President's message

On and around May 26, 2006, millions of people around the world will have joined together in a global call to celebrate Life, and to thank God for this gift. Celebration of Life Day The Global Community is asking all Peoples of the world to participate in this celebration of Life in your own community. From the experience in your life and local community tell us what you did to sustain Earth, humanity and all life, and to create Global Peace amongst us all. We will gather this information from groups all over the world and compile it into a comprehensive report. Your work will be shown during Global Dialogue 2006. Some of us will obtain the ECO Award in different categories.

GCEG Global Parliament has appointed Dr. José G. Vargas-Hernández to the position of Global Environment Minister. We ask you all to welcome him as our new member of the GCEG Executive Council of Global Ministers. Dr. José G. Vargas-Hernández has the greatest ability and highest ethical and professional integrity to serve in policymaking and in this key executive position. Responsible and accountable government and global citizens are what humanity needs. Acountability of all global citizens, including in business and trade. The Global Community deserves nothing less.

The idea of Global Community Earth Government (GCEG) was born out of the mess the United Nations (U.N.) organization and its related bodies (UNICEF, UNDP, UNEP, UNFPA, UNESCO, WHO and others) have created in the world. And I will explain in this Newsletter in what ways the U.N. organization is a failure to humanity, and how critical it is necessary to shut it down and replace it by GCEG. It has become clear that the U.N. has promoted a culture of violence, waste, mismanagement and corruption which cannot reform itself. "We the Peoples" have been let down. GCEG is here to replace the U.N. GCEG is the only hope for humanity and all life on Earth. We have to rectify the failure of the U.N. of helping humanity. I have already begun the process of fixing the system by legislating and enforcing the GCEG Responsibility and Accountability Act – a specific, detailed and credible plan to clean up bad global governance in the world. The U.N. is bad governance.

A very important GCEG legislation is the Global Citizens Rights, Responsibility and Accountability Act which, after its approval by Global Parliament, will define rights, responsibility and accountability of all global citizens. Each and everyone of us will make decisions, deal with one another, and basically conduct our actions as per the Act. The final document will be brought forward for approval during the Tenth Global Meeting of the Global Community Earth Government, Fall 2006. People from all nations of the world, and all National Governments, are invited to amend the document proposed here today  (read Press Release Feb. 26, 2006 ECO Award).

With this Newsletter we want to distant ourselves from the fraudulent use of our material by the U.N. and its related bodies. They are trying to take over our identity as an organization, the Global Community organization, by using our material. They are making the wrong use of our material, our expressions on Global Vision, Global Peace and Global Sustainability, with the intentions of stealing our identity as the Global Community organization. We are here to replace the U.N. and not to give the U.N. what we own. The Global Community and GCEG do not promote war as a solution to world problems. Through the use of our Global Dialogues, we have researched, developed and promoted peaceful solutions to global problems. We have made our organization available to all governments and communities. We offer to mitigate conflicts through an arbitrary process. The Global Community is a non-profit organization doing humanitarian work througout the world. We also do research and development to find solutions helping communities and businesses live a global sustainable and equitable development. We dont ask for tax dollars, or donations from anyone. And we dont sell anything to make money. Global Community WebNet Ltd. has been the sole sponsor of the Global Community and of all its advocates ever since their formations.

Humanity is going through a phase of global consciousness. We see entire nations making choices based on what is good for themselves, today self-interests, versus what is good for the next generations and all life on the planet. In other words, they make choices between international politics versus global politics.

International politics are driven by national interests, self-interests, while Global politics are about the survival of all of us of the planet. Global politics is about doing what is right for all of us now and in the future, and for all life on the planet. We base our understandings and actions on principles we all know are rights deep down. There are ways of doing things that will give everyone a good survival chance. There are global equitable and sustainable solutions. Global politics are meant to guide us on the right path. They are meant to bring humanity on a safe ground. They are about the survival of all of us of the planet.

The U.N. and all its related organizations have failed humanity and all life on Earth on many levels:

1.    the Universal Declaration of Human Rights should be replaced by the Scale of Human and Earth Rights;
2.    corruption, mismanagement at the highest levels, and bad global governance;
3.    promotion of the military option, war;
4.    allowing the genocides of several peoples;
5.    the business of deceiving, making believe, controlling without a democratic mandate from the Global Community;
6.    the U.N. is operating using precepts dating back 2000 years and developed by the Roman Empire; those precepts best suit the invasion of nations and the destruction of the global life-support systems and the Earth environment;
7.    the absence of proper governance and justice at the U.N.; and
8.    the use of trickery to deceive the world and subdue nations.

Seeing such a mess, GCEG had no other choice than to research and develop a proper system of governance for all of humanity, the Global Constitution, and to enforce Global Law.

Often we hear on the news about the U.N. humanitarian work in places being hit by a drought, a flood, a hurricane, a tornado, a forest fire, or by any climate related disaster. What we see on the news is a helping U.N. hand to those being hit by 'an unpredictable Nature' disaster. We see good humanitarian work from the part of the U.N., and it is very much appreciated. The world needs our help. Those living through the disaster are feeling the lost of everything they own, and the lost of relatives and friends, neighbors, and are desperately hurting. A feeling of complete lost and helplessness! A person in this situation can hardly think about himself or herself and what to do next. Because in this situation we dont think there is a 'next', or a 'tomorrow'. We just dont think anything beyond our immediate survival. And when a helping U.N. humanitarian hand comes along we just want to grab it and be thankful for the help. We sure dont see cause and effect. We sure dont see the global consequences of water, air and land pollution created by the industrialized world on the global life-support systems. We dont see the cause of this truly 'human-made' disaster and how human activities could have caused Nature, our global environment, to change. The global climate is changing rapidly, and it is cause by human activities. The same helpful U.N. hand has another hand hidden behind his or her back. That hidden hand has caused the problem, the disaster, and is not about to change the chain of events happening globally. That same hidden hand will go back home and drive a SUV vehicle knowing very well it is polluting the global environment and causing human-made disasters on a global scale. Our ways of life is being protected by government and its military. Our consumer driven society caused the climate to change. For us helping another person in desperate needs of help is about filling a hole in ourselves, not about helping the desperate person. We are feeling guilty, and we want to see on the news that we are helping the world. We want to see a picture of us helping someone in needs. So we can sleep better, and not feeling so guilty after all. That is 'us'! The media industry is doing its job showing us the picture we wanted to see. Us helping them! That is the image we want to see. And then we go back polluting the planet as if nothing had happened. If we feel guilty on another level, we go to church and confess. Then we are really all right! God is with us! Hey! We confessed did we not!?

I have another news for us. We are not all right. The institutions that are protecting us and our ways of life are not all right. Our ways of life are not all right. And we are causing a global problem that is at the moment beyong repairs. Noone can fix it! How can I explain that. You had a beautiful toy, and now it is broken forever. And you broke it! You are guilty. The Earth Court of Justice Global Police will come to your home, arrest you, and through you in jail for the rest of your life. No! That would be too easy and too nice! A jail is a shelter and has food and drinking water, clean clothes. The millions of people we have affected wont even have anything at all. Nothing! And they will all die. Some after suffering a long and horrible death. All because we cannot keep ourselves from driving that SUV or the like. All because of our ways of life!

It is hard to change a way of life. Our mind will find a million excuses for not doing so. We have created a psychological immunity system around ourselves that prevents us from feeling guilty for any length of time. Most of us even feel good about what we are doing. We are helping the world.

The reality is that we are destroying the world. The global life-support systems have been pushed to their limits, and we are starting to feel the pinch of the impacts on our ways of life. If the news media was to show us all the human-made disasters happening everyday everywhere we would not hear about anything else.

And things wont get any better. They will get much worst! The only hope is GCEG. GCEG will make things right for all of us and not just for a small segment of the world population. First, we have to shut down the U.N. organization. The U.N. organization is an institution that has failed humanity very badly. It does not work. The U.N. protects its own image by showing us a U.N. worker on the news helping a victim of a human-made disaster (but they called it a disaster made by Nature). The U.N. must be replaced by GCEG. Now! The U.N. organization is a failure to humanity, and it is necessary to shut it down and replace it by GCEG. It has become clear that the U.N. has promoted a culture of violence, waste, mismanagement and corruption which cannot reform itself. GCEG is here to replace the U.N.

GCEG will bring proper changes to help humanity and all life on the planet. We will not be able to fix all the problems our ways of life have created but we will have a better chance of survival as a species.

We ask you to take part in the campaign against illegal construction activities by Transneft Open Joint Stock Oil Transporting Company within the borders of World Heritage Site Lake Baikal. Do what you can to stop the pipeline from being built. Lake Baikal

Even though it was proposed by Russian President Putin to route the new Siberian/Pacific coast oil pipeline at least 40 km from Lake Baikal, and outside of the "Jewel of Siberia's", it is best to keep a watch on these activities. A 40 km distance is hardly a compromise.

The formation of GCEG ministries is the most important event in human history. Humanity sees the need to manage the world affairs in several aspects of our lives: energy, agriculture, environment, health, Earth resources, Earth management, security and safety, emergencies and rescues, trade, banks, speculation on world markets, peace, family and human development, water resources protection, youth, education, justice, science and technology, finance, human resources, ethics, human and Earth rights, sustainable development, industry, and manufacturing products, etc. Global ministries will be given power to rule themselves in harmony with each other. The WTO will not be the only global ministry that can rule on cases related to trade. The Global Community is calling for the immediate formation of the Earth Ministry of Health. The globalization of trade, the extensive mouvement of people all over the world, the increase of poverty and diseases in developing countries and all over the world, have caused pathogens and exotic diseases to migrate over enormous distances and now, are an increasing threat to local ecosystems and communities, economies and health of every human being and all life. The Global Community is calling this threat of the upmost importance and must be dealt with immediately by every nation. We must manage health in the world. We are calling for the immediate creation of the Earth Ministry of Health.

We are inviting professionals to submit an application to become the Ministers of Global Community Earth Government (GCEG). Just so you all know we dont pay anyone, and we dont pay expenses. We do volunteer work for humanity. We do 'soft activism' work. The Global Constitution shows us how to operate our organization. We follow Global Law as shown in the Global Constitution. All those who do volunteer work for us must become familliar with it and become 'global citizens' . You are required to read about the Criteria of the Global Community Citizenship. Read it at: http://www.globalcommunitywebnet.com/globalcommunity/GCcitizenship.htm Once you are sure you understand the Criteria, then you are required to live a life as per the Criteria. You do not need to let go the citizenship you already have. No! You can still be a citizen of any nation on Earth. But you are a better human being as you belong also to the Global Community, and you have now higher values to live a life, to sustain yourself and all life on the planet.

Once you have accepted the Criteria, you become a Global Citizen, and you can be a volunteer for us.

We do not relate in any way with the United Nations. We are here to replace it. For over a decade GCEG has tried very hard to reform the United Nations. It has become clear that the United Nations promotes a culture of waste, mismanagement and corruption, and that it cannot reform itself. Today, the only logical, most equitable and sustainable alternative, is to replace it with GCEG.

