Earth Government has made illegal the trading of arms and prosecute anyone, any group, any nation doing so. And this include worldwide organizations such as the EU and the UN.
You are criminals of the worst kind whenever you:
a) trade arms France has a mandate to disarm Congo. Unlike other outside nations, such as the United States and Russia, whose purpose is to sell arms to Africans, France will disarm Africans for the good of all. The best way and solution for Africa is to follow the Scale of Human and Earth Rights and the Charter of Earth Government. Right on top of the scale are the ecological rights, the global life-support systems, and the primordial human rights of this generation and of the next generation. Economic and social rights come next and are not the most important. That makes a lot of sense! The effect of IMF and World Bank policies in the world caused the destruction of the economies of the poor nations (now we call them 'developing' countries). They impoverished the people by taking away basic services and devaluating their currency. They opened up the national economy to be ravaged by competition with richer nations. Poverty lead to other problems causing the ecological destruction of a poor nation. By doing so rich nations have affected the primordial human rights of the developing nations. They have also endangered the global life-support systems, the ecosystem of the world. That alone is a crime against humanity and against all life on Earth. Earth Government will prosecute the criminal nations. They will have to pay back all what they have taken away from Africa and restore its economy. In a way terrorism is a self-inflicted injury to humanity by members of the human family. But then there are several other ways of inflicting harm to humanity by people often living in our own community. They make another class of terrorists. They are 'criminals in waiting' because they are seen as 'good guys' in our society. So far their actions have been categorized as acceptable by our society. When their behavior is filtered through the Scale of Human and Earth Rights it suddenly becomes evident to most sound thinking persons that they are true criminals and should be prosecuted by the Earth Court of Justice. Earth Government is promoting the settling of disputes between nations through the process of the Earth Court of Justice. Justice for all is what we want. Justice is a universal value for anyone, anywhere, and in any situations. By creating the State of Israel the United Nations have perpetuated the archaic concept of land ownership, a concept that is threatening security in the world and all life on Earth. The UN never had a human criteria for the creation of a new nation. Now they are forcing another one to the Palestinians by arbitrarily creating the State of Palestine. Only the Earth Court of Justice can re-evaluate the creation of the State of Israel and evaluate the application for the creation of the State of Palestine. The criteria are described here. All nations have to be educated of the new way for the good of all. The concept of a community being the street where we live in and surrounded by a definite geographical and political boundary has originated during the Roman Empire period. An entire new system of values was then created to make things work for the Roman Empire. Humanity has lived with this concept over two thousand years. Peoples from all over the world are ready to kill anyone challenging their border. They say that this is their land, their property, their 'things'. This archaic concept is endangering humanity and its survival. The Roman Empire has gone but its culture is still affecting us today. We need to let go the old way of thinking. We need to learn of the new concept, and how it can make things work in the world. As opposed to the concept of a partnership, the emphasis of a global symbiotical relationship is not so much on how much money a nation should have or how high a GDP should be although money can be made a part of the relationship. The emphasis gives more importance to the other aspects such as quality of life, protection of the environment and of the global life-support systems, the entrenchment of the Scale of Human and Earth Rights and the Charter of Earth Government into our ways of life, justice, peace, spiritual freedom, security, and many other important aspects as described in the global ministries (health, agriculture, energy, trade, resources, etc.). The global symbiotical relationship thus allows a global equitable and peaceful development. Humanity needs a global democratic leadership based on Earth Government community concepts, able to take responsibility for our children's future, create a strong and stable world order, and be more efficient and more democratic to all Peoples. Today, 65 % of the world population lives in democracies than dictatorships. This trend is increasing as more people want to live in peace. Because of a rapid transition to democracy, several of these democracies have not had time to develop strong democratic institutions and cultural changes. Many changes occur during a transition: written constitutions, legal reforms, multiparty elections, a free press, and an independent judiciary. but all changes take time to grow in people's new way of life. Earth has long been waiting for a truly global governing body based on universal values, human rights, global concepts and democracy. Earth Government might as well be formed now, there is no longer any reason to wait. We are the Earth Community, and we will form Earth Government. Earth management is a priority and is a duty by every responsible person.

In the issue of 'supplying children of the world with small arms', you are well aware that American corporations are supplying anyone with weapons, no matter who gets them as long as they pay. Earth Government has made that illegal. France has a mandate to disarm Congo. On the contrary of other outside nations whose purpose is to sell arms to Africans, France will disarm Africans for the good of all. Over a half century, it was estimated that the conflict in the Democratic Republic of Congo alone has claimed between 2.5 million and 5.0 million people. Soldiers are mostly children. Today it is estimated that there are 40,000 fighters from various groups in Congo's vast northeastern Ituri region, at least a third under 18 years old. Weapons used are bows and arrows, machetes, assault rifles and rocket-propelled grenades. While it began over regional security issues in the wake of Rwanda's 1994 genocide, the war is now largely about the control of the gold and timber in the eastern part of the country. The war in Congo started again in August 1998 after Rwanda and Uganda sent troops to back rebels attempting to oust Laurent Kabila, then president of Congo. They accused him of supporting insurgents from their countries whom they said were threatening regional security. Uganda and Rwanda are backing rival groups of tribal fighters to control the mineral and agricultural wealth of Ituri. Zimbabwe, Angola and Namibia sent troops to support Kabila. Fighting has intensified in late 2002 and early 2003. Bunia, the administrative capital of the resource-rich Ituri Province, has been the scene of some of the worst atrocities in the five-year-old civil war in Congo. Bunia is controlled by the Union of Congolese Patriots (UPC) militia, allied to the Hema, which took control of the town from Lendu gunmen. Rival Hema and Lendu militias have been fighting over land and resources in Bunia for more than a month, killing hundreds of people and forcing tens of thousands from their home. Reasons for fighting have been widespread from ethnic hatreds, to competition for gold and other resources and were further increased by the intervention of neighboring countries. Many refugees fleeing into neighboring western Uganda alleged that cannibalism was common. Residents say UPC fighters are behind many of the abuses in the town. The European Union launched its first military operation outside Europe by giving the green light for the deployment of a French-led peacekeeping force to try to halt ethnic bloodshed in eastern Congo. A few weeks ago, the U.N. Security Council authorized the French-led international force to deploy in Bunia. The Congo mission is also the EU's first military venture without using the military planning and assets of NATO, causing some friction at allied headquarters about whether the Europeans gave the U.S.-led alliance a right of first refusal. EU officials say NATO was fully consulted from the outset. It is believed that the unilateral and unwanted invasion of the Middle East by the United States has caused a high-level of mischief at NATO. The French-led force is empowered to use its weapons to defend civilians against the militias. When fully manned it will have 1,500 troops. The force's mandate is limited to Bunia town, its airport, and various camps in the town for people uprooted by fighting. It says it has not defined the limits of its operation to ban the carrying of firearms in Bunia precisely. General Jean-Paul Thonier, head of an international force sent to protect civilians in Bunia from warring militia, is keen to show his troops can make a difference in a town where armed men abduct, rape and kill almost every night. He said he would create a "secure zone" and forbid the open carrying of weapons in the town, where rights groups say many residents live in fear of ethnically-targeted kidnappings, rapes and murders. The Union of Congolese Patriots, or UPC, allied to the ethnic Hema community, seized Bunia in May in clashes with fighters of the rival Lendu tribe. Thonier gave the gunmen 72 hours to get out. The alternative would have been for them to take on hundreds of French troops backed by jets, light tanks and helicopters. Colonel Gerard Dubois, the main spokesman for the force, said the UPC leader Lubanga have now sent away his troops with the exception of 30 armed guards he had been allowed to keep inside his headquarters in the town. There was a cease-fire shortly after the French troops arrival and was signed in neighboring Burundi by the Congolese government, the Rwandan-backed Congolese Rally for Democracy, or RCD, and the government-allied Congolese Rally for Democracy-ML, or RCD-ML. But even if the UPC shifts its troops, banning the open carrying of weapons in Bunia will only touch the tip of the gun problem in eastern Congo, a land awash with small arms. As long as the different militias are able to obtain cheap weapons from private means or from foreign backers, the conflict will never end. Earth Government has pressurized Uganda, Rwanda and the government in Congo's capital Kinshasa to stop supplying firearms. France and many African nations are backing Secretary-General Kofi Annan's call for a larger U.N. peacekeeping force with a more active mandate, but the United States appears reluctant to agree. U.S. military is "to protect U.S. interests and investments" and that includes making other nations safe for U.S multinational corporations. And that is exactly what is happening in the Africa where the U.S. military is protecting its strategic economic interests. The United States are protecting their own business interests in Africa including that of the protection of american corporations manuacturing and selling small arms. The military is used against domestic dissidents, like a police force. It is also used to expand markets and keep international dissidents in line. Governments of poor countries that try to take control of their own resources and develop their own economies (instead of remaining areas of cheap labour and raw materials for rich countries) are declared enemies, terrorists, and attacked, officially or otherwise. Nicaragua, Yugoslavia, Afghanistan, Africa, and the Middle East are examples. And that is also what is happening in the Middle East where the U.S. military is protecting its strategic economic interests especially the continue flow of oil at the cheapest price, thus making global warming worst by ten-fold. Malaria causes over 2.7 million deaths annually, making it along with
HIV/AIDS and TB one of the major public health challenges undermining
development in Africa. Malaria is the leading cause of child mortality
in Africa and those who survive often have learning impairments and
brain damage in acute cases. In addition, malaria puts pregnant women at
high risk. All of this puts an enormous strain on a country's health
care system.
