warring parties to peace. We can accomplish this task by concrete actions such as:

a)     Tracking armed conflicts within and between nations around the world and offering assistance in dispute resolution;

b)     Promoting human rights and democracy;

c)     Monitoring democratic elections; and

d)     Educating the public about the advantages of a peaceful solution to any conflict.

Decentralization of power.

Global Parliament has given back responsibility to every citizen on Earth. Everyone shares responsibility for the present and future well-being of life within Member Nations. We will work together in working out sound solutions to local and global problems. It would be wrong and dishonest to blame it all on the leader of a country. Most problems in the world must find solutions at the local and global community levels (and not assume that the leader alone is responsible and will handle it). There is a wisdom in the ways of very humble people that needs to be utilized. Every humble person deserves to have ideas respected, and encouraged to develop his or her own life for the better. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet and propose sound solutions for its proper management, present and future. Everyone can think of better ideas to sustain all life on Earth and realize these ideas by conducting positive and constructive actions.

When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss; that is the grassroots process. Global Parliament can help people realized their actions by coordinating efforts efficiently together.

Responsibility of a peacemaker.

The responsibility of a peacemaker is to settle differences through compromise and negotiation before they erupt into violence. Conflicting views do not have to bring about fighting. War is an irreversible solution to a problem. War is never an appropriate solution to resolve a conflict.

The worst environmental degradation happens in wars.

The worst environmental degradation happens in wars. Farm products in fields and livestock are abandoned, there is no more control on toxic wastes, and water, air, and land are polluted. People are displaced and feel no longer responsible for the quality of life in their communities. Historically, the industrialized nations have caused the most damage to the environment, with their careless technology and policies. Emissions from factories and vehicles have caused ozone depletion and acid rain. Leaders of the wealthier nations must be willing to accept responsibility for past mistakes and to help pay the financial burden for environmental protection of the developing nations.

This is the most damaging conflict of interests between the rich industrialized countries and those that are poor and struggling just for existence. Global Parliament must help wealthy and poorer nations reach a better understanding of each other's needs. All aspects are interrelated: peace, human rights and the environment. The poor is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the poor. In reality, all concerns are interrelated. As soon as the environment is destroyed beyond repair, human suffering is next. Ecology has no boundaries. All nations suffer the effects of air pollution, global warming, loss of biodiversity, soil erosion, acid rain, ozone depletion, silting of streams, and countless of other environmental problems. This was the reason for proposing the Scale of Global Rights to Global Community.

A trusted third party to resolve conflicts.

Global Parliament wants to provide a forum where international conflicts could be argued and resolved peacefully. Because of hatred and mistrust, disputing parties always find it difficult to express constructive ideas or proposals. A face-to-face meeting may not even be possible. Global Parliament offers to be a trusted third party that would carry ideas back and forth, put forward new proposals until both sides agree. When both parties feel they have gained more than they have lost from the process, the outcome is a win-win settlement for peace.

*     resolve problems, concerns and issues peacefully;
*     reinstate the respect for Earth;
*     work with humanity to keep Earth healthy, productive and hospitable for all people and living things;
*     bring forth a sustainable global society embracing universal values related to human rights, economic and social justice, respect of nature, peace, responsibility to one another; and
*     help to protect and manage Earth.

The war industry is the "Mother of all evils in the world". All persons working, directly or indirectly, for the war industry, are responsible and accountable to humanity and to God for anything happening to their products after they are sold. Ethical and moral values no longer touch people involved with the war industry. They dont think that are actually responsible and accountable for spreading evil all around the world. They think they are "good people", good citizens. Every single bullet you manufacture you are responsible and accountable for it, all of you from the President of the company to the employee on the industrial line. Our Society holds responsibility and accountability as well. And if that bullet happened to be a nuclear war head then it becomes even more imperative to held the manufacturer and the people involved responsible and accountable.

Throughout the 20th Century, the war industry has created the worse evil humanity has ever encountered: the business of conflicts and wars. It is a business that has made trillions of dollars (American) and will continue to do so. It has no moral value, no understanding about Life, no respect for anyone or anything, no law except the ones that it makes for itself, and all its products are meant to kill and destroy. It has sold its products to the enemies for the purpose of making more profit. It has subdued governments all over the world to make them buy war products. It has given trade and way of doing business in the world a bad reputation and, therefore, it is a threat to the establisment of business. Although the war industry has a good public image, an image it has made for itself, more lies to the public, when it comes to war equipment it does not really matter who is the buyer as long as he pays good money.

Global Parliament promotes the abolition of nuclear weapons: security, sustainability and justice in a nuclear free future.

New way of doing business: you manufacture, produce, mine, farm or create a product, you become responsible and accountable of your product from beginning to end.

It is the same idea for any consumer product in any industry. You manufacture, produce, mine, farm or create a product, you become responsible and accountable of your product from beginning to end (to the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste).

Democracy, Nonviolence, and Peace

1.     Strengthen democratic institutions at all levels, and provide transparency and accountability in governance, inclusive participation in decision making, and access to justice:

a.     Uphold the right of everyone to receive clear and timely information on environmental matters and all development plans and activities which are likely to affect them or in which they have an interest.

b.     Support local, regional and global civil society, and promote the meaningful participation of all interested individuals and organizations in decision making.

c.     Protect the rights to freedom of opinion, expression, peaceful assembly, association, and dissent.

d.     Institute effective and efficient access to administrative and independent judicial procedures, including remedies and redress for environmental harm and the threat of such harm.

e.     Eliminate corruption in all public and private institutions.

f.     Strengthen local communities, enabling them to care for their environments, and assign environmental responsibilities to the levels of government where they can be carried out most effectively.

