Global Protection Agency (GPA) Portal of the Global Community Definition of Global Rights Fundamentals Scale of Global Rights Building a Global Civilization for all life What we must do What we can no longer do God's higher purpose for humanity

Since year 1985 the Global Community has organized the Global Dialogue to probe the Peoples of the world, people from all nations, as to what it will take to make living on Earth sustainable, now and for the next generations. Results were published in our Proceedings. Global Proceedings of the Global Community

Global Rights year one is a new impetus of the Global Community to educate everyone about the need for a change in thinking and of doing things amongst all nations. We need to realize what is a priority, what is the most important, and what is the least important for our survival. We need to make hard choices. We need a clear vision. We need a common vision. And we must all change! There are many important aspects of our lives we can no longer do, or should never do anymore. They are destructive. Humanity and all life can no longer afford activities that destroy life and the global environment. And there are other activities we must do, certainly thousands of them, to assure the survival of life on Earth. In view of the planetary state of emergency we all must change, we must do things differently to give life on Earth a better survival chance.

And this is what Global Rights year one is about: to establish global fundamentals and a clear vision to follow.

We are all members of the Global Community. We all have the duty to protect the rights and welfare of all species and all people. No humans have the right to encroach on the ecological space of other species and other people, or treat them with cruelty and violence. All life species, humans and cultures, have intrinsic worth. They are subjects, not objects of manipulation or ownership. No humans have the right to own other species, other people or the knowledge of other cultures through patents and other intellectual property rights. Defending biological and cultural diversity is a duty of all people. Diversity is an end in itself, a value, a source of richness both material and cultural. All members of the Global Community including all humans have the right to food and water, to safe and clean habitat, to security of ecological space. These rights are natural rights, they are birthrights given by the fact of existence on Earth and are best protected through community rights and global commons. They are not given by states or corporations, nor can they be extinguished by state or corporate action. No state or corporation has the right to erode or undermine these natural rights or enclose the commons that sustain all through privatisation or monopoly control.

Thus global rights include:

  • Human rights
  • Rights of global citizens
  • Earth rights
  • Peace and Justice rights for all life as researched and developed by the Global Community
  • Rights of global politics, and Earth Government
  • Rights of global justice for all life
  • Rights of global protection for all life

Global rights are defined in details in the section the Scale of Global Rights.

These rights are dependent of their position on the Scale of Global Rights.

We have the responsibility of managing Earth. Everyone shares responsibility for the present and future well-being of life within the Global Community. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as oppose to a measure or an action causing an irreversible loss.

The higher purpose of humanity is to serve God by propagating Life throughout the universe. Humanity will evolve spiritually to fulfill God's Plan.

God is an infinite Being covering all of the universe and beyond. By universe we mean the billion of galaxies, space and time, and beyond. Seeing such an immense and diverse universe we can be sure God has a higher purpose for life in all its forms and places. Life has evolved on Earth, and there we are, the 'top of the line species' (you could challenge this theory as we could have come from another star system).

There will be a time when enough people will be able to think together very strongly about life, and then Guiding Souls will make it possible for us to acquire the knowledge and expertise to travel the distances of the universe and propagate life in all its forms. At the moment our civilizations are not ready for the exploration of the universe. Too many wars, too much destruction caused by human activities, and not enough peace in the world. To acquire such knowledge would be more destructive than helpful for the propagation of life. For now Peoples of our world need to learn to live in symbiosis with one another. Their are many types of symbiotical relationships to choose from. A global symbiotical relationship must follow a fundamental criteria.

The fundamental criteria is that a relationship is created for the good of all groups participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development and a more stable and inclusive global economy.

The Will of God is for life to reach God in the best possible ways. Life is the most precious gift ever given by God to the universe. Life allows Souls to be conscious of God in as many different ways as possible. Life is the building block through which Souls can have a meaningful relationship with God. By observing the universe, the galaxies, we are observing and studying God. There is more to the universe we observe today, that is, there is more to God we are capable of observing today, much more. God is self-existent, eternal and infinite in space and time. Follow God's Word.