A Minister starts defining his or her ministry completely: what it will do, why is it needed, the money needed to run it (we do not pay anyone or pay expenses), the people needed, the work it will do all over the world, etc. Each and everyone of us can pick a Minister's position and find absolutely everything there is to be found about the Ministry. Minister of Global Health

The Global Health Ministry is needed to reduce the threat of new and reemerging diseases and immune micro-organisms. SAR is certainly a new emerging global threat and must be managed before it becomes widespread. There are several factors indicating the need for new global changes in the area of health:

* larger populations of mal-nourished and undereducated people living in substandard housing, unhealthy environmental conditions and inadequate health services, and poor water supply and sanitation
* rapid increase in international air travel
* globalization of trade
* lowering of standards in the production, handling, and processing of food have heightened the risk of food-borne diseases
* environmental factors and activities such as deforestation, conflict, tourism and migration into remote habitats have increased exposure to disease


The Global Community is asking national governments to give their support for the network of collaborating laboratories managed by the World Health Organization (WHO). We are proposing to expand WHO's mandate to include:

*     a global surveillance system
*     an emergency section capable of responding to outbreaks of infectious disease anywhere in the world
*     a more efficient vaccines program
*     research into advanced-generations of antibiotics
*     help governments put in place policies to improve the management of medical and public health resources, and to monitor these policies. Tele-medicine and tele-health can bring the best medical and health knowledge to all areas of the world. Public-private partnerships have been shown to reduce disease and health costs in developing countries. More research are needed to understand the relationship among disease, ecology and genetics.
*     AIDS awareness programs have to become far more aggressive. AIDS is the leading cause of death in the sub-Saharan Africa and is now spreading rapidly in Central/Southern Asia and Eastern Europe. Local delivery of anti-retrovirus medicine to developing countries is very difficult.
*     bioterrorism is a threat just as important as a nuclear war and a section of this global ministry must be prepared to respond quickly and efficiently.
* more research is needed to understand and respond to infectious diseases. Immunization rates are declining in low-income and middle-income countries. There are more than 30 new and highly infectious diseases that have been identified, such as Ebola and AIDS, and there are no treatment, cure, or vaccine.
* more research is needed in 20 known strains of diseases such as tuberculosis (TB) and malaria which have developed resistance to antibiotics due to the widespread use and misuse of these drugs.
* more research is needed in old diseases such as cholera, plague, meningitis, diphtheria, dengue fever, hemorrhagic fever, and yellow fever as they have reappeared as public health threats after years of decline.


Universal health care, education, retirement security and employment services to every Global Community citizen

Implemented through the Global Community with built-in mechanisms for optimum input and oversight guaranteed to all member-states, the Global Community offers a practicable starting point for achieving:

(a)     a healthful, sustainable environment for every global community citizen,

(b)     universal health care, publicly supported,

(c)     education for all based upon individual capability,

(d)     creative/productive employment for every global community citizen, and

(e)     post-retirement security.



This effort will lead over time to an escalation of human values and symbiotical relationships transcending money centered economics.

The Global Community is calling for the immediate formation of the Earth Ministry of Health. The globalization of trade, the extensive mouvement of people all over the world, the increase of poverty and diseases in developing countries and all over the world, have caused pathogens and exotic diseases to migrate over enormous distances and now, are an increasing threat to local ecosystems and communities, economies and health of every human being and all life. The Global Community, the Human Family, is calling this threat of the upmost importance and must be dealt with immediately by every nation. We must manage health in the world. We are calling for the immediate creation of the Earth Ministry of Health .

Formation of a Global Ministry of Environmental Health

1.     Must be non-profit, grassroots, and at community level.
2.     Finances: drug companies and governments.
3.    Global Declaration

c)    scientists and professionals in the fields who have dedicated their lives to environmental health
d)    humanitarians




Minister of Earth Security and Global Police
The work of the Global Community mainly has an effect on improving exchange of information, developing joint police actions, and approximating police technology.


Police cooperation developed bilaterally in the frontier areas to fight local transfrontier crime. Over the past decades, the evolution of transnational crime increased the frequency at which the people in charge of police services were brought into contact with each other. Police cooperation is essentially practical and the actors on the ground tend to resolve the problems encountered by using concrete solutions rather than by issuing a rule of law. This characteristic of police cooperation is the result of the tradition of police services. Confidentiality is a requirement in police action.

The approximation of criminal offences is a step towards establishing common criteria for public order. It favours the development of the spirit of mutual trust needed to build an area of freedom, security and justice. Approximation has proved to be an effective instrument for removing the obstacle of double incrimination. Under that principle, a State only takes action on a request for assistance if the act referred to by the requesting State is also an offence in its own legal order. A State can cooperate only if it considers the act for which its cooperation is requested to be punishable, i.e. the act must be an offence against its national law and order. The approximation of criminal laws prevents a State from being converted into a penal paradise in relation to the others. By approximating criminal laws, the States lessen the differences between national legal systems. Criminals thus lose the advantages of operating in a given State. The question of the approximation of criminal offences is of particular importance for developing an area of freedom, security and justice. By establishing this concept, the Member States expressed their will to go beyond traditional cooperation to combat crime. They clearly announced their intention to reinforce existing mechanisms, particularly the approximation of criminal offences.

Work on the approximation of sanctions is much more recent. The Global Community's legal instruments provide only that the Member States must impose effective, proportionate and dissuasive criminal sanctions. In other words, as long as they respect these guidelines, they are free to determine the type of penalty and its level. Building an area of freedom, security and justice will involve a further effort to approximate criminal sanctions. This effort can be given effect in different ways, such as the setting of a minimum penalty States must incorporate into their national laws.


In the context of intense development of international trade, customs cooperation plays a key role in the fight against fraud. The customs authorities participate in the fight against organised crime alongside national police services. Customs cooperation, therefore, contributes to construction of an area of freedom, security and justice.

Very early on, customs authorities tested the need to cooperate with each other in the fight against fraud, in particular in combating contraband activities.The role of customs administrations will evolve with the abolition of internal frontiers and the globalisation of the economy. Formerly responsible for collecting customs receipts, the activity of customs administrations later will develop to include respect for economic legislation.


Money laundering consists in concealing the origin of money obtained illegally by making it appear legal. The phenomenon is practiced on a large scale, the IMF estimating the aggregate volume of laundered funds at between 2 and 5% of global gross domestic product. The Global Community Parliament has developed a strategy to combat this phenomenon.

A money laundering operation includes three stages:

  • "pre-laundering" or placement, where the criminal seeks to conceal any connections between the money and its criminal origin,
  • "laundering" or "layering", which consists in multiplying the number of transactions in order to dilute the funds through different channels,
  • "recycling" or integration, to make the funds available again.

In some cases, money laundering takes place via international circuits. Those involved in financial crime make clever use of the new technologies and disparities between national laws.

The definition of money laundering is no longer limited to the proceeds of drug trafficking but includes all trafficking and organised crime networks as well as terrorist financing. The obligation of identifying customers and reporting suspect transactions is extended to a number of professions other than banking, in particular to accountants, notaries and casinos. The possibility of designating a self-regulating body for notaries and other independent legal professionals, charged with centralising declarations of suspicion, is left up to each Member State.

Money laundering is an extremely complex process since it involves ever shrewder financial set-ups. The basic rule is to imitate legitimate commercial operations as closely as possible. The changing economic context, financial liberalisation and improved law enforcement oblige offenders continually to come up with new solutions. The authorities responsible for combating money laundering are ceaselessly obliged to adapt to new practices.

The fight against corruption is a priority of the Global Community Parliament's political action to establish freedom, security and justice without borders in Member States. Corruption, which can be defined as an abuse of power with a view to personal gain, is a serious threat to the stability of public institutions.

The governments of a number of Global Community countries have to develop national strategies to fight corruption by political leaders or officials.

The phenomenon of corruption can also entail a transboundary dimension against which national strategies are inadequate. Over and above the formulation of a common definition, the Parliament has widened its action into a global anti-corruption strategy.

Global Parliament proposes the adoption of a common definition whereby the texts present a broad definition of the person offering the bribe, rather than limiting it through specific details. In contrast, the profile of the person accepting a bribe varies from one instrument to the next:

  • For the public sector, the definition of a corrupted official is broader:
    • national public officials, namely any person holding a legislative, executive, administrative or judicial office,
    • foreign public officials and officials of public international organisations.
  • in the private sector any person who directs or works for a private-sector entity. This broad definition includes all types of contractual relations: relations between employer and employee, between partners and so on.

An act of corruption is deemed to exist from the moment the intention is declared. The actual handing over of the advantage is punishable but is not a constituent element of the offence. When an advantage is received after an act has been performed but without having been preceded by an offer or acceptance, the Member States are not obliged to impose penal sanctions. The term "advantage" is not limited to material objects, but also covers all other elements that improve the position of the person offering the bribe.The advantage may be given directly or through an intermediary. The offence is completed even if the advantage is not given personally by the individual offering the bribe. Passive corruption consists in soliciting or receiving any advantage or accepting the offer or promise of an advantage, to act or refrain from acting in the exercise of one's functions. The instruments thus aim to punish both positive (acts) and negative (refraining from acting) offences. The recipient of the advantage may be a third party, which means the act is punishable irrespective of whether the person accepting the bribe receives the advantage personally.

Parliament is convinced that it will only be possible to eradicate corruption by tackling the means that make it possible, in particular the laundering of the proceeds from crime.

Organised crime is part of criminal behaviour known as group delinquency. It is a complex phenomenon, one that is difficult to distinguish from organised gangs and mafias. Organised gangs form the embryo of organised crime while mafias comprise the most extreme form. Because of its secretive nature, organised crime can be difficult to characterise. They usually appear anonymously and often impose a code of silence, the Omerta, on its members and on the people living on the territory it controls. Parliament has worked for some time to develop a concept for Member States adopting a definition that is not:

  • Too expansive, it runs the risk of including criminal groups that approach organised crime without in fact belonging to it (like terrorist groups),
  • Too narrow, it runs the risk of adopting only a partial approach to the phenomenon by not including criminal organisations that, nevertheless, have all the characteristics of organised crime (such as groups using legal fronts to launder money from their criminal activities).

Organised crime has stimulated the development of the concept of freedom, security and justice without borders. Nevertheless, since the events of 11 September 2001, combating terrorism has taken priority, relegating at once the fight against organised crime to second place. Parliament supports action of the States in their fight against organised crime.


The fight against this phenomenon became a priority following the attacks of 11 September 2001. Because of the catalytic nature of these events, Parliament proposes a system intended to freeze the assets of organisations connected to this phenomenon. They also created other mechanisms, such as the Global Community arrest warrant, and an appraisal procedure for national policies in the matter of the fight against terrorism.

The fight against terrorists currently assumes considerable importance in the Global Community's activities. It has been the basis of work undertaken in the field of cooperation between the Member States in criminal matters. Parliament's objective should be to provide citizens with a high level of safety within the concept of freedom, security and justice without borders.

Terrorism has a political connotation whose appraisal remains subjective: some States denounce certain acts as acts of terrorism while others consider them legitimate.

Parliament defines terrorism in relation to the intent of the act. The originality of the text is inherent in the fact that in the future the ultimate political goal constitutes the basic criteria for distinguishing a terrorist offence from offences in common law. Terrorism can be a series of offences such as kidnapping, hostage-taking and hijacking airplanes or the use of firearms or explosives. It provides that each Member State take the necessary measures for the offences related to terrorism to be punishable by effective, proportionate and deterrent criminal sanctions, possibly resulting in extradition. The Member States should also adopt the necessary measures for the individuals responsible for a violation to be liable to a prison term of a maximum of not less than 15 years for leading a terrorist group and eight years for participating in terrorist activities.

Parliament proposes a regulation allowing the assets of terrorist organisations and individuals to be frozen.

