I'd be interested in presenting the idea of creating laws authorizing direct transnational and perhaps international lawsuits against polluters contributing to transboundary harms, following a human rights model. This idea addresses a concern I have about the slow cumbersome process of international political consensus for each new environmental issue. Bush's repudiation of the Kyoto Protocol highlights doubts about whether this method is adequate, especially when the problems created are irreversible.