The Guiding Souls serving God is a part of a new religion made public for the first time a few years ago on the websites of the Global Community, the Human Family. The fundamental beliefs of the Guiding Souls serving God are as follow.

The laws of nature can organize matter to build complex biochemical systems that are at the origin of lifeforms such as a complex human being. The most relevant laws are: biological reproduction, natural selection and mutation. And each particle of matter has a Guiding Soul.

All biological structures can be explained in terms of those natural laws and the Guiding Souls serving God.

The existence of Souls does not necessarily imply a special beginning of the universe. The universe may have never had a beginning and probably never did. Souls can only guide the matter of the universe to serve God. Observations of the universe show the stars in our galaxy, galaxies, clusters of galaxies, super clusters of galaxies, and many other special objects. A theory of the observable universe that has stood out over the past decades is the Big Bang theory. Different types of data point at the Big Bang theory. Let us assume here that the beginning of our observable universe was a Big Bang. The conditions for the formation of life on Earth appeared gradually over the past billion years. Souls were guiding the expansion of the universe and evolution of life in small ways so as to make it possible for life to evolve and be conscious of God.

Souls do their work at all times and everywhere over the entire universe. This is especially true during the formation of stars. Stars are formed when a large cloud of dust particles collapse on itself by gravitational forces and other physical phenomena which may affect their characteristics. Then a star, and planets with their moons, if any, are formed. After being born a star system has a lifetime of its own. For instance, our Sun is believed to be about six billion years old, a young star really! Souls continue to do their work at all times during the formation of a new star system. It is very likely that there are billions of star systems with planets in our observable universe. Souls would have guided matter to create such systems to better serve God. The ultimate goal is the creation of life on a planet. Life allows Souls to be conscious of God in many different ways, and thus to better serve God.

Now imagine a large cloud of dust particles and each particle has a Guiding Soul. As the cloud becomes a Star(s) and planets, Souls start merging together. The star itself, like our Sun, becomes a single, unique Soul serving God. The Sun spreads its light, its energy all around, DIVINE LOVE and DIVINE WILL, helping life to be created on Earth. Earth itself also became one unique Soul to better serve God. At the early stage of this expanding universe, every particle in the universe had a Soul each being a small part of the primeval consciousness of God. Each Soul was the essence of a small part of God's Spirit. In a way, the essence of each Soul is its own Spirit, itself a small part of God's Spirit. This is because God exists everywhere in the universe and in every particle of all galaxies. Souls have an important intrinsic quality, they can merge together, a group of Souls can become one Soul, a brighter one, different. This is what Souls do best, and it is to unify to better serve God. Souls can evolve as well. A Soul's primary goal is to serve God. A Soul can affect matter to some extent so as to achieve God's Will. A Soul affects matter by guiding evolution to finally create Life, and then Life becomes conscious of God.

At the early stage, when the Earth was formed, and a while later, all the conditions for the formation of life were present, and life was created to better serve God. Life was made of matter and every particle of that matter had a Soul that merged with all the others. That first spark of life had a unique and independent Soul, and its own Spirit, to better serve God. Throughout the different evolutionary stages of life on Earth, Guiding Souls have guided the step-by-step evolution of life on Earth and kept merging to better serve God.

Guiding Souls guided the evolutionary process in small ways. Many groupings of Souls became more complex than others as they were much brighter beings than other groupings, but all serve God in their own special way. One unique and most wonderful grouping was the grouping that made the Human Soul. God loves the human Souls a lot because of their wonderful qualities. Through their Souls human beings became conscious of God in many different ways. Religions of all kinds started to spread on Earth over the past thousands of years to adore God and pray. Different groupings of Souls affected human beings in different ways and Peoples today have different religious beliefs.

God is like a river feeding plentifully and bountifully all life and plants. There are many pathways leading to the river. They are God's pathways. God loves diversity in Nature and in Souls. God loves good Souls from all religions.

Different religions have different ways to love, adore and pray to God. And God's Heaven exists. Heaven on Earth is different from God's Heaven. To be in Heaven with God will mean a Soul has left the matter of the universe forever to enter God's Heaven.