In April 2000 almost every African nation signed the Abuja Declaration, promising to waive or reduce tariffs and taxes on mosquito nets and anti-malarial drugs. In addition, the Declaration endorsed the Rollback Malaria Campaign's goal to halve the number of cases by 2010. Since then, 17 countries have honoured their promises made at Abuja. However, 26 countries, including Ethiopia, have yet to reduce or eliminate the tariffs and taxes, which can increase the cost of the nets by 40% or more in some cases. This may mean the difference between a family being able to afford the nets or not, in other words the difference between life and death. At last year's G8 Summit, Canada and other G8 leaders announced their support for a unique proposal by African leaders for the renewal of their continent known as NEPAD. Under this new partnership framework developed countries agreed to increase foreign aid to countries that met certain conditions, one of them being giving a higher priority to meeting the basic human needs of their citizens. Canada has budgeted an additional $500 million in foreign aid to African countries over the next 3 years. On 11th/April/2003, a small international charitable group called the Compassion Response Network, launched an appeal to support projects in Harare and Kinshasa in Africa, for
6 months treatment and blood testing for advanced HIV/AIDS patients, thus enabling a comparative assessment of the results for nine alternative treatments for HIV/AIDS. Blood
tests will be top of the art medical/scientific diagnostic tests for AIDS; bDNA viral load, CD4 immunity tests and Full Blood Count (red corpuscles + white corpuscles + platelets)
pre-treatment and at 2-months, 4-months and 6-months stages of the treatment. Various other tests would be included plus bone marrow biopsy and fortnightly medical assessment
by qualified, experienced and dedicated doctors. 43 advanced AIDS patients in all would receive 6-months of treatment and of these 34 will be receiving comprehensive blood tests.
Each patient will receive one of nine alternative treatments for AIDS, and each treatment carries with it impressive claims for assisting and perhaps curing AIDS.
We remain detached from these claims. Our purpose is to provide an independent scientific study that will enable a preliminary comparative assessment to discern which alternative
treatments are best suited for further cheap, effective and safe distribution in Africa, and for conducting comprehensive scientific studies involving thousands of AIDS patients and
optimum research techniques involving double-blind and cross-over (placebo) studies.
To our knowledge, such a scientific and comprehensive comparative survey of alternative treatments for AIDS, HAS NEVER BEEN DONE BEFORE. Because of the extreme poverty in the Congo and the impending famine in Zimbabwe, all patients will daily be provided with one highly nutritious meal. All treatments will be provided for free to the patients. Various expenses will be incurred, apart from the cost of laboratory tests. Various medical items need to be purchased. Treatment houses in Kinshasa and Harare need to be rented and set up, wages provided over the treatment period for trained carers, cooks and in Harare a secretary and office assistant. There will be costs for food, transport and miscellaneous expenses. The projects are being organised on a goodwill, voluntary basis. Compassion Response Network is a non-profit, charitable organisation, required by law to spend money exclusively for its charitable purposes. All six present directors serve on a voluntary basis, attracting no financial reward. Every year the accounts, including receipts, expenditure, minutes and full yearly financial statements are audited by a registered chartered accountant, conforming to optimum Australian accounting standards. No expenditure will go towards advertising. Promotion will be exclusively on a goodwill, word of mouth basis. Forward estimate of expected expenditure for the Harare and Kinshasa projects comes to US$90,000. We need US$45,000 before we can commence the trials, and thereafter US$9,000 a year until the trials are completed. Response to the Appeal The appeal was launched on 11th/April/2003 through distribution of a flyer over Internet, with an invitation to copy and forward the document. We sent to about 50 networks and over a hundred who had formerly expressed interest in our work. In the first four weeks of the appeal, donations received totaled AUD$979, about US$620, a little over 1% of the money needed to start the trials. Over the next four weeks, just AUD$30 has been received. Clearly, the initial appeal did not have a sufficiently wide outreach to attract sufficient interest to commence the trials. Compassion Response Network is a small dedicated group who sees their purpose is to develop a vision for a comprehensive response to the AIDS pandemic, and to develop projects in Africa to initiate that response. Three of the six directors are from poor nations, and of the three in affluent countries one is a pensioner and another is unemployed. It takes all our resources to keep our organisation afloat. We offer the projects for the global public to sponsor if they so choose. If insufficient sponsorship is received, the projects cannot commence. In May/2003, we released an article The ONLY Way, which asserted that the only way to provide a comprehensive compassion response to the AIDS pandemic, was to build upon four pillars; 1) provision of free basic health care to the poorest of the poor, 2) open inquiry and open publication of comparative studies of all alternative treatments for AIDS, 3) direct involvement of African AIDS patients and most AIDS affected peoples in central planning, evaluation and production, 4) facilitation of a global goodwill network through which the many groups interested in participation in a comprehensive compassion response to AIDS can creatively contribute to the whole effort. Compassion Response Network has set an agenda by which we seek to initiate action for all four of these foundational pillars. Anything less we deem as indirect and therefore effectively bandaid treatment because it does not address the causal problems or reverse the pandemic. Whether such care for AIDS be care of AIDS orphans, cheaper life-extension drugs like AZT, hospice care to provide more pleasant conditions while the patients die, or education while not providing effective treatment for those with AIDS, all such remedies are peripheral and do nothing to reverse the pandemic. Whole national economies in Africa have been destroyed because of AIDS, and yet the project we offer would cost less to sponsor than the amount a business of 100 workers in South Africa will lose as a result of AIDS. And yet the most effective of these treatments are likely to be able to be provided very cheap or free by semi-skilled goodwill labour. Can anyone indicate just one compassion or charitable group that is responding to these four pillars? If so, we would like to know of them. The economics is so astounding. What is the sense of spending billions of dollars on "aid" for AIDS sufferers if the fundamental causes are not addressed and there is given no hope of reversing the pandemic? Awakening Mass Consciousness There is a problem here more important than our appeal fund of raising US$90,000. The main issue is one of education of the global mass consciousness. We need to reach the thinkers and intelligentsia of the world with our simple message, that there is a pathway for reversing the global AIDS pandemic; we must choose to build upon the four foundational pillars. We need to reach out in all countries in a massive educational campaign, talking about these four pillars. To editors and journalists of newspapers and New Age and alternative health magazines, to doctors, health workers, alternative health practitioners and providers of alternative treatments, to politicians and governments, to businesses and insurance companies, to schools and teachers, to compassion workers and charitable organisations, and to men and women of goodwill throughout the world. We need to get out the message that there is need to provide free health care for basic health needs to the poorest of the poor, to sponsor alternative treatment projects, to engage AIDS people themselves in the planning, assessment and development work, to found an independent international organisation to invite all interested groups to link together in common endeavour to reverse the AIDS pandemic. That is the only way. Intimidation of Providers of Alternative Treatments for AIDS In our projects, we have gathered together 9 alternative treatments, all with remarkable claims for treatment or healing of HIV/AIDS. Most of these have a history of very intense opposition from conservative elements of society including the American Food and Drug Administration (FDA). This opposition is generally not because of any safety issue but paradoxically because of the success of these treatments. Dr Hulda Clark, the inventor of the zapper has had legal writs against her in USA. The Dr Bob Beck treatment has claims of hundreds of cases where HIV blood count is reduced to zero, but their promoters are too timid or unorganised to publish results for fear of persecution. Imusil claims records of complete healing of AIDS after just one injection, yet it will cost a vast fortune for them to "prove" the healing virtue of their product in courts. Fifty-five thousand signatures were collected on the petition to legislate Essiac as a treatment for cancer. In 1938, Essiac came within three votes of being legalised by the Ontario government as a remedy for terminal cancer patients. (Its results with AIDS are claimed to be equally remarkable.) It only lost because the government promised to properly research the product. That promise was never carried out and today the main ingredient of Essiac, a common herb called sheep sorrel is banned from sale and healing treatment in Canada. (1) The FDA recommends only allopathic treatments for AIDS, cancer and other life threatening diseases. It does not approve nor make legal alternative treatments of any kind. Another of the treatments, Flor Essence (similar to Essiac but with more ingredients) was first made popular by Dr Charles A Brusch, a personal physician to the late President John F Kennedy. Dr. Brusch treated Ted Kennedy's son who had developed a particularly virulent and deadly sarcoma, and after the treatment he did not have a cancer cell in his body. This information is hidden from the public. Dr Brusch worked with thousands of cancer patients from 1959, and presented his findings after ten years of research. He had come to the conclusion that "Essiac is a cure for cancer, period." All studies done at laboratories in the United States and Canada support this conclusion. Whereupon the Federal Government issued a gag order and said, "You've got one of two choices, either you keep quiet about this or we'll haul you off to military prison and you'll never be heard of again," so we never heard another word out of him. Flor Essence has subsequently promoted the Brusch treatment. (1) Aurea Cento spice oils are receiving impressive testing in Cameroon, with results for AIDS about to be published. Glyco-nutritional supplements are nutritional, and have had impressive results in increasing immunity levels. Absolutely pure colloidal silver is the properly laboratory produced equivalent of home-made colloidal silver and is many times more effective. It has a remarkable history of treating and curing animals with infectious diseases and initial studies with AIDS are impressive. Sutherlandia is an African herb commonly used before white settlement, as a native cure for many diseases. Now many people who disseminate the seeds have been killed. Sutherlandia tablets, once very cheap, are now expensive because people are coming in sabotaging the crops. The forces against us are highly organised. The only way to respond is to become equally organised. That is, we need to establish an alternative treatments movement, around the globe but particularly in southern Africa where the fight against AIDS must be fought and won. Fundraising Ideas One of our co-workers in Australia in March held a big dinner party with excellent food, at AUD$20 a head, as a fundraiser for the Zimbabwean project. Some African crafts were given in a raffle to raise further funds. This co-worker is busy with many other tasks, and may not have much time for more fundraising, but she discussed various fundraising possibilities, · a big dinner party in Melbourne, with entertainment, A Summary Let me summarise the situation that we find ourselves in. Compassion Response Network has spent the past eighteen months developing our objectives, registering as a public company with charitable objectives, and developing a program of action involving two treatment and testing projects in Harare and Kinshasa. The projects will need US$90,000 to complete, half of which (US$45,000) needs to be raised before the trials commence, and US9,000 monthly after that until the US$90,000 is reached. This money needs to be raised from special grants, philanthropic charitable groups or individuals, or from the general public. We have exhausted the Internet approach, which raised just US$620. So clearly, if our projects are to be realised, we need to move onto a higher level in fundraising. Our management committee consists of six directors linked through email. Three of these are from poorer nations (intentionally so because one of the purposes of Compassion Response Network is to create a bridge between servers from affluent nations and servers from poorer nations). Albert Mananga in Kinshasa and Geraldene Cockcroft in Harare have sacrificed much with scant resources to help develop the projects in fine detail and offer their services in coordinating the realisation of these projects in Africa. Clearly, the funds need to be raised in affluent nations. Of the three directors in affluent countries two have other service duties which take up most of their time. Most of the promotional work has to this