On May 26, as part of the Peace Movement of the Earth Community, we were rejoicing with all Peoples of the world , and all life, for the annual Celebration of Life Day. Life is the most precious gift ever given by God to the universe, and this event was celebrated. We had a great day! Thank you God! We now have three posters to use in your effort to promote the new Global Dialogue on Earth Management - all Peoples together. Make them available to others: a friend, a colleague, a co-worker, to people in your place, your community. Aside our global dialogue lasting through the month of August, there are several very important events happening during the next few months. We are please to report them to you. A) G8 Summit On June 26-27, the G8 Summit will be held in Kananaskis, Canada. It will bring together the leaders of Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States. In addition, the European Union participates and is represented by the President of the European Commission. The Summit is all about finding innovative new solutions to urgent global challenges—and to hear the views of people from all over the world on these challenges throughout the Summit. What is truly remarkable about this year G8 Summit is that the problem of global warming is not on the Agenda. What is even more remarkable is that Canada, Japan, Russia, and the United States have not ratified the Kyoto Protocol on global warming. That is four out of eight countries that dont care about protecting the global life-support systems. The people of those countries have no conscience about life. The Kyoto Protocol was agreed upon by the nations of the world in December 1997. It sets legally binding emission targets and outlines several innovative policy instruments. Possible alternatives concerning future international climate policies were analysed as well. Only the four above-mentioned nations have decided to withdraw from the ratification of the Kyoto Protocol. Canada has already made clear that it was following the steps of the USA. In the light of the U.S.A., Canada, Japan and Russia refusal of taking actions to avert certain global calamity in regard to global warming, the Earth Community has decided to ask the Earth Court of Justice to try these nations for their crimes against humanity, all life. It is a terrible crime against the global life-support systems, against the very existence of the next generations. On the Scale of Human and Earth Rights, the crime is of maximum importance. B) Johannesburg Summit 2002 The World Summit on Sustainable Development will bring together heads of State and Government, national delegates and leaders from non-governmental organizations, businesses and other major groups to focus the world's attention and direct action toward meeting difficult challenges, including improving people's lives and conserving our natural resources in a world that is growing in population, with ever-increasing demands for food, water, shelter, sanitation, energy, health services and economic security. The Summit will take place in Johannesburg, South Africa from 26 August to 4 September 2002. It is a remarkable coincidence that the United Nations have chosen to organize the World Summit shortly after the same days we are organizing the Global Dialogue on Earth Management - all Peoples together, on August 17-22, year 2002, in Toronto, Ontario, Canada. Our global dialogue will last to the end of August on Internet. The theme of the Global Dialogue is Earth Government for Earth Community and was decided two years ago after the World Congress on Managing and Measuring Sustainable Development - Global Community Action 1 held in August 2000. Over the past twelve years the Earth Community Organization was able to give to all nations of the world, heads of State and Government, national delegates and leaders from non-governmental organizations (NGOs), businesses and other major groups, and to the public, the thinking and insights to local and global problems that all Peoples are in such desperate need. The Proceedings of the World Congress have made it possible to the world to reflect on itself and to see the need of the World Summit. The new ideas, reflections and recommendations published in our Newsletters, along with our research work, have given the world a good start for the World Summit, and we should be thank to God for having allowed us to be the leaders in the field, and be the Earth Community, the Human Family, the Global Community. We will continue our work. We may never get credit for our work in this world but the Soul of Humanity is aware of what we have done. Our new thoughts are the source of major changes in the world. We have given to humanity a sense of direction and a new impetus to better itself to live through the millennium. C) Conference on Social Welfare The 30th international conference of the International Council on Social Welfare, will be held from June 24 to 28 this year in Rotterdam, the Netherlands. It will address the widening gaps between North and South, wealth and poverty, between different religions and different cultural perspectives. The events of September 11th and the ensuing political decisions have acted to polarise these gaps. It is more important than ever to take the opportunity to strengthen civil society at local levels and to further global social development goals. The conference will focus on good governance, globalisation, financing and development, and effective delivery of social welfare programmes and other aspects of social development. The Earth Community Organization has an ongoing process to improve the