Shortly after 1985, the Global Community Assessment Centre (GCAC) has researched and developed a process for global voting. Since then GCAC has conducted several global voting on issues. There are 161 nations that have so far been surveyed. Some results are shown here. More surveys will be completed in the coming months and published here. Global voting has been and will continue to be a strong mean of obtaining the global opinion on issues. This method is different than data obtained from government agencies of the 161 nations. Data from those agencies are important but global voting is also very important. Global voting probes directly into a population. It is actually direct democracy.

  American have brought disgrace to humanity by their selfish, immoral, unethical, incoherent, inconsistent, dishonnest, erratic, and mostly aimed at making money behavior in the Middle East and towards Afghanistan. You would think we would be 'civilized' by now. Military intervention in the affairs of other nations is wrong. There are other ways, there are peaceful ways, ways that are not based on profit-making and the gain of power for itself. The invasion of nations such as those of the Middle East and Afghanistan are crimes against humanity and will be prosecuted.  Some people say it was a Magnitude 5.9 quake that hits off Indonesia. Be is there any proof of that? In the confusion of all, everyone believed what the media was saying. The media was being told information from governments but no one actually can prove it was an earquake that created the tsunami. No one truly knows for sure. There is now another theory. A submarine was testing the use of nuclear war heads by exploding them over the ocean bottom. Actually, it was not the first time that some nations have exploded nuclear war heads in the oceans. Our oceans have been hit several times. Exploding war heads in our oceans is at least as bad as a major oil spill. It is showing barbarism. It is killing the global communities of life in the oceans and destroying the delicate balance of our oceans physical, biological and chemical characteristics that can accelerate the climate change drastically when disturbed. It is showing ignorance and stupidity.
In 2004, the war heads were more destrutive and were over the bottom of the ocean, and that scenario created a tsunami wave. Just a test, said the captain of the submarine that did it.
Of course I have no proof of that. But then the only way you could prove it was truly an earthquake is by conducting an independent forensic investigation of the ocean bottom. So all we can say is that it is more likely that it was a powerful nuclear explosion that created the tsunami. That is the goal of the military, to test its armament and they did. But they were not going to admit it to the world. Gees! Not a good thing to admit that you just killed thousands of people and destroyed communities from several nations of the world. In today's planetary state of emergency, Global Law must be applied. All nations capable of such an extreme action against humanity and all life on Earth must pay for the independent investigation. The Earth Court of Justice will see that Justice is done. Would you agree that there is now a planetary state of emergency and that a nation or an organization is guilty until found not guilty and that we should protect our oceans and all other global life-support systems by stopping those responsible and make them accountable?

 The United States is the only nation that would profit from the melting of the North Pole and is capable of such an extreme action against humanity and all life on Earth by exploding nuclear bombs to melt glaciers and North Pole cap. The Earth Court of Justice will see that Justice is done. In view of the planetary state of emergency, the Global Community says: for the protection of all life on Earth, a preventive principle is our only alternative. You are guilty until you can prove otherwise. Global Law must be applied. The United States must pay for the independent investigation. Would you agree?  98  2
 NATO and the White House claimed that they do what they are doing to give security to its population and to the world. In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances with other nations were the only way to 'win'. That is how NATO came into existence. Today wars are unlikely to produce winners. The Global Community is all over the planet. Ethnic groups are everywhere. Some say there are more Italians in Montreal, Canada that there are in Italy. So we would fight our own people? Wars truly make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The only job the military should be asked to do today is to protect the global life-support systems. These systems have the highest priority on the Scale of Human and Earth Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs. Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Human and Earth Rights. Without a shelter life will still exist in some places but is hardly possible in cold place. So security must be achieved by other means than wars. We might as well shelved the war industry, the worst of all polluters, from humanity right now and that means phasing out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in all nations of the world, and not just in some Middle East country. The nature of global security has changed since the rise of the Global Community. Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. The Global Community emphasizes as a priority the prohibition of external interference in the internal affairs of sovereign states. Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in the Global Constitution such as justice, human dignity, and equity for all and for the good of all. Would you agree that the military option and the war industry should be shelved foerever from humanity and never to be used again to solve a global problem?  77  23
  Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus requires a solid commitment of political will from national governments and the Global Community. The Earth Court of Justice will hear cases involving crimes related to the global ministries. The Court will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies. The Court will make judgments in accordance with the principles and values of the Global Constitution. Would you agree to let the Earth Court of Justice prosecute criminals?  81  19
  In view of the fact that the United Nations and many of its related organizations have failed humanity and all life on Earth on many levels:

