* Global Citizens are willing and able to participate fully in the decision making process on issues that most affect them.
* Global Citizens should have full access to information on global affairs, and the conduct of global business should be open and transparent, with a well-developed global-wide communication system.
* Global Parliament should always recognize that it is accountable to Global Citizens.
* Direct democracy will encourage global citizen input into global policy, and enable Global Citizens to participate more actively in global affairs.
* Direct democracy will raise the level of public awareness and encourage debate of key global issues.
* Global Parliament can exercise the leadership necessary to become a model of effective “direct democracy” for all global communities.
* A direct democracy global law gives Global Citizens and Global Parliament an effective and orderly way of addressing contentious issues.
* A direct democracy global law strengthens the hand of Global Parliament by providing additional credibility in dealing with senior governments and non-elected bodies.
* A direct democracy bylaw shows that Global Parliament has faith in its Global Citizens. Thus, Global Parliament in turn earns increased respect from Global Citizens.
* Direct democracy does not mean government by referendum. Almost all Global Parliament decisions would continue to be made as they are now with the usual consultative processes. Few issues would be important and contentious enough to prompt referenda.
1. Equal rights for all global citizens of the Global Community, with no discrimination on grounds of race, color, caste, nationality, sex, religion, political affiliation, property, or social status.

Earth Government Statutes are the Chaptered Bills. A bill is "chaptered" by the Secretary of Earth Government after it has passed through the three houses of the Legislature
and has been signed by the Earth President or becomes law without the Earth President's signature. Statutes are available starting from 2005.

a. The Global Civil Service Staff.2. Each agency of the GCSAP shall be headed by a Cabinet Minister and a Senior Administrator, or by a Vice President and a Senior Administrator, together with a Commission as provided hereunder. The rules of procedure for each agency shall be decided by majority decision of the Commission members together with the Administrator and the Minister or Vice President.

a) the "Beliefs, Values, Principles and Aspirations" of Earth Government, which constitute the Preamble and Chapter 1 to Chapter 10 inclusive;
b) global symbiotical relationships amongst people, institutions, cities, provinces and nations of the world, and between Earth Government and all nations, and in the business sector, which constitute Chapters 20.24 and 23.3.2;

k) the Celebration of Life Day on May 26 of each year, which constitutes Chapter 20.7 of this Constitution;
l) the finding of an Earth flag, which constitutes Chapter 20.8 of this Constitution;
m) the ECO Award, which constitutes Chapter 20.9 of this Constitution;
n) the Portal of the Global Community, which constitutes Chapter 20.10 of this Constitution; and
o) the concept of a Global Dialogue, which constitutes Chapter 20.11 of this Constitution.
(a) approves the position of the Earth Executive Council at first reading or has not taken a decision, the proposed act shall be deemed to have been adopted;8. If, within three months of receiving Global Parliament 's amendments, the Earth Executive Council, acting by a qualified majority,
(b) rejects, by a majority of its component members, the position of the Earth Executive Council at first reading, the proposed act shall be deemed not to have been adopted;
(c) proposes, by a majority of its component members, amendments to the position of the Earth Executive Council at first reading, the text thus amended shall be forwarded to the Earth Executive Council and to the Global Judiciary , which shall deliver an opinion on those amendments.
(a) approves all those amendments, the act in question shall be deemed to have been adopted;9. The Earth Executive Council shall act unanimously on the amendments on which the Global Judiciary has delivered a negative opinion. Conciliation
(b) does not approve all the amendments, the President of the Council of Ministers, in agreement with the President of Global Parliament , shall within six weeks convene a meeting of the Conciliation Committee.
(a) the salaries, allowances and pensions of the President of the global Council, the President of the Global Judiciary , Earth Government Minister for Global Affairs, the global Global Judiciary ers and Global Judiciary ers, the President, Members and Registrar of the global Court of Justice and Member s and Registrar of the High Court.2. The Earth Executive Council shall adopt global regulations and decisions determining the allowances of Member s of the Economic and Social Committee.
(b) the conditions of employment, in particular the salaries, allowances and pensions, of the President and Members of the Court of Auditors. It shall also determine any payment to be made instead of remuneration.
