Dear Germain Dufour,
While browsing the worldwide web today, to my surprise, I came to learn that I was listed as one of the recipients of 2006 ECO Award in your website at the URL
http://globalcommunitywebnet.com/gpa/listofrecipients2006.htm - serial no. 128.
Please let me know more about this selection and why I am not informed about this.
Many thanks to you and your organization for choosing me as one of the recipients of 2006 ECO Award! I will be sharing this news with my forum members (more than 1200 members) and other friends
around the world.
Meanwhile, I would very much appreciate if you could also link my organization’s website, www.kukiforum.com, to my column in your website.

ECO Award in the Co – operation and conflict between firms, communities, new social movements and the role of government category
Germain Dufour
President
the Global Community
Global Community Earth Government
Dear President,
Thanks for your very kind message to let me know that I have received the ECO AWRAD 2006, although I am sure that I do not deserve it.
I genuinely appreciate once again your support and friendship in difficult times. You should know that after publication of the paper "CO-OPERATION AND CONFLICT BETWEEN FIRMS,
COMMUNITIES, NEW SOCIAL MOVEMENTS, AND THE ROLE OF GOVERNMENT, THE CASE OF CERRO DE SAN PEDRO", I had received first a copy of the letter an official from
the Firm sent to the Director of the Institution if Urban and Regional Development at University of California Berkeley, complaining about the research I have conducted on the case. Later, I had received a
bank statement with two deposits done without my consent.
Thus, I genuinely appreciate very much your support and your organization inspires me to follow the highest moral standards on my research.
Cordially yours,
Josè G. Vargas-Hernàndez.

Washington, DC, Jan 15: Nehginpao Kipgen, founding President and present General Secretary of the US-based Kuki International Forum (KIF) and a researcher on the rise of political conflicts in modern Burma (1947-2004) was chosen by a Canada
based, The Earth Community Organization (ECO), also known as the Global Community, as a recipient of “ECO Award 2006” under its category “A new emerging democracy” with his November 22, 2006 article titled “Attempting democracy in
ethnically diverse Burma.”
The ECO Award is an international award given yearly for achievements in several categories by the Award Committee. To be considered eligible for an award, it is necessary to be nominated in writing by a
person competent to make such a nomination. Then the candidate must go through the process of obtaining the award, the selection process. The ECO Award in the business category was the very first award
given in 2004.
Mr. Kipgen is a distinguished individual to be chosen from a Southeast Asian country, Burma, also known as Myanmar. Kipgen has authored several analytical articles covering South and Southeast Asia with
special concentration on Burma, a country infested with myriad political problems since the military coup in 1962. Among others, the ECO Award recipient is also a recipient of the U.S. State Department funded
BRSP scholarship. Since the formation of KIF in 2002, Kipgen has also been the editor of the organization’s website www.kukiforum.com.
Friends and individuals, including his professors, congratulated him on his achievement. In his congratulatory note, his former professor from Ball State University Dr. Teh-Kuang Chang wrote, “I am proud of
you; best wishes!” In another message, Pastor Vanlalkima Sailo wrote, “Your success is Zofate success and we are proud of you.”

