Once again, we are asking all the Arab and Moslem nations to unite as one powerful People and to
stop the invasion of your world by using economic means against the United States. We are asking
you to stop selling oil to any country. You will lose in money but at least you will still be in control of
your sates. Do not buy any products, goods and services from the US and their friendly nations, even
Canada.
We are asking all oil producing nations to triple their oil prices. The planet has a problem with global warming and your share of the responsibility to causing the problem is way higher then anyone else. Consumers of your product cannot and dont want to be responsible of global warming. We are now putting the responsibility on to you, and we will make you accountable in every way, like it or not, especially if you let the US get their hands on your oil resources. Americans are the worst polluters responsible for global warming. If you cannot be responsible and accountable then you should not be in charge of the oil resources. And we will come after you! Along with the Peoples of Britain and the United States, you will be made accountable for the destruction of the global life-support systems. There is certainly hope for Palestinians in Earth Government. Earth Government has established the criteria of 'a global community of a million people'. There is no need of having a piece of land at all costs. Earth Government has shown that it was wrong and illegal to create the State of Israel. Let us not make the same mistake in creating the State of Palestine. The Earth Court of Justice can help you create the State of Palestine. The Palestinian community is not about a piece of land you acquired by force or otherwise as was done by the United States and the United Nations with Israel. It was proposed by Earth Government that there will be one elected representative per 1,000,000 people. A population of 100 million people will elect 100 representatives. This process will create a feeling of belonging and participating to the affairs of the Earth Community and Earth Government. A typical community of a million people does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where we live and contained by a border. Israel was created by the United Nations because the United Nations still operate following precepts that were brougth forward during the Roman Empire. It is best for humanity and the increasing world population to see ourselves as people living together or far apart but in constant communication with each other. A community has no boundaries except of those of the heart, mind and Soul. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul (a global community), and as part of a community with the same. In today's Earth Government it is important for our survival to cooperate globally on several aspects such as peace, security, pollution in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching the Charter of Earth Government as a way of life for the good of all. Earth Government is promoting that the creation of a new nation does not have to be at the expenses of human lives and destruction of an entire world. It can and should always be done through a decision made by a higher Court. We are promoting the immediate formation of this higher Court, the Earth Court of Justice to hear cases and to prosecute those nations, corporations, communities, individuals who commit crimes such as:

Let us all celebrate life in our heart, mind and Spirit. Let us thank God for the gift of life. The Earth Ministry of Health is needed to reduce the threat of new and reemerging diseases and immune micro-organisms. SAR is certainly a new emerging global threat and must be managed before it becomes widespread. Earth Government is asking nation governments to give their support for the network of collaborating laboratories managed by the World Health Organization (WHO). People of faith with their religious leaders have a long history of teachings about the spiritual corruption associated with excessive attachment to wealth or material accumulation. They have organized many initiatives to promote simple living and counter the consumerist tide. According to them, the nonmaterial dimension of development includes educational, social, cultural and spiritual requirements. Social justice is also a part of a person's development. People of faith with their religious leaders have added the issues of social justice to community initiatives. They can influence corporations on issues of sustainability, consumerism and social justice. They educate their members about consumption and encourage them to consume less and to buy products that have low environmental impact. They encourage the change of purchasing and investment decisions to favor a sustainable world. They use their moral authority to call for an end to systematic abuse of the environment and for the creation of a just and environmentally healthy world. Finally, they encourage members to join boycotts or protests. Boycotts are used to steer consumption toward green companies and hold 'bad' corporations accountable for their practices. Primordial human rights are necessarily human needs but not all human needs are primordial human rights. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale of Human and Earth and the Charter of Earth Government are the best guidance for continuing this process. The Scale shows social values in order of importance and so will help us understand the rights of a community. As several organizations might suggest, the Earth Community Organization (ECO) and Earth Government are not similar to and should not become like the United Nations. Earth Government and the United Nations are both fundamentally different, and let me explain. The United Nations are dedicated to the design of solutions to international problems based on the fundamental principles of equal human dignity, liberty, democracy and constitutionally protected basic rights. In other words, the United Nations is promoting the adoption of the Universal Declaration of Human Rights by all nations, or some form of it. Earth Government, on the other hand, is proposing a democratically elected Earth Government and that: a) different nations may require different political systems at different times The introduction of the Universal Declaration of Human Rights has been a great step in humanity's evolution to better itself. But now is time to leave it behind and reach to our next step, that is a social scale of values, the Scale of Human and Earth Rights. The Universal Declaration of Human Rights causes confusion in the world between nations. The reason why it causes confusion is that it needs to be improved. A lot! The West cannot understand many of the things that other nations do and other nations do not understand the West Way of Life. Why? Because the Universal Declaration of Human Rights is not so universal after all. And because it does not have a scale of values. In this Newsletters we have categorized the 30 articles of the Universal Declaration
of Human Rights (they
are listed on our website) as they would fit on the Scale. Of course this is by no mean
written in stone. Furthermore, several new Articles (not shown in here) have been added to the Sections. For instance, Section 3 is
not included in the Universal Declaration of Human Rights. Section 1 is also not really included in the Universal Declaration of Human
Rights. Yet Section 1 is the most important of all.
a) I am not just a woman, I am a person, I am a global communityWe are not asking here a woman to have only one child like is done in China. No! First of all it does not work in China. Your population is still increasing. We are asking here to give a woman the choice, the freedom to say no I dont want children, or yes I want to raise a family, and to make that socially acceptable. For this to work, women must also be given equal rights to men in every way. The Chinese family policy does not work because women were not given the freedom to choose for themselves and the equal rights to men. Women are 'persons' just like men. Those men and women who choose to raise a family (one or more than one children, preferably more than one child) will be given all the help society can give them. The effect of such change in behavior will imply a true acceptance of belonging to the global community and that humanity must step forward as a responsible body for the good of all. The heart, mind and human spirit of Earth Community will want to be in the forefront of positive actions and human activities to ensure our survival. This is not new. In many parts of the world a man is no longer seen as the 'head of the family', the 'provider'. Both men and women have taken that role depending of circumstances and social factors. Women are no longer seen as subservient persons and breeding machines. Women are seen as equal to men. Women's rights protect the equality between a man and a woman. Earth Government has long recognized that greater equality between men and women is an essential element of slowing down world population growth. It was observed that fertility rates were falling everywhere women were allowed to determine when and whether they will have children. Gender inequality also impacts on resource use and the prospects for sustainability and biodiversity protection. Training and education along with their greater sense of nature ans shelter protection give women the tools they need to make resource use more equitable and efficient within communities and to mobilize against environmental and health hazards. Dear Moslem and Arab Peoples:
Over the past several years, we have told you to unite together and not allow the people of Britain and the United States get their hands on your oil. Earth Government is aware of tremendous harmships brought to your people by the United Nations. We are aware of nations such as Britain and the US, who have tried to colonize the Middle East and surrounding nations ever since the end of World War I. Both have a long history of the most insidious and destructive forces in our world. Both cultures are vicious and corrupted. Humanity has no need of bullies and nation predators. Bully nations will always behave as bullies unless we stop them. There will be no security in the world after the invasion. The world will become more insecure after the invasion. Cheap or free oil oil will give the US a chance to increase their military by ten-fold, and there will be no one to stop Americans from making global warming even more deadly than it has ever been. Americans are already the worst polluters in the world what will happen after they have taken over your resource? First of all OPEC countries will be disintegrated. The US will be in charge. We can no longer perceive ourselves as a People who could survive alone and a People who does not need anyone else. We belong and depend to this much larger group, that of The Global Community. The 21st Century will see limitless links and interrelationships within The Global Community. Every single human being must deal responsibly with the affairs going on in his (her) own 'global community' ~ when a person takes personal responsibility for his own affairs ~ he becomes empowered as a person. He can then reach beyond his own property and family, and help to work with others living in and around, even a part of the local community he lives in ~ the villages, the town community, the surrounding territory, and so on. The key is personal responsibility. Therefore the individual is the important element, one who takes responsibility for his community. This individual cares about jobs, homes, streets, the welfare and success of his community. When a group of ordinary people realized they, personally, will make the changes they need in their fields, in their village. They can then find ways to bring these changes for all. There is a wisdom in the ways of very humble people that needs to be used. Every humble person deserves to have ideas respected, the courage to develop his own life for the better and for the good of all. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet now and propose sound solutions for its proper management, present and future. Perhaps now we should introduce some important members of The Global Community: the global civil society, the Earth Community, the human family, Earth Government, all different ways of expressing the same people. Most of the time many politicians representing their citizens at the United Nations have no knowledge, experience, and understanding of global problems. They seek advise from others, and these 'others' are always memebers of the global civil society. Yet politicians make global decisions or the lack of them during meetings. Politicians become actors on the world scene. Actors taken jobs they are not always qualified to take in reality. They make decisions and they dont understand consequences. In effect, politicians are threatening the security of all people and all life on Earth. The global civil society is made of people from all aspects of life who have a greater understanding of the problem whatever it may be. The global civil society is the mind, heart and Soul of humanity, the human family. They maybe NGOs, businesses, agencies, scientists and professionals, religious groups, or other groups. They should have a voting right during all meetings of the General Assembly and Security Council of the United Nations. They are given an important status in Earth Government. Earth Government has given back responsibility to every citizen on Earth. Everyone shares responsibility for the present and future well-being of life within Earth Community. We will work together in working out sound solutions to local and global problems. It would be wrong and dishonest to blame it all on the leader of a country. Most problems in the world must find solutions at the local and global community levels (and not assume that the leader alone is responsible and will handle it). There is a wisdom in the ways of very humble people that needs to be utilized. Every humble person deserves to have ideas respected, and encouraged to develop his or her own life for the better. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet and propose sound solutions for its proper management, present and future. Everyone can think of better ideas to sustain all life on Earth and realize these ideas by conducting positive and constructive actions. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss; that is the grassroots process. Earth Government can help people realized their actions by coordinating efforts efficiently together.

