Table of Contents
Now going back to those natural resources, our heritage, those forests,
freshwater, clean air, fisheries, security, oil and natural gas, they are needed
for the survival of the community. They are critical for health, our health
and that of the next generations. They are primordial human rights. So
what do we do? This time are we going to tell Uncle SAM: Uncle SAM those forests are
yours, do as you please with them. No. We are not. Because Uncle Sam will get
very rich and log the land completely for his own profit and welfare, to
make himself richer. After a while the forest will be gone, the water polluted,
the air polluted and global warming an added disaster, and the community
living in poverty and dying. Then Uncle Sam will die after the natural resource
has gone forever. And so will all life on Earth will die. It our experience
and knowledge that by-laws, regulations, standards will not save
the community and all life unless the resources are managed for the long
run in mind. Global warming is an example of how bad things got to be.
So why did we give the resource to Uncle Sam? Where is the logic? Where is
our sense of self survival as a community gone? What happen to it? Is it
not burried lock, stock, and barrel under a culture, in a way of
life and of doing things, that is counterproductive? During two global
dialogues, Earth Government has developed the Scale
of Human and Earth Rights to get us and the rest of the world back
on track. The Scale tells us what is the most important, and less important.
It was designed on values that are part of our history as human beings
and on values that have kept us alive throughout the millions of years.
We have to correct for the wrong way taken by our society and governing
bodies. You could participate in Global Dialogue 2004 and help to its success
as that would mean putting the human family on the map for the better of all.
In any community the ecosystems of the Earth and the global life-support systems
have to be given the highest priority, the greatest importance, because
that is where they sit on the Scale of Human and Earth Rights. The rights
of the community to life, clean air, freshwater, a healthy environment, security,
is the most important right on the Scale. It is a primordial human right.
The right of the property owner, Uncle Sam, is much lower on the Scale, near
the bottom of it.
Dear Canadians:
This letter is concerned about the wars humanity creates and the threat to the global life-support systems. Both issues are very important on the Scale of Human and Earth Rights. Whatever happen in this 3rd Millennium, which we have called the New Age Civilization of the 3rd Millennium, will depend of us, the human family, and to what degree we are willing to make a difference to manage wisely Earth, our home. Will our actions be geared to survive a decade, a hundred years, a thousand years, or a million years? A sound governance of the Earth is needed for the long term survival of our species. This is 'la raison d'etre' of Earth Government. Earth Government has proposed the creation of global ministries to manage Earth and humanity's global problems. More than ever is necessary to help create Earth Government. The invasion of the Middle East brought down the United Nations organization. The UN is no longer fit as an organization and must be replaced by Earth Government. History can help us, the human family, understand ourselves and what is happening to us, and our impact upon the rest of the world, only when we look at ourselves on the grand scale of time. As members of families, we note the passing generations. Historians traditionally deal in centuries. For the most part we are unaware of the deep rhythms that lie beneath naturally occurring events, rhythms that must be measured in millennia, or in millions of years, or in tens of millions of years. We have a huge effect upon all life on Earth and the fabric of the planet itself yet we are vaguely aware of the rhythms. From an engineering point of view that is totally unacceptable. If Earth was seen as a spaceship whith specific life-support systems, to think of those rhythms would be of outmost importance. The knowledge and understanding of the rhythms would determine our policies now, today. Even though our lives are so brief, a million years should be a proper unit of political time. Politicians would become in a way engineers who can think not only a week at a time but can also think ahead a million years. The world needs 'engineer politicians' with the highest integrity of judgment. We all know we are rapidly wiping out our fellow species on Earth. As a species, we have been at war with each other for as long as history can say. We tend to think that this present-day destructiveness is just an anomaly and that in the fullness of time the world will settle down again into some form that may be slightly different from the present but nonetheless agreable. Not so! By creating new wars and changing the climate as we do we influence the ecology and evolution of the whole world for the rest of time. It is important to understand that the way climate behaves, the extreme of which it is capable of, and the ways in which it can be influenced. Yet when we look at our own history as human beings and briefly at the 100 million years or so of prehistory, we see how dangerous this complacency is, the sheer precariousness of our existence and of all other lifeforms. Small events today can have huge global consequences that can change the flora and fauna of the whole world. Some people at least are bothered now by the wars and global warming and know that nothing can ever be the same again. But what is the cause of it? In case of of global warming, it is just a rise in concentration of a gas in the atmosphere that in any case is present in barely more than a trace. That is all it takes to change the climate of the world. When we look at our own history and prehistory we see this very effect in action and the results. Without such effects, this time in reverse, that is, a loss in greenhouse gases rather than a gain, our own species probably would not have come into existence. Earth as it stands now is a miraculous jewel of a place, an oasis in an infinitely hostile and diverse universe, Shangrila. Nothing says that this Shangrila will ever come back again after we destroyed it. In case of wars we create, the reason is 'oil', cheap oil that feed economies and keep the war industry going. The war industry is healthy because it is fuelled by cheap oil. We are just beginning to see what a dangerous game we are playing. More specifically we begin to see how inadequate it is to think only in shorth periods of time, and to be satisfied with politics and policies of economics that deal only with the here and now. Over the past several years the Earth Government has fought the economic systems of the world requiring that the FTAA, the EU and the WTO be governed by the Scale of Human and Earth Rights and the Charter of the Earth Government. The Scale was designed for the survival of our species and that of other lifeforms we want to take along with us over a period of one million years. Peace in the world is a state of being at peace within ourselves. Justice keeps us at peace. When there is no justice, human rights, peace and security are threatened and war is often thought as the only solution. Earth Government believes that the United States have not accepted the principle of justice for all in humanity. They have already objected to have their military be subjected to the international court. They want a special treatment over and above the other nations of the world. As far as they are concerned, Justice is only for the other nations not for the US. So it is no wonder that war is at the horizon. The US can break the laws but not the other nations. There is no justice! This means Americans dont feel at peace within themselves because they are guilty of something terrible. We all know what this is. The whole world knows Americans have planned to invade the Middle East nations and other nations as well ever since they coerced the United Nations in creating the State of Israel, the Jews of Israel being their Trojan Horse. Americans are invaders, nation predators, just as the British were in the past. They will not stop at the Middle East, we all know China is their next target. If they get what they want, the cheap oil, they will make Adolf Hitler look like a kid in the block. There will never be Peace this millennium. The September 11 event was a desperate response to this threat, and yes of trade issues as well but then what is trade when the US military is left out of Justice? What is trade when the US military is taken over a nation's resources? Trade has no meaning except when the US is getting richer at the expenses of all other nations, including Canada, and at the expenses of the global life-support systems. The US is willing to disregard global warming as 'the major threat to the world' today, to all life on Earth. The risk is insane! America has lost credibility as a leader nation. America needs to be told with action that global warming is here and now. America needs to be told that it wont matter all the oil in the world and all the Saddam Husseins in the world if we do not protect our global life-support systems.
It has become a necessity to implement a total and global embargo on all American consumer products, goods and services, and mass destruction chemicals, nuclear war heads, weapons, war products and war equipment.
The war industry throughout the world must be put to a complete halt and shelved forever from humanity. Earth Government is asking
all peoples never again to buy American products. What are the reasons for this total embargo? The United States have lost credibility as a nation able to lead others. They have opted out of resolving the problems of global warming and going along with all other nations by ratifying the Kyoto Protocol. They have requested the International Court not to include their military as they dont want their soldiers to be taken to Court. In order word, Justice is for everyone else but not for them. They have created hate in the Middle East, the most ancient civilization and they expect the Earth Government to go along with them and pay for a war they are creating for the purpose of taking over the oil resources of the Middle East and, eventually, destroying China. China, another ancient civilization, is their next objective. Americans are obviously racists. They want the destruction of all ancient civilizations. They also have no respect for the survival of the human species and of all other lifeforms on Earth. They are a culture of violence and war. They are bullies. The world is wiser and will not harm the United States and the American people. But we will stop them as bullies must be stopped. Humanity has no need for bullies especially when they have the biggest nuclear arsenal and other weapons of mass destruction in the world. America no longer stands for Peace, freedom, Justice and democracy. Americans no longer stand for any of those values. They broke away from those values a while ago. America can no longer be seen as a good representative nation of the world. Asides from invading other nations, they refuse to ratify the Kyoto Protocol as has done the international community and yet they are asking for help from this same community to go to war which itself is the next most destructive action of the environment. Many times we have explained how the American Government never applied ethical and moral values in the activities of their trade in the Middle East. They have made trade a despicable act of dealing with one another between human beings and between nations. No laws! No regulations! No ethics! No moral responsibility and accountability! Everyone has the "freedom" of destroying the global life-support systems! Everyone has the "freedom" of human rights abuses! Now pollution, diseases, terrorism, poverty, social and economic injustice have no boundaries. American have brought disgrace to humanity by their selfish, immoral, unethical, incoherent, inconsistent, dishonnest, erratic, and mostly aimed at making money behavior in the Middle East and towards Afghanistan. And yes it is their behavior that brought up September 11. It is about time they say me-aculpa. Canadians know Americans in their guts. We have been invaded a long time ago. This is about to change. If it all depended on me I would close my border, from coast to coast, to all Americans and their goods and services. We dont need them! We never did! It was their dis-information department that created the illusion that we needed them. Canada can do without America in every way! We dont need of their culture of violence. At age of six an American child has seen so much violence on television that he or she could give the chill to any child born in the Middle East. Americans are useless to Canada! But they need us.They badly need of our resources. For the protection of life globally, we should triple the prices of our coal, oil, natural gas and electricity, wood products, and of our basic food products including freshwater. They also need us to treat them like kings of the house even though they are bullies with no hearts and Souls. And they can keep their money! Stay home as Canadians are having a party tonight and we dont want it spoiled by bullies. In 1947, Americans have coerced the United Nations in creating the State of Israel. This was completely illegal and arbitrary. The Jews of Israel and their religious beliefs were then the Trojan Horse for invading the Middle East and surroundings nations. All an illusion about an invading military force disguided as a democracy and defending the principles of freedom and democracy, and the land given to them by God himself. Back then their hidden agenda was and still is today the invasion of the Middle East and the exploitation of the oil resources. Invasion of the Middle East will give them a base to break up China into provinces as was done with the USSR. Exploitation of the oil resources will keep their economy healthy for the next thousand years. That's was their plan then and is still now. The only problem with their plan is that they have lost their mind, their heart and their Soul in the process. They are not the kind of leader the world wants or needs. They are the Prince of Evil himself. They are the darkness. They have lost credibility! The values they are now promoting are no longer Justice for All, freedom and democracy. They are dictatorship and war. They are the destruction of the global life-support systems of the planet, and of all life. We will stop them! We will bring down the American economy and we will split America into several states free to live at peace with the rest of the world. Justice! Justice is a universal value. It is for everyone, everywhere in the world. We want Justice in the Middle East, not another invasion. We want the Earth Court of Justice to handle Justice. We dont want of a puppet Higher Court that would be anything like the tribunal of the WTO or the Internation Court. They are a mockery of Justice. We dont want the United Nations to be in charge of Justice because America has coerced the UN organization ever since its creation into doing their five wishes. We want Earth Government now, today, to take over the world affairs. Earth Government, the human family , is asking all Peoples of the world to stand for those values we know are designed to protect the global life-support systems and peace. We have to tell our friends, the American People, that have taken the wrong direction and that their behavior is no longer acceptable. Justice is for everyone a universal constant. The Earth Court of Justice will see to that. The protection of the global life-support systems is everyone affairs and everyone must cooperate all they can. The Scale of Human and Earth Rights was designed to sustain us and all other lifeforms we want and can take along with us for the next million years. Earth Government, the human family, is asking all Peoples not to buy American products directly or indirectly.`We want our message be felt in their economy and maybe they will realize a better and wiser course of action. We want the Canadian border from coast to coast be closed completely until they have changed their course of action.
As a nation `member of the United Nations you have obligations, and they are to cooperate in the peace and security of the world.
We want every nation that has a nuclear arsenal to disarm themselves.
