We help others listen to all sides of a situation and work together to find a solution that is beneficial for everyone. Core principles of our diplomatic work are based on negotiation, communication, building relationships, and promoting interests between all Peoples. And it is a commitment to justice, truth in dealing, and realism tempered by a commitment to pluralism. It is honesty that brings long-term benefits and permanent gains. Those principles serve as the foundation for our effective diplomatic interactions, facilitating peaceful resolution of conflicts and promoting international cooperation.

We, citizens of the Global Community of North America, hereby resolve to establish the Global Government of North America (GGNA) to govern in accordance with the Global Constitution.

The Global Constitution
Reflecting the will of the Global Community of North America citizens and all Member Nations of the GGNA to build a common future, this Global Constitution establishes Global Government of North America, on which Member Nations confer competences to attain objectives they have in common.  The GGNA shall coordinate the policies by which Member Nations aim to achieve these objectives.
The Peoples of the Global Community of North America elect, nominate or appoint their representatives to the GGNA.

Candidates to the House of Elected Representatives are elected democratically. An elected official will represent his or her community at both levels of government:
1.      the GGNA House of Elected Representatives, and
2.      the GCEG House of Elected Representatives or General Assembly.

Candidates to the House of Advisers are nominated by teachers, students, or professional organizations




Global Governments Federation
Candidates to the GGNA Federation are elected or appointed by Member Nations: Canada, United States, Mexico, Great Britain, Territories and North Pole Region. Each member nation has a veto power on all decisions. Consensus must be reached before a decision is made.


The GGNA House of Elected Representatives, the GGNA House of Advisers, and the GGNA Federation together form the GGNA Parliament. GGNA Parliament decides who will represent the GGNA Federation at the Global Governments Federation. GGNA elected representatives serve at both levels of government: GGNA House of Elected Representatives, and GCEG House of Elected Representatives.




The House of Elected Representatives shall be elected by direct universal suffrage of all the Member Nations citizens in free and secret ballot for a term of five years. Representation shall be of one Elected Representative per million people.

GGNA Global Parliament shall, jointly with the GGNA Executive Council, enact legislation, and exercise the budgetary function, as well as functions of political control and consultation as laid down in the Global Constitution.

GGNA Global Parliament shall elect its President and its officers from among its members.


The GGNA is for all Citizens of the North American Community and others
As a replacement to the United Nations, we have formed Global Community Earth Government (GCEG) with 9 or more Global Governments (GGs) and an enforceable, non-military democratic Global Constitution for all. Governing bodies consist of three chambers making the Global Parliament:

1.    House of Elected Representatives
2.    House of Advisers, and
3.    Global Governments Federation


The power of GCEG was de-centralized to give each GG a better chance to find the right solutions to global issues. It can act faster and be more effective and efficient in the context of the Global Community, this great, wide, wonderful world made of all these diverse global communities within each Nation.The Global Community becomes thus more fluid and dynamic. A global symbiotical relationship is created between Nations and GCEG for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development. This is the basic concept that is allowing us to group willing Member Nations from different parts of the world. A typical example is the Global Government of North America (GGNA).

Member Nations of these global governments have not yet been selected. Through the process of a referendum in a Member Nation, it is the people of the Member Nation who will select the Global Government they wish to belong to. During a Global Assembly Meeting of the Earth Government, Global Parliament will accept or reject membership of a Nation in a specific Global Government.

As we have shown in the Global Constitution, the Global Community is defined as being all that exits or occurs at any location at any time between the Ozone layer above and the core of the planet below. This is an important concept and particularly useful in the context of the Global Governments Federation. A community is not about a piece of land you acquired by force or otherwise. One could think of a typical community of a million people that does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where I live and contained by a border. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul, and as part of a community with the same. The Global Community is this great, wide, wonderful world made of all these diverse global communities.

A global symbiotical relationship between two or more nations, or between two or more global communities, can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the people involved. The fundamental criteria is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. Chapter 14.5.4    The Global Governments Federation
Article 1:    The Global Governments Federation
1.     Where a vote is taken, any member of the Global Governments Federation may also act on behalf of not more than one other member. Abstentions by members present in person or represented shall not prevent the adoption by the global Council of decisions which require unanimity.
2.     The President of the Global Parliament may be invited to be heard by the Global Governments Federation.
3.     The Global Governments Federation shall establish its procedural rules by a simple majority. The Global Governments Federation shall be assisted by the General Secretariat of the Earth Executive Council.

The fundamental criteria of a global symbiotical relationship is that:

The fundamental criteria is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all Life on Earth. The relationship allows a global equitable and peaceful development and a more stable and inclusive global economy.

A global symbiotical relationship between two or more nations, or between two or more global communities, can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the people or nations involved. The relationship allows a global equitable and peaceful development and a more stable and inclusive global economy.

Global Community has begun to establish the existence of the age of symbiotical relationships and global cooperation. An economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political, religious, and personal) may be created all over the world between communities, nations, and between people themselves. There has always been symbiotical relationships in Nature, and between Souls and the matter of the Universe to help creating Earth and Life on Earth to better serve God.