fundamental wordings of the Scale of Human and Earth Rights. In order to emphasize the importance of protecting the global life-support systems the first statement on top of the scale was modified to include such a need. The formation of global ministries is a new symbiotical relationship between nations. With the formation of a ministry comes the definition and development of the ministry into an active part of Earth governance. And with governance comes the necessity of ruling between concerns, of prosecuting people or organization that have committed crimes, and even participating in the establishment of a new nation in the world. The Earth Court of Justice will be prosecuting criminals as well as ruling on major global issues. We have the responsibility of managing Earth. The partnership of government, civil society, and business is essential for an effective global governance based on global concepts and the Scale of Human and Earth Rights. The Earth Community Organization (ECO) has created the Interim Earth Government for Earth Governance. ECO is also proposing the creation of several global ministries for the management of Earth: energy, agriculture, environment, health, Earth resources, Earth management, security and safety, trade, peace, family and human development, water resources protection, youth, education, justice, science and technology, finance, human resources, ethics, human and Earth rights, sustainable development, industry and manufacturing products, etc. Each ministry would have a similar power as that given to the WTO organization. The Earth Court of Justice will hear cases involving crimes related to the relentless misused of the Earth resources. The formation of the Earth Resources Ministry is a new symbiotical relationship between nations. The Earth Resources Ministry will have a similar power as that given to the WTO organization. It will have the power to rule on cases involving crimes related to the relentless misused of the Earth resources. The creation of global ministries is a part of the "Belief, Values, Principles and Aspirations of the New Age" (see the Charter of the Earth Community on our website). The Earth Court of Justice will prosecute cases stemming from the global ministries. Prosecuting is based on: a) the Scale of Human and Earth Rights The Global Community Assessment Centre (GCAC) is the assessment Centre for the Earth Community, the Human Family. It was created to give individuals or organizations help and/or advice about negative events happening in their communities which cause concern to people, resources, industry or the environment. GCAC is also the Centre of assessment of local/global indicators about the four major quality systems: Environment, People, Economic Development and the Availability of Resources. The assessment of these indicators will result in giving the Earth Community a sense of direction as to ensure a sound future for Earth. In order to do this GCAC will continue to amass a body of scientific information based on formal assessments such as those on Biodiversity, Climate Change, Human Development Report, World Development Report, struggle for Human and Earth Rights, life species Conservation, Health, Economic Analyses, Commission on Sustainable Development, etc., which have bridged the distance between incomplete science and contentious policy. Local and global indicators developed by the Earth Community will also be used as basic scientific information. Furthermore, no one really understands what assessment processes have
been most effective in the past, or why others have failed. GCAC’s
goal is to explore how assessment of local/global indicators can better link
scientific understanding with the progressive implementation of effective
policy solutions to global changes. Achieving this integration is fundamental.
The Earth Community needs this annual assessment to effectively
manage global changes.

We live in a world with enormous differences, between poor and rich, between men and women, between included and excluded, between the powerful and those without power. At the start of the 21st century we are more aware than ever of diversity in the social and cultural domain, between ethnic groups, between ways of living, between east and west, between north and south, between religions, and between values. Differences caused by economic and social injustice can lead to tensions, opposition, exclusion, violence and even terrorism. The growing gap between the haves and have-nots continues to cause large sections of the world’s population to live in poverty and social exclusion. The 30th ICSW International Conference will focus both on the reconciliation of these differences as well as on the continued fight against poverty and exclusion. We need to strengthen social policies that have a unifying effect, in order to counteract the risks inherent in a globalising world with an uneven division of power. An open dialogue about these issues and their root causes is required across all levels; at a global political level, a policy development level and a local programme and practice level. Communities everywhere are in danger of polarising. Unfamiliarity and distrust may cause hostility and violence between people who have lived together peacefully before. Tolerance and solidarity are weakened and mutual respect is no longer a reliable asset. Policy makers and interest groups at local, national, regional and at a global level face the challenge of creating peaceful, integrated, communities. What does this signify for the relationship between power, poverty, exclusion and violence? What