Earth Government is aware of tremendous harmships brought to your people by the United Nations. We are aware of nations such as Britain and the US, who have tried to colonize the Middle East and surrounding nations ever since the end of World War I. We know they are after your resource, the oil. We know the Jews of Israel and the State of Israel are their Trojan Horse to this brute invasion. Both have a long history of the most insidious and destructive forces in our world. Humanity has no need of bullies. Bully nations will always behave as bullies unless we stop them. There will be no security in the world after the invasion. The world will become more insecure after the invasion. Cheap or free oil oil will give the US a chance to increase their military by ten-fold and they will no one to stop Americans from creating global warming. Americans are already the worst polluters in the world what will happen after they have taken over your resource? First of all OPEC countries will be disintegrated. The US will be in charge. We are asking all the Arab and Moslem nations to unite as one powerful People and to stop the invasion of your world by using economic means against the United States. We are asking you to stop selling oil to any country. You will lose in money but at least you will still be in control of your sates. Do not buy any products, goods and services from the US and their friendly nations, even Canada. Sell all of your investments on the world markets as the US will retaliate by asking their friends to freeze your investments. Do not practice speculation on world markets as it is an evil thing created for Americans. It is like gambling. We are asking all oil producing nations to triple their oil prices. The planet has a problem with global warming and your share of the responsibility to causing the problem is way higher then anyone else. Consumers of your product cannot and dont want to be responsible of global warming. We are now putting the responsibility on to you, and we will make you accountable in every way, like it or not, especially if you let the US get their hands on your oil resources. Americans are the worst polluters responsible for global warming. If you cannot be responsible and accountable then you should not be in charge of the oil resources. And we will come after you!
As nation `members of the United Nations you have obligations and they are to cooperate in the peace and security of the world and to the protection of the global life-support systems.
Many oil producing nations have nuclear capabilities. We want every nation that has a nuclear arsenal to disarm themselves. UN inspectors should be sent to all countries with nuclear weapons. Justice is for everyone and every nation. Everyone should be disarmed. Every nation should be inspected for nuclear
parts and disarmed. The United States were first in building a nuclear arsenal and several other nations felt that they had to have it too to counteract the overwhelming power it gave the US. This trend must be reverse for the protection of life on Earth.
Dear People of China,
Earth Government is letting you of the American and British strategy to destroy your stable economy and political regime. The invasion of the Middle East will not stop at the Middle East. We know China is next on the US Government agenda. America needs is a strong hold in the Middle East in order to get the oil for free and to split China into provinces as was done with the old USSR. Another Cold War on the horizon. If we let the US invading the Middle East, we will not see Peace in the world at any time this Millennium. After Americans have settle down in the Middle East, and got the best and cheapest oil in the world to fuel their economy and war industry, they will use the 'Cold War' strategy to destroy your regime and bring chaos in your communities. They will supply recalcitrants with arms so that one province will challenge one another and challenge your regime. Earth Government is opposed to the American invasion of your country. It creates instability all over the world, destroy economies, and eventually impacts threaten the global life-support systems.
The United Nations are no longer an instrument for the will of the Peoples, the global civil society, the Earth Government, the human family. The UN organization has lost credibility.
Most of the time politicians have no knowledge, experience, and understanding of the global problems. They seek advise from others. Yet politicians make
global decisions or the lack of them during meetings at the United Nations. Politicians become actors on the world scene. Actors taken jobs they
are not qualified to take in reality. They make decisions and they dont understand consequences.
The global civil society is made of people from all aspects of life who have a greater understanding of the problem whatever it may be. They know the facts and understanding of the problem. The global civil society is the mind, heart and Soul of humanity, the human family. They maybe NGOs, businesses, agencies, scientists and professionals, religious groups, or other groups. They are given an important status in Earth Government. Why be with the UN when you can be with Earth Government to govern the planet? Earth Government is asking you to step aside and let us govern the planet for the good of all.

Earth Government has long recognized that greater equality between men and women is an essential element of slowing down world population
growth. It was observed that fertility rates were falling everywhere women were allowed to determine when and whether they will have children.
Gender inequality also impacts on resource use and the prospects for sustainability and biodiversity protection. Training and education
along with their greater sense of nature ans shelter protection give women the tools they need to make resource use more equitable
and efficient within communities and to mobilize against environmental and health hazards.
Earth Government is dedicated to give women: a) equal rights
In the Vision of Earth in Year 20024, we have shown that global energy consumption will rise by 60% due to population growth, urbanization, and economic and industrial expansion.
To meet demand with conventional fuels and technologies will impact badly on an already degraded environment, public health and welfare,
and global stability. World energy demand can be largely fulfilled by renewable energy technologies. There is however a strong opposition to change arising from the fossil fuel industry and from governments of most oil-producing nations and major fossil fuel users such as the United States and Britain. There are significant advantages of shifting away from fossil fuels and nuclear energy and toward greater reliance on renewables. Decreasing the impacts of global warming is certainly the most significant advantage. Global carbon emissions must be reduced at least 70% over the next hundred years to stabilize atmospheric CO2 concentrations at 450 parts per million (ppm). The sooner societies begin to make the transition from fossil fuels to renewables, the lower will be the impacts and the associated costs of both climate change and emissions reductions. Other costs of conventional energy production and use are: 1. degradation of the environment through resource extraction The United States represents 25 percent of current global emissions, and 36.4 percent of industrial-country 1990 emissions. Withdrawal from negotiations on the Kyoto Protocol dealt a blow to Earth Government efforts to battle climate change. Earth Government is interested to enact renewable energy policies that: a) are consistent and long-term to allow industries and markets to adjust
A study made by Earth Government of the ecological accounting and balance sheet for mining has shown that minerals are obtained in a way that:
* uses too much energy It would be much less costly to recycle discarded materials. It makes no sense to spend so much energy trying to find new mines when there is an enormous amount of useful metal in cities and landfills. For instance, why do we need to keep gold in safety deposit boxes, bank vaults, and jewelry boxes? There is more gold in boxes than in underground mines. Mines have transformed landscapes and the lives of local people who live near mineral deposits. Entire communities have been uprooted in order to make way for mine projects. People had to forsake traditional occupations and suffer the effects of living beside a mine that poisons their water supplies or pollutes the air they breathe. Local people who got jobs in a mine had to trade health problems for an income. Prostitution and drug use are serious problems at mining sites. In fact, mineral dependence reduces economic growth in developing countries. Extracting raw materials for export is far less lucrative than processing the materials or manufacturing finished goods. By extracting minerals, countries are essentially running down their stocks of nonrenewable resources. Mineral exporting-countries become heavily indebted to international lenders and much of what they earn from minerals and other exports never enters the national economy but is used instead to service the external debt. These countries have typically invested little in social services, such as education and health care, and are beleaguered by conflicts over resources and political instabilities. Even though social, economic and environmental costs of mining are high and mineral prices are low, mining operations are still expanding. Mining firms have profited from direct and indirect subsidies handed out to them by governments. Mining firms benefits a lot from the cheap fuel and from the roads and other infrastructure made available to them. Even more surprising, mining firms do not usually pay royalties or taxes on profits, and governments provide immunity to companies against compensation claims. The final hand-out of public money occurs when mines have to close down or are abandoned, and governments and taxpayers are stuck with cleanup after companies have gone bankrupt or just walked away from poor projects.
A new symbiotical relationship between that of religion and the protection of the global life-support systems has begun to take place all over the world.
Religious rituals now support the conservation efforts and play a central role in governing sustainable use of the natural environment.
Major faiths are issuing declarations, advocating for new national policies, and creating educational activities in support of a sustainable global community. Earth Government is establishing a symbiotical relationship between spirituality and science, between our heart and mind, and God, between religion and the environment. The human family is finding its role in the universe, a higher purpose and a meaning. We now can celebrate life. A sustainable world can be built with the help of a very powerful entity: the human spirit. Community participation generates the energy needed to sustain the planet and all life. Religious and environmental communities have formed a powerful alliance for sustainability.
Dear friends, On and around May 26, 2003, millions of people around the world will join together in a global call to celebrate Life, the gift to the universe from God. Earth Government is asking all Peoples of the world to participate in this celebration of Life in your own community. The following project is appropriate to everyone.
From the experience in your life and local community tell us: 1. What is the most important issue in your community in order to become more sustainable? Many communities held Life Day 2002 dialogues to determine the answer to this question. We look forward to hearing from all of you. 2. A brief story of success in your community from the last 10 years in regard to a sound sustainable development. 3. A picture related to the above or to a Life Day event. 4. A sample of your idea of the Earth Flag. We will gather this information from groups all over the world and compile it into a comprehensive report. On May 26, as part of the Peace Movement of the Earth Government, the Human Family, ECO will be rejoicing with
all Peoples of the world , and all life, for the annual Celebration of Life Day. Life is the most precious gift ever
given by God to the universe and this event needs to be celebrated.
At the early stage of the formation of the Earth, and a while later, all the conditions for the formation of life were present, and life was created to better serve God. Life was made of matter and every particle of that matter had a Soul that merged with all the others. A Soul is a part of the Spirit of God, His consciousness, and is a living, loving presence, a Being. A Soul can merge with other Souls and become one Soul, and it can evolve as well. The first spark of life was the cause for the formation of a unique and independent Soul to better serve God. Throughout the different evolutionary stages of life on Earth, Souls have guided the step-by-step evolution of life and kept merging with one another to better serve God. They guided the evolutionary process in small, incremental ways over a period of several billion years. Many groupings of Souls became more complex than others as they were much brighter beings than other groupings, but all serve God in their own special way. One unique and most wonderful grouping was the grouping that made the Human Soul. God loves the human Souls a lot because of their wonderful qualities. Over the past thousands of years, through their Souls human beings became conscious of God in many different ways. Religions of all kinds started to spread on Earth to adore God and pray. Different groupings of Souls affected human beings in different ways and Peoples today have different religious beliefs. God is like a river feeding plentifully and bountifully all lifeforms and plants. There are many pathways leading to the river. They are God's pathways. God loves diversity in Nature and in Souls. God loves good Souls from all religions. Different religions have different ways to love, adore and pray to God. And God's Heaven exists. Heaven on Earth is different from God's Heaven. To be in Heaven with God will mean a Soul has left the matter of the universe forever to enter God's Heaven. The Divine Will or Will of God is the most powerful force of the universe and is pure spiritual energy. The Will of God is for life to reach God, God’s Pure Light, in the best possible ways. Life is the building block through which Souls can have a meaningful relationship with God. By observing the Universe, the galaxies, we are observing and studying God. We are seeing His magnificence, His greatness, and His complex making. There is more to the Universe we observe today, that is, there is more to God, much more. God is self-existent, eternal and infinite in space and time. Follow God's Word. God's Plan was revealed to humanity a short while ago. The Divine Plan for humanity is: a) for everyone to manage Earth responsibly, and b) about to reach the stars and spread Life throughout the universe and thus help other Souls to evolve and serve God in the best possible ways. Humanity’s higher purpose is to serve God by propagating life throughout the universe. Humanity will evolve spiritually to fulfill God's Plan. The human species has reached a point in its evolution where it knows its survival is being challenged. The human species knows through the Souls and now that all human Souls have merged together and formed the Soul of Humanity, we will find it easier to fight for our own survival. The Soul of Humanity does not make decisions for us and can only help us understand and guide us on the way. In the past, human beings have had some kind of symbiotical relationship (which is something common in Nature between lifeforms in an ecosystem) with the Souls, and now with the Soul of Humanity. We work together for both our survival and well-being. Cooperation and symbiosis between lifeforms (especially human beings) on Earth and between lifeforms and their Souls and the Soul of Humanity have become a necessity of life. We help one another, joint forces, and accomplish together what we cannot accomplish separately. Several billion years ago this symbiosis between matter and Souls resulted in the making of complex biochemical systems. Symbiosis has worked throughout the evolution of life on Earth and today, the Soul of Humanity has decided to be more active with humanity by purifying Souls. The Soul of Humanity shows us the way to better serve God. The Soul of Humanity is helping to bring about the event of Peace in the world. Knowing that Earth is a spiritual entity as well as a physical entity in space and time in the universe we begin to have a better relationship with Earth and with all its living inhabitants. This way Earth management will become a spiritual and a natural process whereby each person is responsible and accountable for its management the best they can. Peace in the world and Earth management have for too long been in the hands of and affected by government and business leaders, in the hands of a few people on the planet, as opposed to being in the hands of all of us (6.157 billion people on Earth) working together to keep our planet healthy. We are the keepers of the Earth. The Soul of Humanity will help us: * resolve problems, concerns and issues peacefully; We have the responsibility of managing Earth. Everyone shares responsibility for the present and future well-being of life within Earth Community. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as oppose to a measure or an action causing an irreversible loss. Life exists on millions of other planets in the universe and our species got to be who we are today through the evolutionary process. Other lifeforms in the universe may have evolved to be at least as advanced as our species. Their Souls may even be more complicated than ours. They may have merged a trillion times more than the human Souls. They may have evolved as well. We the Peoples of the Earth Government, the Human Family, are reaffirming faith in the fundamental human and Earth rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small. We the Peoples implies every individual on Earth, every community and every nation. Earth management is now a priority and a duty of every responsible person on Earth. ECO has taken action by calling the Divine Will into our lives and following its guidance. Divine Will is now a part of the Soul of Humanity to be used for the higher purpose of good and life's evolution. We will learn to serve humanity and radiate the Will of God to others. As never before in history, common destiny beckons us to seek a new beginning. This requires a change of mind and heart, and calling Divine Will to come into our life to show us the way. It requires a new sense of global interdependence and universal responsibility. We must develop and apply the vision of a sustainable way of life locally, nationally, regionally, globally, and within ourselves throughout life. Our cultural diversity is a precious heritage and different cultures will find their own distinctive ways to realize the vision. We must deepen and expand the global dialogue that generated the ongoing collaborative search for truth and wisdom. Life often involves tensions between important values. This can mean difficult choices. However, we must find ways to harmonize diversity with unity, the exercise of freedom with the common good, short-term objectives with long-term goals. Every individual, family, organization, and community has a vital role to play. The arts, sciences, religions, educational institutions, media, businesses, nongovernmental organizations, and governments are all called to offer creative leadership. The partnership of government, civil society, and business is essential for an effective global governance based on global concepts and the Scale of Human and Earth Rights. In order to build a sustainable global community, each individual, each local community, and national governments of the world must initiate their commitment to the Human Family. Let our time be a time remembered for the awakening of a new reverence for life, the firm resolve to achieve sustainability, the quickening of the struggle for justice and peace, and the joyful celebration of life. Let our expanding consciousness blend with that of the Soul of Humanity. Humanity welcomes the "Belief, Values, Principles and Aspirations of the New Age" (see the Charter of the Earth Government on our website) with Faith in the Divine Will and without fears such as the fear of change. Humanity seeks meaningful experiences and embraces the future for the better. Divine Will has caused the event of the New Age Civilization. The New Age Civilization is the age of global cooperation and symbiotical relationships. There are many different kinds of symbiotical relationships. Symbiotical relationships exist between nations of the European Union. It is mainly an economic base symbiotical relationship. Other types of symbiotical relationships maybe created all over the world between communities, nations, and between people themselves. They may be geographical, economical, social, business-like, political, religious, and personal. There has always been symbiotical relationships in Nature, and between Souls and the matter of the universe to help creating Earth and life on Earth to better serve God. ECO has begun to establish the existence of the New Age Civilization all over the planet. There are no such thing as an anti-globalization movement as we have defined and developed the concepts of the New Age Civilization. National governments and large corporations have taken the wrong direction by asserting that free trade in the world is about competing economically without any moral safeguards and accountability to peoples and the environment. The proper and only way is for free trade to become a global cooperation between all nations. Surely, if we can cooperate in fighting against terrorism, then we should also be able to cooperate in fighting against the effects of the type of free trade and the emergence of the planetary trading blocks as applied by national governments members of the World Trade Organization(WTO). It has already been shown (see Newsletters on our website) that these effects will be disastrous socially and environmentally and are a direct threat to the existence of life on Earth. The Earth Government is proposing a solution that the process of trading within the planetary trading blocks be changed from a spirit of global competition to that of global economic cooperation. This is the new way of doing business, the new way of life. ECO has made clear that globalization and planetary trading blocks should be serving the Human Family and not the other way around, the people around the world serving the very few rich individuals. The September 11 event was the result of bad trading of arms and oil and the absence of moral responsibility and accountability in our way of doing business with the Middle East nations. By applying proper moral safeguards and accepting responsibility and accountability of all products (arms and oil in this case), from beginning to end where they become wastes, each corporation would make free trade and globalization serving the Human Family. The September 11 event was also a turning point in human history and indicated the end of the last superpower in the world and the birth of the New Age Civilization. Over its long past history trade has never evolved to require from the trading partners to become legally and morally responsible and accountable for their products from beginning to end. At the end the product becomes a waste and it needs to be properly dispose of. Now trade must be given a new impetus to be in line with the global concepts of the New Age Civilization. When you do exploration work, and develop, manufacture, produce, mine, farm or create a product, you become legally and morally responsible and accountable of your product from beginning to end (to the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste). This product may be anything and everything from oil & gas, weapons, war products, construction products, transportation and communications products and equipment, to genetically engineered food products. All consumer products! All medical products! All pharmaceutical products! In order words, a person (a person may be an individual, a community, a government, a business, an NGO, or an institution) becomes responsible and accountable for anything and everything in his or her life. Certainly an important action has been for the Canadian Government to ratify the Kyoto Protocol as it is. No more waiting! Time for action is now! We are all responsible for the creation of global warming, and there are plenty of observable effects. Greenhouse gases are accumulating dangerously in the Earth's atmosphere as a result of human activities, and temperatures are rising globally due to these activities. Climate changes have to be manage without delays and the ratification of the Kyoto Protocol is only the beginning of a long fight for the protection of life on Earth. There is much more to be done to even come close to what we have to do. The ratification is only the beginning to help save the next generations. Global consumption is a very important aspect of globalization. Consumers should be concerned with the impact of their decisions on the environment but also on the lives, human and Earth rights and well-being of other people. Since one of the key functions of families as a social institution is to engage in production (selling their labour in return for wages) and consumption (using those wages to buy goods and services), then the role of families has impacts on sustainable consumption and development. Corporations are required to expand their responsibilities to include human and Earth rights, the environment, community and family aspects, safe working conditions, fair wages and sustainable consumption aspects. ECO has summarized the rights of every person on Earth by developing the Scale of Human and Earth Rights. The scale will eventually be replacing the Universal Declaration of Human Rights. Just as corporations have social responsibilities and so do consumers in societies. Consumers are socialized to improve the quality of their lives. Quality of life is a multi-dimensional, complex and very subjective concept. For instance, someone who has changed their consumption habits to better ensure that their choices will make a better quality of life for themselves, the environment and future generations, may be seen by others as having a lower or inferior quality of life since they have removed themselves from the materialistic mainstream characteristic of our consumer society. Someone may feel that an absence of violence and abuse in their life leads to a higher quality of living even though they have fewer tangible resources, money, or shelter; peace of mind and freedom from abuse has increased the quality of their daily life relative to what it was like before. There are universal quality of life values which lead to "human betterment" or the improvement of the human condition. In addition to the value of species survival (human and other living organisms), they include: adequate resources, justice and equality, freedom, and peace or balance of power. A better quality of life for all people of Earth Government is a goal for all of us and one of our universal values. ECO found that an adequate level of health care is a universal value as well as a human right. We expect adequate health services to be accessible, affordable, compassionate and socially acceptable. We believe that every individual of a society is co-responsible for helping in implementing and managing health programmes along with the government and the public institutions. Being unified under the Soul of Humanity, Divine Will, God the Spirit and the Human Family dissolve all barriers and expand our consciousness. We become more whole and complete within ourselves and as a group. Our common Spirit is able to resolve planetary problems in a coherent way. One common global Vision allows us to see how all the parts of the whole relate to each other. We have the right relationship with one another, with all lifeforms and Earth itself, and with the Soul of Humanity, the Divine Will and God the Spirit. It was held August 17-22, 2002, in Toronto and August 1-31, 2002, on Internet. It was sponsored by the: * Earth Community Organization (ECO), We had a total of 350 research papers to take into account. Along with dialogues, hundreds of brain-storming exercises were held all over the world, vision statements were prepared and countless discussions have brought together all peoples from 130 nations. For the first time in human history, and the first time this millennium, humanity has proposed a benchmark: * formation of Earth GovernmentHumanity has now a Vision of the Earth in Year 2024 and a sense of direction.
In today's Earth Government it is important for our survival to cooperate globally on several aspects such as peace, security, pollution
in the air, water and land, drug trade, shelving the war industry, keeping the world healthy, enforcing global justice for all, eradicating
poverty worldwide, replacing the Universal Declaration of Human Rights by the Scale of Human and Earth Rights, and entrenching
the Charter of the Earth Government as a way of life for the good of all.
There is no such thing an honest 'free trade' with the U.S. It is only free for oil which they desperately need and are willing to use their military to get it for free from the Middle East nations, and not
free for products where American voters demand protection. U.S. protectionist policies are applied at
the very moment when President George W. Bush is bullying the world to open its borders to American products and investment.
The US government and the American corporate people are protecting their own people at the cost of deteriorating significantly any trade relationship with any nation.
Earth Government is continuously updating and improving the implementation of global ministries throughout the world. The short description of the work done so far appears here and on our website. A detailed, more complex one is on CD-ROM showing each global ministry with detailed views, actions to address the challenge and indicators to measure progress on the challenge. And yes, why not one for global politic? The Earth Government? Earth Government believes all citizens have the right to share the wealth in the world. Foreign investment and the trade agreement must protect and improve social and environmental rights, not just the economy. A global sustainable development would mean finding a sound balance among the interactions designed to create a healthy economic growth, preserve environmental quality, make a wise use of our resources, and enhance social benefits. Free trade cannot proceed at the expense of the environment, labour rights, human rights and the sovereignty of a nation. Free trade will lead to an increase in poverty by giving investor rights priority over government decision-making. Employers will be looking for more concessions from workers. Small businesses will find it more difficult to grow and compete against large corporations. The decisions by trade bodies must not be allowed to take away the rights and responsibilities of local communities. A local community will find it impossible to make decisions about planning, public health, local control over water, waste, zoning, or environmental issues because the rights of corporations to profits would be deemed to take precedence. The effects of globalization and the creation of planetary trade blocks give rise to global problems such as:
* unemployment in industrial nations
* poverty increases world-wide ~ entire countries in a state of starvation * environmental degradation * national interests of a country changing and becoming more trade oriented and trying to go with the wave of global trade * international interests of a country take prime importance * in developing countries, national debts constrict the institutions of the national state and contribute to the destruction of the economic activity which, in turn, as the effect of creating unemployment * national currencies of many countries are affected by national debts and contribute in destroying social life, creating ethnic conflicts and civil wars * the large corporation is becoming larger and getting more power and control falls into the hands of a few people * globalization is another way of keeping control on our lives in the hands of a few people * with globalization we have no control and no say in our future and the world becomes a game played by a few people just as it has always been throughout history, leading to revolutions and war * with globalization there is no sense of direction and meaning, no security for the individual, just a few people getting richer and controlling us all ECO has begun to establish the existence of the New Age Civilization of the 3rd Millennium, the age of symbiotical relationships and global cooperation. An economically base symbiotical relationship exists between nations of the European Union. Other types (geographical, economical, social, business-like, political, religious, and personal) may be created all over the world between communities, nations, and between people themselves. There has always been symbiotical relationships in Nature, and between Souls and the matter of the universe to help creating Earth and life on Earth to better serve God. Global ministries are a very specific and useful type of symbiotical relationships on Earth. There are urgently needed. Earth Government has been promoting the formation of 51 global ministries for the proper governance of Earth. Global ministries are world wide organizations just like the WTO for trade and therefore should have the same power to rule on cases as that of the World trade Organization (WTO). Earth Government has already created several global ministries. The most obvious ones are the Earth Ministry of Justice, the Earth Ministry of the Environment for Global Environmental Governance and the Earth Resources Ministry . We have the responsibility of managing Earth. The partnership of government, civil society, and business is essential for an effective global governance based on global concepts and the Scale of Human and Earth Rights. Earth Government has created the Earth Resources Ministry for Earth Governance. ECO is also proposing the creation of several other global ministries for the management of Earth (energy, agriculture, environment, health, Earth resources, Earth management, security and safety, trade, peace, family and human development, water resources protection, family and human development, water resources protection, youth, education, justice, science and technology, finance, human resources, ethics, human and Earth rights, sustainable development, industry and manufacturing products, etc.). Each ministry would have a similar power to rule as that given to the WTO organization. The creation of global ministries is a part of the "Belief, Values, Principles and Aspirations of the New Age" (see the Charter of the Earth Government on our website). The Earth Court of Justice will prosecute cases stemming from the global ministries. Prosecuting is based on: a) the Scale of Human and Earth Rights ECO has summarized the rights of every person on Earth by developing the Scale of Human and Earth Rights. The scale will eventually be replacing the Universal Declaration of Human Rights. The Earth Court of Justice will be hearing cases submitted the Court by the Global Ministries. Earth needs urgently a world system of governance. The United Nations fail to satisfy the needs of the people of the 21st Century. It has never improved upon the old ways and thinking of the middle of the 20th Century. Its voting system no longer satisfy the 6.157 billion people on Earth. The challenges are different and require a world organization up for dealing with the needs of all these people. During the past several years, the Earth Government has been pleading the United Nations leaders to make changes in the UN organizational structure and ways of doing things. There has been an urgent need for fundamental changes in the United Nations organization. The world wants a true democratic world organization. The UN is not! Should we start from scratch? No! There are a lot of good things within the UN, and they need to be protected. The most fundamental requirement of a world organization is a democratic system of voting. Democracy must be a priority. The right that the greatest number of people has by virtue of its number (50% plus one) is a human right. It should be respected. The actual UN system of voting is undemocratic, unfair and noone likes it. It does not work! Earth Government has proposed a voting system based on democracy. The system was described in the past and is again showing its functioning in two articles of July 2001 Newsletter: Earth Governance vs the United Nations and The Democratic Voting System for the Free Trade Area of the Americas (FTAA). It is very simple and democratic. Surely, no one believes that organizations such as the European Union and the Free Trade Area of the Americas, or the like, are a substitute to a democracy. They are driven by profits only and are a form of "world anti-government". Of the 189 Member States of the United Nations, it takes only one of the five permanent members to overthrow any decision or proposal during a meeting. This means 1/189 or 0.5% of the membership is more powerful than the remaining 99.5%. If that is not a dictature, what is it? It does not say much about democracy at the UN. More like a dictature of the five permanent members. In the Preamble of the Charter of the United Nations, it says "WE THE PEOPLES OF THE UNITED NATIONS " but in fact it should say "WE THE FIVE PERMANENT MEMBERS". Earth Government is requesting that the United nations change its voting system to have one vote per million people. This way the rich North will have to deal with the poor in the South in order to obtain votes for decision-making. The eradication of poverty in the world will be achieved. Thousands of other good things will be achieved. The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime. Because the leader of the USA was responsible for not ratifying the Kyoto Protocol, and because his leadership is questionably believed to be base on his religious believes (see Article in May 2002 Newsletter: Leadership of a nation and religion), President George W. Bush will be first to appear in Court. The reality here is that every American is on trial here. Every consumer producing the deadly gas causing global warming is on trial. The same goes for every person on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life on Earth. They are showing a bad example to the other nations of the world. Even Canada is following in their steps. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge. It is a crime against humanity and all life on Earth not to ratify the Kyoto Protocol. It is a terrible crime against the global life-support systems, against the very existence of the next generations. On the Scale of Human and Earth Rights, the crime is of maximum importance. There is no need to wait for the election of the Earth Government to create the Earth Court of Justice. The Court can be formed now and incorporated to the Earth Government later. Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid commitment of political will from national governments and Earth Government. Once in effect, the Earth Court of Justice will become the principal judicial organ of the Earth Government. The Court will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies. The Court will be composed of judges elected by the Elected Representatives Council and Earth Security Council. It may not include more than one judge of any nationality. The Members of the Court do not represent their governments but are independent magistrates. The judges must possess the qualifications required in their respective countries for appointment to the highest judicial offices, or by jurists of recognized competence in international law. The composition of the Court has also to reflect the main forms of civilization and the principal legal systems of the world. The Earth Court of Justice will hear cases involving: * nation states The procedure followed by the Court is defined in its Statute. The Court decides in accordance with: * belief, values, principles and aspirations of the New Age,
Earth Government needs a global democratic leadership based on the Earth Government and able to take responsibility and leadership, a stronger
world order, more efficient and more democratic.