(a) measures setting high standards of quality and safety of organs and substances of human origin, blood and blood derivatives; these measures shall not prevent any Member Nation from maintaining or introducing more stringent protective measures;5. Global law or framework laws may also establish incentive measures designed to protect and improve human health and to combat the major cross-border health scourges, excluding any harmonisation of the laws and regulations of Member Nations. It shall be adopted after consultation of the Committee of the Regions and the Economic and Social Committee.
(b) measures in the veterinary and phytosanitary fields which have as their direct objective the protection of public health; Global law or framework laws shall be adopted after consultation of the Committee of the Regions and the Economic and Social Committee.
(a) speeding up the adjustment of industry to structural changes;2. Member Nations shall consult each other in liaison with the Global Judiciary and, where necessary, shall coordinate their action. The Global Judiciary may take any useful initiative to promote such coordination, in particular initiatives aiming at the establishment of guidelines and indicators, the organisation of exchange of best practice, and the preparation of the necessary elements for periodic monitoring and evaluation. Global Parliament shall be kept fully informed.
(b) encouraging an environment favourable to initiative and to the development of undertakings throughout Earth Government, particularly small and medium-sized undertakings;
(c) encouraging an environment favourable to cooperation between undertakings;
(d) fostering better exploitation of the industrial potential of policies of innovation, research and technological development.
(a) improvement of the knowledge and dissemination of the culture and history of the Peoples;3. Earth Government and Member Nations shall foster cooperation with third countries and the competent international organisations in the sphere of culture, in particular the Council of all Nations.
(b) conservation and safeguarding of cultural heritage of global significance;
(c) non-commercial cultural exchanges;
(d) artistic and literary creation, including in the audiovisual sector.
(a) Global law or framework laws shall establish incentive actions, excluding any harmonisation of the laws and regulations of Member Nations. They shall be adopted after consultation of the Committee of the Regions;
(b) the Earth Executive Council, on a proposal from the Global Judiciary , shall adopt recommendations.
(a) developing the global dimension in education, particularly through the teaching and dissemination of the languages of Member Nations;3. Earth Government and Member Nations shall foster cooperation with third countries and the competent international organisations in the field of education, in particular the Council of all Nations.
(b) encouraging mobility of students and teachers, inter alia by encouraging the academic recognition of diplomas and periods of study;
(c) promoting cooperation between educational establishments;
(d) developing exchanges of information and experience on issues common to the education systems of Member Nations;
(e) encouraging the development of youth exchanges and of exchanges of socio-educational instructors and encouraging the participation of young people in democratic life in all Nations.
(f) encouraging the development of distance education;
(g) developing the global dimension in sport, by promoting fairness in competitions and cooperation between sporting bodies and by protecting the physical and moral integrity of sportsmen and sportswomen, especially young sportsmen and sportswomen.
(a) Global law or framework laws shall establish incentive actions, excluding any harmonisation of the laws and regulations of Member Nations. They shall be adopted after consultation of the Committee of the Regions and the Economic and Social Committee.Article 2:
(b) the Earth Executive Council, on a proposal from the Global Judiciary , shall adopt recommendations.
(a) facilitate adaptation to industrial change, in particular through vocational training and retraining;3. Earth Government and Member Nations shall foster cooperation with third countries and the competent international organisations in the sphere of vocational training.
(b) improve initial and continuing vocational training in order to facilitate vocational integration and reintegration into the labour market;
(c) facilitate access to vocational training and encourage mobility of instructors and trainees and particularly young people;
(d) stimulate cooperation on training between educational or training establishments and firms;
(e) develop exchanges of information and experience on issues common to the training systems of Member Nations.
a) support and complement Member Nations' action at national, regional and local level in risk prevention, in preparing their civil-protection personnel and in responding to natural or man-made disasters;2. The measures necessary to help achieve the objectives referred to in paragraph 1 shall be enacted in Global law or framework laws, excluding any harmonisation of the laws and regulations of Member Nations.
(b) promote swift, effective operational cooperation between national civil-protection services;
(c) promote consistency in international civil-protection work.
(a) safeguard the common values, fundamental interests, security, independence and integrity of Earth Government;3. Earth Government shall respect the principles and pursue the objectives listed in paragraphs 1 and 2 in the development and implementation of the different areas of Earth Government's external action covered by this Title and the external aspects of its other policies. Earth Government shall ensure consistency between the different areas of its external action and between these and its other policies. The Earth Executive Council and the Global Judiciary , assisted by Earth Government Minister of Global Affairs, shall ensure that consistency and shall cooperate to that effect.