types of partnership are necessary to ensure that all groups feel responsibility for equitable social development? The 30th International Conference of the ICSW in Rotterdam in June 2002 will help practitioners and policy makers in their communities: in particular discussing what possibilities are available to them in reconciling differences in the economic, social and cultural arenas, and how these opportunities are related to international political debates on poverty and exclusion. More than ever, we hope people involved in the fields of social welfare, social development and social justice will attend the ICSW’s International Conference as a show of civil society’s strength and commitment to these areas. The objectives of the Project are to better understand the role of foreign policy processes in international efforts to address adverse environmental changes at the local, regional, and global levels; to analyze the actors and institutions - both domestic and international - that constrain and shape national actions on environmental issues; to show how environmental changes influence foreign policy processes; and to critically assess environmental foreign policies. Other objectives of the Project are to "test the waters" of research in this field; to showcase research that has not been forced into traditional empirical, epistemological or ontological boxes, in the expectation that new areas and issues will be illuminated; to give insight to governmental and non-governmental practitioners and activists that may improve their understanding of environmental issues in foreign policy; to showcase these ideas where they might have some positive effect on policy making and scholarship; and to enlighten students and laypersons interested in environmental protection, international affairs, and foreign policy. To date, over 60 scholars, many of them internationally acclaimed, have contributed to the Project and its publications. Phase I of the Project on Environmental Change and Foreign Policy examined the United States. Three books resulted from this phase of the Project: CLIMATE CHANGE AND AMERICAN FOREIGN POLICY (St. Martin's Press, 2000), THE ENVIRONMENT, INTERNATIONAL RELATIONS, AND U.S. FOREIGN POLICY (Georgetown University Press, 2001), and INTERNATIONAL EQUITY AND GLOBAL ENVIRONMENTAL POLITICS: POWER AND PRINCIPLES IN U.S. FOREIGN POLICY (Ashgate Press, 2001). Phase II of the Project is dedicated to environmental change and foreign policy in East Asia. Three books have emanated from this stage of the Project: INTERNATIONAL ENVIRONMENTAL COOPERATION: POLITICS AND DIPLOMACY IN PACIFIC ASIA (University Press of Colorado, forthcoming late 2002), CONFRONTING ENVIRONMENTAL CHANGE: ECO-POLITICS AND FOREIGN POLICY IN EAST AND SOUTHEAST ASIA (forthcoming), and GLOBAL WARMING AND EAST ASIA: THE DOMESTIC AND INTERNATIONAL POLITICS OF CLIMATE CHANGE (forthcoming). PHASE III: ENVIRONMENTAL FOREIGN POLICY IN EUROPE AND THE EUROPEAN UNION We are seeking scholars conducting work in environmental foreign policy and/or international environmental politics in the European and/or EU. A group of papers will be brought together into what we expect will be two books: One book on Environmental Change and EUROPEAN Foreign Policy and a more focused book on GLOBAL WARMING/CLIMATE CHANGE AND EU FOREIGN POLICY. We hope that Phase III of the Project will also result in conference papers and collaboration among participating scholars. We welcome proposals on (for example) specific environmental foreign policies of individual countries (e.g., those on environmental resources, regional air pollution, environmental aid, fisheries, etc.), the environmental foreign policies of a group of European states, and foreign policies of European states or (for a dedicated book) the EU regarding global warming/climate change. All chapters accepted for inclusion in the Project should be explicit about exploring the role of foreign policy processes and actors as variables in national responses to environmental changes and/or international environmental cooperation. We are particularly interested in chapters that get "inside" states to better understand how foreign policy process intentionally or inadvertently shape national behavior. Chapters should state the practical implications of what has been said, for example pointing to the relevance of the research findings for policymakers, practitioners, stakeholders, nongovernmental organizations and/or other civil society actors. We want these books to have scholarly, academic AND practical significance. Chapters will also be expected to briefly review relevant theory and discuss the theoretical implications of the research described. Dear American and Russian Peoples: The Earth Community, the Human Family, is addressing itself to you both peoples to appeal to your sense of humanity in you, or what is left of it. You are in large part responsible for the state in which Afghanistan is found today, you and you alone. What will it take to stop you from doing wars, creating conflicts all over the world? What will it take to make you understand that humanity has no need for bullies? In past articles of our Newsletters, we have explained the problems you have created in the Middle East and in Afghanistan. We have told you that you and other nations from the West owe eight trillion dollars (American) to the Midlle East and Afghanistan nations for rebuilding their communities after the wars and conflicts you have created. All the energy you found in yourselves to be at war you will have to find the same energy to restore the poor nations back to be sustainable