Many communities held Life Day 2002 dialogues to determine the answer to this question. We look forward to hearing from all of you. 2. On May 26, as part of the Peace Movement of the Earth Government, the Human Family, Earth Government will be rejoicing with
all Peoples of the world , and all life, for the annual Celebration of Life Day. Life is the most precious gift ever
given by God to the universe and this event needs to be celebrated.
At the early stage of the formation of the Earth, and a while later, all the conditions for the formation of life were present, and life was created to better serve God. Life was made of matter and every particle of that matter had a Soul that merged with all the others. A Soul is a part of the Spirit of God, His consciousness, and is a living, loving presence, a Being. A Soul can merge with other Souls and become one Soul, and it can evolve as well. The first spark of life was the cause for the formation of a unique and independent Soul to better serve God. Throughout the different evolutionary stages of life on Earth, Souls have guided the step-by-step evolution of life and kept merging with one another to better serve God. They guided the evolutionary process in small, incremental ways over a period of several billion years. Many groupings of Souls became more complex than others as they were much brighter beings than other groupings, but all serve God in their own special way. One unique and most wonderful grouping was the grouping that made the Human Soul. God loves the human Souls a lot because of their wonderful qualities. Over the past thousands of years, through their Souls human beings became conscious of God in many different ways. Religions of all kinds started to spread on Earth to adore God and pray. Different groupings of Souls affected human beings in different ways and Peoples today have different religious beliefs. God is like a river feeding plentifully and bountifully all lifeforms and plants. There are many pathways leading to the river. They are God's pathways. God loves diversity in Nature and in Souls. God loves good Souls from all religions. Different religions have different ways to love, adore and pray to God. And God's Heaven exists. Heaven on Earth is different from God's Heaven. To be in Heaven with God will mean a Soul has left the matter of the universe forever to enter God's Heaven. The Divine Will or Will of God is the most powerful force of the universe and is pure spiritual energy. The Will of God is for life to reach God, God’s Pure Light, in the best possible ways. Life is the building block through which Souls can have a meaningful relationship with God. By observing the Universe, the galaxies, we are observing and studying God. We are seeing His magnificence, His greatness, and His complex making. There is more to the Universe we observe today, that is, there is more to God, much more. God is self-existent, eternal and infinite in space and time. Follow God's Word. God's Plan was revealed to humanity a short while ago. The Divine Plan for humanity is: a) for everyone to manage Earth responsibly, and b) about to reach the stars and spread Life throughout the universe and thus help other Souls to evolve and serve God in the best possible ways. Humanity’s higher purpose is to serve God by propagating life throughout the universe. Humanity will evolve spiritually to fulfill God's Plan. The human species has reached a point in its evolution where it knows its survival is being challenged. The human species knows through the Souls and now that all human Souls have merged together and formed the Soul of Humanity, we will find it easier to fight for our own survival. The Soul of Humanity does not make decisions for us and can only help us understand and guide us on the way. In the past, human beings have had some kind of symbiotical relationship (which is something common in Nature between lifeforms in an ecosystem) with the Souls, and now with the Soul of Humanity. We work together for both our survival and well-being. Cooperation and symbiosis between lifeforms (especially human beings) on Earth and between lifeforms and their Souls and the Soul of Humanity have become a necessity of life. We help one another, joint forces, and accomplish together what we cannot accomplish separately. Several billion years ago this symbiosis between matter and Souls resulted in the making of complex biochemical systems. Symbiosis has worked throughout the evolution of life on Earth and today, the Soul of Humanity has decided to be more active with humanity by purifying Souls. The Soul of Humanity shows us the way to better serve God. The Soul of Humanity is helping to bring about the event of Peace in the world. Knowing that Earth is a spiritual entity as well as a physical entity in space and time in the universe we begin to have a better relationship with Earth and with all its living inhabitants. This way Earth management will become a spiritual and a natural process whereby each person is responsible and accountable for its management the best they can. Peace in the world and Earth management have for too long been in the hands of and affected by government and business leaders, in the hands of a few people on the planet, as opposed to being in the hands of all of us (6.157 billion people on Earth) working together to keep our planet healthy. We are the keepers of the Earth. The Soul of Humanity will help us: * resolve problems, concerns and issues peacefully; We have the responsibility of managing Earth. Everyone shares responsibility for the present and future well-being of life within Earth Community. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as oppose to a measure or an action causing an irreversible loss. Life exists on millions of other planets in the universe and our species got to be who we are today through the evolutionary process. Other lifeforms in the universe may have evolved to be at least as advanced as our species. Their Souls may even be more complicated than ours. They may have merged a trillion times more than the human Souls. They may have evolved as well. We the Peoples of the Earth Government, the Human Family, are reaffirming faith in the fundamental human and Earth rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small. We the Peoples implies every individual on Earth, every community and every nation. Earth management is now a priority and a duty of every responsible person on Earth. ECO has taken action by calling the Divine Will into our lives and following its guidance. Divine Will is now a part of the Soul of Humanity to be used for the higher purpose of good and life's evolution. We will learn to serve humanity and radiate the Will of God to others. As never before in history, common destiny beckons us to seek a new beginning. This requires a change of mind and heart, and calling Divine Will to come into our life to show us the way. It requires a new sense of global interdependence and universal responsibility. We must develop and apply the vision of a sustainable way of life locally, nationally, regionally, globally, and within ourselves throughout life. Our cultural diversity is a precious heritage and different cultures will find their own distinctive ways to realize the vision. We must deepen and expand the global dialogue that generated the ongoing collaborative search for truth and wisdom. Life often involves tensions between important values. This can mean difficult choices. However, we must find ways to harmonize diversity with unity, the exercise of freedom with the common good, short-term objectives with long-term goals. Every individual, family, organization, and community has a vital role to play. The arts, sciences, religions, educational institutions, media, businesses, nongovernmental organizations, and governments are all called to offer creative leadership. The partnership of government, civil society, and business is essential for an effective global governance based on global concepts and the Scale of Human and Earth Rights. In order to build a sustainable global community, each individual, each local community, and national governments of the world must initiate their commitment to the Human Family. Let our time be a time remembered for the awakening of a new reverence for life, the firm resolve to achieve sustainability, the quickening of the struggle for justice and peace, and the joyful celebration of life. Let our expanding consciousness blend with that of the Soul of Humanity. Humanity welcomes the "Belief, Values, Principles and Aspirations of the New Age" (see the Charter of the Earth Government on our website) with Faith in the Divine Will and without fears such as the fear of change. Humanity seeks meaningful experiences and embraces the future for the better. Divine Will has caused the event of the New Age Civilization. The New Age Civilization is the age of global cooperation and symbiotical relationships. There are many different kinds of symbiotical relationships. Symbiotical relationships exist between nations of the European Union. It is mainly an economic base symbiotical relationship. Other types of symbiotical relationships maybe created all over the world between communities, nations, and between people themselves. They may be geographical, economical, social, business-like, political, religious, and personal. There has always been symbiotical relationships in Nature, and between Souls and the matter of the universe to help creating Earth and life on Earth to better serve God. Earth Government has begun to establish the existence of the New Age Civilization all over the planet. There are no such thing as an anti-globalization movement as we have defined and developed the concepts of the New Age Civilization. National governments and large corporations have taken the wrong direction by asserting that free trade in the world is about competing economically without any moral safeguards and accountability to peoples and the environment. The proper and only way is for free trade to become a global cooperation between all nations. Surely, if we can cooperate in fighting against terrorism, then we should also be able to cooperate in fighting against the effects of the type of free trade and the emergence of the planetary trading blocks as applied by national governments members of the World Trade Organization(WTO). It has already been shown (see Newsletters on our website) that these effects will be disastrous socially and environmentally and are a direct threat to the existence of life on Earth. The Earth Government is proposing a solution that the process of trading within the planetary trading blocks be changed from a spirit of global competition to that of global economic cooperation. This is the new way of doing business, the new way of life. Earth Government has made clear that globalization and planetary trading blocks should be serving the Human Family and not the other way around, the people around the world serving the very few rich individuals. The September 11 event was the result of bad trading of arms and oil and the absence of moral responsibility and accountability in our way of doing business with the Middle East nations. By applying proper moral safeguards and accepting responsibility and accountability of all products (arms and oil in this case), from beginning to end where they become wastes, each corporation would make free trade and globalization serving the Human Family. The September 11 event was also a turning point in human history and indicated the end of the last superpower in the world and the birth of the New Age Civilization. Over its long past history trade has never evolved to require from the trading partners to become legally and morally responsible and accountable for their products from beginning to end. At the end the product becomes a waste and it needs to be properly dispose of. Now trade must be given a new impetus to be in line with the global concepts of the New Age Civilization. When you do exploration work, and develop, manufacture, produce, mine, farm or create a product, you become legally and morally responsible and accountable of your product from beginning to end (to the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste). This product may be anything and everything from oil & gas, weapons, war products, construction products, transportation and communications products and equipment, to genetically engineered food products. All consumer products! All medical products! All pharmaceutical products! In order words, a person (a person may be an individual, a community, a government, a business, an NGO, or an institution) becomes responsible and accountable for anything and everything in his or her life. Certainly