(b) consolidate and support democracy, the rule of law, human rights and international law;
(c) preserve peace, prevent conflicts and strengthen international security, in conformity with the principles of the United Nations Charter;
(d) foster the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty;
(e) encourage the integration of all countries into the world economy, including through the progressive abolition of restrictions on international trade;
(f) help develop international measures to preserve and improve the quality of the environment and the sustainable management of global natural resources, in order to ensure sustainable development;
(g) assist populations, countries and regions confronting natural or man-made disasters;
(h) promote an international system based on stronger multilateral cooperation and good global governance.
(a) defining the general guidelines;Article 2:
(b) adopting global decisions on:
(i) actions of Earth Government,(c) strengthening systematic cooperation between Member Nations in the conduct of policy.
(ii) positions of Earth Government,
(iii) implementation of actions and positions;
(a) when adopting global decisions on Earth Government actions and positions on the basis of a global decision of Global Parliament relating to the Earth Government's strategic interests and objectives, as referred to in Article 907;If a member of the Council of Ministers declares that, for vital and stated reasons of national policy, it intends to oppose the adoption of a global decision to be adopted by qualified majority, a vote shall not be taken. Earth Government Minister for Global Affairs will, in close consultation with Member Nation involved, search for a solution acceptable to it. If he or she does not succeed, the Earth Executive Council may, acting by a qualified majority, request that the matter be referred to Global Parliament for decision by unanimity.
(b) when adopting a decision on a Earth Government action or position, on a proposal which the Minister has put to it following a specific request to him or her from Global Parliament made on its own initiative or that of the Minister;
(c) when adopting any global decision implementing a Earth Government action or position;
(d) when adopting a global decision concerning the appointment of a special representative in accordance with Article 916.
(a) contribute to identifying Member Nations' military capability objectives and evaluating observance of the capability commitments given by Member Nations;2. The Agency shall be open to all Member Nations wishing to be part of it. The Earth Executive Council, acting by qualified majority, shall adopt a global decision defining the Agency's statute, seat and operational rules. That decision should take account of the level of effective participation in the Agency's activities. Specific groups shall be set up within the Agency bringing together Member Nations engaged in joint projects. The Agency shall carry out its tasks in liaison with the Global Judiciary where necessary.
(b) promote harmonisation of operational needs and adoption of effective, compatible procurement methods;
(c) propose multilateral projects to fulfil the objectives in terms of military capabilities, ensure coordination of the programmes implemented by Member Nations and management of specific cooperation programmes;
(d) support defence technology research, and coordinate and plan joint research activities and the study of technical solutions meeting future operational needs;
(e) contribute to identifying and, if necessary, implementing any useful measure for strengthening the industrial and technological base of the defence sector and for improving the effectiveness of military expenditure.
a. Declare the polar caps and surrounding polar areas, including the continent of Antartica but not areas which are traditionally a part of particular nations, to be global territory owned by the federation of all nations as the common heritage of humanity, and subject to control and management by Earth Government.Chapter 23.4.5 Full Operative Stage of Earth Government
b. Outlaw the possession, stockpiling, sale and use of all nuclear weapons, all weapons of mass destruction, and all other military weapons and equipment.
c. Establish an ever-normal grainery and food supply system for the Global Community.
d. Develop and carry forward insofar as feasible all actions defined under Article 1234 of the First Operative Stage.
a. Ratification by eighty percent or more of the nations of Earth comprising at least ninety percent of the population of Earth; or2. When the full operative stage of Earth Government is reached, the following conditions shall be implemented:
b. Ratification which includes ninety percent of Earth's total population, either within ratifying nations or within ratifying nations together with additional Global Electoral and Administrative Districts where ratification by direct referendum has been accomplished.
a. Elections for Members of the House of Elected Representatives shall be conducted in all Global Electoral and Administrative Districts where elections have not already taken place; and Members of the United Nations shall be elected or appointed by the national legislatures or national governments in all nations where this has not already been accomplished. The terms of office for Members of the House of Elected Representatives and of the United Nations serving during the second operative stage, shall be continued into the full operative stage, except for those who have already served five years, in which case elections shall be held or appointments made as required.Chapter 23.4.6 Costs of Ratification
b. The terms of office for all holdover Members of the House of Elected Representatives and of the United Nations who have served less than five years, shall be adjusted to run concurrently with those Members of the Global Parliament whose terms are beginning with the full operative stage.