The Soul of Humanity is helping to bring about the event of Peace in the world. Knowing that Earth is a spiritual entity as well as a physical entity in space and time in the universe we begin to have a better relationship with Earth and with all its living inhabitants. This way Earth management will become a spiritual and a natural process whereby each person is responsible and accountable for its management the best they can. Peace in the world and Earth management have for too long been in the hands of and affected by government and business leaders, in the hands of a few people on the planet, as opposed to being in the hands of all of us (over 6 billion people on Earth) working together to keep our planet healthy. We are the keepers of the Earth.

Souls exist in all spaces and are goal oriented. One of the goals common to all Souls is to guide the matter of the universe towards the creation of life. Then life becomes conscious of God. This goal is a global common to all Souls. We could compare it to the force fields of our universe: gravitational, electromagnetic, static magnetic, electric, electrostatic, etc. Or perhaps the astronomical constants, or cosmological constants such as the Hubble Constant, even though these constants may be theoritical in nature but with some physical data in support of the theory, they give a symbol of comparison.

Time is truly a global common for the physical universe, for all life, as we do observe the passage of time, but is not a global common for the Souls. God's Spirit is everywhere at all times, past, present and future. Where Souls live time does not exist. Time has no meaning for Souls. Past, present and future are all in one. That is the reason why Virginie and I have defined the expression ' Global Community ' as that being:
"all that exits or occurs at any location at any time between the Ozone layer above and the core of the planet below."

This is the fundamental definition of the expression "Global Community" The Glass Bubble concept of a Global Community first defined by myself and my wife Virginie in 1985. This definition includes all people, all life on Earth.

This way we have defined the Global Community around a given territory, that territory being the planet as a whole, as well as a specific population, which is the Global Community.

Other global commons amongst Souls are peace, social harmony, love, absolute communications, fluid motion, and Will of God.

Although the same Soul would be within a life-form throughout its life-span, it is only a viewpoint, life's viewpoint, the physical universe's viewpoint. Past, present and future dont exist for Souls. What seems a billion years to us, it is only an instant, an event, a motion for a Soul. The overall picture, the Soul's viewpoint, is a fluid type of motion and Souls move around as waves and the wind, swirls, interacting gusty winds, in and out of each other, constantly merging to achieve the ultimate goal of the Soul.

Souls exist in all particules and can have an effect on the physical universe. A Soul shows the way in whatever particule the Soul exists in. A Soul has one very important goal, and it is to show the way toward the creation of life in the universe. That is why I referred to them as 'Guiding Souls'. Since time has no meaning to a Soul, the billions of years that it takes to create galaxies, planets, and ultimately life, can always be achieved. Like an artist painting the universe making sure that life is expressed on the canvas. Life is the ultimate goal to achieve. Life is the way God has chosen for the physical universe to be conscious of God. A life-form with more physical senses has more ways to communicate with the Soul and thus with God.

From life's viewpoint, the ultimate goal of a Soul is truly to create a symbiotical relationship between God and life in all its forms. God loves it when life becomes conscious of God. And life has achieved its greatest purpose by being conscious of God.

The Soul of all Life or Soul of Humanity is a wonderful loving Being made up of the Souls of all lifeforms on Earth and the Soul of Earth itself. This is what Souls do best, to unify and better serve God. They have merged together to better serve God. Souls can evolve as well, and they have. They have formed a new Being, the Soul of all Life, also called the Soul of Humanity, to better serve God.

Because of the danger of life extinction on Earth, the Soul of Humanity will be helping us for some time. The Soul of Humanity will help the Global Community.

The definition of the Global Community concept is truly the 21st century "philosophy of life" framework, some called it the religion of the third millennium, others called it the politics of the future generations now. This definition includes all people, all life on Earth. It also implicitly says that no-one in particular owns the Earth but we all own it together. Not just us people, but all life on Earth owns it. The beginning of life stretches as far back as 4 billion years, and so Life claims its birthright of ownership of Earth, and so does the Soul of all Life, the Soul of Humanity.