an important action has been for the Canadian Government to ratify the Kyoto Protocol as it is. No more waiting! Time for action is now! We are all responsible for the creation of global warming, and there are plenty of observable effects. Greenhouse gases are accumulating dangerously in the Earth's atmosphere as a result of human activities, and temperatures are rising globally due to these activities. Climate changes have to be manage without delays and the ratification of the Kyoto Protocol is only the beginning of a long fight for the protection of life on Earth. There is much more to be done to even come close to what we have to do. The ratification is only the beginning to help save the next generations. Global consumption is a very important aspect of globalization. Consumers should be concerned with the impact of their decisions on the environment but also on the lives, human and Earth rights and well-being of other people. Since one of the key functions of families as a social institution is to engage in production (selling their labour in return for wages) and consumption (using those wages to buy goods and services), then the role of families has impacts on sustainable consumption and development. Corporations are required to expand their responsibilities to include human and Earth rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects. Earth Government has summarized the rights of every person on Earth by developing the Scale of Human and Earth Rights. The scale will eventually be replacing the Universal Declaration of Human Rights. Just as corporations have social responsibilities and so do consumers in societies. Consumers are socialized to improve the quality of their lives. Quality of life is a multi-dimensional, complex and very subjective concept. For instance, someone who has changed their consumption habits to better ensure that their choices will make a better quality of life for themselves, the environment and future generations, may be seen by others as having a lower or inferior quality of life since they have removed themselves from the materialistic mainstream characteristic of our consumer society. Someone may feel that an absence of violence and abuse in their life leads to a higher quality of living even though they have fewer tangible resources, money, or shelter; peace of mind and freedom from abuse has increased the quality of their daily life relative to what it was like before. There are universal quality of life values which lead to "human betterment" or the improvement of the human condition. In addition to the value of species survival (human and other living organisms), they include: adequate resources, justice and equality, freedom, and peace or balance of power. A better quality of life for all people of Earth Government is a goal for all of us and one of our universal values. Earth Government found that an adequate level of health care is a universal value as well as a human right. We expect adequate health services to be accessible, affordable, compassionate and socially acceptable. We believe that every individual of a society is co-responsible for helping in implementing and managing health programmes along with the government and the public institutions. Being unified under the Soul of Humanity, Divine Will, God the Spirit and the Human Family dissolve all barriers and expand our consciousness. We become more whole and complete within ourselves and as a group. Our common Spirit is able to resolve planetary problems in a coherent way. One common global Vision allows us to see how all the parts of the whole relate to each other. We have the right relationship with one another, with all lifeforms and Earth itself, and with the Soul of Humanity, the Divine Will and God the Spirit. On May 26, let us all celebrate life in our heart, mind and Spirit. Let us thank God for the gift of life.
The Earth Ministry of Health is needed to reduce the threat of new and reemerging diseases and immune micro-organisms. SAR is certainly a new emerging global threat and must be managed before it becomes widespread. There are several factors indicating the need for new global changes in the area of health: * larger populations of mal-nourished and undereducated people living in substandard housing, unhealthy environmental conditions and inadequate health services, and poor water supply and sanitation

Food imports increase vulnerability to infections from overseas. The widespread use of antibiotics is responsible for the growth of microbial resistance. Biotechnology has made real progress but still need responsible use and a greater understanding of ethics. Multidrug therapies have reduced significantly AIDS deaths. SAR is spreading in Toronto and Vancouver. Countries in Latin America & the Caribbean Underfunded public health systems are inadequate and with too much emphasis on bureaucracy and politics. Tuberculosis and HIV are growing and so are many other communicable diseases. Africa Sub-Saharan Africa accounts for almost half of all deaths from the full range of infectious disease worldwide. Because of AIDS, life expectancy is 47 years. Children made orphans by AIDS usually turn to crime to survive. Europe The health systems in Central and Eastern Europe are deteriorating. All of Europe is facing problems such as AIDS, mad cow disease and inflenza. Migration is a factor in spreading diseases. Asia & Oceania Except for Japan and Australia, Asia and Oceania countries have communicable diseases increasingly widespread and out of control. SAR has is spreading in several cities.

Earth Government has studied your family policy and its lack of success. We are proposing here a family policy that is very likely to succeed. Perhaps the most important step towards achieving sustainability for the next million years is to control our population growth. World overpopulation is now at the turning point and requires from each and every one of us a statement of rights and belonging to Earth Community, the human family: a) I am not just a woman, I am a person, I am a global community We are not asking here a woman to have only one child like is done in China. No! First of all it does not work in China. Your population is still increasing. We are asking here to give a woman the choice, the freedom to say no I dont want children, or yes I want to raise a family, and to make that socially acceptable. For this to work, women must also be given equal rights to men in every way. The Chinese family policy does not work because women were not given the freedom to choose for themselves and the equal rights to men. Women are 'persons' just like men. Those men and women who choose to raise a family (one or more than one children, preferably more than one child) will be given all the help society can give them. The effect of such change in behavior will imply a true acceptance of belonging to the global community and that humanity must step forward as a responsible body for the good of all. The heart, mind and human spirit of Earth Community will want to be in the forefront of positive actions and human activities to ensure our survival. This is not new. In many parts of the world a man is no longer seen as the 'head of the family', the 'provider'. Both men and women have taken that role depending of circumstances and social factors. Women are no longer seen as subservient persons and breeding machines. Women are seen as equal to men. Women's rights protect the equality between a man and a woman. Earth Government has long recognized that greater equality between men and women is an essential element of slowing down world population growth. It was observed that fertility rates were falling everywhere women were allowed to determine when and whether they will have children. Gender inequality also impacts on resource use and the prospects for sustainability and biodiversity protection. Training and education along with their greater sense of nature ans shelter protection give women the tools they need to make resource use more equitable and efficient within communities and to mobilize against environmental and health hazards. People of faith with their religious leaders have a long history of teachings about the spiritual corruption associated with excessive
attachment to wealth or material accumulation. They have organized many initiatives to promote simple living and counter the consumerist tide.
According to them, the nonmaterial dimension of development includes educational, social, cultural and spiritual requirements.
The effect of putting a greater emphasis on such requirements provides a person with a dignified life. It also increases unity in the community, and community initiatives produce greater results. Social justice is also a part of a person's development. People of faith with their religious leaders have added the issues of social justice to community initiatives. They can influence corporations on issues of sustainability, consumerism and social justice. Consumerism drives the world's industrial economies. Religious leaders counter the tide of high-consumption culture by preaching against the illusion of satisfaction provided by earthly wealth, and integrating material and spiritual development in a person. They educate their members about consumption and encourage them to consume less and to buy products that have low environmental impact. They encourage the change of purchasing and investment decisions to favor a sustainable world. They use their moral authority to call for an end to systematic abuse of the environment and for the creation of a just and environmentally healthy world. Finally, they encourage members to join boycotts or protests. Boycotts are used to steer consumption toward green companies and hold 'bad' corporations accountable for their practices.
Throughout the history of humanity, the rights of human beings have been
defined and enshrined with reference to the values of the dignity
of each individual and of freedom, equality and justice. These values
are universal. Earth Government has accepted
and enshrined them into its own ways of behaving and dealing with all peoples.
Cultures and societies differ so much that their expression takes varying
forms, but diversity does not affect the foundation of inalienable values
constituted by human and Earth rights. Each individual is recognized as a representative
of humankind.
Human dignity resides in each of us, and this dignity
must be recognized and respected by all. As universal values, equality, justice and freedoms are concerned with our ability to decide, to choose values and to participate in the making of laws, and they are dependent on the recognition of other people. These values forbid any form of discrimination on the grounds of race, nationality, sex, religion, age or mother tongue. By accepting both values of freedom and equality we can achieve justice. One can be answerable for one's actions in a 'just' way only if judgements are given in the framework of democratically established laws and courts. Social justice is another universal value to which Earth Government aspires and accepts as a universal value. Social justice consists in sharing wealth with a view to greater equality and the equal recognition of each individual's merits. All persons within a given society deserve equal access to goods and services that fulfill basic human needs. Primordial human rights are necessarily human needs but not all human needs are primordial human rights. Nevertheless there are very specific primordial human needs. First there are the material needs, the requisites for a dignified life:

Primordial human rights are those human rights that individuals have by virtue of their very existence as human beings:
These rights are separate categories from those of ecological rights, community rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights. Ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights listed here are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale of Human and Earth and the Charter of Earth Government are the best guidance for continuing this process. The Scale shows social values in order of importance and so will help us understand the rights of a community. What are the universal needs of a person, family, a community? All families need shelter, food, parents, a child (see Article in October Newsletter 'The world overpopulation problem resolved along with several other global issues')

Plan'. These needs raise the question of interacting universal responsibilities. In terms of parenthood,
parents must raised their children mentally and physically healthy. It
is a responsibility to do so. Which also means each local community must have an educational
system to help parents rasie the child.