time been entrusted to myself, the secretary (David Keane living in Perth, Australia). I have a no property, no car, only a moderate disability pension, half of which is used to sponsor nine service groups in poor nations around the world. I have for over 14 years had full renal failure for which I am required to have renal dialysis three times a week. All my time when I am well enough is used in activities for Compassion Response Network. I am secretary of Compassion Response Network which in itself is a full job. I chair email meetings of the six directors of the management committee. It is my task to regularly update the CRN website. I have a task of liaising with inquiries and co-workers. On top of all this, when I have the time, I lodge appeals for assistance grants funds, and to approach charitable and compassion groups, radio and TV interviewers, and anyone who will listen in Australia about the need to lift up the four pillars for a comprehensive compassion response to the AIDS pandemic. I will give all I have to my last breath to see a truly comprehensive response to the AIDS pandemic in Africa initiated. It is of lesser importance that our projects receive finance; more important is that the four pillars for a comprehensive response to the AIDS pandemic be lifted up. For me, the educational work is the most important and so I must give all my spare time in this area. I must leave general fundraising to others, but at least by education about the need, in time some may offer to join the group effort. I expect all my time will be taken up in lodging request for grants and approaching various groups and the media in Australia about the need to lift up the four pillars (see the article "The ONLY Way"). If the educational work is to spread overseas, others need to initiate the educational work in other nations. A Spiritual Challenge As disappointing that the low financial response to our Internet appeal has been (just US$620 in two months) it has been devastating that we have not attracted more committed co-workers to join our cause. The message I presented in the article "The ONLY Way" is that the only way to initiate a comprehensive compassion response to the AIDS pandemic is through lifting up the four pillars, free treatment for basic health care to the poor, alternative treatment comparative testing projects, direct involvement by AIDS patients in the planning process and creative participation by all interested parties in an independent international organisation. And when you think about it, the critical one of these four pillars is providing a comparative treatment and testing project for alternative treatments for AIDS. To lift up such projects, not necessarily in Harare and Kinshasa, but anywhere, is the only way to bring these four pillars together. There are many groups providing free treatment for basic health care, but how many of these groups have a vision and program of action that gradually grows to embrace the causal problems of the global pandemic for AIDS, and anchor such solution on a mass scale in practice? I doubt that there is one other, because you cannot impact the mass consciousness without winning the hearts of the AIDS patients themselves, and to do that you need to go beyond free treatment to providing alternative treatment comparative surveys. And let us think further about this. AIDS is a greater challenge than cancer, because cancer is a First World disease, where there is an abundance of money to do research. But affluent countries have become apathetic about the problem of AIDS, thinking the problem has been "solved" by life-extension through expensive drugs such as AZT, drugs that are too expensive for the Third World peoples and even then do nothing to eliminate HIV viral count, restore the immune system and restore vibrant health. To meet the challenge of the global AIDS pandemic we in the affluent nations need to identify with the needs of our brothers and sisters in poorer nations. And so to initiate a comprehensive response to the AIDS pandemic, we initiate a comprehensive alternative response to humanity's many diseases. Only through winning the battle with AIDS, can we initiate that greater struggle of bringing harmony between the fields of orthodox medicine and alternative holistic medicine. And unless we are able to address this central issue of world health, all other compassion projects for humanity will come to nothing, because devastating plagues will undermine the goodwill work done. We must learn to transform the dreams for solution of humanity's many problems into reality, and if we cannot then humanity will destroy itself through the very power it is itself unleashing. We need creative action and dedicated and committed servers. Think about it. If we collectively choose not to commit for the greater global challenges before us, what value is there in dedicating our energy to more limited fields of service? Unless these greater challenges are accepted and met, then there simply will be no future for our children. An Appeal for Assistance The situation is critical and simple to express. The only way now forward is to awaken the mass consciousness, so that the goodwill energy of the people is released. This is too great a task for our small group. My own primary mission is now that of education of the general public, but my time is limited and my main area of outreach will necessarily be in Australia. Others will need to provide similar educational outreach in other countries. Therefore the projects we have made sacrifices for and planned in great detail cannot be accomplished unless we attract many co-workers committed and dedicated to join the group effort. By this we seek more than agreement with our ideas. We need dedicated servers who, having pondered the presented ideas, commit themselves wholeheartedly to dedicating their life in service to bring these dreams into outer manifestation. For the challenges before us will not be easy. We have a powerful and conservative force opposing our every step. Humanity collectively has a reluctance to shift the inertia of selfish materialistic habits, and especially it has great difficulty in redirecting the needed money away from satisfaction of personal desires towards projects of compassion, especially where the people themselves are invited to think, share and serve in a global movement. For such servers, we invite you to enter into the fiery cauldron of this collective group experience through service. Only through awakening of the fiery passion, the fire of love and compassion, will these dreams be transformed into reality. There are two areas of assistance that are needed, education and fundraising. I will share a little on each of these. Assistance in Education The most important task before us is to awaken the mass consciousness to the fact that there is a pathway to initiate a comprehensive compassion response the AIDS pandemic. To this sacred task I now dedicate my life and all my energy. It is not an easy task for we need to approach the thinkers of the world and persuade them that there is a better way of doing things. To do this I will be promoting mainly the ideas presented in the article "The ONLY Way", that the only way to a comprehensive compassion response to the AIDS pandemic is through lifting up the four pillars. I will reach out throughout Australia, to humanitarian NGOs, aid groups and compassion workers, to New Age and Alternative Health magazines and weekend newspaper magazine editors and journalists, to doctors and health workers and alternative treatment providers, to schools and educators, to celebrities, musicians and artists, to businesses and insurance companies, to governments and to men and women of goodwill who will listen. To each person or group, I will write individually while reflecting upon the optimum quality of each letter, and the individual service work and opportunity for each of those to whom I write. The approach will always be primarily to educate and awaken consciousness. There is a limit to what I can do, for I have many other duties, and so my main area for outreach will be in Australia, and perhaps later in assisting with the educational work in South Africa. If the mass consciousness is to be impacted in other countries, then we need committed servers in other countries to promote the message. It is important that anyone so serving himself/herself understands clearly the ideas behind the "The ONLY Way" article, because it is pointless sharing with others if you have not yourself thought these issues through very deeply and come to the conclusion that there really is no other way. This article can be accessed on the Compassion Response Network website http://www.compassion-response.net/ Most importantly, we need to find a few dedicated servers in South Africa to spread our message. In South Africa, you have a unique conjunction, an affluent wealthy class, First World technology and the most AIDS affected nation. In South Africa, the governments, politicians, businesses and insurance companies are all very aware of the AIDS problem, because it is decimating their national economy and destroying businesses. It makes such economic sense for government, businesses or insurance companies to sponsor comparative survey projects for alternative treatments of AIDS. Billions of dollars are used up in South Africa for what is effectively bandaid treatment, when a true remedy can be facilitated by empowering goodwill workers providing alternative treatments virtually for free. It is just madness for the politicians and businessmen in South Africa to close their ears to our message. If our drive over the next few months to awaken compassion groups and media throughout the world fails to bring about the needed sponsorship, then we must move onto the next phase of awakening the consciousness of businesses and politicians in South Africa. We need to develop an Alternative Treatments Movement in South Africa. Once such a movement gets momentum, it could have political and economic clout and could shift governments. Assistance in Fundraising My own activities in fundraising will I think be limited to three main areas. First there will be the secretarial duties in ensuring high accounting standards for a charitable organisation. Secondly, it will be the secretary's responsibility to lodge applications to organisations providing grants. These applications will need very careful preparation and follow-up. If successful, it may be possible that half of the target funds, about US$45,000, may be sponsored through grants. That would make the remaining fundraising relatively easier, with only US$45,000 to raise by other means. I am in process of making application to the Ford Foundation and Gates Foundation. I do not know of any other grants organisations that makes grants in our area. If anyone who reads this article knows of any other organisations likely to make grants for AIDS related projects, please let me know. And I will most certainly investigate these groups. The third area I might be able to participate in would be to help organise a car raffle in Perth. For this we would need someone to donate a car. I can register for such a raffle through the Racing and Gaming office in Perth. I could attract the volunteers to sell tickets for such a raffle by speaking at church groups and Rotary groups and anywhere in Perth who would welcome me to come and speak. If no-one donates a car, then I doubt that I will have the time to organise other fundraising activities. I simply have so much to do and I will be most unlikely to have the time. If alternative treatments projects are to become actualised, then others will need to help coordinate the fundraising activities either for the remaining US$45,000 or for a car to hold in a raffle. And so we would dearly love people to assist us in fundraising activities. The Final Appeal This will be the final time I make an appeal for assistance over Internet. If there is no response of several committed co-workers coming forth, then I will do what I can, but I cannot promise how many years it will take to raise the necessary sponsorship. In the meantime the people with AIDS in Africa and elsewhere continue to suffer. I simply lay the message at the crossroads with the invitation to serve if any are so inclined. I will not repeat this message. From now on my time will focus upon outreach within Australia. This is the path that is assured of eventual success. Along this path there is bound to be gradual and significant awakening, but it may take time. If people want things to happen quicker, then they have the opportunity to become a co-worker in this group endeavour. I will continue to communicate on a monthly or two monthly basis about the situation with the educational work, the appeal and commencement of the projects and publishing of test results, through a regular Compassion Response Network circular distributed for free through email. France has a mandate to disarm Congo. On the contrary of other outside nations whose purpose is to sell arms to Africans, France will disarm Africans for the good of all. This is the first of several reports on Africa. Africa comprised several countries: North Africa: Algeria, Egypt, Libya, Morocco, Tunisia, Western Sahara Over a half century, it was estimated that the conflict in the Democratic Republic of Congo alone has claimed between 2.5 million and 5.0 million people. Soldiers are mostly children. Today it is estimated that there are 40,000 fighters from various groups in Congo's vast northeastern Ituri region, at least a third under 18 years old. Weapons used are bows and arrows, machetes, assault rifles and rocket-propelled grenades. While it began over regional security issues in the wake of Rwanda's 1994 genocide, the war is now largely about the control of the gold and timber in the eastern part of the country. The war in Congo started again in August 1998 after Rwanda and Uganda sent troops to back rebels attempting to oust Laurent Kabila, then president of Congo. They accused him of supporting insurgents from their countries whom they said were threatening regional security. Uganda and Rwanda are backing rival groups of tribal fighters to control the mineral and agricultural wealth of Ituri. Zimbabwe, Angola and Namibia sent troops to support Kabila. Fighting has intensified in late 2002 and early 2003. Bunia, the administrative capital of the resource-rich Ituri Province, has been the scene of some of the worst atrocities in the five-year-old civil war in Congo. Bunia is controlled by the Union of Congolese Patriots (UPC) militia, allied to the Hema, which took control of the town from Lendu gunmen. Rival Hema and Lendu militias have been fighting over land and resources in Bunia for more than a month, killing hundreds of people and forcing tens of thousands from their home. Reasons for fighting have been widespread from ethnic hatreds, to competition for gold and other resources and were further increased by the intervention of neighboring countries. Many refugees fleeing into neighboring western Uganda alleged that cannibalism was common. Residents say UPC fighters are behind many of the abuses in the town. The European Union launched its first military operation outside Europe by giving the green light for the deployment of a French-led peacekeeping force to try to halt ethnic bloodshed in eastern Congo. A few weeks ago, the U.N. Security Council authorized the French-led international force to deploy in Bunia. The Congo mission is also the EU's first military venture without using the military planning and assets of NATO, causing some friction at allied headquarters about whether the Europeans gave the U.S.