c. The second 100 Members of the House of Advisers shall be elected according to the procedure. The terms of office for holdover Members of the House of Advisers shall run five more years after the beginning of the full operative stage, while those beginning their terms with the full operative stage shall serve ten years.
d. The Earth Executive Council and the Cabinet Ministers shall be reconstituted in accordance with the provisions of Article 6.
e. All organs of Earth Government shall be made fully operative, and shall be fully developed for the effective administration and implementation of global legislation, global law and the provisions of this Global Constitution.
f. All nations which have not already done so shall immediately transfer all military weapons and equipment to the Global Disarmament Agency, which shall immediately immobilize all such weapons and shall proceed forthwith to dismantle, convert to peaceful usage, recycle the materials thereof, or otherwise to destroy such weapons and equipment.
g. All armies and military forces of every kind shall be completely disarmed, and either disbanded or converted and integrated on a voluntary basis into the non-military Global Service Corps.
h. All viable agencies of the United Nations Organization and other viable international agencies established among national governments, together with their personnel, facilities and resources, shall be transferred to Earth Government and reconstituted and integrated as may be useful into the organs, departments, offices, institutes, commissions, bureaus and agencies of Earth Government.
i. The Global Parliament and shall continue to develop the activities and projects which are already underway from the second operative stage of Global Government, with such amendments as deemed necessary; and shall proceed with a complete and full scale program to solve global problems and serve the welfare of all people on Earth, in accordance with the provisions of this Global Constitution.
a. By a simple majority vote of any of the three bodies of Global Parliament.2. Passage of any amendment proposed by a House of the Global Parliament shall require an absolute two-thirds majority vote of each of the three bodies of the Global Parliament voting separately.
b. By petitions signed by a total of 200,000 persons eligible to vote in global elections from a total of at least twenty Global Electoral and Administrative Districts where the Global Constitution has received final ratification.
a. Ratification Commission.3. Convene Sessions of a Provisional Global Parliament when feasible under the following conditions:
b. Global Elections Commission.
c. Global Development Commission.
d. Global Disarmament Commission. Global Problems Commission.
f. Global Nominating Commission.
g. Global Finance Commission.
h. Global Peace Research and Education Commission.
i. Special commissions on each of several of the most urgent global problems.
j. Such other commissions as may be deemed desirable in order to proceed with the Provisional Earth Government.
a. Seek the commitment of 500 or more delegates to attend, representing people in 20 countries from five continents, and having credentials;
b. The minimum funds necessary to organize the sessions of the Provisional Global Parliament are either on hand or firmly pledged.
c. Suitable locations are confirmed at least nine months in advance, unless emergency conditions justify shorter advance notice.
a. All those who were accredited as delegates to the 2010 Sessions of the Global Constituent Assembly, as well as to any previous Session of the Provisional Global Parliament, and who re-confirm their support for the Constitution for the federation of all nations, as amended.2. Members of the Provisional Global Parliament in categories (a) and (b) as defined above, shall serve only until the first operative stage of Earth Government is declared, but may be duly elected to continue as Members of the Global Parliament during the first operative stage.
b. Persons who obtain the required number of signatures on election petitions, or who are designated by Non-Governmental Organizations which adopt approved resolutions for this purpose, or who are otherwise accredited according to terms specified in Calls which may be issued to convene particular sessions of the Provisional Global Parliament.
c. Members of the Global Parliament to the House of Elected Representatives who are elected from Global Electoral and Administrative Districts up to the time of convening the Provisional Global Parliament. Members of the Global Parliament elected to the House of Elected Representatives ma y continue to be added to the Provisional Global Parliament until the first operative stage of Earth Government is reached.
d. Members of the Global Parliament to the United Nations who are elected by national legislatures or appointed by national governments up to the time of convening the Provisional Global Parliament. Members of the Global Parliament to the United Nations may continue to be added to the Provisional Global Parliament until the first operative stage of Earth Government is reached.
e. Those universities and Council s which have ratified the Global Constitution may nominate persons to serve as Members of the Global Parliament to the House of Advisers. The House of Elected Representatives and United Nations together may then elect from such nominees up to fifty Members of the Global Parliament to serve in the House of Advisers of the Provisional Earth Government.