As several organizations might suggest, the Earth Community Organization (ECO) and Earth Government are not similar to and should not become like the United Nations. Earth Government and the United Nations are both fundamentally different, and let me explain. The United Nations are dedicated to the design of solutions to international problems based on the fundamental principles of equal human dignity, liberty, democracy and constitutionally protected basic rights. In other words, the United Nations is promoting the adoption of the Universal Declaration of Human Rights by all nations, or some form of it. Earth Government, on the other hand, is proposing a democratically elected Earth Government and that: a) different nations may require different political systems at different timesOn December 10, 1948 the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction. The introduction of the Universal Declaration of Human Rights has been a great step in humanity's evolution to better itself. But now is time to leave it behind and reach to our next step, that is a social scale of values, the Scale of Human and Earth Rights. The Universal Declaration of Human Rights causes confusion in the world between nations. The reason why it causes confusion is that it needs to be improved. A lot! The West cannot understand many of the things that other nations do and other nations do not understand the West Way of Life. Why? Because the Universal Declaration of Human Rights is not so universal after all. And because it does not have a scale of values. Let me categorized the 30 articles of the Universal Declaration of Human Rights (they are listed on our website) as they would fit on the Scale. The wording of the scale is shown here. 1. In today's Earth Government it is important for our survival to cooperate globally on several aspects such as peace, security, pollution in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching the Charter of Earth Government as a way of life for the good of all. Earth needs urgently a world system of governance. The United Nations fail to satisfy the needs of the people of the 21st Century. It has never improved upon the old ways and thinking of the middle of the 20th Century. Its voting system no longer satisfy the 6.157 billion people on Earth. The challenges are different and require a world organization up for dealing with the needs of all these people. During the past several years, the Earth Government has been pleading the United Nations leaders to make changes in the UN organizational structure and ways of doing things. There has been an urgent need for fundamental changes in the United Nations organization. The decision of the United States Government to invade the Middle East nations and Afghanistan has shown to be a result of this incapacity for changes on the part of the United Nations. A lack of leadership at the United Nations is a major threat to the security of the world. The world wants a true democratic world organization. The UN is not! The most fundamental requirement of a world organization is a democratic system of voting. Democracy must be a priority. The right that the greatest number of people has by virtue of its number (50% plus one) is a human right. It should be respected. The actual UN system of voting is undemocratic, unfair and noone likes it. It does not work! Earth Government has proposed a voting system based on democracy. Of the 190 Member States of the United Nations, it takes only one of the five permanent members to overthrow any decision or proposal during a meeting. This means 1/189 or 0.5% of the membership is more powerful than the remaining 99.5%. If that is not a dictature, what is it? It does not say much about democracy at the UN. More like a dictature of the five permanent members. In the Preamble of the Charter of the United Nations, it says "WE THE PEOPLES OF THE UNITED NATIONS " but in fact it should say "WE THE FIVE PERMANENT MEMBERS". The voting system for Earth Government is very simple and practical. One representative per million people. If all countries in the world had decided now to participate with this process we would have today 6,114 elected representatives to form Earth Government. They would form the Legislative body of Earth Government. They could actually all stay home to govern or from some place in their communities. Today communications are more than good enough to allow voting and discussing issues, etc. through the Internet and video conferencing. That would cut cost of governing down to a minimum, at least administrative costs. The Executive body would also govern in this way to cut cost down to a minimum. Ministers can administer their Ministries from where they live if they wish to. There will be a place for the Headquarters. We will show that it costs very little to administer Earth Government, and that we can achieve immense results. There is no limit to the good the Earth Government can achieve in the world. Think! What can do a unified 6.114 billion people determined to make things work to keep Earth healthy? For the first time in human history, and the first time this millennium, humanity has proposed a benchmark: * formation of Earth GovernmentThe political system of an individual country does not have to be a democracy. Political rights of a country belong to that country alone. Democracy is not to be enforced by anyone and to anyone or to any community. Every community can and should choose the political system of their choice with the understanding of the importance of such a right on the Scale of Human and Earth Rights. On the other hand, representatives to Earth Government must be elected democratically in every part of the world. An individual country may have any political system at home but the government of that country will have to ensure (and allow verification by Earth Government) that representatives to Earth Government have been elected democratically. This way, every person in the world can claim the birth right of electing a democratic government to manage Earth: the rights to vote and elect representatives to form the Earth Government. In order to elect representatives to Earth Government it is proposed

A. Each individual government in the world will administer the election of representatives to Earth Government with an NGO and/or members of Earth Government be allowed to verify all aspects of the process to the satisfaction of all parties involved.

The Glass Bubble concept 'a Global Community' is designed to illustrate the
concept of "a global community" to elementary school children as opposed
to the idea a community is "the street where I live."
It is an imaginary space enclosed in a glass bubble. Inside this is everything the child can see: above to the clouds, below into the waters of a lake or in the earth, to the horizons in front, in back, and on the sides. Every creature, every plant, every person, every structure that is visible to him(her) is part of this "global community." By focusing on familiar ground in this manner it can be taught that every living thing within the glass bubble is there because his/her food is there, his/her home is there, all he/she needs to survive is there. And every creature will stay as long as what his/her needs remains to be available within that "global community." Look up, look down, to the right, to the left, in front and behind you. Imagine all this space is inside a giant clear glass bubble. Wherever you go, you are inside 'a global
community'. Every thing, every living creature there, interacts one upon the
other. Influences inter-weave and are responsible for causes and effects. Worlds
within worlds orbiting in and out of one another's space, having their being. Learn to be aware of that and act accordingly, to create good or destroy, to help or to hurt. Your choice. Now let us explore this Global Community that we have visited and discover why each member is important ~ each bird, each tree, each little animal, each insect, plant and human being ~ and how all work together to create a good place to live. You walk like a giant in this Global Community. To all the tiny members you are so big, so powerful, even scary… You can make or break their world. But by knowing their needs,
and taking care, you can help your whole Global Community be a good one.
* Why are you important to this "Global
Community"? Let each child be aware he either grows up to be a person who
helps or a person who destroys. This may or may not inspire some sort of creative project of
what "could be" to aid this Global Community to remain healthy.

and exercise of all rights recognized for human beings. The stewardship
of the ecological base has to be given priority before the fulfilment of
various economic and social wishes. Demands resulting from the socio-economic system
of a particular country have to find their limits in the protection of
the global ecosystem. Vital interests of future generations have to be
considered as having priority before less vital interests of the present
generation. Supply chains have to be designed in a way, that the goods
can enter after usage or consumption into natural or industrial recycling
processes. If serious damages to persons, animals, plants and the ecosystem
cannot be excluded, an action or pattern of behaviour should be refrained
from. A measure for supplying goods or services should choose a path which
entails the least possible impact on the ecological and social system concerned.
This way functioning proven systems will not be disturbed, and unnecessary
risks will not be taken. Supply strategies consuming less resources should
have preference before those enhancing more resource consumption. The idea of sustainability has been extended
to be a moral and ethical state, as well as an economic and environmental
state, wherein sustainable consumption patterns respect the universal values
of peace, security, justice and equity within the human relationships that
exist in Earth Government. When there is a need to find a
solution to a problem or a concern, a sound solution would be to
choose a measure or conduct an action, if possible, which causes reversible
damage as oppose to a measure or an action causing an irreversible loss.
The existing and future uses of water are constantly challenged; balancing
supply and demand is made even harder by the amounts of pollution found
in the air, land and waters. A large part of our body is made of water,
and we cannot live without water; therefore water is a primordial human
right by our very nature. In order to avoid conflicts and wars over drinking
freshwater, freshwater has been categorized as a primordial human right.
Industrial pollution plays a major role in the deterioration of nature
but this time the level of pollution is above the carrying capacity of
the ecosystem. Pollution also affects significantly human health and all
lifeforms on Earth. Every person needs Oxygen to live so clean air is certainly
also a primordial human right by our very nature.
Morally right actions or policies are those that result
in the greatest number of people. How meaningful is the right of the greatest number of people if they agree
to damage the ecological base of the Earth. The greatest
number of people cannot and will not be allowed to supersede the rights
of the ecological base of Earth.
How meaningful is the right to life or to participation in political life if
poverty, gender inequality, destitution and epidemics prevent individuals
from enjoying freedom of movement, freedom to vote, to marry and so on?
The economic and social rights are the essential prerequisite for the effectiveness
and exercise of all other rights (other than ecological rights) recognized
for human beings. The developing countries are having
a harder time than others to achieve the exercise of these rights on a
lasting basis, with the problems of economic globalization presenting new
challenges. We must therefore beware of enforcing economic rights alone
to the detriment of individual civil rights and the rights of all individuals
to decide their own fate and the future of their country, their political
rights. The universality of human rights recognizes the right of all individuals
to participate in the cultural life of their community and of other country,
to receive education and training, and to be informed. Global consumption is a very important aspect of
a community's needs. Consumers should be concerned with the impact of their decisions
on the environment but also on the lives, human and Earth rights and well-being of
other people. Since one of the key functions of families as a social institution
is to engage in production (selling their labour in return for wages) and
consumption (using those wages to buy goods and services), then the role
of families has impacts on sustainable consumption and development. This certainly limits the rights of a family and of a community.
Just as corporations have social responsibilities
and so do consumers in societies. Consumers are socialized to improve the
quality of their lives. Quality of life is a multi-dimensional,
complex and very subjective concept. For instance, someone who has changed
their consumption habits to better ensure that their choices will make
a better quality of life for themselves, the environment and future generations,
may be seen by others as having a lower or inferior quality of life since
they have removed themselves from the materialistic mainstream characteristic

shown to be a result of this incapacity for changes on the part of the
United Nations. A lack of leadership at the United Nations is a major threat
to the security of the world. The world wants a true democratic world organization.
