The Federation of Global Governments is the place of meeting between Global Governments. Global Civilizational State offers a more meaningful union than the United Nations in the form of nine or more Global Governments such as Africa, Europe, North America, South America, Central America and the Caribbean, Asia, Oceania, the Middle-East, and South-East Asia. A Global Government is concerned not only with economics and trade, but also with the environment, health, agriculture, energy, food, social, cultural and many other essential aspects. The very first step of the Federation, and maybe the only one for several decades ahead of us, would be the approval of essential services amongst the participating member nations. We want each Global Government to take a larger share of responsibility of the specific region where it operates, and be more accountable to the people of that region, and to all life on Earth.
The Executive Council shall consist of a Global
Council of six members, and of twenty to thirty Cabinet Ministers, all
of whom shall be members of the Global Parliament. Each member of the Global Council shall
be from a different Continental Division.
Members of the House of Elected Representatives are elected democratically. The House of Elected Representatives shall be elected by direct universal suffrage of all the Member Nations citizens in free and secret ballot for a term of five years.
The Judiciary hears cases that challenge or require interpretation of the legislation passed by the Global Parliament and signed by the President of Global Government.
Justice without borders
Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus requires a solid commitment of political will from national
governments and the Global Civilizational State.
The Global Parliament shall create, alter, abolish or consolidate the departments, commissions, offices, agencies and other parts
of the several organs of the Federation of Global Government, subject to the specific provisions of the Global Constitution.

International Agreements
Global Government's action on the international scene shall be guided by, and designed to advance in the wider world, the principles which have inspired its own creation,
development and enlargement: democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, equality and
solidarity, and for international law in accordance with the principles of the Global Constitution. Global Government shall seek to develop relations and build partnerships with
third countries, and international, regional or global organisations, which share these values. It shall promote multilateral solutions to common problems, in particular in the framework
of Global Parliament.
Global Ministries
Global ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed.
Global Government has formed 51 global ministries for the proper governance of Earth. Global
ministries are world wide organizations just like the WTO for trade and therefore should have the same power to rule on
cases as that of the World trade Organization (WTO).