-led alliance a right of first refusal. EU officials say NATO was fully consulted from the outset. It is believed that the unilateral and unwanted invasion of the Middle East by the United States has caused a high-level of mischief at NATO. The French-led force is empowered to use its weapons to defend civilians against the militias. When fully manned it will have 1,500 troops. The force's mandate is limited to Bunia town, its airport, and various camps in the town for people uprooted by fighting. It says it has not defined the limits of its operation to ban the carrying of firearms in Bunia precisely. General Jean-Paul Thonier, head of an international force sent to protect civilians in Bunia from warring militia, is keen to show his troops can make a difference in a town where armed men abduct, rape and kill almost every night. He said he would create a "secure zone" and forbid the open carrying of weapons in the town, where rights groups say many residents live in fear of ethnically-targeted kidnappings, rapes and murders. The Union of Congolese Patriots, or UPC, allied to the ethnic Hema community, seized Bunia in May in clashes with fighters of the rival Lendu tribe. Thonier gave the gunmen 72 hours to get out. The alternative would have been for them to take on hundreds of French troops backed by jets, light tanks and helicopters. Colonel Gerard Dubois, the main spokesman for the force, said the UPC leader Lubanga have now sent away his troops with the exception of 30 armed guards he had been allowed to keep inside his headquarters in the town. There was a cease-fire shortly after the French troops arrival and was signed in neighboring Burundi by the Congolese government, the Rwandan-backed Congolese Rally for Democracy, or RCD, and the government-allied Congolese Rally for Democracy-ML, or RCD-ML. But even if the UPC shifts its troops, banning the open carrying of weapons in Bunia will only touch the tip of the gun problem in eastern Congo, a land awash with small arms. As long as the different militias are able to obtain cheap weapons from private means or from foreign backers, the conflict will never end. Earth Government has pressurized Uganda, Rwanda and the government in Congo's capital Kinshasa to stop supplying firearms. France and many African nations are backing Secretary-General Kofi Annan's call for a larger U.N. peacekeeping force with a more active mandate, but the United States appears reluctant to agree. U.S. military is "to protect U.S. interests and investments" and that includes making other nations safe for U.S multinational corporations. And that is exactly what is happening in the Africa where the U.S. military is protecting its strategic economic interests. The United States are protecting their own business interests in Africa including that of the protection of american corporations manuacturing and selling small arms. The military is used against domestic dissidents, like a police force. It is also used to expand markets and keep international dissidents in line. Governments of poor countries that try to take control of their own resources and develop their own economies (instead of remaining areas of cheap labour and raw materials for rich countries) are declared enemies, terrorists, and attacked, officially or otherwise. Nicaragua, Yugoslavia, Afghanistan, Africa, and the Middle East are examples. And that is also what is happening in the Middle East where the U.S. military is protecting its strategic economic interests especially the continue flow of oil at the cheapest price, thus making global warming worst by ten-fold. The best way and solution for Africa is to follow the Scale of Human and Earth Rights and the Charter of Earth Government. Right on top of the scale are the ecological rights, the global life-support systems, and the primordial human rights of this generation and of the next generation. Economic and social rights come next and are not the most important. That makes a lot of sense! The effect of IMF and World Bank policies in the world caused the destruction of the economies of the poor nations (now we call them 'developing' countries). They impoverished the people by taking away basic services and devaluating their currency. They opened up the national economy to be ravaged by competition with richer nations. Poverty lead to other problems causing the ecological destruction of a poor nation. By doing so rich nations have affected the primordial human rights of the developing nations. They have also endangered the global life-support systems, the ecosystem of the world. That alone is a crime against humanity and against all life on Earth. Earth Government will prosecute the criminal nations. They will have to pay back all what they have taken away from Africa and restore its economy.
People have to regulate their population by means that are voluntary and benign and have to take along with a fair proportion of other lifeforms. Proper Earth
management will certainly be a necessary tool to achieve this goal. If not there will be a collapse of humanity and of the environment. From now on every global decision
we do will have tremendous consequences on our future.
In general, populations of all lifeforms grow exponentially that is by a steady proportion of whatever was there before. When there is no practical limit on resource then populations usually grow maximally and the only limit is that of the reproductive capacity of the female animal. About 10,000 years ago, human beings were obliged to commit themselves more or less fully to agriculture and the human population was 5 to 10 million. By the time of Christ, after only 8,000 years of large-scale agriculture, the human population was 100 to 300 million. After this time, the exponential growth of the population entered its rapid phase. The billion mark was passed by 1800 A.D. By year 2000, the human population exceeded 6 billion. Thus agriculture allowed a thousand-fold increase in numbers over a period of 10,000 years. In practical sense, agriculture cannot feed a human population that has grown beyond the capacity limit. We must ask ourselves whether we can stop the growth by means that are voluntary and benign, or whether the eventual environmental restraint will be out of our hands. At some questionable time in our future we will find that our soil will no longer have the nutrients it needs to produce quality food. For some time we may counter this problem by fresh weathering of rock. Not for long! The loss of lifeforms on Earth will be permanent. Obviously something has to be done! Earth Government proposes a tight global policy, benignly implemented, or it will be very nasty indeed. In practice, a human population of 10 to 12 billion would be too uncomfortably high and would add a high strain on world resources. What kind of world population would be reasonable? What goal should we aim at? A population should be small enough to be sustainable indefinitely and still allow plenty of leeway for ourselves and other lifeforms. It should also be large enough to allow the formation of healthy civilizations. We propose a world population of 500 million. The policy to apply is for every family to have only one or two children. It would take a thousand years to reach our goal of a population of 500 million. The continued economic growth in India and China is an important factor to reduce world poverty. The rich-poor gap is getting wider in developing countries as well as within richer countries. Factors to help reduce the gap: * increase trade In 30 years an additional 200 million hectares will be needed to feed the growing populations in the tropics and subtropics, but only 93 million hectares are available in these nations for farms. Most of that land is forested and should be preserved. Other ways to feed this new population include: * improved agricultural practices With one-fifth of the world's total population, China has only 7% of the world's arable land. Mountains or deserts cover two-thirds of China, making only the balance of the land available to 1.3 billion people. Beside the global warming, the human activity that affects Earth most is that of food production. We need to form a global ministry dealing only about agriculture and the protection of our soils. All nations will be part of the ministry. We have to design systems of food production that meet our own needs, and also leave room for these other lifeforms we want to take along with us. Western agriculture is designed in the end to maximize profit. As a primordial human right, the prime concern of the human species is to feed people. Therefore we have to do things differently. We will have to produce less livestock as we effectively double the population we need to feed: ourselves, plus the livestock that is supposed to be feeding us. We also have to apportion the land surface of the whole world more efficiently, using some for highhly intensive food production (which makes use of less land), some for extensive agriculture (combining food production with wildlife conservation) and designing some specifically as wilderness areas with global corridors between them. In developing countries, the most important environmental pressure is linked to poverty. Poor people put pressure on the land and forests, over-exploiting them to survive. These countries must be helped. They must accept the implementation of the Scale of Human and Earth Rights and the Charter of Earth Government into their way of life. We must give them access to technologies that use fewer resources, energy efficient technologies, 'clean' technologies. The debt of the poor nations or 'developing nations' to the rich nations was a form of global tax and therefore the poor or 'developing' nations dont have to pay it back. In fact poor nations should expect way more money as tax by the rich nations and not as loans. The state of the world today is the result of a specific set of interlocking institutions: the IMF, the World Bank and the WTO. These institutions are designed to generate massive wealth for the few and poverty for the rest. The same people who make the decisions in government and corporation make the profit. They create a tight concentration of power. Together they are a form of anti-government whose only goal is profit. The IMF, through Structural Adjustment Programs, now directly runs the economies of over 70 countries. That means that about 1000 economists and bureaucrats control the economic policies for 1.4 billion people in these countries. That is a form of anti-government. The people that profit most from the global economy are white people. The people who are most oppressed by the global economy are people of colour. Racism and sexism have become the norm. The entire planet is in a state of low intensity civil war. The ruling elite profit off of the exploitation of the rest of the world. Earth Government was looking for a method of raising global taxes, of redistributing incomes to the poorest communities, of providing debt-free technical assistance to non-industrial and developing countries to help them out of poverty and to meet environmental and social standards, but there it was all along right on our eyes. The Earth Court of Justice will be asked to decide on the debt be changed into an actual tax to be paid by the rich nations to the poor nations, and to decide on the amount of tax to be paid. Developing nations will then be able to start rebuilding their communities as per the Scale of Human and Earth Rights and the Charter of Earth Government. They will not have to satisfy the economic needs and wishes of the rich nations. The Earth Court of Justice will also be asked to rule illegal the activities of the IMF, the World Bank and the WTO unless they become a part of a greater whole such as the Earth Ministry of Financial Institutions, a part of Earth Government. These institutions will be controlled by the greater whole. Because governments of poor nations had to promote 'free trade', this situation cause barriers to trade to be eliminated and now we are seeing the globalization of 'free trade'. Poor nations are now asked to produce only the products they are good at producing and buy from other countries the products they are not as good at producing. This way the economy of a nation will function at maximum efficiency. So now governments are told to open up their borders and to stop meddling in markets, so that competition will be free internationally. Often what is called trade is really moving of resources across borders between subsidiaries of the same corporation. Nothing to do with free