The fight against terrorism plays a part in the field of application of several mechanisms created by Parliament and intended to improve cooperation in police and criminal matters, in particular the Global Community arrest warrant.


Trafficking in human beings is one of the criminal phenomena that grew the most intensely at the end of the last millennium, largely because it is highly lucrative.

It is estimated that more than 700,000 people a year fall victim to the phenomenon. The proliferation of the problem is directly linked to immigration policies and to the economic and social crises in certain States and regions of the world. Trafficking is facilitated by the complications of international judicial and police cooperation. Trafficking in human beings concerns all individuals but essentially affects women and children. Victims are taken in by enticing job offers or promises of a better life. They are quickly taken in hand by traffickers, brought into the Global Community illegally or with forged identity documents, and then forced to engage in activities that are highly lucrative for those who exploit them: work in illegal workshops, erotic shows, prostitution and begging. They are often beaten and raped to break their resistance or to deter them from denouncing the traffickers. Trafficking often has ties with organised crime. The Protocol to the United Nations Convention against Transnational Organised Crime to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children, defines trafficking as 'the recruitment, transport, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation. Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labour or services, slavery or practices similar to slavery, servitude or the removal of organs.

Trafficking is a violation of the Universal Declaration of Human Rights and of the Charter of the Global Community: the right to dignity, the right to physical and mental integrity, the prohibition of torture and inhuman or degrading treatment or punishment, and the prohibition of slavery and forced labour. The Charter expressly states that trafficking in human beings is prohibited. A coordinated response by the many different players is needed to tackle this tglobal phenomenon.

The different actions being taken to combat trafficking fall into two categories:

  • Legislative actions,
  • Operational actions.
Parliament proposes the adoption of a legislative arsenal to combat trafficking in human beings.

The phenomenon of trafficking has always existed. To end what used to be known as the white slave trade several international conventions were adopted in the first half of the 20th century. They were subsequently replaced by the Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others, of 2 December 1949, which punishes any person who:

  • procures, entices or leads away, for purposes of prostitution, another person,
  • exploits the prostitution of another person.

Parliament proposes provisions for the protection of victims of trafficking in human beings, in particular:

  • the possibility of confidential legal proceedings,
  • legal, medical, material and psychological assistance,
  • the grant of a residence permit,
  • repatriation to the country of origin.

It urges States:

  • to establish policies, programmes and measures to protect victims of trafficking in persons against further victimisation and to prevent and combat trafficking in persons, especially through information and mass media campaigns,
  • to take measures to alleviate the factors that make persons vulnerable to trafficking, such as poverty, underdevelopment and lack of equal opportunity.

The Iraqi women who toured the United States last month told us that they were amazed by how misinformed many Americans were about the lives of Iraqi women. Most Americans thought that before the overthrow of Saddam Hussein, Iraqi women were sitting at home oppressed, heavily veiled and secluded, and that thanks to the US invasion, they are now liberated. This is what the Bush administration would like us to believe, but after listening to our Iraqi friends many people now know better. To further shed light on the true status of Iraqi women, CODEPINK has released an in-depth report Iraqi Women Under Siege. We encourage you to download this report, read it and pass it on to others.

The report shows that from 1958 to the 1990s, Iraq provided more rights and freedoms for women and girls than most of its neighbors. Though Saddam Hussein's dictatorial government and 12 years of severe sanctions reduced these opportunities, Iraqi women were active in all aspects of their society. After the occupation, with the exception of women in Iraqi Kurdistan, women's daily lives have been reduced to a mere struggle for survival.

Women walking on the streets face random violence, assault, kidnapping or death at the hands of suicide bombers, occupying forces, Iraqi police, radical religious groups, and local thugs. Women trying to raise families in the midst of this chaos find themselves beset by a lack of electricity and clean water, and a dearth of social services like decent schools and health care. Unemployment among women has skyrocketed. Of the 260,000 reconstruction contracts in Iraq, less than 1,000 have gone to female contractors. Before the occupation 70% of the public workforce, by far the largest employer in Iraq, were women. The constant violence has trapped women and their children -- particularly their daughters -- inside the homes. Fewer girls go to school and illiteracy among girls is on the rise. Though 25% of the seats in the National Assembly are reserved for women, the real power in Iraq is increasingly in the hands of Islamists determined to move Iraq from a secular society towards a theocracy. They are forcing women to wear veils and are trying to curtail women's rights in areas such as marriage, divorce, and inheritance.

But as we learned from our amazing delegation, Iraqi women are not mere victims, passively watching the destruction of their lives and the fabric of their communities. As delegate Nadje Al-Ali writes in our report,

"Despite the chaos and violence that restricts their activities and mobility, the women struggle on, meeting in each other's houses, establishing refuges where women can learn skills to make a living, providing free health care, legal advice and literacy and computer classes. Iraqi women also organize conferences, sit-ins and demonstrations to get their voices heard and to influence the political process."

Welcome to Ecological Budget UK

We only have one planet – but this is easily forgotten in a modern, global economy where society has access to markets, people, communications and resources in what seems an ever-smaller world. But with only one planet we have only a finite stock of natural resources, some of which we must share with other species if we wish to preserve a vibrant, healthy and living planet. However, we are consuming natural resources at a faster rate than the planet can replenish them and we have some important choices to make about our future.

In March 2005, the Government launched the new UK Sustainable Development Strategy, and placed the concept of environmental limits at its heart. For the first time since the landmark Brundtland Report (1987), sustainable development is no longer about balancing the conflicting demands of the environment, economy and society. Instead, the new strategy makes clear that the economy, science and governance are the means by which we achieve our broader sustainable development goals – living within the planet’s environmental limits while also creating a just and fair society.

Taking action - One Planet Economics

Following the recent release of the UK Sustainable Development Strategy, “Securing our Future”, which promoted a radical new vision for UK based on 'One Planet Economics', this project could not come at a better time. Despite the increasing popularity of ecological footprint, policy-makers are missing valuable opportunities to make use of the evidence to inform decision-making. WWF believes that there is a need to build capacity within the policy community.

Ecological Budget UK provides the necessary information to know whether we are actually becoming more sustainable on a global level or simply moving our own environmental impact to another part of the world, an important first step towards a ‘One Planet Economy'. For the first time, powerful & comparable information will be at the UK’s, region’s and devolved country’s disposal, together with a software tool to inform decisions aimed at reducing our environmental impacts.

The project is run by WWF and has been developed to quantify the entire global environmental impacts of consumption in the UK. The project is funded by BIFFAWARD, in partnership with the Stockhom Environment institute (SEI) and Centre for Urban and Regional Ecology (CURE).

Ecological Budget UK provides a much needed evidence base to better understand the important issues of Sustainable Consumpion and Production (SCP). Counting Consumption provides a clear picture of the CO2 emissions, material flows and Ecological Footprint of the UK by region and devolved country. The report also provides a statistical and scientific basis for SCP strategies in the UK at national and regional levels.

"Pathways to Global Sustainability", by John M. Bunzl, Trustee, International Simultaneous Policy Organisation (ISPO)

I’d like to thank Global Community Earth Government (GCEG) for giving me this opportunity of talking to you about possible pathways to global sustainability and about the particular pathway that the Simultaneous Policy (SP) campaign offers.

Before starting, however, let me first be clear that to solve our many social, economic and environmental problems, we need to act at all levels. And by that I mean at the local, national and global levels. But today I want to focus solely on the global level; on action we can take to address global problems such as global warming, out-of-control financial markets, monopolistic corporate power and so on. Because the global level is where citizens are most in need of ways to take action.

But before we can discuss pathways to sustainability at the global level, we need a far better understanding of the underlying dynamic that presently causes the global problems we want to solve. I will now tell you what that underlying dynamic in my view is and why our problems will only get worse until we address it. And the ‘underlying dynamic’ I am referring to is what I call destructive competition.

So how does this 'destructive competition' manifest itself? Well, since policies which encourage ecological and social sustainability generally cost industry more, governments resist imposing them for fear of capital or corporations moving elsewhere and of the knock-on consequences of capital flight, inflation, unemployment and a loss of votes. Businesses, too, resist the implementation of environmentally responsible technology, not because it cannot be done but because increased costs will reduce their competitiveness. Mergers and acquisitions and their attendant job losses also occur, not so much out of greed, but out of fear for companies to retain competitive advantage and relative safety from themselves becoming the targets of hostile takeovers. And national governments often permit increasing corporate consolidation against the public interest for fear of their own corporations becoming uncompetitive with those of other countries. Governments also pay vast sums of tax-payers money in corporate welfare to compete for inward investment and of course the corporations happily play one government off against another. Net result? Corporations win - and society and the environment loses. Developing countries too, must compete with one another to attract investment from foreign multinationals by submitting to IMF-imposed 'structural adjustment' allowing their raw materials to be plundered, their forests clear-cut and their indigenous peoples displaced.

Seen in this way, global warming, global poverty, monopolistic corporate power and over-population are not the problems. Because they are merely symptoms of a far greater underlying problem: the vicious circle of destructive competition.

Now this wouldn’t be so bad if government could do something about it. But they can’t, because the threat of capital or jobs moving to other countries keeps all governments locked into a spiral of having to down-level social and environmental protection in a bid to remain relatively more attractive to global investors and corporations. It keeps them locked in a mental and existential framework which is called “maintaining our international competitiveness”. It’s a kind of code-word for justifying worsening social and environmental conditions for the sake of attracting jobs and capital. It’s a vicious circle: a game no nation can win and which all of us will ultimately lose.

To sum it up therefore, today, the main barrier to sustainability is destructive international competition and the fear it induces in national governments - a fear which prevents them from regulating in the social or environmental interest. The problem, in a nutshell therefore, is that democratic governance today remains essentially national whilst business and markets have already become truly global. Democratic governance urgently needs to catch up and to operate at the global level.

The creation of the World Trade Organisation can be seen as an attempt to close that governance gap. But because the WTO largely ignores social and environmental interests, favouring only the interests of trade, it perversely serves only to exacerbate destructive competition rather than reducing it.

The UN itself is also another focus for creating governance at the global level. But the UN, we must remember, embodies a critical contradiction. On the one hand, it has no binding authority over its member nations so it cannot possibly act as an institution of binding global governance. On the other, and from the point of view of its individual member nations, the UN possesses no democratically elected parliament, so there exists no legitimate justification for nations to relinquish any of their sovereignty to the UN. So it’s a ‘chicken and egg’ problem; a veritable ‘Catch 22’. Meanwhile, nations with the most influence over the UN as whole – or over the Security Council in particular - are hardly likely to voluntarily give up their influence.

My personal view, therefore, is that trying to reform the UN – ‘from the top down’, as it were - so that the UN brings global democracy down to the world’s people is unlikely to be successful. Instead, in my opinion, the people will have to bring global democracy up to the UN, from the bottom up! By this I am not suggesting that efforts to reform the UN should be abandoned – far from it. What I am suggesting is that there is now an alternative, complementary and highly effective means at our disposal in the shape of the Simultaneous Policy (SP) campaign. We can support the work of UNAs but we can also support SP.

So, what is SP and why does it offer a credible alternative?