1. the Universal Declaration of Human Rights should be replaced by the Scale of Human and Earth Rights;
2. corruption, mismanagement at the highest levels, and bad global governance;
3. promotion of the military option, war;
4. allowing the genocides of several peoples;
5. the business of deceiving, making believe, controlling without a democratic mandate from the Global Community;
6. the U.N. is operating using precepts dating back 2000 years and developed by the Roman Empire; those precepts best suit the invasion of nations and the destruction of the global life-support systems and the Earth environment;
7. the absence of proper governance and global justice at the U.N.;
8. the use of trickery to deceive the world and subdue nations; and
9. powerful lobbying groups forcing decision making at the UN.

and that the permanent members of the United Nations are showing a destructive leadership to the Global Community, it has become clear that the United Nations should be replaced by Earth Government. Earth Government's action on the international scene shall be guided by, and designed to advance in the wider world, the principles which have inspired its own creation, development and enlargement: democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, equality and solidarity, and for international law in accordance with the principles of the Global Constitution. Earth Government shall seek to develop relations and build partnerships with third countries, and international, regional or global organisations, which share these values. It shall promote multilateral solutions to common problems, in particular in the framework of Global Parliament.

  Building global communities require understanding of global problems this generation is facing. There are several major problems: conflicts and wars, no tolerance and compassion for one another, world overpopulation, human activities, as population increases the respect and value of a human life is in decline, insufficient protection and prevention for global health, scarcity of resources and drinking water, poverty, Fauna and Flora species disappearing at a fast rate, global warming and global climate change, global pollution, deforestation, permanent lost of the Earth's genetic heritage, and the destruction of the global life-support systems and the eco-systems of the planet. We need to build global communities for all life on the planet. We need to build global communities that will manage themselves with the understanding of the above problems. Recommendations to humanity

In general, populations of all lifeforms grow exponentially that is by a steady proportion of whatever was there before. When there is no practical limit on resource then populations usually grow maximally and the only limit is that of the reproductive capacity of the female animal. About 10,000 years ago, human beings were obliged to commit themselves more or less fully to agriculture and the human population was 5 to 10 million. Then about 2,000 years ago, after only 8,000 years of large-scale agriculture, the human population was 100 to 300 million. After this time, the exponential growth of the population entered its rapid phase. The billion mark was passed by 1800 A.D. By year 2000, the human population exceeded 6 billion. Thus agriculture allowed a thousand-fold increase in numbers over a period of 10,000 years. Obviously something has to be done! We propose a tight global policy, benignly implemented, or it will be very nasty indeed. In practice, a human population of 10 to 12 billion would be too uncomfortably high and would add a high strain on world resources. What kind of world population would be reasonable? What goal should we aim at? A population should be small enough to be sustainable indefinitely and still allow plenty of leeway for ourselves and other lifeforms. It should also be large enough to allow the formation of healthy civilizations. Comprehensive population policies are an essential element in a world development strategy that combines access to reproductive health services, education and economic opportunities, improved energy and natural resource technologies, and to healthier models of consumption and the 'good life'.