The UN is not!
The most fundamental requirement of a world organization is a democratic
system of voting. Democracy must be a priority. The right that the greatest
number of people has by virtue of its number (50% plus one) is a human
right. It should be respected. The actual UN system of voting is undemocratic,
unfair and noone likes it. It does not work! Earth Government has proposed
a voting system based on democracy.
Of the 190 Member States of the United Nations, it takes only one of
the five permanent members to overthrow any decision or proposal during
a meeting. This means 1/189 or 0.5% of the membership is more powerful
than the remaining 99.5%. If that is not a dictature, what is it? It does
not say much about democracy at the UN. More like a dictature of the five
permanent members. In the Preamble of the Charter of the United Nations,
it says "WE THE PEOPLES OF THE UNITED NATIONS " but in fact it should say
"WE THE FIVE PERMANENT MEMBERS".
The voting system for Earth Government is very simple and practical.
One representative per million people. If all countries in the world had
decided now to participate with this process we would have today 6,114
elected representatives to form Earth Government. They would form the Legislative
body of Earth Government. They could actually all stay home to govern or
from some place in their communities. Today communications are more than
good enough to allow voting and discussing issues, etc. through the Internet
and video conferencing. That would cut cost of governing down to a minimum,
at least administrative costs. The Executive body would also govern in
this way to cut cost down to a minimum. Ministers can administer their
Ministries from where they live if they wish to. There will be a place
for the Headquarters. We will show that it costs very little to administer
Earth Government, and that we can achieve immense results. There is no
limit to the good the Earth Government can achieve in the world. Think!
What can do a unified 6.114 billion people determined to make things work
to keep Earth healthy?
For the first time in human history, and the first time this millennium,
humanity has proposed a benchmark:
The political system of an individual country does not
have to be a democracy. Political rights
of a country belong to that country alone. Democracy is not to be enforced
by anyone and to anyone or to any community. Every community can and should choose the political system of their choice with
the understanding of the importance of such a right on the Scale.
On the other hand, representatives to Earth
Government must be elected democratically in every part of the world.
An individual country may have any political system at home but the government
of that country will have to ensure (and allow verification by Earth Government)
that representatives to Earth Government have been elected democratically.
This way, every person in the world can claim the birth right of electing
a democratic government to manage Earth: the rights to vote and elect representatives
to form the Earth Government.
In order to elect representatives to Earth Government
it is proposed the following:
In today's Earth Government it is important for our survival to cooperate globally on several aspects such as peace, security, pollution
in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating
poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching
the Charter of Earth Government as a way of life for the good of all.
Earth Government is continuously updating and improving the implementation of global ministries throughout the world. The short description of the work done so far appears here and on our website. A detailed, more complex one is on CD-ROM showing each global ministry with detailed views, actions to address the challenge and indicators to measure progress on the challenge.
Britain and the United States are worried about terrorism so much that they are invading the Middle East nations to prevent terrorism from spreading all over the world. Or was it not just an excuse to get their hands on the best and cheapest to produce oil in the world?
Britons first and Americans following in their steps later have found excuses to invade the Middle East ever since World War I. This time it is terrorism. Now they pipeline the oil from Irak to Israel and America. And now creating global warming will be increased by tenfold.
Exploitation of
the oil resources will keep their economy healthy for the next thousand years. That was their plan then and is still now. The only problem with their plan is that they
have lost their mind, their heart and their Soul in the process. They are not the kind of leader the world wants or needs. They are the Prince of Evil himself. They are the
darkness. They have lost credibility! The values they are now promoting are no longer justice for all, freedom and democracy (except on their TV screens, aimed at convincing themselves that they are not a degraded and a corrupted society) but rather
are dictatorship and war. In an insiduous way, they promote the destruction of the global life-support systems of the planet, and of all life. We will stop them! We will bring down the American economy, and we will split America into
several states free to live at peace with the rest of the world.
If the issue was Earth security then let us discuss its vital focus here. In any case, if invading the Middle East nations and Afghanistan was a preventing strike then what about preventive actions against the worst polluters on the planet who promote the destruction of the global life-support systems: Americans, Jews of Israel, Britons? What stops the rest of the world to organize a boycott, a total and global embargo on all US products, all their goods and services. They are endangering all life on Earth and therefore, humanity, the human family has an obligation to prevent the worst from happening.
The Earth Court of Justice will hear cases involving crimes related to the global ministries.
It will have the power to rule on cases involving crimes related to each one of the ministries.
The invasion of nations such as those of the Middle East and Afghanistan are crimes against humanity and will be prosecuted. The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime. Because the leader of the USA was responsible for not signing the Kyoto Protocol, President George W. Bush will be first to appear in Court. He is an evil man. In comparison, he makes Adolf Hitler and Saddam Hussein look like kids in the block. The splitting of America into separate independent states living at peace for the good of all would certainly be a better solution to all Americans and the world. The reality here is that every American is on trial here. A large majority of the consumers in USA are also responsible for producing the deadly gas causing global warming, and they are all on trial. The same goes for every person on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life on Earth. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge. It is a crime against humanity and all life on Earth not to ratify the Kyoto Protocol. It is a terrible crime against the global life-support systems, against the very existence of the next generations. On the Scale of Human and Earth Rights the crime is of maximum importance. There is no need to wait for the election of the Earth Government to create the Earth Court of Justice. The Court can be formed now and incorporated to the Earth Government later. Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid commitment of political will from national governments and Earth Government. Once in effect, the Earth Court of Justice will become the principal judicial organ of the Earth Government. The Court will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies. The Court will be composed of judges elected by the Elected Representatives Council and Earth Security Council. It may not include more than one judge of any nationality. The Members of the Court do not represent their governments but are independent magistrates. The judges must possess the qualifications required in their respective countries for appointment to the highest judicial offices, or by jurists of recognized competence in international law. The composition of the Court has also to reflect the main forms of civilization and the principal legal systems of the world. The Earth Court of Justice will hear cases involving: * nation states
The Earth Court of Justice will also rule on global problems and concerns such as the creation of a new nation in the
world, and disputing territories or land between nations. * the Charter of Earth Government, The Earth Court of Justice will handle environmental damage cause by the U.S. military action. Earth Government has classified the damage as a criminal liability for military personnel and/or their contractors. The war industry has become a liability to humanity.
Earth Government has broadened the traditional focus of the security of states to include both the security of people as well as that of the
planet. Global security policies include:
* every person on Earth has a right to a secure existence, and all states have an obligation to protect those rights
In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances
with other nations were the only way to 'win'. Today wars are unlikely to produce winners. The Earth Government is all over the planet. Ethnic
groups are everywhere. Some say there are more Italians in Montreal, Canada that there are in Italy. So we would fight our own people? Wars truly
make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The
only job the military should be asked to do today is to protect the global life-support systems. These systems have the highest priority
on the Scale of Human and Earth Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is
no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs.
Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Human and Earth Rights. Without a shelter life will still exist in some places but is not possible in cold place.
There are many related aspects of the global life-support systems:
* global warming
So security must be achieved by other means than wars. We might as well shelved the war industry from humanity right now and that means phasing
out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in
all nations of the world, and not just in some Middle East country. The nature of global security has changed since the rise of the Earth Government.
Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. Earth
Government will emphasize as a priority the prohibition of external interference in the internal affairs of sovereign states. Today the security of
people within the Earth Government is just as important as the security of states. Citizens must be secure. Earth Government is just as important as the security
and life of citizens and states.
There are many threats to security other than the threats to the global life-support systems and threat caused by weapons of mass destruction and the threats to the sovereignty of a state, and they include: * the proliferation of conventional small arms Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in the Charter of the Earth Government such as justice, human dignity, and equity for all and for the good of all. All people and states are protected by Earth Government.
Earth Government has begun to establish the existence of the New Age Civilization of the 3rd Millennium, the age of symbiotical relationships and global cooperation. An
economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political,
religious, and personal) may be created all over the world between communities, nations, and between people themselves. There has always been symbiotical
relationships in Nature, and between Souls and the matter of the universe to help creating Earth and life on Earth to better serve God.