2.     Integrate into formal education and life-long learning the knowledge, values, and skills needed for a sustainable way of life:

a.     Provide all, especially children and youth, with educational opportunities that empower them to contribute actively to sustainable development.

b.     Promote the contribution of the arts and humanities as well as the sciences in sustainability education.

c.     Enhance the role of the mass media in raising awareness of ecological and social challenges.

d.     Recognize the importance of moral and spiritual education for sustainable living.

3.     Treat all living beings with respect and consideration:

a.     Prevent cruelty to animals kept in human societies and protect them from suffering.

b.     Protect wild animals from methods of hunting, trapping, and fishing that cause extreme, prolonged, or avoidable suffering.

c.     Avoid or eliminate to the full extent possible the taking or destruction of non-targeted species.

4.     Promote a culture of tolerance, nonviolence, and peace:

a.     Encourage and support mutual understanding, solidarity, and cooperation among all peoples and within and among nations.

b.     Implement comprehensive strategies to prevent violent conflict and use collaborative problem solving to manage and resolve environmental conflicts and other disputes.

c.     Demilitarize national security systems to the level of a non-provocative defense posture, and convert military resources to peaceful purposes, including ecological restoration.

d.     Eliminate nuclear, biological, and toxic weapons and other weapons of mass destruction.

e.     Ensure that the use of orbital and outer space supports environmental protection and peace.

f.     Recognize that peace is the wholeness created by right relationships with oneself, other persons, other cultures, other life, Earth, and the larger whole of which all are a part.

Earth Security and Peace

The threat or use of nuclear weapons are contrary to the rules of international law.

1.     Global Parliament declares that the threat or use of nuclear weapons are contrary to the rules of international law applicable in armed conflict in any circumstances. Once in effect, the Earth Court of Justice will declare definitively that the threat or use of nuclear weapons is unlawful even in extreme circumstances of self-defense, in which the very survival of a State would be at stake.

2.     Global Parliament declares that when there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss. This Principle applies to disputes and conflicts.

States have a legal obligation not only to pursue negotiations leading to nuclear disarmment in all aspects, but also to bring to a conclusion such negotiations.

Nuclear weapons, like all weapons, are subject to the law of armed conflict protecting civilians, combatants, the environment, neutral nations, and succeeding generations from the effects of warfare.

The Earth Security Council shall determine the existence of any threat to the peace, breach of the peace, or act of aggression and shall make recommendations, or decide what measures shall be taken in accordance with "Belief, Values, Principles and Aspirations of Global Parliament" described in the Preamble and in Chapters 1 to 10 of this Constitution, to maintain or restore international peace and security.

In order to prevent an aggravation of the situation, the Earth Security Council may, before making the recommendations or deciding upon the measures provided for in this Constitution, call upon the parties concerned to comply with such provisional measures as it deems necessary or desirable. Such provisional measures shall be without prejudice to the rights, claims, or position of the parties concerned. The Earth Security Council shall duly take account of failure to comply with such provisional measures.

The Earth Security Council may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the Members Nations to apply such measures. These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio,and other means of communication, and the severance of diplomatic relations.

1.     All Members Nations, in order to contribute to the maintenance of international peace and security, undertake to make available to the Earth Security Council, on its and in accordance with a special agreement or agreements, assistance, and facilities, including rights of passage, necessary for the purpose of maintaining international peace and security.

2.     The action required to carry out the decisions of the Earth Security Council for the maintenance of international peace and security shall be taken by all Members Nations or by some of them, as the Earth Security Council may determine.
3.     Members Nations shall join in affording mutual assistance in carrying out the measures decided upon by the Earth Security Council.

If preventive or enforcement measures against any nation are taken by the Earth Security Council, any other nation, whether a Member Nation or not, which finds itself confronted with special economic problems arising from the carrying out of those measures shall have the right to consult the Earth Security Council with regard to a solution of those problems.

Settlement of Disputes.

1.     The parties to any dispute, the continuance of which is likely to endanger the maintenance of international peace and security, shall, first of all, seek a solution by negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements, or other peaceful means of their own choice.

2.     The Earth Security Council shall, when it deems necessary, call upon the parties to settle their dispute by such means.

3.     When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss. This Principle applies to disputes and conflicts.

The Earth Security Council may investigate any dispute, or any situation which might lead to international friction or give rise to a dispute, in order to determine whether the continuance of the dispute or situation is likely to endanger the maintenance of international peace and security.

l.     Any Member Nation may bring any dispute to the attention of the Earth Security Council or of the Elected Representatives Council.

2.     A nation which is not a Member Nation may bring to the attention of the Earth Security Council or of the House of Elected Representatives any dispute to which it is a party if it accepts in advance, for the purposes of the dispute, the obligations of pacific settlement provided in the present Constitution.

1.     The Earth Security Council should take into consideration any procedures for the settlement of the dispute which have already been adopted by the parties.

2.     In making recommendations under this Article the Earth Security Council should also take into consideration that legal disputes should as a general rule be referred by the parties to the Earth Court of Justice in accordance with the provisions of the Statute of the Court.

If the Earth Security Council deems that the continuance of the dispute is in fact likely to endanger the maintenance of international peace and security, it shall decide whether to take action under "Belief, Values, Principles and Aspirations of Global Parliament" described in this Constitution or to recommend such terms of settlement as it may consider appropriate. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss. This Principle applies to disputes and conflicts.

Local Arrangements of Disputes.

Member Nations shall make every effort to achieve pacific settlement of local disputes through regional arrangements or by regional agencies before referring them to the Earth Security Council.

The Earth Security Council shall, where appropriate, utilize such regional arrangements or agencies for enforcement action under its authority. But no enforcement action shall be taken under regional arrangements or by regional agencies, or by the Earth Security Council.

State and global citizens participation to legal disputes.

Global Parliament shall make every efforts to allow global citizens participate in the pacific and legal settlement of disputes.