SP is two things at the same time: it’s both a policy to solve global problems and it’s a process by which citizens can drive politicians to implement that policy. As a policy, SP will contain the necessary measures to solve global warming, to enforce appropriate social and environmental standards across the world and to re-distribute wealth from rich to poor across national borders. In short, SP would contain all the necessary policies that we people know to be necessary to create a just and sustainable world. For SP is not a package of policies designed by politicians or by unaccountable global institutions, such as the WTO. Instead it is being designed by citizens around the world who support SP or with help from their chosen independent policy experts. The key point, however, is that SP is to implemented by all or sufficient nations simultaneously. Simultaneous implementation means that no nation, corporation or citizen loses out unduly to any other. Simultaneous implementation thus breaks the vicious circle of destructive competition, removes all excuses for inaction or delay, and allows us all – nations, businesses and individuals - to make the switch away from destructive competition to fruitful global cooperation.

But SP is also a process; a political process that is driven not by governments or political parties, but by citizens. To support the SP campaign, citizens all over the world are being invited to adopt SP. Adopting SP means we pledge to vote in future elections for any politician – within reason – who has pledged to implement SP alongside other governments. Alternatively, if we have a preference for a particular party, adopting means we encourage our party to make that pledge.

Many MPs are signing up to SP simply because they see it as a good idea. But since the outcomes of more and more parliamentary elections around the world are increasingly decided by a relatively small number of votes, not many SP adopters are required to make it in the vital interests of even reluctant or sceptical politicians to support it. So, by adopting SP, we citizens can create a situation where politicians who fail to support SP increasingly risk losing out to those that do. To date, 12 MPs from all the main UK political parties have signed the SP Pledge and we hope to increase this dramatically by the next general election. In parallel to this, we are also making progress in the EU and in other countries.

Commonly, we citizens expect our governments to solve problems for us. But citizens around the world are increasingly realising that we would be foolish to leave it to governments on their own. The present miserable progress with the Kyoto Protocol and other hoped-for agreements to solve global problems are either non-existent or unlikely to be effective. And the UN, as we have seen, is hampered by its own inherent contradiction. So that is why citizens must now take responsibility by getting behind a process which impels politicians to solve these problems, and yet does so in a way which is non-party-political, democratic, inclusive and harms no one’s competitiveness. The Simultaneous Policy (SP), through its condition of simultaneous implementation and its citizens voting pledge, is perhaps the only initiative that permits citizens to use their votes in national elections to drive politicians of all parties to implement global solutions.

Indeed, citizen action via SP is vital, not least because, without a mechanism such as SP by which citizens in the USA can force their government to cooperate, efforts led solely by governments, such as the Kyoto Protocol, will inevitably remain blocked or ineffective. So this is why SP offers citizens in all countries a potentially very effective alternative. And for politicians too, supporting SP is not in conflict with existing governmental efforts but is parallel and complementary to them.

So, whether it is corporate irresponsibility, global warming or any of our many other global problems, none of them is likely to be fully solved without simultaneous, transnational citizen action. If you agree with me that governments are likely to require electoral pressure to make that happen, adopting SP is the means we have at our disposal and I invite those of you here who have not yet adopted SP to do so. In fact I like to think that adopting SP is both our global democratic right and our global democratic responsibility.

In taking responsibility as citizens to solve our global problems, I am reminded of something that activist and campaigner, Marianne Williamson, once said: “Our deepest fear,” she suggested, “is not that we are inadequate. This might be our last chance to stop a project to build an oil pipeline through the Lake Baikal basin in the immediate vicinity of the lake (as close at 800 metres at one point, and crossing 10 major rivers flowing into the lake, and 113,4 kilometres of the UNESCO World Heritage Site).

In very dubious circumstances the state organisation responsible for carrying out environmental impact assessments has approved the project of the state oil pipeline monopoly, "Transneft." It is likely that only the intervention of the Russian President, Vladimir Putin, can prevent the project going ahead before it is too late.

Thousands of signatures have been collected against the project via the Internet (to date - 12625). Thousands more (over 16,000) have been collected in Irkutsk region to a petition to President Putin to call off the project.

In the event of an accident, within 20-40 minutes, up to 40,000 tons of oil could enter the lake with catastrophic consequences. The area is one of the most seismically active in Siberia where, in 1911, the most severe earthquake on Russian territory occurred. Scientists of the Irkutsk branch of the Russian Academy of Sciences have warned that in the case of such an accident some 10 thousand square kilometres of the lake (one third of the lake) would be covered by oil, bringing about the destruction of the major part of the lake's endemic organisms.

Containing 20% of the earth's liquid fresh water, Lake Baikal became a World heritage Site in 1996. The IUCN report recommending it for World Heritage status describes the lake as "a classic case for a World Heritage site meeting all four natural criteria. The Lake itself is the centrepiece of the site and it is its largely unseen underwater features that are the core of its value to both science and conservation. The surroundings of the lake with its taiga-clad mountain scenery and wildlife resources still mostly existing in a natural state is an added bonus. LB is in a class by itself, limnological wonder and a region of superlatives:.Lake Baikal is one of the most biodiverse lakes on earth with 1340 species of animals (745 endemic) and 570 species of plants (150 endemic)."

Peace, the Planet and You

No thinking person can hope for a healthier, more sustainable world without also considering the most pressing issue of all: peace. Peace, environment and sustainability are inextricably linked. To try to separate one from the other is short-sighted and self defeating. We must act as though peace is an integral part of sustainability.

Year after year, war causes untold loss of life, pollution and destruction of ecosystems. Each new war engorges the military industrial complex – a term coined by President Eisenhower to describe a self-perpetuating system that subverts democracy, the economy and the media. Trillions of dollars are spent on militarization, while peace and environmental projects exist on a fraction of that amount.

But to a large degree, war is a result of the lifestyles, actions and inactions of ordinary people. Such as rampant materialism and demand for cheap fuel – coupled with a token interest in energy conservation, renewables, sustainable living, social involvement, politics and peace. By avoiding the topic, we evade our responsibility as citizens and consumers, and ensure an unsustainable future.

It's time for all of us to educate ourselves about war and peace... to participate and support those individuals and organizations who are doing credible, fundamental work... and to apply a skeptical eye to the media, government, and the vested interests of war.

War might always be part of the human condition. But if we continue to accept it to the degree we do today, we could find ourselves with nothing left to fight for. This page is a starting point for those interested in learning more, connecting with groups and organizations – and doing whatever we can to contribute to positive change.

Will the World Look on the Pol Pot of Burma?

Southeast Asia or rather ASEAN is the most densely populated area of the world happens to be also the place where the cruelest people, if not the leaders reside. The ASEAN countries had looked on or rather defended the Khmer Rouge when Pol Pot virtually killed more than million of its own people. Now Than Shwe is slowly but surely strangling the Burmese people with its economic policy, narcotic drugs, ethnic cleansing and environmental degradation, yet the AEAN countries are indirectly eulogizing the Junta with its illogical Constructive Engagement Policy.

The editorial of the Nation in its 'ASEAN's Sad Policy on Burma wrote, "While it is clear to everyone that the Burmese Junta does not care about the international community, the point was reinforced once when Malaysian Foreign Minister Syed Hamid Albar came home empty-handed, as he does not want to antagonize Burma . It is interesting that since the admission of Burma in 1997, ASEAN continues to defend Rangoon, even though this pariah state has not made any positive contribution. Although ASEAN went the extra mile at the last ASEAN summit by expressing its concerns, the Junta simply doesn't care ."

Another interesting point is Albar's visit followed a trip by Indonesian President Susilo Bambang Yudhoyono to Rangoon. Yudhoyono has appointed a special envoy to Burma, signaling Jakarta's growing interest in engaging the junta-led state. After all, at one time, the Suharto regime was the darling of the military Junta. But what we could not comprehend is how could ASEAN members settle on a charter with integrity and references to basic respect for human rights and democratic values when one of its members is actively suppressing its own people? It seems that the theory of the cruelest leaders resides in the heart of ASEAN proves to be true.

The reclusive and repressive military junta decision to relocate the new capital to a remote town in the jungle is threatening a refugee crisis. According to non-governmental organizations in eastern Burma, " thousands of unarmed civilians have been driven from their homes by government soldiers who are securing the country's new administrative centre." The UN has recorded a 15-fold surge in the number of refugees crossing into Thailand. According to refugees and Christian aid groups, thousands more are trapped in the jungle, their escape route blocked by government troops and no one can reach them. Refugees and aid workers described how soldiers of the Burmese Junta had forced civilians to labor in their camps, burning villages and murdering their inhabitants.

For decades Burma's notorious army has fought ethnic forces in the peripherals but the central parts of the country around Pyinmana have been spared. Now they have made an offensive in these areas driving out the ethnic Karens that they could not exist any more in their native land. This new refugee problem, according to the UN High Commission for Refugees in northwest Thailand said is the same as Burmese crossing into Mae Hong Son some 20 months ago and the world passed on as if nothing has happened.

A very reliable source says that the Junta is planning to assassinate, the only Burmese Nobel laureate, Daw Aung San Suu Kyi, who is also a pro democracy movement leader. The first attempt at 'Depaeyin' failed, when Khin Nyunt (the former intelligence chief and Prime Minister) sent his team to rescue the lady and for this he is languishing in jail. A confirmed document outlined the re-arrest former political prisoners. It has also, threaten the staff of foreign missions stationed in Rangoon and have deliberately created fear and confusion among the by beating up activist to death former activists and using bombs on the populace and blaming the opposition forces. The rift and factionalism among the army, have often lead to violence, bloodshed and even to the utter devastation, in this failed state.

The Burmese military's ailing health care system is leading to a serious humanitarian crisis that is affecting not only Burma, but also its neighbours. The failure to adequately address HIV, Tuberculosis and Malaria are having a devastating effect on infection levels. This low level of public funding for health and education couple with widespread corruption has greatly weakened the health sector. Hospitals are operating at very rudimentary levels and public health programs are neglected. It is estimated that 3.46 percent of reproductive aged adults were infected with HIV in 2000. About 40 percent of Burmese people were infected with tuberculosis and WHO figures showed about 3.6 percent of the Burmese population had Malaria in 2003.

But the unkindest cut is the increased government restrictions on the activities of international aid groups. This action reflects the typical Myanmar Generals mentality since its inception as a Burma Independence Army. Being the most responsible persons to help the people they are unable to do it, hence they would also not allow other people to implement it lest the people would belittle them and that at international aid NGO would take the credit. Global Fund, Medicin Sans Frontiers and the International Red Cross have withdrawn from Burma. The regime would rather see its people died rather then allow the international community to save him. The combination of Burma's poor national health system and the restrictions of international aid programs and the spread of drug-resistant strains of diseases in Burma posed a significant health risk to Burma's neighbours and the ASEAN region.

How long will the civilized international community look on this sad sate of affairs? Will it shed its crocodile tears when the hope of Burma Daw Aung San Suu Kyi was killed? The neighboring big countries of Burma particularly, China and Burma has looked on with folded arms exploiting the country's natural and human resources while ASEAN is just a lame duck. Indeed ASEAN should repent its failed policy on this failed state. If they have adhered to the principles like other regional grouping such as the EU and OAS and refused to accept Burma in 1997, the story might have been a little different. But business has always over rule the conscience and their greed has over come their rationale.

In fact Southeast Asia or rather ASEAN is not only the most densely populated area of the world but also the most diversified religious adherents resides. The architect of the illogical "Constructive Engagement" policy practiced by ASEAN happens to be Singapore and Malaysia who profess Confucius and Islam, while Christianity represented by Philippines and Buddhism practiced by Thailand and the rest of Southeast peninsula countries just go along with the rest.