communities and members of the Human Family. The September 11 event was a turning point in human history and indicated the end of the last superpower in the world and the birth of the New Age Civilization. Over its long past history trade has never evolved to require from the trading partners to become legally and morally responsible and accountable for their products from beginning to end. Now trade must be given a new impetus to be in line with the global concepts of the New Age Civilization. You develop, manufacture, produce, mine, farm or create a product, you become legally and morally responsible and accountable of your product from beginning to end (to the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste). This product may be anything and everything. Here the products are war equipment, the millions of mines left over after the Cold War. It is a crime against humanity and all life on Earth to do wars and create conflicts all over the world for self interests and profits (economies of the West have greatly profit from doing wars) and leave behind products that kill and destroy. America was hoping that by doing just one more war to Afghanistan the world would not see what is truly happening here. The Security Council of the United Nations was coerced into going to war. America asked China to vote YES for war in exchange of a membership into the World Trade Organization(WTO). You hope to get away from paying for your addiction to wars and conflicts by doing just one or two more of them. No it doesnt make you right! It was the wrong solution to the problems about terrorism, and you still have to pay to restore completely those nations of the Middle East and Afghanistan you have destroyed. War is a terrible crime against the global life-support systems, against the very existence of the next generations. On the Scale of Human and Earth Rights, the crime is of maximum importance. The Earth Court of Justice will prosecute cases stemming from the creation of wars and conflicts in the world. Prosecuting is based on: a) the Scale of Human and Earth Rights b) the "Belief, Values, Principles and Aspirations of the New Age" (see the Charter of the Earth Community on our website and see Articles in Newsletters for latest updates) c) international treaties and conventions in force d) international custom e) the general principles of law and f) as subsidiary means, judicial decisions and the teachings of the most highly qualified publicists. The Earth Community, the Human Family, is asking Americans and Russians to restore completely Afghanistan at your own expenses. And please dont ask other nations to do your dirty work for you or pay for it. You take out the millions of mines. You rebuild the country and create sustainable communities. In August 2002 we will all meet together to claim our birth right of electing a democratic government to manage Earth: the rights to vote and elect our representatives. We want nothing less! They are our human rights! Each and everyone of us on Earth was born free and equal in dignity and rights. Respect for human rights and fundamental freedoms is one of the characteristics of a democracy. The typical fundamental freedoms of a democracy (freedom of expression, thought, assembly, and association) are themselves part of human rights. These freedoms can exist everywhere. Democracy is a political system based on the participation of the people. It foresees the separation of powers among the judiciary, the legislative and the executive authorities, as well as free and regular elections. Earth has long been waiting for a truly global governing body based on universal values, human rights, global concepts and democracy. Earth Government might as well be created now, there is no longer any reason to wait. We are the Earth Community, the Human Family, and we will form Earth Government. Earth management is a priority and is a duty by every responsible person. Earth Government will now be formed, and we want you to reflect on future effects of such an event on the history of humanity. Certainly one will expect extraordinary changes: a reorganizing of human activities all over the planet; participation by all societies on the planet in solving local and global problems; new alliances forming; symbiotical relationships being established; north meeting with south (eradication of poverty will be the price to pay to get votes from the south) in order to gather more votes within the newly created Earth Government to satisfy power struggles between European, Asian and Western countries; adoption of democratic principles, human and Earth rights, global concepts, and universal values by every human being; expansion of consciousness; gathering and coordinating of forces to resolve social and political problems in a peaceful way (no more conflicts or wars); gathering and coordinating of forces (technologies, scientific research, exploration work, human resources, etc.) to resolve global problems such as global climate, environment, availability of resources, poverty, employment, etc. Thousands more changes! Let your heart and mind reflect on 'the good' of a democratically elected Earth Government. Everyone is part of Earth Community, the Human Family, by birth and therefore everyone has a right to vote. Everyone should be given a chance to vote. If you live in a developing country this time you will have a vote, human and Earth rights like all of us, you will be part of the Human Family, and we will stand by you. Decisions will be made democratically. You will finally have a voice and a friend, many friends, within Earth Government and Earth Community. Your lives have values just like all of ours. Morally right actions or policies are those that result
