The peoples of all Nations, in creating an ever closer Global Community Earth Government (GCEG) among them, are resolved to share a peaceful future based on common values. Conscious of its spiritual and moral heritage, Earth Government is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity; it is based on the principles of democracy and the rule of law. It places the individual at the heart of its activities, by establishing the Global Community citizenship of Earth Government and by creating an era of freedom, security and justice. GCEG contributes to the preservation and to the development of these common values while respecting the diversity of the cultures and traditions of the peoples of all Nations as well as the national identities of Member Nations and the organisation of their public authorities at national, regional and local levels; it seeks to promote balanced and sustainable development and ensures free movement of persons, goods, services and capital, and the freedom of establishment. To this end, it is necessary to strengthen the protection of fundamental rights in the light of changes in society, social progress and scientific and technological developments by making those rights more visible in this Constitution. The Global Constitution reaffirms, with due regard for the powers and tasks of GCEG and the principle of subsidiarity, the rights as they result, in particular, from the constitutional traditions and international obligations common to Member Nations, the Scale of Social Values, or Scale of Human and Earth Rights, adopted by GCEG and by the Global Council of all Nations and the case law of the Earth Court of Justice of Earth Government and of the Global Court of Human and Earth Rights. Enjoyment of these rights entails responsibilities and duties with regard to other persons, to the human community and to future generations. Earth Government therefore recognises the rights, freedoms and principles set out hereafter. We the Peoples of the Global Community are reaffirming faith in the fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and smalll. We the Peoples implies every individual on Earth. Earth management and good governance is now a priority and a duty of every responsible person on Earth. The Global Community has taken action by calling the Divine Will into our lives and following its guidance. Divine Will is now a part of the Soul of Humanity to be used for the higher purpose of good and Life's evolution. We will learn to serve humanity and radiate the Will of God to others. We will establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and we promote social progress and better standards of life in larger freedom. So far, throughout the year 2005, we have accomplished an enormous amount of work all of which to the benefit of humanity. Global Dialogue 2005 has been a success of great work and co-operation amongst all Global Community citizens from 130 Nations. The approval of the Global Constitution by Global Parliament will benefit us all in the decades to come. Global Dialogue 2006 is a continuation of this great work. We want everyone to participate. Hundreds of thousands were evacuated and more than a thousand lives were lost in Hurricane Katrina's devastating aftermath, and now Hurricane Rita is hurting the Gulf Coast communities. The Global Community is responding by coordinating efforts in shipping emergency supplies and other essential items to children and families in the Gulf Coast region. Contact the GCNA Emergency and Rescue Centre. Perhaps now after seeing the need to coordinate efforts in helping victims, we all see the wisdom to create global ministries in several aspects of our global life. Canada has joined a coalition of developed countries delivering relief to tsunami-struck Southeast Asia and eastern Africa. Prime Minister Paul Martin pledged Canada's commitment to a four-country coalition with Australia, India, Japan and the United States to co-ordinate humanitarian relief for the devastated region. The group will work together - with the United Nations - to ensure rich nations are not competing against each other in the delivery of aid and that all our efforts are complimentary and not competitive. Dear neighbors to the South: Hurricane Rita pummeled east Texas and the Louisiana coast Saturday, triggering floods and demolishing buildings, yet the dominant reaction was relief that the once-dreaded storm proved far less fierce and deadly than Katrina. Authorities pleaded with the roughly 3 million evacuees not to hurry home too soon, fearing more chaos. The Global Community of North America (GCNA) is with you and wants to help you getting through this disaster. The North American Community is strong and can do a lot to help. The GCNA is coordinating programs to ensure governments are prepared for large-scale emergencies or terrorist attacks. The Ninth Global Meeting of the Interim Earth Government was be held in Nanaimo, August 20th, 2005.
The Interim Earth Government adopted the Global Constitution. A proposal was made subsequently to develop a shorter version of the Global Constitution and make it available to a wider audience. Proposal approved. Proposal to organize a Global Ratification Network with the goal to campaign for the ratification of the Global Constitution and appealing to both people and governments. Proposal approved. Proposal to plan a ratification convention for the Global Constitution. Proposal approved.
Following the Ninth Global Meeting of the Interim Earth Government held in Nanaimo, August 20th, 2005, at which meeting the Interim Earth Government adopted the Global Constitution, then on September 17, 18 and 19, 2005, Global Community Earth Government met in Tripoli, Libya. From now on the Interim Earth Government is called the Global Community Earth Government (GCEG), a legal entity operating by the newly approved Global Constitution. At the meeting in Tripoli, Global Parliament approved unanimously the Global Constitution. Results from election Executive candidates voting results: Germain Dufour, President Dr. Sue L.T. There is a need to train the next generation in the skills of collaborating in the future management of global change, which will be vital to survival. Students of all levels (school, college, technical, university) are invited to participate in Earth Community projects. They are asked to produce any creative work of their vision of what the Global Community together can accomplish ~ in the fields of zoology, biology, on history, on geography, on social and political sciences, on agriculture, energy, earth sciences, forestry, communications, wilderness, pollution, on the water supplies of the world, poverty, employment, social justice, human rights, universal values, global concepts, business and economy, availability of resources and so on. * Comments and recommendations on ideas proposed so far and on research papers to be submitted; we want to hear your opinion and views.