All members of the Global Community have rights:

  • Human rights
  • Rights of global citizens
  • Earth rights
  • Peace and Justice rights for all life as researched and developed by the Global Community
  • Rights of global politics, and Earth Government
  • Rights of global justice for all life
  • Rights of global protection for all life

These rights are dependent of their position on the Scale of Global Rights.

Following this thinking we see land ownership is no longer a problem. By rights, the Earth and all its natural resources belong to all the "global communities" contained therein. A village, or a city is "a global community" and owns the land around its boundaries. Along with the Global Community, it has ownership of all natural resources within its boundaries.

Land here, by definition, covers all naturally occurring resources like surface land, the air, minerals deposits (gold, oil and gas etc), water, electromagnetic spectrum, the trees, fish in the seas and rivers. It is unjust to treat land as private property or a commodity. Land is not a product of labor. Everyone should therefore be given equal access to all natural resources. Rights of global citizens include rights to all Earth natural resources. They are birth rights.

On the global level the Law of the Seas Covenant is an example of a global community lease payment basis for public needs as it has affirmed that ocean resources are the common heritage of all and a proper source of funding for global institutions. Water belongs to the Earth and all species and is sacred to life therefore, the world’s water must be conserved, reclaimed and protected for all future generations and its natural patterns respected.

Water is a fundamental human right and a public trust to be guarded by all levels of government; therefore, it should not be commodified, privatized or traded for commercial purposes. These rights must be enshrined at all levels of government. In particular, an international treaty must ensure these principles are noncontrovertable.

Water is best protected by local communities and citizens, who must be respected as equal partners with governments in the protection and regulation of water. Peoples of the Earth are the only vehicle to promote democracy and save water.

Similarly, all the Earth natural resources belong to the Global Community to be used, developed and protected for the maximum benefit of the people and of all life.

Humanity has reached a point in its evolution where it knows its survival is being challenged. The human species knows through the Souls and now that human Souls have merged and formed the Soul of Humanity, we will find it easier to fight for our own survival. The Soul of Humanity does not make decisions for us and can only help us understand and guide us on the way. In the past, human beings have had some kind of symbiotical relationship (which is something common in Nature between lifeforms in an ecosystem) with the Souls, and now with the Soul of Humanity. We work together for both our survival and well-being. Cooperation and symbiosis between lifeforms (especially human beings) on Earth and between lifeforms and their Souls and the Soul of Humanity have become a necessity of life. We help one another, joint forces, and accomplish together what we cannot accomplish separately. Several billion years ago this symbiosis between matter and Souls resulted in the making of complex biochemical systems. Symbiosis has worked throughout the evolution of life on Earth and today, the Soul of Humanity has decided to be more active with humanity by purifying Souls. The Soul of Humanity shows us the way to better serve God.

The work of the Global Community, the global civil society, and the determination of government worldwide, make it possible for everyone to comply with the law. Building global communities requires a mean to enforce Global Law for the protection of life on Earth. Global Civilization guides humanity for the building of global communities. This is a great opportunity for globallateralism. Global Law includes legislation covering all aspects of human activities. The Global Protection Agency (GPA) will train and lead a global force, bypassing traditional peacekeeping and military bodies such as the United Nations and NATO. The GPA will enforce the law. And that is the third option we offer the Global Community. And that is also how we can stop the global warming of the planet and protect the global life-support systems, thus largely improving the quality of life of the next generations.

As we enact global law, we will begin to take on a much deeper kind of global leadership, one that earns more respect than envy and more gratitude than hatred, one that can catapult the whole planet forward into a future where war is no longer thinkable between nation-states and a legitimate and beneficial global government is able to cope with global problems.

I believe that there is no greater task in the world today than for the Global Community to proceed through the maturation of its leadership, emerging from a more self-interested adolescence as a global leader into a nobler adulthood. We have the potential to act as a torchbearer for a better tomorrow. Do we heed the call? I hope this message has convinced at least a few people that the question of how to proceed with that maturation is of far deeper significance than the reforming of the United Nations. I thus pray that we move with wisdom, grace, clarity, and love in the days, years, and even decades ahead.