IV.   Global Parliament vs United Nations. Building a Global Civilization for all life.

The history of Global Community organization and Global Parliament is well known. Part of the period from 1985 to 1988 has been covered in an article. The period stretching from 1988 to today has been covered in several Global Community Newsletters.

The history of the United Nations (UN) is well known. In this paper we will compare those two onizargations over time.

Global Community is very concerned about the state of the world today and the causes that brought up so much frictions and wars between nations. Ever since WWII, the world has seen the rise of an invading world power, the USA. The United Nations has never done anything to stop the invasion. The United Nations (UN) leadership has been one of a 'watcher', an observer. The UN watch the world go by, on the brink of self-destruction and of being invaded, environmentally and militarily, and you do nothing.

The United Nations, EU, US Administration, World Bank and IMF are corrupted organizations and never to be trusted of anything. Global Community will never go along with these organizations, and EU President, concerning any economic recovery they have created for themselves. Earth governance is about the rights of states to self-determination in the global context of Global Civilization rather than the traditional context of a world of separate states.

The European Union (EU) is a unique economic and political union between 27 European countries. But they could not even agree on a Global Consitution to govern themselves. How can they add more pressure to the people of Odesa? What give them the right to supply Ukraine with armaments to destroy and kill people from the community of Odesa?

Today, all those organizations of the West are doing what Hitler attempted to do during WW II, the reason why he wanted to invade the Soviet Union (the USSR), as they are conducting a similar attack onto Russia to destroy Russia and grab its resources including its land, and killing the Russian people, and for decades committing genocide in the Ukraine against the Russian people, the gravest crime against humanity. Russia has the right to protect its own land and people. The USA, NATO, the European nations, the EU, the West, have no right to deliberately behaves controversially in order to provoke argument or other strong reactions from Russia, intending to invade Russia, bullying the Russian people with sanctions, and through repeated verbal, physical and/or social behaviour that intends to cause physical, social and/or psychological harm to the Russian people, and also intending to invade Russia by using Ukraine and other nations near Russia'political boundaries and physical boundaries as a stepping place to invade Russia. And what give all the nations from the West the right to bully, hurt or frighten, kill the Russian people?

A Global Constitution contains the basic principles and laws of a nation, state, or social group that determine the powers and duties of the government and guarantee certain rights to the people in it. It is a written instrument embodying the rules of a political or social organization, not just an economic union such as the EU or the United Nations. They basically are like the G7 and G20 but somewhat larger in scope. Both the EU and the UN have project Goals & Objectives but no Global Constitution to govern themselves. All about business and market! U.S. market and world market charts are all what make them do things in the world. As far as they are concern, Odesa is no different. All about business! They supply armaments to the Nazify Ukraine Government so that the government will "win" the war. They hope that when Russia is destroyed the West will be stealing the resources from the Russian Global Community.

That is exactly and precisely what Hitler and his European army has tried to do during Worl War II. In some ways, all European nations were hoping Hitler would succeed because they never helped the Soviets destroyed Hitler's army. They waited until after the Soviets destroyed Hitler's army to have their D-Day operation of June 6, 1944. But then why? Hitler's army was already finished, destroyed, so why the West not just used diplomacy, a skill in handling affairs without arousing hostility, and ask the remaining Germans in Europe to surrender? Even now today, the West has never been educated about diplomacy, which could have been used to resolve the conflict between Russia and the Nazify Ukraine Government.

The Soviet Union defeated Hitler and his army in WWII. The so called "allied" never got over that and had to create the "Cold War" against Russia for decades following WWII. A similar situation is happening all over again today. And again Russia formidable natural resources are what the EU 27 member states and the USA mercenaries from the White House want to take away from Russia. They are jealous, poor and hungry, and economically bankrupted. And again we see EU, UN and the USA White House trying to re-write the history books for the generations to come, much like Churchill has done in his life. Telling the truth was not a part of his upbringings and education.

Over time Russians showed the world they were better people then any of the people in the so called Allied nations. During WW II, Russian soldiers, all Russian people, were all heroes and ought to be thank for saving the world from Hitler's invasion. Thank you Russia! You are the best of all Peoples on Earth. Global Community approves of what you are doing to protect Russians outside Russia. Dont trust the UN to do it for you. Protect your formidable natural resources and the global life-support systems. You are the only nation left capable of doing so. Global Community is proud of what you have become and achieved. The Soviet Union defeated Hitler and his army in WWII. The so called "allied" never got over that and had to create the "Cold War" against Russia for decades following WWII.

The more than a half billion people from the EU 27 member states behave much like piranhas. Piranhas have a reputation as ferocious predators that hunt their prey in schools as a means of cooperative hunting. That is why the 27 member states are re-uniting themselves as the EU, a new Union of predators badly needing of a new prey, a fresh body to eat, and Russians and Russia will do just fine they say. After the feeding frenzy of the piranhas is done, only bones are left afterward. Once all of Russia has been 'done' with to the bones and falling apart, guess what happens next! Russians and Russia will be divided. Not even a Soul left! The Russia we know today will become much like the 27 member states: divided, hungry, scared of not having a future for themselves, and the Russian brand gone forever.

The last thing we would want is that this money obtained from taxations of each Global Government be managed by the United Nations following the formation of some sort of new Economic Council of the UN. The UN is a corrupted organization and has been ever since its creation. Every past decisions made by the UN had to be approved by the five Permanent Members. And that is not acceptable. Global Parliament will be required to use tax money to help save the world from complete life extinction.

Over its history the UN has made decisions that are the causes of the planetary state of emergency the world is facing today. The problem is the organization itself, the way it was created, and the many loopholes for corruption at all levels, especially at the highest levels. The US White House was the main initiator and promoter for the formation of the UN. Over the past decades we have seen the US Administration bullying the UN membership to get what it wants. The latest one of those 'US want's we are seeing today has been the premeditated and illegal invasion of Iraq to acquire and control its oil and gas resources. Over one and half million Iraquis were killed and the nation destroyed. We have seen a beast of the worst kind at work. And the UN gave America its approval for the invasion.