Hence not only China, the most populous nation of the world or India, the biggest democratic state of the world are practicing hypocrisy but also the immediate neghbours of ASEAN countries are making a mockery of the religious beliefs. It seems that Asia is unable to solve this sad and sorrowful plight of the people of Burma and we may definitely need the help of super power who is outside of Asia to come in and put an end to this long and on going tragedy in Burma as it had done in Iraq.

Peace is a challenge to human society in modern times.

Murder, violence and terror created by human bombs and threats of nuclear weapons on one hand and diseases like AIDS and SARS coupled with natural disaster like drought, floods, earthquakes and tsunamis on the other, have led the world into a nosedive toward an unheard of pitiable condition. Man is now sinking lower mentally as all the great human values are collapsing due to a rapid growth of falsehood, corruptions, deception and accusations. With the evolution of civilization human, character has been an embodiment of great ideals of love, cooperation and sacrifice, and art has reflected this truth most sincerely. Art in its march up to the Twenty First century has made tremendous stride. The modern art, including its abstract version, has revealed the philosophy of life vividly. Man in his quest for knowledge and progress has reached the pinnacle of civilization, but during his ascent he has also invented weapons of mass destruction. Despite modern development, the world is divided into religious sects and national boundaries, which with their show of strength have perpetrated economic exploitation and poverty on the silent majority. Envy, selfishness and greed have turned this beautiful earth into a veritable hell with no unity and friendship. The Twenty First century is not a period of nuclear weapons, and therefore, not of war, but the situation appears that the human duty is to plunge the whole world into the abyss of war.

The main religion of human beings must be based upon the philosophical concepts of sympathy, love, compassion, cooperation and sacrifice. These ancient essential values have to be revived and brought back to use. For this, we require to awaken the feeling of cooperation and sympathy. We must revive and revitalize the human hearts with a strong and indomitable spirit of sacrifice. For it, let us proclaim this century, “the century of Peace through Art”. As our ancestors established great religions with self-sacrifice, we too can establish peace on earth for the continuation at natural growth of human civilization through art. This mother earth will soon be developed into a common garden of multicoloured fragment flowers. I am out on this world tour in search of a new life with this aim in view. I want to spread the message of peace through my artistic creations all over the world. My art is simple with no special style, nor any conceptual philosophy. It consists of scenes I have experienced and felt with my soul and conscience. I paint the beautiful and positive aspect of this world that can bestow a sweet feeling in people who come to enjoy my artistic works. Indeed some of my paintings portray scenes of accidents, violence, murder or war but I have done so just to show how cruel and unproductive are human mistakes, how devastating and far-reaching they can be. So, other paintings side by side will show the rays of hope for future mankind. In fact, my sole objective is to spread peace, friendship and love in the whole world.

You can participate in this venture personally by buying these pictures, organizing the exhibitions or arranging painting workshops. This will give me an opportunity to paint your culture, society and feeling on my canvas orienting them to world peace.

Lamy’s India visit may break WTO deadlock

NEW DELHI, APRIL 2: Keen to fizzle out the logjam in WTO talks, director general Pascal Lamy will be on a two-day visit to India — an influential member of the world body — beginning on April 5.

As India is one of the main leaders of G-20 and NAMA-11 blocs, Mr Lamy has expressed his desire to interact with all stakeholders in the country relating to the ongoing WTO negotiations in agriculture, non-agriculture market access (NAMA) and services.

After the Hong Kong ministerial, there is a deadlock in negotiations in all these three main sectors. Mr Lamy wants the negotiations to conclude by April 30 on basis of the Hong Kong ministerial draft.

He had said unless some breakthrough was found before the month-end, it would amount to letting go it, what could perhaps be the last opportunity to salvage the Doha Round.

The Union commerce ministry and United Nations Conference for Trade and Development (UNCTAD) in India are jointly planning to host Mr Lamy’s meeting with the stakeholders on April 5.

Negotiations in agriculture marked no substantial progress with discussions on sensitive products, Blue and Green Boxes, and state trading enterprises remaining in conclusive.

Two new papers have been introduced — one on food aid from African group and least developed countries and the other from Agentina on comparing market access ambition in agriculture and non-agricultural products.

On NAMA discussions there has been a sharp division between developed and developing countries on the flexibilities to be accorded to developing countries under paragraph 8 of Annexe B of the July 2004 framework and operationalisation of paragraph 24 of the Hong Kong Declaration and also on the issue of special and differential treatment.

The group of developing countries called NAMA-11 sharply criticised the demand of the developed nations for a sharp reduction of their industrial tariffs.

Negotiations on services got locked up in the plurilateral negotiations launched on February 28, 2006 by major developed counties with the support of a handful of developing countries. ----------------------------------------------

Lamy should ensure fair trade

There has been no substantial progress in agriculture trade negotiations in Geneva. The April 30 deadline set by the WTO director-general, Pascal Lamy seems unlikely to be met.

The director general knows the ground realities for certain. Despite this, he is making a frantic bid to make the parties come to an agreed conclusion. He will be on a tour to India, this week on April 5-6. This, time he wants to hold discussions with all stakeholders in India.

A fair and non-discriminatory farm negotiation can be achieved if the WTO focuses primarily on the concerns of farmers, particularly the small and marginal farmers, across the globe. The very reason for stagnation in agriculture negotiations is that WTO is concerned more on boosting trade rather than the livelihood and security of the farmers.

The driving motive of WTO is to industrialise agriculture. The indication is clear in keeping fisheries out of agriculture negotiation and placing it under non-agricultural market access (Nama). Developed countries, having enough resources, have been able to protect their agriculture through heavy subsidies, high tariff barriers and discriminatory non-tariff barriers.

But this situation has not helped the small and marginal farmers in the developed world, except in countries like Japan, where majority are small farmers by default. Over the years, in the quest for industrialisation of agriculture, the West has systematically pursed a policy of encouraging large farm holdings and large corporate farming. The small farmers and family farms became marginalised in the process and migrations to urban areas took place.

About three-fourth of present day’s Europe’s and North America’s unemployment problem would not have been there, had they not displaced their small farmers. It would spell doom to the economies of populous developing countries like India, if they are to displace their small farmers from their land.

Not that large farms and corporate farming have proved more competitive. Their capital intensive and highly mechanised farming practised cannot survive without heavy subsidies. The major beneficiaries of heavy western subsidies are the large farmers and corporates. This has proved that the large needs support for existence, while the small (particularly in the developing world) can survive on its own.

Trade experts are of no two opinions that subsidies distort trade by depressing global prices and create unequal terms in trade. Yet, instead of going to the root of the problem, some trade experts try to justify the subsidies by categorising them as “trade-distorting” and “non trade-distorting”.

If Mr Lamy wants to ensure a fair competitive trade in agriculture, he should attempt to phase out all types of subsidies and supports to large farmers. The exporters should not enjoy any direct or indirect support.

Interestingly, the developed countries have come to believe that agriculture cannot be equated with industry, and is not meant only for trade. It is “multi-functional” and have a livelihood aspect. They now want to protect their farm sector through a range of sensitive products and special safeguard (SSG) mechanism, and yet want the developing world to open up their markets for their highly subsidised products of large agri-business corporations.

The concept of sensitive products vis-a-vis special products (SPs) for the Third World would not resolve the issue. Developing countries, mostly in the tropics, grow a wide range of crops, which are equally sensitive and cannot be limited by numbers. The issue of SPs and SSGs will complicate trade. The simple way out is to allow countries to impose quantitative restrictions on imports, when needed.

Hope, Mr Lamy would understand the situation of small farmers across the globe, particularly in the Third World. --------------------------------

Dear Sir or Madam,

We ask you to take part in campaign against illegal construction activities by Transneft Open Joint Stock Oil Transporting Company within the borders of World Heritage Site "Lake Baikal".

Since 2003 Transneft has been planning to build the world's longest pipeline, running 4,188 km (2,602 miles) from central Siberia to the Russian Far East and the Sea of Japan to transport oil to the markets of Pacific Asia over the northern end of Lake Baikal. In late 2003 the pipeline project failed to pass through the mandatory Environmental Impact Assessment (EIA). The main reason why the project was turned down then was because the pipe was to have crossed the catchment basin of Lake Baikal, a World Natural Heritage Site since 1996, just 12 km away from the water edge. In 2004 Transneft modified the pipeline project and moved the pipe to a distance of 80 to 100km to the north from Lake Baikal. Despite fierce public opposition to the project because of other pipeline-related environmental risks and a huge scandal around the state EIA, this new project was approved by the Federal Service for Ecological, Technological and Atomic Supervision (Rostechnadzor or FSETAN), an independent governmental agency responsible for environmental protection.

However, in March 2005 Transneft illegally started surveying activities within the World Heritage Site "Lake Baikal". In some places the pipe would run as close as 800 metres away from the lake. Moreover it runs through seismically active mountainous areas north of lake. In its proposed route through the Severomuisky Range, the pipeline could be ruptured in earthquakes, landslides, mudflows, and other geological events which would cause both considerable economic losses and irreversible pollution of the Lake Baikal watershed and the lake itself.

Lake Baikal is a place of superlatives: the deepest, the oldest, the clearest, the cleanest, the highest level of biodiversity, the largest volume (20% of the total) of liquid freshwater in the world, and home to a freshwater seal. For this reason Lake Baikal is on the World Natural Heritage List of UNESKO.

We strongly request that you do not support the pipeline if it is built to Perevoznaya Bay or in the seismically active area in the Lake Baikal basin. We the Peoples have been let down

On December 10, 1948 the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights. In the Preamble of the Declaration it says:

Whereas recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world,

Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people,

Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law,

Whereas it is essential to promote the development of friendly relations between nations,

Whereas the peoples of the United Nations have in the Charter reaffirmed their faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women and have determined to promote social progress and better standards of life in larger freedom,

Whereas Member States have pledged themselves to achieve, in co-operation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms,

Whereas a common understanding of these rights and freedoms is of the greatest importance for the full realization of this pledge,

Now, Therefore THE GENERAL ASSEMBLY proclaims THIS UNIVERSAL DECLARATION OF HUMAN RIGHTS as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction.

And again in the Constitution for the United States of America it says:
"We the People" of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

One could investigate the history of the United Nations and that of democracies from all over the world and would find:
*     this "We the Peoples" expression or something close to its meaning , and
*     that in the whole the "Peoples" have been let down in major ways.
On behalf of Earth Government, I will show in this article how this has happened, and how GCEG is the only hope to protect humanity and all life on Earth.

In the Preamble of the Global Constitution you will also read about the We the Peoples of the Global Community, the Human Family, the Global Community Earth Government (GCEG), that are reaffirming faith in the fundamental human and Earth rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and smalll. We the Peoples of the Global Community organization implies every individual on Earth, every community and every nation. Earth management and good global governance is now a priority and a duty of every responsible person on Earth. Membership in the Global Community organization is open to any person (group, NGO, state, businesses, city, Member Nation, or any global citizen) which accept the obligations contained in the Global Constitution and are able and willing to carry out these obligations.

This investigation also shows that the Global Community organization and the GCEG are the only organizations so far that have kept in line with these obligations concerning "the Peoples". They are the only hope to humanity and all life on the planet.

Because of the 'mess' and disorder find at the United Nations, and because of bad leadership, all Member Nations of the United Nations have been found to have let down "the Peoples" they represent.

