Global Parliament Constitution Preamble
A working Global Parliament Constitution is the only way for us all to guarantee essential services, Justice, and protection to every home. Global Parliament is not a World Government or Earth Government. No! It is Global Parliament. The Global Community offers a more meaningful union in the form of nine or more Global Governments. We serve the people of all nations, all life on Earth. Each Global Government is made more responsible and accountable to the people of member nations within the region where it operates. Essential services to the people of each member nation are now the most important global rights and are protected by the Global Protection Agency (GPA) of each member nation. Global Parliament is an efficient and immediate emergency response to help. The very first step of Global Parliament, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. The Global Community has researched and developed such services and listed them here. All of them are already in operation on a small scale in the industrialized nations of the world. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region. And we want a Global Government to be made of diverses nations. Be compassionate. Each Global Government is obliged to offer Essential Services to the people of its member nations.


Advisory Board to Global Parliament Constitution

Thank you to all of those who have been sending their comments and work on the Preamble and Chapters I, II, and III. People from all over the world have been enthusiastic about finally developing a Global Parliament Constitution for all life on Earth. We want this process to continue for all Chapters throughout year 2010. Our Global Parliament Constitution is well on its way.

We will be showing new revisions every month.

Our work is very important. We are showing leadership in a world where there is an avid need for it. Already several other organizations have accepted and used our work, many documents and books have been published based on our past research and development and "soft activism" work. There is no doubt in our mind we are making a significant difference in the world.

We are the leading organization working on the Federation's Constitution. This is a unique way of expressing and protecting the needs of all people on Earth, all life. We have conducted the research and development of our work without any other motives than that of helping humanity, all life on Earth. The Global Constitution has been a success but what the world needs is not a World Government, not an Earth Government. What the world needs is the Federation of Global Governments (the Federation). Quite a difference! The Federation is focus only on four specific areas of concerns and needs of our world.

So our work is not completed, and probably will never be. We want to continue offering the world this unique perspective of the Global Community. We want the Global Constitution to be the template for the research and development of the Federation's Constitution. This requires changes because the Federation primary focus is only including a few aspects and are shown here:

- essential services
- the Judiciary
- the Global Protection Agency (GPA)
- Global Ministries


We have mentioned them many times over the past decades and in most of our Newsletters. Civil society was shown as an important participant in the process of development as was shown in our yearly Global Dialogue. And Civil Society has been and will continue to be an important element in the development of Global Parliament Constitution.

So our future work is well defined here. We want Global Parliament Constitution to be a direct expression of our focus. It must be acceptable to all nations on Earth, to all Peoples. I am asking you to help in the research and development of Global Parliament Constitution.

The first stage of development of Global Parliament Constitution is the reviewing of the Global Constitution Chapter by Chapter. The next stage of development requires the need of having civil society participate in the development of Global Parliament Constitution: Global Dialogue 2010 will be a useful tool to achieve this second stage. The final stage of development requires the approval of Global Parliament Constitution by the first Global Government ever formed in the history of humanity.

Let us see what we can do for now. Everyone is involved. We will go over all Chapters of the Global Constitution. You are asked to read, understand and make changes to all Chapters and submit them to me as the Chairperson. In making changes, always keep in mind the above defined focus, much like a lens can focus light on an object. Rewrite the Chapters. Then your work will be published in our Newsletters for discussion with all of us and those participating in the Global Dialogue 2010 i.e., civil society.

Annual meeting of the Federation of Global Governments
to be held August 21st, 2009, Nanaimo, British Columbia, Canada
Register now (no fees to register).

This coming August 21st meeting of the Federation of Global Governments is crucial to everyone and every government in the world in search of a stable economy, justice without borders, essential services, and security for all life on our planet. The Federation offers all of that.

Civil society, also an important partnership of our organization, offers a humane solution to the global crisis we are seeing today. That's what's needed! That's what we want! No less! Leaders of the G8 nations and their corporate sponsors were caught destroying the economies of the world have met this month with 11 other nations and the EU leadership, they called their group "G20", and proposed to fix the financial system by giving trillions of dollars to banking institutions, the World Bank, the IMF, and those working, directly or indirectly, for the war industry. This is not a humane solution. It is more of the same that got humanity into this chaotic state we are living today.

