Sustainable Development as a Framework for National Governance by Dr. John C. Dernbach Associate Professor School of Law Widener University Harrisburg Campus U.S.A. The Paper adresses the meaning of sustainable development in three ways: * it synthsizes Agenda 21 * the Rio Declaration * other texts into a conceptual framework for national governance. Sustainable development would modify both the purposes of national legal systems as well as their means of governance.