The UN claims to be the defender of human rights but that is 90% a farce. You dont allow over one and half million Iraquis be killed and get away with it. You have to stand up firmly for the protection of a nation and all its people. NATO is in charge they say on behalf of the UN. But the White House is also running NATO. Corruption and the mindless destruction of our planet are everywhere. The White House has over a thousand military bases spread over the world all aimed at destruction and de-stabilizing nations to acquire their resources. The beast is in charge and must be controlled.

It has become clear that this culture of war, waste, mismanagement and corruption cannot reform itself. The UN cannot be reformed. It must be replaced by Global Parliament. So the money cannot and should not be managed by the UN. We must first let go the UN and form Global Parliament, but this time we will do it right. The $500 billion per year tax should be managed by Global Community and Global Parliament, and not by a failed and corrupted organization, the United Nations.

When has the UN ever taken side of those nations being invaded? The UN never did unless the nation being invaded was a friend of the West, the EU or the USA.

When has the UN ever stood up for the principles in the UN Charter and stopped the invaders, and at least enforced hard sanctions against the invaders? The UN never did!

The UN has been a watcher, an observer, a non-participant. And that is a crime against humanity.

The UN should never be promoting war as a solution to world problems. That alone is against global sustainability. Sustainability means no war. War is the greatest act of destruction. There is no worst action than war.

The UN is promoting a culture of violence and war, and certainly that goes against Global Sustainability and Global Peace. That is the worst thing the UN could ever do to humanity, to all life on our planet. It is totally opposite to the Global Vision that Global Community is promoting. And it is totally insane!

Since its creation in 1947, Israel has been used by successive US Administrations as the Trojan Horse for the invasion of the Middle East. This is when the American invasion of the Middle East was deliberately started by the White House. A well planned strategic military invasion to plunder the resources of the Middle East nations! Blood oil and gas! The UN had no right to create the State of Israel. They forced their way into over one billion Muslims and Arabs and have done ever since.

The UN knew America was invading the Middle East. Why has the UN not enforced hard sanctions against the USA for its bullying tactics at the UN to get what it wants? The UN leadership could have avoided the situation we have today. The UN did nothing at a critical time. The UN watched things happening. The UN is the organization where bullying takes place. The five permanents members of the UN are allowed to bully any other nations. The USA is invading the world, and the UN can do nothing to stop them. The USA is allowed to invade other nations, change their governments, and has often made lies in speeches to the UN, to the world.

The leadership of the United Nations has failed to enforce disarmement. All weapons of mass destruction should have been phased out a long time ago. Why are the USA still holding the world hostage with its 40,000 nuclear war heads, and biological and chemical weapons of mass destruction? What has the UN ever done to help the phasing out of WMDs? Now several nations, including North Korea and Iran feel threatened just like everyone else and will refuse to be invaded. They would rather take on the US. Russia and China will also refuse to be invaded. The UN has done nothing to phase out WMDs.

Certainly we ought to disarm all nations from all weapons of mass destruction.

We live in a world where all natural and human resources are exploited without limits, so that a small minority can consume far more than their rightful share of the world's real wealth. Now, while that is going on, we found that the industrial era faces a burnout, because it is exhausting the human and natural resource base on which our very lives depend. A sound governance and management of our planet is needed for the long term survival of our species, for the protection of life.

We need ways of organizing ourselves to help us live in a world with less energy and to grow strong caring communities in which we get more of our human satisfaction from caring relationships and less from material goods. We need to reclaim the ideal of being a democratic middle-class people without extremes of wealth and poverty. We need to recover a deep sense of community that has disappeared from many of our lives. This means letting go a sense of ourselves as consumption machines.

Let us have a look at the new way of doing business and trade. We are facing crises of freshwater, food, deforestation, and ocean health. We need leadership in the protection of all our natural resources. All of our natural resources are in peril because of what we do and what that does to our planet. We are facing a fresh water crisis. We are facing a food crisis. We are facing a crisis over deforestation. And we are facing crises in our oceans. While carbon emissions from fossil fuels pollute the air, so does a lot of other stuff. Now is the time to press for leadership in the protection of all our natural resources.

Governments in both developed and developing countries have abandoned their historical role of regulating key economic variables as well as ensuring a minimum livelihood for their people. They are no longer sustainable locally. The United Nations failed to make sustainable development a priority in every community on the planet. The global concept of sustainable development that was brought forward in the late 1980s has failed. The US failed it in a big way and the United Nations would not or could not hold on to it. We are dealing here with a complex and centralized constellation of economic power in which the instruments of market manipulation have a direct bearing on the lives of billions of people. The prices of food, water, fuel are determined at the global level, beyond the reach of national government policy. The price hikes of these three essential commodities constitute an instrument of economic warfare, carried out through the free market. These hikes in the prices of food, water and fuel are contributing in a very real sense to eliminating the poor through starvation deaths. The sugar coated bullets of the free market kill our children. The act to kill is instrumented in a detached fashion through computer program trading on the commodity exchanges, where the global prices of rice, wheat and corn are decided upon.

Those at the helm, the big corporate rulers, and all of those who, directly or indirectly, work for the war industry, are getting bail outs in this financial crisis, not Main Street. Now, as we push the exploitation of the Earth social and environmental systems beyond their limits of tolerance, we face the reality that the industrial era faces a burnout, because it is exhausting the human and natural resource base on which our very lives depend.

