Global Dialogue on Earth Management - all Peoples together theme Earth Government for Earth Community August 17-22, 2002 Harbourfront Community Centre Toronto, Ontario, Canada Opinions, ideas, and recommendations presented in the articles and letters of the Newsletters as well as those from the research papers form a basis for discussion during the Global Dialogue. Participants will also bring their input for discussion. Sessions are held at the physical site in Toronto and on the Internet. Sessions on the Internet follow the same format as per the World Congress on Managing and Measuring Sustainable Development - Global Community Action 1 held August 2000. The theme for the Global Dialogue Earth Management - all Peoples together is about: i) Establishing a permanent global dialogue on measuring and assessing sustainable development, and on providing Earth management policy solutions to ensure a sound future for Earth; discussion roundtables and brainstorming exercises conducted on the Internet and at the physical site in Toronto will help in establishing this dialogue; ii) Establishing the Global Community Assessment Centre (GCAC) that will coordinate the assessment of local and global indicators along with other national and international organizations; establishing sustainable development accounting and valuation; make results available to governments, research institutions, NGOs, and to Earth Community on the Internet; iii) Providing gross global indicators to Earth Community: 1. Gross Environmental Sustainable Development Index (GESDI);
iv) Establishing a benchmark for the 21st Century and a scale of values for assessment; v) Presenting a Global Code of Ethics, the Charter of the Earth Community, the Scale of Human and Earth Rights, and a Vision of Earth in Year 2024; vi)
History will show that the end of the Cold War has sounded the beginning of the end of superpowers. September 11 has sounded the end of the last
attempt of the United States in ruling the world to its own image. There are no more superpowers in the world. Issues to be discussed or presented during the August 2002 Global Dialogue will of the kind related to issues on Earth Management: All papers and/or discussions must relate to the idea of finding a sound
balance amongst the interactions of the four quality systems: environment,
economic development, availability of resources and people aspects. (i) Energy

How could any person claim to have the wisdom to know what is right (and / or wrong) as a guideline and focal point for aspiration? Writing about charter building for the ECO is even more difficult, because this organization has invoked the Divine Will as a guiding principle. Human consciousness collectively, presently identifies with lesser groupings such as nations, religions, or ethnic groupings. Such separative identifications provide the seeds for enormous conflict and suffering in today's world. The nation-state evolved from the Middle Ages feudal kingdom whose primary role of government was military defence and warfare. Though today, once every few years we choose our authority figures through elections, the feudal relationship of community submission to an impersonal authority patronisingly making decisions behind closed doors, remains essentially the same. It is possible however for a new type of participatory democracy to emerge, that will transform nationalism into a living, vital and spiritual entity that contributes to the general good of the community of nations and not as a means of self-glorification. For such a transformation to happen, it will be vital that people gain the right to participate directly in the processes of government, and particularly in those decisions that affect their lives.

Protection of the environment for present and future generations is one of the greatest moral responsibilities for the humankind. This paper looks at the importance of the nvironment in the main sources of Islamic instruction, namely the Koran and Prophet's Hadiths (teachings). These texts turn out to be on the side of conservation, the emphasis being on respect for creation, the protection of the natural order and avoidance of all wasteful activities which may cause injury to the environment. These positions are contrasted with the views expressed by political Islam, which has become influential in a large part of the Muslin world and rejects the conservation measures advocated by Western writers. This article will focus on their UN recognized rights within their consumption role and how these rights impact the human rights of global citizens. This article is based on the premise that people are part of a global, human family which engages in a consuming role in a capitalist society. Since capitalism cannot survive without continuous consumption, consumption has been deified in our consumer society. If we accept that we live in a human family, we have to be concerned with the human relationships that emerge during family functions, especially the function of production and consumption. The basic argument of this discussion is that people need to change their approach so that they put people, relationships and sustainability first, and profits, wealth, growth and progress second or, at the least, strike a better balance between the two polarities. When this change happens, the goals of social equity and ecological soundness will become integral with economic efficiency and consumers will see themselves in relation to other people and the environment. Paper title: Meeting the Kyoto Targets: The Importance of Developing Country Participation (the market of tradable permits from no emissions trading to full global trading). This paper investigates the implications of progressively broadening the scope of the market of tradable permits from no emissions trading to full global trading. We start with the no emissions trading case where each country must individually meet its Kyoto targets. Next, we consider a case where trading of emissions permits is limited to countries only. We then expand the scope of the market to include all the countries but China. Finally, to investigate the role China plays in bringing down countries' compliance costs, we further broaden the market to include China into full global trading. Our results clearly demonstrate that the gain of the OECD as a whole increases as the market expands, that developing countries themselves benefit from such an expansion too because it not only provides them for additional financial resources, but also helps to cut their baseline carbon emissions by a big margin. By contrast, the former Soviet Union tends to become worse off as the market expands. The potential conflict of interest between the former Soviet Union and developing countries underlines the importance of establishing clear rules of procedure about admitting new entrants before emissions trading begins.