The Agenda for the Federation's Annual Meeting contents the approval of several key factors to a better future, and you will be asked to discuss and to vote on everyone of them. Come to this important meeting! Tell us what you want! You can still vote through email. Send us an email concerning the issues of your choice here and vote. Direct democracy and global voting on issues

Agenda
Approval for:
  • the dissolution of the United Nations organization by
        a)     voting for its dissolution during the next General Meeting of the UN
        b)     letting go your membership with the UN organization
  • moving the Office of the Federation to a more suitable location
  • helping nation governments to apply for membership with the Federation of Global Governments
  • giving essential services to all your citizens; if a nation cannot do so then allowing co-operation with the GPA to offer such services
  • the replacement of the Universal Declaration of Human Rights with the Scale of Global Rights
  • the application of Global Law and its Regulations concerning only of essential aspects of life:
           A) Global environmental, ecological and protection of the global life-support systems rights

           B) Primordial human rights:
               safety and security
               eat a balance diet
               'clean' energy
               a 'clean' and healthy environment
               drink fresh water
               breath clean air
               basic clothing
               have shelter
               universal health care and education
               employment for all

  • forming a Global Protection Agency (GPA) in your nation, which will be subsidized by the nations's government; if not possible, then co-operating with the GPA to apply the law
  • the establishment of the Global Social-Economic Reform (GSER) as a replacement to the globalization system of the G8 nations; the IMF, World Bank, and all other similar organizations to be under the control of the GSER Ministry
  • the establishment of a new monetary system based on global sustainability principles
  • the dissolution of the WTO, NAFTA, FTA and other similar inadequate trading organizations
  • the dissolution of NATO organization
  • the immediate formation of Global Ministries in the following sections of political and civil life:
        Health
        Global Social-Economic Reform (GSER)
        Energy
        Agriculture
        Water preservation
        Soil preservation

        Judiciary
        Sustainability in development and resources
        Environmental and global life-support systems protection

The GPA and these Ministries need to be an integral part of a nation government whenever possible and needed. The Global Government of a specific region of the world could possibly replace the need of a nation to have these Ministries as long as the nation agrees that the Global Government would manage the Ministries on its behalf. There is also the possibility of having a Global Government managing the Ministries on behalf of all participating nations.

Please note that security of government leaders at the meeting will have to be organized and paid for by each government leader. At the moment we have no budget for security. And note that, as we have done every year so far, the Federation's meeting is an integrated part of Global Dialogue 2009 and, therefore, is included in the Program of Global Dialogue 2009. Schedule for the Global Community and Federation of Global Governments annual meeting The exact site of the meeting has not yet been decided, but it will be held August 21st, 2009, in Nanaimo, British Columbia, Canada.

Major factors have caused the global crisis which triggered the planetary state of emergency :
*     financial crisis
*     social-economic crisis
*     human activities destroying Earth ecosystems and global life-support systems, and so endangering the future of life on our planet
*     disconnected with reality, unfair and corrupted governance focusing only on finances, trade and consumption

The EU, UN, WTO, IMF, World Bank, FTAA, NAFTA, NATO, and G8 nations, all nations, must operate and do their business as per the Scale of Global Rights.

Planetary biodiversity zone ( Part III )

Global Law

The Global Community has established a planetary biodiversity zone now under the protection of the Global Protection Agency (GPA). We have declared a moratorium on all development in the zone, including all drilling, military testing, and any other destructive uses of the ecosystems.

The planetary biodiversity zone includes :

  • North Pole region
  • South Pole region
  • all oceans
  • all forests
  • all lakes
  • all rivers and connecting streams
  • all wetlands and grasslands
  • living organisms and ecosystems in all of the above

The people of all nations are required to respect the moratorium until global law has been completed to include regulations to be enforced by the GPA.

Proceedings of  Global Dialogue 2008 The Global Movement to Help is the final product of the assessment of the work from all Participants of Global Dialogue 2008. The Global Justice Movement along with the Global Peace Movement, both Global Community initiatives, have been and continue to be the two major pillars of the Global Movement to Help. It is very important that the Movement be promoted by all Global Citizens. From now on we serve the people of all nations, all life on Earth. Each Global Government is made more responsible and accountable to the people of member nations within the region where it operates. Essential services to the people of each member nation are now the most important global rights on the Scale of Global Rights and are protected by the Global Protection Agency (GPA) of each member nation.We want a Global Government to be made of wealthy nations as well as nations in need of help. Be compassionate. Each Global Government is obliged to offer Essential Services to the people of its member nations. The Federation is the place of meeting of all Global Governments and serve the people of all nations, all life on Earth. In this way, the Federation, along with the GPA of each nation, can offer a more efficient help.