competition. Economic activity is centrally-managed and planned by the corporate elite. Capital move freely across borders as restrictions on the flow of money have been removed. Corporations can relocate their operations to the countries with the lowest wages, the least active unions and the lowest environmental standards. The reality is that more polluting industries are encouraged to relocate to poorer countries. A polluting industry tends to increase the chances that people in the surrounding area will have health problems. If pollution kills someone or makes them unable to work, the cost to the economy, or to the industry in the case of a law-suit, would be roughly equal to the projected wages that the person would have earned in the rest of their life. In a country with low life expectancy and low wages, this cost will be lessened. It costs less to dump a load of toxic waste in the lowest wage country. Today the watchdog, the 'enforcer' for 'free trade', and also the bedfellow of both the IMF and the World Bank, is the World Trade Organization (WTO). The WTO is responsible for monitoring national trading policies, handling trade disputes, and enforcing the GATT agreements. The World Trade Organization (WTO), the North American Free Trade Agreement (NAFTA) and the Free Trade Area of the Americas (FTAA) encourage the privatization of public services and the settling of international disputes their own way. Any government, acting on behalf of a corporation, can challenge the acts of another government if they "interfere with trade." Complaints are taken to a WTO dispute resolution body which then make a binding decision. The WTO has forced governments to lower their environmental standards in favour of a corporation to allow more pollution into the environment, and that is a form of anti-government gone bad with absolute no respect or care for life and the global-life support systems. Corporations can sue governments if they harm their profits through any unfair barriers to trade. NAFTA and WTO tribunals usually rule in favor of corporations. So now we really have a new definition for the word 'property' to mean both what is currently owned and profits that could potentially be made. To compensate, we propose a new definition for 'pollution' and 'human destruction' to mean the pollution and human destruction that the policies of the IMF, World Bank and WTO are causing now in the world plus the pollution and human destruction that they will cause in the future to the next generations. By providing corporations with a mean to override governmental decisions, NAFTA and the WTO (and the proposed FTAA) shift power even more into the hands of the elite. And that is also a form of anti-government. The global economy can be affected by the deregulation in the movement of capital and thus by speculation. Money is made off tiny fluctuations in the relative prices of currencies. Speculation makes it possible for huge amounts of money to be transferred half-way around the world in a matter of seconds. Whereas world trade associated with actual goods and services is estimated at $7 trillion a year, speculation is estimated at $1.5 trillion a day. If a country's economy starts to slow, billions of dollars can be transferred out of the country instantaneously, which can significantly affect its economy and the people. This has been the case in 1997 of a number of East Asia countries. They were bankrupted by speculation. The people were enormously affected for the worst. Speculation can exert tremendous pressure on the internal politics of a country. It can bankrupt a country's economy. Speculation should be de-institutionalized. Humanity has no real need for speculation, and it does way more harm than good. Rich countries manipulate trade agreements in order to ensure profitability. Their governments insist on tariffs and protectionism in areas in which they are weak. For instance, Canada and the USA are now going through the process of an economic war in the softwood industry. The imposition of a 29 percent tariff on softwood lumber by the U.S. Commerce Department shows that Canadians were duped by the Free Trade Agreement(FTA) and NAFTA. The U.S. Government protectionism is itself aimed at reducing the value of the Canadian companies just long enough for American competitors to acquire them. Many Canadian industries have already been bought by US competitors. The energy sector is one of them. Free trade opens up a poor country's economy to competition with strong, developed, well-financed, multinational corporations. In consequence, most of the local producers and manufacturers go out of business thus leaving a poor country's economy entirely in the hands of the transnational elite. It is a form of colonization and of world anti-government. Rich countries force poorer countries to open up their markets, and then take them over.
During two global dialogues, the Earth Community Organization has
developed the Scale of Human and Earth Rights and the Charter of Earth Government to get us and the rest of the world back on track. The Scale tells us what is the most important, and less important. It
was designed on values that are part of our history as human beings and on values that have kept us alive throughout the millions of years. We have to correct for the
wrong way taken by our society and governing bodies. Certainly the Scale is the only long lasting roadway to Peace, to Peace for the next million years.
The ecosystems of the Earth, the global life-support systems, have to be given the highest priority, the greatest importance, because that is where they sit on the Scale of Human and Earth Rights. The rights of the community to life, clean air, freshwater, a healthy environment, security, is the most important right on the Scale. It is a primordial human right. The right of the land owner is much lower on the Scale, near the bottom of it. The people of the Earth Community are dedicated in using our resources to resolve conflict, promote democracy, and fight hunger, terrorism, disease, and human rights abuses. In order to bring about the event of peace, Earth Government is offering organizations around the world to work together to bring warring parties to peace. We can accomplish this task by concrete actions such as: a) Tracking armed conflicts within and between nations around the world and offering assistance in dispute resolution; b) Promoting human rights and democracy; c) Monitoring democratic elections;and d) Educating the public about the advantages of a peaceful solution to any conflict. Earth Government is promoting the settling of disputes between nations through the process of the Earth Court of Justice. Earth Government provides a forum where international conflicts could be argued and resolved peacefully. Because of hatred and mistrust, disputing parties always find it difficult to express constructive ideas or proposals. A face-to-face meeting may not even be possible.Earth Government offers to be a trusted third party that would carry ideas back and forth, put forward new proposals until both sides agree. When both parties feel they have gained more than they have lost from the process, the outcome is a win-win settlement for peace. Peace in the world is a state of being at peace within ourselves. Justice keeps us at peace. Justice is a universal value and is for everyone, anywhere, in any situations. When there is no justice, human rights, peace and security are threatened and war is often thought as the only solution. Earth Government believes that the United States have not accepted the principle of justice for all in humanity. They have already objected to have their military be subjected to the international court. They want a special treatment over and above the other nations of the world. As far as they are concerned, Justice is only for the other nations not for the US. So it is no wonder that war is at the horizon. The US can break the laws but not the other nations. There is no justice! This means Americans dont feel at peace within themselves because they are guilty of something terrible. We all know what this is. The whole world knows Americans have planned to invade the Middle East nations and other nations as well ever since they coerced the United Nations in creating the State of Israel, the Jews of Israel being their Trojan Horse. Americans are invaders, nation predators, just as the British have been in the past(and still are today). They will not stop at the Middle East, we all know China is their next target. If they get what they want, the cheap oil, they will make Adolf Hitler look like a kid in the block. There will never be Peace this millennium. The September 11 event was a desperate response to this threat, and yes of trade issues as well but then what is trade when the US military is left out of Justice? What is trade when the US military is taken over a nation's resources? Trade has no meaning except when the US is getting richer at the expenses of all other nations, including Canada, and at the expenses of the global life-support systems. The US is willing to disregard global warming as 'the major threat to the world' today, to all life on Earth. The risk is insane! America has lost credibility as a leader nation. America needs to be told with action that global warming is here and now. America needs to be told that it wont matter all the oil in the world and all the Saddam Husseins in the world if we do not protect our global life-support systems. The long lasting roadway to Peace is seen through the scale of social values and the Charter of Earth Government more so now that the State of Israel was created because of a concept that was thought about two thousand years ago. The concept of a global community being the street where we live in and surrounded by a definite geographical and political boundary has originated during the Roman Empire period. Peoples from all over the world are ready to kill anyone challenging their border. They say that this is their land, their property, their 'things'. The Palestinian community is not about a piece of land you acquired by force or otherwise as was done by the United States and the United Nations with Israel. It was proposed by Earth Government that there will be one elected representative per 1,000,000 people. A population of 100 million people will elect 100 representatives. This process will create a feeling of belonging and participating to the affairs of the Earth Community and Earth Government. A typical community of a million people does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where we live and contained by a border. Israel was created by the United Nations because the United Nations still operate following precepts that were brougth forward during the Roman Empire. It is best for humanity and the increasing world population to see ourselves as people living together or far apart but in constant communication with each other. A community has no boundaries except of those of the heart, mind and Soul. Earth Government is proposing that: a) different nations may require different political systems at different

In today's Earth Government it is important for our survival to cooperate globally on several aspects such as peace, security, pollution in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching the Charter of Earth Government as a way of life for the good of all. Earth needs urgently a world system of governance. The United Nations
fail to satisfy the needs of the people of the 21st Century. It has never
improved upon the old ways and thinking of the middle of the 20th Century.
Its voting system no longer satisfy the 6.157 billion people on Earth.
The challenges are different and require a world organization up for dealing
with the needs of all these people. For the first time in human history, and the first time this millennium, humanity has proposed a benchmark: * formation of Earth GovernmentThe political system of an individual country does not have to be a democracy. Political rights of a country belong to that country alone. Democracy is not to be enforced by anyone and to anyone or to any community. Every community can and should choose the political system of their choice with the understanding of the importance of such a right on the Scale of Human and Earth Rights. On the other hand, representatives to Earth Government must be elected democratically in every part of the world. An individual country may have any political system at home but the government of that country will have to ensure (and allow verification by Earth Government) that representatives to Earth Government have been elected democratically. This way, every person in the world can claim the birth right of electing a democratic government to manage Earth: the rights to vote and elect representatives to form the Earth Government. In order to elect representatives to Earth Government it is proposed

Each individual government in the world will administer the election of representatives to Earth Government with an NGO and/or members of Earth Government be allowed to verify all aspects of the process to the satisfaction of all parties involved. Since international trade needs an international organization such as the WTO then why not an international organization to protect the global environment, the global life-support systems? Why not one for other global aspects such as:

By creating the State of Israel the United Nations have perpetuated the archaic concept of land ownership, a concept that is threatening security in the world and all life on Earth. The UN never had a human criteria for the creation of a new nation. Now they are forcing
another one to the Palestinians by arbitrarily creating the State of Palestine. Only the Earth Court of Justice can re-evaluate the creation

Ever since the early 1990s, Earth Government has researched and developed the concept of 'a global community'. It has since been made a part
of the foundation of Earth Government and is thought as the way of life of the future. The latest on the subject of the definition of 'a global community' is found in June 2003 Newsletter.