A)    How 'direct democracy' works

Over the past decade, direct democracy has been promoted by the Global Community in many past Newsletters. November 2002 Newsletter November  2005 Newsletter The Global Community Assessment Centre (GCAC) conducts surveys in all nations on a continuous basis. Many of thoses surveys have been used to probe all aspects of direct democracy. The Global Community Assessment Centre (GCAC) is the assessment Centre for the Global Community. Results are used to obtain the 'Global Community Overall Picture' which describes the situation in all nations of the world such as those of North America, Central America and the Caribbean, South America, Africa, Europe, Asia, South-East Asia, Middle-East, and Oceania. We have promoted 'direct democracy' and a voting system based on 'proportional representation'.

Sections 4 on the Scale of Human and Earth Rights has established community rights, rights of direct democracy, and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically. Direct democracy is not new to us. It is a fundamental right. Any population on Earth can choose freedom by having a referendum extablishing such a freedom from another nation. Any polulation can start a new life within the Global Community by voting together to create a new nation, theirs to have. It is a fundamental choice and right that was always there for all Peoples.

As defined in Chapter 10.6.3, Chapter 9 Article 1, Chapter 10.2 Article 3, and Section 4 on the Scale of Human and Earth Rights of the Global Constitution, direct democracy is a community right. Direct democracy is the right of global citizens to hold referendums on any issue -- and to veto legislation.

Direct democracy implies that:

*     Global Citizens are willing and able to participate fully in the decision making process on issues that most affect them.

*     Global Citizens should have full access to information on global affairs, and the conduct of global business should be open and transparent, with a well-developed global-wide communication system.

*     Global Parliament should always recognize that it is accountable to Global Citizens.

*     Direct democracy will encourage global citizen input into global policy, and enable Global Citizens to participate more actively in global affairs.

*     Direct democracy will raise the level of public awareness and encourage debate of key global issues.

*     Global Parliament can exercise the leadership necessary to become a model of effective “direct democracy” for all global communities.

*     A direct democracy global law gives Global Citizens and Global Parliament an effective and orderly way of addressing contentious issues.

*     A direct democracy global law strengthens the hand of Global Parliament by providing additional credibility in dealing with senior governments and non-elected bodies.

*     A direct democracy bylaw shows that Global Parliament has faith in its Global Citizens. Thus, Global Parliament in turn earns increased respect from Global Citizens.

*     Direct democracy does not mean government by referendum. Almost all Global Parliament decisions would continue to be made as they are now with the usual consultative processes. Few issues would be important and contentious enough to prompt referenda.


Direct democracy is important to sustain life on the planet but its position on the Scale gives it its overall importance. 'Direct democracy' is very much like a voting system based on 'proportional representation'. There are many different aspects of 'direct democracy'. For instance, in a single riding there may be as many as 8 seats and several candidates running. Parties offer voters a slate of local candidates. Voters can rank candidates of the same party, but may also choose to give support to candidates of different parties. Voters rank as many or as few candidates as they wish. Voters can rank any number of candidates without fear their vote will be wasted by selecting unpopular candidates. A voter’s rankings will be considered in order until that voter’s ballot can be used. When your number one choice is eliminated for lack of support your number two becomes your first choice. When a voter’s ballot is used in support of a given candidate, but that candidate has a surplus of votes, a ballot’s unused portion will be transferred to the voter’s next choice until a ballot’s full value has been used. Most votes will count, little fear of wasting one’s vote, no fear of vote splitting. No need to support a candidate or party you don’t really want for fear of helping elect those you like even less. You can vote authentically. This is freedom for voters. This is how democracy is supposed to work. This voting system empowers voters more than parties because votes are for candidates not for parties. Also, candidate selection will take place at the local riding level, not at party head office. Most importantly, voters will rank candidates of the same party as well as candidates of different parties. It maximizes choice for voters. Competition is not just between candidates of different parties but also between candidates of the same party. This voting system is also a measure of independence from party control and that will make a very significant contribution to greater accountability in government. It will yield a legislature that mirrors the political, social, ethnic, and geographic diversity of a population. Electing candidates in multi-member ridings ensures a broader range of political interests and issues will be represented than is possible under any other system. Preferential voting induces a politics of cooperation, consensus, and civility.