GCEG was born out of this mess the U.N. organization and its related bodies (UNICEF, UNDP, UNEP, UNFPA, UNESCO, WHO and others) have created in the world. And I will explain in this Article in what ways the U.N. organization is a failure to humanity, and how critical it is necessary to shut it down and replace it by GCEG. It has become clear that the U.N. has promoted a culture of waste, mismanagement, violence and corruption which cannot reform itself. Senior government officials at the U.N. make global decisions or the lack of them and yet they have no knowledge, experience, and understandings of global problems. They are driven by their nation self-interests and by lobbying from powerful corporations. The U.N. organization is not about global politics. It is about self-interests and international politics.

The U.N. and all its related organizations have failed humanity and all life on Earth on many levels:
1.    the Universal Declaration of Human Rights should be replaced by the Scale of Human and Earth Rights;
2.    corruption, mismanagement at the highest levels, and bad global governance;
3.    promotion of the military option, war;
4.    allowing the genocides of several peoples;
5.    the business of deceiving, making believe, controlling without a democratic mandate from the Global Community;
6.    the U.N. is operating using precepts dating back 2000 years and developed by the Roman Empire; those precepts best suit the invasion of nations and the destruction of the global life-support systems and the Earth environment;
7.    the absence of proper governance and justice at the U.N.; and
8.    the use of trickery to deceive the world and subdue nations.

Bad leadership from the part of the U.N.! Failure to help humanity! The U.N. organization is an accomplice of the war industry, and it is an accomplice of the oil & gas industry to make it easy for the industry to make our planet unsustainable and destroy the global life-support systems. The U.N. organization is a puppet of the USA! The U.N. organization is making the wrong use of our material, our expressions on Global Vision, Global Peace and Global Sustainability, with the intentions of taking over the identity of the Global Community organization.

"We the Peoples" have been let down by the U.N. organization.

GCEG is here to replace the U.N.

We have to rectify the failure of the U.N. organization of helping humanity. I have already begun the process of fixing the system by legislating and enforcing the GCEG Responsibility and Accountability Act – a specific, detailed and credible plan to clean up bad global governance in the world. The U.N. is bad global governance.

Often we hear on the news about the U.N. humanitarian work in places being hit by a drought, a flood, a hurricane, a tornado, a forest fire, or by any climate related disaster. What we see on the news is a helping U.N. hand to those being hit by 'an unpredictable Nature' disaster. We see good humanitarian work from the part of the U.N., and it is very much appreciated. The world needs our help. Those living through the disaster are feeling the lost of everything they own, and the lost of relatives and friends, neighbors, and are desperately hurting. A feeling of complete lost and helplessness! A crying out for help! A hurt so deep it seems total and immense! A person in this situation can hardly think about himself or herself and what to do next. Because in this situation we dont think there is a 'next', or a 'tomorrow'. We just dont think anything beyond our immediate survival. And when a helping U.N. humanitarian hand comes along we just want to grab it and be thankful for the help. We sure dont see cause and effect. We sure dont see the global consequences of water, air and land pollution created by the industrialized world on the global life-support systems. We dont see the cause of this truly 'human-made disaster', and how human activities could have caused Nature, our global environment, to change so drastically. The global climate is changing rapidly, and it is cause by human activities. The same helpful U.N. hand has another hand hidden behind his or her back. That hidden hand has caused the problem, the disaster, and is not about to change the chain of events happening globally. That same hidden hand will go back home and drive a SUV vehicle knowing very well it is polluting the global environment and causing human-made disasters on a global scale. Our ways of life is being protected by government and its military. Our consumer driven society has caused the climate to change. For us helping another person in desperate needs of help is about filling a hole in ourselves, and it is not about helping desperate people. We are feeling guilty, and we want to see on the news that we are helping the world. We want to see a picture of us helping someone in needs. So we can sleep better, and not feeling so guilty after all. That is 'us'! The media industry is doing its job showing us the picture we wanted to see. Us helping them! That is the image we want to see. And then we go back polluting the planet as if nothing had happened. If we feel guilty on another level, we go to church and confess. Then we are really all right! God is with us! We confessed did we not!?

I have another news for us. We are not all right. The institutions that are protecting us and our ways of life are not all right. Our ways of life are not all right. And we are causing a global problem that is at the moment beyong repairs. Noone can fix it! How can I explain that. You had a beautiful toy, and now it is broken forever. And you broke it! You are guilty. The Earth Court of Justice Global Police will come to your home, arrest you, and through you in jail for the rest of your life. No! That would be too easy and too nice! A jail is a shelter and has food and drinking water, clean clothes. The millions of people we have affected wont even have anything at all. Nothing! And they will all die. Some after suffering a long and horrible death. All because we cannot keep ourselves from driving that SUV or the like. All because of our ways of life!

It is hard to change a way of life. Our mind will find a million excuses for not doing so. We have created a psychological immunity system around ourselves that prevent us from feeling guilty for any length of time. Most of us even feel good about what we are doing. Hey! We are helping the world.

The reality is that we are destroying the world, ourselves and the next generations included. The global life-support systems have been pushed to their limits, and we are starting to feel the pinch of the impacts of our ways of life. If the news media was to show us all the human-made disasters happening everyday everywhere we would not hear about anything else.

And things wont get any better. They will get much worst! The only hope is GCEG. GCEG will make things right for all of us and not just for a small segment of the world population. First, we have to shut down the U.N. organization. The U.N. organization is an institution that has failed humanity very badly. It does not work. The U.N. protects its own image by showing us a U.N. worker on the news helping a victim of a human-made disaster (but they called it a disaster made by Nature). The U.N. must be replaced by GCEG. Now! The U.N. organization is a failure to humanity, and it is critical and necessary to shut it down and replace it by GCEG. It has become clear that the U.N. has promoted a culture of violence, waste, mismanagement and corruption which cannot reform itself. GCEG is here to replace the U.N.

GCEG will bring proper changes to help humanity and all life on the planet. We will not be able to fix all the problems our ways of life have created but we will have a better chance of survival as a species.

Responsible and accountable government and global citizens is what humanity needs. Acountability in business and trade is an obligation. The Global Community deserves nothing less.

A very important GCEG legislation is the Global Citizens Rights, Responsibility and Accountability Act which, after its approval by Global Parliament, will define rights, responsibility and accountability of all global citizens. Each and everyone of us will make decisions, deal with one another, and basically conduct our actions as per the Act. The final document will be brought forward for approval during the Tenth Global Meeting of the Global Community Earth Government, Fall 2006. People from all nations of the world, and all National Governments, are invited to amend the document proposed here today  (read Press Release Feb. 26, 2006 ECO Award).

With this article we want to distant ourselves from the fraudulent use of our material by the U.N. and its related bodies. We command them not to use any of the expressions shown on the Global Community website. They are trying to take over the identity our organization, the Global Community organization, by using our material in fraudulent ways. They are making the wrong use of our material, our expressions on Global Vision, Global Peace and Global Sustainability, with the intentions of taking over our identity as the Global Community organization.

We are here to replace the U.N. and not to give the U.N. what we own.

The Global Community and GCEG do not promote war as a solution to world problems. The U.N. does. That in itself is a major let down of "the Peoples".

Through the use of our Global Dialogues, we have researched, developed and promoted peaceful solutions to global problems. We have made our organization available to all governments and communities. We offer to mitigate conflicts through an arbitrary process. The Global Community is a non-profit organization doing humanitarian work througout the world. We also do research and development to find solutions helping communities and businesses live a global sustainable and equitable development. We dont ask for tax dollars, or donations from anyone. And we dont sell anything to make money. Global Community WebNet Ltd. has been the sole sponsor of the Global Community and of all its advocates ever since their formations.

It has become clear that the U.N. has promoted a culture of violence, waste, mismanagement and corruption which cannot reform itself. GCEG is here to replace the U.N.

Let us just look at the Global Vision website where Global Sustainability was promoted as the answer to all problems facing humanity and all life on the planet.

How can the U.N. even be promoting Global Sustainability when, at the same time, the Security Council of the U.N. is promoting the use of the military option, war, as a solution to problems many communities are facing in the world. Every one knows war is the greatest violation of human rights that one people can inflict on another. It brings deaths and injuries, starvation, diseases, millions of people losing their homes and livelihoods, and massive destruction of property. Children and teenagers are placed in internment camps, and several are often forced to serve as soldiers. War not only corrupts the morals of soldiers, it leads to a decline in the morality of the whole nation. A nonviolent settlement to a conflict would always be more advantageous. War is self-defeating because it cannot secure what it sets out to achieve, protection against attack. The hatred for the enemy whipped up by war and the desire for revenge among the losers leads to an accursed vicious circle from which there is no escape. War and militarism destroy civil liberties within a nation.

War is not sustainable. It never was. The military option, war, is against global sustainability and global peace in a big way. The worst environmental degradation happens in wars. Farm products in fields and livestock are abandoned, there is no more control on toxic wastes, and water, air, and land are polluted. People are displaced and feel no longer responsible for the quality of life in their communities. Historically, the industrialized nations have caused the most damage to the environment, with their careless technology and policies. Emissions from factories and vehicles have caused ozone depletion, acid rain, and dangerous greenhouse gases have forced the global warming of the planet and the climate to change dangerously, the worst threat to humanity and all life. Leaders of the wealthier nations must be willing to accept responsibility for past mistakes and to help pay the financial burden for environmental protection of the developing nations. This is the most damaging conflict of interests between the rich industrialized countries and those that are poor and struggling just for existence. GCEG helps wealthy and poorer nations reach a better understanding of each other's needs. All aspects are interrelated: global peace, global sustainability, human and Earth rights and the environment. The poor is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the poor. In reality, all concerns are interrelated. As soon as the environment is destroyed beyond repair, human suffering is next. Ecology has no boundaries. All nations suffer the effects of air pollution, global warming, loss of biodiversity, soil erosion, acid rain, ozone depletion, silting of streams, and countless of other environmental problems. This was the reason for developing the Scale of Human and Earth Rights.

GCEG wants to provide a forum where international conflicts could be argued and resolved peacefully. Because of hatred and mistrust, disputing parties always find it difficult to express constructive ideas or proposals. A face-to-face meeting may not even be possible. GCEG offers to be a trusted third party that would carry ideas back and forth, put forward new proposals until both sides agree. When both parties feel they have gained more than they have lost from the process, the outcome is a win-win settlement for peace.

The U.N. should never be promoting war as a solution to world problems. That alone is against global sustainability. Sustainability means no war. War is the greatest act of destruction. There is no worst action than war.

The U.N. is promoting a culture of violence and war, and certainly that goes against Global Sustainability and Global Peace. That is the worst thing you could ever to humanity. It is totally opposite to the Global Vision that GCEG is promoting. And it is totally insane! The U.N. organization is following into the steps of the USA. The U.N. organization is a follower of the greatest of all evils: war and the war industry.

Now, a short while ago, the Government of Canada has followed into the same steps of this culture of violence that orginated from the USA and the U.N., and that was accomplished without asking Canadians permission, not even a public debate on the issue. In a way our democracy has been demoted, devalued to that of a dictatorship. And yet our government wants to teach to the people of Afghanistan the benefits of democracy. Another Busk-like lie to the world but this time by ricochet to the Canadian people.

GCEG has always expresses its support in helping a population forming a democratic government. Democracy requires the existence and application of three fundamental governing bodies:

1.     executive,
2.     legislative, and
3.     judiciary.

Take anyone of them out, and we no longer have a democracy. They are the minimum requirements for a democratically elected governing body. Afghanistan and Iraq dont have a proper running judiciary, and so that means they dont have a democracy. What they have is a military invading power running their nations and plundering their resources. And how can anyone stand by and watch it happen? Being a 'watcher' is just as guilty as pulling the trigger.