Today, 65 % of the world population lives in democracies than dictatorships. This trend is increasing as more people want to live in peace. Because of a rapid transition to democracy, several of these democracies have not had time to develop strong democratic institutions and cultural changes. Many changes occur during a transition: written constitutions, legal reforms, multiparty elections, a free press, and an independent judiciary. but all changes take time to grow in people's new way of life. Earth has long been waiting for a truly global governing body based on universal values, human rights, global concepts and democracy. Earth Government might as well be created now, there is no longer any reason to wait. We are the Earth Community and we will form Earth Government. Earth management is a priority and is a duty by every responsible person. Earth Government will now be formed, and we want you to reflect on future effects of such an event on the history of humanity. Certainly one will expect extraordinary changes: a reorganizing of human activities all over the planet; participation by all societies on the planet in solving local and global problems; new alliances forming; north meeting with south (eradication of poverty will be the price to pay to get votes from the south) in order to gather more votes within the newly created Earth Government to satisfy power struggles between European, Asian and Western countries; adoption of democratic principles, human rights, global concepts, and universal values by every human being; expansion of consciousness; gathering and coordinating of forces to resolve social and political problems in a peaceful way (no more conflicts or wars); gathering and coordinating of forces (technologies, scientific research, exploration work, human resources, etc.) to resolve global problems such as global climate, environment, availability of resources, poverty, employment, etc. Thousands more changes! Let your heart and mind reflect on 'the good' of a democratically elected Earth Government. Everyone is part of Earth Government by birth and therefore everyone has a right to vote. Everyone should be given a chance to vote. If you live in a developing country this time you will have a vote, human rights like all of us, you will be part of Earth Government, and we will stand by you. Decisions will be made democratically. You will finally have a voice and a friend, many friends, within Earth Government and Earth Community. Your lives have values just like all of ours.
Both global dialogues, Global 2000 and Global Dialogue 2002, show our results: universal values,
global concepts, the Scale of Human and Earth Rights, the Earth Court of Justice,
new local and global indicators, positive and constructive actions to sustain Earth and all life, a sense of direction for humanity, global ministries,
a campaign to design the Earth flag is well on its way, and the determination of the membership of the Earth Government in forming a
democratically elected Earth Government. The Earth Government will be formed when representatives have been elected. Earth Government will decide
when there is a significant enough proportion of people throughout the world participating in this process. Nations of the world will decide if they want to participate with this process or not.
No one country will be forced to participate. It just means that if the government of a country does not allow representatives to be elected within their population then their
will not be representatives from that country sent to Earth Government. It is a choice each country must make on their own. Our job is to create a government model we prefer amongst others: an Earth Government. We hope that the elected representatives will adopt the model as theirs and govern Earth. We will work together on a democratically elected Earth Government. Its foundation, values and principles, global concepts, will be taken from the results obtained during the World Congress, Global 2000. There are 51 Ministries listed on our website. Anyone of you may apply for those positions. Choose a Ministry and start defining it completely: what it will do, why is it needed, the money needed to run it, the people needed, the work it will do all over the world, etc. Each and everyone of us (and new Participants) can pick a Minister's position and find absolutely everything there is to be found about the Ministry. You may create brain-storming exercises in your community to help you. We will gather all our information and create a new Discussion Roundtable for each Ministry and do more discussion and research. The idea is to pass on to the elected representatives for Earth Government the work we have done to help them govern Earth. This way representatives will have an idea about what to do before they are elected as representatives to Earth Government. Once they are elected they may want to adopt our research work as a starting point for governing Earth. Now to each global ministry was added the 'Global Community Overall Picture' which describes the situation in all nations of the world, and we divided the world into five different regions: North America, Latin America & the Caribbean, Africa, Europe, and Asia & Oceania. Each global ministry has a description of what is happening in the different regions. They are actual facts concerning issues we have discussed during both global dialogues in year 2000 and 2002. Issues of global dialogue 2004 are also included in this project. Our work is too create a plausible scenario(s) of what the world could be between now and a million years. This project will help humanity understand itself better. Certainly our work is sound. We have already produced very valuable and original tools to help humanity: the Vision of Earth in Year 2024, the Scale of Human and Earth Rights and the Charter of the Earth Government, the Earth Court of Justice, global ministries, and we stood for the values we promoted no matter how big was the opponent. Now is time to expand our work for the good of all humanity. Send your scenario. We will have workshop sessions on the scenarios in Global dialogue 2004. We have also redefine 'global security'. The formation of global ministries is the most important event in human history. Humanity sees the need to manage the world affairs in several aspects of our lives: energy, agriculture, environment, health, Earth resources, Earth management,
security and safety, emergencies and rescues, trade, banks, speculation on world markets, peace, family and human development, water resources protection, youth, education, justice, science and technology, finance, human resources, ethics, human
and Earth rights, sustainable development, industry, and manufacturing products, etc. Global ministries will be given power to rule
themselves in harmony with each other. The WTO will not be the only global ministry that can rule on cases related to trade. Earth Government, the Human Family, is calling for the immediate formation of the Earth Ministry of Health. The globalization of trade, the extensive
mouvement of people all over the world, the increase of poverty and diseases in developing countries and all over the world, have caused pathogens and
exotic diseases to migrate over enormous distances and now, are an increasing threat to local ecosystems and communities, economies and health of
every human being and all life. Earth Government, the Human Family, is calling this threat of the upmost importance and
must be dealt with immediately by every nation. We must manage health in the world. We are calling for the immediate creation of the Earth Ministry of Health.
During the past decades various changes have taken place in political, economic and social institutions. Economic reforms, changes in national policies, and global concerns have contributed to redefine the roles of these institutions for Sustainable Development. The 'New Age Movements' are social, political and religious movements in the sense of having a broad organizational structure and an ideology aimed at governing. The environmental movements within the New Age Movements express the concerns of groups of people regarding depletion of water, climate change aspects, degradation of land and other changes in ecosystems affecting traditional patterns of natural resource exploitation. Earth Government has taken the role of helping these groups in protecting and managing the environment by coordinating efforts. Earth Environmental Governance is the most importance and urgent challenge of the Earth Government. The Earth Ministry of the Environment is proposing a meeting of all the Ministers of the Environment. Each country in the world will send their Minister of the Environment to meet during the global dialogue on Earth Management - all Peoples together. The roundtable discussion will also include experts from interested groups, environmental institutions, policy specialists from non-governmental organizations, and the public. There is a need to centralize and coordinate efforts into one Ministry of the Environment: the Earth Ministry of the Environment. Discussion about the financial support will be a priority. A comprehensive and reliable system will be proposed to coordinate efforts from all over the world. Anyone willing to participate in the discussion roundtable may send an abstract/research paper now. Other topics for discussion: a) Involvement of major groups in monitoring, assessment and early warning Earth Environmental Governance can only be achieved successfully within the larger context of Sustainable Developent and Earth Management. All aspects are inter-related and affect one another. A healthy environment is essential to long term prosperity and well-being, and citizens in Earth Government demand a high level of ecological protection. This is the 'raison d'etre' of the Scale of Human and Earth Rights. Primordial human rights are those human rights that individuals have by virtue of their very existence as human beings: to live, eat, drink fresh water, breath clean air, and have shelter. These rights are separate categories than ecological rights, the right of the greatest number of people, economic rights, social rights, cultural rights and religious rights. Ecological and primordial human rights are the only rights that have existed unchanged throughout the evolutionary origin of our species. Any major change would have threatened our very existence. All other human rights listed here are rights created by human beings and can be changed depending of new circumstances; they are not stagnant but are rather flexible and adaptive, and they can evolve. Ecological and primordial human rights of this generation and of future generations are therefore much more important than any other human rights existing now and in the future. In this way the Scale of Human and Earth Rights gives us a sense of direction for future planning and managing of the Earth. Earth management is now well defined and becomes a goal to achieve. We no longer waste energy and resources in things that are absolutely unimportant. It has also become a necessity of establishing the Earth Resources Ministry that will be assessing, compiling, managing and protecting Earth resources, and the Earth Court of Justice prosecuting cases involving crimes related to the relentless misused of the Earth resources. Between now and August 2002 we will have created the Earth Government for Earth Community. Earth
Government for Earth Community will govern for as long as necessary to
create the democratic structure of the government and put in place the
voting system that it requires. Officers and Ministers of Earth Government
will be required to work as a team. Mr. Joseph-Germain Dufour was elected

Several criteria will be taken into account: qualifications of the candidate
for leadership, past record as a good citizen, no criminal records, your
own financial support (we dont have any funds to pay anyone and for
anything), and proven experience and competence in the position. Candidates
work strictly on a volunteer basis. You are also required to have accepted
in your heart and mind universal values, global concepts, democratic principles,
and human rights as obtained and defined in the previous global dialogue.