Direct democracy comprises a form of democracy and theory of civics wherein all citizens can directly participate in the political decision-making process. Some proposed systems would give people both legislative and executive powers, but most extant systems allow input into the legislative process only. Direct democracy in its traditional form is rule by the people through referenda. The people are given the right to pass laws, veto laws and withdraw support from a representative (if the system has representatives) at any time.

Direct democracy in its modern sense is characterized by three pillars:

*     Initiative
*     Referendum including binding referenda
*     Recall

The second pillar can include the ability to hold a binding referendum on whether a given law should be scrapped. This effectively grants the populace a veto on government legislation. The third pillar gives the people the right to recall elected officials by petition and referendum.

In Canada, the use of citizens' assemblies (also known as an estates-general in the province of Quebec), involving citizen bodies chosen at random, is growing and avoids the disadvantages of older, more plebiscitary forms of direct democracy. The province of British Columbia recently set up a Citizens' Assembly on Electoral Reform in which members were chosen at random for each riding. The citizens' assembly has just recommended the province use Single Transferable Voting (STV) to elect the provincial legislature. In a referendum conducted on May 17, 2005, 57% of the voters approved by this new system of voting.

Worldwide, there are as many as 120 nations with electoral democracies. Several nations are struggling to have political rights and civil liberties. Most of Africa and Middle and Far East nations are without electoral democracies. Is democratization a global long-term trend? Is democracy as we know it today a good thing? Will it pass the test of the global problems humanity is facing today? How successful is democracy in a country such as India? the United States? Britain? What indicators could measure success or failure? What improvements could make democracy a better political system?

Each and everyone of us on Earth was born free and equal in dignity and rights. Respect for human and Earth rights and fundamental freedoms is one of the characteristics of a democracy. The typical fundamental freedoms of a democracy (freedom of expression, thought, assembly, and association) are themselves part of human and Earth rights. These freedoms can exist everywhere. Democracy is a political system based on the participation of the people, global cooperation. It foresees the separation of powers among the judiciary, the legislative and the executive authorities, as well as free and regular elections.

To be successful, a newly formed democracy requires a long-term economic stability, multiparty elections, a written constitution, a free press, a legal reform with an independent judiciary and good pro-democratic leadership. We have seen Britain and the United States helping other nations become democracies. Help was in the form of military action. How successful was forcing democracy into a people using the military? After World War I, following the destruction of the Ottoman Empire, the European powers created states and appointed officials to administer newly created democracies in and around the Middle East. A lot of what was created had no legitimacy for the people of the Moslem Civilization and Western domination brings much of the same kind of hegemony in the region as with the British. Since World War II, America along with junior partners, Great Britain, France and Russia, have refashioned the Middle East in their own image, building a new political and territorial order on the ruins of the Ottoman Empire. Despite the efforts of secular and religious local forces who rejected the West's intrusion, America and the junior partners formed states, chose people to govern them, and drawn frontiers between them. But this new order never worked because to Arab nationalists it meant betrayal of wartime promises made by the Allies, military occupation, and the exploitation of resources and of the Moslem people. The Jewish National Home in Palestine further fueled hostility toward the West. The post war order imposed by Great Britain and the Allies created instabilities and disorder (the Ottoman Empire was stable and had order) throughout the Moslem world. On November 29, 1947, the United Nations passed a resolution partitioning Palestine into two independent states, one Jewish and one Arab. The Jewish accepted the resolution and called their land Israel, but the Moslem states rejected it and sent their armies to regain the land but lost the war against Israel. The Palestinians lost their land and have been without a homeland ever since. They became refugees on their own land. Israel's occupation of Moslem land and refusal to recognize the national rights of the Palestinians were the fundamental problems. The State of Israel made its entrance into history in a war against the Moslems. Throughout this period America was a major support in lobbying the UN partition plan and in the birth of the State of Israel. Was the creation of Israel, a new democracy based on the military occupation, a success for democratic systems? Is it right for us to create a new democracy using the military? Israel has been at war ever since its creation as a democracy. Is that truly a democracy or is it a military invasion of the Middle East by the United States?