in the greatest number of people. The Earth Community Organization
asks how meaningful is the right of the greatest number of people if they agree
to the challenge or damage the ecological base of the Earth. The greatest
number of people cannot and will not be allowed to supersede the rights
of the ecological base of Earth and primordial human rights, and those same rights of the next generations. The Earth Community Organization has
developed the Scale of Human and Earth Rights in order of importance with the ecological
rights being the most important (they supersede all other rights; and so
on down the scale). The scale is shown here. * Primordial human rights * The ecological and primordial human rights of future generations * The right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically * Economic rights (business and consumer rights, and their responsibilities and accountabilities) and social rights (civil and political rights) * Cultural rights and religious rights The Universal Declaration of Human Rights resides in the fact that it gives equal emphasis to cultural rights, economic and social rights, and civil and political rights. The Earth Community Organization asks how meaningful is the right to life or to participation in political life if the ecological base (the base of life) is seriously threatened:
The Earth Community Organization found evident that the ecological base is the essential prerequisite for the effectiveness and exercise of all rights recognized for human beings. The stewardship of the ecological base has to be given priority before the fulfilment of various religious, political, economical, cultural and social wishes. Demands resulting from the socio-economic system of a particular country have to find their limits in the protection of the global ecosystem. Vital interests of future generations have to be considered as having priority before less vital interests of the present generation. Supply chains have to be designed in a way, that the goods can enter after usage or consumption into natural or industrial recycling processes. If serious damages to persons, animals, plants and the ecosystem cannot be excluded, an action or pattern of behaviour should be refrained from. A measure for supplying goods or services should choose a path which entails the least possible impact on the ecological and social system concerned. This way functioning proven systems will not be disturbed, and unnecessary risks will not be taken. Supply strategies consuming less resources should have preference before those enhancing more resource consumption. The Earth Community Organization has also extended the idea of sustainability to be a moral and ethical state, as well as an economic and environmental state, wherein sustainable consumption patterns respect the universal values of peace, security, justice and equity within the human relationships that exist in Earth Community, the Human Family. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss. The existing and future uses of water are constantly challenged; balancing supply and demand is made even harder by the amounts of pollution found in the air, land and waters. A large part of our body is made of water, and we cannot live without water; therefore water is a primordial human right by our very nature. In order to avoid conflicts and wars over drinking (fresh)water, fresh water has been categorized as a primordial human right. Industrial pollution plays a major role in the deterioration of nature but this time the level of pollution is above the carrying capacity of the ecosystem. Pollution also affects significantly human health and all lifeforms on Earth. Every person needs Oxygen to live so clean air is certainly also a primordial human right by our very nature. The Earth Community Organization asks how
meaningful is the right to life or to participation in political life if
poverty, gender inequality, destitution and epidemics prevent individuals
from enjoying freedom of movement, freedom to vote, to marry and so on?
The Earth Community Organization found evident that economic
and social rights are the essential prerequisite for the effectiveness
and exercise of all other rights (other than ecological rights and primordial human rights, and those same rights of the next
generations) recognized
for human beings. This was the reason for organizing the World Congress:
to find the best ways to sustain us all. The developing countries are having
a harder time than others to achieve the exercise of these rights on a
lasting basis, with the problems of economic globalization presenting new
challenges. We must therefore beware of enforcing economic rights alone
to the detriment of individual civil rights and the rights of all individuals
to decide their own fate and the future of their country, their political
rights. The universality of human rights recognizes the right of all individuals
to participate in the cultural life of their community and of other country,
to receive education and training, and to be informed. During the World
Congress, you were asked to list universal values that were the
most important, very important, important, not so important, and values
that should be let go in order to sustain all life on Earth. The Earth
Community Organization is aware that traditional customs and standards
could burden the sustainability of all life on Earth. They could burden
Earth society or any society forever, and holds individuals in a straitjacket.