We have said that America is a nation bully and a nation predator. Since these are new expressions it is only fair we explain what they mean. Let us first discuss what we mean by 'a nation bully'. Bullying another nation is a conscious and wilful act of aggression and/or manipulation by one or more nations against another nation, community, or civilization. Bullying can last for a short period or go on for years, and is an abuse of power by those who carry it out. It is sometimes premeditated, and sometimes opportunistic, sometimes directed mainly towards one victim, and sometimes occurs serially and randomly. Bullying by a nation is a cowardly act because it is done to cause hurt without fear of recrimination. The victimised nation is unlikely to retaliate effectively, if at all. Bullying relies on those who are marginally involved, often referred to as observers, onlookers, or watchers, doing nothing to stop the bullying or becoming actively involved in supporting it. We know most of the media industry is own by American investors who are themselves involved in bullying or at least make a profit in publishing the side of the bullying nation(s) thus reinforcing the cause of the bullies. The United Nations are an organization that has been the site of bullying by America on the other nations. The creation of the State of Israel, war against Afghanistan and Irak and countless other examples show the bullying skill and power of America. Bullying contains the following elements: * harm is intended Bullying another nation is often an antisocial and criminal behavior. Criminal offences should be handled by the Earth Court of Justice. Bully nations have power over their victims. The process of exclusion an humiliation that is inherent in bullying almost guarantees that the victim will not be able to stand up to the bully nation(s).Any efforts to do so become part of the fuel that inflames the bully nation. The situation is characterized by menace and an imbalance of power. It invites further humiliation for the victim and an escalation of violence. Bullying another nation is an abusive and humiliating behavior. It is neither character-forming nor good for anyone in any way. Those who stand up to bullying are just as likely to be hit down. Those nations that state bullying of a nation is normal and acceptable are either deluded or bullies themselves. One may ask if the United Nations are responsible for a culture of bullying of nations. The UN never reprimande America and Britain for their bullying behavior. Why? Bullies want to dominate others. Nation bullies want to dominate other nations. NATO members are nation bullies. The very existence of NATO is a statement of what they are. They attempt to control other nations in many ways. They may engage in a number of aggressive behaviors from verbally taunting other nations, calling them evils, and spreading vicious rumors among the Earth Government, to threatening other nations, sometimes even carrying out such threats. Bully nations are very good at selecting those nations that are likely victims. For instance, America chose Afghanistan without any tangible, solid proofs of their allegations. No case was brought to the Earth Court of Justice to substantiate their claims. Ultimately, some victims will give in to the demands of the bullies, thereby reinforcing this socially unacceptable behavior. Bully nations learn rapidly that aggression works for them. It is imperative that bullying be stopped within the Earth Government. It can create a hell on Earth for a nation that is victimised (America and Britain have victimised a large number of nations over their history), and can seriously threaten that nation's opportunities in life. And, equally important, the social climate of a place on Earth is a model of the world outside. It is where people develop a large part of their morality, their understanding of how the world works, and their sense of responsibility towards the society they live in. What type of nation would willingly inflict harm on others? Bully nations engage in their behavior because it makes them feel important.They are usually insecure people who need to make themselves feel good by making others feel bad. Hence, they usually have good self-esteem. Bully nations have learned that by being physically aggressive is a way to get what they want, a way to control people, other nation. They have learned this behavior during World War I and II. They have witnessed that Hitler got what he wanted for a long time by being a bully nation. American and British Peoples just follow into his steps. Most bully nations remain bully nations for a long time. Bully nations may also learn their behavior from inappropriate role models on television and in the movies. Bully nations do not outgrow this behavior. They are more likely to be involved with the criminal justice system and tending to be more abusive over time. For instance, the Earth Court of Justice has a strong case against America and all other nations that have not ratified the Kyoto Protocol even though the Earth Government has done so. America also want its military to be abstained from being tried in Court. America likes to force Justice (its Justice) into other nations but America do not want Justice applied to itself. Typical bully nation behavior! How do we help bully nations to change their behavior for one that in line for the survival of all life on Earth, in line with the human family, with the Scale of Human and Earth Rights, the Charter of the Earth Government? 1. Improve the normal reasoning abilities of the bully nation. Bully nations have armed themselves with the most destructive weapons ever imagined by human beings. They have now built the war industry to make such weapons of mass destruction. They own the media industry which they use for dis-information of the American public and other nations. They make other nations follow into their steps and buy thier weapons, war product and equipment. They profess a culture of violence and war as the Way of Life, the American Way of Life is the best there is. They make trillions of dollars by selling their products to other nations. Throughout the 20th Century, the war industry has created the worse evil humanity has ever encountered: the business of conflicts and wars. It is a business that has made trillions of dollars (American) and will continue to do so. It is the "mother of all evils" created by human beings. It has no moral value, no understanding about Life, no respect for anyone or anything, no law except the ones that it makes for itself, and all its products are meant to kill and destroy. It has sold its products to the enemies for the purpose of making more profit. It has subdued governments all over the world to make them buy its products. It has given trade and way of doing business a bad reputation and, therefore, it is a threat to the establisment of business. Although the war industry has a good public image, it does not really matter who is the buyer as long as he pays good money. The proof of this reality was easily verified by finding out what war products and equipment were being used by Iran, Irak, Afghanistan, and other Middle East countries. Over 90% of all war products and equipment were made in the USA, Britain, Germany, France and Russia. Four out of five of these countries are Permanent Members of the United Nations and that means they have almost a 100% control on any proposal submitted to the organization. The fifth Permanent Member missing here is China. Shortly after the September 11 event, the UN Security Council has approved war against the people of Afghanistan. To get China to vote YES they gave China a membership in the World Trade Organization(WTO). Let us now discuss what we mean by 'a nation predator'. A nation predator is a nation that feeds on other nations for its own survival and practices the exploitation of the people and of the resources in those other nations. Eventually a nation predator will invade other nations to control resources they need for their own survival. A nation predator would also invade another nation for the sole purpose of gaining popularity at home before an election. The Middle East is a good example of such behavior. We have discussed in several articles the historical aspects of events happening in the Middle East. Today the United States with Israel are the only outsiders invading the Middle East countries. These outsiders are shaping the political evolution of the Middle East and the destinies of every Moslem country and Afghanistan. Everything, including oil prices (OPEC really have not much saying in this matter), are ruled by the United States. Iraqi President Saddam Hussein predicted that this would happen, and he warned his fellow Moslems. In 1990, he invaded Kuwait (the region of Kuwait used to belong to Irak during the Ottoman Empire period but was made independent by the British in 1922) but America, the Soviet Union, Britain and France ejected Irak from Kuwait. Ever since that time, the status quo in the region has been kept by America. The New World Order now reflects the interests of the victors rather than any universal principles of justice or morality. America has emerged as the principal guardian of Gulf security and the Moslem Civilization was, once more over its history, pushed back into a position of dependence, weakness and subservience, and that is really the old regional order (not the New World Order) in the Middle East. Since World War II, America along with junior partners, Britain, France and Russia, have refashioned the Middle East in their own image, building a new political and territorial order on the ruins of the Ottoman Empire. Despite the efforts of secular and religious local forces who rejected the West's intrusion, America and the junior partners formed states, chose people to govern them, and drawn frontiers between them. But this new order never worked because to Arab nationalists it meant betrayal of wartime promises made by the Allies, military occupation, and the exploitation of resources and of the Moslem people. The Jewish National Home in Palestine further fueled hostility toward the West. The post war order imposed by Britain and the Allies created instabilities and disorder (the Ottoman Empire was stable and had order) throughout the Moslem world. On November 29, 1947, the United Nations passed a resolution partitioning Palestine into two independent states, one Jewish and one Arab. The Jewish accepted the resolution and called their land Israel, but the Moslem states rejected it and sent their armies to regain the land but lost the war against Israel. The Palestinians lost their land and have been without a homeland ever since. They became refugees on their own land. Israel's occupation of Moslem land and refusal to recognize the national rights of the Palestinians were the fundamental problems. The State of Israel made its entrance into history in a war against the Moslems. Throughout this period America was a major support in lobbying the UN partition plan and in the birth of the State of Israel. In the aftermath of World war II there were numerous Arab-Israeli wars namely the: a) 1948 Palestine war; b) 1956 Suez war; c) June 1967 Six-Day war between Israel and Egypt/Syria/Jordan; d) 1969-70 War of Attrition between Israel and Egypt; e) October 1973 Yom Kippur war between Israel and Egypt/Syria; and f) Israel's June 1982 invasion of Lebanon. g) In 2001, the Jews of Israel declared war against the Palestinian refugees. After each war America became gradually committed to the security and well-being of Israel. America maintained Israel's superiority over Moslems through regular infusions of money and arms. During the Cold War America had a strategic interest in containing Soviet influence and its expansion in the Middle East. The money and arms given to Israel was used to fend off challenges to American interests from radical, Islamic, and Soviet-backed forces. The American support of Israel was criticized by the Arab Middle East and the Islamic world and has fed the radical Islamic fundamentalist movements. Another strategic interest of the United States was the need to preserve access to two-thirds of the world's known petroleum reserves. In the late 60's and during the 70's, America's defeat in the Vietnam War had profoundly disillusioned the American people about the necessity of always being upfront to the defense of their strategic interests in the Middle East. They chose to rely on friendly local powers as regional policemen: Israel, Iran and Saudi Arabia. They sold arms(at some point in time America agreed to sell anything to the shah of Iran but not nuclear weapons) to Iran and Saudi Arabia and provided them with technical assistance (at costs of course). In Iran, the arms sales increased tremendously as American companies scrambled for lucrative contracts. The overspending on arms led to inflation and corruption as American company officials offered "commissions" in return of government contracts. The increased exposure to Western ideas contributed to Iranian domestic problems, disturbed Islamic fundamentalists and alienated the Iranian people from their rulers. America used the shah to weaken the Soviet Union and its allies, especially Irak, in Central Asia. In the mean time, the Soviets sold arms to Irak. For the White House, the Kurdish people in northern Irak, and the people from Iran and Irak were all pawns in a geopolitical game, supporting them only as long as they were useful. America tilted first toward Iran but will tilt in favor of Irak when circumstances change and when it deemed such a tilt advantageous. This strategy built suspicion and resentment of America on all sides and the long-term consequences were not understood (as we have seen what happened on September 11 2001). In 1979 the Ayatollah Ruholla Khomeini overthrown the shah of Iran, the Pahlavi dynasty. With the collapse of the shah's regime, a decade of efforts to develop a viable Gulf strategy ended in failure. America lost a close friend but also prestige and credibility. It also lost its links to the Iranian military, its monitoring stations near the Soviet frontier, and a very important arms buyer. The oil-price also want up to $34 a barrel. Khomeini had criticized the shah's subservience to America and its alliance with Israel, potraying them both as evils to Islam. The Islamic Revolution turned America and other former allies into enemies. Khomeini regarded both the Soviet Union and America as equally guilty of imperialism. Khomeini wanted to spread the Islamic system of government to the corrupt pro-Western and anti-Islamic countries of the Gulf. Khomeini call to Iraqi Shiites to overthrow the Iraqi President Saddam Hussein and establish an Islamic state. In December 1979, the Soviet invaded Afghanistan. America feared that the invasion was a prelude to Soviet expansion in the Gulf. On September 22, 1980, Iraqi President Saddam Hussein launched a massive attack on Iran. It was believed that America was an accomplice in the Iraqi attack on Iran. Iraq had a military advantage as Iran was missing its principal source of arms and spare parts. In November 1979, followers of Khomeini seized American hostages. In October 1980, for no apparent reason, Iran announced the release of the hostages. A short while later the embargo on arms to Iran was reversed and Israel was allowed to sell several billion dollars' worth of American-made arms, spare parts, and ammunition to Iran. Money made enemies good friends. The Love-Hate relationship between America and Israel on one side and Khomeini and Hussein on the other side was erratic and contradictory. Money could buy anyone in the Pursian Gulf, even Israel and America. Eventually, Israel made its own arms sell deals without America's permission. America and Israel wanted the Iran-Iraq War to continue forever. There was plenty of money to make from both sides. The Soviet Union condemmed Iraq for starting the war and suspended arms supplies. In 1982 Iran invaded Iraqi territory. Moscow resumed arms supplies to Iraq. At the same time America feared the Iranian military victory which would mean the expansion of Islam. America tilted towards Irak. America also resumed arms sales to Iraq and restored diplomatic relations. Now the Love-Hate relationship between America and Iraqi President Saddam Hussein was very real. Once again money made old enemies good friends, and bought Israel and America. Both Israel and America were selling arms to both sides at the same time (the Iran-Contra scandal in the US) just to keep the war going. America's credibility in the eyes of the Arab allies was seriously damaged. Because of pressure at home, America intervened actively in the Iran-Iraq War by tilting on Iraq's side. America established an arms embargo against Iran. On July 1988 Iran capitulated. America's policy toward Iran and Iraq had been incoherent, inconsistent, dishonnest, erratic, and mostly aimed at making money. Strictly business! A profit-making international policy! And Saddam Hussein ended up becoming a junior partner with the US in preserving the status quo in the Gulf. The war did not resolve anything. The threat each regime presented the other was still existing after the cease-fire. In 1990 Iraq invaded Kuwait, its former land. The Americans launched Operation Desert Storm to remove the Iraqi forces from Kuwait, and hoping to create a "New World Order" where the rule of law governs the conduct of nations. This New World Order was meant to rally support from local powers but it turned out to be much of the same thing to the Moslem population: status quo, stability, based on the same states