Living at the crossroads of this global crisis, we must hasten its passage, while assisting in the birth of a new civilization, the global civilization, based on life affirming rather than money affirming values. All over the world people are indeed waking up to the truth. We should strive and take steps to reclaim and rebuild our local economy. Ideally our economy should be local; rooting power in the people and communities who realize their well-being depends on the health and vitality of their local ecosystem. A global economy empowers global corporations and financial institutions, local economies empower people. It is our consciousness, our ways of thinking and our sense of membership in the Global Community, which should be global. Life is about living, not consuming. A life of material sufficiency can be filled with social, cultural, intellectual and spiritual abundance that place no burden on the planet. It is time to assume responsibility for creating a new future of just and sustainable societies free from the myth that competition, greed and mindless consumption are paths to individual and collective fulfillment.

But all these crises are due to human activities and, truly, to our ways of doing business and trade. Our ways of consuming resources and doing things are the causes of major global problems.

Global Community has found that consumption of the Earth resources and the amount of wastes we create can be managed very differently, more efficiently, and be less destructive to the global environment. Our ways of doing business and trade can be improved upon to decrease waste and consumption of Earth resources.

Often what is called trade is really moving of resources across borders between subsidiaries of the same corporation. Nothing to do with free competition or fair trade. Economic activity is centrally-managed and planned by the corporate elite. Capital move freely across borders as restrictions on the flow of money have been removed. Corporations can relocate their operations to the countries with the lowest wages, the least active unions and the lowest environmental standards. The reality is that more polluting industries are encouraged to relocate to developing countries. A polluting industry tends to increase the chances that people in the surrounding area will have health problems. It costs less to dump a load of toxic waste in the lowest wage country.

Global Community has developed a strategy to improve our ways of doing business and trade so as to protect all life on the planet. Over its long past history trade has never evolved to require from the trading partners to become legally and morally responsible and accountable for their products from beginning to end. At the end the product becomes a waste and it needs to be properly dispose of. Now trade must be given a new impetus to be in line with the global concepts of Global Community. You manufacture, produce, mine, farm or create a product, you become legally and morally responsible and accountable of your product from beginning to end (to the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste). This product may be anything and everything from oil & gas, weapons, war products, to genetically engineered food products. All consumer products. All medicinal products! All pharmaceutical products!

Let us ask ourselves the question: "Who owns the Earth?" and think about how to integrate our answer into our Global Social-Economic System (GSES). How the Earth should be owned is the major economic question of this time. The world should be owned not just by the people living in it but by all life on Earth and the Soul of Life, the Soul of Humanity. The natural resources of the Earth belong to all the "global communities" along with Global Community where they are found. When people know they own the resources in their communities then people can start directing the wealth of their resources towards the building of local-to-global economic democracies in order to meet the needs for food, shelter, universal healthcare, education, and employment for all in their community.

Global Community concept of ownership states that land and all other natural resources of our planet are a common heritage and belong equally to everyone, to all life on Earth, as a birthright. Products and services created by individuals are properly viewed as private property. Products and services created by a group of individuals are properly viewed as collective property. Along with ownership comes the obligation of using the resources, share them or lose them. Land and all other Earth natural resources are not commodities. Use the land, share it or lose it. This principle also applies to banks and similar institutions all over the world and to Wall Street. You own property because the previous owners could not pay. Use that property, share it or lose it.

It should also be our goal to create locally owned enterprises that sustainably harvest and process local resources to produce jobs, goods and services. We should favor local firms and workers, who pay local taxes, live by local rules, respect and nurture the local ecosystems, compete fairly in local markets, and contribute to community life.

A community should benefit from the use of commonly held natural resources. That includes land, air, water, all minerals, and the electromagnetic spectrum. The exploitation and use of natural resources should be taxed. Moving taxes onto resources and land use and off of incomes should make people less expensive to employ.

Taxes should be designed to conserve resources and energy, and increase employment. Labour should not be taxed but pollution should.

Resource taxes should be assessed as early as possible. Resources should be taxed before entering the manufacturing process in order to green all aspects from the extraction phase to the finished product.

Be sustainable locally first, and globally next only if needed. Let go the WTO, NAFTA or any free trade agreement.

A workable type of Tobin tax should be in place as it is a powerful instrument to promote global sustainability and force shareholders to be responsible and accountable to the people of global communities. A Tobin tax is a tax on all trade of currency across borders to put a penalty on short-term speculation in currencies. The tax rate should be 10 to 25 cents per hundred dollars.

The proposal is important due to its potential to prevent global financial crises such as we are seeing now. Also, an estimated $500 billion per year makes it possible to meet urgent global priorities, such as preventing global warming, disease, and unemployment. The tax should be managed by Global Community and Global Parliament. In the globalized economy, there is a lack of adequate funding for global problems which threaten local communities worldwide. Projects which could help to address these needs and create jobs will cost more than $500 billion annually. Private donors do not meet the need, and some nations cut their aid budgets. New multilateral approaches to public finance, such as Tobin Taxes, may provide part of the answer.

From now on, building global communities for peace require understanding of global problems this generation is facing. There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, unemployment, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities that will manage themselves with the understanding of those problems. All aspects are interrelated: global peace, global sustainability, global rights and the environment. The jobless is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the jobless. In reality, all concerns are interrelated because the ecology of the planet has no boundaries. Obviously, as soon as our environment is destroyed or polluted beyond repair, human suffering is next.

Our goal for peace in the world can only be reached by resolving those global problems. Those problems have brought up a planetary state of emergency. In view of the planetary state of emergency, shown and declared by Global Community, we all must change, we must do things differently to give life on Earth a better survival chance and bring about the event of peace amongst us all.

The Global Movement to Help, an initiative of Global Community and of Global Parliament, is now applying more emphasis on the urgent need from the people of all nations to give everyone essential services. The urgent need to give all Global Citizens essential services was made obvious in the past few years after the occurrence of natural disasters, and the global destruction created by the military.