So how can anyone claim that they have created a democracy?

We are holding the U.N. responsible for this change in the Government of Canada position from that of a peace-keeping mission in the world to that of a war-like stand. What the U.N. organization has done is a crime against humanity and all life on Earth. It has broken Global Law.

During the Cold War with the Soviet Union, the United States, Great Britain, France, Russia, Germany, and Israel were the countries that sold arms to the people of the Middle East and to Afghanistan. They have shown no ethical and moral values in the activities of their trade. They have made trade a despicable act of dealing with one another between human beings and between nations. No laws! No regulations! No ethics! No moral responsibility and accountability! Everyone has the "freedom" of destroying the global life-support systems! Everyone has the "freedom" of human rights abuses! Now pollution, diseases, terrorism, poverty, social and economic injustice have no boundaries.

GCEG requires that those six nations to provide massive financial aid to the amount of eight trillion US dollars to the countries of the Middle East and to Afghanistan to help them overcome the ravages of war they have brought to them by the selling of war product and equipment. The money has to come directly from the six nations listed here and not from stealing the oil and gas resources of the Middle East. The financial aid will be administered by GCEG. The first priority of GCEG will be to build sustainable communities in all of the Muslim nations of the Middle East, including Afghanistan.

Several times in the past GCEG has requested of the United Nations to restructure and reform its organization to be in touch with the problems humanity is facing in this millennium. They have never replied. Four of the five UN Permanent Members, the United States, Great Britain, France, and Russia, are those countries that, not only control the UN, but they are the same countries that have brought disgrace to humanity by their selfish, immoral, unethical, incoherent, inconsistent, dishonnest, erratic, and mostly aimed at making money behavior in the Middle East and towards Afghanistan. They have given to trade a bad name. Because of them free trade has become a danger to the extinction of life on Earth. They even got China, the fifth Permanent Member of the UN, to vote YES to invade Afghanistan (without that vote the UN could not have approved), in exchange of China got its membership into the World Trade Organization (WTO).

GCEG will do everything possible to give trade the proper guidance for humanity. Trade will become a global co-operation between all nations. The kind of behaviour that happened in the Middle East and in many other parts of the world will not be allowed again. That is GCEG’s commitment to the Global Community to make government and global citizens responsible and accountable. This commitment was defined in sections 11 to 14 of the Global Citizens Rights, Responsibility and Accountability Act.

Governance of the Earth will make the rule of arbitrary power--economic (WTO, FTAA, EU), political (UN), or military (U.S.A. and NATO)-- subjected to the rule of Global Law within the global civil society, the human family. Justice is for everyone and is everywhere, a universal constant. Earth governance does not imply a lost of state sovereignty and territorial integrity. A nation government can exists within the framework of an effective Global Community Earth Government Global Community Earth Government protecting common global values and humanity heritage. Earth governance gives a new meaning to the notions of territoriality, and non-intervention in a state way of life, and it is about protecting the cultural heritage of a state. Diversity of cultural and ethnic groups is an important aspect of Earth governance. Earth governance is a balance between the rights of states with rights of people, and the interests of nations with the interests of the the Global Community, the human family, the global civil society. Earth governance is about the rights of states to self-determination in the global context of the Global Community rather than the traditional context of a world of separate states. Although GCEG ensures state governments that it will obey the principle of non-intervention in domestic affairs, it will also stand for the rights and interests of the people within individual states in which the security of people is extensively endangered. A global consensus to that effect will be agreed upon by all Member Nations.

The Global Community and GCEG were proud to see the U.N. organization making use of our expressions such as Global Vision, Global Sustainability, and Global Peace. We were first proud to see the U.N. using them. Who would not be? After all, the U.N. organization represents most nations of the world! But then this again is very deceiving as it is the Security Council of the U.N. that truly make the decisions. Although I feel proud that the U.N. make use of our global concepts, I also feel deceived by the U.N. organization because it promotes the military option, war, as a solution to world problems, which itself goes against the same global concepts we are promoting.

On one hand the U.N. organization promotes Global Sustainability and on the other it promotes war, and war causes the greatest damage to all life on the planet. Not just to humanity!

On one hand the U.N. organization promotes Global Peace, and on the other it voted for the military option, war, as a solution to problems in the world. Totally illogical! It is a fraud to deceive humanity. It is a crime against humanity and all life to promote war.

With its skill in deceiving people, the U.N. organization got very distinguished persons to support its mess. The U.N. organization used the Dalai Lama as the front face for Global Peace. Remarkable contradiction! PEACE and war in the same person. The Dalai Lama represents PEACE, you and the U.N. represents war. Either the U.N. organization has been subdued by the USA and its war industry or it was a bad organization from the beginning. Who started the U.N. organization? None other than the USA! The U.N. is a puppet of the USA, its war industry, which itself owns the media industry, and itself the major contributor to the propagation of a culture of violence in the world. The first thing they did was to create the State of Israel. Over one billion people never signed on to that but they were never allowed to vote no. Manipulation of the masses! That is what happened back in 1947! No process of any kind was used to create the State of Israel. No referendum! Never asked anyone if they agreed or not! Israel has been at war ever since its creation. And so has been the USA! Now they want the U.N. to follow their lead toward a total destruction of the Earth global life-support systems. They will have no rest until they have sucked up all the oil & gas that is left in the Middle East and anywhere else in the world. They use a lot of that oil & gas to fuel and oil their warships and war equipment everywhere in the world. And the U.N. organization goes along with that. You know the saying. You go along with the killers you become one of them.

Humanity is going through a phase of global consciousness. We see entire nations making choices based on what is good for themselves, today self-interests, versus what is good for the next generations and all life on the planet. In other words, they make choices between international politics and self-interests versus global politics.

International politics are driven by national interests, self-interests, while Global politics are about the survival of all of us of the planet. Global politics is about doing what is right for all of us now and in the future, and for all life on the planet. GCEG global citizens base their understandings and actions on principles they all know are rights deep down. There are ways of doing things that will give everyone a good survival chance. There are global equitable and sustainable solutions.

Global politics have never been handled for the view of what is best to humanity. If and when we did, we did something of no consequences. The Universal Declaration of Human Rights, and subsequently the Human Rights Charters of many nations, were good examples of failures to humanity. We developed rights and gave them equal importance. Nothing we can apply to any real situations. Nothing real! No where in Nature do we ever observe rights of equal importance. We, human beings, invented the Declaration and now much of our future is dependent on it.

What is truly real is the Scale of Human and Earth Rights. It is a scale of social values. Just think about a situation where a group of people are watching a basketball game. Suddenly someone observed a hole in the roof and a dangerous structural fault. The roof is likely to fall anytime soon. That someone gives the alarm. Now what is the most important thing to do right now? If you think like someone with a good common sense, the most important thing to do right now is of course to have everyone out of the building. But if you think like those who developed the Declaration, you would still be watching the game (making sure that all basketball players follow the rules of the game as they have the same rights) and you would be dying later on along with everyone else in the building. Not a good scenario!

What if it is a deadly gas coming into the building? a fire? an earthquake? a flood? What if the building is the Earth, home to all life we know of. What about climate change?! Green gases causing it. Deadly gases! The Kyoto Protocol is giving the alarm! What is the most important thing to do? That is the purpose of the Scale of Human and Earth Rights. It tells you what are the most important rights to sustain humanity now and in the coming future. An analysis has shown that the Declaration of Human Rights and Charters of Nations all over the world dont even consider these important rights. They are not even included. All because those who developed the Declaration were living in a different world where we live, where human beings live on Earth. They lived in an imaginary space where everything is just as important as everything else.

We have to rectify their failures of helping humanity. We have to throw away the Declaration and Charters, and adopt the Scale. Simple as that! The Declaration is another initiative of the U.N. organization and is a complete failure to helping humanity and all life.

Again global politics is about doing what is right for all of us now and in the future, and for all life on the planet. We base our understandings and actions on principles we all know are rights deep down. You cannot have a nation invading another nation for its resources? its water? its oil and gas? We have chaos without principles! We have conflicts and wars. There are ways of doing things that will give everyone a good survival chance. There are global equitable and sustainable solutions. War goes against global sustainability and global peace.

Global politics are meant to guide us on the right path. They are meant to bring humanity on a safe ground. They are about the survival of all of us of the planet. This is what people who work hard, pay their taxes and play by the rules want from their political leaders. You don't expect politicians to be perfect. But you do want to know that your tax dollars - money you've worked for - are being spent properly and wisely. The 'Peoples' have been let down.

How many time have we heard of corruption at the United Nations: remember the ' oil for food program', and now american corporations are making billions of dollars "rebuilding Iraq" or is it destroying Iraq to have the contracts of rebuilding it. There is so much corruption that it stinks to the Moon. Many other organizations are corrupted and have no intention of changing their ethics rules:
*     World Trade Organization (WTO),
*     Free Trade Agreement (FTA),
*     North American Free Trade Agreement (NAFTA),
*     Free Trade Area of the Americas (FTAA),
*     World Bank,
*     International Monetary Fund (IMF), and the
*     European Union (EU).

Most dont even have ethics. If they do they dont follow them.

The problem is the system they have created. It has become clear that this culture of violence, waste, mismanagement and corruption cannot reform itself.

GCEG needs a President who leads by example. GCEG needs a President who will fix the system rather than defend its beneficiaries.

I did not get into politics to get a title or position. I got into politics to fight for the things I believe in. As President, I lead by example. I have already begun the process of fixing the system by legislating and enforcing the GCEG Responsibility and Accountability Act – a specific, detailed and credible plan to clean up bad global governance in the world. The U.N. is bad governance.

Accountable government is what humanity needs. The Global Community deserves nothing less.

A very important legislation is the Global Citizens Rights, Responsibility and Accountability Act which, after its approval by Global Parliament, will define rights, responsibility and accountability of all global citizens. Each and everyone of us will make decisions, deal with one another, and basically conduct our actions as per the Act. The final document will be brought forward for approval during the Tenth Global Meeting of the Global Community Earth Government, Fall 2006. People from all nations of the world, and all National Governments, are invited to amend the document proposed here today  (read Press Release Feb. 26, 2006 ECO Award).

Seeing such a mess, GCEG had no other choice than to research and develop a proper system of governance for all of humanity, the Global Constitution, and to enforce Global Law.

We blame the U.N. for not having put hard sanctions against the USA for having unilaterally invaded Iraq and letting Americans plundering the oil & gas resources of the Iraquis. That in itself is a crime against humanity and all life on the planet. That goes against Global Sustainability and Global Peace. Through the manipulation of the world media, it now seems OK to prepare for the invasion of Iran. That also is a crime.

It is a crime against humanity to promote the military option, war, as a solution to the world problems.

Today it is a crime against humanity to be ignorant by choice and this allow people from the industrialized nations to be uncaring consumers of Earth resources.

It is a crime against humanity to be educated and conscious 'non-speakers', 'watchers', not involved, not participating for the good of all, because he or she is afraid of losing his job or moving on to a job good to humanity.

"We the Peoples" have been let down by the U.N. organization.

The United Nations is attempting to take over the Global Community organization identity

After reading through your latest promotion concerning PEACE, the webpage of Global Vision found at www.global-vision.org/peace, perhaps now is time to tell the Global Community the truth about you and the United Nations organization. The webpage was sponsered by the U.N. organization, and its related advocates: UNICEF, UNDP, UNEP, UNFPA, UNESCO and WHO.