How successful were these newly created democracies? What have we truly accomplished? Were the people involved in creating the new democracies or was it because Britain and the United States military forcing new values into the people ways of life, changing their cultural heritage and religion?

The Earth Community is proposing that:

a)     different nations may require different political systems at different times

b)     a democratic system is not a "must have it" to be a responsible member nation of Earth Government

c)     all democracies are to be upgraded, or improved upon, to be a responsible member nation of Earth Government. The Scale of Human and Earth Rights and the Global Constitution The Global Constitution as  developed and  approved by     Global Parliament. are the newly added requirements to all democratic systems of the world.


B)     Development report on 'direct democracy'


The Global Community has found two important aspects contributing to the success of any direct democracy:

    b.     Direct democracy as defined in the Global Constitution Direct democracy as defined in the Global Constitution


What is the most important is not so much being a citizen within a democratic system, but it is first and foremost more important to be in line with the Scal of Human and Earth Rights.

* Ecological rights and the protection of the global life-support systems
* Primordial human rights
* The ecological rights, the protection of the global life-support systems and the primordial human rights of future generations
* Community rights and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically (direct democracy)
* Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)
* Cultural rights and religious rights

Fourth on the Scale, a community may choose to use any type of political systems of its liking, a democracy or otherwise. That is a community right, the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically.

All political systems will be improved by increasing education, transparency, accountability, media access, respect for human and Earth rights, tolerance of political opposition, free elections, participation and independent civil society.

C)     The Global Community Overall Picture


North America
The United States has served as a model of democracy to many nations but now they have lost credibility on several grounds:

* by not ratifying the Kyoto Protocol, they have shown a total disregard to the protection of life on Earth. What good is democracy when the existence of life on Earth is being threatened by CO2 pollution? All democratic systems are required to be responsible and accountable to humanity. The Scale of Human and Earth Rights places life on top of the Scale and is the most important right to be protected.
* systematically planning and invading other nations either through their military or through their corporations and institutions, and for the purpose of controlling or taken over a nation's resources for profit and self-interests.
* american elections are becoming more corrupted by money and special interest lobbying, advertising and campaign contributions


Countries in Latin America & the Caribbean
Less than 50% of citizens vote. Democracy does not have a solid ground for growth. Free-market democracies in the region must include social justice and equity as a way of life. Unless America includes the Scale of Human and Earth Rights and the Charter of the Earth Community to govern the newly proposed Free Trade Area of the Americas(FTAA), than we will see a collapse of democracy in the region, civil wars and the rise of dictatorships.

Africa
There are only 20 of the 53 African nations with electoral democracies. Authoritarian regimes in the region have been successful because of strong ethnic groups and religious fundamentalism. Dictators might yield their power if they had secure retirement. May be an 'African Council of Elders' composed of former heads of state could be created to advise Africa.

Europe
Democracy implies not just the mechanics of free and fair elections but the ability of different political parties to choose and, if elected, to implement their freely chosen manifestos. On the face of it, this may appear to be the case. But we need to probe a little deeper. In Britain, there were protests in Genoa, Gothenburg, Davos and at almost every other major summit meeting since Seattle in December 1999. And this disaffection is just the festering tip of a very large iceberg. For underlying these high-profile protests lies a widespread and deepening public disengagement from party politics as evidenced by ever-lower voter turnouts in elections around the world. This is something Tony Blair should know well, having himself been re-elected by only 42% of the vote with a turn-out of just 58%; the lowest since 1929. That means only 25% of those eligible voted for him. So why all the disaffection when the mechanics of democracy seem to be in good working order? European democratization will require the expansion of the EU to the East and South. Unless genuine democracies are created, the former authoritarian regimes of Central and Eastern Europe may come back.