The very first step of Global Parliament, and maybe the only one for several decades ahead of us, is the approval of essential services amongst the participating member nations. To that effect, new Global Ministries will be established to guide us onto the path of global sustainability. Through these new global ministries, we want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region. Be compassionate. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation. The GPA will train and lead a global force, bypassing traditional peacekeeping and military bodies such as the United Nations and NATO. The GPA is a short term solution, an immediate and efficient response to help.

There are also other short and long term solutions. The Scale of Global Rights is the fundamental guide to Global Law. Global Law includes legislation covering all essential aspects of human activities.

The GPA will enforce the law. And that is a long term solution to the planetary state of emergency declared by Global Community. And that is also how we can solve the global problems facing this generation, thus largely improving the quality of life of the next generations, and that is how we will bring about the event of peace amongst us all.


XX.  Resources and land ownership. Resources and land ownership.

Let us have a look at the nationalization of natural resources and global taxation on the use of those resources. In order to better protect life on our planet, the Global Community is asking people of all nations to defend and protect their natural resources. In particular, all the hydrocarbons within a national territory must be nationalized. It is an obligation, not only of a national government, but also of all the active forces in a country; it is the duty of local and municipal authorities, the duty of state authorities – of everyone – to take upon themselves this defense and this recuperation of natural resources. Nationalization is a necessity because American corporations have been buying local corporations to acquire natural resources of other nations worldwide with bankcrupted money. Same as saying that Americans got bankcrupted because of the White House war industry high expenditures and money handed over to American corporations to acquire foreign resources.

This state of affairs has been going on ever since WWII. Over the past decades, the US national debt and annual deficit have been out-of-control because of a complete business freedom of the US corporate world. No taxation! When a large corporation is about to go out of business, the White House intervened with a bail out. For example in Canada, the property of the hydrocarbons, the oil and natural gas, and tarsands, have mostly owned by American and other foreign corporations. Our natural resources have been bought out by foreigners. Pipelines have been built to transport the oil and natural gas to the customers in the United States without paying taxes to Canada.

Canadian corporations have been taken over by American corporations with bankrupted money, paper money, Stock Exchange money, money that Americans dont even have. The White House prints dollar bills by the trillions and give them to corporations to buy more Canadian corporations. This is no longer a fair exchange of something tangible with something else of an equivalent value. We have natural resources and Americans have bankrupted money to exchange with. That's not right! How can we let that happened? It is time to nationalize Canadian natural resources. From this point onward, those Canadian natural resources will be under control of the Canadian people, for Canadians, and help resolve Canada’s economic and social problems.

Most of Canada's large corporations have been bought out in this way by the US and other foreigners. We have seen a gradual lost of Canada's sovereignty because of 'Free Trade' and the signing of the World Trade Organization (WTO) agreement. How can this be happening?! Americans were bankrupted long before the Wall Street crash. And yet American corporations have been buying Canadian corporations with money they dont even have. All on paper!

The Canadian energy sector has been a major target of American buyers. Over time Canadian corporations were created to supply oil and gas to the US, especially California. Pipelines were built throughout Canada and now feed US customers. Now that Americans own those Canadian corporations, the cost of selling the petroleum products to US customers have been lower than what Canadians actually pay for them. No income tax are paid by the US corporations on Canadian land. Basically, Canadian natural resources are being 'legally' stolen from Canada at no cost to Americans (bankrupted money) and no tax to be paid to Canada. Somewhat like what the World Bank and the IMF are doing in the world but then the US is also in charge of these two organizations. The US uses bankrupted money to supply them with the cash they need to promote American values in the world and take away Earth resources from the developing nations.

This way of doing things has been going on ever since WWII. Americans are buying their way with bankrupted money. In Canada, American corporations have the full legal protection of the WTO and NAFTA agreements. What is even worse is that the cost of security for sending the petroleum products to the US, by now US own corporations, is dumped onto Canadian taxpayers, not on the oil and gas, and pipeline corporations. How fair is that?! How is that possible?! How can we let that happened?! First American corporations buy Canadians corporations with money they dont own, bankrupted money. Then they carry Canadian natural resources through pipelines also built by Canadians taxpayers. They pay no taxes. And Canadian taxpayers are responsible of security for the transportation of the petroleum products to the US customers. Canadians are not getting a fair exchange of natural resources for fake money. They call that ' free trade '. Canadian environmental standards have to be lowered from beginning to end, from the exploration phase to development and transportation of the resources to the US customers in favour of corporations that allow more pollution into the environment and favor the violation of labour rights in the process. Gee!!! What world are we living in?! It is the US invading Canada, legally. It is the US invading the world, developing nations, legally??!!

Nationalization is not new. The global financial crisis is good example of nationalization. When Wall Street started to crash, Lehman Brothers went for bankruptcy protection, Merrill Lynch merged with Bank of America, AIG was nationalized by the U.S. Government, Fannie Mae and Freddie Mac were bailed out by the U.S. Government. CEO's and big investors got out okay; ordinary employees and Main Street people suffered heavily. The collapse of the Wall Street giants came six months after the meltdown of Bear Stearns and a year after the start of the credit crisis, which was due to bad mortgage financing and real estate investments. Despite all efforts, the U.S. market took a great hit and pulled the global markets down. The US Government thought it would be wise to nationalize key financial institutions, and others were partially nationalized, so why not natural resources? They are in great danger of being destroyed (forests, oceans, fresh water, soils, air we breath, electromagnetic spectrum) or destroying all life on Earth (petroleum rersources).

Once Canadians have recovered these natural resources, it will generate employment. The plundering of our natural resources by international and transnational oil and gas companies has come to an end. And for this reason we want to share the joy on this historic day of nationalization. October 29 is the day to celebrate ownership of our natural resources. If indeed previous governments have used the Armed Forces for the benefit of transnational corporations, the Armed Forces can now be used to unite for their country, for their nation, for their patria.