During Global 2000 and Global Dialogue 2002 we have found why each member of this Global Community is important ~ and how all work together to create a good place to live. Now is time to assign rights to these working global communities. What rights should be assigned to 'a global community' and to The Global Community? All life on Earth is part of The Global Community and, therefore, every human being has a responsibility toward all lifeforms. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale of Human and Earth Rights and the Charter of Earth Government were researched and developed by Earth Government to guide us in continuing this process. The Scale shows social values in order of importance and so will help us understand the rights of a global community. What are the universal needs of a person, family, a global community? It our experience and knowledge that by-laws, regulations, standards will not save a global community and all life unless the resources are managed for the long run in mind. Global warming and the degradation of land, water and air worldwide are examples of how bad things got to be. All families need shelter, food, parents, a child (see Article in November Newsletter 'The world overpopulation problem resolved along with several other global issues'), language, body of knowledge, certain skills, a source of income. Security of the home is an important aspect for any family and the global community it belongs to. Essential elements and concerns of a community were listed in this Newsletter. Please read 'Biophysical and Economic Assessment of Mount Benson and surroundings in the context of a Vancouver Island Urban Master Plan'. These needs raise the question of interacting universal responsibilities. In terms of parenthood, parents must raised their children mentally and physically healthy. It is a responsibility to do so. Which also means each local community must have an educational system to help parents raise children. As universal values, equality, justice and freedoms are concerned with our ability to decide, to choose values and to participate in the making of laws, and they are dependent on the recognition of other people. These values forbid any form of discrimination on the grounds of race, nationality, sex, religion, age or mother tongue. By accepting both values of freedom and equality we can achieve justice. One can be answerable for one's actions in a 'just' way only if judgements are given in the framework of democratically established laws and courts. Social justice is another universal value to which Earth Community aspires and accepts as a universal value. Social justice consists in sharing wealth with a view to greater equality and the equal recognition of each individual's merits. All persons within a given society deserve equal access to goods and services that fulfill basic human needs. The ecological base is the essential prerequisite for the effectiveness and exercise of all rights recognized for human beings. The stewardship of the ecological base has to be given priority before the fulfilment of various economic and social wishes. Demands resulting from the socio-economic system of a particular country have to find their limits in the protection of the global life-support systems. Vital interests of future generations have to be considered as having priority before less vital interests of the present generation. Supply chains have to be designed in a way, that the goods can enter after usage or consumption into natural or industrial recycling processes. If serious damages to persons, animals, plants and the ecosystem cannot be excluded, an action or pattern of behaviour should be refrained from. A measure for supplying goods or services should choose a path which entails the least possible impact on the ecological and social system concerned. This way functioning proven systems will not be disturbed, and unnecessary risks will not be taken. Supply strategies consuming less resources should have preference before those enhancing more resource consumption. The idea of sustainability has been extended to be a moral and ethical state, as well as an economic and environmental state, wherein sustainable consumption patterns respect the universal values of peace, security, justice and equity within the human relationships that exist in Earth Community. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as oppose to a measure or an action causing an irreversible loss. The existing and future uses of water are constantly challenged; balancing supply and demand is made even harder by the amounts of pollution found in the air, land and waters. A large part of our body is made of water, and we cannot live without water; therefore water is a primordial human right by our very nature. In order to avoid conflicts and wars over drinking freshwater, freshwater has been categorized as a primordial human right. Industrial pollution plays a major role in the deterioration of nature but this time the level of pollution is above the carrying capacity of the ecosystem. Pollution also affects significantly human health and all lifeforms on Earth. Every person needs Oxygen to live so clean air is certainly also a primordial human right by our very nature. Morally right actions or policies are those that result in the greatest number of people. How meaningful is the right of the greatest number of people if they agree to damage the ecological base of the Earth. The greatest number of people cannot and will not be allowed to supersede the rights of the ecological base of Earth. Primordial human rights are necessarily human needs but not all human needs are primordial human rights. To determine rights requires an understanding of needs and reponsibilities and their importance. The Scale of Human and Earth and the Charter of Earth Government are the best guidance for continuing this process. The Scale shows social values in order of importance and so will help us understand the rights of a global community. On the Scale, Primordial Human Rights are those that individuals have by virtue of their very existence as human beings. They are very specific primordial human needs. These rights are separate categories from those of ecological rights, community rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights. Ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights listed here are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future. Earth Government has developed a global strategy to reinforce primordial human rights. Recommendations to that effect are: * provision of minimal standards of health, education, and housing worldwide Earth Government is also proposing that: a) different nations may require different political systems at different times Human rights represent an ideal and a supreme goal which can give meaning to life in society. Throughout the history of humanity, the rights of human beings have been defined and enshrined with reference to the values of the dignity of each individual and of freedom, equality and justice. These values are universal. Earth Government has accepted and enshrined them into its own ways of behaving and dealing with all peoples. Cultures and societies differ so much that their expression takes varying forms, but diversity does not affect the foundation of inalienable values constituted by human and Earth rights. Each individual is recognized as a representative of humankind. Human dignity resides in each of us, and this dignity must be recognized and respected by all. How meaningful is the right to life or to participation in political life if poverty, gender inequality, destitution and epidemics prevent individuals from enjoying freedom of movement, freedom to vote, to marry and so on? The economic and social rights are the essential prerequisite for the effectiveness and exercise of all other rights (other than ecological rights) recognized for human beings. The developing countries are having a harder time than others to achieve the exercise of these rights on a lasting basis, with the problems of economic globalization presenting new challenges. We must therefore beware of enforcing economic rights alone to the detriment of individual civil rights and the rights of all individuals to decide their own fate and the future of their country, their political rights. The universality of human rights recognizes the right of all individuals to participate in the cultural life of their community and of other country, to receive education and training, and to be informed. Traditional customs and standards could burden the sustainability of all life on Earth. They could burden Earth society or any society forever, and holds individuals in a straitjacket. We cannot accept that. No one can! There are choices to be made and you must make them. Cultures can develop and can go on developing. Even religious beliefs may evolve. We are living now and we are able to create these changes. Cultural and religious differences cannot be a reason or an excuse or a pretext for not respecting human and Earth rights including and most importantly the ecological rights. Quite the contrary, all kinds of cultures may promote human and Earth rights. They are different in their achievements, but they are equal in dignity where they are expressions of freedom. At any time or in any given place, men, women and children use their culture to invent new ways of making human and Earth rights a living reality. Diversity enriches us if it respects the dignity of each individual, and if it takes account of human and Earth rights as a whole. Global consumption is a very important aspect of a community's needs. Consumers should be concerned with the impact of their decisions on the environment but also on the lives, human and Earth rights and well-being of other people. Since one of the key functions of families as a social institution is to engage in production (selling their labour in return for wages) and consumption (using those wages to buy goods and services), then the role of families has impacts on sustainable consumption and development. This certainly limits the rights of a family and of a community. Just as corporations have social responsibilities and so do consumers in societies. Consumers are socialized to improve the quality of their lives. Quality of life is a multi-dimensional, complex and very subjective concept. For instance, someone who has changed their consumption habits to better ensure that their choices will make a better quality of life for themselves, the environment and future generations, may be seen by others as having a lower or inferior quality of life since they have removed themselves from the materialistic mainstream characteristic of our consumer society. Someone may feel that an absence of violence and abuse in their life leads to a higher quality of living even though they have fewer tangible resources, money, or shelter; peace of mind and freedom from abuse has increased the quality of their daily life relative to what it was like before. There are universal quality of life values which lead to 'human betterment' or the improvement of the human condition. In addition to the value of species survival (human and other living organisms), they include: adequate resources, justice and equality, freedom, and peace or balance of power. A better quality of life for all people of Earth Community is a goal for all of us. The political system of an individual country does not have to be a democracy. To ensure our survival we must manage our population wisely. Today we are not asking women to have only one child as is done in China. No! First of all it does not work in China. Their population is still increasing. We are asking it to be socially acceptable for women to have the freedom of having or not having children. We are asking it for women to have the freedom to say no I dont want children, or yes I want to raise a family, and to make that socially acceptable. For this to work, women must also be given equal rights to men in every way. The Chinese family policy does not work because women are not given the freedom to choose for themselves and the equal rights to men. Women are 'persons' just like men. Those men and women who choose to raise a family of one or more children will be given support if needed. The effect of such change in our ways will be acceptance of being a
part of The Global Community and that each one of us is doing things for
the good of all. In this way, the heart, mind and spirit of The Global
Community will be in the forefront of positive actions to ensure
our survival.
In a way terrorism is a self-inflicted injury to humanity by members of the human family. But then there are several other ways of inflicting harm
to humanity by people often living in our own community. They make another class of terrorists. They are 'criminals in waiting' because
they are seen as 'good guys' in our society. So far their actions have been categorized as acceptable by our society. When their behavior is filtered through the Scale of Human and Earth Rights it suddenly becomes evident to
most sound thinking persons that they are true criminals and should be prosecuted by the Earth Court of Justice.
They are the people that: * consciously harm the Earth global life-support systemsAll of these people are criminals and will be prosectuted by the Earth Court of Justice.
What is the most important is not so much being a citizen within a democratic system, but it is first and foremost more important to be
in line with the Scale of Human and Earth Rights. Scale of Human and Earth Rights

Earth Government is asking all nations to adopt and entrench this statement into your way of life and constitution. Make it acceptable to your society. Educate children of it. during the Roman Empire period. An entire new system of values was then created to make things work for the Roman Empire. Humanity has lived with this concept over
two thousand years. Peoples from all over the world are ready to kill anyone challenging their border. They say that this is their land, their property, their 'things'. This archaic concept is
endangering humanity and its survival. The Roman Empire has gone but its culture is still affecting us today. We need to let go the old way of thinking. We need to learn of the new concept, and how it can
make things work in the world.