We cannot accept that. No one can! There are choices to be made and you
must make them. Cultures can develop and can go on developing. Even religious
beliefs may evolve (read the article 'Religious beliefs,
Peace in
the world and Earth management'). We are living now and we are able to
create these changes. We are at least as bright, most certainly brighter,
than the people who were living thousand of years ago. As far as
the Earth Community Organization is concerned, cultural and
religious differences cannot be a reason or an excuse or a pretext for
not respecting human rights including and most importantly the ecological
rights. Quite the contrary, all kinds of cultures may promote human rights
and especially cultural and religious rights. They are different in their achievements,
but they are equal in dignity where they are expressions of freedom.
At any time or in any given place, men, women and children use their culture
to invent new ways of making human rights a living reality. Diversity enriches
us if it respects the dignity of each individual, and if it takes account
of human rights as a whole.
The formation of the Earth Resources Ministry is a new symbiotical relationship between nations. We have the responsibility of managing Earth. The partnership of government, civil society, and business is essential for an effective global governance based on global concepts and the Scale of Human and Earth Rights. The Earth Community Organization (ECO) has created the Earth Resources Ministry for Earth Governance. ECO is also proposing the creation of several other global ministries for the management of Earth (energy, agriculture, environment, health, Earth resources, Earth management, security and safety, trade, peace, youth, education, justice, science and technology, finance, human resources, ethics, human and Earth rights, sustainable development, industry and manufacturing products, etc.). Each ministry would have a similar power as that given to the WTO organization. The creation of global ministries is a part of the "Belief, Values, Principles and Aspirations of the New Age" (see the Charter of the Earth Community on our website). The Earth court of Justice will prosecute cases stemming from the global ministries. Prosecuting is based on: a) the Scale of Human and Earth Rights ECO has summarized the rights of every person on Earth by developing the Scale of Human and Earth Rights. The scale will eventually be replacing the Universal Declaration of Human Rights. Divine Will has caused the event of the New Age Civilization, the age of symbiotical relationships and global cooperation. ECO has begun to establish the existence of the New Age Civilization all over the planet. An economically base symbiotical relationship exists between nations of the European Union. Other types may be created all over the world between communities, nations, and between people themselves. They may be geographical, economical, social, business-like, political, religious, and personal. There has always been symbiotical relationships in Nature, and between Souls and the matter of the universe to help creating Earth and life on Earth to better serve God. National governments and large corporations have taken the wrong direction by asserting that free trade in the world is about competing economically without any moral safeguards and accountability to peoples and the environment. The proper and only way is for free trade to become a global cooperation between all nations. The Earth Community is proposing a solution that the process of trading within the planetary trading blocks be changed from a spirit of global competition to that of global economic cooperation. This is the new way of doing business, the new way of life. The Earth Court of Justice will hear cases involving crimes related to the relentless misused of the Earth resources. The Earth Resources Ministry will have a similar power as that given to the WTO organization. It will have the power to rule on cases involving crimes related to the relentless misuse of the Earth resources.
God said: It was necessary for our species to reach today's population of 6.157 billions in order to leap to our next stage of evolution that will bring us closer to God and propel humanity to fulfill the Divine Plan. What is the Divine Plan for humanity? The Divine Plan is the greatest hope for humanity and is now being revealed. God could not have created a universe with billions of galaxies, each one with billions of stars such as our Sun, unless He had a plan for Life, especially for an advanced species such as ours. We have the responsibility of managing Earth. Everyone shares responsibility for the present and future well-being of life within Earth Community. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as oppose to a measure or an action causing an irreversible loss. Life exists on millions of other planets in the universe, and our species got to be who we are today through the evolutionary process. Other lifeforms in the universe may have evolved to be at least as advanced as our species. Their Souls may even be more complicated than ours. They may have merged a trillion times more than our Souls. They may have evolved as well. The Divine Plan for humanity is: a) for everyone to manage Earth responsibly, andThe higher purpose of humanity is to serve God by propagating Life throughout the universe. Humanity will evolve spiritually to fulfill God's Plan. Soon God will show us the way to reach the galaxies.

