I read through all of the materials a month or two ago, but couldn’t figure out any other way to sign up other than to write to you. As you may know I am one of the key organizers of the Coalition for a World Parliament and Global Democracy; coordinated a World Parliament e-Forum for a couple of years discussing a new architecture of Global Governance; and traveled to Libya for a week with the WCPA folks.

To be honest with you, part of the reason that I have not made more of an effort to participate in your activities is that it has sometimes seemed that you have focused too much on saying that you have THE answer, or THE model that is right and is going to work. I think we sometimes make a mistake when we say things like this is the effort that is going to become THE World Government.

I can see how you could represent yourself as the President of the Global Community; but not as the President of the Global Community Earth Government as though such an Earth Government already actually exists and is able to elect officers.

However, I should also say that I see that you have put a tremendous amount of work into this and very good work at that. I very much appreciate all that you have done.

Please, can you tell me how far along the current discussions have come and how much longer they will last? Also are there archives where I can read the previous messages of this current discussion or dialogue? I have gone to the place on the website where I thought they would be but it directed me instead to the Global Constitution.

I am sorry that I did not contact you earlier about this; however it has been an incredibly busy year – what with the UN Millennium +5 Summit, various UN Reform processes, etc.

Finally, on a more specific note, I want to respond to a message that you sent in mid July. How can you propose a specific model of Nine Global Governments before the current discussion or dialogues have even taken place? I can understand that you would want us to discuss such an idea; but you make it sound the way you explain it as though this model is automatically going to be agreed on and to happen.

Also, I am not so sure I would agree with how you have set it up; though I am typically in favor of regional parliaments which coincide with a global parliament. However, I doubt that we want to set up any type of system which would be based upon representation from nation states as such a system tends to favor voting according to perceived national interests rather than according to what is better for the people of the world as a whole.

In fact, I think that the best means of Participation as well as Representation would be through Local, BioRegional, Supra Regional Assemblies, etc along with Issue Based Processes and Assemblies which overlay and are integrated with the regional process. A participatory model of governance would be much better than a representative model in my view.

I would suggest overall program approval at the global level and more specific means of implementation to be instituted at the supra regional and regional levels.

Well, enough said. Thank you once again for all of the good work that you have done. I look forward to participating in the discussions to the extent that I have the time.