Conservation, restoration, and management of the Earth resources is about asking ourselves the question of "Who owns the Earth?" The large gap between rich and poor is connected to ownership and control of the planet's land and of all other Earth natural resources. We, the Global Community, must now direct the wealth of the world towards the building of local-to-global economic democracies in order to meet the needs for food, shelter, universal healthcare, education, and employment for all. The Global Community has proposed a democracy for the people based on the fact that land, the air, water, oil, minerals, and all other natural resources rightly belong to the Global Community along with the local communities where those resources are found. The Earth is the birthright of all life. The Global Economic Model proposed by the Global Community is truly the best response to the world.

A short while ago the Global Community has declared a planetary state of emergency. Several events have contributed to the planetary state of emergency:

A)     widespread poverty and hunger in more than half the world population

B)     The global warming of the planet due to human activities

C)     Climate change

D)     Economic and military invasion of nations by the United States and NATO

E)     Absence of fair and democratic global governance at the United Nations and European Union

F)     Our global environment and global life-support systems are threatened by:

  • any of the above mentioned events
  • pollution worldwide
  • the U.S.A. military exploded war heads over the bottom of the Indian ocean, and that scenario created a tsunami wave in 2004. Just a test, said the captain of the submarine that did it.
  • the U.S.A. military exploded war heads to melt the Polar Cap and glaciers. All nations capable of such an extreme action against humanity and all life on Earth must be disarmed and pay for the independent global investigation. The United States is the only nation that would profit from the melting of the North Pole and is capable of such an extreme action against humanity and all life. Blood resources.

In view of the planetary state of emergency we all must change, we must do things differently to give life on Earth a better survival chance. There are activities we can no longer entertain doing in our ways of life. And there are activities we must do, certainly thousands of them, to assure the survival of life on Earth.

Perhaps the Scale of Human and Earth Rights represents the strongest pillar of our vision.

In 1985, the Scale of Human and Earth Rights was first proposed as a replacement to the Universal Declaration of Human Rights. After several decades of research and development, many global dialogues, we still find the Scale as the best solution to global problems. The Scale has now been titled the Scale of Global Rights. Scale of Global Rights Human and Earth rights Scale of Human and Earth Rights Chapter X of the Global Constitution is about the Scale of Human and Earth Rights

Today, we are presenting once more the Scale as the best educating tool to bring about the change the people of the world need to achieve for their own survival.

Scale of Global Rights

Article 103 of the Global Constitution: The 28 Chapters of the Global Constitution     Scale of Global Rights Scale of Global Rights in the Global Constitution

Our investigation has shown that in the past very little importance was ever given to Sections 1,2,3, and 4 of the Scale of Global Rights. And it is made clear how urgent it is to replace both the Universal Declaration of Human Rights and Charters from all nations by the Scale of Global Rights.

The Scale of Global Rights contains six (6) sections. Section 1 has more importance than all other sections below, and so on.

We serve all people of the Global Community, the people of all nations, all life on Earth, much like an emergency unit would do on a global level. Concerning sections 1, 2, and 3, it shall be the Global Community highest priority to guarantee these rights to their respective Member Nations and to have proper legislation and implement and enforce global law as it applies and as shown in the Global Constitution.

Section  1.    Global [ Ecological, environmental, protection of life-support systems ] rights

Section  2.    Primordial human rights

  • safety and security
  • have shelter
  • 'clean' energy
  • a 'clean' and healthy environment
  • drink fresh water
  • breath clean air
  • eat a balance diet
  • basic clothing
  • universal health care and education, and
  • employment for all

Section  3.    The Global [ Ecological, environmental, protection of life-support systems ] rights, and the primordial human rights of future generations

Concerning Sections 4, 5 and 6, it shall be the aim of the Global Community to secure these other rights for all global citizens within their respective Member Nations but without immediate guarantee of universal achievement and enforcement. These rights are defined as Directive Principles, obligating the Global Community to pursue every reasonable means for universal realization and implementation.

Section  4.    Community rights, rights of direct democracy and global voting, and the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically

Section  5.    Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights)

Section  6.    Cultural rights and religious rights