Here is how you can help us do this. Read on again the global concepts and universal values defined by the Earth Community, the Human Family, during the World Congress on Measuring and Managing Sustainable Development - Global Community Action 1. The Glass Bubble concept is designed to illustrate the concept of "a global community" to elementary school children as opposed to the idea a community is "the street where I live." It is also for everyone of us to learn and to teach to others all over the world. It is an imaginary space enclosed in a glass bubble. Inside this is everything the child can see: above to the clouds, below into the waters of a lake or in the earth, to the horizons in front, in back, and on the sides. Every creature, every plant, every person, every structure that is visible to him(her) is part of this "global community." Imagine all this space is inside a giant clear glass bubble. Wherever you go, you are inside a "global"
community. Every thing, every living creature there, interacts one upon the
other. Influences inter-weave and are responsible for causes and effects. Worlds
within worlds orbiting in and out of one another's space, having their being. Learn to be aware of that and act accordingly, to create good or destroy, to help or to hurt. Your choice. Now let us explore this Global Community that we have visited and discover why each member is important ~ each bird, each tree, each little animal, each insect, plant and human being ~ and how all work together to create a good place to live. You walk like a giant in this Global Community. To all the tiny members you are so big, so powerful, even scary… You can make or break their world. But by knowing their needs, and taking care, you can help your whole Global Community be a good one. * Why are you important to this "Global
Community"? Let each child be aware he either grows up to be a person who
helps or a person who destroys. This may or may not inspire some sort of creative project of what "could be" to aid this Global Community to remain healthy. To interact knowledgeably within one's global community has to be taught ~ especially to urban children. It has to be brought to them very clearly all life forms interact and depend upon other life forms for survival. They need to know "reasons why" ignorance of nature's law causes such damage, and why working in harmony with nature produces such good results. The concept of the Glass Bubble can be extended to include the planet Earth and all the "global communities" contained therein. The following definition of The Global Community is
appropriate: "The Global Community is defined as being all
that exits or occurs at any location at any time between the Ozone layer above
and the core of the planet below.
On June 26-27, the G8 Summit will be held in Kananaskis, Canada. The G8 Summit brings together the leaders of Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States. In addition, the European Union participates and is represented by the President of the European Commission. The Summit is all about finding innovative new solutions to urgent global challenges—and to hear the views of people from all over the world on these challenges throughout the Summit. This year the eight nation leaders will focus on three priorities: * strengthening global economic growth; In addition, Leaders will review progress since their last meeting in four areas related to global poverty reduction and the Millennium Development Goals as stated in the United Nations Millennium Declaration: * promoting universal primary education; What is truly remarkable about this year G8 Summit is that the problem of global warming is not on the Agenda. What is even more remarkable is that Canada, Japan, Russia, and the United States have not ratified the Kyoto Protocol on global warming. That is four out of eight countries that dont care about protecting the global life-support systems. The people of those countries have no conscience about life. The Kyoto Protocol was agreed upon by the nations of the world in December 1997. It sets legally binding emission targets and outlines several innovative policy instruments. Possible alternatives concerning future international climate policies were analysed as well. Only the four above-mentioned nations have decided to withdraw from the ratification of the Kyoto Protocol. Canada has already made clear that it was following the steps of the USA. In the light of the U.S.A., Canada, Japan and Russia refusal of taking actions to avert certain global calamity in regard to global warming, the Earth Community has decided to try these nations for their crimes against humanity. We have asked them to ratify the Kyoto Protocol as it is. Greenhouse gases are accumulating in the Earth's atmosphere as a result of human activities, and temperatures are rising globally due to these activities. There are plenty of observable effects of the global warming. And certainly this ridiculous and false solution of buying environmental credits from each other should not be considered as a way out of resolving the problem. The ratification is only a beginning to protect the global life-support systems. There is much more to do! But those four countries are not even coming close to a first start in resolving the problem. And they are amongst the worst polluters on the planet. The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime. Because the leader of the USA was responsible for not ratifying the Kyoto Protocol, and because his leadership is questionably believed to be base on his religious believes (see Article in May 2002 Newsletter: Leadership of a nation and religion), President George W. Bush will be first to appear in Court. The reality here is that every American is on trial here. Every consumer producing the deadly gas causing global warming is on trial. The same goes for every person on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life on Earth. They are showing a bad example to the other nations of the world. Even Canada is following in their steps. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge. It is a crime against humanity and all life on Earth not to ratify the Kyoto Protocol. It is a terrible crime against the global life-support systems, against the very existence of the next generations. On the Scale of Human and Earth Rights, the crime is of maximum importance. There is no need to wait for the election of the Earth Government to create the Earth Court of Justice. The Court can be formed now and incorporated to the Earth Government later. Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid commitment of political will from national governments and Earth Community. Once in effect, the Earth Court of Justice will become the principal judicial organ of the Earth Community. The Court will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies. The Court will be composed of judges elected by the Elected Representatives Council and Earth Security Council. It may not include more than one judge of any nationality. The Members of the Court do not represent their governments but are independent magistrates. The judges must possess the qualifications required in their respective countries for appointment to the highest judicial offices, or by jurists of recognized competence in international law. The composition of the Court has also to reflect the main forms of civilization and the principal legal systems of the world. The Earth Court of Justice will hear cases involving: * nation states The procedure followed by the Court is defined in its Statute. The Court decides in accordance with: * belief, values, principles and aspirations of the New Age, The Statute of the Earth Court of Justice will be established later. The Earth Court of Justice established by the Charter of the Earth Community as the principal organ of the Earth Community shall be constituted and shall function in accordance with the provisions of the Statute.