Earth Government is inviting you to participate in the formation of global symbiotical relationships between communities, nations, businesses, or a combination of them. This can be accomplished through the formation of global ministries. We are also proposing the formation of a political symbiotical relationship between state and the global civil society. A similar relationship already exists between the Earth Government and every member of the Earth Community, also known as the human family, the global civil society. Any symbiotical relationship is for the good of all, for the good of the 'other'. It is based on a genuine group concern and unconditional support for the individual's well-being ~ a giant leap in human behaviour. The question is how can we improve the political symbiotical relationship to fulfill its goals? The Charter of Earth Government promotes the values to achieve its goals. These goals require the promoting and establishment of: global community ethics, mutual respect, respect for life, basic liberties, justice and equity, caring for the 'other', integrity, responsibility and accountability. Other symbiotical relationships may be based on common concerns and issues such as: the environment, peace, women's rights, human and Earth rights, and many more. There is a whole spectrum of possible symbiotical relationships. Global 2000 and Global Dialogue 2002 were the first world conferences on sustainable development and Earth management that brought forward sound solutions to humanity's problems. Symbiotical relationships are needed today and for the long term future of humanity. A global symbiotical relationship between nations is more than just a partnership, or an economical agreement such as the WTO. The WTO is about a trade partnership between nations. On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved. The fundamental criteria is that a relationship is created for the good of all nations participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development. The emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. We all know developed countries live off developing countries so the emphasis has no need to stress out the profit a rich nation is making off a poor nation. The emphasis of the relationship should give more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of Earth Government into our ways of life, justice, peace, spiritual freedom, security, and many other important aspects as described in the global ministries (agriculture, energy, trade, resources, etc.). Global ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed. Earth Government has been promoting the formation of 51 global ministries for the proper governance of Earth. Global ministries are world wide organizations just like the WTO for trade and therefore should have the same power to rule on cases as that of the World trade Organization (WTO). A new symbiotical relationship between that of religion and the protection of the global life-support systems has begun to take place all over the world. Religious rituals now support the conservation efforts and play a central role in governing sustainable use of the natural environment. Major faiths are issuing declarations, advocating for new national policies, and creating educational activities in support of a sustainable global community. Earth Government is establishing a symbiotical relationship between spirituality and science, between our heart and mind, and God, between religion and the environment. The human family is finding its role in the universe, a higher purpose and a meaning. We now can celebrate life. A sustainable world can be built with the help of a very powerful entity: the human spirit. Community participation generates the energy needed to sustain the planet and all life. Religious and environmental communities have formed a powerful alliance for sustainability.

A population of 100 million people will elect 100 representatives. This process will create a feeling of belonging and participating to the affairs of the Earth Community and Earth Government. D. A typical community of a million people does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where I live and contained by a border. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul, and as part of a community with the same. E. Earth population is now 6.114 billion people. If all representatives had been elected this year there would be 6,114 representatives to form Earth Government. They would be the Legislative elected body of Earth Government. They would participate in some ways in choosing the Executive and Judiciary bodies of Earth Government. It our experience and knowledge that by-laws, regulations, standards will not save a community and all life unless the resources are managed for the long run in mind. Global warming is an example of how bad things got to be. Let us look at our history as a species, the human species, the millions of years of evolution that got us here. How have we survived? We fought predators around us looking for a human being to snack on. We lived in cave for protection and security. We survived together. When a predator got too close to our group, did we ask Uncle Sam, Uncle Sam is a fictutious name, did we ask Uncle Sam to defend the group just by himself? By himself Uncle Sam would have been the predator's dinner. NO. The whole group fought the predator and we killed it, and probably ate it too. We survived because we worked together to protect the group. We are who we are today because we lived as a community. So why do we give resources to Uncle Sam? Where is the logic? Where is our sense of self survival as a community gone? What happen to it? Is it not burried lock, stock, and barrel under a culture, in a way of life and of doing things, that is counterproductive? During two global dialogues, the Earth Community Organization has developed the Scale of Human and Earth Rights to get us and the rest of the world back on track. The Scale tells us what is the most important, and less important. It was designed on values that are part of our history as human beings and on values that have kept us alive throughout the millions of years. We have to correct for the wrong way taken by our society and governing bodies. The ecosystems of the Earth, the global life-support systems, have to be given the highest priority, the greatest importance, because that is where they sit on the Scale of Human and Earth Rights. The rights of the community to life, clean air, freshwater, a healthy environment, security, is the most important right on the Scale. It is a primordial human right. The right of the property owner, Uncle Sam, is much lower on the Scale, near the bottom of it. In most places, Uncle Sam is a developer, any corporation from a logging company to a food packaging company, even Natives maybe called Uncle Sam, even nation governments maybe called Uncle SAM. They lost their way. History can help us understand ourselves and what is happening to us, and our impact upon the rest of the world, only when we look at ourselves on the grand scale of time. As members of families, we note the passing generations. Historians traditionally deal in centuries. For the most part we are unaware of the deep rhythms that lie beneath naturally occurring events, rhythms that must be measured in millennia, or in millions of years, or in tens of millions of years. We have a huge effect upon all life on Earth and the fabric of the planet itself yet we are vaguely aware of the rhythms. From an engineering point of view that is totally unacceptable. If Earth was seen as a spaceship whith specific life-support systems, to think of those rhythms would be of outmost importance. The knowledge and understanding of the rhythms would determine our policies now, today. Even though our lives are so brief, a million years should be a proper unit of political time. Politicians would become in a way engineers who can think not only a week at a time but can also think ahead a million years. The world needs 'engineer politicians' with the highest integrity of judgment. The Glass Bubble concept of 'a Global Community' was brought forward during Global 2000 as a fundamental concept to define the working of global communities of the New Age Civilization of the 3rd Millennium. Wherever you go, you are inside 'a global community'. Every thing, every living creature there, interacts one upon the other. Influences inter-weave and are responsible for causes and effects. Worlds within worlds orbiting in and out of one another's space, having their being. To interact knowledgeably within one's global community has to be taught ~ especially to urban children. It has to be brought to them very clearly all life forms interact and depend upon other life forms for survival. They need to know reasons why ignorance of nature's law causes such damage, and why working in harmony with nature produces such good results. The world is already witnessing effects of global warming, itself being caused by ignorance and indifference of nature's law. The concept of the Glass Bubble was extended to include the planet Earth and all the global communities contained therein. We can no longer perceive ourselves as a People who could survive alone and a People who does not need anyone else. We belong and depend to this much larger group, that of The Global Community. The 21st Century will see limitless links and interrelationships with The Global Community. One could think of a typical community of a million people that does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where I live and contained by a border. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul, and as part of a community with the same. Every single human being must deal responsibly with the affairs going on in his (her) own 'global community' ~ when a person takes personal responsibility for his own affairs ~ he becomes empowered as a person. He can then reach beyond his own property and family, and help to work with others living in and around, even a part of the local community he lives in ~ the villages, the town community, the surrounding territory, and so on. The key is personal responsibility. Therefore the individual is the important element, one who takes responsibility for his community. This individual cares about jobs, homes, streets, the welfare and success of his community. When a group of ordinary people realized they, personally, will make the changes they need in their fields, in their village. They can then find ways to bring these changes for all. There is a wisdom in the ways of very humble people that needs to be used. Every humble person deserves to have ideas respected, the courage to develop his own life for the better and for the good of all. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet now and propose sound solutions for its proper management, present and future. Perhaps now we should introduce some important members of The Global Community: the global civil society, the Earth Community, the human family, all different ways of expressing the same people. Most of the time many politicians representing their citizens at the United Nations have no knowledge, experience, and understanding of global problems. They seek advise from others, and these 'others' are always memebers of the global civil society. Yet politicians make global decisions or the lack of them during meetings. Politicians become actors on the world scene. Actors taken jobs they are not always qualified to take in reality. They make decisions and they dont understand consequences. In effect, politicians are threatening the security of all people and all life on Earth. The global civil society is made of people from all aspects of life who have a greater understanding of the problem whatever it may be. The global civil society is the mind, heart and Soul of humanity, the human family. They maybe NGOs, businesses, agencies, scientists and professionals, religious groups, or other groups. They should have a voting right during all meetings of the General Assembly and Security Council of the United Nations. They are given an important status in Earth Government. During Global 2000 and Global Dialogue 2002 we have found why each member of this Global Community is important ~ and how all work together to create a good place to live. Now is time to assign rights to these working communities. What rights should be assigned to 'a global community' and to The Global Community? All life on Earth is part of communities and, therefore, every human being has a responsibility toward all lifeforms. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale of Human and Earth and the Charter of the Earth Community are the best guidance for continuing this process. The Scale shows social values in order of importance and so will help us understand the rights of a community. What are the universal needs of a person, family, a community? All families need shelter, food, parents, a child (see Article in October Newsletter 'The world overpopulation problem resolved along with several other global issues') , language, body of knowledge, certain skills, a source of income. Security of the home is an important aspect for any family and the global community it belongs to. Essential elements and concerns of a community were listed in this Newsletter. Please read 'Biophysical and Economic Assessment of Mount Benson and surroundings in the context of a Vancouver Island Urban Master Plan'. These needs raise the question of interacting universal responsibilities. In terms of parenthood, parents must raised their children mentally and physically healthy. It is a responsibility to do so. Which also means each local community must have an educational system to help parents rasie the child. On the Scale, Primordial Human Rights are those that individuals have by virtue of their very existence as human beings: to live, eat, drink fresh water, breath clean air, security, and have shelter. Human rights represent an ideal and a supreme goal which can give meaning to life in society. Throughout the history of humanity, the rights of human beings have been defined and enshrined with reference to the values of the dignity of each individual and of freedom, equality and justice. These values are universal. Earth Government has accepted and enshrined them into its own ways of behaving and dealing with all peoples. Cultures and societies differ so much that their expression takes varying forms, but diversity does not affect the foundation of inalienable values constituted by human and Earth rights. Each individual is recognized as a representative of humankind. Human dignity resides in each of us, and this dignity must be recognized and respected by all. As universal values, equality, justice and freedoms are concerned with our ability to decide, to choose values and to participate in the making of laws, and they are dependent on the recognition of other people. These values forbid any form of discrimination on the grounds of race, nationality, sex, religion, age or mother tongue. By accepting both values of freedom and equality we can achieve justice. One can be answerable for one's actions in a 'just' way only if judgements are given in the framework of democratically established laws and courts. Social justice is another universal value to which Earth Community aspires and accepts as a universal value. Social justice consists in sharing wealth with a view to greater equality and the equal recognition of each individual's merits. All persons within a given society deserve equal access to goods and services that fulfill basic human needs.