Over a period of two decades now, Global Community Earth Government (GCEG) has, in vain, communicated with the United Nations (U.N.) organization to help reform its ways of doing things, and its organizational structure. It is becoming more obvious now that the U.N. is on a down-slope and will be remembered as the worst 'global fiasco' of the millennium. The U.N. organization has obtained the award of 'the best organization in deceiving peoples'. The U.N. organization has mastered the art of trickery, and its equal in this field is of course President Bush.

I was astonished in reading through the different sections of the Global Vision webpage by the name itself, Global Vision, and many other expressions such 'Global Sustainability' and 'Global Peace' which are expressions actually taken out of the Global Community website. Along with many other global concepts, the Global Community has defined these expressions a long time before anybody was ever using any of them. We have created them. They have very specific meanings. I remember back in 1985, my wife and I were searching at the University of Calgary Library, and with the Internet as well, to see if anyone had ever used expressions such as the Global Community, and many other global concepts we are promoting on our websites. The Global Community website No one had ever thought about these expressions. We were first to do so. Many times my wife and I travelled to the Rocky Mountains to do brainstorming exercises to define and develop most of the global concepts you see now on the Global Community website. After she passed away, and through the help of Global Dialogues (another new expression) I have further researched, developed, defined and promoted many more global concepts. The Global Community was born with two persons, my wife and I, and has now grown to include all of humanity, all life on Earth, and all that exist, past, present and future, between the Ozone layer above and the core of the planet below.

Today, if you were to search the Internet for the expression 'the Global Community', you would obtain links to thousands of websites. I even saw one trying to sell "the Global Community' T-shirt down to $19.99 from $39.99. We dont have anything to do with that. Of course, most of the websites have nothing to do with the Global Community organization and its advocates: Global Community Earth Government (GCEG), Earth Community Organization (ECO), Portal of the Global Community of North America, Earth Government, Global Community of North America (GCNA) Emergency, Rescue, and Relief Centre, Global Environment Ministry, The ECO Award, Global Community Assessment Centre (GCAC), Global Governments Federation, Global Dialogue, Global Exhibition, Portal of the Global Community, Global Ministry of Family and Human Development, Global Ministry of Water Resources Protection, Global Ministries (51), Global Citizens Peace Movement, Global Vision, Global Parliament, Global Sustainability, Global politics, Global Citizens Rights, Responsibility and Accountability Act, and a hundred more organizations, expressions and new concepts. Over time, we have shown transparency and openess in the ways we operate our organizations. Anyone only need to visit us to verify the work done by the Global Community, and by its many other related organizations.

The Global Community is a non-profit organization doing humanitarian work througout the world. We also do research and development to find solutions helping communities and businesses live a global sustainable and equitable development. We dont ask for tax dollars, or donations from anyone. GCEG has established the criteria of 'a global community of a million people'. There is no need of having a piece of land at all costs. GCEG has shown that it was wrong and illegal to create the State of Israel. Let us not make the same mistake in creating the State of Palestine without a due process. Let GCEG help you here.

We have shown that a community is not about a piece of land you acquired by force or otherwise as was done by the United States and the United Nations with Israel. A typical community of a million people does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where we live and contained by a border. Israel was created by the United Nations because the United Nations still operate following precepts that were brougth forward 2000 years ago by the Roman Empire. It is best for humanity and the increasing world population to see ourselves as people living together or far apart but in constant communication with each other. A community has no boundaries except of those of the heart, mind and Soul. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul (a global community), and as part of a community with the same. You should seek forming a Global Government (GG) with nations of similar beliefs and interests. We should seek to de-centralize the U.N. by creating GGs. Better even, we should shut down the U.N. organization and replace it by GCEG.

By creating the State of Israel, the United Nations have perpetuated the archaic concept of land ownership, a concept that is threatening security in the world and all life on Earth. The UN never had a human criteria for the creation of a new nation. Now they are forcing another one to the Palestinians by arbitrarily creating the State of Palestine. Only the Earth Court of Justice can re-evaluate the creation of the State of Israel and evaluate the application for the creation of the State of Palestine. All nations have to be educated of the new way for the good of all.

GCEG is inviting Palestinians and Jews of Israel to the global dialogue to create sustainable communities and a permanent peace movement in the land through the process of the Earth Court of Justice. In 1947, the United States found it easy to coerce the United Nations in creating the State of Israel. The effect of creating a new nation in this way was to promote once again the Roman Empire concept: land is all that counts, and that a border around the land is all that is needed to create a community. That's the wrong way of thinking. A community is not about a piece of land you acquired by force or otherwise. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. The UN had no right to create the State of Israel. They forced their way into a one billion Muslims and have done ever since. The UN along with the United States and Israel, are an invading force, a colonization drive in the same way as the British have done after World War I.

In many ways, Israel is the Trojan Horse the USA needed to protect its oil & gas interests in the Middle East. That was the real reason for the creation of Israel. It was a military strategy to invade the Middle East economically and militarily. It has worked very well so far. It was also thought as a military post for putting pressure on Russia and China in case they would want to stop the flow of oil and gas to the USA. Today, the invasion of Iraq has made Israel somewhat obsolete but still useful for launching nuclear war heads over Russia and China if needed. World War III is just around the corner. Guess who is going to be first hit!? The invasion of the Middle East is all about military power and a philosophy of control of a nation over another nation. Nothing new!

The Earth Court of Justice will be created in the Middle East for the purpose of deciding on the legality of the State of Israel and the creation of the State of Palestine. Members of this higher Court will be chosen to reflect the Peoples involved here.

We can no longer perceive ourselves as a People who could survive alone and a People who does not need anyone else. We belong and depend to this much larger group, that of the Global Community. The 21st Century will see limitless links and interrelationships within the Global Community. That is the 'raison d'etre' of the Global Governments Federation. Someday the State of Palestine will a part of a Global Government. The power of GCEG was de-centralized to give each GG a better chance to find the right solutions to local and global issues. A GG can act faster and be more effective and efficient in the context of the Global Community, this great, wide, wonderful world made of all these diverse global communities within each Nation. The Global Community becomes thus more fluid and dynamic. A global symbiotical relationship is created between nations and GCEG for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development. This is the basic concept that is allowing us to group willing Member Nations from different parts of the world.

Every single human being must deal responsibly with the affairs going on in his (her) own 'global community' ~ when a person takes personal responsibility for his own affairs ~ he becomes empowered as a person. He can then reach beyond his own property and family, and help to work with others living in and around, even a part of the local community he lives in ~ the villages, the town community, the surrounding territory, and so on.

The key is personal responsibility. Therefore the individual is the important element, one who takes responsibility for his community. This individual cares about jobs, homes, streets, the welfare and success of his community.

When a group of ordinary people realized they, personally, will make the changes they need in their fields, in their village. They can then find ways to bring these changes for all. There is a wisdom in the ways of very humble people that needs to be used. Every humble person deserves to have ideas respected, the courage to develop his own life for the better and for the good of all. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet now and propose sound solutions for its proper management, present and future.

Some important members of the Global Community: the global civil society, the Earth Community, the human family, GCEG, all different ways of expressing the same people. Most of the time many politicians representing their citizens at the United Nations have no knowledge, experience, and understanding of global problems. They seek advise from others, and these 'others' are always members of the global civil society. Yet politicians make global decisions or the lack of them during meetings. Under the United Nations and the other related organizations, lobbying the U.N. – often by friends and associates of the government officials, and ministers – has become a multi-million dollar industry. Senior officials move freely back and forth between elected and non-elected government posts and the world of lobbying. Lobbyists have accepted success or contingency fee arrangements where they don’t get paid unless they deliver the policy change their clients want. Prominent officials act as lobbyists and “dont need” to register. Self-interest groups, including the war industry, are virtually allowed to do as they wish. By virtue of what they are, politicians from all nations represent self-interests and promote those self-interests at the U.N. Lobbying groups have large amounts of money at their disposal and truly rule the U.N. in one direction or another. The war industry is by far the richest and most powerful lobbying group. Politicians become actors on the world scene. Actors taken jobs they are not always qualified to take in reality. They make decisions and they dont understand consequences. In effect, politicians are threatening the security of all people and all life on Earth. And that is the 'raison d'etre' of the House of Advisors in GCEG. You will be required to send representatives to your House of Advisors. GCEG has made lobbying restricted by the Global Constitution and Global Law.

The global civil society is made of people from all aspects of life who have a greater understanding of the problem whatever it may be. The global civil society is the mind, heart and Soul of humanity, the human family. They maybe NGOs, businesses, agencies, scientists and professionals, religious groups, or other groups. They have a voting right during all meetings of Global Parliament. They are given an important status in GCEG.

GCEG has given back responsibility to every citizen on Earth. Everyone shares responsibility for the present and future well-being of life within the Global Community. We will work together in working out sound solutions to local and global problems. It would be wrong and dishonest to blame it all on the leader of a country. Most problems in the world must find solutions at the local and global community levels (and not assume that the leader alone is responsible and will handle it). There is a wisdom in the ways of very humble people that needs to be utilized. Every humble person deserves to have ideas respected, and encouraged to develop his or her own life for the better. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet and propose sound solutions for its proper management, present and future. Everyone can think of better ideas to sustain all life on Earth and realize these ideas by conducting positive and constructive actions. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss; that is the grassroots process. GCEG can help you realize your actions by coordinating efforts efficiently together.

There are many instances where the Earth Court of Justice could be successful.

GCEG is promoting the settling of disputes between nations through the process of the Earth Court of Justice. Justice for all is what we want. Justice is a universal value for anyone, anywhere, and in any situations. Justice is to be applied to the military as well. Everyone! Every business and organization! Ships all over the world will have to prove what they have done with their waste oil. It is not up to the Global Community to prove that have dumped it into the oceans. It is up to the ship Captain and owner(s) to show us their records and prove they have not dumped their waste oils in the ocean. Our oceans and all life will be protected.

GCEG is promoting that the creation of a new nation does not have to be at the expenses of human lives and destruction of an entire world. It can and should always be done through a decision made by a higher Court. We are promoting the immediate use of this higher Court, the Earth Court of Justice to hear cases and to prosecute those nations, corporations, communities, individuals who commit crimes such as:
*     nation states
*     national political and military leaders accountable for violations of international humanitarian law
*     'core' crimes of genocide
*     crimes against humanity and human and Earth rights
*     war crimes
*     crimes with significant impacts perpetuated against the life-support systems of the planet (for instance wars and use of weapons of widespread destruction are listed under this category)
*     crimes related to the relentless misused of the Earth resources
*     environmental crimes
*     social crimes as the Court may see apply
*     crimes stemming from the global ministries

The Court will also be asked to decide on

*     the formation of a new nation in the world,
*     on disputed lands between nations,
*     the de-institutionalization of market speculation, and
*     the annulment of the debt of poor or 'developing' nations as the loans are actually a form of global tax given by the rich nations to the poorer ones. The IMF and World Bank loans are called taxes from the rich nations paid to the 'developing' nations; these loans/taxes are really a method of raising global taxes, of redistributing incomes to the poorest communities, of providing debt-free technical assistance to non-industrial and 'developing' countries to help them out of poverty and to meet environmental and social standards. These loans/taxes are not to be paid back to the rich nations.

The Court decides in accordance with:

*     the Scale of Human and Earth Rights,
*     the Global Constitution
*     Global Law
*     the Global Citizens Rights, Responsibility and Accountability Act
*     the belief, values, principles and aspirations of GCEG,
