Solving environmental problems and those of sustainable development, we should keep in mind that they are closely connected with the generally acknnowledged human rights. Hardly there can be any effective and progressive development without a broad public access to decision- making. The international "community-right-to-know" principle is not observed in Belarus, the country with the communist past, autocratic present and indefinite future.

The Belarusian people badly need adequate information concerning the real consequences of the Chernobyl accident. They are often unaware of what is to be done to improve the state of environment, their living standards, and how to deal with various problems that life presents. The problem of survival and human rights are on the agenda of the Belarusian society at the turn of the centuries.