and frontiers, and it recognized only state rights and not that of individuals or group rights. It showed that Islamic fundamentalists were not welcome and would never succeed in a democratic framework. Democracy and human rights were not even mentioned, just as if Moslems were not evolved enough as human beings and could not possibly understand the higher thinking of democracy and that of human rights. Maybe Americans thought that, because of their non-Christian religion, Moslems were barbarians and could not be considered as part of the Human Family, the Earth Government. The New World Order was an illusion for covering American hegemony in the Middle East. It allowed Saddam to defeat the Kurdish and Shiite uprisings as a pre-condition to ending the war. The New World Order also allowed the Jews in Israel to occupy Arad lands in Palestine which is something unacceptable to the Islamic Civilization. Americans committed themselves to provide Israel with an unlimited economic, monetary, technological, diplomatic and military assistance. They wanted Israel to maintain its military edge at all costs. America also provided Israel with aid for large-scale housing projects on the West Bank. America remained hostile to the PLO. After understanding these historical events, dont you think Americans and Jews should say me-aculpa for the September 11 events in the USA ? In some ways I feel responsible as well as I should have criticized the American policies in the Middle East and may be they would have changed. Are we responsible adults or are we going to hide behind hate and revenge like irresponsible children? When are we going to look within ourselves and examine our Way of Life, our values, and start to take some responsibility of the September 11 events? All of us. The West is responsible for countless territorial disputes in the Middle East and in other parts of the world, and has denied several countries' very right to exist, and caused numerous wars and struggles for national liberation. Current conflicts in the Middle East are between Moslems and Jews, and Moslems and America. By making an astronomical profit through the selling of arms, war products and equipment to all of the Middle East countries, including Iran, Irak and Afghanistan, and by sucessively calling these old friends their new enemies and terrorists, and destroying their countries, America and Britain have shown that they could never be trusted. Since the Cold War is over, the only American interests in the Middle East are the cheap crude oil and the protection of Israel. The Jews come first even if it mean to fight and annihilate the entire Islamic Civilization with nuclear war heads. If you have any doubt that they would do such an atrocious crime, ask the people from Japan and also, ask the Russians as they have back off from rubbing their noses with those of the American and the British. They are looking for an excuse big enough for doing it. The September 11 event was not big enough. And it would not matter whether or not they have solid proof of who is guilty of the attack. No one has claimed responsibility of the September 11 event and, therefore, there are no solid proof of who could have done such a terrible act. If there had really been a solid proof it would have been easy to prove it in the Earth Court of Justice. America assume all Moslems are guilty. Moslems have had more than enough of the American and British imperialism in the Middle East. There is no such thing as one person, Osama bin Laden, being guilty of the September 11 event. It is ridiculous what the News Media Controlled Industry of the West is trying to make us believe. The media was told "Look for the leader and throw all you have got at him, and if there is no leader we will make one". Americans once again are invading a country in the region of the Middle East, Afghanistan, to look for the leader and his "gang of terrorists". We say that they are not people like we are, and they should be stopped. The reality is that they are Moslems people, more than a billion of them. After World War I, following the destruction of the Ottoman Empire, the European powers created states and appointed officials to administer them. A lot of what was created had no legitimacy for the people of the Moslem Civilization and Western domination brings much of the same kind of hegemony in the region as with the British. They have had enough of outsiders exploiting them for profit and power, of being used and killed, and their communities destroyed. The act of terrorism of September 11 was not caused by a group of lawless people with Osama bin Laden as their leader. No! The act of terrorim was the result of an entire Moslem Civilization telling America, and any new outsiders, to butt out of the Middle East or else they will come to our land and do the same to us. Killing Osama bin Laden and his people will not solve anything. It will make the American people feel better for a while. The News Media Controlled Industry of the West will make sure that the American feel good about having caught and punished the guilty ones. The American people are way more intelligent than this. They know something is not right! Something right has to be done and invading Afghanistan is not the answer. Invading the entire Moslem world is not the answer either. The only strategic interests America has in the Middle east are the oil, selling arms and Israel. We can buy the oil like we have done in the past. Better even we should find an environmentally friendly source of energy. Oil is creating global warming and will bring about the extinction of Life on Earth. Selling arms is evil. We know that so why are we doing it? Money? I certainly never got a penny off selling arms so who is making all those trillion of dollars? There were astronomical amounts of money made by the war industry ever since World War I. We have armed the Moslem people, and then we have destroyed them. The war industry is evil and should be shelved for good.
It has become a necessity to implement a total embargo on all US, Russian and European Union nations mass destruction chemicals, nuclear war
heads, weapons, war products and war equipment. These are the countries that have developed and manufactured the weapons of mass destruction. They are also
the countries that have been exploiting the developing countries everywhere in the world and especially in the Middle East, and without due respect to human rights and
democracy. They are also the countries that have sold weapons of mass destruction to the poor nations of the Middle East for the purpose of making a profit. The "war
industry" throughout the world must be put to a complete halt and shelved forever from humanity. The Earth Government is asking all peoples never again to buy there
products. The war industry is the "Mother of all evils in the world". All persons working, directly or indirectly, for the war industry, are responsible and accountable to
humanity and to God for anything happening to their products after they are sold. Even here in Ontario, Canada, we manufacture weapons and war products. Workers go
home happy after a good day of work. They have to pay for their mortgages and make car payments and others. They are mostly Christians. When they go to work, they
leave their religious beliefs at home. Ethical and moral values no longer touch them. They dont think that are actually responsible and accountable for spreading evil all
around the world. They think they are "good people", good citizens. Every single bullet you manufacture you are responsible and accountable for it, all of you from the
President of the company to the employee on the industrial line. Our Society holds responsibility and accountability as well. And if that bullet happened to be a nuclear
war head then it becomes even more imperative to held the manufacturer and the people involved responsible and accountable. It is the same idea for any consumer
product in any industry. You manufacture, produce, mine, farm or create a product, you become responsible and accountable of your product from beginning to end (to
the point where it actually becomes a waste; you are also responsible for the proper disposable of the waste). If a person does anything consciously to damage or
destroy the life-support system of the Earth, the ecosystem, and if that person creates or is involved directly or indirectly with conflicts or wars, the Soul of that person is
facing the Soul of Humanity. Right now! That Soul is facing the Soul of Humanity right now where all Souls are. God creates particles in places in the Universe, and
there is a need for a Soul to serve God in all of those new particles. There is also a need to replace the Souls living in particles between the oldest galaxies and have
them come to Earth to taste life. These Souls have been in those particles for more than fifteen billion years and yes, they will be pleased to replace these old Souls on
Earth who have gotten too fat for their bellies (a figure of speech) and would rather not bother about the Earth ecosystem and the survival of life on Earth. All Souls within
the mineral and plant domains on Earth will also be asked to move up to a higher level, that of the lifeforms. This process has already started a short while ago. In less
than a generation a very large number of Souls will be leaving Earth forever and new Souls eager to learn about life in all forms will be replacing them. These new Souls
will learn to manage with the living. The merging of all Souls to form the Soul of Humanity may affect significantly this entire process. God prohibits killing, and no
exception at all ought to be made to the commandment that it is always wrong to kill. The sanctity of human life is unconditional. A short while ago God, Allah, has
spoken to humanity once more. The New Age Revelations are His Word. His Revelations are to be added to previous ones revealed thousands of years ago. Together
they are God's Word, and they will guide humanity for the thousands of years to come. His Word reinforce His compassion and love for humanity and His care for all living
inhabitants on Earth and of Earth itself. God has said: "Thou shall banish war as a solution to problems between communities. All Souls involved with war, directly or indirectly, shall face the Soul of Humanity to be purified. All Souls involved in the making of weapons, war product and equipment shall be facing the Soul of Humanity." To be purified means a Soul loses all of its attributes as a Human Soul. Then the Soul will be asked to leave Earth forever and to serve God in a particle in the empty space between the oldest galaxies of the Universe. There will be no interaction with an other particle. The Soul will never see the light again. Earth Government is promoting the settling of disputes between nations through the process of the Earth Court of Justice. War is the greatest violation of human rights that one people can inflict on another. It brings deaths and injuries, starvation, diseases, millions of people losing their homes and livelihoods, and massive destruction of property. Children and teenagers are placed in internment camps, and several are often forced to serve as soldiers. War not only corrupts the morals of soldiers, it leads to a decline in the morality of the whole nation. Political and military leaders are always convinced that their particular war is justified. From their point of view, there are several reasons to go to war: loyalty to allies, religion, a thirst for power, greed, ancient grievances to be settled, or the desire to alleviate suffering among their people. A nonviolent settlement to a conflict would always be more advantageous. War is self-defeating because it cannot secure what it sets out to achieve, protection against attack. The hatred for the enemy whipped up by war and the desire for revenge among the losers leads to an accursed vicious circle from which there is no escape. The difference between agressive and defensive, or just and unjust wars, is ridiculous. They are tags each side adopted to suit its interests. Not the courage it takes to go into battle but the courage to organize resistance to war when a bloody taste for it inflames the world, and the threat of prison in a nation where the human rights and freedom of expression have diminished significantly. It is about the courage to say NO to the war industry. It is an industry that destroys life on Earth, corrupts society, and violates morality. Military intervention in the affairs of other nations is wrong. There are other ways, there are peaceful ways, ways that are not based on profit-making and the gain of power for itself. We are conscientious objectors, "nonresistants". That word comes from Jesus, opposing the use of violence: "Ye have heard that it hath been said, an eye for an eye and a tooth for a tooth: but I say unto you, that ye resist not evil: but whosoever shall smite thee on thy right cheek, turn to him the other also." The evil is the war industry. In the Sermon on the Mount, Jesus develops the ethic of nonviolence and love of the enemies. Early Christians were probably the first individuals to renounce participation in war unconditionally. "Blessed are the peacemakers: for they shall be called the children of God." And he told Peter, "All they that take the sword shall perish with the sword." Christ has taught us to show mercy, to forgive enemies, to put up patiently with oppression, to return only good for evil and love for hatred and, therefore, war is inconsistent with the Spirit of Jesus Christ. This shows that a Christian should take no part in war, never, in any way. This all means that violence is futile in the long run. To respond to violence with violence is only perpetuating a vicious cycle of violence. God prohibits killing, and no exception at all ought to be made to the commandment that it is always wrong to kill. The sanctity of human life is unconditional. A short while ago God, Allah, has spoken to humanity once more. The New Age Revelations are His Word. His Revelations are to be added to previous ones revealed thousands of years ago. Together they are God's Word, and they will guide humanity for the thousands of years to come. His Word reinforce His compassion and love for humanity and His care for all living inhabitants on Earth and of Earth itself. God has said: "Thou shall banish war as a solution to problems between communities. All Souls involved with war, directly or indirectly, shall face the Soul of Humanity to be purified. All Souls involved in the making of weapons, war product and equipment shall be facing the Soul of Humanity." There are several reasons for objecting to war: religious, moral and political. People have different degrees of refusal to go to war. Absolute pacifists such as the Earth Government will not cooperate with any preparation for war as decided by the war industry, let alone war itself. Others will accept some kinds of service so long as they are not forced to fight. And others are willing to fight in "just wars." The idea of the "just war" began with St. Augustine. Late in the fourth century he argued that the good Christian, barred from doing violence on his own behalf, could take arms in a war that was just. Several theologians now say that the standards for a just war are: a) War must be the last resort and used only after other means have failed. b) War must be declared to redress rights actually violated or for defense against unjust demands backed by the threat of force. It must not be fought simply to satisfy national pride or to further economic or territorial gain. c) The war must be openly and legally declared by a legal government. d) There must be a reasonable chance of winning. e) The means used must be in proportion to the ends sought. f) Soldiers must distinguish between armies and civilians and not killed civilians in purpose. g) The winner must not required the utter humiliation of the loser. It can be debated whether any war has ever satisfied all these reasonable conditions. There werer always Christians who rejected violence. They believed Christ's way was the pursuit of peace. During the Crusades, from the eleventh to fourteenth centuries, Christians fought to recover the Holy Land from Islam, and the Church plunged into extreme violence and cruelty. Even then there were some who had the courage to criticize the theory and practice of their time. They were like the early Christians in denouncing war. Only now they were not rebelling against a heathen empire but against the wordly Church. In their opposition they formed sects, separate from the official Church. Their pacifist convictions found their source in a return to the Bible. These awakened Christians went back to the fundamental ideas of Christianity, to the New Testament, and took the Sermon on the Mount as their ideal. The people of the Earth Government are dedicated in using our resources to resolve conflict, promote democracy, and fight hunger, terrorism, disease, and human rights abuses. In order to bring about the event of peace, the Earth Government is offering other good organizations around the world to work together to bring warring parties to peace. We can accomplish this task by concrete actions such as: a) Tracking armed conflicts within and between nations around the world and offering assistance in dispute resolution; b) Promoting human rights and democracy; c) Monitoring democratic elections;and d) Educating the public about the advantages of a peaceful solution to any conflict. Earth Government has given back responsibility to every citizen on Earth. Everyone shares responsibility for the present and future well-being of life within