II.   Global governance. Global governance.

Global governance does not imply a lost of state sovereignty and territorial integrity. A nation government exists within the framework of an effective Global Community protecting common global values and humanity heritage. Global governance is a balance between the rights of states with rights of people, and the interests of nations with the interests of the Global Community, the human family, the global civil society. Global governance is about the rights of states to self-determination in the global context of the Global Community rather than the traditional context of a world of separate states.

The political system of an individual country does not have to be a democracy. Political rights of a country belong to that country alone. Democracy is not to be enforced by anyone and to anyone or to any global community. Every community can and should choose the political system of their choice with the understanding of the importance of such a right on the Scale of Global Rights.

An important aspect of global governance is the security of a person and of a nation. Security must be achieved by other means than conflicts and wars. We might as well shelved the war industry from humanity right now and that means phasing out all nuclear, biological, chemical weapons right now. War products and equipment and weapons of mass destruction from all nations must be decommissioned. Governments that have weapons of masss destruction are obviously terrorist governments. The Global Community is asking them to disarm. No waiting! Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in the Global Constitution such as justice, human dignity, and equity for all and for the good of all. War is not sustainable to all life on the planet. It never was. The military option, war, is against global sustainability and global peace in a big way. The worst environmental degradation happens in wars. Wars threaten the survival of all life on our planet. Leaders who promote wars as a solution to a problem are true terrorists.

The military is no replacement to the " will of the people ", democracy, the rule of law, social justice, and to Global Rights and Global Justice. The Global Community has no need of a subversive military force. NATO must be subject to the people, the Global Community, and to the Federation of Global Governments. We need to end war as a means of settling international disputes and dismantle our military establishment. Security is a global right. The Global Community has broadened the traditional focus of the security of nations to include both the security of people as well as that of the planet. Global security policies include:

*     every person on Earth has a right to a secure existence, and all states have an obligation to protect those rights

*     military force is not a legitimate political instrument

*     weapons of mass destruction are not legitimate instruments of national defence

*     all nations should sign and ratify the conventions to eliminate nuclear, chemical and biological weapons

*     the production and trade in arms should be listed as a criminal act against humanity;

*     the development of military capabilities is a potential threat to the security of people and all life on Earth;

*     anticipating and managing crises before they escalate into armed conflicts and wars

*     maintaining the integrity of the environment and global life-support systems

*     managing the environmental, economic, social, political and military conditions that threatened the security of people and the planet

Global Community Assessment Centre (GCAC) conducts surveys in all nations on a continuous basis. Many of thoses surveys have been used to probe all aspects of direct democracy. The Global Community Assessment Centre (GCAC) is the assessment Centre for the Global Community. Results are used to obtain the 'Global Community Overall Picture' which describes the situation in all nations of the world such as those of North America, Central America and the Caribbean, South America, Africa, Europe, Asia, South-East Asia, Middle-East, and Oceania. We have promoted 'direct democracy' and a voting system based on 'proportional representation'.

Sections 4 on the Scale of Human and Earth Rights has established community rights, rights of direct democracy, and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically. Direct democracy is not new to us. It is a fundamental right. Any population on Earth can choose freedom by having a referendum extablishing such a freedom from another nation. Any polulation can start a new life within the Global Community by voting together to create a new nation, theirs to have. It is a fundamental choice and right that was always there for all Peoples.

As defined in Chapter 10.6.3, Chapter 9 Article 1, Chapter 10.2 Article 3, and Section 4 on the Scale of Human and Earth Rights of the Global Constitution, direct democracy is a community right. Direct democracy is the right of global citizens to hold referendums on any issue -- and to veto legislation.

Direct democracy implies that:

*     Global Citizens are willing and able to participate fully in the decision making process on issues that most affect them.

*     Global Citizens should have full access to information on global affairs, and the conduct of global business should be open and transparent, with a well-developed global-wide communication system.

*     Global Parliament should always recognize that it is accountable to Global Citizens.

*     Direct democracy will encourage global citizen input into global policy, and enable Global Citizens to participate more actively in global affairs.

*     Direct democracy will raise the level of public awareness and encourage debate of key global issues.

*     Global Parliament can exercise the leadership necessary to become a model of effective “direct democracy” for all global communities.

*     A direct democracy global law gives Global Citizens and Global Parliament an effective and orderly way of addressing contentious issues.

*     A direct democracy global law strengthens the hand of Global Parliament by providing additional credibility in dealing with senior governments and non-elected bodies.

*     A direct democracy bylaw shows that Global Parliament has faith in its Global Citizens. Thus, Global Parliament in turn earns increased respect from Global Citizens.

*     Direct democracy does not mean government by referendum. Almost all Global Parliament decisions would continue to be made as they are now with the usual consultative processes. Few issues would be important and contentious enough to prompt referenda.

Direct democracy is important to sustain life on the planet but its position on the Scale gives it its overall importance. 'Direct democracy' is very much like a voting system based on 'proportional representation'. There are many different aspects of 'direct democracy'. For instance, in a single riding there may be as many as 8 seats and several candidates running. Parties offer voters a slate of local candidates. Voters can rank candidates of the same party, but may also choose to give support to candidates of different parties. Voters rank as many or as few candidates as they wish. Voters can rank any number of candidates without fear their vote will be wasted by selecting unpopular candidates. A voter’s rankings will be considered in order until that voter’s ballot can be used. When your number one choice is eliminated for lack of support your number two becomes your first choice. When a voter’s ballot is used in support of a given candidate, but that candidate has a surplus of votes, a ballot’s unused portion will be transferred to the voter’s next choice until a ballot’s full value has been used.