The concept of a community being the street where we live in and surrounded by a definite geographical and political boundary has originated
during the Roman Empire period. An entire new system of values was then created to make things work for the Roman Empire. Humanity has lived with this concept over
two thousand years. Peoples from all over the world are ready to kill anyone challenging their border. They say that this is their land, their property, their 'things'. This archaic concept is
endangering humanity and its survival. The Roman Empire has gone but its culture is still affecting us today. We need to let go the old way of thinking. We need to learn of the new concept, and how it can
make things work in the world.
Earth Government is inviting Palestinians and Jews of Israel to a dialogue for the purpose of creating sustainable communities and a permanent peace movement in the land through the process of the Earth Court of Justice. In 1947, the United States found it easy to coerce the United Nations in creating the State of Israel. The effect of creating a new nation in this way was to promote once again the Roman Empire concept. Land is all that counts. A border around the land is all that is needed to create a community. That's the wrong way of thinking. A community is not about a piece of land you acquired by force or otherwise. A typical community of a million people does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where we live and contained by a border. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul, and as part of a community with the same. The UN had no right to create the State of Israel. They forced their way into a one billion Moslems and have done ever since. The UN along with the United States and Israel, are an invading force, a colonization drive in the same way as the British have done after World War I. The UN committed an illegal and arbitrary act by creating the State of Israel. The Earth Court of Justice will be created for the purpose of deciding on the legality of the state of Israel and the creation of the state of Palestine. Members of this higher Court will be chosen to reflect the Peoples involved here. Politicians create wars. They send the military to solve their problems, satisfy their interest and needs, and destroy the problems or create new ones to be in line with the war industry lobbying. The political game is as deadly as the military game. Peace is the worst enemy to both the potical and military people as peace does not pay for monthly mortgage bills, car payments and lust of the people living off the war industry. It was estimated that in the United States alone the war industry feed over fifty million Americans and has a monthly budget of more than ten trillion american dollars. These people are evils. All of their Souls have already been purified. They will never see the light again. Earth Government is promoting the settling of disputes between nations through the process of the Earth Court of Justice. Justice for all is what we want. Ever since the end of World War I the British tried to colonize the arabs and Moslems of the Middle East and surroundings. Over the past two years, we have proven in articles of several of our Newsletters that the British and American peoples have tried to invade and colonize the Arabs and Moslems of the Middle East. Israel is the Trojan Horse to achieve their goal. Back in 1947, the US have coerced the United Nations to create the State of Israel. It was an illegal and arbitrary process (or the lack of it) that created the State of Israel. There was never a Referendum conducted in the region to find out if there were any reason at all for the creation of Israel (at the time there were only a few Jews in the region) against the will of over one billion Arabs and Moslems. The reason was colonization and invasion of the Middle East for profit and self-interests. Brut and simple exploitation of the people of the Middle East and of their resources. Another invasion but different than the invasion of Vietnam and of other Peoples by the same invaders. After World War II, at the UN, it was easy for the US to get all the allies on their side. The Five Permanent Members of the UN (Great Britain, France, China, US, Russia) had no objection and all passed the resolution that created the state of Israel. That was all that was required. No process! All political! Politicians created the State of Israel without any reason except preparing grounds for a systematic invasion of the Middle East and the exploitation of the Arabs and Moslems and of their resources. In Canada, every province have jurisdiction over their resources. Ask to the Premier of Alberta what he would say if Ottawa was to create a new agency to manage or take over the resources within his province. He would probably seperate from the rest of Canada and join the US. So why would it be any different in the Middle East? Dont people from other nations have the rights to own and control their resources? The US do not think so. We are asking the US to justify their action in the Earth Court of Justice (not in the news media which they own and control). We want Justice for all and universal. We want a process for the creation of new nations. We want the Earth Court of Justice to be an independent and impartial body that will create the process and verify it for the case of the creation of the State of Israel. Earth Government is promoting that the creation of a new nation does not have to be at the expenses of human lives and destruction of an entire world. It can and should always be done through a decision made by a higher Court. We are promoting the immediate formation of this higher Court, the Earth Court of Justice to hear cases and to prosecute those nations, corporations, communities, individuals who commit crimes such as:
The Court will also be asked to decide on * the formation of a new nation in the world, The Court decides in accordance with: * the Scale of Human and Earth Rights, There are many instances where the Earth Court of Justice could be successful. Earth Government is inviting the peoples of Kashmir, India and Pakistan to dialogue about the disputed territory of Kashmir by settling the disputed land through the process of the Earth Court of Justice. The Earth Court of Justice will be created for the purpose of deciding on the future of Kashmir. Members of this higher Court will be chosen to reflect the Peoples involved here. Earth Government is inviting Palestinians and Jews of Israel to the global dialogue to create sustainable communities and a permanent peace movement in the land through the process of the Earth Court of Justice. This 21st century is very crucial for humanity as it will determine our survival or not for the next million year. The Earth Community Organization (ECO) and Earth Government are
proposing to the world a way to achieve our survival. The policies described in this article are by no means the only ones, and we do need the global community to
send suggestions and recommendations.
Perhaps the most important step towards achieving sustainability for the next million years is to control our population growth. World overpopulation is now at the turning point and requires from each and every one of us a statement of rights and belonging to Earth Community, the human family: a) I am not just a woman, I am a person, I am a global community We are not asking here a woman to have only one child like is done in China. No! First of all it does not work in China. Their population is still increasing. We are asking here to give a woman the choice, the freedom to say no I dont want children, or yes I want to raise a family, and to make that socially acceptable. For this to work, women must also be given equal rights to men in every way. The Chinese family policy does not work because women were not given the freedom to choose for themselves and the equal rights to men. Women are 'persons' just like men. Those men and women who choose to raise a family (one or more than one children, preferably more than one child) will be given all the help society can give them. The effect of such change in behavior will imply a true acceptance of belonging to the global community and that humanity must step forward as a responsible body for the good of all. The heart, mind and human spirit of Earth Community will want to be in the forefront of positive actions and human activities to ensure our survival. This is not new. In many parts of the world a man is no longer seen as the 'head of the family', the 'provider'. Both men and women have taken that role depending of circumstances and social factors. Women are no longer seen as subservient persons and breeding machines. Women are seen as equal to men. Women's rights protect the equality between a man and a woman. Earth Government has long recognized that greater equality between men and women is an essential element of slowing down world population growth. It was observed that fertility rates were falling everywhere women were allowed to determine when and whether they will have children. Gender inequality also impacts on resource use and the prospects for sustainability and biodiversity protection. Training and education along with their greater sense of nature ans shelter protection give women the tools they need to make resource use more equitable and efficient within communities and to mobilize against environmental and health hazards. Earth Government is dedicated to give women: a) equal rights There are countless situations showing the need for a woman's perspective and solution to a problem, locally and globally. For instance, historically a Peace Movement has always been associated with women. It was essentially thought as a feminist initiative. The method of decision making in such movement was intended to expand leadership rather than to narrow it. Most women groups in the feminist movement worked by consensus, the relationship among themselves has always been intimate and caring, and they often included a humanitarian concern for all people. The feminist peace movement has created a value system based on an ethic of caring, caring for each other and caring for the world as well. Women groups have dealt with issues such as motherhood, violence against women, citizenship rights, and oppression. World peace has been interpreted through women's eyes. Even the ecofeminist vision has peace rooted in nature, and the very essence of life and survival have been said as essentially female attributes. The ecofeminist position is that the Earth is our mother, and she is being ravaged by militarism and male-created toxic substances. Women help defined how we should see ourselves living as part of a community. A community is not about a piece of land you acquired by force or otherwise. A typical community of a million people does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where we live and contained by a border. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul, and as part of a community with the same. We can no longer perceive ourselves as a People who could survive alone and a People who does not need anyone else. We belong and depend to this much larger group, that of The Global Community. The 21st Century will see limitless links and interrelationships within The Global Community. Every single human being must deal responsibly with the affairs going on in his (her) own 'global community' ~ when a person takes personal responsibility for his own affairs ~ he becomes empowered as a person. He can then reach beyond his own property and family, and help to work with others living in and around, even a part of the local community he lives in ~ the villages, the town community, the surrounding territory, and so on. The key is personal responsibility. Therefore the individual is the important element, one who takes responsibility for his community. This individual cares about jobs, homes, streets, the welfare and success of his community. When a group of ordinary people realized they, personally, will make the changes they need in their fields, in their village. They can then find ways to bring these changes for all. There is a wisdom in the ways of very humble people that needs to be used. Every humble person deserves to have ideas respected, the courage to develop his own life for the better and for the good of all. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet now and propose sound solutions for its proper management, present and future. Perhaps now we should introduce some important members of The Global Community: the global civil society, the Earth Community, the human family, Earth Government, all different ways of expressing the same people. Most of the time many politicians representing their citizens at the United Nations have no knowledge, experience, and understanding of global problems. They seek advise from others, and these 'others' are always memebers of the global civil society. Yet politicians make global decisions or the lack of them during meetings. Politicians become actors on the world scene. Actors taken jobs they are not always qualified to take in reality. They make decisions and they dont understand consequences. In effect, politicians are threatening the security of all people and all life on Earth. The global civil society is made of people from all aspects of life who have a greater understanding of the problem whatever it may be. The global civil society is the mind, heart and Soul of humanity, the human family. They maybe NGOs, businesses, agencies, scientists and professionals, religious groups, or other groups. They should have a voting right during all meetings of the General Assembly and Security Council of the United Nations. They are given an important status in Earth Government. Earth has existed for the past 4.5 billion years. Life on Earth has existed for almost 4 billion years. Human activities are influencing the climate to change in many ways. We have transformed entire landscapes. Although our influence is huge our control is minimal. Having initiated the breakdown of the Ozone layer and having set in motion the global warming of the planet it will be hard to reverse these events. History shows that the beneficence of the planet cannot be taken for granted. It has always been hospitable to life of a kind, but not always of our kind. The kind of conditions that suit us are very narrow and our influence is far greater than our control. We are creating global conditions that are threatening all life on Earth. Our manipulations of the Earth atmosphere may generate conditions that could be suitable to only to bacteria in marshes. It is an enormous mistake to take our present good fortune as a given. The humans species has to regulate its population by means that are voluntary and benign and has to take along with a fair proportion of other lifeforms. Proper Earth management will certainly be a necessary tool to achieve our goal. If not there will be a collapse of humanity and of the environment. From now on every global decision we do will have tremendous consequences on our future. In general, populations of all lifeforms grow exponentially that is by a steady proportion of whatever was there before. When there is no practical limit on resource then populations usually grow maximally and the only limit is that of the reproductive capacity of the female animal. About 10,000 years ago, human beings were obliged to commit themselves more or less fully to agriculture and the human population was 5 to 10 million. By the time of Christ, after only 8,000 years of large-scale agriculture, the human population was 100 to 300 million. After this time, the exponential growth of the population entered its rapid phase. The billion mark was passed by 1800 A.D. By year 2000, the human population exceeded 6 billion. Thus agriculture allowed a thousand-fold increase in numbers over a period of 10,000 years. In practical sense, agriculture cannot feed a human population that has grown beyond the capacity limit. We must ask ourselves whether we can stop the growth by means that are voluntary and benign, or whether the eventual environmental restraint will be out of our hands. At some questionable time in our future we will find that our soil will no longer have the nutrients it needs to produce quality food. For some time we may counter this problem by fresh weathering of rock. Not for long! The loss of lifeforms on Earth will be permanent. Obviously something has to be done! Earth Government proposes a tight global policy, benignly implemented, or it will be very nasty indeed. In practice, a human population of 10 to 12 billion would be too uncomfortably high and would add a high strain on world resources. What kind of world population would be reasonable? What goal should we aim at? A population should be small enough to be sustainable indefinitely and still allow plenty of leeway for ourselves and other lifeforms. It should also be large enough to allow the formation of healthy civilizations. We propose a world population of 500 million. It would take a thousand years to reach our goal of a population of 500 million. To achieve our goal will require from each and every one of us a statement of rights and belonging to Earth Community, the human family: a) I am not just a woman, I am a person, I am a global community We are not asking here a woman to have only one child like is done in China. * global warming Some religious people will argue that to reduce human reproduction is to prevent the birth of possible babies, to deny life for the glory of God, and that more babies means more glory. We understand this view as we have discussed the sanctity of all life during Global 2000 and Global Dialogue 2002. Proceedings are on our website. Read section 'Evolution, Creation and now, Guiding Souls'. God loves diversity in Nature and in Souls. Let us discuss those legitimate concerns. A short while ago God said: It was necessary for our species to reach today's population of 6.157 billions in order to leap to our next stage of evolution that will bring us closer to God and propel humanity to fulfill the Divine Plan. What is the Divine Plan for humanity? The Divine Plan is the greatest hope for humanity and is now being revealed. God could not have created a universe with billions of galaxies, each one with billions of stars such as our Sun, unless He had a plan for Life, especially for an advanced species such as ours. We have the responsibility of managing Earth. Everyone shares responsibility for the present and future well-being of life within Earth Community. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as oppose to a measure or an action causing an irreversible loss. Life exists on millions of other planets in the universe, and our species got to be who we are today through the evolutionary process. Other lifeforms in the universe may have evolved to be at least as advanced as our species. Their Souls may even be more complicated than ours. They may have merged a trillion times more than our Souls. They may have evolved as well. The Divine Plan for humanity is: a) for everyone to manage Earth responsibly, andThe higher purpose of humanity is to serve God by propagating Life throughout the universe. Humanity will evolve spiritually to fulfill God's Plan. Soon God will show us the way to reach the galaxies. Our proposal of a world population of 500 million does not in any way contradict God's Plan for humanity. On the contrary, it reinforces the Will of God for the diversity of Life throoughout the universe. By accomplishing our higher purpose we will be able to propagate trillions of liferforms and much more over the universe. Beside, with such a small population, there is no doubt that our species would last at least a million years. That is 0.5 x billion x 1 million = 0.5 x 10 15 person-years But if we let our population rise to about 20 billion then we may not survive more that 1,000 years or so. That is 20 billion x 1,000 thousand = 2 x 10 13 person-years In order words, if we exercise restraint the total number of human beings who will be on the planet could be at least 25 times greater than it would be if we allowed the population to increase to 20 billion. Who, then, are those who deny life for the glory of God? In practice, if our proposal of one or two children was accepted then the population would eventually fall. We would make all efforts to minimize infant mortality. We need to ensure that the women of the world who have shown an interest in the proposal of family planning would have access to all the help needed to achieve their goal. Contraception for men is also desirable. If that is still possible, what are those other lifeforms we should take along with us? The creatures we are most directly aware, the grand survivors of the overkill by the human species over the past several million years, are bears, beavers, elephants, mooses, lions, rhinos, wolves, tigers, camels, kangaroos, deer, camels, antelope, cheetahs, coyotes, koalas, and others you may want to add. None of them has a chance to survive in the wild, unless we take their cause seriously. Even then it will be difficult to keep them with us for a long future. The Scale of Human and Earth Rights was designed to protect the ecosystem of the Earth and that certainly includes do what we can to take along with us as many God's creatures as possible. The Scale of Human and Earth Rights takes first into account all reasonable needs of the human species. On top of the scale are the protection of the global life-support systems without which no life could survive on the planet. Then the primordial human rights are those basic human rights that have kept us going throughout the evolutionary stages of life on Earth. Beside the global warming, the human activity that affects Earth most is that of food production. We need to form a global ministry dealing only about agriculture and the protection of our soils. All nations will be part of the ministry. We have to design systems of food production that meet our own needs, and also leave room for these other lifeforms we want to take along with us. Western agriculture is designed in the end to maximize profit. As a primordial human right, the prime concern of the human species is to feed people. Therefore we have to do things differently. We will have to produce less livestock as we effectively double the population we need to feed: ourselves, plus the livestock that is supposed to be feeding us. We also have to apportion the land surface of the whole world more efficiently, using some for highhly intensive food production (which makes use of less land), some for extensive agriculture (combining food production with wildlife conservation) and designing some specifically as wilderness areas with global corridors between them. Hopefully this will help natives of British Columbia, Canada, to settle their land claims in their favor as they are the only people in Canada who can help protecting wildlife, at least for now. There should be a definite and specific clause in any agreement with the natives that it is what they will do with the land and not turn it into a huge industrial site as would the white man do. Global warming is certainly affecting the survival of these other lifeforms we want to take along with us over the next million years. Climate change has always been a major factor throughout the entire evolutionary stages of life on Earth and will continue to be so in the future. We will have to make sacrifices not only for our own survival but also for all life on Earth. Changes now are far too rapid for these other lifeforms to adapt. They will have to tolerate us more to survive. Obviously our survival on Earth and that of these other lifeforms are dependent on our behavior and attitude to the world. This point was largely discussed during Global 2000 and Global Dialogue 2002. Earth Government has researched and developed sound solutions to humanity's problems and recommendations are made available on our website. Our new ideas are part of life natural selection process and will be passed on from generation to generation. The human gene pool is changing naturally worldwide. We ourselves are in a position to change our species and create a new one depending of natural circumstances. Because the human population is now so large, mutations are accumulating more rapidly than ever before over the entire evolutionary stages of our species. This do not necessary means we are evolving to become smarter people. That is an unlikely option. It means we are adapting to new circumstances. Evolution will be active most likely in circumstances occurring after an ecological crash or a world war involving nuclear weapons. Such catastrophic events might eliminate all life as we know it on Earth. But we cannot predict which particular lifeforms are liable to evolve and be dominant species. Our brain may be turned off by an evolutionary step for survival, to adapt to the new circumstances. That is if we survive as a species after such huge ecological change. But then we dont really know of what life is capable of...! What life has created so far on Earth may be a small sample of what it is capable of in the future. Whatever happen in this 3rd Millennium, which we have called the New Age Civilization of the 3rd Millennium, will depend of us and to what extent we are willing to make a difference to manage Earth wisely. Will our actions be geared to survive a decade, a hundred years, a thousand years, or a million years? If our actions were geared to survive a million years, the chances are that we would learn to master great things including harnessing the sun flare energy, interstellar travels, genetic engineering, and reajusting the planetary position of another planet in our system to initiate a new life on its surface. Is it no worth to make sacrifices now? A sound governance of the Earth is needed for the long term survival of our species. This is 'la raison d'etre' of the Earth Government. Earth Government has proposed the creation of global ministries to manage Earth and humanity's global problems. The higher purpose of humanity is to serve God by propagating Life throughout the universe. So dont we have an obligation to do whatever we can to protect life on Earth?