In the context of the global civilization of the 3rd Millennium Global civilization of the 3rd Millennium we have defined that any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill the fundamental criteria? Global Community promotes values and principles to achieve the fundamental criteria and that requires the promoting and establishment of: global community ethics, mutual respect, respect for Life , basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability.

Other symbiotical relationships may be based on common concerns and issues such as: the environment, peace, justice, women's rights, global rights, and many more. There is a whole spectrum of possible symbiotical relationships.

Symbiotical relationships are needed today for the long term future of humanity and for the protection of Life on Earth.

A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO. The WTO is about a trade partnership between nations. Of course it is a bad idea to be a member of the World Trade Organization ( WTO). There are no advantages! The fundamental criteria is not being fulfilled. It just does not work for anyone except when you have an army to knock down any member who does not do your five wishes and plus. A membership in the WTO is not needed and nations should instead seek relationships with fewer other nations only if needed. Certainly it is better to seek an economic relationship with another nation we can trust than with hundred nations we have no control on and everyone of those nations has a say in the governing of our nation, its environment and social structure. The WTO only offers illusions to profit the few wealthiest people on Earth. They say "become an industrialized nation as we are". But that is the biggest illusion of all.

Industrialized nations have created the global warming of the planet with devastating consequences to all Life. They give jobs to machines as opposed to people and say they are creating jobs while in fact it is just the opposite.

To become an industrialized nation is far from being the best solution. The best way and solution for any nation is to follow the Scale of Global Rights Making clear to all people  what they can no longer do and must do for survival  . Right on top of the scale are the ecological rights, the global Life -support systems, and the primordial human rights of this generation and of the next generations. Economic and social rights come next and are not the most important. That makes a lot of sense!

The effect of IMF and World Bank policies in the world caused the destruction of the economies of the developing nations Global Social Economic Model (GSEM) They impoverished the people by taking away basic services and devaluating their currency. They opened up their national economy to be ravaged by competition with richer nations. Poverty lead to other problems causing the ecological destruction of a developing nation.

On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved.

Global Community is inviting you to participate in the formation of global symbiotical relationships between people, institutions, cities, provinces, communities, nations, and businesses.

Global Community is inviting you to participate in the formation of global symbiotical relationships between people, institutions, cities, provinces, communities, nations, and businesses. We are also proposing the formation of a political symbiotical relationship between state and global civil society. A similar relationship already exists between the people of Global Community, also known as the human family, the global civil society.

For example, in Canada, there is now a well established symbiotical relationship between the Government of Canada and the Inuit people of Nunavut. The creation of Nunavut was the outcome of the largest aboriginal land claims agreement between the Canadian government and the native Inuit people. The Inuit is one of the first indigenous peoples in the Americas to achieve self-government. They have the right to participate in decisions regarding the land and water resources, and rights to harvest wildLife on their lands. Global ministries Global Ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed. Global Community has been promoting the formation of global ministries Global Ministry of Essential Services for the proper governance of Earth. The Global Community is for all Life  on Earth and is the 21st century framework for Earth governance

Global ministries are world wide organizations just like the World trade Organization (WTO) for trade and therefore should have the same power to rule on cases as that of the WTO. The important difference between a global ministry and the WTO is that a global ministry follows the fundamental criteria.

An other example is the World Health Organization (WHO). The WHO is mostly lead by powerful lobbying groups subsidized by the pharmaceutical industry. The organization is money-driven as opposed to be following the fundamental criteria.

A new symbiotical relationship between religion and the protection of the global Life -support systems has begun to take place all over the world. Religious rituals now support the conservation efforts and play a central role in governing sustainable use of the natural environment.

Major faiths are issuing declarations, advocating for new national policies, and creating educational activities in support of a sustainable global community. Global Community is establishing a symbiotical relationship between spirituality and science, between our heart and mind, and God, between religion and the environment.

The human family is finding its role in the Universe , a higher purpose and a meaning. We now can celebrate Life. Celebration of Life  Day

A sustainable world can be built with the help of a very powerful entity: Global Community. Community participation generates the energy needed to sustain the planet and all Life. Religious and environmental communities have formed a powerful alliance for sustainability.

Between now and August 2002 we will have created the interim Earth Government for Earth Community. The interim Earth Government will govern for as long as necessary to create the democratic structure of the government and put in place the voting system that it requires. Officers and Ministers of Earth Government will be required to work as a team. Germain Joseph Dufour was elected the first President. Several criteria will be taken into account: qualifications of the candidate for leadership, past record as a good citizen, no criminal records, your own financial support (we dont have any funds to pay anyone and for anything), and proven experience and competence in the position. Candidates work strictly on a volunteer basis. You are also required to have accepted in your heart and mind universal values, global concepts, democratic principles, and human rights as obtained and defined in the previous global dialogue. <br />

All of those who decide to join me will be part of a major research paper to be published on the Earth Community Organization and Earth Government websites. Our work will be an important part of the Proceedings. If it happens that our research was adopted by the elected representatives than we would become founders of Earth Government.<br />

New proposals will start to be assessed January 1st, 2001. The deadline is August 2002 at which time the Interim Earth Government will have been completely formed. <br />