The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime. Because the leader of the USA was responsible for not signing the Kyoto Protocol, President George W. Bush will be first to appear in Court. The reality here is that every American is on trial here. A large majority of the consumers in USA are also responsible for producing the deadly gas causing global warming, and they are all on trial. The same goes for every person on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life on Earth. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge. It is a crime against humanity and all life on Earth not to ratify the Kyoto Protocol. It is a terrible crime against the global life-support systems, against the very existence of the next generations. On the Scale of Human and Earth Rights, the crime is of maximum importance. There is no need to wait for the election of the Earth Government to create the Earth Court of Justice. The Court can be formed now and incorporated to the Earth Government later. Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid commitment of political will from national governments and Earth Community. Once in effect, the Earth Court of Justice will become the principal judicial organ of the Earth Community. The Court will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies. The Court will be composed of judges elected by the Elected Representatives Council and Earth Security Council. It may not include more than one judge of any nationality. The Members of the Court do not represent their governments but are independent magistrates. The judges must possess the qualifications required in their respective countries for appointment to the highest judicial offices, or by jurists of recognized competence in international law. The composition of the Court has also to reflect the main forms of civilization and the principal legal systems of the world. The Global Community Assessment Centre (GCAC) is the assessment Centre for the Earth Community, the Human Family. It was created to give individuals or organizations help and/or advice about negative events happening in their communities which cause concern to people, resources, industry or the environment. GCAC is also the Centre of assessment of local/global indicators about the four major quality systems: Environment, People, Economic Development and the Availability of Resources. The assessment of these indicators will result in giving the Earth Community a sense of direction as to ensure a sound future for Earth. In order to do this GCAC will continue to amass a body of scientific information based on formal assessments such as those on Biodiversity, Climate Change, Human Development Report, World Development Report, struggle for Human and Earth Rights, life species Conservation, Health, Economic Analyses, Commission on Sustainable Development, etc., which have bridged the distance between incomplete science and contentious policy. Local and global indicators developed by the Earth Community will also be used as basic scientific information. Furthermore, no one really understands what assessment processes have been most effective in the past, or why others have failed. GCAC’s goal is to explore how assessment of local/global indicators can better link scientific understanding with the progressive implementation of effective policy solutions to global changes. Achieving this integration is fundamental. The Earth Community needs this annual assessment to effectively manage global changes. GCAC has several objectives. Global Ministries are world wide organizations just like the WTO for trade and therefore should have the same power to rule on cases as that of the World trade Organization (WTO). The Earth Community Organization has already created several global ministries. The most obvious ones are the Earth Ministry of Justice, the Earth Ministry of the Environment for Global Environmental Governance and the Earth Resources Ministry . We have the responsibility of managing Earth. The partnership of government, civil society, and business is essential for an effective global governance based on global concepts and the Scale of Human and Earth Rights. The Earth Community Organization (ECO) has created the Earth Resources Ministry for Earth Governance. The ratification is only a beginning to protect the global life-support systems. There is much more to do! But those four countries are not even coming close to a first start in resolving the problem. And they are amongst the worst polluters on the planet.