Asia & Oceania
There are 24 of the region's 39 nations with electoral democracies. Japanese appear indifferent to democratic issues in other nations because democracy was forced into them. Much of Asia supports autocratic governments. China provides stability to its 1.3 billion people.

The process of global voting on the Internet



There is a need to develop a voting system Read article in December 2000 Newsletter to elect representatives to form a democratically elected Earth Government. Every person in the world can claim the birth right of electing a democratic government to manage Earth: the rights to vote and elect representatives to form the Earth Government. They are our human rights! Each and everyone of us on Earth was born free and equal in dignity and rights. Respect for human rights and fundamental freedoms is one of the characteristics of a democracy. The typical fundamental freedoms of a democracy (freedom of expression, thought, assembly, and association) are themselves part of human rights. These freedoms can exist everywhere. Democracy is a political system based on the participation of the people. It foresees the separation of powers among the judiciary, the legislative and the executive authorities, as well as free and regular elections.

The  Global Community Organization has developed a scale of human rights in order of importance with the ecological rights being the most important (they supersede all other rights; and so on down the scale).

The political system of an individual country does not have to be a democratically elected government that is, the political rights of a country belong to that country alone. Democracy is not to be enforced by anyone and to anyone. On the other hand, representatives to Earth Government must be elected democratically in every part of the world. An individual country may have any political system at home but the government of that country will have to ensure (and allow verification by Earth Government) that representatives to Earth Government have been elected democratically. This way, every person in the world can claim the birth right of electing a democratic government to manage Earth: the rights to vote and elect representatives to form the Earth Government.

Once representatives to Earth Government have been elected democratically they will govern and manage Earth as per the scale of human rights shown above. They will give the greatest priority to ecological rights, and so on down the scale.

The right that the greatest number of representatives has by virtue of its number (50% plus one) is to govern and manage Earth as they wish but only after they have reasonably and successfully taken care of

*    Ecological rights;
*     Primordial human rights; and
*    The ecological and primordial human rights of future generations.

The general idea and philosophy of this system was described in the section "Universal Values, the Scale of Human Rights and Earth Management". When there is a need to find a sound solution to a problem or a concern,  a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as oppose to a measure or an action causing an irreversible loss.

Then the right that the greatest number of representatives has by virtue of its number (50% plus one) supersede all the other following rights:

*    Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)
*    Cultural rights and religious rights

In order to elect representatives to Earth Government it was proposed (as part of a Discussion Roundtable of the August 2002 conference) the following:

A.    Each individual government in the world will administer the election of representatives to Earth Government with an NGO and/or members of Earth Government be allowed to verify all aspects of the process to the satisfaction of all parties involved.

B.    Representatives be elected every five years to form a new Earth Government.

C.    It is proposed here that there will be one elected representative per 1,000,000 people. A population of 100 million people will elect 100 representatives. This process will create a feeling of belonging and participating to the affairs of the Earth Community and Earth Government

D.    Earth population is now 6.114 billion people. If all representatives had been elected this year there would be 6,114 representatives to form Earth Government. They would be the Legislative elected body of Earth Government. They would participate in some ways in choosing the Executive and Judiciary bodies of Earth Government. All these aspects will be discussed during the global dialogue in August 2002.

E.    All representatives will not have to be meeting in Headquarters. The Interim Earth Government and later on, Earth Government, will meet and make decisions, including voting of day to day affairs, through the use of the Internet and other communications devices.

The actual voting procedure was also discussed during the conference.

A democracy for the Americas
Having the correct voting system in place will help countries in the South (33 countries if we include Cuba) to deal with the U.S.A. and Canada on a democratic platform. July 2001  Newsletter Canada and the USA will have to deal with the South to gain votes for the decision-making process.

The following table shows that Canada and the USA together have a total of 308 votes. They would have to deal with the 585 votes of the South. The decision-making process would certainly be affected. The North would really only have 34% of the votes and would have to seek votes from the South for the decision-making process.