Earth Community. We will work together in working out sound solutions to local and global problems. It would be wrong and dishonest to blame it all on the leader of a country. Most problems in the world must find solutions at the local and global community levels (and not assume that the leader alone is responsible and will handle it). There is a wisdom in the ways of very humble people that needs to be utilized. Every humble person deserves to have ideas respected, and encouraged to develop his or her own life for the better. Sound solutions to help manage and sustain Earth will very likely be found this way. Everyone can help assess the needs of the planet and propose sound solutions for its proper management, present and future. Everyone can think of better ideas to sustain all life on Earth and realize these ideas by conducting positive and constructive actions. When there is a need to find a solution to a problem or a concern, a sound solution would be to choose a measure or conduct an action, if possible, which causes reversible damage as opposed to a measure or an action causing an irreversible loss; that is the grassroots process. Earth Government can help people realized their actions by coordinating efforts efficiently together. The responsibility of a peacemaker is to settle differences through compromise and negotiation before they erupt into violence. Conflicting views do not have to bring about fighting. War is an irreversible solution to a problem. War is never an appropriate solution to resolve a conflict. The worst environmental degradation happens in wars. Farm products in fields and livestock are abandoned, there is no more control on toxic wastes, and water, air, and land are polluted. People are displaced and feel no longer responsible for the quality of life in their communities. Historically, the industrialized nations have caused the most damage to the environment, with their careless technology and policies. Emissions from factories and vehicles have caused ozone depletion and acid rain. Leaders of the wealthier nations must be willing to accept responsibility for past mistakes and to help pay the financial burden for environmental protection of the developing nations. This is the most damaging conflict of interests between the rich industrialized countries and those that are poor and struggling just for existence. The Earth Government must help wealthy and poorer nations reach a better understanding of each other's needs. All aspects are interrelated: peace, human rights and the environment. The poor is more concerned with ending starvation, finding a proper shelter and employment, and helping their children to survive. Environmental issues become meaningless to the poor. In reality, all concerns are interrelated. As soon as the environment is destroyed beyond repair, human suffering is next. Ecology has no boundaries. All nations suffer the effects of air pollution, global warming, loss of biodiversity, soil erosion, acid rain, ozone depletion, silting of streams, and countless of other environmental problems. When both parties feel they have gained more than they have lost from the process, the outcome is a win-win settlement for peace. By observing the Universe, the galaxies, we are observing and studying God. We are seeing His magnificence, His greatness, and His complex making. There is more to the Universe we observe today, that is there is more to God, much more. God is self-existent, eternal and infinite in space and time Follow God's Word. The Divine Plan for humanity is: a) for everyone to manage Earth responsibly, and b) about to reach the stars and spread Life throughout the universe and thus help other Souls to evolve and serve God in the best possible ways. Politicians create wars. They send the military to solve their problems, satisfy their interest and needs, and destroy the problems or create new ones to be in line with the war industry lobbying. The political game is as deadly as the military game. Peace is the worst enemy to both the potical and military people as peace does not pay for monthly mortgage bills, car payments and lust of the people living off the war industry. It was estimated that in the United States alone the war industry feed over fifty million Americans and has a monthly budget of more than ten trillion american dollars. These people are evils. All of their Souls have already been purified. They will never see the light again. Earth Government is promoting the settling of disputes between nations through the process of the Earth Court of Justice. Justice for all is what we want. Ever since the end of World War I the British tried to colonize the arabs and Moslems of the Middle East and surroundings. Over the past two years, we have proven in articles of several of our Newsletters that the British and American peoples have tried to invade and colonize the Arabs and Moslems of the Middle East. Israel is the Trojan Horse to achieve their goal. Back in 1947, the US have coerced the United Nations to create the State of Israel. It was an illegal and arbitrary process (or the lack of it) that created the State of Israel. There was never a Referendum conducted in the region to find out if there were any reason at all for the creation of Israel (at the time there were only a few Jews in the region) against the will of over one billion Arabs and Moslems. The reason was colonization and invasion of the Middle East for profit and self-interests. Brut and simple exploitation of the people of the Middle East and of their resources. Another invasion but different than the invasion of Vietnam and of other Peoples by the same invaders. After World War II, at the UN, it was easy for the US to get all the allies on their side. The Five Permanent Members of the UN (Great Britain, France, China, US, Russia) had no objection and all passed the resolution that created the state of Israel. That was all that was required. No process! All political! Politicians created the State of Israel without any reason except preparing grounds for a systematic invasion of the Middle East and the exploitation of the Arabs and Moslems and of their resources. In Canada, every province have jurisdiction over their resources. Ask to the Premier of Alberta what he would say if Ottawa was to create a new agency to manage or take over the resources within his province. He would probably seperate from the rest of Canada and join the US. So why would it be any different in the Middle East? Dont people from other nations have the rights to own and control their resources? The US do not think so. We are asking the US to justify their action in the Earth Court of Justice (not in the news media which they own and control). We want Justice for all and universal. We want a process for the creation of new nations. We want the Earth Court of Justice to be an independent and impartial body that will create the process and verify it for the case of the creation of the State of Israel. Earth Government is promoting that the creation of a new nation does not have to be at the expenses of human lives and destruction of an entire world. It can and should always be done through a decision made by a higher Court. Earth Government has broadened the traditional focus of the security of states to include both the security of people as well as that of the
planet. Global security policies include: * every person on Earth has a right to a secure existence, and all states have an obligation to protect those rights
In the past, security was thought as better accomplished through military means. Expanding the military capabilities and forming alliances
with other nations were the only way to 'win'. Today wars are unlikely to produce winners. The Earth Government is all over the planet. Ethnic
groups are everywhere. Some say there are more Italians in Montreal, Canada that there are in Italy. So we would fight our own people? Wars truly
make no sense! The world is too crowded and too small nowadays! And weapons too lethal! So security cannot be achieved through the military. The
only job the military should be asked to do today is to protect the global life-support systems. These systems have the highest priority
on the Scale of Human and Earth Rights and are certainly more important than any of the other rights on the Scale including security. Simply because without life there is
no other right possible. Without Oxygen there is no life! Without clean water there is no life! So protect life on Earth at all costs.
Wars are the biggest threat to life and the ecosystem of the planet. Primordial human rights come next on the Scale of Human and Earth Rights. Without a shelter life will still exist in some places but is not possible in cold place.

So security must be achieved by other means than wars. We might as well shelved the war industry from humanity right now and that means phasing
out all nuclear, biological, chemical weapons right now. No waiting! That also means having inspectors verifying the phasing out in
all nations of the world, and not just in some Middle East country. The nature of global security has changed since the rise of the Earth Government.
Security used to be about the protection of the state and its boundaries, people, institutions and values from an outside threat. Earth
Government will emphasize as a priority the prohibition of external interference in the internal affairs of sovereign states. Today the security of
people within the Earth Government is just as important as the security of states. Citizens must be secure. Earth Government is just as important as the security
and life of citizens and states.
There are many threats to security other than the threats to the global life-support systems and threat caused by weapons of mass destruction and the threats to the sovereignty of a state, and they include: * the proliferation of conventional small arms Global security can only be achieved if it can be shared by all peoples and through global co-operation, based on principles as explained in the Charter of the Earth Government such as justice, human dignity, and equity for all and for the good of all. All people and states are protected by Earth Government.

We define Earth governance as the traditions and institutions by which authority in a country is exercised for the common good. This includes:
(i) the process by which those in authority are selected, monitored and replaced, The quality of Earth governance is reflected in each local community worldwide. Earth Government will show leadership by creating a global civil ethic within the Earth Government. The Charter of the Earth Government describes all values needed for good global governance: mutual respect, tolerance, respect for life, justice for all everywhere, integrity, and caring. The Scale of Human and Earth Rights has become an inner truth and the benchmark of the millennium in how everyone sees all values. The Scale encompasses the right of all people to: * the preservation of ethnicity The Charter is itself a statement for the fundamental rights of all citizens, ensuring the rights of minorities, one vote per million people from each state government. When member nations vote during any meeting they are given the right of one vote per million people in their individual country. That is the most fundamental community right, the right of the greatest number of people, 50% plus one, and that is the 'new democracy' of the New Age Civilization. Governance of the Earth will make the rule of arbitrary power--economic (WTO, FTAA, EU), political, or military (NATO)-- subjected to the rule of law within global society, the human family. Justice is for everyone and is everywhere, a universal constant. Earth Government has no intention of changing the status and privileges of state governments. In fact, state governments become primary members of the Earth Government. Global governance can only be effective within the framework of a world government or world federalism. There is no such thing as global governance through the work of a few international organizations such as the WTO, the EU, or the United Nations dictating to the rest of the world. These organizations are heading in the wrong direction and are causing conflicts between nations, doing away with democracy, increasing the gap between rich and poor, and creating a culture of violence worldwide, terrorism being a small example of what they can do. Earth Government allows people to take control of their own lives. The Earth Government was built from a grassroots process with a vision for humanity that is challenging every person on Earth as well as nation governments. Earth Government has a vision of the people working together building a new civilization including a healthy and rewarding future for the next generations. Global cooperation brings people together for a common future for the good of all. Earth governance does not imply a lost of state sovereignty and territorial integrity. A nation government exists within the framework of an effective Earth Government protecting common global values and humanity heritage. Earth governance gives a new meaning to the notions of territoriality, and non-intervention in a state way of life, and it is about protecting the cultural heritage of a state. Diversity of cultural and ethnic groups is an important aspect of Earth governance. Earth governance is a balance between the rights of states with rights of people, and the interests of nations with the interests of the Earth Government, the human family, the global civil society. Earth governance is about the rights of states to self-determination in the global context of the Earth Government rather than the traditional context of a world of separate states. Although the Earth Government ensures state governments that it will obey the principle of non-intervention in domestic affairs, it will also stand for the rights and interests of the people within individual states in which the security of people is extensively endangered. A global consensus to that effect will be agreed upon by all nation states. Effective Earth governance requires a greater understanding of what it means to live in a more crowded, interdependent humanity with finite resources and more pollution threatening the global life-support systems. The Earth Government has no other choice but to work together at all levels. The collective power is needed to create a better world.
The Earth Court of Justice will hear cases involving crimes related to the global ministries.
It will have the power to rule on cases involving crimes related to each one of the ministries. The invasion of nations such as those of the Middle East and Afghanistan are crimes against humanity and will be prosecuted. The Earth Court of Justice has listed America as the first nation to be prosecuted for a global environmental crime. Because the leader of the USA was responsible for not signing the Kyoto Protocol, President George W. Bush will be first to appear in Court. The reality here is that every American is on trial here. A large majority of the consumers in USA are also responsible for producing the deadly gas causing global warming, and they are all on trial. The same goes for every person on Earth producing the deadly gas. The gas is just as deadly as the gas that murdered millions of Jews during World War II. It is even more deadly as it is destroying the global life-support systems of all life on Earth. We are killing billions of human beings and countless life species. Americans have closed their conscience to the reality of life on Earth. Justice must prevail to stop the "killing fields". And therefore they are guilty as charge. It is a crime against humanity and all life on Earth not to ratify the Kyoto Protocol. It is a terrible crime against the global life-support systems, against the very existence of the next generations. On the Scale of Human and Earth Rights the crime is of maximum importance. There is no need to wait for the election of the Earth Government to create the Earth Court of Justice. The Court can be formed now and incorporated to the Earth Government later. Prosecuting criminals on the basis of universal jurisdiction regardless of a territorial or nationality nexus required a solid commitment of political will from national governments and Earth Community. Once in effect, the Earth Court of Justice will become the principal judicial organ of the Earth Community. The Court will have a dual role: to settle in accordance with international law the legal disputes submitted to it by national governments, local communities, and in some special cases by corporations, non-government-organizations and citizens, and to give advisory opinions on legal questions referred to it by duly authorized organs and agencies. The Court will be composed of judges elected by the Elected Representatives Council and Earth Security Council. It may not include more than one judge of any nationality. The Members of the Court do not represent their governments but are independent magistrates. The judges must possess the qualifications required in their respective countries for appointment to the highest judicial offices, or by jurists of recognized competence in international law. The composition of the Court has also to reflect the main forms of civilization and the principal legal systems of the world. The Earth Court of Justice will hear cases involving: * nation states

The Earth of Justice will handle environmental damage cause by the U.S. military action. The Earth Community has classified the damage as a criminal liability for military personnel and/or their contractors. The war industry has become a liability to humanity.
