The Paper adresses the meaning of sustainable development in three ways:
* it synthsizes Agenda 21
* the Rio Declaration
* other texts
into a conceptual framework for national governance. Sustainable development would modify both the purposes of national legal systems as well as their means of governance.

The Paper is an outgrowth of the way in which international law influences the development of domestic legal systems.