Earth Government is inviting Palestinians and Jews of Israel to a dialogue for the purpose of creating sustainable global communities and a permanent peace movement in the land through the process of the Earth Court of Justice. In 1947, the United States found it easy to coerce the United Nations in creating the State of Israel. The effect of creating a new nation in this way was to promote once again the Roman Empire concept which says that land is all that counts and a border around the land is all that is needed to create a community. That's the wrong way of thinking. A global community is not about a piece of land you acquired by force or otherwise. A typical community of a million people does not have to be bounded by a geographical or political border. It can be a million people living in many different locations all over the world. The Global Community is thus more fluid and dynamic. We need to let go the archaic ways of seeing a community as the street where we live and contained by a border. Many conflicts and wars will be avoided by seeing ourselves as people with a heart, a mind and a Soul, and as part of a global community with the same. The UN had no right to create the State of Israel. They forced their way into a one billion Moslems and have done ever since. The UN along with the United States and Israel, are an invading force, a colonization drive in the same way as the British have done after World War I. The UN committed an illegal and arbitrary act by creating the State of Israel. The Earth Court of Justice will be created for the purpose of deciding on the legality of the State of Israel and the creation of the State of Palestine. Members of this higher Court will be chosen to reflect the Peoples involved here. The effect of such change in our ways will be acceptance of being a
part of the global community and that each one of us is doing things for
the good of all. In this way, the heart, mind and spirit of the Global
Community will be in the forefront of positive actions to ensure
our survival.

Earth Government has made illegal the trading of arms and prosecute anyone, any group, any nation doing so. And this include worldwide organizations such as the EU and the UN.
You are criminals of the worst kind whenever you:
a) trade arms It is wrong to give or sell arms of any kind to anyone or to any population. It is wrong to give or sell technologies or means to produce arms. There is nothing more immoral than arming a population. The world has seen how the United States, Israel and Russia have armed the Middle East nations and Afghanistan and, afterwards, how the United States have systematically destroyed and invaded the same nations and have made an astronomical profit in the process. The world has seen how the United States have sold arms to the new Afghanistan government they have put in place and creating a new Afghan army. The world has seen how the United States have armed the children of Africa so they can kill each other and, this way, America does not need so much doing in grabbing Africa resources (there was more doing to do in grabbing the oil resources of the Middle East). Children of Africa have learned to use American made small arms at a very young age. Do Americans arm a population just for profit or do they arm a population to feel less guilty in destroying it afterwards? Does it make you feel less guilty to murder a child because you have put a gun in his or her hand? Throughout human history there have been leaders of nations who wanted more land and power over people of other nations. They wanted to conquer the world to satisfy their own needs and interests and, often, just for power itself, no other reason. They forced their own people to go to war and the people of other 'friendly' nations to fight on their behalf. Sounds familiar! This is happening today as well! The United States and NATO! Ever since the end of World War I the British tried to colonize the arabs and Moslems of the Middle East and surroundings. Over the past two years, we have proven in articles of several of our Newsletters that the British and American peoples have tried to invade and colonize the Arabs and Moslems of the Middle East. Israel is the Trojan Horse to achieve their goal. Back in 1947, the US have coerced the United Nations to create the State of Israel. It was an illegal and arbitrary process (or the lack of it) that created the State of Israel. There was never a Referendum conducted in the region to find out if there were any reason at all for the creation of Israel (at the time there were only a few Jews in the region) against the will of over one billion Arabs and Moslems. The reason was colonization and invasion of the Middle East for profit and self-interests. Brut and simple exploitation of the people of the Middle East and of their resources. Another invasion but different than the invasion of Vietnam and of other Peoples by the same invaders. After World War II, at the UN, it was easy for the US to get all the allies on their side. The Five Permanent Members of the UN ( Britain, France, China, US, Russia) had no objection and all passed the resolution that created the state of Israel. That was all that was required. No process! All political! Politicians created the State of Israel without any reason except preparing grounds for a systematic invasion of the Middle East and the exploitation of the Arabs and Moslems and of their resources. We are asking the US to justify their action in the Earth Court of Justice (not in the news media which they own and control). We want Justice for all and universal. We want a process for the creation of new nations. We want the Earth Court of Justice to be an independent and impartial body that will create the process and verify it for the case of the creation of the State of Israel. Today the colonization of the world by rich nations is more subtil. Rich countries manipulate trade agreements in order to ensure profitability. Their governments insist on tariffs and protectionism in areas in which they are weak. Free trade opens up a poor country's economy to competition with strong, developed, well-financed, multinational corporations. In consequence, most of the local producers and manufacturers go out of business thus leaving a poor country's economy entirely in the hands of the transnational elite. It is a form of colonization and of world anti-government. Rich countries force poorer countries to open up their markets, and then take them over. It is obvious that trade is what drives powerful nations to use their military to control other nation's economies. Profit is what counts! That is what really drives the West to war in the Middle East and surroundings. If the US counld get away with it they would use nuclear bombs over every nation of the Middle East to grab their oil reserve. America's policy toward Iran and Iraq was incoherent, inconsistent, dishonnest, erratic, and mostly aimed at making money. Strictly business! A profit-making international policy! This kind of policy created hate of the West in the heart and mind of every person of the Islamic Civilization, and America's credibility in the eyes of the Moslem allies was seriously damaged. After World War I, following the destruction of the Ottoman Empire, the European powers created states and appointed officials to administer them. A lot of what was created had no legitimacy for the people of the Moslem Civilization, and Western domination brought much of the same kind of hegemony in the region as with the British. Moslems have had enough of outsiders exploiting them for profit and power, of being used and killed, and their communities destroyed. The September 11 attack on America may very well be a small outburst of this hate. This is what Israel, Britain and America have to deal with, and they are morally responsible and accountable for creating this hate in the Middle East and in Afghanistan. It is the Free Trading of arms in the Middle East, the business deals, and their complete lack of ethical and moral responsibility and accountability that are at the root of the September 11 attack on the USA. The Afghans were wonderful friends to America during the America-Soviet Cold War but now the USA considered them expandable and merely social and religious barbarians. Afghans were already struggling to survive under severe war-ruined, drought conditions. Poverty is widespread in Afghanistan. Americans are now selling arms to the people of Pakistan, and it is only a matter of time before Americans change their mind and called the people of Pakistan the evil enemies, the terrorists, and then invade Pakistan. America assume all Moslems are guilty. Moslems have had more than enough of the American and British imperialism in the Middle East. The act of terrorim was the result of an entire Islamic Civilization telling America, and any new outsiders, to butt out of the Middle East and of Afghanistan, or else they will come to our land and do the same to us. The Earth Government claims that everyone on Earth should be able to live in peace. This peace mouvement is about courage. Not the courage it takes to go into battle but the courage to organize resistance to war when a bloody taste for it inflames the world, and the threat of prison in a nation where the human rights and freedom of expression have diminished significantly. It is about the courage to say NO to the war industry. It is an industry that destroys life on Earth, corrupts society, and violates morality. Military intervention in the affairs of other nations is wrong. There are other ways, there are peaceful ways, ways that are not based on profit-making and the gain of power for itself. We are conscientious objectors, "nonresistants". That word comes from Jesus, opposing the use of violence: "Ye have heard that it hath been said, an eye for an eye and a tooth for a tooth: but I say unto you, that ye resist not evil: but whosoever shall smite thee on thy right cheek, turn to him the other also." The evil is the war industry. Every single bullet you manufacture you are responsible and accountable for it, all of you from the President of the company to the employee on the industrial line. Our Society holds responsibility and accountability as well. And if that bullet happened to be a nuclear war head then it becomes even more imperative to held the manufacturer and the people involved responsible and accountable. It is the same idea for any consumer product in any industry. You manufacture, produce, mine, farm or create a product, you become responsible and accountable of your product from beginning to end (to the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste). Earth Government has broadened the traditional focus of the security of states to include both the security of people as well as that of the planet. Global security policies include: * every person on Earth has a right to a secure existence, and all states have an obligation to protect those rights
In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances
with other nations were the only way to 'win'. Today wars are unlikely to produce winners. The Earth Government is all over the planet. Ethnic
groups are everywhere. Some say there are more Italians in Montreal, Canada that there are in Italy. So we would fight our own people? Wars truly
make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The
only job the military should be asked to do today is to protect the global life-support systems. These systems have the highest priority
on the Scale of Human and Earth Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is
no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs.
Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Human and Earth Rights. Without a shelter life will still exist in some places but is not possible in cold place.
There are many related aspects of the global life-support systems:
* global warming
So security must be achieved by other means than wars. We might as well shelved the war industry from humanity right now and that means phasing
out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in
all nations of the world, and not just in some Middle East country. The nature of global security has changed since the rise of the Earth Government.
Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. Earth
Government will emphasize as a priority the prohibition of external interference in the internal affairs of sovereign states. Today the security of
people within the Earth Government is just as important as the security of states. Citizens must be secure. Earth Government is just as important as the security
and life of citizens and states.
There are many threats to security other than the threats to the global life-support systems and threat caused by weapons of mass destruction and the threats to the sovereignty of a state, and they include: * the proliferation of conventional small arms Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in the Charter of the Earth Government such as justice, human dignity, and equity for all and for the good of all. All people and states are protected by Earth Government.
The emphasis of a global symbiotical relationship is not so much on
how much money a nation should have or how high a GDP should be although
money can be made a part of the relationship. The emphasis gives more importance to the other
aspects such as quality of life, protection of the environment and of the
global life-support systems, the entrenchment of the Scale of Human and
Earth Rights and the Charter of Earth Government into our ways of life,
justice, peace, spiritual freedom, security, and many other important aspects
as described in the global ministries (health, agriculture, energy, trade,
resources, etc.). The global symbiotical relationship thus allows a global equitable and peaceful development.