Worldwide, there are as many as 120 nations with electoral democracies. Several nations are struggling to have political rights and civil liberties.
Most of Africa and Middle and Far East nations are without electoral democracies. Is democratization a global long-term trend? Is democracy as we
know it today a good thing? Will it pass the test of the global problems humanity is facing today? How successful is democracy in a country such as India? the United States? Britain?
What indicators could measure success or failure? What improvements could make democracy a better political system? Each and everyone of us on Earth was born free and equal in dignity and rights. Respect for human and Earth rights and fundamental freedoms is one of the characteristics of a democracy. The typical fundamental freedoms of a democracy (freedom of expression, thought, assembly, and association) are themselves part of human and Earth rights. These freedoms can exist everywhere. Democracy is a political system based on the participation of the people, global cooperation. It foresees the separation of powers among the judiciary, the legislative and the executive authorities, as well as free and regular elections. To be successful, a newly formed democracy requires a long-term economic stability, multiparty elections, a written constitution, a free press, a legal reform with an independent judiciary and good pro-democratic leadership. We have seen Britain and the United States helping other nations become democracies. Help was in the form of military action. How successful was forcing democracy into a people using the military? After World War I, following the destruction of the Ottoman Empire, the European powers created states and appointed officials to administer newly created democracies in and around the Middle East. A lot of what was created had no legitimacy for the people of the Moslem Civilization and Western domination brings much of the same kind of hegemony in the region as with the British. Since World War II, America along with junior partners, Great Britain, France and Russia, have refashioned the Middle East in their own image, building a new political and territorial order on the ruins of the Ottoman Empire. Despite the efforts of secular and religious local forces who rejected the West's intrusion, America and the junior partners formed states, chose people to govern them, and drawn frontiers between them. But this new order never worked because to Arab nationalists it meant betrayal of wartime promises made by the Allies, military occupation, and the exploitation of resources and of the Moslem people. The Jewish National Home in Palestine further fueled hostility toward the West. The post war order imposed by Great Britain and the Allies created instabilities and disorder (the Ottoman Empire was stable and had order) throughout the Moslem world. On November 29, 1947, the United Nations passed a resolution partitioning Palestine into two independent states, one Jewish and one Arab. The Jewish accepted the resolution and called their land Israel, but the Moslem states rejected it and sent their armies to regain the land but lost the war against Israel. The Palestinians lost their land and have been without a homeland ever since. They became refugees on their own land. Israel's occupation of Moslem land and refusal to recognize the national rights of the Palestinians were the fundamental problems. The State of Israel made its entrance into history in a war against the Moslems. Throughout this period America was a major support in lobbying the UN partition plan and in the birth of the State of Israel. Was the creation of Israel, a new democracy based on the military occupation, a success for democratic systems? Is it right for us to create a new democracy using the military? Israel has been at war ever since its creation as a democracy. Is that truly a democracy or is it a military invasion of the Middle East by the United States? How successful were these newly created democracies? What have we truly accomplished? Were the people involved in creating the new democracies or was it because Britain and the United States military forcing new values into the people ways of life, changing their cultural heritage and religion? Earth Government is proposing that: a) different nations may require different political systems at different times What is the most important is not so much being a citizen within a democratic system, but it is first and foremost more important to be in line with the Scale of Human and Earth Rights. That is a community right, the right that the greatest number of people has by virtue of its number (50% plus one) and after voting representatives democratically. All political systems will be improved by increasing education, transparency, accountability, media access, respect for human and Earth rights, tolerance of political opposition, free elections, participation and independent civil society. The Global Community Overall Picture North America The United States has served as a model of democracy to many nations but now they have lost credibility on several grounds: * by not ratifying the Kyoto Protocol, they have shown a total disregard to the protection of life on Earth. What good is democracy when the existence of life on Earth is being threatened by CO2 pollution? All democratic systems are required to be responsible and accountable to humanity. The Scale of Human and Earth Rights places life on top of the Scale and is the most important right to be protected. Countries in Latin America & the Caribbean Less than 50% of citizens vote. Democracy does not have a solid ground for growth. Free-market democracies in the region must include social justice and equity as a way of life. Unless America includes the Scale of Human and Earth Rights and the Charter of the Earth Government to govern the newly proposed Free Trade Area of the Americas(FTAA), than we will see a collapse of democracy in the region, civil wars and the rise of dictatorships. Africa There are only 20 of the 53 African nations with electoral democracies. Authoritarian regimes in the region have been successful because of strong ethnic groups and religious fundamentalism. Dictators might yield their power if they had secure retirement. May be an 'African Council of Elders' composed of former heads of state could be created to advise Africa. Europe Democracy implies not just the mechanics of free and fair elections but the ability of different political parties to choose and, if elected, to implement their freely chosen manifestos. On the face of it, this may appear to be the case. But we need to probe a little deeper. In Britain, there were protests in Genoa, Gothenburg, Davos and at almost every other major summit meeting since Seattle in December 1999. And this disaffection is just the festering tip of a very large iceberg. For underlying these high-profile protests lies a widespread and deepening public disengagement from party politics as evidenced by ever-lower voter turnouts in elections around the world. This is something Tony Blair should know well, having himself been re-elected by only 42% of the vote with a turn-out of just 58%; the lowest since 1929. That means only 25% of those eligible voted for him. So why all the disaffection when the mechanics of democracy seem to be in good working order? European democratization will require the expansion of the EU to the East and South. Unless genuine democracies are created, the former authoritarian regimes of Central and Eastern Europe may come back. Asia & Oceania There are 24 of the region's 39 nations with electoral democracies. Japanese appear indifferent to democratic issues in other nations because democracy was forced into them. Much of Asia supports autocratic governments. China provides stability to its 1.3 billion people.

To achieve our objectives we recommend to: A) Strengthen democratic institutions at all levels, and provide transparency and accountability in governance, inclusive participation in decision making, and access to justice a. Uphold the right of everyone to receive clear and timely information on environmental matters and all development plans and activities which are likely to affect them or in which they have an interest. B) Integrate into formal education and life-long learning the knowledge, values, and skills needed for a sustainable way of life a. Provide all, especially children and youth, with educational opportunities that empower them to contribute actively to sustainable development. C) Treat all living beings with respect and consideration a. Prevent cruelty to animals kept in human societies and protect them from suffering. D) Promote a culture of tolerance, nonviolence, and peace a. Encourage and support mutual understanding, solidarity, and cooperation among all peoples and within and among nations. E) An 'improved democracy' is one that is based on the Scale of Human and Earth Rights and the Charter of Earth Government.

A) Respect Earth and life in all its diversity a. Recognize that all beings are interdependent and every form of life has value regardless of its worth to human beings. B) Care for the community of life with understanding, compassion, and love a. Accept that with the right to own, manage, and use natural resources comes the duty to prevent environmental harm and to protect the rights of people. C) Build democratic societies that are just, participatory, sustainable, and peaceful a. Ensure that communities at all levels guarantee human and Earth rights and fundamental freedoms and provide everyone an opportunity to realize his or her full potential. D) Secure Earth's bounty and beauty for present and future generations a. Recognize that the freedom of action of each generation is qualified by the needs of future generations.
Earth Government promotes a culture based on 'Ecological Integrity'. To achieve our objectives we recommend to:
A) Protect and restore the integrity of Earth's ecological systems, with special concern for biological diversity and the natural processes that sustain life a. Adopt at all levels sustainable development plans and regulations that make environmental conservation and rehabilitation integral to all development initiatives.B) Prevent harm as the best method of environmental protection and, when knowledge is limited, apply a precautionary approach a. Take action to avoid the possibility of serious or irreversible environmental harm even when scientific knowledge is incomplete or inconclusive. C) Adopt patterns of production, consumption, and reproduction that safeguard Earth's regenerative capacities, human and Earth rights, and community well-being a. Reduce, reuse, and recycle the materials used in production and consumption systems, and ensure that residual waste can be assimilated by ecological systems. D) Advance the study of ecological sustainability and promote the open exchange and wide application of the knowledge acquired a. Support international scientific and technical cooperation on sustainability, with special attention to the needs of developing nations.
Earth Government promotes a culture based on 'Social and Economic Justice'. To achieve our objectives we recommend to:
A) Eradicate poverty as an ethical, social, and environmental imperative a. Guarantee the right to potable water, clean air, food security, uncontaminated soil, shelter, and safe sanitation, allocating the national and international resources required. B) Ensure that economic activities and institutions at all levels promote human development in an equitable and sustainable manner a. Promote the equitable distribution of wealth within nations and among nations. C) Affirm gender equality and equity as prerequisites to sustainable development and ensure universal access to education, health care, and economic opportunity a. Secure the human rights of women and girls and end all violence against them. D) Uphold the right of all, without discrimination, to a natural and social environment supportive of human dignity, bodily health, and spiritual well-being, with special attention to the rights of indigenous peoples and minorities a. Eliminate discrimination in all its forms, such as that based on race, color, sex, sexual orientation, religion, language, and national, ethnic or social origin.
Earth Government has adopted the Charter of the Earth Community. It is now called the Charter of Earth Government.
The Charter of the Earth Government is a declaration of interdependence and responsibility and an urgent call to build a global partnership for sustainable development. It is a commitment to Life and its evolution to bring humanity to God. Earth Government has focused people aspirations toward a unique goal: humanity survival now and in the future along with all Life on Earth. The "Belief, Values, Principles and Aspirations of the New Age" of the Charter are closely interrelated. Together they provide a conception of sustainable development and set forth fundamental guidelines for achieving it; they were drawn from international law, science, philosophy, religion, and they were discussed as research papers during the World Congress on Managing and Measuring Sustainable Development - Global Community Action 1 held in August 2000. They are also a part of the August 2002 global dialogue on Earth Management - all Peoples together. The goal of sustainable development is full human development and ecological protection. The Charter recognizes that humanity's environmental, economic, social, cultural, ethical, spiritual problems and aspirations are interconnected. It affirms the need for holistic thinking and collaborative, integrated problem solving. Sustainable development requires such an approach. It is about freedom, justice, participation, and peace as well as environmental protection and economic well-being. The Divine Will was drawn to humanity and is now a part of the Soul of Humanity. The goals of the Divine Will are to enable each one of us to create the higher purpose of humanity, evolve spiritually, serve the greater plan of humanity and evolution of all Life. As never before in history, common destiny beckons us to seek a new beginning. Such renewal is the promise of these Charter "Belief, Values, Principles and Aspirations of the New Age". To fulfill this promise, we must commit ourselves to adopt and promote the values and objectives of the Charter. This requires a change of mind and heart. It requires a new sense of global interdependence and universal responsibility. We must imaginatively develop and apply the vision of a sustainable way of life locally, nationally, regionally, and globally. Our cultural diversity is a precious heritage and different cultures will find their own distinctive ways to realize the vision. We must deepen and expand the global dialogue that generated the Charter, for we have much to learn from the ongoing collaborative search for truth and wisdom. Life often involves tensions between important values. This can mean difficult choices. However, we must find ways to harmonize diversity with unity, the exercise of freedom with the common good, short-term objectives with long-term goals. Every individual, family, organization, and community has a vital role to play. The arts, sciences, religions, educational institutions, media, businesses, nongovernmental organizations, and governments are all called to offer creative leadership. The partnership of government, civil society, and business is essential for effective governance. In order to build a sustainable global community, each individual, each local community, and national governments of the world must initiate their commitment to Earth Government, fulfill their obligations under existing international agreements, and support the implementation of Charter principles with an international legally binding instrument on environment and development. Let ours be a time remembered for the awakening of a new reverence for Life, the firm resolve to achieve sustainability, the quickening of the struggle for justice and peace, and the joyful celebration of life. Our expanding consciousness will blend with that of the Soul of Humanity. Humanity welcomes the "Belief, Values, Principles and Aspirations of the New Age" with Faith in the Divine Will and without fears such as the fear of change. Humanity seeks meaningfull experiences and embraces the future for the better. Divine Will brings forth a sustainable global society embracing universal values related to human rights, economic and social justice, respect of nature, peace, responsibility to one another, and the protection and management of the Earth.