The right that the greatest number of people has by virtue of its number (50% plus one) is a human right. It should be respected. Cuba was included here because the people of Cuba have rights just like anyone else.
 
The Summit of the Americas was a meeting of the 34 National Governments of every country in North, Central, South America and the Caribbean (except Cuba). The meeting was held April 20-22, 2001, in Quebec City, and was about extending the North American Free Trade Agreement (NAFTA) throughout the Americas to form the Free Trade Area of the Americas (FTAA) by 2005. The FTAA will follow the World Trade Organization (WTO) guidelines for settling disputes. The Organization of American States (OAS) manages implementation of this process. Member countries were encouraged to change their economic infrastructures to be in line with the free trade policies of the FTAA (the WTO). Many member countries have already prioritised economic growth over social aspects and human rights.

The  Global Community Organization is aware of what the 34 National Governments are trying to achieve and decided to help them designing an agreement between themselves in line with The Global Constitution. Several articles in this Newsletter were written especially to help you find sound solutions. Our March and May Newsletters also contain articles pertaining to this challenge.

Peoples of the Americas and Caribbean (including Cuba) are an important part of Global Community. During the Summit of the Americas several members of the Global Community Organization were protesting peacefully and orderly outside the gates. The Global Community was protesting against the undemocratic process that is the FTAA. Everything that’s important to the Earth Community is being let go by the 34 nation leaders and world business leaders in favor of the goal of making profits.

The World Trade Organization, foreign corporations and world business leaders claim that the FTAA agreement will bring sweeping democracy to all of the Americas. They claim trade globalization is a forerunner of democracy in nations where it is non-existent. The Global Community Organization does not believe democracy will automatically succeed in a global free market. In fact, the FTAA is itself a flagrant abuse of democracy.

The FTAA will entrench corporate power at the expense of democratically elected officials from local communities, municipal governments, provincial governments, national governments and states. Such a free trade agreement is a form of "world anti-government" (such as the European Union block) as citizens lose the ability to act in their best interests and find sound solutions to their own problems. Citizens become disconnected with the decision-making process. Their lives are then driven by the desire of making profits. Fear is used to force people to behave with the dollar sign as their god. In such scenario, democratic principles lose meaning and no longer prevail. All that we have worked for over the past decades to build sustainable communities will be all gone in the signing of an agreement, the FTAA. People were never asked to discuss and were never invited in its development. The principles of a sustainable development are let go and replaced by the desire of the world business leaders to make larger profits.

People are concerned about the lack of public consultation in free trade negotiations. The agreement is being negotiated without public scrutiny. The actual process of developing the FTAA is itself undemocratic as it excludes anyone but government officials and business interests. Civil society groups were left outside the gates during the conference. The decisions by trade bodies must not be allowed to take away the rights and responsibilities of local communities. A local community will find it impossible to make decisions about planning, public health, local control over water, waste, zoning, or environmental issues because the rights of corporations to profits would be deemed to take precedence.

The process of the Summit of the Americas had several other wrongdoings: decisions were made in secrecy; misappropriation of taxpayers’ money; violent suppression of free speech; and the sacrifice of Canadian interests for the profit of big corporations. None of the national governments had a referendum on the free trade issue. There were no discussions at home and in communities. People were not asked for their opinions and recommendations. Freedom of speech is a major aspect of democracy. So where is democracy? Citizens were not told what is at stake in the trade deal. The process of developing an agreement must include all citizens in order for democracy to expand freely across the Americas and Caribbean.

The following table was developed to show how the two countries from the North, Canada and the USA, will have to deal with the others from the South to gain votes for the decision-making process. One vote per million people. Of course here we are assuming that Canadians and Americans, and all Peoples of the Americas, want to live in a true democracy and not being ruled by just economics. I guess we should realize that before trying to teach democracy to the people from all nations of the world we should make sure we have one here at home. We dont want our world be ruled and destroyed by the few elites of the corporate sector. We want to manage our planet the best we can. And that is to start here in the Americas.