Germain Dufour
President
the Global Community
Global Community Earth Government
Dear President,
I am very pleased to accept the ECO Award 2006 in the 'Global Civilization' category given to me by the Global Community.
The ECO Award is given to me in recognition of:
1) my work in the research and development of the global concepts on which is based the Global Civilization; this work could not have been accomplished without the Peoples of the Global
Community and through Global Dialogues; and
2) actually conducting activist work to promote such Global Civilization.
The award means a lot to my own personal life as it represents an appreciation of the of work and activism I have been involved in in contributing to Global Peace and sustainability over the
past 20 years.
I founded the Medical Renaissance Group, UK, with Roy Ridgeway (founding member of the Medical Campaign Against Nuclear Weapons and the UK-USSR Medical Exchange Programme)
in 1987. In 1986 I established the Renaissance Group in Australia. which sought to promote a substantially new manner of thinking if Humankind is to survive ( after the famous saying of
Albert Einstein).
I founded and convened an international conference – Conference Earth: Humanity and Planet Earth – 2001 and Beyond. This conference was held at and supported by Melbourne University
on 17-19 November 1995 with 400 delegates, 50 workshop leaders and 10 international speakers attracting national media coverage.
We have since conducted regular seminars at Swinburne University, Melbourne on a wide range of topics related to the achievement of World Peace. Our invited speakers are all Leaders in
their chosen fields.
This series of Conferences is now supported by the “The Centre For Change” wwww.centreforchange.org founded by myself in 2000.
We convened a Critical Mass seminar on ‘The New Spirituality’ in April 2002 at Swinburne University .
The Centre for Change in the Third Millennium is an open forum and ongoing dialogue for humankind on key issues affecting sustainable survival and the search for solutions. It is a global
‘think tank’, a global ‘watershed, bringing together humanity’s most inspired and creative thinking – a convergence of the spiritual, scientific and humanistic.
With Dr Pavel Kasyanov in 2002 we presented the paper entitled Transition to a Sustainable Civilisation at the World Summit on Sustainable Development.
Being a Medical Doctor , I am concerned about creating a more sustainable future for both doctors and the community. Because of this, I established The Medical Renaissance Group
www.medicalrenaissance.org in Australia in 2001 with Dr Jager Holly whio is the key inspiration behind this organization. The Medical Renaissance Group aims to bring together the Global
community of doctors and community to lobby their respective governments for the creation of a healing culture which places priority on the health of the individual rather than on the illness
of the individual. In this respect, it supports preventative, nutritional, mind / body medicine and Wellness Medicine and sees healing as being a unique partnership between the doctor and the
patient.
In 2006 with Publisher Lesley Pocock, I founded the New Paradigm Journal www.newparadigmjournal.com of which I am the Editor
The ECO Award tells people of the Global community that it is time for humanity to:
* acknowledge such 'passing of age' that is the Global Civilization,
* deal with one another as per the global law; and
* live up to its principles, global ethics and rigid environmental standards and codes for the good of all global communities.
Getting the ECO Award is a way to reach a higher level of protection to life in the Global Community and help state governments integrate and balance:
a) global life-support systems protection,
b) global community participation, and
c) economic decisions
into their operations and ways of doing things.
Obtaining the ECO Award help all Peoples to be part of the solution to the challenges of globalization. In this way, the private sector in partnership with the civil society can help
realize a vision allowing a:
a) global equitable and peaceful development, and
b) more stable and inclusive global economy.
I strongly advise all people of the world to apply to be a global citizen and be an active participant of the Global Civilization.
For a person to have obtained the award means that the person has taken responsibility on behalf of society, and that the person pays attention to human and Earth rights, working
conditions and is free of corruption in their ways of doing business and trade.
Tangible benefits of obtaining the award are expected in many areas of our social systems.:
a) The peoples of all Nations, in creating an ever closer Global Civilization among them, are resolved to share a peaceful future based on common values. Conscious of its spiritual
and moral heritage, the Global Civilization is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity; it is based on the principles of
democracy and the rule of law. It places the individual at the heart of its activities, by establishing the Global Community citizenship and by creating an era of freedom, security and
justice.
b) The Global Civilization contributes to the preservation and to the development of these common values while respecting the diversity of the cultures and traditions of the peoples
of all Nations as well as the national identities of Member Nations and the organisation of their public authorities at national, regional and local levels; it seeks to promote balanced
and sustainable development and ensures free movement of persons, goods, services and capital, and the freedom of establishment. To this end, it is necessary to strengthen the
protection of fundamental rights in the light of changes in society, social progress and scientific and technological developments by making those rights more visible in the Global
Law.
c) The Global Constitution reaffirms, with due regard for the powers and tasks of the Global Civilization and the principle of subsidiarity, the rights as they result, in particular,
from the constitutional traditions and international obligations common to Member Nations, the Scale of Social Values, or Scale of Human and Earth Rights, adopted by the Global
Community and by the Global Council of all Nations and the case law of the Earth Court of Justice of the Global Civilization and of the Global Court of Human and Earth Rights.
Enjoyment of these rights entails responsibilities and duties with regard to other persons, to the human community and to future generations. The Global Civilization therefore
recognises the rights, freedoms and principles set out hereafter.
d) We the Peoples of the Global Civilization are reaffirming faith in the fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and
women and of nations large and smalll. We the Peoples implies every individual on Earth. Earth management and good governance is now a priority and a duty of every
responsible person on Earth. The Global Community has taken action by calling the Divine Will into our lives and following its guidance. Divine Will is now a part of the Soul of
Humanity to be used for the higher purpose of good and Life's evolution. We will learn to serve humanity and radiate the Will of God to others. We will establish conditions under
which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and we promote social progress and better standards of
life in larger freedom.
There are four special people I want to thank:
Germain Dufour, President of Global Community Earth Government (GCEG) and
President of the Earth Executive Council
Dr. Sue L.T. McGregor, Minister of Family and Human Development,
James Mwami, Minister of Water Resources Protection,
Dr. José G. Vargas-Hernández, Global Environment Minister
Yours Most Sincerely
DR. Michael Ellis, Minister for Sustainable Civilization, Peace and Disarmament