Who is eligible for the ECO award? Although the Criteria to obtain the ECO Award varies according to the categories, the basic requirement is the same for all candidates: only Global Community citizens can be nominated. To be considered eligible for an award it is necessary to be nominated in writing by a person competent to make such a nomination. Then the candidate must go througth the process of obtaining the award, the selection process. Categories The ECO Award is an international award given yearly for achievements in several categories. Just so you all know we dont pay anyone, and we dont pay expenses. We do volunteer work for humanity. We do 'soft activism' work. The Global Constitution
shows us how to operate our organization. We follow the Global Law as shown in the Global Constitution. All those who do volunteer work for us must become

Ever since its early beginning in year 1988, founding members of the Global Community Earth Government have prepared and ratified
the Charter of the Global Community and worked on a process to design a proper Global Constitution for the Global Community. A draft of this Constitution
is now available for a democratic federal Earth Government. Now is time to secure the
acceptance and ratification of the Global Constitution. The Tenth Global Meeting of the Interim Earth Government to be held August 20th, 2006,
is about having Peoples from all Nations to ratify the Global Constitution.
We want the delegates and volunteer participants sent to the Tenth Global Meeting to be people and elements of society scattered around the globe who are ready, willing and able to move constructively under crises circumstances to devise a Constitution for Democratic Federal Earth Government, and to launch the first efforts to obtain widespread consideration and ratification and the beginnings of implementation of such a Global Constitution. Therefore, let us go forward with a GLOBAL RATIFICATION and ELECTIONS CAMPAIGN, appealing to people and governments to ratify the Global Constitution for Earth Government. We call upon the people of Earth to ratify the Global Constitution for Earth Government, by direct Referendum and by Initiative Petition followed by election of delegates to the House of Elected Representatives. We call upon the national governments and legislatures of the world to ratify the Global Constitution for Earth Government and elect delegates to the House of the Global Governments Federation. We call upon the Universities, Colleges and Churches, Scientific Academies and Institutes to ratify the Global Constitution for Earth Government and nominate delegates with a world view as candidates for election to the House of Advisors. Let us move forward with courage and humility in the spirit in which these Global Meetings have been conceived, knowing that we are fully justified by the circumstances of world crises, the conditions of world-wide political turmoil and de facto global anarchy, and the recognized right and authority of people to act in the creation of democratic forms of government to serve their safety and welfare, as provided by the Global Constitution. Having read the Global Constitution for Earth Government or a good summary thereof, or having been well informed about the main provisions and purposes to solve global problems peacefully and to serve the maximum human welfare of all people on Planet Earth. I do hereby sign as a personal ratifier and affirm my readiness to live as a Global Community Citizen under the Global Constitution for Earth Government with an elected Global Parliament as provided thereunder, which will also assist the good functioning of the Government of my country and of all countries as parts of Earth Government. And further, I petition the Government and Parliament of my country to give preliminary ratification to the Global Constitution for Earth Government, agreeing to peacefully abide thereunder, and to arrange for general publication and an official referendum to obtain a measured vote on final ratification by the Citizens of my country.

This Global Parliament, being of the opinion that, - in the present state of world political anarchy, where international agreements are flouted, and judgments of the Global Court are treated as matters of no concern, This Global Parliament calls upon the government of CANADA , in collaboration with other national governments, to make earnest efforts to convene a Global Dialogue, as a first step towards the establishment of a Democratic Earth Government, with a Global Parliament representing all nations and peoples equally, under an enforceable, non-military democratic Constitution for Earth Government. I am very pleased to accept the ECO award in the 'Global Governments' category given to me by the Global Community. The ECO award is given to me in recognition of: 1) my work in forming the Global Community Earth Government, and, along with Peoples of the Global Community and through Global Dialogues, developing the Global Governments Federation and the Global Constitution; andThe award means a lot to my own personal life as it represents an enormous amount of work and activism. The award tells governments that it is time to form the Global Governments Federation for the good of their communities. People trust the award recipients as knowing they will operate within basic principles, global ethics and rigid environmental standards. Getting the ECO award is a way to reach a higher level of protection to life in the Global Community and help national governments integrate and balance: a) global life-support systems protection,into their operations and ways of doing things. Obtaining the ECO award help all Peoples to be part of the solution to the challenges of globalization. In this way, the private sector in partnership with the civil society can help realize a vision allowing a: a) global equitable and peaceful development, and

For a person to have obtained the award means that the person has taken responsibility on behalf of society, and that the person pays attention to human and Earth rights, working conditions and is free of corruption in their ways of doing business and trade.