Free trade and the Way of Life of the West that is, the way of doing business, have been given a bad reputation in the world, especially in the Middle East where oil and arms sales have always been strategic interests of several Western nations. The West has relentlessly exploited the oil producing nations of the Middle East. By their behavior and ways of doing things, America and the European Union nations have shown that free trade and globalization meant the absence of ethical and moral values, the absence of responsibility and accountability to products and people, abuses of human rights, cause for terrorism, social and economic injustice, poverty, and pollution. They have given to trade a bad name. The WTO tribunal is illegal and arbitrary. It is not a Higher Court such as the Earth Court of Justice. It has no base for Justice. Of course it is a bad idea to be a member of the World Trade Organization ( WTO). There are no advantages! It just does not work for anyone except when you have an army to knock down any member who does not do your five wishes and plus. A membership in the WTO is not needed and nations should instead seek relationships with fewer other nations only if needed. Certainly it is better to seek an economic relationship with another nation we can trust than with a hundred nations we have no control on and everyone of those nations has a say in the governing of our nation, its environment and social structure. The WTO only offers illusions to profit the few wealthiest people on Earth. They say "become an industrialized nation as we are". But that is the biggest illusion of all. To become an industrialized nation is far from being the best solution. The best way and solution for any nation is to follow the Scale of Human and Earth Rights. Right on top of the scale are the ecological rights, the global life-support systems, and the primordial human rights of this generation and of the next generation. Economic and social rights come next and are not the most important. That makes a lot of sense! The effect of IMF and World Bank policies in the world caused the destruction of the economies of the poor nations (now we call them 'developing' countries). They impoverished the people by taking away basic services and devaluating their currency. They opened up the national economy to be ravaged by competition with richer nations. Poverty lead to other problems causing the ecological destruction of a poor nation. On the other hand, a global symbiotical relationship between two or more nations can have trade as the major aspect of the relationship or it can have as many other aspects as agreed by the nations involved. The fundamental criteria is that a relationship is created for the good of all nations participating in the relationship and for the good of humanity, all life on Earth. The relationship allows a global equitable and peaceful development. The emphasis of a global symbiotical relationship is not so much on
how much money a nation should have or how high a GDP should be although
money can be made a part of the relationship. We all know developed countries
live off developing countries so the emphasis has no need to stress out
the profit a rich nation is making off a poor nation. The emphasis
of the relationship should give more importance to the other
aspects such as quality of life, protection of the environment and of the

Earth Rights and the Charter of Earth Government into our ways of life,
justice, peace, spiritual freedom, security, and many other important aspects

* unemployment in industrial nations
* poverty increases world-wide ~ entire countries in a state of starvation * environmental degradation * national interests of a country changing and becoming more trade oriented and trying to go with the wave of global trade * international interests of a country take prime importance * in developing countries, national debts constrict the institutions of the national state and contribute to the destruction of the economic activity which, in turn, as the effect of creating unemployment * national currencies of many countries are affected by national debts and contribute in destroying social life, creating ethnic conflicts and civil wars * the large corporation is becoming larger and getting more power and control falls into the hands of a few people * globalization is another way of keeping control on our lives in the hands of a few people * with globalization we have no control and no say in our future and the world becomes a game played by a few people just as it has always been throughout history, leading to revolutions and war * with globalization there is no sense of direction and meaning, no security for the individual, just a few people getting richer and controlling us all Earth Government is requesting all members of the World Trade Organization(WTO) to change their ways by: 1. building social and environmental concerns into the WTO trade rules;

Humanity needs a global democratic leadership based on Earth Government community concepts, able to take responsibility for our children's future,
create a strong and stable world order, and be more efficient and more democratic to all Peoples.
Today, 65 % of the world population lives in democracies than dictatorships. This trend is increasing as more people want to live in peace. Because of a rapid transition to democracy, several of these democracies have not had time to develop strong democratic institutions and cultural changes. Many changes occur during a transition: written constitutions, legal reforms, multiparty elections, a free press, and an independent judiciary. but all changes take time to grow in people's new way of life. Earth has long been waiting for a truly global governing body based on universal values, human rights, global concepts and democracy. Earth Government might as well be formed now, there is no longer any reason to wait. We are the Earth Community, and we will form Earth Government. Earth management is a priority and is a duty by every responsible person. Earth Government will now be formed, and we want you to reflect on future effects of such an event on the history of humanity. Certainly one will expect extraordinary changes: a reorganizing of human activities all over the planet; participation by all societies on the planet in solving local and global problems; new alliances forming; north meeting with south (eradication of poverty will be the price to pay to get votes from the south) in order to gather more votes within the newly created Earth Government to satisfy power struggles between European, Asian and Western countries; adoption of democratic principles, human rights, global concepts, and universal values by every human being; expansion of consciousness; gathering and coordinating of forces to resolve social and political problems in a peaceful way (no more conflicts or wars); gathering and coordinating of forces (technologies, scientific research, exploration work, human resources, etc.) to resolve global problems such as global climate, environment, availability of resources, poverty, employment, etc. Thousands more changes! Let your heart and mind reflect on 'the good' of a democratically elected Earth Government. Everyone is part of Earth Government by birth and therefore everyone has a right to vote. Everyone should be given a chance to vote. If you live in a developing country this time you will have a vote, human rights like all of us, you will be part of Earth Government, and we will stand by you. Decisions will be made democratically. You will finally have a voice and a friend, many friends, within Earth Government and Earth Community. Your lives have values just like all of ours. The most fundamental requirement of a world organization is a democratic system of voting. Democracy must be a priority. The right that the greatest number of people has by virtue of its number (50% plus one) is a human right. It should be respected. The actual UN system of voting is undemocratic, unfair and noone likes it. It does not work! Earth Government has proposed a voting system based on democracy. The system was described in the past and is again showing its functioning in two articles of July 2001 Newsletter: Earth Governance vs the United Nations and The Democratic Voting System for the Free Trade Area of the Americas (FTAA). It is very simple and democratic. Surely, no one believes that organizations such as the European Union and the Free Trade Area of the Americas, or the like, are a substitute to a democracy. They are driven by profits only and are a form of "world anti-government". Of the 189 Member States of the United Nations, it takes only one of the five permanent members to overthrow any decision or proposal during a meeting. This means 1/189 or 0.5% of the membership is more powerful than the remaining 99.5%. If that is not a dictature, what is it? It does not say much about democracy at the UN. More like a dictature of the five permanent members. In the Preamble of the Charter of the United Nations, it says "WE THE PEOPLES OF THE UNITED NATIONS " but in fact it should say "WE THE FIVE PERMANENT MEMBERS". As several organizations might suggest, the Earth Community Organization (ECO) and Earth Government are not similar to and should not become like the United Nations. Earth Government and the United Nations are both fundamentally different, and let me explain. The United Nations are dedicated to the design of solutions to international problems based on the fundamental principles of equal human dignity, liberty, democracy and constitutionally protected basic rights. In other words, the United Nations is promoting the adoption of the Universal Declaration of Human Rights by all nations, or some form of it. Earth Government, on the other hand, is proposing a democratically elected Earth Government and that: a) different nations may require different political systems at different times The introduction of the Universal Declaration of Human Rights has been a great step in humanity's evolution to better itself. But now is time to leave it behind and reach to our next step, that is a social scale of values, the Scale of Human and Earth Rights. The Universal Declaration of Human Rights causes confusion in the world between nations. The reason why it causes confusion is that it needs to be improved. A lot! The West cannot understand many of the things that other nations do and other nations do not understand the West Way of Life. Why? Because the Universal Declaration of Human Rights is not so universal after all. And because it does not have a scale of values. In this Newsletters we have categorized the 30 articles of the Universal Declaration
of Human Rights (they
are listed on our website) as they would fit on the Scale. Of course this is by no mean
written in stone. Furthermore, several new Articles (not shown in here) have been added to the Sections. For instance, Section 3 is
not included in the Universal Declaration of Human Rights. Section 1 is also not really included in the Universal Declaration of Human
Rights. Yet Section 1 is the most important of all.

The quality of Earth governance is reflected in each local community worldwide. Earth Government will show leadership by creating
a global civil ethic within the Earth Government. The Charter of the Earth Government describes all values needed for good global governance:
mutual respect, tolerance, respect for life, justice for all everywhere, integrity, and caring. The Scale of Human and Earth Rights
has become an inner truth and the benchmark of the millennium in how everyone sees all values. The Scale encompasses the right of all people to: a. Adopt at all levels sustainable development plans and regulations that make environmental conservation and rehabilitation integral to all development initiatives.B) Prevent harm as the best method of environmental protection and, when knowledge is limited, apply a precautionary approach a. Take action to avoid the possibility of serious or irreversible environmental harm even when scientific knowledge is incomplete or inconclusive. C) Adopt patterns of production, consumption, and reproduction that safeguard Earth's regenerative capacities, human and Earth rights, and community well-being a. Reduce, reuse, and recycle the materials used in production and consumption systems, and ensure that residual waste can be assimilated by ecological systems. D) Advance the study of ecological sustainability and promote the open exchange and wide application of the knowledge acquired a. Support international scientific and technical cooperation on sustainability, with special attention to the needs of developing nations. Earth Government promotes a culture based on respect and care for the Global Community of Life. To achieve our objectives we recommend to: A) Respect Earth and life in all its diversity a. Recognize that all beings are interdependent and every form of life has value regardless of its worth to human beings. B) Care for the community of life with understanding, compassion, and love a. Accept that with the right to own, manage, and use natural resources comes the duty to prevent environmental harm and to protect the rights of people. C) Build democratic societies that are just, participatory, sustainable, and peaceful a. Ensure that communities at all levels guarantee human and Earth rights and fundamental freedoms and provide everyone an opportunity to realize his or her full potential. D) Secure Earth's bounty and beauty for present and future generations a. Recognize that the freedom of action of each generation is qualified by the needs of future generations. Earth Government promotes a culture based on 'Social and Economic Justice'. To achieve our objectives we recommend to: A) Eradicate poverty as an ethical, social, and environmental imperative a. Guarantee the right to potable water, clean air, food security, uncontaminated soil, shelter, and safe sanitation, allocating the national and international resources required. B) Ensure that economic activities and institutions at all levels promote human development in an equitable and sustainable manner a. Promote the equitable distribution of wealth within nations and among nations. C) Affirm gender equality and equity as prerequisites to sustainable development and ensure universal access to education, health care, and economic opportunity a. Secure the human rights of women and girls and end all violence against them. D) Uphold the right of all, without discrimination, to a natural and social environment supportive of human dignity, bodily health, and spiritual well-being, with special attention to the rights of indigenous peoples and minorities a. Eliminate discrimination in all its forms, such as that based on race, color, sex, sexual orientation, religion, language, and national, ethnic or social origin.