Most votes will count, little fear of wasting one’s vote, no fear of vote splitting. No need to support a candidate or party you don’t really want for fear of helping elect those you like even less. You can vote authentically. This is freedom for voters. This is how democracy is supposed to work. This voting system empowers voters more than parties because votes are for candidates not for parties. Also, candidate selection will take place at the local riding level, not at party head office. Most importantly, voters will rank candidates of the same party as well as candidates of different parties. It maximizes choice for voters. Competition is not just between candidates of different parties but also between candidates of the same party. This voting system is also a measure of independence from party control and that will make a very significant contribution to greater accountability in government. It will yield a legislature that mirrors the political, social, ethnic, and geographic diversity of a population. Electing candidates in multi-member ridings ensures a broader range of political interests and issues will be represented than is possible under any other system. Preferential voting induces a politics of cooperation, consensus, and civility.

Direct democracy comprises a form of democracy and theory of civics wherein all citizens can directly participate in the political decision-making process. Some proposed systems would give people both legislative and executive powers, but most extant systems allow input into the legislative process only. Direct democracy in its traditional form is rule by the people through referenda. The people are given the right to pass laws, veto laws and withdraw support from a representative (if the system has representatives) at any time.

Direct democracy in its modern sense is characterized by three pillars:

*     Initiative
*     Referendum including binding referenda
*     Recall

The second pillar can include the ability to hold a binding referendum on whether a given law should be scrapped. This effectively grants the populace a veto on government legislation. The third pillar gives the people the right to recall elected officials by petition and referendum.

In Canada, the use of citizens' assemblies (also known as an estates-general in the province of Quebec), involving citizen bodies chosen at random, is growing and avoids the disadvantages of older, more plebiscitary forms of direct democracy. The province of British Columbia recently set up a Citizens' Assembly on Electoral Reform in which members were chosen at random for each riding. The citizens' assembly has just recommended the province use Single Transferable Voting (STV) to elect the provincial legislature. In a referendum conducted on May 17, 2005, 57% of the voters approved by this new system of voting.

Worldwide, there are as many as 120 nations with electoral democracies. Several nations are struggling to have political rights and civil liberties. Most of Africa and Middle and Far East nations are without electoral democracies. Is democratization a global long-term trend? Is democracy as we know it today a good thing? Will it pass the test of the global problems humanity is facing today? How successful is democracy in a country such as India? the United States? Britain? What indicators could measure success or failure? What improvements could make democracy a better political system?

Each and everyone of us on Earth was born free and equal in dignity and rights. Respect for human and Earth rights and fundamental freedoms is one of the characteristics of a democracy. The typical fundamental freedoms of a democracy (freedom of expression, thought, assembly, and association) are themselves part of human and Earth rights. These freedoms can exist everywhere. Democracy is a political system based on the participation of the people, global cooperation. It foresees the separation of powers among the judiciary, the legislative and the executive authorities, as well as free and regular elections.

To be successful, a newly formed democracy requires a long-term economic stability, multiparty elections, a written constitution, a free press, a legal reform with an independent judiciary and good pro-democratic leadership. We have seen Britain and the United States helping other nations become democracies. Help was in the form of military action. How successful was forcing democracy into a people using the military?

After World War I, following the destruction of the Ottoman Empire, the European powers created states and appointed officials to administer newly created democracies in and around the Middle East. A lot of what was created had no legitimacy for the people of the Moslem Civilization and Western domination brings much of the same kind of hegemony in the region as with the British. Since World War II, America along with junior partners, Great Britain, France and Russia, have refashioned the Middle East in their own image, building a new political and territorial order on the ruins of the Ottoman Empire. Despite the efforts of secular and religious local forces who rejected the West's intrusion, America and the junior partners formed states, chose people to govern them, and drawn frontiers between them. But this new order never worked because to Arab nationalists it meant betrayal of wartime promises made by the Allies, military occupation, and the exploitation of resources and of the Moslem people.

The Jewish National Home in Palestine further fueled hostility toward the West. The post war order imposed by Great Britain and the Allies created instabilities and disorder (the Ottoman Empire was stable and had order) throughout the Moslem world. On November 29, 1947, the United Nations passed a resolution partitioning Palestine into two independent states, one Jewish and one Arab. The Jewish accepted the resolution and called their land Israel, but the Moslem states rejected it and sent their armies to regain the land but lost the war against Israel.

The Palestinians lost their land and have been without a homeland ever since. They became refugees on their own land. Israel's occupation of Moslem land and refusal to recognize the national rights of the Palestinians were the fundamental problems. The State of Israel made its entrance into history in a war against the Moslems. Throughout this period America was a major support in lobbying the UN partition plan and in the birth of the State of Israel. Was the creation of Israel, a new democracy based on the military occupation, a success for democratic systems? Is it right for us to create a new democracy using the military? Israel has been at war ever since its creation as a democracy. Is that truly a democracy or is it a military invasion of the Middle East by the United States?

How successful were these newly created democracies? What have we truly accomplished? Were the people involved in creating the new democracies or was it because Britain and the United States military forcing new values into the people ways of life, changing their cultural heritage and religion?

The Earth Community is proposing that:

a)     different nations may require different political systems at different times

b)     a democratic system is not a "must have it" to be a responsible member nation of Earth Government

c)     all democracies are to be upgraded, or improved upon, to be a responsible member nation of Earth Government. The Scale of Human and Earth Rights and the Global Constitution The Global Constitution as  developed and  approved by     Global Parliament. are the newly added requirements to all democratic systems of the world.

Global Community has found two important aspects contributing to the success of any direct democracy:

What is the most important is not so much being a citizen within a democratic system, but it is first and foremost more important to be in line with the Scale of Human and Earth Rights.

* The ecological rights, the protection of the global life-support systems and the primordial human rights of future generations
* Community rights and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically (direct democracy)
* Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)
* Cultural rights and religious rights

Fourth on the Scale, a community may choose to use any type of political systems of its liking, a democracy or otherwise. That is a community right, the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically.

All political systems will be improved by increasing education, transparency, accountability, media access, respect for human and Earth rights, tolerance of political opposition, free elections, participation and independent civil society.
